    Several factors limit the energy savings potential and increase the costs of energy-efficient technologies to consumers. These factors may usefully be placed into two categories; one category is what economists would define as market failures and the other is related to consumer preferences. This paper provides a conceptual framework for understanding the roles of these factors, and develops a methodology to quantify their effects on costs and potentials of two energy efficient end uses - residential lighting and clothes washers. It notes the significant roles played by the high implicit cost of obtaining information about the benefits of the two technologies and the apparent inability to process and utilize information. For compact fluorescent lamps, this report finds a conservative estimate of the cost of conserved energy of 3.1 cents per kWh. For clothes washers, including water savings reduces the cost of conserved energy from 13.6 cents to 4.3 cents per equivalent kWh. Despite these benefits, market share remains low. About 18 million tons of CO2 could be saved cost effectively from 2005 sales of these two technologies alone. The paper also notes that trading of carbon emissions will incur transaction costs that will range from less than 10 cents per metric ton of CO2 for larger size projects and programs to a few dollars per metric ton of carbon for the smaller ones.

    Federal, state, and local governments could save at least $139 million annually by reducing energy waste through the purchase and use of energy-efficient products. Reducing this waste would reduce annual greenhouse gas emissions by 4.1 million metric tons of carbon (MMTCs) by the year 2010; the equivalent of planting an area of trees the size of Yellowstone National Park. In addition, with $50-70 billion in purchasing power for energy-related products, specifying energy efficiency could significantly shift the market for these products. The Federal government recently launched the ENERGY STAR® Purchasing Initiative to channel the purchasing power of state and local governments -and its environmental impact- in the direction of energy-efficient products to capture significant environmental benefits and increase the demand in the marketplace. Part of this effort studied why governments don’t currently procure the most efficient products, and attempted to identify the changes that would be necessary to allow many governments to do so. Some of the initial barriers to energy-efficient procurement that were found are: • Lack of information about the availability of energy-efficient products; • Split incentives, where the agency purchasing the products do not pay for the utility bills directly and, therefore, have little interest, or incentive, to save energy; • Misinformation about the benefits of energy efficiency; • Energy efficiency not seen as a value-added aspect of procurement; • Budget constraints; and • Lowest first-cost bias. This paper will present the results of this study and describe the mechanisms that will be put into place to address each of these barriers.

    This interim report provides documentation on the second task, Identification of Components and Parameters for Cost and Energy-Efficiency Analysis, of DOE Contract No. ET-78-C-01-2866, Evaluation of Higher Distribution and/or Utilization Voltages. The work performed under this task includes an identification of the elements of the distribution/utilization system, a characterization of the distribution elements and a characterization of end use elements. The purpose of this task is to identify the distribution and utilization system elements which will be subjected to a detailed analysis and computer modeling in later tasks. The elements identified are characterized in terms of their interface with other elements in the system and with respect to their energy consumption, efficiency, and costs. A major output of this task is a list of elements to be modeled under Task 3 and a set of specifications for the computer model to be developed under that task.

    The ASPEN program contains within it a Cost Estimation System (CES) which estimates the purchase cost and utility consumption rates for major pieces of equipment in a process flowsheet as well as installed equipment costs. These estimates are ''preliminary-study grade'' with an accuracy of plus or minus 30%. The ASPEN program also contains within it an Economic Evaluation System (EES) which estimates overall capital investment costs, annual operating expenses and profitability indices for a chemical plant. This ASPEN costing manual has been written as a guide for those inexperienced in the use of ASPEN and unfamiliar with standard cost estimating techniques who want to use the ASPEN CES and EES. The ASPEN Costing Manual is comprised of the following sections: (1) Introduction, (2) ASPEN Input Language, (3) ASPEN Cost Estimation System (CES), (4) ASPEN Cost Blocks; and (5) ASPEN Economic Evaluation System (EES).

