  10. Interfuel substitution model for institutions of higher education: implications for conservation

    A model of interfuel substitution is described for colleges and universities in the United States and its implications for conserving fossil fuel resources. There is a significant and growing interest among institutions of higher education in utilizing more efficiently their purchased as well as generated energy sources. An analysis of energy consumption patterns of colleges and universities shows a significant difference in how energy sources are being utilized. Smaller colleges and universities convert purchased fuels directly into end use services such as space heating, water heating, and lighting. The purchased fuels may include electricity and fossil fuels. A more varied fuel use situation exists for larger institutions where not only the above fuel consumption mixture exists, but a central generating plant operated by the university may exist which uses purchased fossil fuels in a primary energy use sense to generate electricity, steam, and chilled water for their own end use requirements. Results indicate that relative changes in fuel prices across a broad cross-section of colleges and universities have significant effects on primary and end-use consumption of fuels. Increasing prices of distillate and residual fuels have a greater energy conservation potential than do equal price increases for coal and natural gas. Electricity is found not to have significant substitution possibilities with the fossil fuels. The results have important overtones for public policy. The structure of the market system may be well suited to handle dislocations in energy price and supplies for colleges and universities; and future decisions by public policy makers may reflect this situation.

    This project provides educational opportunities creating both a teaching facility and center for public outreach. The facility is the largest solar array in Nebraska. It was designed to allow students to experience a variety of technologies and provide the public with opportunities for exposure to the implementation of an alternative energy installation designed for an urban setting. The project integrates products from 5 panel manufacturers (including monocrystalline, polycrystalline and thin film technologies) mounted on both fixed and tracking structures. The facility uses both micro and high power inverters. The majority of the system was constructed to serve as an outdoor classroom where panels can be monitored, tested, removed and replaced by students. As an educational facility it primarily serves students in the Creighton University and Metropolitan Community College, but it also provides broader educational opportunities. The project includes a real-time ā??dashboardā?¯ and a historical database of the output of individual inverters and the corresponding meteorological data for researcher and student use. This allows the evaluation of both panel types and the feasibility of installation types in a region of the country subject to significant temperature, wind and precipitation variation.

    Higher education uses less energy per square foot than most commercial building sectors. However, higher education campuses house energy-intensive laboratories and data centers that may spend more than this average; laboratories, in particular, are disproportionately represented in the higher education sector. The Commercial Building Partnership (CBP), a public/private, cost-shared program sponsored by the U.S. Department of Energy (DOE), paired selected commercial building owners and operators with representatives of DOE, its national laboratories, and private-sector technical experts. These teams explored energy-saving measures across building systems–including some considered too costly or technologically challenging–and used advanced energy modeling to achieve peak whole-building performance. Modeling results were then included in new construction or retrofit designs to achieve significant energy reductions.

    The Commercial Building Partnership (CBP), a public/private, cost-shared program sponsored by the U.S. Department of Energy (DOE), paired selected commercial building owners and operators with representatives of DOE, its national laboratories, and private-sector technical experts. These teams explored energy-saving measures across building systems – including some considered too costly or technologically challenging – and used advanced energy modeling to achieve peak whole-building performance. Modeling results were then included in new construction or retrofit designs to achieve significant energy reductions. CBP design goals aimed to achieve 50 percent energy savings compared to ANSI/ASHRAE/IES Standard 90.1-2004 for new construction, while retrofits are designed to consume at least 30 percent less energy than either Standard 90.1-2004 or current consumption. After construction and commissioning of the project, laboratory staff continued to work with partners to collect and analyze data for verification of the actual energy reduction. CBP projects represent diverse building types in commercial real estate, including lodging, grocery, retail, higher education, office, and warehouse/storage facilities. Partners also commit to replicating low-energy technologies and strategies from their CBP projects throughout their building portfolios. As a result of CBP projects, five sector overviews (Lodging, Food Sales, General Merchandise, Higher Education, Offices) were created to capture successful strategies and recommended energy efficiency measures that could broadly be applied across these sectors. These overviews are supplemented with individual case studies providing specific details on the decision criteria, modeling results, and lessons learned on specific projects. Sector overviews and CBP case studies will also be updated to reflect verified data and replication strategies as they become available.

