    The action under consideration is the issuance of a Presidential permit to the Vermont Electric Power Company, Inc. (VELCO) for the construction, operation, maintenance and connection of a facility that will cross the United States-Canada border for international transmission of electric energy. The proposed transmission facilities will consist of a 7.5 mile, alternating current (ac) transmission line and a 200 MW back-to-back direct current (dc) converter terminal station. None of the facilities will involve any polluting emissions. The construction and maintenance of the proposed converter terminal station and transmission facilities will have little or no impact on the geologic features of the region. The transmission line will have little or no effect on agricultural land. Impacts on commercial forestry in the area will be minimal. The proposed route will require clearing about 36 acres of forest. The proposed transmission line and converter terminal site will have no effect on recreational activities, mining activites, residential, commercial, or industrial land use. The proposed corridor will have a minimal impact on area terrestrial wildlife and plant communities. The proposed project will have little or no impact on future population distribution, the operation of local services, employment and economic benefit, or housing in either Franklin or Highgate. 16 references, 3 figures.     C6 Resources LLC, a wholly owned subsidiary of Shell Oil Company, worked with the US Department of Energy (DOE) under a Cooperative Agreement to develop the Northern California CO2 Reduction Project. The objective of the Project is to demonstrate the viability of using Carbon Capture and Sequestration (CCS) to reduce existing greenhouse gas emissions from industrial sources on a large-scale. The Project will capture more than 700,000 metric tonnes of CO2 per year, which is currently being vented to the atmosphere from the Shell Martinez Refinery in Contra Costa County. The CO2 will be compressed and dehydrated at the refinery and then transported via pipeline to a sequestration site in a rural area in neighboring Solano County. The CO2 will be sequestered into a deep saline formation (more than two miles underground) and will be monitored to assure secure, long-term containment. The pipeline will be designed to carry as much as 1,400,000 metric tonnes of CO2 per year, so additional capacity will be available to accommodate CO2 captured from other industrial sources. The Project is expected to begin operation in 2015. The Project has two distinct phases. The overall objective of Phase 1 was to develop a fully definitive design basis for the Project. The Cooperative Agreement with the DOE provided cost sharing for Phase 1 and the opportunity to apply for additional DOE cost sharing for Phase 2, comprising the design, construction and operation of the Project. Phase 1 has been completed. DOE co-funding is provided by the American Recovery and Reinvestment Act (ARRA) of 2009. As prescribed by ARRA, the Project will stimulate the local economy by creating manufacturing, transportation, construction, operations, and management jobs while addressing the need to reduce greenhouse gas emissions at an accelerated pace. The Project, which will also assist in meeting the CO2 reduction requirements set forth in California's Climate Change law, presents a major opportunity for both the environment as well as the region. C6 Resources is conducting the Project in collaboration with federally-funded research centers, such as Lawrence Berkeley National Lab and Lawrence Livermore National Lab. C6 Resources and Shell have identified CCS as one of the critical pathways toward a worldwide goal of providing cleaner energy. C6 Resources, in conjunction with the West Coast Regional Carbon Sequestration Partnership (WESTCARB), has conducted an extensive and ongoing public outreach and CCS education program for local, regional and state-wide stakeholders. As part of a long term relationship, C6 Resources will continue to engage directly with community leaders and residents to ensure public input and transparency. This topical report summarizes the technical work from Phase 1 of the Project in the following areas; Surface Facility Preliminary Engineering: summarizes the preliminary engineering work performed for CO2 capture, CO2 compression and dehydration at the refinery, and surface facilities at the sequestration site; Pipeline Preliminary Engineering: summarizes the pipeline routing study and preliminary engineering design; Geologic Sequestration: summarizes the work to characterize, model and evaluate the sequestration site; and Monitoring, Verification and Accounting (MVA): summarizes the MVA plan to assure long-term containment of the sequestered CO2.

    This report summarizes the experiences gained in a project involving faculty direct undergraduate research focused on biotechnology and its applications. The biology program at Northern New Mexico Community College has been involved in screening for mutations in human DNA and has developed the ability to perform many standard and advanced molecular biology techniques. Most of these are based around the polymerase chain reaction (PCR) and include the use of single strand conformation polymorphism analysis (SSCP), denaturing gradient gel electrophoresis (DGGE) in the screening for mutant DNA molecules, and the capability to sequence PCR generated fragments of DNA using non-isotopic imaging. At Northern, these activities have a two-fold objective: (1) to bring current molecular biology techniques to the teaching laboratory, and (2) to support the training of minority undergraduates in research areas that stimulate them to pursue advanced degrees in the sciences.

    The paper discusses social impact assessments (SIA) for mining projects in light of the international principles and guidelines for such assessments and the academic literature in the field. The data consist of environmental impact assessment (EIA) programmes and reports for six mining projects that have started up in northern Finland in the 2000s. A first observation is that the role of the SIAs in the EIA programmes and reports studied was quite minor: measured in number of pages, the assessments account for three or four percent of the total. This study analyses the data collection, research methodology and conceptual premises used in the SIAs. It concludes that the assessments do not fully meet the high standards of the international principles and guidelines set out for them: for example, elderly men are over-represented in the data and no efforts were made to identify and bring to the fore vulnerable groups. Moreover, the reliability of the assessments is difficult to gauge, because the qualitative methods are not described and where quantitative methods were used, details such as non-response rates to questionnaires are not discussed. At the end of the paper, the SIAs are discussed in terms of Jrgen Habermas' theory of knowledge interests, with the conclusion that the assessments continue the empirical analytical tradition of the social sciences and exhibit a technical knowledge interest. -- Highlights: Paper investigates social impact assessments in Finnish mining projects. Role of social impact assessment is minor in whole EIA-process. Mining SIAs give the voice for elderly men, vulnerable groups are not identified. Assessment of SIAs is difficult because of lacking transparency in reporting. SIAs belong to empirical analytical tradition with technical knowledge interest.