    . In general, tank costs are the largest component of system cost, responsible for at least 30 percent of total system cost, in all but two of the 12 systems. Purchased BOP cost also drives system cost, accounting for 10 to 50 percent of total system cost across the various storage systems. Potential improvements in these cost drivers for all storage systems may come from new manufacturing processes and higher production volumes for BOP components. In addition, advances in the production of storage media may help drive down overall costs for the sodium alanate, SBH, LCH2, MOF, and AX-21 systems.

    The ORNL Management Information System (MIS) Direct Purchase Information System (DPIS) is an on-line interactive system of computer programs. The system can provide a manager with commitment and delivery schedule information on current direct purchase requisitions. The commitment data accounts for the orders that have been placed and those requisitions yet to be placed with a vendor. Information can be summarized at many different levels, and individuals can quickly determine the status of their requisitions. DPIS contains data only on active outside direct purchases, but has the capability to access historical data. It provides sufficient flexibility to be used to answer many questions pertinent to the status of these direct purchases and their obligating costs. Even an inexperienced computer user should have little difficulty in learning to use DPIS. The User Module prompts the user on what type of response it is expecting. If the user has doubts as to the response, or if the meaning of the response is not clear, the module will give a detailed list of the options available at that level. The user has control of what data are to be considered, how they are to be grouped, and what format the output will take. As the user selects the options available at a given level, the module proceeds to the next lower level until sufficient input has been supplied to provide the requested information. A major benefit of this interactive, user-oriented system is that the manager can specify the information requirements and does not have to spend time going through a great deal of other data to locate what is needed. Because it is interactive, a search can begin at a summary level and then resort to a more detailed level if needed. DPIS allows the user direct control for selecting the type of commitment data, output, funds, and direct purchase.

    This report presents generic cost curves for several equipment types generated using ICARUS Process Evaluator. The curves give Purchased Equipment Cost as a function of a capacity variable. This work was performed to assist NETL engineers and scientists in performing rapid, order of magnitude level cost estimates or as an aid in evaluating the reasonableness of cost estimates submitted with proposed systems studies or proposals for new processes. The specific equipment types contained in this report were selected to represent a relatively comprehensive set of conventional chemical process equipment types.

    Given current economic and regulatory challenges, utilities are facing the need to manage inventories more efficiently, lower spare parts costs, and reduce the downtime associated with equipment failure. Two programs helping utilities achieve these goals are the Joint Procurement Corporation (JPC) for multicompany purchase of common equipment and services and the pooled inventory management (PIM) program for joint purchase and storage of nuclear generating unit spare parts. Both of these are cooperative programs that decrease the probability of extended plant outages and reduce duplication of effort and/or inventory among participating utilities.

    Companies that purchases and use chemicals and materials in their everyday operation are finding that disposing of these products is becoming increasingly expensive. These disposal and liability costs have been the motivating factor behind recent efforts at pollution prevention. This paper suggests an alternative approach: considering the full life-cycle costs of chemicals and materials at the time purchase decisions are made. Life-cycle cost is the sum of all the costs that a product is expected to incur from the time of its purchase, during its use, until the disposal of any wastes or by-products and beyond as long as liabilities may remain. It represents the product's real cost to the company, and as such is a better basis for making cost-effective decisions. By using life-cycle costs to make decisions, companies can prevent uneconomical decisions on potentially hazardous materials and more effectively minimize overall costs. Life-cycle cost management can also help in the formulation of pollution prevention plans by identifying cost-effective waste-reduction alternatives. Although the concepts of life-cycle cost management are straightforward and intuitive, applying these concepts to real decisions may be challenging. This paper presents an overview of life-cycle cost management, discusses some of the challenges companies face applying this approach to real decisions, and provides solutions that meet these challenges.

