    This paper presents an analysis of a market-based policy aimed at encouraging manufacturers to develop more fuel efficient vehicles without affecting the car buyer s choice of vehicle size. A vehicle s size is measured by its footprint , the product of track width and wheelbase. Traditional market-based policies to promote higher fuel economy, such as higher gasoline taxes or gas guzzler taxes, also induce motorists to purchase smaller vehicles. Whether or not such policies affect overall road safety remains controversial, however. Feebates, a continuous schedule of new vehicle taxes and rebates as a function of vehicle fuel consumption, can also be made a function of vehicle size, thus removing the incentive to buy a smaller vehicle. A feebate system based on a vehicle s footprint creates the same incentive to adopt technology to improve fuel economy as simple feebate systems while removing any incentive for manufacturers or consumers to downsize vehicles.

    A safety analysis was performed to assess the relative hazard of vehicles containing both compressed natural gas (CNG) and gasoline, referred to as dual-fueled vehicles, compared to the hazard of a dedicated CNG vehicle. This study expands upon previous work that examined the safety of CNG vehicles transiting highway tunnels. The approach was to examine operational data, test results and to perform thermal analyses to determine if there are any synergistic effects where the total consequences of fuel release might be greater than the sum of the two fuels released separately. This study concluded that a dual-fueled vehicle poses a slightly greater risk than a dedicated CNG vehicle; however, this marginal increase in risk is small and is within the bounds of risk posed by gasoline-powered vehicles. 4 refs.

    Each state in the United States can be viewed as a universe of road segments. For each road segment in each state, it is desired to know various traffic characteristics based on count data, classification count data, and weigh-in-motion data. These data are absolutely essential for highway design, maintenance, safety, and planning. Given no cost constraints, each road segment would be continuously monitored every day of the year. However, in practice, a few road segments are monitored continuously every day of the year to produce annual characteristics of traffic flow. The remaining road segments are monitored for one or two days each year, and this resulting data are `adjusted` (using factors based on data collected from the continuously monitored road segments) to produce estimates of annual characteristics. With this general approach, each state strives to provide estimates of annual characteristics for each road segment within its jurisdiction. In 1985, the Federal Highway Administration (FHWA) published the Traffic Monitoring Guide to assist states in achieving this end. As with almost any data collection effort, the monitoring data suffers from errors from many sources. In this paper, we report some empirical findings in a research project sponsored by the FHWA. This research project studied the variability in the traffic data from the continuously monitored road segments from state(s) and, the extent to which this variability is transferred to and affects the precision of the data produced from the road segments which are monitored only one or two days each year. The ultimate hope is that states will eventually be able to not only publish an estimate of a characteristic such as Average Annual Daily Traffic (AADT) for each road segment, but also that each estimate will be accompanied by a statement expressing how good the estimate is in terms of its estimated variability or precision, which will likely be expressed as a coefficient of variation.

The town of Grundy is also looking into strip mining coal from beneath the small mountaintop airport at Lovers Gap and turning it into a regional airport.     Congestion begins when an excess of vehicles on a segment of roadway at a given time, resulting in speeds that are significantly slower than normal or 'free flow' speeds. Congestion often means stop-and-go traffic. The transition occurs when vehicle density (the number of vehicles per mile in a lane) exceeds a critical level. Once traffic enters a state of congestion, recovery or time to return to a free-flow state is lengthy; and during the recovery process, delay continues to accumulate. The breakdown in speed and flow greatly impedes the efficient operation of the freeway system, resulting in economic, mobility, environmental and safety problems. Freeways are designed to function as access-controlled highways characterized by uninterrupted traffic flow so references to freeway performance relate primarily to the quality of traffic flow or traffic conditions as experienced by users of the freeway. The maximum flow or capacity of a freeway segment is reached while traffic is moving freely. As a result, freeways are most productive when they carry capacity flows at 60 mph, whereas lower speeds impose freeway delay, resulting in bottlenecks. Bottlenecks may be caused by physical disruptions, such as a reduced number of lanes, a change in grade, or an on-ramp with a short merge lane. This type of bottleneck occurs on a predictable or 'recurrent' basis at the same time of day and same day of week. Recurrent congestion totals 45% of congestion and is primarily from bottlenecks (40%) as well as inadequate signal timing (5%). Nonrecurring bottlenecks result from crashes, work zone disruptions, adverse weather conditions, and special events that create surges in demand and that account for over 55% of experienced congestion. Figure 1.1 shows that nonrecurring congestion is composed of traffic incidents (25%), severe weather (15%), work zones, (10%), and special events (5%).     It is explained why the set of the fundamental empirical features of traffic breakdown (a transition from free flow to congested traffic) should be the empirical basis for any traffic and transportation theory that can be reliable used for control and optimization in traffic networks. It is shown that generally accepted fundamentals and methodologies of traffic and transportation theory are not consistent with the set of the fundamental empirical features of traffic breakdown at a highway bottleneck. To these fundamentals and methodologies of traffic and transportation theory belong (i) Lighthill-Whitham-Richards (LWR) theory, (ii) the General Motors (GM) model class (for example, Herman, Gazis et al. GM model, Gipps’s model, Payne’s model, Newell’s optimal velocity (OV) model, Wiedemann’s model, Bando et al. OV model, Treiber’s IDM, Krauß’s model), (iii) the understanding of highway capacity as a particular stochastic value, and (iv) principles for traffic and transportation network optimization and control (for example, Wardrop’s user equilibrium (UE) and system optimum (SO) principles). Alternatively to these generally accepted fundamentals and methodologies of traffic and transportation theory, we discuss three-phase traffic theory as the basis for traffic flow modeling as well as briefly consider the network breakdown minimization (BM) principle for the optimization of traffic and transportation networks with road bottlenecks.

