    Very-high-temperature gas-cooled reactors provide attractive options for electric power generation using a direct gas-turbine cycle and for process-heat applications. For the latter, temperatures of at least 950{degree}C (1742{degree}F) are desirable. As a first step to providing rules for the design of nuclear components operating at very high temperatures, a draft ASME Boiler and Pressure Vessel Code Case has been prepared by an ad hoc Code task force. The Case, which is patterned after the high-temperature nuclear Code Case N-47, covers Ni-Cr-Co-Mo Alloy 617 for temperatures to 982{degree}C (1800{degree}F). The purpose of this paper is to provide a synopsis of the draft Case and the significant differences between it and Case N-47. Particular emphasis is placed on the material behavior and allowables. The paper also recommends some materials and structures development activities that are needed to place the design methodology on a sound and defensible footing. 4 refs., 9 figs., 1 tab.

    As a part of an ongoing activity to develop ASME Code rules for the hydrogen infrastructure, the ASME Boiler and Pressure Vessel Code Committee approved new fracture control rules for Section VIII, Division 3 vessels in 2006. These rules have been incorporated into new Article KD-10 in Division 3. The new rules require determining fatigue crack growth rate and fracture resistance properties of materials in high pressure hydrogen gas. Test methods have been specified to measure these fracture properties, which are required to be used in establishing the vessel fatigue life. An example has been given to demonstrate the application of these new rules.

    The Boiler and Pressure Vessel Project Team on Hydrogen Tanks was formed in 2004 to develop Code rules to address the various needs that had been identified for the design and construction of up to 15000 psi hydrogen storage vessel. One of these needs was the development of Code rules for high pressure composite vessels with non-load sharing liners for stationary applications. In 2009, ASME approved new Appendix 8, for Section X Code which contains the rules for these vessels. These vessels are designated as Class III vessels with design pressure ranging from 20.7 MPa (3,000 ps)i to 103.4 MPa (15,000 psi) and maximum allowable outside liner diameter of 2.54 m (100 inches). The maximum design life of these vessels is limited to 20 years. Design, fabrication, and examination requirements have been specified, included Acoustic Emission testing at time of manufacture. The Code rules include the design qualification testing of prototype vessels. Qualification includes proof, expansion, burst, cyclic fatigue, creep, flaw, permeability, torque, penetration, and environmental testing.

    The Inreach program combines the Deep River Science Academy (DRSA) 'learning through research' approach with state of the art communication technology to bring scientific research to high school classrooms. The Inreach program follows the DRSA teaching model where a university student tutor works on a research project with scientific staff at AECL's Chalk River Laboratories. Participating high school classes are located across Canada. The high school students learn about the ongoing research activities via weekly web conferences. In order to engage the students and encourage participation in the conferences, themed exercises linked to the research project are provided to the students. The DRSA's Inreach program uses a cost-effective internet technology to reach a wide audience, in an interactive setting, without anyone leaving their desks or offices. An example Inreach research project is presented here: an investigation of the potential of the Canadian supercritical water cooled reactor (SCWR) concept to burn transuranic elements (Np, Pu, Am, Cm) to reduce the impact of used nuclear fuel. During this project a university student worked with AECL (Atomic Energy of Canada Limited) researchers on technical aspects of the project, and high school students followed their progress and learned about the composition, hazards, and disposition options for used nuclear fuel. Previous projects included the effects of tritium on cellular viability and neutron diffraction measurement of residual stresses in automobile engines.