    The principal purpose of DOE Cooperative Agreement DE-FC28-04RW12232 is to develop and continue providing the public and the U.S. Department of Energy’s (DOE) Office of Civilian Radioactive Waste Management (OCRWM) with an independently derived, unbiased body of scientific and engineering data concerning the study of Yucca Mountain as a potential high-level radioactive waste repository. Under this agreement, the Nevada System of Higher Education (NSHE), formerly the University and Community College System of Nevada (UCCSN), performs scientific or engineering research, and maintains and fosters collaborative working relationships between government and academic researchers. In performing these activities, the NSHE has already developed and implemented a Quality Assurance (QA) program, which was accepted by the DOE Office of Quality Assurance, under the previous Cooperative Agreement Number DE-FC28-98NV12081. The following describes the objectives of Project Activity 002 “Quality Assurance Program” under cooperative agreement DE-FC28-04RW12232. The objective of this QA program was to assure that data produced under the cooperative agreement met the OCRWM QA Requirements and Description (QARD) requirements for quality-affecting (Q) data. The QA Program was written to address specific QARD requirements historically identified and incorporated in Q activities to the degree appropriate for the nature, scope, and complexity of the activity. Additional QARD requirements were integrated into the program when required to complete a specific activity. NSHE QA staff developed a detailed matrix to address each QARD element, identifying the applicable requirements and specifying where each requirement is addressed in the QA program procedures, or identify requirements as “not applicable” to the QA program. Controlled documents were prepared in the form of QA procedures (QAPs) and implementing procedures (IPs). NSHE identified new QAPs and IPs when needed. NSHE PIs implemented the QA program and completed individual research project activities. PIs were also responsible for developing implementing procedures, conducting technical training, assuring that the QA program training was acquired by all task personnel, and participating in monitoring the QA program control for each individual research project activity. This project activity, which was an essential part of the program to enhance the collaborative ongoing research between the NSHE and ORD, was intended to support all quality-affecting activities funded during the five-year period of the cooperative agreement. However, the cooperative agreement was down-graded to non quality-affecting after 4 years.

    This report describes the 5 tasks to be covered under this project and compiles budget information. Task 1 is to establish a Plutonium Information Resource, which has been established in Amarillo, Texas. Task 2, Advisory Functions, coordinates studies and activities relating to the disposition of excess weapons-grade plutonium. Task 3, Environmental, Public Health, and Safety, supports soil remediation activities. Task 4, Education and Outreach, is supporting four programs: K--12 education improvement in science and math courses; Academic intervention to identify and encourage high ability high school and middle school students with potential to become scientists and engineers; Graduate education evaluation; and Public outreach programs.     The National Supercomputing Center for Energy and the Environment’s intention is to purchase a multi-purpose computer cluster in support of the Performance Assessment Institute (PA Institute). The PA Institute will serve as a research consortium located in Las Vegas Nevada with membership that includes: national laboratories, universities, industry partners, and domestic and international governments. This center will provide a one-of-a-kind centralized facility for the accumulation of information for use by Institutions of Higher Learning, the U.S. Government, and Regulatory Agencies and approved users. This initiative will enhance and extend High Performance Computing (HPC) resources in Nevada to support critical national and international needs in "scientific confirmation". The PA Institute will be promoted as the leading Modeling, Learning and Research Center worldwide. The program proposes to utilize the existing supercomputing capabilities and alliances of the University of Nevada Las Vegas as a base, and to extend these resource and capabilities through a collaborative relationship with its membership. The PA Institute will provide an academic setting for interactive sharing, learning, mentoring and monitoring of multi-disciplinary performance assessment and performance confirmation information. The role of the PA Institute is to facilitate research, knowledge-increase, and knowledge-sharing among users.

    Using the operator formalism, we obtain the bosonic representation for the free fermion field satisfying an equation of motion with higher-order derivatives. Then, we consider the operator solution of a generalized Schwinger model with higher-derivative coupling. Since the increasing of the derivative order implies the introduction of an equivalent number of extra fermionic degrees of freedom, the mass acquired by the gauge field is bigger than the one for the standard two-dimensional QED. An analysis of the problem from the functional integration point of view corroborates the findings of canonical quantization, and corrects certain results previously announced in the literature on the basis of Fujikawa's technique.

