    Well over 150 lighting industry leaders gathered in Vancouver, Washington, on June 24-25, 2009, for the second DOE Solid-State Lighting (SSL) Manufacturing Workshop. The primary purpose was to review and refine a "strawman" roadmap for SSL manufacturing, based on insights and recommendations from the first workshop, which was held in April in Fairfax, Virginia. These insights and recommendations focused on identifying and overcoming the key barriers to developing lower-cost, higher-quality SSL products. The outcome of both workshops will be a working roadmap to guide SSL manufacturing in general and to inform a new DOE manufacturing initiative.

    In 1881, d'Arsonval conceived the closed-Rankine-cycle ocean thermal energy conversion (OTEC) system in which a working fluid is vaporized by heat exchange with cold water drawn from a 700-1200 m depth. In 1930, Claude demonstrated an open-cycle process in Cuba. Surface water was flash-vaporized at 3 kPa to drive a turbine directly (no secondary working fluid) and then was condensed by direct contact with water drawn from a 700-m depth through a 1.6m-diam, 1.75-km-long cold-water pipe (CWP). From a delta T of 14/sup 0/C his undersized turbine generated 22 kW. In 1956 a French team designed a 3.5-MW (net) open-cycle plant for installation off Abidjan on the Ivory Coast of Africa and demonstrated the necessary CWP deployment. The at-sea demonstrations by Mini-OTEC and OTEC-1 and other recent advances in OTEC technology summarized herein represent great progress. All of the types of plants proposed for the DOE's PON program may be worthy of development; certainly work on a grazing plant is needed. Our estimates indicate that the U.S. goals established by Public Law 96-310 leading to 10 GW of OTEC power and energy product equivalents by 1999 are achievable, provided that adequate federal financial incentives are retained to assure the building of the first few plants.

    NREL's fleet test and evaluation team assesses the fuel savings potential of semi-automated truck platooning of line-haul sleeper cabs with modern aerodynamics. Platooning reduces aerodynamic drag by grouping vehicles together and safely decreasing the distance between them via electronic coupling, which allows multiple vehicles to accelerate or brake simultaneously. In 2014, the team conducted track testing of three SmartWay tractor - two platooned tractors and one control tractor—at varying steady-state speeds, following distances, and gross vehicle weights. While platooning improved fuel economy at all speeds, travel at 55 mph resulted in the best overall miles per gallon. The lead truck demonstrated fuel savings up to 5.3% while the trailing truck saved up to 9.7%. A number of conditions impact the savings attainable, including ambient temperature, distance between lead and trailing truck, and payload weight. Future studies may look at ways to optimize system fuel efficiency and emissions reductions.

    This NREL highlight describes a simulation-based study that analyzes the energy impacts of oversized residential air conditioners. Researchers found that, if parasitic power losses are minimal, there is very little increase in energy use for oversizing an air conditioner. The research demonstrates that new residential air conditioners can be sized primarily based on comfort considerations, because capacity typically has minimal impact on energy efficiency. The results of this research can be useful for contractors and homeowners when choosing a new air conditioner or heat pump during retrofits of existing homes. If the selected unit has a crankcase heater, performing proper load calculations to be sure the new unit is not oversized will help avoid excessive energy use.

    As a policy tool, state tax incentives can be structured to help states meet clean energy goals. Policymakers often use state tax incentives in concert with state and federal policies to support renewable energy deployment or reduce market barriers. This analysis used case studies of four states to assess the contributions of state tax incentives to the development of renewable energy markets. State tax incentives that are appropriately paired with complementary state and federal policies generally provide viable mechanisms to support renewable energy deployment. However, challenges to successful implementation of state tax incentives include serving project owners with limited state tax liability, assessing appropriate incentive levels, and differentiating levels of incentives for technologies with different costs. Additionally, state tax incentives may result in moderately higher federal tax burdens. These challenges notwithstanding, state tax incentives that consider certain policy design characteristics can support renewable energy markets and state clean energy goals.The scale of their impact though is directly related to the degree to which they support the renewable energy markets for targeted sectors and technologies. This report highlights important policy design considerations for policymakers using state tax incentives to meet clean energy goals.

