  1. Manager`s views of public involvement

    Four issues commonly form the framework for debates about the acceptability of proposed projects or technologies--the substantive decision or technological choice; the treatment of the community by the proponent organization; the way the decision-making process has been structured and managed; and the status of institutional safeguards and protection. One of the clear messages of cultural theory is that differences in perspectives are a normal and inevitable part of society, and that attempts to resolve differences by persuasion are not likely to work. These findings are useful when considering the goals and possibilities of public involvement as a decision-making tool, and when designing or evaluating public involvement training programs for managers. The research reported here examines the viewpoints and concerns of managers and decision-makers about the four issues identified above, with particular emphasis on their perspectives and concerns about opening decision-making processes to the public and about managers` roles and responsibilities for structuring and managing open decision-making processes. Implications of these findings for public involvement training for managers is also discussed. The data presented in this paper were obtained from face-to-face interviews with managers and decision-makers with experience managing a variety of hazardous waste management decision-making processes. We conducted these interviews in the course of four separate research projects: needs assessments to support the design and development of a public involvement training program for managers; a study of community residents` and managers` perspectives on the chemical stockpile disposal program; an evaluation of the effectiveness of public involvement training for managers in the Department of Energy; and a study to develop indicators of the benefits and costs of public involvement.

    This volume represents the report on a colloquium sponsored by the National Research Council's Water Science and Technology Board, 5 September 1985. It includes five background papers on drought, drought management, risks for public systems, and legal and institutional aspects, plus appendices on conservation and rationing plans for Los Angeles and Salt Lake County. The conclusions of the volume include: (1) there is substantial need for continued research on drought and its impact on the management of public water systems; (2) sizing of the physical facilities of a system should not be based solely on full-service requirements during the drought of record, nor should such facilities be sized by the arbitrary specification of hydrologic risk; and (3) the key to adequate drought management of public water systems lies in predrought preparation.

  18. Social Impact Management Plans: Innovation in corporate and public policy

    Social Impact Assessment (SIA) has traditionally been practiced as a predictive study for the regulatory approval of major projects, however, in recent years the drivers and domain of focus for SIA have shifted. This paper details the emergence of Social Impact Management Plans (SIMPs) and undertakes an analysis of innovations in corporate and public policy that have put in place ongoing processes – assessment, management and monitoring – to better identify the nature and scope of the social impacts that might occur during implementation and to proactively respond to change across the lifecycle of developments. Four leading practice examples are analyzed. The International Finance Corporation (IFC) Performance Standards require the preparation of Environmental and Social Management Plans for all projects financed by the IFC identified as having significant environmental and social risks. Anglo American, a major resources company, has introduced a Socio-Economic Assessment Toolbox, which requires mine sites to undertake regular assessments and link these assessments with their internal management systems, monitoring activities and a Social Management Plan. In South Africa, Social and Labour Plans are submitted with an application for a mining or production right. In Queensland, Australia, Social Impact Management Plans were developed as part of an Environmental Impact Statement, which included assessment of social impacts. Collectively these initiatives, and others, are a practical realization of theoretical conceptions of SIA that include management and monitoring as core components of SIA. The paper concludes with an analysis of the implications for the practice of impact assessment including a summary of key criteria for the design and implementation of effective SIMPs. -- Highlights: • Social impact management plans are effective strategies to manage social issues. • They are developed in partnership with regulatory agencies, investors and community.

    The essential characteristics of the issue of radioactive waste management can be conceptualized as complex, with a variety of facets and uncertainty. These characteristics tend to cause people to perceive the issue of radioactive waste management as a 'risk'. This study was initiated in response to a desire to understand the perceptions of risk that the Korean public holds towards radioactive waste and the relevant policies and policy-making processes. The study further attempts to identify the factors influencing risk perceptions and the relationships between risk perception and social acceptance.