    The gauge sector of three-dimensional higher spin gravities can be formulated as a Chern-Simons theory. In this context, a higher spin black hole corresponds to a flat connection with suitable holonomy (smoothness) conditions which are consistent with the properties of a generalized thermal ensemble. Building on these ideas, we discuss a definition of black hole extremality which is appropriate to the topological character of 3d higher spin theories. Our definition can be phrased in terms of the Jordan class of the holonomy around a non-contractible (angular) cycle, and we show that it is compatible with the zero-temperature limit of smooth black hole solutions. While this notion of extremality does not require nor implies the existence of supersymmetry, we exemplify its consequences in the context of sl(3|2) + sl(3|2) Chern-Simons theory. Remarkably, while as usual not all extremal solutions preserve supersymmetries, we find that the higher spin setup allows for non-extremal supersymmetric black hole solutions as well. Furthermore, we discuss our results from the perspective of the holographic duality between sl(3|2) + sl(3|2) Chern-Simons theory and two-dimensional CFTs with W_{(3|2)} symmetry, the simplest higher spin extension of the N=2 super-Virasoro algebra. In particular, we compute W_{(3|2)} BPS bounds at the full quantum level, and relate their semiclassical limit to extremal black hole or conical defect solutions in the 3d bulk. Along the way, we discuss the role of the spectral flow automorphism and provide a conjecture for the form of the semiclassical BPS bounds in general N=2 two-dimensional CFTs with extended symmetry algebras.

    The focus of the workshop was on higher education facilities because college and university campuses are an important market for lighting products and they use almost every kind of luminaire on the market. This workshop was seen as a chance for SSL manufacturers large and small to get the inside scoop from a group of people that specify, pay for, install, use, maintain, and dispose of lighting systems for nearly every type of application. Workshop attendees explored the barriers to SSL adoption, the applications where SSL products could work better than existing technologies, and where SSL luminaires are currently falling short. This report summarizes the Workshop activities and presentation highlights.

    As the Department of Energy stated in its 20% Wind Energy by 2030 report, there will need to be enhanced outreach efforts on a national, state, regional, and local level to communicate wind development opportunities, benefits and challenges to a diverse set of stakeholders. To help address this need, PennFuture was awarded funding to create the Mid-Atlantic Regional Wind Energy Institute to provide general education and outreach on wind energy development across Maryland, Virginia, Delaware, Pennsylvania and West Virginia. Over the course of the two-year grant period, PennFuture used its expertise on wind energy policy and development in Pennsylvania and expanded it to other states in the Mid-Atlantic region. PennFuture accomplished this through reaching out and establishing connections with policy makers, local environmental groups, health and economic development organizations, and educational institutions and wind energy developers throughout the Mid-Atlantic region. PennFuture conducted two regional wind educational forums that brought together wind industry representatives and public interest organizations from across the region to discuss and address wind development in the Mid-Atlantic region. PennFuture developed the agenda and speakers in collaboration with experts on the ground in each state to help determine the critical issue to wind energy in each location. The sessions focused on topics ranging from the basics of wind development; model ordinance and tax issues; anti-wind arguments and counter points; wildlife issues and coalition building. In addition to in-person events, PennFuture held three webinars on (1) Generating Jobs with Wind Energy; (2) Reviving American Manufacturing with Wind Power; and (3) Wind and Transmission. PennFuture also created a web page for the institute (http://www.midatlanticwind.org) that contains an online database of fact sheets, research reports, sample advocacy letters, top anti-wind claims and information on how to address them, wind and wildlife materials and sample model ordinances. Video and presentations from each in-person meeting and webinar recordings are also available on the site. At the end of the two-year period, PennFuture has accomplished its goal of giving a unified voice and presence to wind energy advocates in the Mid-Atlantic region. We educated a broad range of stakeholders on the benefits of wind energy and gave them the tools to help make a difference in their states. We grew a database of over 500 contacts and hope to continue the discussion and work around the importance of wind energy in the region.