    On June 8, 2009, the U. S. Department of Energy's National Energy Technology Laboratory released a Funding Opportunity Announcement (DE-FOA 0000015) with the title, Recovery Act: Carbon Capture and Sequestration from Industrial Sources and Innovative Concepts for Beneficial CO{sub 2} Use. C6 Resources (C6), an affiliate of Shell Oil Company, responded with a proposal for Technology Area 1: Large-scale industrial carbon capture and sequestration (CCS) projects from industrial sources. As DOE Federally Funded Research and Development Center (FFRDC) Contractors, Lawrence Livermore National Laboratory (LBNL) and Lawrence Berkeley National Laboratory (LLNL) proposed to collaborate with C6 and perform technical tasks, which C6 included in the C6 proposal, titled the Northern California CO{sub 2} Reduction Project. The proposal was accepted for Phase I funding and C6 received DOE Award DEFE0002042. LLNL and LBNL each received Phase I funding of $200,000, directly from DOE. The essential task of Phase I was to prepare a proposal for Phase II, which would be a five-year, detailed technical proposal, budget, and schedule for a complete carbon capture, transportation, and geologic storage project, with the objective of starting the injection of 1 million tons per year of industrial CO2 by the end of FY2015. LLNL and LBNL developed technical proposals (and DOE Field Work Proposals [FWPs]) for many aspects of the geologic testing and CO{sub 2} monitoring that were included in the C6 Phase II proposal, which C6 submitted by the deadline of April 16, 2010. This document is the Final Report for LLNL's Phase I efforts and is presented in two parts. Part 1 is the complete text of the technical proposal provided to C6 by LLNL and LBNL for inclusion in the C6 Phase II proposal. Because of space limitations, however, C6 may not have included all of this information in their proposal. In addition to developing the proposal presented below, LLNL's Bill Foxall and Laura Chiarmonte, in collaboration with LBNL, undertook preliminary technical work evaluating the potential for induced seismicity in Solano County. Part 2 presents technical work preformed during Phase I in the development of a preliminary Certification Framework: Leakage Risk Assessment for CO{sub 2} Injection at the Montezuma Hills Site, Solano County, California, co-authored by LLNL and LBNL collaborators.