    The traffic investigation is one of the most important parts of an Environmental Impact Statement of projects involving the construction of new roadway facilities and/or the improvement of existing ones. The focus of the traffic analysis is on the determination of anticipated traffic flow characteristics of the proposed project, by the application of analytical methods that can be grouped under the umbrella of capacity analysis methodologies. In general, the main traffic parameter used in EISs to describe the quality of traffic flow is the Level of Service (LOS). The current state of the practice in terms of the traffic investigations for EISs has two main shortcomings. The first one is related to the information that is necessary to conduct the traffic analysis, and specifically to the lack of integration among the different transportation models and the sources of information that, in general, reside in GIS databases. A discussion of the benefits of integrating CRS&SI technologies and the transportation models used in the EIS traffic investigation is included. The second shortcoming is in the presentation of the results, both in terms of the appearance and formatting, as well as content. The presentation of traffic results (current and proposed) is discussed. This chapter also addresses the need of additional data, in terms of content and coverage. Regarding the former, other traffic parameters (e.g., delays) that are more meaningful to non-transportation experts than LOS, as well as additional information (e.g., freight flows) that can impact traffic conditions and safety are discussed. Spatial information technologies can decrease the negative effects of, and even eliminate, these shortcomings by making the relevant information that is input to the models more complete and readily available, and by providing the means to communicate the results in a more clear and efficient manner.     Clean-coal technology by-products are used in a highway embankment demonstration project. This research chronicles the procedures used in the process and analyzes the stability of a repaired highway embankment. The reconstructed slope is analyzed using an Intelligent Discussion Support System that was developed from a slope stability program. Water quality studies are performed and an instrumentation plan is suggested. The calculated factors of safety and the observed embankment performance give indications that the field demonstration project was a success. Long-term monitoring will be the best barometer for determining embankment gross movement and the future of FGD by-products as a stabilizing material.

    Recognition of necessities of connected and automated vehicles (CAVs) is gaining momentum. CAVs can improve both transportation network efficiency and safety through control algorithms that can harmonically use all existing information to coordinate the vehicles. This paper addresses the problem of optimally coordinating CAVs at merging roadways to achieve smooth traffic flow without stop-and-go driving. Here we present an optimization framework and an analytical closed-form solution that allows online coordination of vehicles at merging zones. The effectiveness of the efficiency of the proposed solution is validated through a simulation, and it is shown that coordination of vehicles can significantly reducemore » both fuel consumption and travel time.« less

    The transportation sector includes many subcategories--for example, on-highway, off-highway, and non-highway. Use of fuel for off-highway purposes is not well documented, nor is the number of off-highway vehicles. The number of and fuel usage for on-highway and aviation, marine, and rail categories are much better documented than for off-highway land-based use. Several sources document off-highway fuel use under specific conditions--such as use by application (e.g., recreation) or by fuel type (e.g., gasoline). There is, however, no single source that documents the total fuel used off-highway and the number of vehicles that use the fuel. This report estimates the fuel usage and number of vehicles/equipment for the off-highway category. No new data have been collected nor new models developed to estimate the off-highway data--this study is limited in scope to using data that already exist. In this report, unless they are being quoted from a source that uses different terminology, the terms are used as listed below. (1) ''On-highway/on-road'' includes land-based transport used on the highway system or other paved roadways. (2) ''Off-highway/off-road'' includes land-based transport not using the highway system or other paved roadways. (3) ''Non-highway/non-road'' includes other modes not traveling on highways such as aviation, marine, and rail. It should be noted that the term ''transportation'' as used in this study is not typical. Generally, ''transportation'' is understood to mean the movement of people or goods from one point to another. Some of the off-highway equipment included in this study doesn't transport either people or goods, but it has utility in movement (e.g., a forklift or a lawn mower). Along these lines, a chain saw also has utility in movement, but it cannot transport itself (i.e., it must be carried) because it does not have wheels.     This report is designed to document the analysis process and estimation models currently used by the Federal Highway Administration (FHWA) to estimate the off-highway gasoline consumption and public sector fuel consumption. An overview of the entire FHWA attribution process is provided along with specifics related to the latest update (2008) on the Off-Highway Gasoline Use Model and the Public Use of Gasoline Model. The Off-Highway Gasoline Use Model is made up of five individual modules, one for each of the off-highway categories: agricultural, industrial and commercial, construction, aviation, and marine. This 2008 update of the off-highway models was the second major update (the first model update was conducted during 2002-2003) after they were originally developed in mid-1990. The agricultural model methodology, specifically, underwent a significant revision because of changes in data availability since 2003. Some revision to the model was necessary due to removal of certain data elements used in the original estimation method. The revised agricultural model also made use of some newly available information, published by the data source agency in recent years. The other model methodologies were not drastically changed, though many data elements were updated to improve the accuracy of these models. Note that components in the Public Use of Gasoline Model were not updated in 2008. A major challenge in updating estimation methods applied by the public-use model is that they would have to rely on significant new data collection efforts. In addition, due to resource limitation, several components of the models (both off-highway and public-us models) that utilized regression modeling approaches were not recalibrated under the 2008 study. An investigation of the Environmental Protection Agency's NONROAD2005 model was also carried out under the 2008 model update.     A 1992 report to Congress, pursuant to Intermodal Surface Transportation Efficiency Act (ISTEA) sections 1089 and 6015, acknowledges that Texas serves a disproportionate share of the U.S.-Mexico international trade, and, accordingly, recommends the development of federal-aid program options to improve transportation infrastructure related to international trade. In order to take advantage of this recommendation, border states must monitor their transborder traffic demand and develop traffic circulation plans for their border cities. This report presents a 25-year traffic circulation plan for the City of Del Rio, Texas. The plan includes recommendations for increasing roadway capacity, adding left-turn lanes, building new routes to relieve congestion, and adding international thoroughfares. It also includes a comprehensive analysis of a transborder traffic in Del Rio, as well as of international thoroughfares between Cuidad Acuna and Del Rio. The recommendations take into account input from TxDOT personnel, City officials, border inspectors, international bridge managers, and several Mexican officials. The recommendations and schedules discussed in this report can assist TxDOT not only in planning land transport infrastructure, but also in alleviating problems associated with additional highway capacity, pavement rehabilitation, signalization, and right-of-way.

