    January 2010 1 January 2010 Short-Term Energy Outlook January 12, 2010 Release Highlights This edition of the Short-Term Energy Outlook is the first to include monthly forecasts through December 2011. EIA expects that the price of West Texas Intermediate (WTI) crude oil, which averaged $62 per barrel in 2009, will average about $80 and $84 per barrel in 2010 and 2011, respectively. EIA's forecast assumes that U.S. real gross domestic product (GDP) grows by 2.0 percent in 2010 and by 2.7 percent

The chapter on electricity deals with primary fuel use for electricity generation, and regional developments. The final section is entitled 'Energy-related greenhouse gas emissions'.

    The International Energy Outlook 1994 (IEO94) presents an assessment by the Energy Information Administration (EIA) of the outlook for international energy markets between 1990 and 2010. The report is provided as a statistical service to assist energy managers and analysts, both in government and in the private sector. These forecasts are used by international agencies, Federal and State governments, trade associations, and other planners and decisionmakers. They are published pursuant to the Depart. of Energy Organization Act of 1977 (Public Law 95-91), Section 205(c). The IEO94 projections are based on US and foreign government policies in effect on October 1, 1993-which means that provisions of the Climate Change Action Plan unveiled by the Administration in mid-October are not reflected by the US projections.

    This International Energy Outlook presents historical data from 1970 to 1993 and EIA`s projections of energy consumption and carbon emissions through 2015 for 6 country groups. Prospects for individual fuels are discussed. Summary tables of the IEO96 world energy consumption, oil production, and carbon emissions projections are provided in Appendix A. The reference case projections of total foreign energy consumption and of natural gas, coal, and renewable energy were prepared using EIA`s World Energy Projection System (WEPS) model. Reference case projections of foreign oil production and consumption were prepared using the International Energy Module of the National Energy Modeling System (NEMS). Nuclear consumption projections were derived from the International Nuclear Model, PC Version (PC-INM). Alternatively, nuclear capacity projections were developed using two methods: the lower reference case projections were based on analysts` knowledge of the nuclear programs in different countries; the upper reference case was generated by the World Integrated Nuclear Evaluation System (WINES)--a demand-driven model. In addition, the NEMS Coal Export Submodule (CES) was used to derive flows in international coal trade. As noted above, foreign projections of electricity demand are now projected as part of the WEPS. 64 figs., 62 tabs.

    This document presents an overview of key international energy trends for production, consumption, imports, and exports of primary energy commodities in over 200 countries, dependencies, and areas of special sovereignty. Also included are population and gross domestic product data, as well as prices for crude oil and petroleum products in selected countries. Renewable energy includes hydroelectric, geothermal, solar and wind electric power and alcohol for fuel. The data were largely derived from published sources and reports from US Embassy personnel in foreign posts. EIA also used data from reputable secondary sources, industry reports, etc.

The outlooks for major energy fuels are discussed, along with electricity, transportation, and environmental issues. The report begins with a review of world trends in energy demand. The historical time frame begins with data from 1970 and extends to 1996, providing readers with a 26-year historical view of energy demand. The IEO99 projections covers a 24-year period. The next part of the report is organized by energy source. Regional consumption projections for oil, natural gas, coal, nuclear power, and renewable energy (hydroelectricity, geothermal, wind, solar, and other renewables) are presented in the five fuel chapters, along with a review of the current status of each fuel on a worldwide basis. The third part of the report looks at energy consumption in the end-use sectors, beginning with a chapter on energy use for electricity generation.     The International Energy Outlook 1998 (IEO98) presents an assessment by the Energy Information Administration (EIA) of the outlook for international energy markets through 2020. Projections in IEO98 are displaced according to six basic country groupings. The industrialized region includes projections for four individual countries -- the United States, Canada, Mexico, and Japan -- along with the subgroups Western Europe and Australasia (defined as Australia, New Zealand, and the US Territories). The developing countries are represented by four separate regional subgroups: developing Asia, Africa, Middle East, and Central and South America. China and India are represented in developing Asia. New to this year`s report, country-level projections are provided for Brazil -- which is represented in Central and South America. Eastern Europe and the former Soviet Union (EE/FSU) are considered as a separate country grouping. The report begins with a review of world trends in energy demand. Regional consumption projections for oil, natural gas, coal, nuclear power, and renewable energy (hydroelectricity, geothermal, wind, solar, and other renewables) are presented in five fuel chapters, with a review of the current status of each fuel on a worldwide basis.     In 2003, the National Association of Regulatory Utility Commissioners (NARUC) and National Energy Technology Laboratories (NETL) collaboratively established the International Clean Energy Coalition (ICEC). The coalition consisting of energy policy-makers, technologists, and financial institutions was designed to assist developing countries in forming and supporting local approaches to greenhouse gas mitigation within the energy sector. ICEC's work focused on capacity building and clean energy deployment in countries that rely heavily on fossil-based electric generation. Under ICEC, the coalition formed a steering committee consisting of NARUC members and held a series of meetings to develop and manage the workplan and define successful outcomes for the projects. ICEC identified India as a target country for their work and completed a country assessment that helped ICEC build a framework for discussion with Indian energy decisionmakers including two follow-on in-country workshops. As of the conclusion of the project in 2010, ICEC had also conducted outreach activities conducted during United Nations Framework Convention on Climate Change (UNFCCC) Ninth Conference of Parties (COP 9) and COP 10. The broad goal of this project was to develop a coalition of decision-makers, technologists, and financial institutions to assist developing countries in implementing affordable, effective and resource appropriate technology and policy strategies to mitigate greenhouse gas emissions. Project goals were met through international forums, a country assessment, and in-country workshops. This project focused on countries that rely heavily on fossil-based electric generation.