    The objective of this technical report is to analyze the potential for induced seismicity due to a proposed small-scale CO{sub 2} injection project in the Montezuma Hills. We reviewed currently available public information, including 32 years of recorded seismic events, locations of mapped faults, and estimates of the stress state of the region. We also reviewed proprietary geological information acquired by Shell, including seismic reflection imaging in the area, and found that the data and interpretations used by Shell are appropriate and satisfactory for the purpose of this report. The closest known fault to the proposed injection site is the Kirby Hills Fault. It appears to be active, and microearthquakes as large as magnitude 3.7 have been associated with the fault near the site over the past 32 years. Most of these small events occurred 9-17 miles (15-28 km) below the surface, which is deep for this part of California. However, the geographic locations of the many events in the standard seismicity catalog for the area are subject to considerable uncertainty because of the lack of nearby seismic stations; so attributing the recorded earthquakes to motion along any specific fault is also uncertain. Nonetheless, the Kirby Hills Fault is the closest to the proposed injection site and is therefore our primary consideration for evaluating the potential seismic impacts, if any, from injection. Our planned installation of seismic monitoring stations near the site will greatly improve earthquake location accuracy. Shell seismic data also indicate two unnamed faults more than 3 miles east of the project site. These faults do not reach the surface as they are truncated by an unconformity at a depth of about 2,000 feet (610 m). The unconformity is identified as occurring during the Oligocene Epoch, 33.9-23.03 million years ago, which indicates that these faults are not currently active. Farther east are the Rio Vista Fault and Midland Fault at distances of about 6 miles (10 km) and 10 miles (16 km), respectively. These faults have been identified as active during the Quaternary (last 1.6 million years), but without evidence of displacement during the Holocene (the last 11,700 years). The stress state (both magnitude and direction) in the region is an important parameter in assessing earthquake potential. Although the available information regarding the stress state is limited in the area surrounding the injection well, the azimuth of the mean maximum horizontal stress is estimated at 41{sup o} and it is consistent with strike-slip faulting on the Kirby Hills Fault, unnamed fault segments to the south, and the Rio Vista Fault. However, there are large variations (uncertainty) in stress estimates, leading to low confidence in these conclusions regarding which fault segments are optimally oriented for potential slip induced by pressure changes. Uncertainty in the stress state can be substantially reduced by measurements planned when wells are drilled at the site. Injection of CO{sub 2} at about two miles depth will result in a reservoir fluid pressure increase, which is greatest at the well and decreases with distance from the well. After the injection stops, reservoir fluid pressures will decrease rapidly. Pressure changes have been predicted quantitatively by numerical simulation models of the injection. Based on these models, the pressure increase on the Kirby Hills Fault at its closest approach to the well due to the injection of 6,000 metric tons of CO{sub 2} would be a few pounds per square inch (psi), which is a tiny fraction of the natural pressure of approximately 5,000 psi at that depth. The likelihood of such a small pressure increase triggering a slip event is very small. It is even more unlikely that events would be induced at the significantly greater depths where most of the recorded earthquakes are concentrated, because it is unlikely that such a small pressure pulse would propagate downwards any appreciable distance.     Two of the most important and pervasive greenhouse gases driving global change and impacting forests in the U.S. and around the world are atmospheric CO2 and tropospheric O3. As the only free air, large-scale manipulative experiment studying the interaction of elevated CO2 and O3 on forests, the Aspen FACE experiment was uniquely designed to address the long-term ecosystem level impacts of these two greenhouse gases on aspen-birch-maple forests, which dominate the richly forested Lake States region. The project was established in 1997 to address the overarching scientific question: “What are the effects of elevated [CO2] and [O3], alone and in combination, on the structure and functioning of northern hardwood forest ecosystems?” From 1998 through the middle of the 2009 growing season, we examined the interacting effects of elevated CO2 and O3 on ecosystem processes in an aggrading northern forest ecosystem to compare the responses of early-successional, rapid-growing shade intolerant trembling aspen and paper birch to those of a late successional, slower growing shade tolerant sugar maple. Fumigations with elevated CO2 (560 ppm during daylight hours) and O3 (approximately 1.5 x ambient) were conducted during the growing season from 1998 to 2008, and in 2009 through harvest date. Response variables quantified during the experiment included growth, competitive interactions and stand dynamics, physiological processes, plant nutrient status and uptake, tissue biochemistry, litter quality and decomposition rates, hydrology, soil respiration, microbial community composition and respiration, VOC production, treatment-pest interactions, and treatment-phenology interactions. In 2009, we conducted a detailed harvest of the site. The harvest included detailed sampling of a subset of trees by component (leaves and buds, fine branches, coarse branches and stem, coarse roots, fine roots) and excavation of soil to a depth of 1 m. Throughout the experiment, aspen and birch photosynthesis increased with elevated CO2 and tended to decrease with elevated O3, compared to the control. In contrast to aspen and birch, maple photosynthesis was not enhanced by elevated CO2. Elevated O3 did not cause significant reductions in maximum photosynthesis in birch or maple. In addition, photosynthesis in ozone sensitive clones was affected to a much greater degree than that in ozone tolerant aspen clones. Treatment effects on photosynthesis contributed to CO2 stimulation of aboveground and belowground growth that was species and genotype dependent, with birch and aspen being most responsive and maple being least responsive. The positive effects of elevated CO2 on net primary productivity NPP were sustained through the end of the experiment, but negative effects of elevated O3 on NPP had dissipated during the final three years of treatments. The declining response to O3 over time resulted from the compensatory growth of O3-tolerant genotypes and species as the growth of O3-sensitive individuals declined over time. Cumulative NPP over the entire experiment was 39% greater under elevated CO2 and 10% lower under elevated O3. Enhanced NPP under elevated CO2 was sustained by greater root exploration of soil for growth-limiting N, as well as more rapid rates of litter decomposition and microbial N release during decay. Results from Aspen FACE clearly indicate that plants growing under elevated carbon dioxide, regardless of community type or ozone level, obtained significantly greater amounts of soil N. These results indicate that greater plant growth under elevated carbon dioxide has not led to “progressive N limitation”. If similar forests growing throughout northeastern North America respond in the same manner, then enhanced forest NPP under elevated CO2 may be sustained for a longer duration than previously thought, and the negative effect of elevated O3 may be diminished by compensatory growth of O3-tolerant plants as they begin to dominate forest communities. By the end of the experiment, elevated CO2 increased ecosystem C content by 11%, whereas elevated O3 decreased ecosystem C content by 9%. Total ecosystem C content in the interaction treatment (elevated CO2 and O3) did not significantly differ from that of the control. Total ecosystem C content responded similarly to the treatments across the three forest communities. The treatment effects on ecosystem C content resulted from differences in tree biomass, particularly woody tissues (branches, stem, and coarse roots), and lower C content in the near-surface mineral soil. During its duration, the Aspen FACE project involved collaboration between scientists from 9 countries, and over the course of the experiment there were over 120 Aspen FACE scientific users. These scientists helped produce 75 publications during the most recent funding period (2008-2014) and 207 peer-reviewed publications (169 in refereed journals) since the beginning of the project.

    The purpose of this guidebook is to help transfer information concerning alternative energy projects that have been tried on the Pacific islands affiliated with the US. These islands include those in American Samoa, the Commonwealth of the Northern Mariana Islands, the Federated States of Micronesia (Kosrae, Pohnpei, Truk, and Yap), Guam, and the Republics of the Marshall Islands and Palau. Distances are long between islands and populations are sparse, making communication and the transfer of information particularly difficult. A project that works on American Samoa might be appropriate for Yap, but to get this information to the proper people on Yap in a reasonable period of time is extremely difficult. This book describes 100 alternative energy projects that have been tried on the islands since the mid-1970's. This description and record of what has been done to date should be a source of ideas for energy workers, reduce duplication of work, and help encourage successes by describing other successes and failures. Alternative energy projects are projects that use indigenous, renewable resources in order to reduce local dependency on imported petroleum for electricity or liquid fuels. The islands have an apparent abundance of natural resources for this purpose such as the sun, rivers, vegetation, the ocean, and wind; and, ideally, it should be relatively simple to convert these resources to electricity or fuel. However, there are problems unique to the remote, tropical Pacific that often appear insurmountable, and successes to date are the results of unusual persistence, hard work, and ingenuity of those on the islands. Projects are confined to those that actually develop or demonstrate hardware. These projects use the complete spectrum of alternative technologies such as biomass conversion, wind electric, solar water heating, photovoltaics, wind water pumping, hydroelectric, water desalination, and integrated systems. 381 refs., 85 figs.