    The objective of this study is to provide cost est engineering, design, installation, operation and maintenance of Advanced Traffic Management Systems (ATMS) in the largest 75 metropolitan areas in the United States. This report gives estimates for deployment costs for ATMS in the next five years, subject to the qualifications and caveats set out in following paragraphs. The report considers infrastructure components required to realize fully a functional ATMS over each of two highway networks (as discussed in the Section describing our general assumptions) under each of the four architectures identified in the MITRE Intelligent Vehicle Highway Systems (IVHS) Architecture studies. The architectures are summarized in this report in Table 2. Estimates are given for eight combinations of highway networks and architectures. We estimate that it will cost between $8.5 Billion (minimal network) and $26 Billion (augmented network) to proceed immediately with deployment of ATMS in the largest 75 metropolitan areas. Costs are given in 1992 dollars, and are not adjusted for future inflation. Our estimates are based partially on completed project costs, which have been adjusted to 1992 dollars. We assume that a particular architecture will be chosen; projected costs are broken by architecture.

    In most visions of the AHS--including that of the National Automated Highway System Consortium--it has been assumed that when a vehicle was under automated control, the driver would be allowed to engage in any of a variety of activities not related to driving (e.g, working, reading, sleeping). The objective of the first study reported here--one of the noncommuter studies--was to determine what drivers do when traveling under automated control, and whether the age of and/gender or the driver and/or the intrastring gap have an influence on those activities. One the objectives of the commuter experiment--of relevance for this report--was to determine whether what drivers do when traveling under automated control changes as a function of experience with the AHS (i.e., across trials). As conceptualization of the AHS proceeds, the details of the interface between the driver and the in-vehicle system will become more important. One part of that interface will be information supplied by the AHS to the driver, perhaps about such things as traffic conditions ahead predicted trip time to the driver`s selected exit, and so on. To maximize the utility of that information, it is important to determine what it is that drivers would like to know when traveling under automated control. The objective of the third study reported here--the second of the five noncommuter experiments--was to provide a first investigation of that issue.

Volume III contains all of the references for the data used in the preliminary screening and is presented in 4 subvolumes.     What is the purpose of idling? The scale of idling can be small, as when parents idle their vehicles while waiting for their children outside of school, or it can be large, as when ocean liners are in port. In many cases, the primary purpose for idling is to control the temperature of a passenger or freight compartment. Large line-haul trucks idle overnight to keep fuel and the engine warm, for the resting driver's comfort, to mask out noises and smells, and for safety. In addition, all classes of trucks idle during the workday at ports and terminals, busy delivery sites, border crossings, and other work sites. They may be idling to enable slow movement in a queue (creep idling) or to provide other services. Bus drivers also idle their vehicles while they wait for passengers and to warm up in the morning. Even locomotive engines are idled so they start, for hotel load, to keep the battery charged, to keep the toilet water from freezing, and for air brakes, or because the operator idles out of habit. Although this document focuses on long-haul trucks, much of the information applies to other vehicles as well. The impacts of idling are substantial, with as much as 6 billion gallons of fuel burned unnecessarily each year in the United States at a cost of over $20 billion. The extra hours of engine operation also cost the owners money for more frequent maintenance and overhauls. In addition, idling vehicles emit particulates (PM{sub 10}), nitrogen dioxide (NO{sub 2}), carbon monoxide (CO), and carbon dioxide (CO{sub 2}). These emissions, along with noise from idling vehicles, have led to many local and state restrictions on idling. Two main factors have combined to create a surge of interest in idling reduction (IR): (1) Increasing restrictions on idling for heavy vehicles and (2) The price of diesel fuel.     Transportation is vital to the U.S. economy and society. As such, U.S. Presidents have repeatedly stated that the nation needs to reduce dependence on petroleum, especially for the highway transportation sector. Throughout history, highway transportation fuel transitions have been completed successfully both in United States and abroad. Other attempts have failed, as described in Appendix A: Historical Highway Fuel Transitions. Planning for a transition is critical because the changes can affect our nation's ability to compete in the world market. A transition will take many years to complete. While it is tempting to make quick decisions about the new fuel(s) of choice, it is preferable and necessary to analyze all the pertinent criteria to ensure that correct decisions are made. Doing so will reduce the number of changes in highway fuel(s). Obviously, changes may become necessary because of occurrences such as significant technology breakthroughs or major world events. With any and all of the possible transitions to new fuel(s), the total replacement of gasoline and diesel fuels is not expected. These conventional fuels are envisioned to coexist with the new fuel(s) for decades, while the revised fuel and vehicle infrastructures are implemented. The transition process must analyze the needs of the primary 'players,' which consist of the customers, the government, the fuel industry, and the automotive industry. To maximize the probability of future successes, the prime considerations of these groups must be addressed. Section 2 presents a succinct outline of the Checklist. Section 3 provides a brief discussion about the groupings on the Checklist.

    We present in this article a stochastic queuing model for the raod traffic. The model is based on the M/G/c/c state dependent queuing model, and is inspired from the deterministic Godunov scheme for the road traffic simulation. We first propose a variant of M/G/c/c state dependent model that works with density-flow fundamental diagrams rather than density-speed relationships. We then extend this model in order to consider upstream traffic demand as well as downstream traffic supply. Finally, we show how to model a whole raod by concatenating raod sections as in the deterministic Godunov scheme.