    These models address a variety of purposes, such as supply or demand of energy or of certain types of energy, emergency management of energy, conservation in end uses of energy, and economic factors. Fifty-one models are briefly described as to: purpose; energy system; applications;status; validation; outputs by sector, energy type, economic and physical units, geographic area, and time frame; structure and modeling techniques; submodels; working assumptions; inputs; data sources; related models; costs; references; and contacts. Discussions in the report include: project purposes and methods of research, state energy modeling in general, model types and terminology, and Federal legislation to which state modeling is relevant. Also, a state-by-state listing of modeling efforts is provided and other model inventories are identified. The report includes a brief encylopedia of terms used in energy models. It is assumed that many readers of the report will not be experienced in the technical aspects of modeling. The project was accomplished by telephone conversations and document review by a team from the Colorado School of Mines Research Institute and the faculty of the Colorado School of Mines. A Technical Committee (listed in the report) provided advice during the course of the project.

    One of the major challenges associated with algal biofuels production in a biorefinery-type setting is improving biomass utilization in its entirety, increasing the process energetic yields and providing economically viable and scalable co-product concepts. We demonstrate the effectiveness of a novel, integrated technology based on moderate temperatures and low pH to convert the carbohydrates in wet algal biomass to soluble sugars for fermentation, while making lipids more accessible for downstream extraction and leaving a protein-enriched fraction behind. This research has been highlighted in the Green Chemistry journal article mentioned above and a milestone report, and is based on the work the researchers are doing for the AOP projects Algal Biomass Conversion and Algal Biofuels Techno-economic Analysis. That work has demonstrated an advanced process for algal biofuel production that captures the value of both the algal lipids and carbohydrates for conversion to biofuels.  With this process, as much as 150 GGE/ton of biomass can be produced, 2-3X more than can be produced by terrestrial feedstocks.  This can also reduce the cost of biofuel production by as much as 40%. This also represents the first ever design case for the algal lipid upgrading pathway.

Scientists at the National Renewable Energy Laboratory (NREL) have demonstrated a new way to use photosynthesis to produce ethylene. NREL scientists introduced a gene for ethylene forming enzyme (EFE) into a cyanobacterium and demonstrated that the organism remained stable through at least four generations, producing ethylene gas that could be easily captured.

    WEC-Sim is a DOE-funded software tool being jointly developed by NREL and SNL. WEC-Sim computationally models wave energy converters (WEC), devices that generate electricity using movement of water systems such as oceans, rivers, etc. There is great potential for WECs to generate electricity, but as of yet, the industry has yet to establish a commercially viable concept. Modeling, design, and simulations tools are essential to the successful development of WECs. Commercial WEC modeling software tools can't be modified by the user. In contrast, WEC-Sim is a free, open-source, and flexible enough to be modified to meet the rapidly evolving needs of the WEC industry. By modeling the power generation performance and dynamic loads of WEC designs, WEC-Sim can help support the development of new WEC devices by optimizing designs for cost of energy and competitiveness. By being easily accessible, WEC-Sim promises to help level the playing field in the WEC industry. Importantly, WEC-Sim is also excellent at its job! In 2014, WEC-Sim was used in conjunction with NREL’s FAST modeling software to win a hydrodynamic modeling competition. WEC-Sim and FAST performed very well at predicting the motion of a test device in comparison to other modeling tools. The most recent version of WEC-Sim (v1.1) was released in April 2015.

    This publication provides a broad overview of the research programs and efforts being conducted, built, designed, and planned at Brookhaven National Laboratory. This work covers a broad range of scientific disciplines. Major facilities include the Alternating Gradient Synchrotron (AGS), with its newly completed booster, the National Synchrotron Light Source (NSLS), the High Flux Beam Reactor (HFBR), and the RHIC, which is under construction. Departments within the laboratory include the AGS department, accelerator development, physics, chemistry, biology, NSLS, medical, nuclear energy, and interdepartmental research efforts. Research ranges from the pure sciences, in nuclear physics and high energy physics as one example, to environmental work in applied science to study climatic effects, from efforts in biology which are a component of the human genome project to the study, production, and characterization of new materials. The paper provides an overview of the laboratory operations during 1992, including staffing, research, honors, funding, and general laboratory plans for the future.