    The Cyclotron Institute at Texas A&M University has upgraded its accelerator facilities to extend research capabilities with both stable and radioactive beams. The upgrade is divided into three major tasks: (1) re-commission the K-150 (88”) cyclotron, couple it to existing beam lines to provide intense stable beams into the K-500 experimental areas and use it as a driver to produce radioactive beams; (2) develop light ion and heavy ion guides for stopping radioactive ions created with the K-150 beams; and (3) transport 1+ ions from the ion guides into a charge-breeding electron-cyclotron-resonance ion source (CB-ECR) to produce highly-charged radioactive ions for acceleration in the K-500 cyclotron. When completed, the upgraded facility will provide high-quality re-accelerated secondary beams in a unique energy range in the world.

  14. Linking Economic Complexity, Institutions and Income Inequality

    The mix of products that a country exports predicts that country's subsequent pattern of diversification and economic growth. But does this product mix also predict income inequality? Here we combine methods from econometrics, network science, and economic complexity to show that countries that export complex products - products that are exported by a few diversified countries - have lower levels of income inequality - at comparable levels of GDP per capita and education - than countries exporting simpler products. Using multivariate analysis we show that the connection between income inequality and economic complexity is stronger than what can be explained using aggregate measures of income, institutions, export concentration, and human capital, and also, that increases in economic complexity are accompanied by decreases in income inequality over long periods of time.     Microfabrication enables many exciting experimental possibilities for medicine and biology that are not attainable through traditional methods. However, in order for microfabricated devices to have an impact they must not only provide a robust solution to a current unmet need, but also be simple enough to seamlessly integrate into standard protocols. Broad dissemination of bioMEMS has been stymied by the common aim of replacing established and well accepted protocols with equally or more complex devices, methods, or materials. The marriage of a complex, difficult to fabricate bioMEMS device with a highly variable biological system is rarely successful. Instead, the design philosophy of my lab aims to leverage a beneficial microscale phenomena (e.g. fast diffusion at the microscale) within a bioMEMS device and adapt to established methods (e.g. multiwell plate cell culture) and demonstrate a new paradigm for the field (adapt instead of replace). In order for the field of bioMEMS to mature beyond novel proof-of-concept demonstrations, researchers must focus on developing systems leveraging these phenomena and integrating into standard labs, which have largely been ignored. Towards this aim, the Integrative Bioengineering Institute has been established.

    Los Alamos National Laboratory (LANL) and the University of California, San Diego (UCSD) have taken the unprecedented step of creating a collaborative, multi-disciplinary graduate education program and associated research agenda called the Engineering Institute. The mission of the Engineering Institute is to develop a comprehensive approach for conducting LANL mission-driven, multidisciplinary engineering research and to improve recruiting, revitalization, and retention of the current and future staff necessary to support the LANL' s national security responsibilities. The components of the Engineering Institute are (1) a joint LANL/UCSD degree program, (2) joint LANL/UCSD research projects, (3) the Los Alamos Dynamic Summer School, (4) an annual workshop, and (5) industry short courses. This program is a possible model for future industry/government interactions with university partners.

    We present radiation mechanism exhibited by a higher order soliton. In a course of its evolution the higher-order soliton emits polychromatic radiation resulting in formation of multipeak frequency comb-like spectral band. The shape and spectral position of this band can be effectively controlled by the relative strength of the third order dispersion. An analytical description is corroborated by numerical simulations. Research showed that for longer pulses the described effect persists also under the action of higher order perturbations such as Raman and self-steepening.

    Due to the inherently interdisciplinary nature of nanoscience and nanotechnology, research in this arena is often significantly enhanced through creative cooperative activities. The Joint Institute for Nanoscience (JIN) is a venture of the University of Washington (UW) and Pacific Northwest National Laboratory (PNNL) to encourage and enhance high impact and high quality nanoscience and nanotechnology research that leverages the strengths and capabilities of both institutions, and to facilitate education in these areas. This report summarizes JIN award activities that took place during fiscal year 2004 and provides a historical list of JIN awardees, their resulting publications, and JIN-related meetings. Major portions of the JIN efforts and resources are dedicated to funding graduate students and postdoctoral research associates to perform research in collaborations jointly directed by PNNL staff scientists and UW professors. JIN fellowships are awarded on the basis of applications that include research proposals. They have been very successful in expanding collaborations between PNNL and UW, which have led to many excellent joint publications and presentations and enhanced the competitiveness of both institutions for external grant funding. JIN-based interactions are playing a significant role in creating new research directions and reshaping existing research programs at both the UW and PNNL. The JIN also co-sponsors workshops on Nanoscale Science and Technology, four of which have been held in Seattle and one in Richland. In addition to involving PNNL staff in various UW nanoscience courses and seminars, a National Science Foundation grant, Development of UW-PNL Collaborative Curriculums in Nano-Science and Technology, has allowed the development of three intensive short courses that are taught by UW faculty, PNNL staff, and faculty from other institutions, including Washington State University, the University of Idaho, Stanford University, and the University of Alaska. The JIN agreement recognizes that cooperation beyond UW and PNNL is highly valuable. Starting in early 2003, efforts were initiated to form a regional communication link called the Northwest Nanoscience and Nanotechnology Network (N4). In concept, N4 is a tool to encourage communication and help identify regional resources and nanoscience and technology activities.