    The concern with the current status and trends of nuclear chemistry and radiochemistry education in academic institutions was addressed in a recent workshop. The 1988 workshop considered the important contributions that scientist with nuclear and radiochemistry backgrounds have made and are continuing to make to other sciences and to various applied fields. Among the areas discussed were environmental studies, life sciences, materials science, separation technology, hot atom chemistry, cosmochemistry, and the rapidly growing field of nuclear medicine. It is intent of the organizer and participants of this symposium entitled Topics in Nuclear and Radiochemistry for College Curricula and High School Science Program'' to provide lecture material on topics related to nuclear and radiochemistry to educators.     Spearfish High School in South Dakota contains 43,000 square feet of conditioned space. Its active solar energy system is designed to supply 57% of the space heating and 50% of the hot water demand. The system is equipped with 8034 square feet of flat plate collectors, 4017 cubic feet of rock bin sensible heat storage, and auxiliary equipment including 8 heat pumps, 6 of which are solar supplied and instrumented, air conditioning units, and natural-gas-fired boilers. Performance data are given for the system including the solar fraction, solar savings ratio, conventional fuel savings, system performance factor and solar system coefficient of performance. Insolation, solar energy utilization and operation data are also given. The performance of the collector, storage, domestic hot water and space heating subsystems, the operating energy, energy savings, and weather conditions are also evaluated. Appended are a system description, performance evaluation techniques and equations, site history, long-term weather data, sensor technology, and typical monthly data. (LEW)

The facility will functionally provide electricity at night derived from renewable solar energy. Additionally the facility will provide STEM related educational opportunities for students and staff of the school, public community outreach, and validation of an energy storage approach applicable for the Nation (up to 1,000,000 kWh per installation). The proposal will summarize the nature of electricity, why energy storage is useful, present the combined MPH and solar PV production design, present how the actual design will be built and operated in a sustainable manner, how the project could be funded, and how the project could be used in STEM related activities.

    A parallel processing system for production rule programs utilizes a host processor for storing production rule right hand sides (RHS) and a plurality of rule processors for storing left hand sides (LHS). The rule processors operate in parallel in the recognize phase of the system recognize -Act Cycle to match their respective LHS's against a stored list of working memory elements (WME) in order to find a self consistent set of WME's. The list of WME is dynamically varied during the Act phase of the system in which the host executes or fires rule RHS's for those rules for which a self-consistent set has been found by the rule processors. The host transmits instructions for creating or deleting working memory elements as dictated by the rule firings until the rule processors are unable to find any further self-consistent working memory element sets at which time the production rule system is halted.

    Due to its strength at very high temperatures, up to 950°C (1742°F), Alloy 617 is the reference construction material for structural components that operate at or near the outlet temperature of the very high temperature gas-cooled reactors. However, the current rules in the ASME Section III, Division 5 Subsection HB, Subpart B for the evaluation of strain limits and creep-fatigue damage using simplified methods based on elastic analysis have been deemed inappropriate for Alloy 617 at temperatures above 650°C (1200°F) (Corum and Brass, Proceedings of ASME 1991 Pressure Vessels and Piping Conference, PVP-Vol. 215, p.147, ASME, NY, 1991). The rationale for this exclusion is that at higher temperatures it is not feasible to decouple plasticity and creep, which is the basis for the current simplified rules. This temperature, 650°C (1200°F), is well below the temperature range of interest for this material for the high temperature gas-cooled reactors and the very high temperature gas-cooled reactors. The only current alternative is, thus, a full inelastic analysis requiring sophisticated material models that have not yet been formulated and verified. To address these issues, proposed code rules have been developed which are based on the use of elastic-perfectly plastic (EPP) analysis methods applicable to very high temperatures. The proposed rules for strain limits and creep-fatigue evaluation were initially documented in the technical literature (Carter, Jetter and Sham, Proceedings of ASME 2012 Pressure Vessels and Piping Conference, papers PVP 2012 28082 and PVP 2012 28083, ASME, NY, 2012), and have been recently revised to incorporate comments and simplify their application. Background documents have been developed for these two code cases to support the ASME Code committee approval process. These background documents for the EPP strain limits and creep-fatigue code cases are documented in this report.

    The development of the station blackout rule involved an unusually high level of cooperation between the industry and the Nuclear Regulatory Commission (NRC). The industry developed an approach to implementation of the rule in the form of the Nuclear Management and Resources Council's (NUMARC's) Guidelines and Technical Bases for NUMARC Initiatives Addressing Station Blackout at Light Water Reactors (NUMARC 87-00). This document was reviewed and accepted by the NRC staff as a means for meeting the requirements of the station blackout rule. Yet difficulties still arose when individual utilities used the NUMARC 87-00 approach to respond to the rule. This presentation examines the development process and subsequent difficulties and identifies potential improvements for development and implementation of new rules in the future.