    ABSTRACT Combined cooling, heating and electric power (CCHP) distributed generation (DG) systems can provide electricity, heat, and cooling power to buildings and industrial processes directly onsite, while significantly increasing energy efficiency, security of energy supply, and grid independence. Fruit, vegetable, dairy and meat processing industries with simultaneous requirements for heat, steam, chilling and electricity, are well suited for the use of such systems to supply base-load electrical demand or as peak reducing generators with heat recovery in the forms of hot water, steam and/or chilled water. This paper documents results and analysis from a pilot project to evaluate opportunities for energy, emission, and cost for CCHP-DG and energy storage systems installed onsite at food processing facilities. It was found that a dairy processing plant purchasing 15,000 MWh of electricity will need to purchase 450 MWh with the integration of a 1.1 MW CCHP system. Here, the natural gas to be purchased increased from 190,000 MMBtu to 255,000 MMBtu given the fuel requirements of the CCHP system. CCHP systems lower emissions, however, in the Pacific Northwest the high percentage of hydro-power results in CO2 emissions from CCHP were higher than that attributed to the electric utility/regional energy mix. The value of this paper is in promoting and educating financial decision makers to seriously consider CCHP systems when building or upgrading facilities. The distributed generation aspect can reduce utility costs for industrial facilities and show non-wires solution benefits to delay or eliminate the need for upgrades to local electric transmission and distribution systems.

    To assist in its these responsibilities in the area of electric power, EIA has prepared this report, Financial Impacts of Nonutility Power Purchases on Investor-Owned Electric Utilities. The primary purpose of this report is to provide an overview of the issues surrounding the financial impacts of nonutility generation contracts (since the passage of the Public Utility Regulatory Policies Act of 1978) on investor-owned utilities. The existing concern in this area is manifest in the provisions of Section 712 of the Energy Policy Act of 1992, which required State regulatory commissions to evaluate various aspects of long-term power purchase contracts, including their impact on investor-owned utilities` cost of capital and rates charged to customers. The EIA does not take positions on policy questions. The EIA`s responsibility is to provide timely, high quality information and to perform objective, credible analyses in support of the deliberations by both public and private decision-makers. Accordingly, this report does not purport to represent the policy positions of the US Department of Energy or the Administration.

    Although the government sector represents only 10 to 15 percent of the economy in most countries, carefully targeted public procurement can play a significant role in market transformation through its influence on both buyers and suppliers. Government leadership in energy-efficient purchasing can set an example for other buyers, while creating opportunities for leading manufacturers and distributors to increase their sales and market share by offering energy-efficient products at competitive prices. Under proper circumstances, a highly visible government purchasing policy can have a disproportionately large influence on the market for efficient products. In the United States, President Bush signed an Executive Order in 2001 directing all federal agencies to buy products with low standby power (1 watt or less where possible). This represents a deliberate choice to use government purchasing - rather than regulations or incentives - as a market-based strategy to encourage energy savings. It also builds upon existing efforts to encourage Federal purchase of energy-efficient products (Energy Star products and others in the top 25th percentile of efficiency). This paper summarizes the Federal Energy Management Program s first 18 months of experience in implementing this Executive Order, including analysis of data on standby power, interactions with manufacturers and industry groups, and the relationship between these efforts and other federal programs concerning product labelling, testing, rating, and efficiency standards. After five years of implementing low-standby power purchasing, we estimate energy savings for federal agencies alone at about 230 GWh/year (worth US$14 million), with spillover effects on the broader market that will save all US consumers nearly 4000 GWh/year (US$300 million).

    SYSPLAN evaluates capital investment in customer side of the meter load leveling battery systems. Such systems reduce the customer's monthly electrical demand charge by reducing the maximum power load supplied by the utility during the customer's peak demand. System equipment consists of a large array of batteries, a current converter, and balance of plant equipment and facilities required to support the battery and converter system. The system is installed on the customer's side of themore » meter and controlled and operated by the customer. Its economic feasibility depends largely on the customer's load profile. Load shape requirements, utility rate structures, and battery equipment cost and performance data serve as bases for determining whether a load leveling battery system is economically feasible for a particular installation. Life-cycle costs for system hardware include all costs associated with the purchase, installation, and operation of battery, converter, and balance of plant facilities and equipment. The SYSPLAN spreadsheet software is specifically designed to evaluate these costs and the reduced demand charge benefits; it completes a 20 year period life cycle cost analysis based on the battery system description and cost data. A built-in sensitivity analysis routine is also included for key battery cost parameters. The life cycle cost analysis spreadsheet is augmented by a system sizing routine to help users identify load leveling system size requirements for their facilities. The optional XSIZE system sizing spreadsheet which is included can be used to identify a range of battery system sizes that might be economically attractive. XSIZE output consisting of system operating requirements can then be passed by the temporary file SIZE to the main SYSPLAN spreadsheet.« less