    This report contains the results from research aimed at improving short-range (0-6 hour) hub-height wind forecasts in the NOAA weather forecast models through additional data assimilation and model physics improvements for use in wind energy forecasting. Additional meteorological observing platforms including wind profilers, sodars, and surface stations were deployed for this study by NOAA and DOE, and additional meteorological data at or near wind turbine hub height were provided by South Dakota State University and WindLogics/NextEra Energy Resources over a large geographical area in the U.S. Northern Plains for assimilation into NOAA research weather forecast models. The resulting improvements in wind energy forecasts based on the research weather forecast models (with the additional data assimilation and model physics improvements) were examined in many different ways and compared with wind energy forecasts based on the current operational weather forecast models to quantify the forecast improvements important to power grid system operators and wind plant owners/operators participating in energy markets. Two operational weather forecast models (OP_RUC, OP_RAP) and two research weather forecast models (ESRL_RAP, HRRR) were used as the base wind forecasts for generating several different wind power forecasts for the NextEra Energy wind plants in the study area. Power forecasts were generated from the wind forecasts in a variety of ways, from very simple to quite sophisticated, as they might be used by a wide range of both general users and commercial wind energy forecast vendors. The error characteristics of each of these types of forecasts were examined and quantified using bulk error statistics for both the local wind plant and the system aggregate forecasts. The wind power forecast accuracy was also evaluated separately for high-impact wind energy ramp events. The overall bulk error statistics calculated over the first six hours of the forecasts at both the individual wind plant and at the system-wide aggregate level over the one year study period showed that the research weather model-based power forecasts (all types) had lower overall error rates than the current operational weather model-based power forecasts, both at the individual wind plant level and at the system aggregate level. The bulk error statistics of the various model-based power forecasts were also calculated by season and model runtime/forecast hour as power system operations are more sensitive to wind energy forecast errors during certain times of year and certain times of day. The results showed that there were significant differences in seasonal forecast errors between the various model-based power forecasts. The results from the analysis of the various wind power forecast errors by model runtime and forecast hour showed that the forecast errors were largest during the times of day that have increased significance to power system operators (the overnight hours and the morning/evening boundary layer transition periods), but the research weather model-based power forecasts showed improvement over the operational weather model-based power forecasts at these times.

The Draft EIS evaluates the potential environmental impacts of DOE’s proposed Federal action of issuing a Presidential permit to Northern Pass LLC (the Applicant) to construct, operate, maintain, and connect a new electric transmission line across the U.S./Canada border in northern New Hampshire. For the convenience of the public, DOE in conjunction with the New Hampshire SEC will conduct public hearings to provide the public with information on the proposed project and an opportunity for the public to provide oral and written comments and to ask questions concerning the project on March 7 and March 10, 2016.

    The primary objective of this pre-feasibility evaluation is to examine the economic and technical feasibility of replacing distillate fuel with local waste biomass in the village of Verkhni-Ozerski, Arkhangelsk Region, Russia. This village is evaluated as a pilot location representing the off-grid villages in the Russian Northern Territories. The U.S. Department of Energy (DOE) has agreed to provide technical assistance to the Ministry of Fuel and Energy (MFE). MFE has identified the Northern Territories as a priority area requiring NREL`s assistance. The program initially affects about 900 off-grid villages. Biomass and wind energy, and to a lesser extent small hydro (depending on resource availability) are expected to play the dominant role in the program, Geothermal energy may also have a role in the Russian Far East. The Arkhangelsk, Kariela, and Krasnoyarsk Regions, all in the Russian Northern Territories, have abundant forest resources and forest products industries, making them strong candidates for implementation of small-scale waste biomass-to-energy projects. The 900 or so villages included in the renewable energy program span nine administrative regions and autonomous republics. The regional authorities in the Northern Territories proposed these villages to MFE for consideration in the renewable energy program according to the following selection criteria: (a) Remote off-grid location, (b) high cost of transporting fuel, old age of existing power generation equipment, and (d) preliminary determination as to availability of alternative energy resources. Inclusion of indigenous minorities in the program was also heavily emphasized. The prefeasibility study demonstrates that the project merits continuation and a full feasibility analysis. The demonstrated rate of return and net positive cash flow, the willingness of Onegales and local/regional authorities to cooperate, and the immense social benefits are all good reasons to continue the project.

    The Penobscot Nation includes 2,261 members and land holdings of 118,885 acres in various parcels located throughout northern, eastern, and western Maine, including rights to waters of the Penobscot River and many of its tributaries. The tribe is located in a region that has both a cold, harsh climate and very high energy costs. The objectives of the project are to develop an energy vision that in turn will lead to a more detailed, prioritized, long-term strategic plan. Two principle objectives are: (1) for the plan to address the cost burden of their current energy situation and explore ways to make existing tribal public facilities and private residences more energy efficient, and (2) for the plan to identify renewable energy development and production opportunities, always mindful of environmental impacts.

This overview discusses key construction team considerations for renewable energy as well as timing and expectations for the construction phase. The project construction phase begins after a project is completely designed and the construction documents (100%) have been issued. Construction team skills and experience with renewable energy technologies are crucial during construction, as is how the integration of renewable energy affects the project construction schedule.