    Sum rules provide useful insights into transition strength functions and are often expressed as expectation values of an operator. In this letter I demonstrate that non-energy-weighted transition sum rules have strong secular dependences on the energy of the initial state. Such non-trivial systematics have consequences: the simplification suggested by the generalized Brink–Axel hypothesis, for example, does not hold for most cases, though it weakly holds in at least some cases for electric dipole transitions. Furthermore, I show the systematics can be understood through spectral distribution theory, calculated via traces of operators and of products of operators. Seen through this lens,more » violation of the generalized Brink–Axel hypothesis is unsurprising: one expectssum rules to evolve with excitation energy. Moreover, to lowest order the slope of the secular evolution can be traced to a component of the Hamiltonian being positive (repulsive) or negative (attractive).« less

    We study a QCD sum rule analysis for an exotic tetraquark udss of J{sup P}=0{sup +} and I=1. We construct qqqq currents in a local product form and find that there are five independent currents for this channel. Because of the high dimensional nature of the current, it is not easy to form a good sum rule when using a single current. This means that we do not find any sum rule window to extract reliable results, due to the insufficient convergence of the operator product expansion and to the exceptional important role of QCD continuum. Then we examine sum rules by using currents of linear combinations of two currents among the independent ones. We find two reasonable cases that predict a mass of the tetraquark around 1.5 GeV.

    The authors discuss how nuclear plants in the United States have taken actions to respond to the NRC Station Blackout Rule, 10CFR50.63. The rule requires that each light water cooled nuclear power plant licensed to operate must be able to withstand for a specified duration and recover from a station blackout. Station blackout is defined as the complete loss of a-c power to the essential and non-essential switch-gear buses in a nuclear power plant. A station blackout results from the loss of all off-site power as well as the on-site emergency a-c power system. There are two basic approaches to meeting the station blackout rule. One is to cope with a station blackout independent of a-c power. Coping, as it is called, means the ability of a plant to achieve and maintain a safe shutdown condition. The second approach is to provide an alternate a-c power source (AAC).

    In a somewhat surprising move, the U.S. Department of Labor has decided not to appeal a court decision essentially dropping regulations established by the Occupational Safety and Health Administration (OSHA) for about 400 hazardous substances. The decision leaves unregulated or subject to reduced standards substances that range from carbon monoxide to perchloroethylene. The Labor Department had until March 22, 1993, to appeal the court decision. On July 8, 1992, the U.S. Court of Appeals for the 11th Circuit overturned OSHA's final Air Contaminants Standard, which was promulgated in 1989. The standard established permissible exposure limits (PELs) for 428 toxic substances. In AFL-CIO vs. OSHA, the Court ruled that OSHA failed to make a separate scientific case for evaluating health risks of each chemical. Because of the decision not to appeal, PELs for more than half of the substances regulated by OSHA now are removed from the books or revert to the voluntary industry standards adopted by OSHA in 1970 and in force prior to the 1989 final rule.

    We consider the modifications of monomial chaotic inflation models due to radiative corrections induced by inflaton couplings to bosons and/or fermions necessary for reheating. To the lowest order, ignoring gravitational corrections and treating the inflaton as a classical background field, they are of the Coleman-Weinberg type and parametrized by the renormalization scale ?. In cosmology, there are not enough measurements to fix ? so that we end up with a family of models, each having a slightly different slope of the potential. We demonstrate by explicit calculation that within the family of chaotic ?{sup 2} models, some may be ruled out by Planck whereas some remain perfectly viable. In contrast, radiative corrections do not seem to help chaotic ?{sup 4} models to meet the Planck constraints.

    We derive sum rules involving the spectral density of the stress-energy tensor in N=4 super-Yang-Mills theory and pure Yang-Mills theory. The sum rules come from the hydrodynamic behavior at small momenta and the conformal (in the case of N=4 super-Yang-Mills theory) or asymptotically free (as for the pure Yang-Mills theory) behavior at large momenta. These sum rules may help constrain quark-gluon plasma transport coefficients obtained from lattice QCD.