The IEA's four standing groups on Relations with Producer and other Consumer Countries, on Long-Term Cooperation, on the Oil Market, and on Emergency Questions are organized to accommodate co041869flicting interests through voting rights and to allow constructive interaction among intergovernmental bodies. A description of the allocation system and industry's role in emergencies is followed by a summary of US legal requirements relating to these activities.     The International Energy Agency's emergency oil sharing system is designed to enable member nations to share oil supplied during an oil supply disruption equal to or exceeding 7 percent or more of members' oil supplies. However, participation could have anticompetitive consequences and under U.S. antitrust laws could result in suits against U.S. companies. To ensure participation of major U.S. oil companies, legislation provides a statutory defense against any civil or criminal suit brought under federal or state antitrust laws for some actions.     The International Energy Agency's emergency oil sharing system is designed to enable member nations to share oil supplies during an oil supply disruption equal to or exceeding 7 percent or more of members' oil supplies. However, participation could have anticompetitive consequences and under U.S. antitrust laws could result in suits against U.S. companies. To ensure participation of major U.S. oil companies, legislation provides a statutory defense against any civil or criminal suit brought under federal or state antitrust laws for some actions. This report describes efforts to expand the antitrust and breach of contract defenses for oil company supply transactions during an oil emergency and to resolve the problem of foreign blockage of information critical to U.S. antitrust review of oil transactions involving foreign affilitates of U.S. companies.

    The 'International Conference on Fast Reactors and Related Fuel Cycles', which is regularly held every four years, represents the main international event dealing with fast reactors technology and related fuel cycles options. Main topics of the conference were new fast reactor concepts, design and simulation capabilities, safety of fast reactors, fast reactor fuels and innovative fuel cycles, analysis of past experience, fast reactor knowledge management. Particular emphasis was put on safety aspects, considering the current need of developing and harmonizing safety standards for fast reactors at the international level, taking also into account the lessons learned from the accident occurred at the Fukushima- Daiichi nuclear power plant in March 2011. Main advances in the several key areas of technological development were presented through 208 oral presentations during 41 technical sessions which shows the importance taken by fast reactors in the future of nuclear energy.

    In 1881, d'Arsonval conceived the closed-Rankine-cycle ocean thermal energy conversion (OTEC) system in which a working fluid is vaporized by heat exchange with cold water drawn from a 700-1200 m depth. In 1930, Claude demonstrated an open-cycle process in Cuba. Surface water was flash-vaporized at 3 kPa to drive a turbine directly (no secondary working fluid) and then was condensed by direct contact with water drawn from a 700-m depth through a 1.6m-diam, 1.75-km-long cold-water pipe (CWP). From a delta T of 14/sup 0/C his undersized turbine generated 22 kW. In 1956 a French team designed a 3.5-MW (net) open-cycle plant for installation off Abidjan on the Ivory Coast of Africa and demonstrated the necessary CWP deployment. The at-sea demonstrations by Mini-OTEC and OTEC-1 and other recent advances in OTEC technology summarized herein represent great progress. All of the types of plants proposed for the DOE's PON program may be worthy of development; certainly work on a grazing plant is needed. Our estimates indicate that the U.S. goals established by Public Law 96-310 leading to 10 GW of OTEC power and energy product equivalents by 1999 are achievable, provided that adequate federal financial incentives are retained to assure the building of the first few plants.

    This NREL highlight describes a simulation-based study that analyzes the energy impacts of oversized residential air conditioners. Researchers found that, if parasitic power losses are minimal, there is very little increase in energy use for oversizing an air conditioner. The research demonstrates that new residential air conditioners can be sized primarily based on comfort considerations, because capacity typically has minimal impact on energy efficiency. The results of this research can be useful for contractors and homeowners when choosing a new air conditioner or heat pump during retrofits of existing homes. If the selected unit has a crankcase heater, performing proper load calculations to be sure the new unit is not oversized will help avoid excessive energy use.

    An energy flow chart or 'atlas' for 136 countries has been constructed from data maintained by the International Energy Agency (IEA) and estimates of energy use patterns for the year 2007. Approximately 490 exajoules (460 quadrillion BTU) of primary energy are used in aggregate by these countries each year. While the basic structure of the energy system is consistent from country to country, patterns of resource use and consumption vary. Energy can be visualized as it flows from resources (i.e. coal, petroleum, natural gas) through transformations such as electricity generation to end uses (i.e. residential, commercial, industrial, transportation). These flow patterns are visualized in this atlas of 136 country-level energy flow charts.