    The intent of this project was to expand Northern Virginia Community College's capability to offer training to support the Biotechnology Industry in the northern Virginia region. The general goal of this project was to create a College Biotechnology Program; specific goals of the project were to a) design curricula/courses to prepare students to become entry-level lab technicians, b) redesign and equip lab space to better suit the needs of the program, c) develop partnerships with the local industry through outreach and the formation on an advisory board, d) recruit students into the program, and e) provide instructional support for local high school teachers. At the end of the grant period, NOVA has successfully created two new curricula in biotechnology: an Associate of Applied Science (A.A.S.) in Biotechnology (initiated in Fall 2008) and a Career Studies Certificate for Biotechnology Lab Technicians (to be initiated in Fall 2010). These curricula were designed with advice from an external advisory committee which is comprised of representatives from industry, transfer institutions and high school administrators. To date, almost all courses have been designed and piloted; the equipment needed for the courses and the initial supplies were paid for by the grant as was the re-modeling of some lab space to be used for the biotech courses. In order to market the program, the NOVA Biotech Program has also established relationships with the local high schools. Presentations were given at several local high schools and on-site workshops were held for high school students and teachers. As a result, close to 1000 students have attended program open houses, presentations within the high schools, or workshops held in the summer. Over 100 teachers have received information and/or training in biotechnology. These outreach efforts as well as high quality curricula have started to attract a number of students to the program for example, there are currently 70 students enrolled in the A.A.S. program. The first students in the biotech program are expected to graduate in Spring 2011; already, students enrolled in the biotech program/courses have obtained jobs or internships in several local companies. Our current goal continues to be to foster the formation of a regional biotech education pipeline into the local industry which includes the recruitment of individuals into the NOVA Biotech Program, the training and graduation of highly-skilled lab technicians, and the placement of graduates in local biotech industry jobs.

    Available data, including previous publications, modern soil surveys, and detailed coring in the Northern Everglades for this project have been used to update information on Florida's peat resources. It is now estimated that Florida could, if no other constraints existed, produce 606 million tons of moisture-free fuel-grade peat, which may yield approximately 10.0 x 10/sup 15/ Btu of energy. These estimates are much lower than previously published projections for the state. The principal effort of this survey was in the largest peat region of the state, the Northern Everglades of Palm Beach and adjacent counties, where more than 800 core holes were drilled. Based on analyses of these cores, the Northern Everglades is now estimated to contain 191 million tons of moisture-free peat, with a potential energy yield of 2.98 x 10/sup 15/ Btu. These values are considerably less than previously published estimates, probably due to bacterial oxidation and other forms of drainage-induced subsidence in the Everglades agricultural areas. The present fuel-peat resources of the Northern Everglades occur in 19 separate deposits. Of these, the deposits in the Port Mayaca, Bryant, Six Mile Bend, and Loxahatchee Quadrangles comprise the highest concentration of the resource. These lands are generally privately owned and used for sugar cane and other crops, and the conversion of these lands to peat removal seems unlikely. It seems even less likely that the extensive peat deposits within the Loxahatchee National Wildlife Refuge will be available for fuel use, barring a dire national emergency. The utilization of peat as a fuel must be approached with caution and careful study; large scale use may require state or federal action. 34 references.

    The objective of this project was to perform CO2 data syntheses and modeling activities to address two central questions: 1) how much has the seasonal cycle in atmospheric CO2 at northern high latitudes changed since the 1960s, and 2) how well do prognostic biospheric models represent these changes. This project also supported the continuation of the Scripps time series of CO2 isotopes and concentration at ten baseline stations distributed globally.

    The Water Power Program helps industry harness this renewable, emissions-free resource to generate environmentally sustainable and cost-effective electricity. Through support for public, private, and nonprofit efforts, the Water Power Program promotes the development, demonstration, and deployment of advanced hydropower devices and pumped storage hydropower applications. These technologies help capture energy stored by diversionary structures, increase the efficiency of hydroelectric generation, and use excess grid energy to replenish storage reserves for use during periods of peak electricity demand. In addition, the Water Power Program works to assess the potential extractable energy from domestic water resources to assist industry and government in planning for our nation’s energy future. From FY 2008 to FY 2014, DOE’s Water Power Program announced awards totaling approximately $62.5 million to 33 projects focused on hydropower. Table 1 provides a brief description of these projects.

    Coalbed methane (CBM) development in the Powder River Basin (PRB) is currently one of the most active gas plays in the United States. Monthly production in 2002 reached about 26 BCF in the Wyoming portion of the basin. Coalbed methane reserves for the Wyoming portion of the basin are approximately 25 trillion cubic feet (TCF). Although coal beds in the Powder River Basin extend well into Montana, including the area of the Northern Cheyenne Indian Reservation, the only CBM development in Montana is the CX Field, operated by the Fidelity Exploration, near the Wyoming border. The Northern Cheyenne Reservation is located on the northwest flank of the PRB in Montana with a total land of 445,000 acres. The Reservation consists of five districts, Lame Deer, Busby, Ashland, Birney, and Muddy Cluster and has a population of 4,470 according to the 2000 Census. The CBM resource represents a significant potential asset to the Northern Cheyenne Indian Tribe. Methane gas in coal beds is trapped by hydrodynamic pressure. Because the production of CBM involves the dewatering of coalbed to allow the release of methane gas from the coal matrix, the relatively large volume of the co-produced water and its potential environmental impacts are the primary concerns for the Tribe. Presented in this report is a study conducted by the Idaho National Engineering and Environmental Laboratory (INEEL) and the Montana Bureau of Mines and Geology (MBMG) in partnership with the Northern Cheyenne Tribe to assess the Tribes CBM resources and evaluate applicable water handling options. The project was supported by the U.S. Department of Energy (DOE) through the Native American Initiative of the National Petroleum Technology Office, under contract DEAC07- 99ID13727. Matching funds were granted by the MBMG in supporting the work of geologic study and mapping conducted at MBMG.

    The Navajo and Hopi GIS Project was established to assess the feasibility and impact of implementing GIS techology at Tribal institutions. Los Alamos and Lawrence Livermore National Laboratories funded the Navajo and Hopi Geographic Information System (G.I.S.) Project and assigned a mentor from LANL to help guide the project for three summer months of 1995. The six organizations involved were: LANL, LLNL, Navajo Community College, Navajo Nation Land Office, Northern Arizona University and San Juan College. The Navajo Land Office provided the system software, hardware and training. Northern Arizona University selected two students to work at Hopi Water Resource Department. Navajo Community College provided two students and two faculty members. San Juan College provided one student to work with the N.C.C. group. This made up two project teams which led to two project sites. The project sites are the Water Resource Department on the Hopi reservation and Navajo Community College in Shiprock, New Mexico.

