  15. Alternative Energy for Higher Education

    This project provides educational opportunities creating both a teaching facility and center for public outreach. The facility is the largest solar array in Nebraska. It was designed to allow students to experience a variety of technologies and provide the public with opportunities for exposure to the implementation of an alternative energy installation designed for an urban setting. The project integrates products from 5 panel manufacturers (including monocrystalline, polycrystalline and thin film technologies) mounted on both fixed and tracking structures. The facility uses both micro and high power inverters. The majority of the system was constructed to serve as an outdoor classroom where panels can be monitored, tested, removed and replaced by students. As an educational facility it primarily serves students in the Creighton University and Metropolitan Community College, but it also provides broader educational opportunities. The project includes a real-time dashboard and a historical database of the output of individual inverters and the corresponding meteorological data for researcher and student use. This allows the evaluation of both panel types and the feasibility of installation types in a region of the country subject to significant temperature, wind and precipitation variation.

  1. Commercial Buildings Partnerships - Overview of Higher Education Projects

    The Commercial Building Partnership (CBP), a public/private, cost-shared program sponsored by the U.S. Department of Energy (DOE), paired selected commercial building owners and operators with representatives of DOE, its national laboratories, and private-sector technical experts. These teams explored energy-saving measures across building systems – including some considered too costly or technologically challenging – and used advanced energy modeling to achieve peak whole-building performance. Modeling results were then included in new construction or retrofit designs to achieve significant energy reductions. CBP design goals aimed to achieve 50 percent energy savings compared to ANSI/ASHRAE/IES Standard 90.1-2004 for new construction, while retrofits are designed to consume at least 30 percent less energy than either Standard 90.1-2004 or current consumption. After construction and commissioning of the project, laboratory staff continued to work with partners to collect and analyze data for verification of the actual energy reduction. CBP projects represent diverse building types in commercial real estate, including lodging, grocery, retail, higher education, office, and warehouse/storage facilities. Partners also commit to replicating low-energy technologies and strategies from their CBP projects throughout their building portfolios. As a result of CBP projects, five sector overviews (Lodging, Food Sales, General Merchandise, Higher Education, Offices) were created to capture successful strategies and recommended energy efficiency measures that could broadly be applied across these sectors. These overviews are supplemented with individual case studies providing specific details on the decision criteria, modeling results, and lessons learned on specific projects. Sector overviews and CBP case studies will also be updated to reflect verified data and replication strategies as they become available.

    The Center for Energy Education (CEE) is a partnership linking the University of Oklahoma, Close Up Foundation and Department of Energy. Based upon the theme of energy, environment and public policy, the CEE`s main purposes are to: (1) educate teachers on energy sources, environmental issues and decisionmaking choices regarding public policy; (2) develop interdisciplinary curricula that are interactive in nature (see attachments); (3) disseminate energy education curricula; (4) serve as a resource center for a wide variety of energy education materials; (5) provide a national support system for teachers in energy education; and (6) conduct research in energy education. The CEE conducted its first two-week experimentially-based program for educators during the summer of 1993. Beginning at the University of Oklahoma, 57 teachers from across the country examined concepts and issues related to energy and environment, and how the interdependence of energy and environment significantly influences daily life. During the second week of the institute, participants went to Washington, D.C. to examine the processes used by government officials to make critical decisions involving interrelationships among energy, environment and public policy.     The principal purpose of DOE Cooperative Agreement DE-FC28-04RW12232 is to develop and continue providing the public and the U.S. Department of Energys (DOE) Office of Civilian Radioactive Waste Management (OCRWM) with an independently derived, unbiased body of scientific and engineering data concerning the study of Yucca Mountain as a potential high-level radioactive waste repository. Under this agreement, the Nevada System of Higher Education (NSHE), formerly the University and Community College System of Nevada (UCCSN), performs scientific or engineering research, and maintains and fosters collaborative working relationships between government and academic researchers. In performing these activities, the NSHE has already developed and implemented a Quality Assurance (QA) program, which was accepted by the DOE Office of Quality Assurance, under the previous Cooperative Agreement Number DE-FC28-98NV12081. The following describes the objectives of Project Activity 002 Quality Assurance Program under cooperative agreement DE-FC28-04RW12232. The objective of this QA program was to assure that data produced under the cooperative agreement met the OCRWM QA Requirements and Description (QARD) requirements for quality-affecting (Q) data. The QA Program was written to address specific QARD requirements historically identified and incorporated in Q activities to the degree appropriate for the nature, scope, and complexity of the activity. Additional QARD requirements were integrated into the program when required to complete a specific activity. NSHE QA staff developed a detailed matrix to address each QARD element, identifying the applicable requirements and specifying where each requirement is addressed in the QA program procedures, or identify requirements as not applicable to the QA program. Controlled documents were prepared in the form of QA procedures (QAPs) and implementing procedures (IPs). NSHE identified new QAPs and IPs when needed. NSHE PIs implemented