    While wide-area Internet traffic has been heavily studied for many years, the characteristics of traffic inside Internet enterprises remain almost wholly unexplored. Nearly all of the studies of enterprise traffic available in the literature are well over a decade old and focus on individual LANs rather than whole sites. In this paper we present a broad overview of internal enterprise traffic recorded at a medium-sized site. The packet traces span more than 100 hours, over which activity from a total of several thousand internal hosts appears. This wealth of data--which we are publicly releasing in anonymized form--spans a wide range of dimensions. While we cannot form general conclusions using data from a single site, and clearly this sort of data merits additional in-depth study in a number of ways, in this work we endeavor to characterize a number of the most salient aspects of the traffic. Our goal is to provide a first sense of ways in which modern enterprise traffic is similar to wide-area Internet traffic, and ways in which it is quite different.

  4. The Federal Highway Administration Gasohol Consumption Estimation Model

    The Federal Highway Administration (FHWA) is responsible for estimating the portion of Federal highway funds attributable to each State. The process involves use of State-reported data (gallons) and a set of estimation models when accurate State data is unavailable. To ensure that the distribution of funds is equitable, FHWA periodically reviews the estimation models. Estimation of the use of gasohol is difficult because of State differences in the definition of gasohol, inability of many States to separate and report gasohol usage from other fuel types, changes in fuel composition in nonattainment areas to address concerns over the use of certain fuel additives, and the lack of a valid State-level surrogate data set for gasohol use. Under the sponsorship of FHWA, Oak Ridge National Laboratory (ORNL) reviewed the regression-based gasohol estimation model that has been in use for several years. Based on an analytical assessment of that model and an extensive review of potential data sets, ORNL developed an improved rule-based model. The new model uses data from Internal Revenue Service, Energy Information Administration, Environmental Protection Agency, Department of Energy, ORNL, and FHWA sources. The model basically consists of three parts: (1) development of a controlled total of national gasohol usage, (2) determination of reliable State gasohol consumption data, and (3) estimation of gasohol usage for all other States. The new model will be employed for the 2004 attribution process. FHWA is currently soliciting comments and inputs from interested parties. Relevant data, as identified, will be pursued and refinements will be made by the research team if warranted.

    This paper summarizes the findings of a research project to develop new methods of estimating speeds for inclusion in the Highway Performance Monitoring System (HPMS) Analytical Process. The paper focuses on the effects of traffic conditions excluding incidents (recurring congestion) on daily average ed and excess fuel consumption. A review of the literature revealed that many techniques have been used to predict speeds as a function of congestion but most fail to address the effects of queuing. However, the method of Dowling and Skabardonis avoids this limitation and was adapted to the research. The methodology used the FRESIM and NETSIM microscopic traffic simulation models to develop uncongested speed functions and as a calibration base for the congested flow functions. The chief contributions of the new speed models are the simplicity of application and their explicit accounting for the effects of queuing. Specific enhancements include: (1) the inclusion of a queue discharge rate for freeways; (2) use of newly defined uncongested flow speed functions; (3) use of generic temporal distributions that account for peak spreading; and (4) a final model form that allows incorporation of other factors that influence speed, such as grades and curves. The main limitation of the new speed models is the fact that they are based on simulation results and not on field observations. They also do not account for the effect of incidents on speed. While appropriate for estimating average national conditions, the use of fixed temporal distributions may not be suitable for analyzing specific facilities, depending on observed traffic patterns. Finally, it is recommended that these and all future speed models be validated against field data where incidents can be adequately identified in the data.

    The purpose of this study was to evaluate the use of waste foundry sand (WFS) as a highway embankment material in a full-scale field demonstration project. This evaluation included geotechnical concerns, such as deformation, strength, hydraulic conductivity, and ease of construction. The report presents an introduction and previous research concerning WFS use in highway construction. A geotechnical laboratory testing program characterized the WFS used in the project, which was a waste product of Auburn Foundry, Inc., located in Auburn, Indiana. The project site was a 275 m section of the Country Route 206 highway project near Butler, Indiana.

  9. Real-Time Traffic Information for Emergency Evacuation Operations: Phase A Final Report

    There are many instances in which it is possible to plan ahead for an emergency evacuation (e.g., an explosion at a chemical processing facility). For those cases, if an accident (or an attack) were to happen, then the best evacuation plan for the prevailing network and weather conditions would be deployed. In other cases (e.g., the derailment of a train transporting hazardous materials), there may not be any previously developed plan to be implemented and decisions must be made ad-hoc on how to proceed with an emergency evacuation. In both situations, the availability of real-time traffic information plays a critical role in the management of the evacuation operations. To improve public safety during a vehicular emergency evacuation it is necessary to detect losses of road capacity (due to incidents, for example) as early as possible. Once these bottlenecks are identified, re-routing strategies must be determined in real-time and deployed in the field to help dissipate the congestion and increase the efficiency of the evacuation. Due to cost constraints, only large urban areas have traffic sensor deployments that permit access to some sort of real-time traffic information; any evacuation taking place in any other areas of the country would have to proceed without real-time traffic information. The latter was the focus of this SERRI/DHS (Southeast Region Research Initiative/Department of Homeland Security) sponsored project. That is, the main objective on the project was to improve the operations during a vehicular emergency evacuation anywhere by using newly developed real-time traffic-information-gathering technologies to assess traffic conditions and therefore to potentially detect incidents on the main evacuation routes. Phase A of the project consisted in the development and testing of a prototype system composed of sensors that are engineered in such a way that they can be rapidly deployed in the field where and when they are needed.     We propose an integrated modeling framework to optimally locate wireless charging facilities along a highway corridor to provide sufficient in-motion charging. The integrated model consists of a master, Infrastructure Planning Model that determines best locations with integrated two sub-models that explicitly capture energy consumption and charging and the interactions between electric vehicle and wireless charging technologies, geometrics of highway corridors, speed, and auxiliary system. The model is implemented in an illustrative case study of a highway corridor of Interstate 5 in Oregon. We found that the cost of establishing the charging lane is sensitive and increases with the speed to achieve. Through sensitivity analyses, we gain better understanding on the extent of impacts of geometric characteristics of highways and battery capacity on the charging lane design.