    The objective of the Portunus Project is to create large, automated offshore ports that will the pace and scale of international trade. Additionally, these ports would increase the number of U.S. domestic trade vessels needed, as the imported goods would need to be transported from these offshore platforms to land-based ports such as Boston, Los Angeles, and Newark. Currently, domestic trade in the United States can only be conducted by vessels that abide by the Merchant Marine Act of 1920 – also referred to as the Jones Act. The Jones Act stipulates that vessels involved in domestic trade must be U.S. owned, U.S. built, and manned by a crew made up of U.S. citizens. The Portunus Project would increase the number of Jones Act vessels needed, which raises an interesting economic concern. Are Jones Act ships more expensive to operate than foreign vessels? Would it be more economically efficient to modify the Jones Act and allow vessels manned by foreign crews to engage in U.S. domestic trade? While opposition to altering the Jones Act is strong, it is important to consider the possibility that ship-owners who employ foreign crews will lobby for the chance to enter a growing domestic trade market. Their success would mean potential job loss for thousands of Americans currently employed in maritime trade.

    The permafrost carbon climate feedback is one of the major mechanisms in controlling the climate ecosystem interactions in northern high latitudes. Of this feedback, methane (CH4) emission from natural wetlands is critically important due to its high warming potential. The freeze thaw transition has been confirmed to play an important role in annual CH4 budget, yet the magnitude of this effect is uncertain. An intensive field campaign was carried out in the Sanjiang Plain, Northeast China to estimate the CH4 emission in the spring freeze thaw transition period. The observation concluded that a large CH4 source was caused by spring thaw; the maximum hourly emission rate was 48.6 g C m 2 h 1, more than three orders of the regularly observed CH4 emission rate in the growing season. In some sporadically observed 'hot spots', the spring thawing effect contributed to a large CH4 source of 31.3 10.1 g C m 2, which is approximately 80% of the previously calculated annual CH4 emission in the same study area. If our results are typical for natural wetlands in the Northern Hemisphere permafrost region, we estimate a global CH4 source strength of 0.5 1.0 Tg C (1 Tg =1012 g) caused by spring thaw in the Northern Hemisphere permafrost region in the year 2011. Combining with available satellite and flask data, a regional extrapolation reaches a temporal pattern of CH4 emission during 2003 2009 which is consistent with recently observed changes in atmospheric CH4 concentration in the high latitudes. This suggests that the CH4 emission upon spring thaw in the high latitudes might be enhanced by the projected climate warming. These findings indicate that the spring thawing effect is an important mechanism in the permafrost carbon climate feedback and needs to be incorporated in Earth system models.

    Seismic, stratigraphic, structural, and geochemical data from the Altiplano, northern Subandean, and northern plains of Bolivia were interpreted in order to evaluate the exploration potential of each province. Identification of three possible source rock intervals, primarily the Devonian and secondarily the Permian and Cretaceous, was used as the basis for recognizing active hydrocarbon systems. For those areas containing source intervals, their analysis revealed that possible reservoir and seal units range in age from Paleozoic to Tertiary; the majority of structures, however, are Eocene or younger. With these general concepts in mind, traps were identified in all three sedimentary provinces. In the northern Altiplano, the most prospective area is along the eastern margin near a southwest and west-vergent thrust belt where hanging-wall anticlines and a warped Eocene-Oligocene(.) unconformity surface form the most likely potential traps. In the central and southern Altiplano, both thrust-related and wrench-related structures present possible exploration targets. In the northern Subandean and Beni plains north of the Isiboro-Chapare area, traps can be classified into two broad groups. First, there are a wide variety of structural traps within the northern Subandean thrust belt, the most attractive of which are footwall structures that have been shielded from surface flushing by hanging-wall strata. Second, in the plains just northeast of the thrust belt, hydrocarbons sourced from the remnant Paleozoic basin may have migrated onto the Isarsama and Madidi highs.

    This literature study investigated methods and areas to deduce climate change and climate patterns, looking for short-term cycle phenomena and the means to interpret them. Many groups are actively engaged in intensive climate-related research. Ongoing research might be (overly) simplified into three categories: (1) historic data on weather that can be used for trend analysis and modeling; (2) detailed geological, biological (subfossil), and analytical (geochemical, radiocarbon, etc.) studies covering the last 10,000 years (about since last glaciation); and (3) geological, paleontological, and analytical (geochemical, radiometric, etc.) studies over millions of years. Of importance is our ultimate ability to join these various lines of inquiry into an effective means of interpretation. At this point, the process of integration is fraught with methodological troubles and misconceptions about what each group can contribute. This project has met its goals to the extent that it provided an opportunity to study resource materials and consider options for future effort toward the goal of understanding the natural climate variation that has shaped our current civilization. A further outcome of this project is a proposed methodology based on ''climate sections'' that provides spatial and temporal correlation within a region. The method would integrate cultural and climate data to establish the climate history of a region with increasing accuracy with progressive study and scientific advancement (e. g., better integration of regional and global models). The goal of this project is to better understand natural climatic variations in the recent past (last 5000 years). The information generated by this work is intended to provide better context within which to examine global climate change. The ongoing project will help to establish a basis upon which to interpret late Holocene short-term climate variability as evidenced in various studies in the northern Great Plains, northern hemisphere, and elsewhere. Finally these data can be integrated into a history of climate change and predictive climate models. This is not a small undertaking. The goals of researchers and the methods used vary considerably. The primary task of this project was literature research to (1) evaluate existing methodologies used in geologic climate change studies and evidence for short-term cycles produced by these methodologies and (2) evaluate late Holocene climate patterns and their interpretations.