    This Nuclear Energy Research Initiative (NERI) project was tasked with exploring, adapting, developing and demonstrating innovative nondestructive test methods to automate nuclear coated particle fuel inspection so as to provide the United States (US) with necessary improved and economical Quality Assurance and Control (QA/QC) that is needed for the fuels for several reactor concepts being proposed for both near term deployment [DOE NE & NERAC, 2001] and Generation IV nuclear systems. Replacing present day QA/QC methods, done manually and in many cases destructively, with higher speed automated nondestructive methods will make fuel production for advanced reactors economically feasible. For successful deployment of next generation reactors that employ particle fuels, or fuels in the form of pebbles based on particles, extremely large numbers of fuel particles will require inspection at throughput rates that do not significantly impact the proposed manufacturing processes. The focus of the project is nondestructive examination (NDE) technologies that can be automated for production speeds and make either: (I) On Process Measurements or (II) In Line Measurements. The inspection technologies selected will enable particle quality qualification as a particle or group of particles passes a sensor. A multiple attribute dependent signature will be measured and used for qualification or process control decisions. A primary task for achieving this objective is to establish standard signatures for both good/acceptable particles and the most problematic types of defects using several nondestructive methods.

  9. Audit of Department of Energy`s contractor liability insurance costs

    Fifty-four of DOE`s major contractors reported expending $44.3 million in liability insurance costs for the last 3 years of operation. Purpose of this audit was to evaluate how DOE implemented its policy to assume the risk of losses for its contractors rather than to insure them commercially. Contractors are required to use self-insurance if combined annual premiums for commercial insurance exceed $10,000. Review of 18 major contractors showed that DOE was not consistently following its policy and that contractors using commercial insurance incurred higher costs. Required approvals were not always obtained prior to purchasing certain other types of liability insurance. It is recommended that DOE`s policies requiring self-insurance be fully implemented; that requests for approval for commercial insurance when annual premiums exceeded $10,000 be fully justified; and that the commercial insurance policies specifically define the liability coverage prior to approval and payment. It is also recommended that the contracts include clauses limiting reimbursements for insurance expenditures to actual losses and administrative costs.

    There is a growing interest in carbon capture and storage (CCS) as a means of reducing carbon dioxide (CO2) emissions. However there are substantial uncertainties about the costs of CCS. Costs for pre-combustion capture with compression (i.e. excluding costs of transport and storage and any revenue from EOR associated with storage) are examined in this discussion paper for First-of-a-Kind (FOAK) plant and for more mature technologies, or Nth-of-a-Kind plant (NOAK). For FOAK plant using solid fuels the levelised cost of electricity on a 2008 basis is approximately 10 cents/kWh higher with capture than for conventional plants (with a range of 8-12 cents/kWh). Costs of abatement are found typically to be approximately US$150/tCO2 avoided (with a range of US$120-180/tCO2 avoided). For NOAK plants the additional cost of electricity with capture is approximately 2-5 cents/kWh, with costs of the range of US$35-70/tCO2 avoided. Costs of abatement with carbon capture for other fuels and technologies are also estimated for NOAK plants. The costs of abatement are calculated with reference to conventional SCPC plant for both emissions and costs of electricity. Estimates for both FOAK and NOAK are mainly based on cost data from 2008, which was at the end of a period of sustained escalation in the costs of power generation plant and other large capital projects. There are now indications of costs falling from these levels. This may reduce the costs of abatement and costs presented here may be 'peak of the market' estimates. If general cost levels return, for example, to those prevailing in 2005 to 2006 (by which time significant cost escalation had already occurred from previous levels), then costs of capture and compression for FOAK plants are expected to be US$110/tCO2 avoided (with a range of US$90-135/tCO2 avoided). For NOAK plants costs are expected to be US$25-50/tCO2. Based on these considerations a likely representative range of costs of abatement from CCS excluding