    This issue of Highway Vehicle MPG and Market Shares Report: Model Year 1990 reports the estimated sales-weighted fuel economies, sales, market shares, and other vehicle characteristics of new automobiles and light trucks. The estimates are made on a make and model basis (e.g., Chevrolet is a make and Corsica is a model), from model year 1976 to model year 1990. Vehicle sales data are used as weighting factors in the sales-weighted estimation procedure. Thus, the estimates represent averages of the overall new vehicle fleet, reflecting the composition of the fleet. Highlights are provided on the trends in the vehicle characteristics from one model year to the next. Analyses are also made on fuel economy changes to determine what caused the changes. The new automobile fleet experienced a fuel economy loss of 0.4 mpg from the previous model year, dropping to 27.6 mpg. This is the second consecutive decline in the fuel economy of new automobiles since model year 1983. The main reason for the fuel economy decline in automobiles was that the compact, midsize, and large size classes, which together claimed more than 75% of the new automobile market, each experienced fuel economy declines of 0.4 mpg or more. In contrast, the new light truck fleet showed an increase of 0.3 mpg from the previous year to a current mpg of 20.5. The fuel economy increase in light trucks was primarily due to the fact that the large pickup class, which represents 35.0% of the new 1990 light truck market experienced a gain of 0.7 mpg in its fuel economy. Overall, the sales-weighted fuel economy of the new light-duty vehicle fleet (automobiles and light trucks) dropped to 24.8 mpg in model year 1990, a reduction of 0.2 mpg from model year 1989. 9 refs., 29 figs., 55 tabs.

    ABSTRACT Under the sponsorship of the Federal Highway Administration's Office of Freight Management and Operations, the American Transportation Research Institute (ATRI) has developed performance measures through the Freight Performance Measures (FPM) initiative. Under this program, travel speed information is derived from data collected using wireless based global positioning systems. These telemetric data systems are subscribed and used by trucking industry as an operations management tool. More than one telemetric operator submits their data dumps to ATRI on a regular basis. Each data transmission contains truck location, its travel time, and a clock time/date stamp. Data from the FPM program provides a unique opportunity for studying the upstream-downstream speed distributions at different locations, as well as different time of the day and day of the week. This research is focused on the stochastic nature of successive link travel speed data on the continental United States Interstates network. Specifically, a method to estimate route probability distributions of travel time is proposed. This method uses the concepts of convolution of probability distributions and bivariate, link-to-link, conditional probability to estimate the expected distributions for the route travel time. Major contribution of this study is the consideration of speed correlation between upstream and downstream contiguous Interstate segments through conditional probability. The established conditional probability distributions, between successive segments, can be used to provide travel time reliability measures. This study also suggests an adaptive method for calculating and updating route travel time distribution as new data or information is added. This methodology can be useful to estimate performance measures as required by the recent Moving Ahead for Progress in the 21st Century Act (MAP 21).

This document shall be used to ensure that loading, tie down, transport, and unloading of the SERF Cask are performed in accordance with WHC-CM-2-14. This SEP is valid until October 1, 1999. After this date, an update or upgrade to this document is required.

    The www.fueleconomy.gov website offers information such as window label fuel economy for city, highway, and combined driving for all U.S.-legal light-duty vehicles from 1984 to the present. The site is jointly maintained by the U.S. Department of Energy and the U.S. Environmental Protection Agency (EPA), and also offers a considerable amount of consumer information and advice pertaining to vehicle fuel economy and energy related issues. Included with advice pertaining to driving styles and habits is information concerning the trend that as highway cruising speed is increased, fuel economy will degrade. An effort was undertaken to quantify this conventional wisdom through analysis of dynamometer testing results for 74 vehicles at steady state speeds from 50 to 80 mph. Using this experimental data, several simple models were developed to predict individual vehicle fuel economy and its rate of change over the 50-80 mph speed range interval. The models presented require a minimal number of vehicle attributes. The simplest model requires only the EPA window label highway mpg value (based on the EPA specified estimation method for 2008 and beyond). The most complex of these simple model uses vehicle coast-down test coefficients (from testing prescribed by SAE Standard J2263) known as the vehicle Target Coefficients, and the raw fuel economy result from the federal highway test. Statistical comparisons of these models and discussions of their expected usefulness and limitations are offered.

  4. A STUDY OF THE DISCREPANCY BETWEEN FEDERAL AND STATE MEASUREMENTS OF ON-HIGHWAY FUEL CONSUMPTION

    Annual highway fuel taxes are collected by the Treasury Department and placed in the Highway Trust Fund (HTF). There is, however, no direct connection between the taxes collected by the Treasury Department and the gallons of on-highway fuel use, which can lead to a discrepancy between these totals. This study was conducted to determine how much of a discrepancy exists between the total fuel usages estimated based on highway revenue funds as reported by the Treasury Department and the total fuel usages used in the apportionment of the HTF to the States. The analysis was conducted using data from Highway Statistics Tables MF-27 and FE-9 for the years 1991-2001. It was found that the overall discrepancy is relatively small, mostly within 5% difference. The amount of the discrepancy varies from year to year and varies among the three fuel types (gasoline, gasohol, special fuels). Several potential explanations for these discrepancies were identified, including issues on data, tax measurement, gallon measurement, HTF receipts, and timing. Data anomalies caused by outside forces, such as deferment of tax payments from one fiscal year to the next, can skew fuel tax data. Fuel tax evasion can lead to differences between actual fuel use and fuel taxes collected. Furthermore, differences in data collection and reporting among States can impact fuel use data. Refunds, credits, and transfers from the HTF can impact the total fuel tax receipt data. Timing issues, such as calendar year vs. fiscal year, can also cause some discrepancy between the two data sources.