    This guide describes record series that pertain to epidemiologic and health-related studies at the Center for Epidemiologic Research (CER) of the Oak Ridge Institute for Science and Education (ORISE). These records document the health and safety monitoring of employees and contract employees of the Department of Energy (DOE) and its predecessor organizations, the Manhattan Engineer District (MED), the Atomic Energy Commission (AEC), and the Energy Research and Development Administration (ERDA). History Associates Incorporated (HAI) prepared this guide as part of DOE`s Epidemiologic Records Inventory Project. This introduction briefly describes the Epidemiologic Records Inventory Project, HAI`s role in the project, the history of the DOE and its epidemiologic research program, and the history of the Oak Ridge Reservation and the Oak Ridge Institute for Science and Education.     The National Supercomputing Center for Energy and the Environment’s intention is to purchase a multi-purpose computer cluster in support of the Performance Assessment Institute (PA Institute). The PA Institute will serve as a research consortium located in Las Vegas Nevada with membership that includes: national laboratories, universities, industry partners, and domestic and international governments. This center will provide a one-of-a-kind centralized facility for the accumulation of information for use by Institutions of Higher Learning, the U.S. Government, and Regulatory Agencies and approved users. This initiative will enhance and extend High Performance Computing (HPC) resources in Nevada to support critical national and international needs in "scientific confirmation". The PA Institute will be promoted as the leading Modeling, Learning and Research Center worldwide. The program proposes to utilize the existing supercomputing capabilities and alliances of the University of Nevada Las Vegas as a base, and to extend these resource and capabilities through a collaborative relationship with its membership. The PA Institute will provide an academic setting for interactive sharing, learning, mentoring and monitoring of multi-disciplinary performance assessment and performance confirmation information. The role of the PA Institute is to facilitate research, knowledge-increase, and knowledge-sharing among users.

    The importance of STEM education to our national prosperity and global competitiveness was recently reinforced by the Obama administration support for Change the Equation. Change the Equation is a multi-entity initiative formed in response to the rapidly increasing demand for STEM related careers and the potential lack of preparation by many Americans to be employed in these positions. To address the issue many are calling for increased emphasis on K-12 STEM education, as early preparation in STEM provides the foundation essential for further learning and competencies (National Research Council, 2007). Achieving and sustaining depth and breadth of K-12 STEM education is inextricably linked to ongoing professional development of K-12 educators. The need for teacher continuing education in STEM education and the link between teacher effectiveness and student preparation in STEM was the impetus behind our i- STEM professional development summer institute. The i-STEM initiative is a collaborative effort between business, industry, government, K-12, and higher education. Although the organization is working on a number of projects, including policy, research, communication, and collaborations, the i-STEM group has directed significant resources toward K-12 educator professional development opportunities in STEM. Our report focuses on the structure and impact of the intensive four-day i-STEM residential professional development institute which we designed to increase the capacity of grade 4-9 teachers to teach STEM content. We structured the summer institute using the outcome of a survey we conducted of grade 4-9 teachers’ to assess their STEM professional development needs, the extant literature on teacher development, the increasing need for a STEM informed society, and our desire to use evidence based practices to enhance teacher capacity to teach STEM content. We developed this investigation to determine if our summer institute influenced the participating teachers

    The Cyclotron Institute at Texas A&M University has upgraded its accelerator facilities to extend research capabilities with both stable and radioactive beams. The upgrade is divided into three major tasks: (1) re-commission the K-150 (88”) cyclotron, couple it to existing beam lines to provide intense stable beams into the K-500 experimental areas and use it as a driver to produce radioactive beams; (2) develop light ion and heavy ion guides for stopping radioactive ions created with the K-150 beams; and (3) transport 1+ ions from the ion guides into a charge-breeding electron-cyclotron-resonance ion source (CB-ECR) to produce highly-charged radioactive ions for acceleration in the K-500 cyclotron. When completed, the upgraded facility will provide high-quality re-accelerated secondary beams in a unique energy range in the world.

    The purpose of this assessment is to characterize the economic energy efficiency potential and investment requirements for space heating and hot water provided by district heat in the stock of state and municipal institutional buildings in the city of Kyiv. The assessment involves three activities. The first is a survey of state and municipal institutions to characterize the stock of institutional buildings. The second is to develop an estimate of the cost-effective efficiency potential. The third is to estimate the investment requirements to acquire the efficiency resource. Institutional buildings are defined as nonresidential buildings owned and occupied by state and municipal organizations. General categories of institutional buildings are education, healthcare, and cultural. The characterization activity provides information about the number of buildings, building floorspace, and consumption of space heating and hot water energy provided by the district system.