  20. Adaptive management: a paradigm for remediation of public facilities

    Public facility restoration planning traditionally focused on response to natural disasters and hazardous materials accidental releases. These plans now need to integrate response to terrorist actions. Therefore, plans must address a wide range of potential vulnerabilities. Similar types of broad remediation planning are needed for restoration of waste and hazardous material handling areas and facilities. There are strong similarities in damage results and remediation activities between unintentional and terrorist actions; however, the uncertainties associated with terrorist actions result in a re-evaluation of approaches to planning. Restoration of public facilities following a release of a hazardous material is inherently far more complex than in confined industrial settings and has many unique technical, economic, social, and political challenges. Therefore, they arguably involve a superset of drivers, concerns and public agencies compared to other restoration efforts. This superset of conditions increases complexity of interactions, reduces our knowledge of the initial conditions, and even condenses the timeline for restoration response. Therefore, evaluations of alternative restoration management approaches developed for responding to terrorist actions provide useful knowledge for large, complex waste management projects. Whereas present planning documents have substantial linearity in their organization, the 'adaptive management' paradigm provides a constructive parallel operations paradigm for restoration of facilities that anticipates and plans for uncertainty, multiple/simUltaneous public agency actions, and stakeholder participation. Adaptive management grew out of the need to manage and restore natural resources in highly complex and changing environments with limited knowledge about causal relationships and responses to restoration actions.     Highlights: • A review of public engagement in waste management decision-making is undertaken. • Enhanced public engagement is explored as a means to legitimise waste decisions. • Analytical–deliberative processes are explored as a tool for effective dialogue. • Considerations for integrating public values with technical analysis are outlined. • Insights into the design of appropriate public engagement processes are provided. - Abstract: The complexity of municipal waste management decision-making has increased in recent years, accompanied by growing scrutiny from stakeholders, including local communities. This complexity reflects a socio-technical framing of the risks and social impacts associated with selecting technologies and sites for waste treatment and disposal facilities. Consequently there is growing pressure on local authorities for stakeholders (including communities) to be given an early opportunity to shape local waste policy in order to encourage swift planning, development and acceptance of the technologies needed to meet statutory targets to divert waste from landfill. This paper presents findings from a research project that explored the use of analytical–deliberative processes as a legitimising tool for waste management decision-making. Adopting a mixed methods approach, the study revealed that communicating the practical benefits of more inclusive forms of engagement is proving difficult even though planning and policy delays are hindering development and implementation of waste management infrastructure. Adopting analytical–deliberative processes at a more strategic level will require local authorities and practitioners to demonstrate how expert-citizen deliberations may foster progress in resolving controversial issues, through change in individuals, communities and institutions. The findings suggest that a significant shift in culture will be necessary for local authorities to realise the potential of more inclusive decision

    Public participation in decision-making in the United States has become a dominant theme throughout the public sector and is increasingly used in the private sector. Recent reports by the National Research Council and the Commission on Risk Assessment and Risk Management, set up jointly by the White House and Congress, conclude that risk decisions must increasingly be structured in such a manner as to involve stakeholders meaningfully in the processes and activities leading to decisions and, perhaps, through decision implementation. Both of these reports indicate that decisions may take longer but be better if officials: (1) bring all interested and affected parties to the table at the beginning of the risk-discussion process; (2) identify relevant concerns, losses, exposures and other information the parties have; (3) address significant concerns through appropriate research; and (4) present findings in an understandable, accessible way. This report is intended to facilitate subsequent evaluations of public participation activities and programs.

    Public participation in Office of Environmental Management (EM) activities throughout the DOE complex is a critical component of the overall success of remediation and waste management efforts. The challenges facing EM and its stakeholders over the next decade or more are daunting (Nuclear Waste News 1996). Achieving a mission composed of such challenges will require innovation, dedication, and a significant degree of good will among all stakeholders. EM's efforts to date, including obtaining and using inputs offered by EM stakeholders, have been notable. Public participation specialists have accepted and met challenges and have consistently tried to improve their performance. They have reported their experiences both formally and informally (e.g., at professional conferences and EM Public Participation Network Workshops, other internal meetings of DOE and contractor public participation specialists, and one-on-one consultations) in order to advance the state of their practice. Our research, and our field research in particular (including our interactions with many representatives of numerous stakeholder groups at nine DOE sites with diverse EM problems), have shown that it, is possible to develop coherent results even in a problem domain as complex as that of EM. We conclude that performance-based evaluations of public participation appear possible, and we have recommended an approach, based on combined and integrated multi-stakeholder views on the attributes of successful public participation and associated performance indicators, that seems workable and should be acceptable to diverse stakeholders. Of course, as an untested recommendation, our approach needs the validation that can only be achieved by application (perhaps at a few DOE sites with ongoing EM activities).     The financial collapse of 2007 provides an opportunity for a cross-discipline comparison of risk assessments. Flaws in financial risk assessments bear part of the blame for the financial collapse. There may be a potential for similar flaws to be made in radiological risk assessments. Risk assessments in finance and health physics are discussed in the context of a broader view of the risk management environment. Flawed risk assessments can adversely influence public acceptance of radiological technologies, so the importance of quality is magnified.