Local governments can also promote alternative transportation among other employers and the general public. They can provide information on commuting options, improve the infrastructure, and use local authority to require and reward those changes necessary to make alternative transportation a widely accepted part of community life. As the economy grows, the transportation is developing dramatically and becoming the key for further economic development. The air quality is threatened by the rapid growth of the vehicles in the city. The most urgent task in improving urban traffic is to establish a sound traffic system. The municipal government takes great effort to improve the traffic condition, as well as to reduce green house gases and protect air environment. Some management and technical measures are carried out. Those management measures are mainly as follows: (1) systematic planning of the city arrangement and city functional division, and integrated planning of the urban roads system, (2) putting great emphasis on tail gas monitoring and management, and (3) establishing optimized utilization of motor vehicles. Those included in the main technical measures are (1) making the roads clear, (2) enlarging traffic capacity, and (3) developing the public transport. The most urgent task in improving urban traffic is to establish a sound traffic system. The city municipal government and Transportation Management Bureau plan to make a series of reforms to improve the urban traffic condition, such as building high quality road around the city, reducing the number of one way roads and replacing gasoline buses with electric buses. An optimized traffic system of Xiamen, taking public transport as the main means, is the key to meet the needs of both traffic improvement and urban transportation pollution control.

    A shift towards increased levels of driving automation is generally expected to result in improved safety and traffic congestion outcomes. However, little empirical data exists to estimate the impact that automated driving could have on energy consumption and greenhouse gas emissions. In the absence of empirical data on differences between drive cycles from present day vehicles (primarily operated by humans) and future vehicles (partially or fully operated by computers) one approach is to model both situations over identical traffic conditions. Such an exercise requires traffic micro-simulation to not only accurately model vehicle operation under high levels of automation, but also (and potentially more challenging) vehicle operation under present day human drivers. This work seeks to quantify the ability of a commercial traffic micro-simulation program to accurately model real-world drive cycles in vehicles operated primarily by humans in terms of driving speed, acceleration, and simulated fuel economy. Synthetic profiles from models of freeway and arterial facilities near Atlanta, Georgia, are compared to empirical data collected from real-world drivers on the same facilities. Empirical and synthetic drive cycles are then simulated in a powertrain efficiency model to enable comparison on the basis of fuel economy. Synthetic profiles from traffic micro-simulation were found to exhibit low levels of transient behavior relative to the empirical data. Even with these differences, the synthetic and empirical data in this study agree well in terms of driving speed and simulated fuel economy.     In the United Kingdom there have been significant recent changes to the management of civil nuclear liabilities. With the formation in April 2005 of the Nuclear Decommissioning Authority (NDA), ownership of the civil nuclear licensed sites in the UK, including the Magnox Reactor Stations, passed to this new organisation. The NDAs mission is to seek acceleration of the nuclear clean up programme and deliver increased value for money and, consequently, are driving their contractors to seek more innovative ways of performing work. British Nuclear Group manages the UK Magnox stations under contract to the NDA. This paper summarises the approach being taken within its Reactor Sites business to work with suppliers to enhance working arrangements at sites, improve the delivery of decommissioning programmes and deliver improvements in safety and environmental performance. The UK Magnox stations are 1. generation gas-graphite reactors, constructed in the 1950's and 1960's. Two stations are currently still operating, three are shut-down undergoing defueling and the other five are being decommissioned. Despite the distractions of industry restructuring, an uncompromising policy of demanding improved performance in conjunction with improved safety and environmental standards has been adopted. Over the past 5 years, this policy has resulted in step-changes in performance at Reactor Sites, with increased electrical output and accelerated defueling and decommissioning. The improvements in performance have been mirrored by improvements in safety (DACR of 0 at 5 sites); environmental standards (reductions in energy and water consumption, increased waste recycling) and the overall health of the workforce (20% reduction in sickness absence).     Traffic flow on a unidirectional roadway in the presence of traffic lights is modeled. Individual car responses to green, yellow, and red lights are postulated and these result in rules governing the acceleration and deceleration of individual cars. The essence of the model is that only specific cars are directly affected by the lights. The other cars behave according to simple follow-the-leader rules which limit their speed by the spacing between it and the car directly ahead. The model has a number of desirable properties; namely cars do not run red lights, cars do not smash into one another, and cars exhibit no velocity reversals. In a situation with multiple lights operating in-phase we get, after an initial startup period, a constant number of cars through each light during any green-yellow period. Moreover, this flux is less by one or two cars per period than the flux obtained in discretized versions of the idealized Lighthill, Whitham, Richards model which allows for infinite accelerations.

    We address the problem of coordinating online a continuous flow of connected and automated vehicles (CAVs) crossing two adjacent intersections in an urban area. We present a decentralized optimal control framework whose solution yields for each vehicle the optimal acceleration/deceleration at any time in the sense of minimizing fuel consumption. The solu- tion, when it exists, allows the vehicles to cross the intersections without the use of traffic lights, without creating congestion on the connecting road, and under the hard safety constraint of collision avoidance. The effectiveness of the proposed solution is validated through simulation considering two intersections located in downtown Boston, and it is shown that coordination of CAVs can reduce significantly both fuel consumption and travel time.