    The Coastal Ohio Wind Project intends to address problems that impede deployment of wind turbines in the coastal and offshore regions of Northern Ohio. The project evaluates different wind turbine designs and the potential impact of offshore turbines on migratory and resident birds by developing multidisciplinary research, which involves wildlife biology, electrical and mechanical engineering, and geospatial science. Firstly, the project conducts cost and performance studies of two- and three-blade wind turbines using a turbine design suited for the Great Lakes. The numerical studies comprised an analysis and evaluation of the annual energy production of two- and three-blade wind turbines to determine the levelized cost of energy. This task also involved wind tunnel studies of model wind turbines to quantify the wake flow field of upwind and downwind wind turbine-tower arrangements. The experimental work included a study of a scaled model of an offshore wind turbine platform in a water tunnel. The levelized cost of energy work consisted of the development and application of a cost model to predict the cost of energy produced by a wind turbine system placed offshore. The analysis found that a floating two-blade wind turbine presents the most cost effective alternative for the Great Lakes. The load effects studies showed that the two-blade wind turbine model experiences less torque under all IEC Standard design load cases considered. Other load effects did not show this trend and depending on the design load cases, the two-bladed wind turbine showed higher or lower load effects. The experimental studies of the wake were conducted using smoke flow visualization and hot wire anemometry. Flow visualization studies showed that in the downwind turbine configuration the wake flow was insensitive to the presence of the blade and was very similar to that of the tower alone. On the other hand, in the upwind turbine configuration, increasing the rotor blade angle of attack reduced the wake size and enhanced the vortices in the flow downstream of the turbine-tower compared with the tower alone case. Mean and rms velocity distributions from hot wire anemometer data confirmed that in a downwind configuration, the wake of the tower dominates the flow, thus the flow fields of a tower alone and tower-turbine combinations are nearly the same. For the upwind configuration, the mean velocity shows a narrowing of the wake compared with the tower alone case. The downwind configuration wake persisted longer than that of an upwind configuration; however, it was not possible to quantify this difference because of the size limitation of the wind tunnel downstream of the test section. The water tunnel studies demonstrated that the scale model studies could be used to adequately produce accurate motions to model the motions of a wind turbine platform subject to large waves. It was found that the important factors that affect the platform is whether the platform is submerged or surface piercing. In the former, the loads on the platform will be relatively reduced whereas in the latter case, the structure pierces the wave free surface and gains stiffness and stability. The other important element that affects the movement of the platform is depth of the sea in which the wind turbine will be installed. Furthermore, the wildlife biology component evaluated migratory patterns by different monitoring systems consisting of marine radar, thermal IR camera and acoustic recorders. The types of radar used in the project are weather surveillance radar and marine radar. The weather surveillance radar (1988 Doppler), also known as Next Generation Radar (NEXRAD), provides a network of weather stations in the US. Data generated from this network were used to understand general migratory patterns, migratory stopover habitats, and other patterns caused by the effects of weather conditions. At a local scale our marine radar was used to complement the datasets from NEXRAD and to collect additional monitoring parameters such as passage rates, flight paths, flight directions, and flight altitudes of nocturnal migrating species. Our work focused on the design and development of custom built marine radar that used t-bar and parabolic dish antennas. The marine radar used in the project was Furuno (XANK250) which was coupled with a XIR3000B digitizing card from Russell Technologies for collection of the radar data. The radar data was processed by open source radR processing software using different computational techniques and methods. Additional data from thermal IR imaging cameras were collected to detect heat emitted from objects and provide information on movements of birds and bats, data which we used for different animal flight behavior analysis. Lastly, the data from the acoustic recorders were used to provide the number of bird calls for assessing patterns and peak passage rates during migration. The development of the geospatial database included collection of different data sources that are used to support offshore wind turbine development. Many different data sets were collected and organized using initial version of web-based repository software tools that can accommodate distribution of rectified pertinent data sets such as the lake depth, lake bottom engineering parameters, extent of ice, navigation pathways, wind speed, important bird habitats, fish efforts and other layers that are relevant for supporting robust offshore wind turbine developments. Additional geospatial products developed during the project included few different prototypes for offshore wind farm suitability which can involve different stakeholders and participants for solving complex planning problems and building consensus. Some of the prototypes include spatial decision support system (SDSS) for collaborative decision making, a web-based Participatory Geographic Information System (PGIS) framework for evaluating importance of different decision alternatives using different evaluation criteria, and an Android application for collection of field data using mobile and tablet devices . In summary, the simulations of two- and three-blade wind turbines suggested that two-bladed machines could produce comparable annual energy as the three-blade wind turbines but have a lighter tower top weight, which leads to lower cost of energy. In addition, the two-blade rotor configuration potentially costs 20% less than a three blade configuration that produces the same power at the same site. The cost model analysis predicted a potential cost savings of approximately 15% for offshore two-blade wind turbines. The foundation design for a wind turbine in Lake Erie is likely to be driven by ice loads based on the currently available ice data and ice mechanics models. Hence, for Lake Eire, the cost savings will be somewhat smaller than the other lakes in the Great Lakes. Considering the size of cranes and vessels currently available in the Great Lakes, the cost optimal wind turbine size should be 3 MW, not larger. The surveillance data from different monitoring systems suggested that bird and bat passage rates per hour were comparable during heavy migrations in both spring and fall seasons while passage rates were significantly correlated to wind directions and wind speeds. The altitude of migration was higher during heavy migrations and higher over water relative to over land. Notable portions of migration on some spring nights occurred parallel the shoreline, often moving perpendicular to southern winds. The birds approaching the Western basin have a higher propensity to cross than birds approaching the Central basin of Lake Erie and as such offshore turbine development might be a better option further east towards Cleveland than in the Western basin. The high stopover density was more strongly associated with migration volume the following night rather than the preceding night. The processed mean scalar wind speeds with temporal resolutions as fine as 10-minute intervals near turbine height showed that August is the month with the weakest winds while December is the month, which typically has the strongest winds. The ice data suggests that shallow western basin of Lake Erie has higher ice cover duration many times exceeding 90 days during some winters.