    The complex interplay of politics, economics and culture undermines attempts to define universal best practices for public engagement in the management of nuclear materials. In the international context, communicators must rely on careful adaptation and creative execution to make standard communication techniques succeed in their local communities. Nuclear professionals need an approach to assess and adapt culturally specific public engagement strategies to meet the demands of their particular political, economic and social structures. Using participant interviews and public sources, the Potomac Communications Group reviewed country-specific examples of nuclear-related communication efforts to provide insight into a proposed approach. The review considered a spectrum of cultural dimensions related to diversity, authority, conformity, proximity and time. Comparisons help to identify cross-cultural influences of various public engagement tactics and to inform a framework for communicators. While not prescriptive in its application, the framework offers a way for communicators to assess the salience of outreach tactics in specific situations. The approach can guide communicators to evaluate and tailor engagement strategies to achieve localized public outreach goals. (authors)

  2. Three necessary conditions for progress in low-level waste management: Political commitment, managerial skill, and public involvement

    Since the late 1970`s many people have worked hard to resolve the question of how this nation will manage its low-level radioactive waste. However, many problems persist. No new disposal facilities have been built since the early 1970`s and some states do not appear to be making much headway on the problem. The current alignment of states in compacts may lead to the designation of more sites than necessary, thus wasting resources and sites that might be used for something else and causing dissension and disruption in more communities than is really necessary. However, progress has been made: low-level waste is on the political agenda in an effective way in many states; much more management attention and skill are being devoted to waste management; and more experience has increased the understanding and skill necessary for management and government officials to be able to involve the public effectively in waste management decision-making. What conditions have produced this progress? What has been learned from ten years of work on the problem? How can these lessons be applied to future decisions, including those about the cleanup and isolation of defense waste? The paper attempts to answer these questions.

    Recently, staff at Oak Ridge National Laboratory performed a study for the Office of Intergovernmental and Public Accountability within the U.S. Department of Energy`s (DOE) Office of Environmental Management (EM), examining how to measure the success of public participation programs. While the study began with a thorough literature review, the primary emphasis of this research effort was on getting key stakeholders to help identify attributes of successful public participation in EM activities and to suggest how those attributes might be measured. Interviews were conducted at nine DOE sites that provided substantial variety in terms of geographic location, types of environmental management activities undertaken, the current life-cycle stage of those EM efforts, and the public participation mechanisms utilized. Approximately 12 to 15 oral interviews were conducted at each site, and each respondent also was asked to complete a written survey. Those interviewed included: non-regulatory state and local government officials; project managers and public participation staff for DOE and its management and operations contractors; non-government groups concerned with environmental protection, public safety, and health issues; federal and state environmental regulators; business organizations; civic groups; and other interested parties. While this study examined only those public participation programs sponsored by DOE, the resulting findings also have applicability to the public involvement efforts sponsored by many other public and private sector organizations.

    This bibliography lists publications (831 abstracts) from the Pacific Northwest Laboratory's Department of Energy sponsored research and development programs from January 1978 through July of 1982. The abstracts are grouped in subject categories, as shown in the table of contents. Entries in the subject index also facilitate access by subject, e.g., High-Level Radioactive Wastes. Three indexes, each preceded by a brief description, are provided: personal author, subject, and report number. Cited are research reports, journal articles, books, patents, theses, and conference papers. Excluded are technical progress reports. Since 1978 the Nuclear Waste Management Quarterly Progress Report has been published under the series number PNL-3000. Beginning in 1982, this publication has been issued semiannually, under the series number PNL-4250. This bibliography is the successor to two others, BNWL-2201 (covering the years 1965-1976) and PNL-4050 (1975-1978). It is intended to provide a useful reference to literature in waste management written or compiled by PNL staff.