    The mine proving ground to be used for the hybrid off highway vehicle (OHV) demonstration was visited, to obtain haul route profile data and OHV vehicle data. A 6500-ft haul mission with 7% average grade was selected. Enhancements made to a dynamic model of hybrid missions provided capability to analyze hybrid OHV performance. A benefits study defined relationships between fuel and productivity benefits and hybrid system parameters. OHV hybrid system requirements were established, and a survey of candidate energy storage technology characteristics was carried out. Testing of the performance of an existing power battery bank verified its suitability for use in the hybrid OHV demonstration.

In order to do that, it quantifies emissions of CO{sub 2}, CO{sub 2} HC and NO{sub x} in terms of CO{sub 2}-equivalent units for time spans of 20, 100 and 500 years. It shows that the consideration of CO{sub 2} HC and NO{sub x} emissions in addition to CO{sub 2} provides an important contribution for better understanding the total warming impact of transportation fuels in Brazil.

    The objective of this project was to assess the environmental and geotechnical performance of two highway embankments constructed using coal combustion fly ash. The environmental work focused on characterizing monitoring well water samples from the site before, during, and after construction. In addition, a number of in-situ lysimeter water samples were also tested during and after construction. In each case, water samples were evaluated in terms of their constitutive organic and metal concentrations, as well as their relative bioassay response using a MicrotoxTM protocol. The geotechnical work included monitoring of ash water content and unit weight during placement, settlement analysis and in-situ testing of the completed as fills using the Standard Penetration Test. Analysis of the groundwater and lysimeter water samples indicated that the coal ash had not adversely affected the environmental quality of the 56th Street overpass site. The embankments also performed well from a geotechnical perspective both during and after construction. The only difficulty was the measurement of coal ash water content and unit weight using the nuclear density gauge. The benefits of reusing coal combustion fly ash for highway construction are: (1) low-cost source material for INDOT, (2) reduced disposal costs for Indiana utilities, and (3) savings of Indiana landfill capacity.

This is why the real-time interpretation and understanding of Bluetooth traffic behavior is critical in both maintaining the integrity of computer systems and increasing the efficient use of this technology in control type applications. Although neuro-fuzzy approaches have been applied to wireless 802.11 behavior analysis in the past, a significantly different Bluetooth protocol framework has not been extensively explored using this technology. This paper presents a new neurofuzzy traffic analysis algorithm of this still new territory of Bluetooth traffic. Further enhancements of this algorithm are presented along with the comparison against the traditional, numerical approach. Through test examples, interesting Bluetooth traffic behavior characteristics were captured, and the comparative elegance of this computationally inexpensive approach was demonstrated. This analysis can be used to provide directions for future development and use of this prevailing technology in various control type applications, as well as making the use of it more secure.

    The status of electric drive technology in the United States as of early 2010 is documented. Rapidly evolving electric drive technologies discussed include hybrid electric vehicles, multiple types of plug-in hybrid electric vehicles, and battery electric vehicles. Recent trends for hybrids are quantified. Various plug-in vehicles entering the market in the near term are examined. The technical and economic requirements for electric drive to more broadly succeed in a wider range of highway vehicle applications are described, and implications for the most promising new markets are provided. Federal and selected state government policy measures promoting and preparing for electric drive are discussed. Taking these into account, judgment on areas where increased Clean Cities funds might be most productively focused over the next five years are provided. In closing, the request by Clean Cities for opinion on the broad range of research needs providing near-term support to electric drive is fulfilled.

    Class F fly ash and bottom ash are the solid residue byproducts produced by coal-burning electric utilities. They are usually disposed of together as a waste in utility disposal sites with a typical disposal rate of 80% fly ash and 20% bottom ash. Direct use of these materials in construction projects consuming large volumes of materials, such as highway embankment construction, not only provides a promising solution to the disposal problem, but also an economic alternative to the use of traditional materials. Representative samples of class F fly and bottom ash were collected from two utility power plants in Indiana and tested for their mechanical properties (compaction, permeability, strength, stiffness, and compressibility). Three mixtures of fly and bottom ash with different mixture ratios (i.e., 50, 75, and 100% fly ash content by weight) were prepared for testing. Test results indicated that ash mixtures compare favorably with conventional granular materials.

