SCEPA is being used to quantify the impacts of existing state policies, and to identify crucial policy attributes and their potential applicability to other states.

    In 1881, d'Arsonval conceived the closed-Rankine-cycle ocean thermal energy conversion (OTEC) system in which a working fluid is vaporized by heat exchange with cold water drawn from a 700-1200 m depth. In 1930, Claude demonstrated an open-cycle process in Cuba. Surface water was flash-vaporized at 3 kPa to drive a turbine directly (no secondary working fluid) and then was condensed by direct contact with water drawn from a 700-m depth through a 1.6m-diam, 1.75-km-long cold-water pipe (CWP). From a delta T of 14/sup 0/C his undersized turbine generated 22 kW. In 1956 a French team designed a 3.5-MW (net) open-cycle plant for installation off Abidjan on the Ivory Coast of Africa and demonstrated the necessary CWP deployment. The at-sea demonstrations by Mini-OTEC and OTEC-1 and other recent advances in OTEC technology summarized herein represent great progress. All of the types of plants proposed for the DOE's PON program may be worthy of development; certainly work on a grazing plant is needed. Our estimates indicate that the U.S. goals established by Public Law 96-310 leading to 10 GW of OTEC power and energy product equivalents by 1999 are achievable, provided that adequate federal financial incentives are retained to assure the building of the first few plants.

    NREL's fleet test and evaluation team assesses the fuel savings potential of semi-automated truck platooning of line-haul sleeper cabs with modern aerodynamics. Platooning reduces aerodynamic drag by grouping vehicles together and safely decreasing the distance between them via electronic coupling, which allows multiple vehicles to accelerate or brake simultaneously. In 2014, the team conducted track testing of three SmartWay tractor - two platooned tractors and one control tractor—at varying steady-state speeds, following distances, and gross vehicle weights. While platooning improved fuel economy at all speeds, travel at 55 mph resulted in the best overall miles per gallon. The lead truck demonstrated fuel savings up to 5.3% while the trailing truck saved up to 9.7%. A number of conditions impact the savings attainable, including ambient temperature, distance between lead and trailing truck, and payload weight. Future studies may look at ways to optimize system fuel efficiency and emissions reductions.

    This NREL highlight describes a simulation-based study that analyzes the energy impacts of oversized residential air conditioners. Researchers found that, if parasitic power losses are minimal, there is very little increase in energy use for oversizing an air conditioner. The research demonstrates that new residential air conditioners can be sized primarily based on comfort considerations, because capacity typically has minimal impact on energy efficiency. The results of this research can be useful for contractors and homeowners when choosing a new air conditioner or heat pump during retrofits of existing homes. If the selected unit has a crankcase heater, performing proper load calculations to be sure the new unit is not oversized will help avoid excessive energy use.

    As a policy tool, state tax incentives can be structured to help states meet clean energy goals. Policymakers often use state tax incentives in concert with state and federal policies to support renewable energy deployment or reduce market barriers. This analysis used case studies of four states to assess the contributions of state tax incentives to the development of renewable energy markets. State tax incentives that are appropriately paired with complementary state and federal policies generally provide viable mechanisms to support renewable energy deployment. However, challenges to successful implementation of state tax incentives include serving project owners with limited state tax liability, assessing appropriate incentive levels, and differentiating levels of incentives for technologies with different costs. Additionally, state tax incentives may result in moderately higher federal tax burdens. These challenges notwithstanding, state tax incentives that consider certain policy design characteristics can support renewable energy markets and state clean energy goals.The scale of their impact though is directly related to the degree to which they support the renewable energy markets for targeted sectors and technologies. This report highlights important policy design considerations for policymakers using state tax incentives to meet clean energy goals.

Also provided for each state are selected demographic and energy-related information that have been ranked and expressed as a percent of the national total. This overview provides a ready reference and a quick access to selected state energy information and state rankings for various socioeconomic and energy items. The State Energy Overview is arranged in five sections. The first section presents United States totals and an overview of state rankings. The second depicts data for the 50 states and the District of Columbia. The glossary presents definitions germane to this publication and the fourth section describes methodology and includes remarks concerning the information and methods used to estimate 1982 consumption numbers.     This U.S. map provides state by state information on incentives and laws related to alternative fuels and advanced vehicles. Discover what's available in each state for innovation grants, infrastructure grants, and production grants and who to contact. Find out how many alternative refueling stations are available in each state and where they are. Tennessee, for example, in 2009, has 114 alternative refueling stations: 36 biodiesel, 1 electrical, 29 ethanol, 4 natural gas, and 44 propane. There are also 5 Truck Stop Electrification (TSE) sites in Tennessee.     These models address a variety of purposes, such as supply or demand of energy or of certain types of energy, emergency management of energy, conservation in end uses of energy, and economic factors. Fifty-one models are briefly described as to: purpose; energy system; applications;status; validation; outputs by sector, energy type, economic and physical units, geographic area, and time frame; structure and modeling techniques; submodels; working assumptions; inputs; data sources; related models; costs; references; and contacts. Discussions in the report include: project purposes and methods of research, state energy modeling in general, model types and terminology, and Federal legislation to which state modeling is relevant. Also, a state-by-state listing of modeling efforts is provided and other model inventories are identified. The report includes a brief encylopedia of terms used in energy models. It is assumed that many readers of the report will not be experienced in the technical aspects of modeling. The project was accomplished by telephone conversations and document review by a team from the Colorado School of Mines Research Institute and the faculty of the Colorado School of Mines. A Technical Committee (listed in the report) provided advice during the course of the project.