    We introduce a higher rank analog of the Pandharipande-Thomas theory of stable pairs on a Calabi-Yau threefold $X$. More precisely, we develop a moduli theory for frozen triples given by the data $O^r(-n)\\rightarrow F$ where $F$ is a sheaf of pure dimension 1. The moduli space of such objects does not naturally determine an enumerative theory: that is, it does not naturally possess a perfect symmetric obstruction theory. Instead, we build a zero-dimensional virtual fundamental class by hand, by truncating a deformation-obstruction theory coming from the moduli of objects in the derived category of $X$. This yields the first deformation-theoretic construction of a higher-rank enumerative theory for Calabi-Yau threefolds. We calculate this enumerative theory for local $\\mathbb{P}^1$ using the Graber-Pandharipande virtual localization technique.

    Rubber particles, to be used as fillers or extenders for various composite polymer systems, are chlorinated by a gas-solid phase reaction with a chlorine-containing gas. A composite polymer containing the chlorinated rubber fillers or extenders exhibits a higher flexural modulus than if prepared using an unchlorinated rubber filler or extender. Chlorination of the rubber particles is carried out by contacting the finely divided rubber particles with a chlorine-containing gas comprising at least about 5 volume percent chlorine. Advantageously, the chlorine can be diluted with air, nitrogen or other essentially inert gases and may contain minor amounts of fluorine. Improved performance is obtained with nitrogen dilution of the chlorine gas over air dilution. Improved polymer composite systems having higher flexural modulus result from the use of the chlorinated rubber particles as fillers instead of unchlorinated rubber particles. 2 figures.

    After dimensional reduction to three dimensions, the lowest order effective actions for pure gravity, M-theory and the Bosonic string admit an enhanced symmetry group. In this paper we initiate study of how this enhancement is affected by the inclusion of higher derivative terms. In particular we show that the coefficients of the scalar fields associated to the Cartan subalgebra are given by weights of the enhanced symmetry group.

    In this technical paper, we present a new formulation of higher parallel transport in strict higher gauge theory required for the rigorous construction of Wilson lines and surfaces. Our approach is based on an original notion of Lie crossed module cocycle and cocycle 1- and 2-gauge transformation with a non standard double category theoretic interpretation. We show its equivalence to earlier formulations.