    The increasing availability of highly granular, vehicle trajectory data combined with ever increasing stores of roadway sensor data has provided unparalleled observability into the operation of our urban roadway networks. These data sources are quickly moving from research and prototype environments into full-scale commercial deployment and data offerings. The observability gained allows for increased control opportunities to enhance transportation mobility, safety and energy efficiency. The National Renewable Energy Laboratory (NREL) is involved in three initiatives to leverage these data for positive outcomes: 1) In 2015 NREL, in cooperation with industry and university partners, was awarded an ARPA-E research grant to research a control architecture to incentivize individual travelers toward more sustainable travel behavior. Based on real-time data on the traveler's destination and state of the system, the traveler is presented with route and/or mode choices and offered incentives to accept sustainable alternatives over less-sustainable ones. The project tests the extent to which small incentives can influence, or tip the balance toward more sustainable travel behavior. 2) Although commercial sources of travel time and speed have emerged in recent years based on vehicle probe data, volume estimates continue to rely primarily on historical count data factored for the time of day, day of week, and season of year. Real-time volume flows would enable better tools, simulation in the loop, and ultimately more effective control outcomes. NREL in cooperation with the University of Maryland and industry traffic data providers (INRIX, HERE and TomTom), are attempting to accelerate the timeframe to a viable real-time vehicle volume data feed based on probe data. 3) Signal control on urban arterials for years has had to rely on models rather than measured data to assess performance.     Management of Nuclear Safety, Industrial Safety, Industrial Hygiene, and Fire Protection programs, functions, and field support resources for Tank Waste Remediation Systems (TWRS) has, until recently, been centralized in TWRS Safety, under the Emergency, Safety, and Quality organization. Industrial hygiene technician services were also provided to support operational needs related to safety basis compliance. Due to WHC decentralization of safety and reengineering efforts in West Tank Farms, staffing and safety responsibilities have been transferred to the facilities. Under the new structure, safety personnel for TWRS are assigned directly to East Tank Farms, West Tank Farms, and a core Safety Group in TWRS Engineering. The Characterization Project Operations (CPO) safety organization will remain in tact as it currently exists. Personnel assigned to East Tank Farms, West Tank Farms, and CPO will perform facility-specific or project-specific duties and provide field implementation of programs. Those assigned to the core group will focus on activities having a TWRS-wide or programmatic focus. Hanford-wide activities will be the responsibility of the Safety Center of Expertise. In order to ensure an effective and consistent safety program for TWRS under the new organization program functions, goals, organizational structure, roles, responsibilities, and path forward must be clearly established. The purpose of the TWRS Safety Program Plan is to define the overall safety program, responsibilities, relationships, and communication linkages for safety personnel under the new structure. In addition, issues associated with reorganization transition are addressed, including training, project ownership, records management, and dissemination of equipment.     The objective of this program was to explore a combination of advanced injection control and urea-selective catalytic reduction (SCR) to reduce the emissions of oxides of nitrogen (NOx) and particulate matter (PM) from a Tier 2 off-highway diesel engine to Tier 3 emission targets while maintaining fuel efficiency. The engine used in this investigation was a 2004 4.5L John Deere PowerTechTM; this engine was not equipped with exhaust gas recirculation (EGR). Under the original CRADA, the principal objective was to assess whether Tier 3 PM emission targets could be met solely by increasing the rail pressure. Although high rail pressure will lower the total PM emissions, it has a contrary effect to raise NOx emissions. To address this effect, a urea-SCR system was used to determine whether the enhanced NOx levels, associated with high rail pressure, could be reduced to Tier 3 levels. A key attraction for this approach is that it eliminates the need for a Diesel particulate filter (DPF) to remove PM emissions. The original CRADA effort was also performed using No.2 Diesel fuel having a maximum sulfur level of 500 ppm. After a few years, the CRADA scope was expanded to include exploration of advanced injection strategies to improve catalyst regeneration and to explore the influence of urea-SCR on PM formation. During this period the emission targets also shifted to meeting more stringent Tier 4 emissions for NOx and PM, and the fuel type was changed to ultra-low sulfur Diesel (ULSD) having a maximum sulfur concentration of 15 ppm. New discoveries were made regarding PM formation at high rail pressures and the influences of oxidation catalysts and urea-SCR catalysts. These results are expected to provide a pathway for lower PM and NOx emissions for both off- and on-highway applications. Industrial in-kind support was available throughout the project period.     The Multimegawatt (MMW) Space Reactor Project supports the Strategic Defense Initiative Office requirement to provide reliable, safe, cost-effective, electrical power in the MMW range. Specifically, power may be used for neutral particle beams, free electron lasers, electromagnetic launchers, and orbital transfer vehicles. This power plant technology may also apply to the electrical power required for other uses such as deep-space probes and planetary exploration. The Multimegawatt Space Reactor Project, the Thermionic Fuel Element Verification Program, and Centaurus Program all support the Multimegawatt Space Nuclear Power Program and form an important part of the US Department of Energy's (DOE's) space and defense power systems activities. A major objective of the MMW project is the development of a reference flight system design that provides the desired levels of public safety, health protection, and special nuclear material (SNM) protection when used during its designated missions. The safety requirements for the MMW project are a hierarchy of requirements that consist of safety requirements/regulations, a safety policy, general safety criteria, safety technical specifications, safety design specifications, and the system design. This paper describes the strategy and philosophy behind the development of the safety requirements imposed upon the MMW concept developers. The safety organization, safety policy, generic safety issues, general safety criteria, and the safety technical specifications are discussed.

    An article of similar title was published in the International Journal of Radioactive Materials Transport in 1999. The study concluded that the daytime and nighttime populations are not substantially different for the metropolitan areas examined. This study revisits the issue, but using the LandScan USA high resolution population distribution data, which includes daytime and night-time population. Segments of Interstate highway beltways, along with the direct route through the city, for Atlanta, St. Louis, and Kansas City are examined with an 800m buffer from either side of the highways. The day/night ratio of population is higher using the LandScan USA data. LandScan USA daytime and night-time data will be incorporated into the TRAGIS routing model in future.

    A centrality measure based on the time of first returns rather than the number of steps is developed and applied to finding proton traps and access points to proton highways in the doped perovskite oxides: AZr{sub 0.875}D{sub 0.125}O{sub 3}, where A is Ba or Sr and the dopant D is Y or Al. The high centrality region near the dopant is wider in the SrZrO{sub 3} systems than the BaZrO{sub 3} systems. In the aluminum-doped systems, a region of intermediate centrality (secondary region) is found in a plane away from the dopant. Kinetic Monte Carlo (kMC) trajectories show that this secondary region is an entry to fast conduction planes in the aluminum-doped systems in contrast to the highest centrality area near the dopant trap. The yttrium-doped systems do not show this secondary region because the fast conduction routes are in the same plane as the dopant and hence already in the high centrality trapped area. This centrality measure complements kMC by highlighting key areas in trajectories. The limiting activation barriers found via kMC are in very good agreement with experiments and related to the barriers to escape dopant traps.