  5. Findings of an evaluation of public involvement programs associated with the development of a Land and Resource Management Plan for the Ouachita National Forest

    Federal regulations require the United States Forest Service (USFS) to integrate public input and values into decisions concerning land and resource management planning. The USFS has typically relied on traditional methods of involving the public, whereby public access and input to policy development are unilaterally controlled by the agency. Because of the highly political nature of land and resource management planning, such technocratic forms of public involvement and decision-making appear to be proving ineffective. This paper describes and evaluates two public involvement programs associated with the Ouachita National Forest`s (ONF) lengthy forest planning process. The research consisted of personal interviews with key program leaders and knowledgeable citizen participants, collection of secondary data, and a survey of citizen participants. Because of controversial planning decisions made during an initial planning process, the ONF was forced to re-enter the planning process in order to address unresolved planning issues and to conduct a more effective public involvement program. The supplemental planning process also resulted in a considerable degree of public contention. The survey revealed that although citizen participants were somewhat more satisfied with the supplemental public involvement program relative to the initial program, neither program was viewed as satisfactory. The findings of the study suggest that in order to be more effective, USFS public involvement programs should be more responsive to public concerns and conducted in adherence to principles of collaborative planning.

Citizens’ collaboration is partly based on understanding their views and their active involvement in MSW planning; on the other hand the assessment of the perception of hazardousness related with MSW is considered rather important as well since the identification of the weak points of the applied MWM strategy is eased and the level of required training is determined. Researchers implemented a case study in the West Bank (WB) and Gaza Strip (GS) regions of Palestine, taking into consideration previous researches in other developing countries. They reached to safe and useful conclusions regarding the parameters which mean the greatest in the waste management field as far as DC are concerned. Lack of skilled manpower, irregular collection services, inadequate equipment used for waste collection, inadequate legal provisions, and resource constraints are additional factors that are confirmed to be challenging the waste management scenarios in all DCs today.     The spring 2016 Algae Testbed Public-Private Partnership (ATP3) workshop will occur May 16–20, 2016, at Santa Fe Community College and Los Alamos National Laboratory's New Mexico Consortium Biological Laboratory. These unique facilities will give participants incredible insights into aspects across the algae value chain and the food, energy, and water nexus. Lectures will cover the fundamentals of managing microalgal cultures, culturing techniques, measuring and analyzing biomass, harvesting and processing technologies, and life-cycle analysis and operations at the production scale. Participants will have opportunities to work in the laboratory and learn how to measure culture density (cell counting and optical density), use a light and fluorescence microscope, use flow cytometry, and perform gravimetric analyses (dry weight and ash-free dry weight) and techniques necessary to analyze biomass compounds.

    Fast charging is attractive to battery electric vehicle (BEV) drivers for its ability to enable long-distance travel and quickly recharge depleted batteries on short notice. However, such aggressive charging and the sustained vehicle operation that results could lead to excessive battery temperatures and degradation. Properly assessing the consequences of fast charging requires accounting for disparate cycling, heating, and aging of individual cells in large BEV packs when subjected to realistic travel patterns, usage of fast chargers, and climates over long durations (i.e., years). The U.S. Department of Energy's Vehicle Technologies Office has supported NREL's development of BLAST-V 'the Battery Lifetime Analysis and Simulation Tool for Vehicles' to create a tool capable of accounting for all of these factors. The authors present on the findings of applying this tool to realistic fast charge scenarios. The effects of different travel patterns, climates, battery sizes, battery thermal management systems, and other factors on battery performance and degradation are presented. The primary challenge for BEV batteries operated in the presence of fast charging is controlling maximum battery temperature, which can be achieved with active battery cooling systems.