    A brief review of two classes of rule-based expert systems is presented, followed by a detailed analysis of potential sources of parallelism at the production or rule level, the subrule level (including match, select, and act parallelism), and at the search level (including AND, OR, and stream parallelism). The potential amount of parallelism from each source is discussed and characterized in terms of its granularity, inherent serial constraints, efficiency, speedup, dynamic behavior, and communication volume, frequency, and topology. Subrule parallelism will yield, at best, two- to tenfold speedup, and rule level parallelism will yield a modest speedup on the order of 5 to 10 times. Rule level can be combined with OR, AND, and stream parallelism in many instances to yield further parallel speedups.

    This fact sheet summarizes recommendations for designing elementary, middle, and high school buildings that will result in 50% less energy use than conventional new schools built to minimum code requirements. The recommendations are drawn from the Advanced Energy Design Guide for K-12 School Buildings, an ASHRAE publication that provides comprehensive recommendations for designing low-energy-use school buildings (see sidebar). Designed as a stand-alone document, this fact sheet provides key principles and a set of prescriptive design recommendations appropriate for smaller schools with insufficient budgets to fully implement best practices for integrated design and optimized performance. The recommendations have undergone a thorough analysis and review process through ASHRAE, and have been deemed the best combination of measures to achieve 50% savings in the greatest number of schools.

    On February 8, 2008, a three-judge panel on the D.C. Circuit of the U.S. Court of Appeals issued a decision to vacate the Clean Air Mercury Rule (CAMR). In its ruling, the panel cited the history of hazardous air pollutant regulation under Section 112 of the Clean Air Act (CAA). Section 112, as written by Congress, listed emitted mercury as a hazardous air pollutant that must be subject to regulation unless it can be proved harmless to public welfare and the environment. In 2000, the Environmental Protection Agency ruled that mercury was indeed hazardous and must be regulated under Section 112 and, therefore, subjected to the best available control technology for mitigation.

    The Internal Revenue Service added confusion to the calculation of the net income limitation for the Windfall Profits Tax (WPT) in Revenue Ruling 85-79 and Private Letter Ruling 8406006, which appear to have no other purpose than to increase federal revenues. The result was to confuse the meaning of intangible drilling and development costs (IDC), the minimum and alternative minimum tax, and recapture of excess IDC as well. The ruling fragments identical concepts of IDC and costs for income and windfall profit tax purposes, which broadens the scope of the minimum and alternative minimum taxes without signaling that the converse tax burden of Section 1254 recapture has also narrowed. It also warps the concept of taxable income from the property. The situation calls for a withdrawal and new thinking to minimize dissonance in the tax law.

    As the United States dramatically expands wind energy deployment, the industry is challenged with developing a skilled workforce and addressing public resistance. Wind Powering America's Wind for Schools project addresses these issues by developing Wind Application Centers (WACs) at universities; WAC students assist in implementing school wind turbines and participate in wind courses, by installing small wind turbines at community "host" schools, by implementing teacher training with interactive curricula at each host school. This poster provides an overview of the first two years of the Wind for Schools project, primarily supporting activities in Colorado, Kansas, Nebraska, South Dakota, Montana, and Idaho.

    In this presentation, some of the new rules and recent changes to the ASME Boiler and Pressure Vessel Code, Section 8, Divisions 1 and 2, are reviewed. On July 1, 1995, the 1995 Edition of the ASME Code was issued. This 1995 Edition incorporates those items which were added of changed in the 1992, 1993, and 1994 Addenda to the 1992 Edition of the Code. The 1995 Edition contains no new items which were not included in the previous edition and three addenda. With the possibility of an extended time before some of the new rules are able to appear in the addenda, the recent trend is to put the rules in Code Cases which are approved earlier. Consequently, it is necessary to review new Code Cases as well as Code changes. Updates continue for impact requirements for standard components as well as for materials other than UCS, carbon steel and low alloys. Extensive changes have been made for UHA, high-alloy, materials regarding impact requirements. Example problems have been revised to include these effects. Significant changes are reviewed.

    Clean Air Interstate Rule (CAIR) is a cap-and-trade program promulgated by the Environmental Protection Agency in 2005, covering 28 eastern U.S. states and the District of Columbia. It was designed to reduce sulfur dioxide (SO2) and nitrogen oxide (NOx) emissions in order to help states meet their National Ambient Air Quality Standards (NAAQS) for ozone and particulate matter (PM2.5) and to further emissions reductions already achieved through the Acid Rain Program and the NOx State Implementation Plan call program. The rule was set to commence in 2009 for seasonal and annual NOx emissions and in 2010 for SO2 emissions.