    Although various legislation and regulations have been adopted to promote the use of alternative-fuel vehicles for curbing urban air pollution problems, there is a lack of systematic comparisons of emission control cost-effectiveness among various alternative-fuel vehicle types. In this paper, life-cycle emission reductions and life-cycle costs were estimated for passenger cars fueled with methanol, ethanol, liquefied petroleum gas, compressed natural gas, and electricity. Vehicle emission estimates included both exhaust and evaporative emissions for air pollutants of hydrocarbon, carbon monoxide, nitrogen oxides, and air-toxic pollutants of benzene, formaldehyde, 1,3-butadiene, and acetaldehyde. Vehicle life-cycle cost estimates accounted for vehicle purchase prices, vehicle life, fuel costs, and vehicle maintenance costs. Emission control cost-effectiveness presented in dollars per ton of emission reduction was calculated for each alternative-fuel vehicle types from the estimated vehicle life-cycle emission reductions and costs. Among various alternative-fuel vehicle types, compressed natural gas vehicles are the most cost-effective vehicle type in controlling vehicle emissions. Dedicated methanol vehicles are the next most cost-effective vehicle type. The cost-effectiveness of electric vehicles depends on improvements in electric vehicle battery technology. With low-cost, high-performance batteries, electric vehicles are more cost-effective than methanol, ethanol, and liquified petroleum gas vehicles.

    Increasing competition is forcing electric utility companies to reduce costs and improve efficiency. At the same time, increasing costs for waste disposal and emissions control and growing environmental regulatory pressure are providing powerful incentives for firms in virtually every industry to investigate opportunities to reduce or even eliminate the adverse environmental impacts associated with their operations. companies are also striving toward environmental stewardship to realize the potential benefits to the firms`s public image, employees, an shareholders. Motivated by these cost and environmental concerns, the Electric Power Research Institute (EPRI), Decision Focus Inc. (DFI), and a consortium of electric utility companies have developed techniques and tools to help electric utility companies to make purchase and operating decisions based on their full life-cycle costs, which explicitly include environmental, health, and safety costs. The process, called Life-Cycle Cost Management (LCCM), helps utilities to efficiently assemble the appropriate life-cycle information and bring it to bear on their business decisions. To date, several utilities have used LCCM to evaluate a range of product substitution and process improvement decisions and to implement cost-savings actions. This paper summarizes some of these applications.

    Full Paper Submission for: Combined cooling, heating and electric power (CCHP) distributed generation (DG) systems can provide electric power and, heating and cooling capability to commercial and industrial facilities directly onsite, while increasing energy efficiency, security of energy supply, grid independence and enhancing the environmental and economic situation for the site. Food processing industries often have simultaneous requirements for heat, steam, chilling and electricity making them well suited for the use of such systems to supply base-load or as peak reducing generators enabling reduction of overall energy use intensity. This paper documents analysis from a project evaluating opportunities enabled by CCHPDG for emission and cost reductions and energy storage systems installed onsite at food processing facilities. In addition, this distributed generation coupled with energy storage demonstrates a non-wires solution to delay or eliminate the need for upgrades to electric distribution systems. It was found that a dairy processing plant in the Pacific Northwest currently purchasing 15,000 MWh/yr of electricity and 190,000 MMBtu/yr of gas could be provided with a 1.1 MW CCHP system reducing the amount of electric power purchased to 450 MWh/yr while increasing the gas demand to 255,000 MMBtu/yr. The high percentage of hydro-power in this region resulted in CO2 emissions from CCHP to be higher than that attributed to the electric utility/regional energy mix. The value of this work is in documenting a real-world example demonstrating the value of CCHP to facility owners and financial decision makers to encourage them to more seriously consider CCHP systems when building or upgrading facilities.