    This EIS analyzes the significant environmental impacts that could occur if various technologies for management and disposal of high-level and transuranic wastes from commercial nuclear power reactors were to be developed and implemented. This EIS will serve as the environmental input for the decision on which technology, or technologies, will be emphasized in further research and development activities in the commercial waste management program. The action proposed in this EIS is to (1) adopt a national strategy to develop mined geologic repositories for disposal of commercially generated high-level and transuranic radioactive waste (while continuing to examine subseabed and very deep hole disposal as potential backup technologies) and (2) conduct a R and D program to develop such facilities and the necessary technology to ensure the safe long-term containment and isolation of these wastes. The Department has considered in this statement: development of conventionally mined deep geologic repositories for disposal of spent fuel from nuclear power reactors and/or radioactive fuel reprocessing wastes; balanced development of several alternative disposal methods; and no waste disposal action. This volume contains written public comments and hearing board responses and reports offered on the draft statement.

    For the last several years, US DOE`s Office of Environmental Restoration and Waste Management (EM) has actively pursued a policy of involving local stakeholders in the planning and implementation of environmental management activities at contaminated sites throughout the DOE complex. An ongoing ORNL study is focusing on how to measure the success of the public participation efforts. Five DOE facilities were selected for intensive site visits; 4 or 5 additional sites were covered by telephone interviews. Key stakeholder groups were interviewed. Based on the data collection and preliminary analysis, 17 definitions of success were developed for public participation programs. Objective and subjective indicators of the success of the public participation efforts are discussed.

    The Spring 2016 ATP3 workshop will occur May 16th-20th at Santa Fe Community College (SFCC) and the Los Alamos National Lab's New Mexico Consortium (LANL NMC). These unique facilities will give participants incredible insights into aspects across the algae value chain and the food, energy and water nexus. Lectures will cover the fundamentals of managing microalgal cultures, culturing techniques, measuring and analyzing biomass, harvesting and processing technologies, as well as life cycle analysis and operations at the production scale. Participants will have opportunities to work in the laboratory and learn how to measure culture density (cell counting and optical density), use a light and fluorescence microscope, use flow cytometry, and perform gravimetric analyses (dry weight and ash-free dry weight), and techniques necessary to analyze biomass compounds.

    The PIE Activity Awareness Environment is designed to be an adaptive data triage and decision support tool that allows role and activity based situation awareness through a dynamic, trainable filtering system. 'Wikification of GIS by the masses' is a phrase-term first coined by Kamel Boulos in 2005, two years earlier than Goodchild's term 'Volunteered Geographic Information'. Six years later (2005-2011), OpenStreetMap and Google Earth (GE) are now full-fledged, crowdsourced 'Wikipedias of the Earth' par excellence, with millions of users contributing their own layers to GE, attaching photos, videos, notes and even 3-D (three dimensional) models to locations in GE. From using Twitter in participatory sensing and bicycle-mounted sensors in pervasive environmental sensing, to creating a 100,000-sensor geo-mashup using Semantic Web technology, to the 3-D visualisation of indoor and outdoor surveillance data in real-time and the development of next-generation, collaborative natural user interfaces that will power the spatially-enabled public health and emergency situation rooms of the future, where sensor data and citizen reports can be triaged and acted upon in real-time by distributed teams of professionals, this paper offers a comprehensive state-of-the-art review of the overlapping domains of the Sensor Web, citizen sensing and 'human-in-the-loop sensing' in the era of the Mobile and Social Web, and the roles these domains can play in environmental and public health surveillance and crisis/disaster informatics.     We report findings from a national Internet survey and a subset of questions administered by telephone in mid-2011 on public assessments of contemporary and emerging interstate nuclear threats, support for strategic arms control, and preferences for responding to limited nuclear attacks on the United States. Additionally, we analyze public views of the threat of terrorism, including cyber attacks, assessments of progress in the struggle against terrorism, and preferences for responding to an act of radiological terrorism against the United States. Also, we report findings from an Internet survey and a subset of questions administered by telephone among the American public in mid-2011 on US energy and environmental security. Key areas of investigation include public views on energy requirements, preferences for energy sources, energy conservation versus development, energy independence, implications of events at Fukushima, Japan, for US public support of nuclear generation, preferences for managing used nuclear fuel, and trust in nuclear risk assessments from government and other public sources. Where possible, findings from each survey are compared with previous surveys in this series for analyses of trends.