    A geologic sequestration pilot in the Thornton gas field in Northern California, USA involves injection of up to 4000 tons of CO{sub 2} into a stacked gas and saline formation reservoir. Lawrence Berkeley National Laboratory (LBNL) is leading the pilot test in collaboration with Rosetta Resources, Inc. and Calpine Corporation under the auspices of the U.S. Department of Energy and California Energy Commission's WESTCARB, Regional Carbon Sequestration Partnership. The goals of the pilot include: (1) Demonstrate the feasibility of CO{sub 2} storage in saline formations representative of major geologic sinks in California; (2) Test the feasibility of Enhanced Gas Recovery associated with the early stages of a CO{sub 2} storage project in a depleting gas field; (3) Obtain site-specific information to improve capacity estimation, risk assessment, and performance prediction; (4) Demonstrate and test methods for monitoring CO{sub 2} storage in saline formations and storage/enhanced recovery projects in gas fields; and (5) Gain experience with regulatory permitting and public outreach associated with CO{sub 2} storage in California. Test design is currently underway and field work begins in August 2006.

    The Energy & Environmental Research Center (EERC) evaluated the water demand response/vulnerability to climate change factors of regional economic sectors in the northern Great Plains. Regardless of the cause of climatic trends currently observed, the research focused on practical evaluation of climate change impact, using water availability as a primary factor controlling long-term regional economic sustainability. Project results suggest that the Upper Missouri, Red River, and Upper Mississippi Watersheds exhibit analogous response to climate change, i.e., extended drought influences water availability in the entire region. The modified trend suggests that the next period for which the Red River Basin can expect a high probability of below normal precipitation will occur before 2050. Agriculture is the most sensitive economic sector in the region; however, analyses confirmed relative adaptability to changing conditions. The price of agricultural commodities is not a good indicator of the economic impact of climate change because production and price do not correlate and are subject to frequent and irregular government intervention. Project results confirm that high water demand in the primary economic sectors makes the regional economy extremely vulnerable to climatic extremes, with a similar response over the entire region. Without conservation-based water management policies, long-term periods of drought will limit socioeconomic development in the region and may threaten even the sustainability of current conditions.

    The proposed Half Moon Cove Tidal Power Project would be located in a small cove in the northern part of Cobscook Bay in the vicinity of Eastport, Maine. The project would be the first tidal electric power generating plant in the United States of America. The basin impounded by the barrier when full will approximate 1.2 square miles. The average tidal range at Eastport is 18.2 feet. The maximum spring tidal range will be 26.2 feet and the neap tidal range 12.8 feet. The project will be of the single pool-type single effect in which generation takes place on the ebb tide only. Utilizing an average mean tidal range of 18.2 feet the mode of operation enables generation for approximately ten and one-half (10-1/2) hours per day or slightly in excess of five (5) hours per tide. The installed capacity will be 12 MW utilizing 2 to 6 MW units. An axial flow, or Bulb type of turbine was selected for this study.

    The U.S. Department of Energy (DOE), in accordance with the Strom Thurmond National Defense Authorization Act for Fiscal Year 1999, established the Office of River Protection (ORP) to successfully execute and manage the River Protection Project (RPP), formerly known as the Tank Waste Remediation System (TWRS). The mission of the RPP is to store, retrieve, treat, and dispose of the highly radioactive Hanford tank waste in an environmentally sound, safe, and cost-effective manner. The team shown in Figure 1-1 is accomplishing the project. The ORP is providing the management and integration of the project; the Tank Farm Contractor (TFC) is responsible for providing tank waste storage, retrieval, and disposal; and the Privatization Contractor (PC) is responsible for providing tank waste treatment.

    In October 2009, the project partners began a 36-month effort to develop an innovative, commercial-scale demonstration project incorporating state-of-the-art waste heat recovery technology at Clean Harbors, Inc., a large hazardous waste incinerator site located in Deer Park, Texas. With financial support provided by the U.S. Department of Energy, the Battleground Energy Recovery Project was launched to advance waste heat recovery solutions into the hazardous waste incineration market, an area that has seen little adoption of heat recovery in the United States. The goal of the project was to accelerate the use of energy-efficient, waste heat recovery technology as an alternative means to produce steam for industrial processes. The project had three main engineering and business objectives: Prove Feasibility of Waste Heat Recovery Technology at a Hazardous Waste Incinerator Complex; Provide Low-cost Steam to a Major Polypropylene Plant Using Waste Heat; and ? Create a Showcase Waste Heat Recovery Demonstration Project.

    Pacific Northwest National Laboratory researchers are working on the CHPRC Columbia River Protection Project (hereafter referred to as the Columbia River Project). This is a follow-on project, funded by CH2M Hill Plateau Remediation Company, LLC (CHPRC), to the Fluor Hanford, Inc. Columbia River Protection Project. The work scope consists of a number of CHPRC funded, related projects that are managed under a master project (project number 55109). All contract releases associated with the Fluor Hanford Columbia River Project (Fluor Hanford, Inc. Contract 27647) and the CHPRC Columbia River Project (Contract 36402) will be collected under this master project. Each project within the master project is authorized by a CHPRC contract release that contains the project-specific statement of work. This Quality Assurance Project Plan provides the quality assurance requirements and processes that will be followed by the Columbia River Project staff.