The estimates are developed in the State Energy Data System (SEDS), which is maintained and operated by the Energy Information Administration (EIA).     The State Energy Data Report (SEDR) provides annual time series estimates of State-level energy consumption by major economic sectors. The estimates are developed in the Combined State Energy Data System (CSEDS), which is maintained and operated by the Energy Information Administration (EIA). The goal in maintaining CSEDS is to create historical time series of energy consumption by State that are defined as consistently as possible over time and across sectors. CSEDS exists for two principal reasons: (1) to provide State energy consumption estimates to Members of Congress, Federal and State agencies, and the general public and (2) to provide the historical series necessary for EIA`s energy models. To the degree possible, energy consumption has been assigned to five sectors: residential, commercial, industrial, transportation, and electric utility sectors. Fuels covered are coal, natural gas, petroleum, nuclear electric power, hydroelectric power, biomass, and other, defined as electric power generated from geothermal, wind, photovoltaic, and solar thermal energy. 322 tabs.

The price and expenditure estimates developed in the State Energy Price and Expenditure Data System (SEPEDS) are provided by energy source and economic sector and are published for the years 1970 through 1994. Consumption estimates used to calculate expenditures and the documentation for those estimates are taken from the State Energy Data Report 1994, Consumption Estimates (SEDR), published in October 1996. Expenditures are calculated by multiplying the price estimates by the consumption estimates, which are adjusted to remove process fuel; intermediate petroleum products; and other consumption that has no direct fuel costs, i.e., hydroelectric, geothermal, wind, solar, and photovoltaic energy sources.     The State Energy Price and Expenditure Report (SEPER) presents energy price and expenditure estimates individually for the 50 States and the District of Columbia and in aggregate for the US. The estimates developed in the State Energy Price and Expenditure Data System (SEPEDS) are provided by energy source and economic sector and are published for the years 1970 through 1995. Data for all years are available on a CD-ROM and via Internet. Consumption estimates used to calculate expenditures and the documentation for those estimates are taken from the State Energy Data Report 1995, Consumption Estimates (SEDR), published in December 1997. Expenditures are calculated by multiplying the price estimates by the consumption estimates, which are adjusted to remove process fuel; intermediate petroleum products; and other consumption that has no direct fuel costs, i.e., hydroelectric, geothermal, wind, solar, and photovoltaic energy sources.

    The US oil and gas industry has been dramatically weakened by the recent oil price collapse. Domestic drilling activity reached a new post-World War II low during the summer of 1986. Given a weak, unstable oil price outlook, US capability will continue to deteriorate. In the last year US imports of foreign oil have risen significantly, and if market forces alone dominate, US dependence is expected to rise from 32% in 1983 to the 50 to 70% level in the not-too-distant future. The 1973 oil embargo and the subsequent attempts to improve US energy security vividly demonstrated the huge costs and long periods of time required to change our energy system. These facts, coupled with the nation's generally short-term orientation, suggest a strong likelihood of a new US energy crisis in the early to middle 1990s. 39 refs., 6 figs., 3 tabs.

    The goal of this research program is to elucidate the elementary dynamical mechanisms of vibrational and rotational energy transfer between molecules, at a quantum-state resolved level of detail. Molecular beam techniques are used to isolate individual molecular collisions, and to control the kinetic energy of collision. Lasers are used both to prepare specific quantum states prior to collision by stimulated-emission pumping (SEP), and to measure the distribution of quantum states in the collision products by laser-induced fluorescence (LIF). The results are interpreted in terms of dynamical models, which may be cast in a classical, semiclassical or quantum mechanical framework, as appropriate.