    As more managers realize that public input in public sector decision making is a given in the current political and social climate, many are turning to public involvement as a way to manage input so that it is beneficial to their decisions and projects. Public involvement is starting to become a familiar way of doing business for many Federal agencies and its contractors. Yet, many, if not most agency and contractor managers are still unclear about the value and costs that public involvement adds to their projects. Proponents claim that public involvement increases the acceptability of project goals by increasing stakeholders` knowledge about and involvement in decisions of importance to them. In spite of these assertions avowing the benefits of public involvement, proponents have not generated methods that demonstrate or provide evidence of such value added through incorporating public involvement into projects. As these questions about the value and costs of public involvement efforts increase, there is a pressing need to document the value and costs of public involvement for the participants in these processes--the stakeholders--and to present this information to decision makers in ways that help them assess the value and costs of managing public input through a public involvement program.

    This report describes an architecture and implementation for doing group key management over a data communications network. The architecture describes a protocol for establishing a shared encryption key among an authenticated and authorized collection of network entities. Group access requires one or more authorization certificates. The implementation includes a simple public key and certificate infrastructure. Multicast is used for some of the key management messages. An application programming interface multiplexes key management and user application messages. An implementation using the new IP security protocols is postulated. The architecture is compared with other group key management proposals, and the performance and the limitations of the implementation are described.

    Another key aspect of the NNSS mission is Environmental Management program, which addresses the environmental legacy from historic nuclear weapons related activities while also ensuring the health and safety of present day workers, the public, and the environment as current and future missions are completed. The Area 5 Radioactive Waste Management site receives low-level and mixed low-level waste from some 28 different generators from across the DOE complex in support of the legacy clean-up DOE Environmental Management project. Without this capability, the DOE would not be able to complete the clean up and proper disposition of these wastes. The program includes environmental protection, compliance, and monitoring of the air, water, plants, animals, and cultural resources at the NNSS. Investigation and implementation of appropriate corrective actions to address the contaminated ground water facilities and soils resulting from historic nuclear testing activities, the demolition of abandoned nuclear facilities, as well as installation of ground water wells to identify and monitor the extent of ground water contamination.

    In recent years the need to enhance public participation in Environmental Impact Assessment (EIA), and the efficacy of alternative mechanisms in achieving this goal, have been central themes in the EIA literature. The benefits of public participation are often taken for granted, and partly for this reason the underlying rationale for greater public participation is sometimes poorly articulated, making it more difficult to determine how to pursue it effectively. The reasons for seeking public participation are also highly diverse and not always mutually consistent. There has been limited analysis of the implications of different forms and degrees of public participation for public decision making based on EIA, and little discussion of how experience with public participation in EIA relates to debates about participation in policy making generally. This paper distinguishes various purposes for public participation in EIA, and discusses their implications for decision making. It then draws on some general models of public participation in policy making to consider how approaches to participation in EIA can be interpreted and valued, and asks what EIA experience reveals about the utility of these models. It argues that the models pay insufficient attention to the interaction that can occur between different forms of public participation; and to the fact that public participation raises issues regarding control over decision making that are not subject to resolution, but must be managed through ongoing processes of negotiation.

    The Public Key (PK) FPGA software performs asymmetric authentication using the 163-bit Elliptic Curve Digital Signature Algorithm (ECDSA) on an embedded FPGA platform. A digital signature is created on user-supplied data, and communication with a host system is performed via a Serial Peripheral Interface (SPI) bus. Software includes all components necessary for signing, including custom random number generator for key creation and SHA-256 for data hashing.

    Following graduation from a college or university with a technical degree, or through years of experience, an individual's training and career development activities typically focus on enhancing technical problem-solving skills. However, as these technical professionals, herein referred to as 'Techies', advance throughout their careers, they may be required to accept and adapt to the role of being a manager, and must undergo a transition to learn and rely on new problem-solving skills. However, unless a company has a specific manager-trainee class to address this subject and develop talent from within, an employee's management style is learned and developed 'on the job'. Both positive and negative styles are nurtured by those managers having similar qualities. Unfortunately, a negative style often contributes to the deterioration of employee morale and ultimate closing of a department or company. This paper provides the core elements of an effective management training program for 'Teaching Managers How to Manage' derived from the Department of Energy's Integrated Safety Management System and the Occupational Safety and Health Administration 's Voluntary Protection Program. Discussion topics and real-life examples concentrate on transitioning an employee from a 'Techie' to a manager; common characteristics of being a manager; the history and academic study of management; competition, change and the business of waste management; what to do after taking over a department by applying Hylko's Star of Success; command media; the formal and informal organizational charts; chain of command; hiring and developing high-degree, autonomous employees through effective communication and delegation; periodic status checks; and determining if the program is working successfully. These common characteristics of a strong management/leadership culture and practical career tips discussed herein provide a solid foundation for any company or department that is serious about developing