    A low temperature waste form known as Cast Stone is being considered to provide supplemental Low Activity Waste (LAW) immobilization capacity for the Hanford site. Formulation of Cast Stone at high sodium concentrations is of interest since a significant reduction in the necessary volume of Cast Stone and subsequent disposal costs could be achieved if an acceptable waste form can be produced with a high sodium molarity salt solution combined with a high water to premix (or dry blend) ratio. The objectives of this study were to evaluate the factors involved with increasing the sodium concentration in Cast Stone, including production and performance properties and the retention and release of specific components of interest. Three factors were identified for the experimental matrix: the concentration of sodium in the simulated salt solution, the water to premix ratio, and the blast furnace slag portion of the premix. The salt solution simulants used in this study were formulated to represent the overall average waste composition. The cement, blast furnace slag, and fly ash were sourced from a supplier in the Hanford area in order to be representative. The test mixes were prepared in the laboratory and fresh properties were measured. Fresh density increased with increasing sodium molarity and with decreasing water to premix ratio, as expected given the individual densities of these components. Rheology measurements showed that all of the test mixes produced very fluid slurries. The fresh density and rheology data are of potential value in designing a future Cast Stone production facility. Standing water and density gradient testing showed that settling is not of particular concern for the high sodium compositions studied. Heat of hydration measurements may provide some insight into the reactions that occur within the test mixes, which may in turn be related to the properties and performance of the waste form. These measurements showed that increased sodium concentration in the salt solution reduced the time to peak heat flow, and reducing the amount of slag in the premix increased the time to peak heat flow. These observations may help to describe some of the cured properties of the samples, in particular the differences in compressive strength observed after 28 and 90 days of curing. Samples were cured for at least 28 days at ambient temperature in the laboratory prior to cured properties analyses. The low activity waste form for disposal at the Hanford Site is required to have a compressive strength of at least 500 psi. After 28 days of curing, several of the test mixes had mean compressive strengths that were below the 500 psi requirement. Higher sodium concentrations and higher water to premix ratios led to reduced compressive strength. Higher fly ash concentrations decreased the compressive strength after 28 days of curing. This may be explained in that the cementitious phases matured more quickly in the mixes with higher concentrations of slag, as evidenced by the data for the time to peak heat generation. Leachability indices were determined for the test mixes for contaminants of interest. This may be beneficial in demonstrating that the performance of the waste form is robust with respect to changes in the mix composition. The results of this study demonstrate the potential to achieve significantly higher waste loadings in Cast Stone and other low temperature, cementitious waste forms.     The theory of freely-propagating massless higher spins is usually formulated via gauge fields and parameters subject to trace constraints. We summarize a proposal allowing to forego them by introducing only a pair of additional fields in the Lagrangians. In this setting, external currents satisfy usual Noether-like conservation laws, the field equations can be nicely related to those emerging from Open String Field Theory in the low-tension limit, and if the additional fields are eliminated without reintroducing the constraints a geometric, non-local description of the theory manifests itself.

    Higher order time-correlators of spontaneous spin fluctuations reveal the information about spin interactions. We argue that in a broad class of spin systems one can justify a phenomenological approach to explore such correlators. Thus, we predict that the 3rd and 4th order spin cumulants are described by a universal function that can be parametrized by a small set of parameters. We show that the fluctuation theorem constrains this function so that such correlators are fully determined by lowest nonlinear corrections to the free energy and the mean and variance of microscopic spin currents. We also provide an example of microscopic calculations for conduction electrons.

  2. Brief review on higher spin black holes

    We review some relevant results in the context of higher spin black holes in three-dimensional spacetimes, focusing on their asymptotic behaviour and thermodynamic properties. For simplicity, we mainly discuss the case of gravity nonminimally coupled to spin-3 fields, being nonperturbatively described by a Chern-Simons theory of two independent sl(3,R) gauge fields. Since the analysis is particularly transparent in the Hamiltonian formalism, we provide a concise discussion of their basic aspects in this context; and as a warming up exercise, we briefly analyze the asymptotic behaviour of pure gravity, as well as the BTZ black hole and its thermodynamics, exclusively in terms of gauge fields. The discussion is then extended to the case of black holes endowed with higher spin fields, briefly signaling the agreements and discrepancies found through different approaches. We conclude explaining how the puzzles become resolved once the fall off of the fields is precisely specified and extended to include chemical potentials, in a way that it is compatible with the asymptotic symmetries. Hence, the global charges become completely identified in an unambiguous way, so that different sets of asymptotic conditions turn out to contain inequivalent classes of black hole solutions being characterized by a different set of global charges.

    We extend the results of arXiv:1401.1645 on the generalized conformal Sp(2n)-structure of infinite multiplets of higher spin fields, formulated in spaces with extra tensorial directions (hyperspaces), to the description of OSp(1|2n)-invariant infinite-dimensional higher-spin supermultiplets formulated in terms of scalar superfields on flat hyper-superspaces and on OSp(1|n) supergroup manifolds. We find generalized superconformal transformations relating the superfields and their equations of motion in flat hyper-superspace with those on the OSp(1|n) supermanifold. We then use these transformations to relate the two-, three- and four-point correlation functions of the scalar superfields on flat hyperspace, derived by requiring the OSp(1|2n) invariance of the correlators, to correlation functions on the OSp(1|n) group manifold. As a byproduct, for the simplest particular case of a conventional N=1, D=3 superconformal theory of scalar superfields, we also derive correlation functions of component fields of the scalar supermultiplet including those of auxiliary fields.