    On June 29, 2004, the Environmental Protection Agency issued a comprehensive final rule regulating emissions from nonroad diesel engines and sulfur content in nonroad diesel fuel. The nonroad fuel market makes up more than 18% of the total distillate pool. The rule applies to new equipment covering a broad range of engine sizes, power ratings, and equipment types. There are currently about 6 million pieces of nonroad equipment operating in the United States, and more than 650,000 new units are sold each year.

    This case study presents the lessons learned from incorporating energy efficiency in the rebuilding and renovating of New Orleans K-12 schools after Hurricanes Katrina and Rita. Hurricane Katrina was the largest natural disaster in the United States, striking the Gulf Coast on August 29, 2005, and flooding 80% of New Orleans; to make matters worse, the city was flooded again only three weeks later by the effects of Hurricane Rita. Many of the buildings, including schools, were heavily damaged. The devastation of schools in New Orleans from the hurricanes was exacerbated by many years of deferred school maintenance. This case study presents the lessons learned from incorporating energy efficiency in the rebuilding and renovating of New Orleans K-12 schools after Hurricanes Katrina and Rita. The experiences of four new schools-Langston Hughes Elementary School, Andrew H. Wilson Elementary School (which was 50% new construction and 50% major renovation), L.B. Landry High School, and Lake Area High School-and one major renovation, Joseph A. Craig Elementary School-are described to help other school districts and design teams with their in-progress and future school building projects in hot-humid climates. Before Hurricane Katrina, New Orleans had 128 public schools. As part of the recovery planning, New Orleans Public Schools underwent an assessment and planning process to determine how many schools were needed and in what locations. Following a series of public town hall meetings and a district-wide comprehensive facility assessment, a Master Plan was developed, which outlined the renovation or construction of 85 schools throughout the city, which are expected to be completed by 2017. New Orleans Public Schools expects to build or renovate approximately eight schools each year over a 10-year period to achieve 21st century schools district-wide. Reconstruction costs are estimated at nearly $2 billion.

    Although recent court decisions about natural gas carriage and discount sales programs may cause problems for users in the short term, in the long run they could provide open access on non-discriminatory terms. The programs will continue current operation until July, and the final impact of the decisions will depend upon the response of the Federal Energy Regulatory Commission (FERC) to the court's nullification of its programs. A lapse before establishing new rules could be disruptive. Arguments that the programs boost pipeline profits and unfairly aid dual-fuel users led to the court decision. Refusal to transport gas could generate anti-trust suits against pipelines. FERC expects to issue final rules by the end of summer.

    The chance to add up to 900 new jobs and $54 million in tax revenues led Oklahoma regulators to agree to a one-time waiver of a controversial state ruling that discourages long-term buyback rates for cogenerators. The ruling will allow a 100 MW cogeneration project to proceed with its plan to sell steam to the Firestone tire plant and electricity to the local utility. Economic forecasts show that the deal will give the Oklahoma facility the lowest operating cost for any Firestone plant in the country. It will also make Oklahoma more attractive to new businesses and industry. Regulators emphasize that the waiver of rule 58-H applies only to this project, with future proposals to be judged on their own merits. Despite its large gas surplus, the state has virtually no cogeneration, which requires a steady, low-cost fuel supply, an expanding requirement for electricity, and the presence of large industrial steam users. Other issues the commission considered were the capacity and energy buyback rates.

    On February 9, 2007, the Environmental Protection Agency (EPA) released its MSAT2 rule, which will establish controls on gasoline, passenger vehicles, and portable fuel containers. The controls are designed to reduce emissions of benzene and other hazardous air pollutants. Benzene is a known carcinogen, and the EPA estimates that mobile sources produced more than 70% of all benzene emissions in 1999. Other mobile source air toxics, including 1,3-butadiene, formaldehyde, acetaldehyde, acrolein, and naphthalene, also are thought to increase cancer rates or contribute to other serious health problems.