    This document was compiled by a group of about 12 graduate students in the Department of Mechanical Engineering and Material Science at Washington State University and was funded by the U.S. Department of Energy. The literature search resulting in the compilation of this bibliography was designed to be an exhaustive search for research and development work involving the vitrification of mixed wastes, published by domestic and foreign researchers, primarily during 1989-1994. The search techniques were dominated by electronic methods and this bibliography is also available in electronic format, Windows Reference Manager.

    Many public power systems have initiated home energy audit programs in response to the requests of their consumers. The manual provides smaller public power systems with the information and specific skills needed to design and develop a program of residential energy audits. The program is based on the following precepts: locally owned public systems are the best, and in many cases the only agencies available to organize and coordinate energy conservation programs in many smaller communities; consumers' rights to energy conservation information and assistance should not hinge on the size of the utility that serves them; in the short run, public power systems of all sizes should offer residential energy conservation assistance to their consumers, because such assistance is desirable, necessary, and in the public interest; and in the long run, such programs will complement national energy goals and will produce economic benefits for both consumers and the public power system. A detailed description of home audit program planning, organization, and management are given. (MCW)

    Magnetically levitated passenger-transportation vehicles, using attractive and repulsive magnetic forces, are currently in the development or prototype-revenue stages in Japan and Germany. The basic principles of these technologies have been understood for several decades, but their practical applications awaited advances in high-power electronic devices, modern controls, superconducting magnets, and improvements in our transportation infrastructures. A considerable amount of work was devoted to magnetic-levitation (maglev) transportation system in the late 1960s and the 1970s. Detailed development was sustained primarily in Germany and Japan. This listing of publications was begun as the initial phase of a design study for a maglev development facility sponsored by the State of Illinois. The listing has been continually updated under programs sponsored by the Federal Railroad Administration and the US Army Corps of Engineers. In 1991, the National Maglev Initiative issued 27 contracts for the study of technical issues related to maglev and four contracts for the definition of maglev systems. In December 1991, the Intermodal Surface Transportation Efficiency Act was enacted, mandating the development of a US-designed maglev system in a six-year period. This listing is offered as an aid to those working on these projects, to help them locate technical papers on relevant technologies. The design and installation of a maglev transportation system will require the efforts of workers in many disciplines, from electronics to economics to safety. Accordingly, the references have been grouped in 14 different sections to expedite review of the listing. In many case, the references are annotated to indicate the general content of the papers. Abstracts are not available. A list of information services from which the listed documents might be obtained and an author index are provided.

    The Office of Environmental Management (EM) has been delegated the responsibility for the Department of Energy`s (DOE`s) cleanup of the nuclear weapons complex. The nature and magnitude of the waste management and environmental remediation problem requires the identification of technologies and scientific expertise from domestic and foreign sources. Within the United States, operational DOE facilities, as well as the decontamination and decommissioning of inactive facilities, have produced significant amounts of radioactive, hazardous, and mixed wastes. In order to ensure worker safety and the protection of the public, DOE must: (1) assess, remediate, and monitor sites and facilities; (2) store, treat, and dispose of wastes from past and current operations; and (3) develop and implement innovative technologies for environmental restoration and waste management. The EM directive necessitates looking beyond domestic capabilities to technological solutions found outside US borders. Following the collapse of the Soviet regime, formerly restricted elite Soviet scientific expertise became available to the West. EM has established a cooperative technology development program with Russian scientific institutes that meets domestic cleanup objectives by: (1) identifying and accessing Russian EM-related technologies, thereby leveraging investments and providing cost-savings; (2) improving access to technical information, scientific expertise, and technologies applicable to EM needs; and (3) increasing US private sector opportunities in Russian in EM-related areas.