    Microfabrication enables many exciting experimental possibilities for medicine and biology that are not attainable through traditional methods. However, in order for microfabricated devices to have an impact they must not only provide a robust solution to a current unmet need, but also be simple enough to seamlessly integrate into standard protocols. Broad dissemination of bioMEMS has been stymied by the common aim of replacing established and well accepted protocols with equally or more complex devices, methods, or materials. The marriage of a complex, difficult to fabricate bioMEMS device with a highly variable biological system is rarely successful. Instead, the design philosophy of my lab aims to leverage a beneficial microscale phenomena (e.g. fast diffusion at the microscale) within a bioMEMS device and adapt to established methods (e.g. multiwell plate cell culture) and demonstrate a new paradigm for the field (adapt instead of replace). In order for the field of bioMEMS to mature beyond novel proof-of-concept demonstrations, researchers must focus on developing systems leveraging these phenomena and integrating into standard labs, which have largely been ignored. Towards this aim, the Integrative Bioengineering Institute has been established.

    As the Department of Energy stated in its 20% Wind Energy by 2030 report, there will need to be enhanced outreach efforts on a national, state, regional, and local level to communicate wind development opportunities, benefits and challenges to a diverse set of stakeholders. To help address this need, PennFuture was awarded funding to create the Mid-Atlantic Regional Wind Energy Institute to provide general education and outreach on wind energy development across Maryland, Virginia, Delaware, Pennsylvania and West Virginia. Over the course of the two-year grant period, PennFuture used its expertise on wind energy policy and development in Pennsylvania and expanded it to other states in the Mid-Atlantic region. PennFuture accomplished this through reaching out and establishing connections with policy makers, local environmental groups, health and economic development organizations, and educational institutions and wind energy developers throughout the Mid-Atlantic region. PennFuture conducted two regional wind educational forums that brought together wind industry representatives and public interest organizations from across the region to discuss and address wind development in the Mid-Atlantic region. PennFuture developed the agenda and speakers in collaboration with experts on the ground in each state to help determine the critical issue to wind energy in each location. The sessions focused on topics ranging from the basics of wind development; model ordinance and tax issues; anti-wind arguments and counter points; wildlife issues and coalition building. In addition to in-person events, PennFuture held three webinars on (1) Generating Jobs with Wind Energy; (2) Reviving American Manufacturing with Wind Power; and (3) Wind and Transmission. PennFuture also created a web page for the institute (http://www.midatlanticwind.org) that contains an online database of fact sheets, research reports, sample advocacy letters, top anti-wind claims and information on how to

    Petascale computing infrastructures for scientific discovery make petascale demands on information storage capacity, performance, concurrency, reliability, availability, and manageability.The Petascale Data Storage Institute focuses on the data storage problems found in petascale scientific computing environments, with special attention to community issues such as interoperability, community buy-in, and shared tools.The Petascale Data Storage Institute is a collaboration between researchers at Carnegie Mellon University, National Energy Research Scientific Computing Center, Pacific Northwest National Laboratory, Oak Ridge National Laboratory, Sandia National Laboratory, Los Alamos National Laboratory, University of Michigan, and the University of California at Santa Cruz.

    Due to the inherently interdisciplinary nature of nanoscience and nanotechnology, research in this arena is often significantly enhanced through creative cooperative activities. The Joint Institute for Nanoscience (JIN) is a venture of the University of Washington (UW) and Pacific Northwest National Laboratory (PNNL) to encourage and enhance high impact and high quality nanoscience and nanotechnology research that leverages the strengths and capabilities of both institutions, and to facilitate education in these areas. This report summarizes JIN award activities that took place during fiscal year 2004 and provides a historical list of JIN awardees, their resulting publications, and JIN-related meetings. Major portions of the JIN efforts and resources are dedicated to funding graduate students and postdoctoral research associates to perform research in collaborations jointly directed by PNNL staff scientists and UW professors. JIN fellowships are awarded on the basis of applications that include research proposals. They have been very successful in expanding collaborations between PNNL and UW, which have led to many excellent joint publications and presentations and enhanced the competitiveness of both institutions for external grant funding. JIN-based interactions are playing a significant role in creating new research directions and reshaping existing research programs at both the UW and PNNL. The JIN also co-sponsors workshops on Nanoscale Science and Technology, four of which have been held in Seattle and one in Richland. In addition to involving PNNL staff in various UW nanoscience courses and seminars, a National Science Foundation grant, Development of UW-PNL Collaborative Curriculums in Nano-Science and Technology, has allowed the development of three intensive short courses that are taught by UW faculty, PNNL staff, and faculty from other institutions, including Washington State University, the University of Idaho, Stanford University, and the University of

    Los Alamos National Laboratory (LANL) and the University of California, San Diego (UCSD) have taken the unprecedented step of creating a collaborative, multi-disciplinary graduate education program and associated research agenda called the Engineering Institute. The mission of the Engineering Institute is to develop a comprehensive approach for conducting LANL mission-driven, multidisciplinary engineering research and to improve recruiting, revitalization, and retention of the current and future staff necessary to support the LANL' s national security responsibilities. The components of the Engineering Institute are (1) a joint LANL/UCSD degree program, (2) joint LANL/UCSD research projects, (3) the Los Alamos Dynamic Summer School, (4) an annual workshop, and (5) industry short courses. This program is a possible model for future industry/government interactions with university partners.
