    The questions about the origin and type of cosmic particles are not only fascinating for scientists in astrophysics, but also for young enthusiastic high school students. To familiarize them with research in astroparticle physics, the Pierre Auger Collaboration agreed to make 1% of its data publicly available. The Pierre Auger Observatory investigates cosmic rays at the highest energies and consists of more than 1600 water Cherenkov detectors, located near Malarg\\"{u}e, Argentina. With publicly available data from the experiment, students can perform their own hands-on analysis. In the framework of a so-called Astroparticle Masterclass organized alongside the context of the German outreach network Netzwerk Teilchenwelt, students get a valuable insight into cosmic ray physics and scientific research concepts. We present the project and experiences with students.

    Very-high-temperature gas-cooled reactors provide attractive options for electric power generation using a direct gas-turbine cycle and for process-heat applications. For the latter, temperatures of at least 950{degree}C (1742{degree}F) are desirable. As a first step to providing rules for the design of nuclear components operating at very high temperatures, a draft ASME Boiler and Pressure Vessel Code Case has been prepared by an ad hoc Code task force. The Case, which is patterned after the high-temperature nuclear Code Case N-47, covers Ni-Cr-Co-Mo Alloy 617 for temperatures to 982{degree}C (1800{degree}F). The purpose of this paper is to provide a synopsis of the draft Case and the significant differences between it and Case N-47. Particular emphasis is placed on the material behavior and allowables. The paper also recommends some materials and structures development activities that are needed to place the design methodology on a sound and defensible footing. 4 refs., 9 figs., 1 tab.

    As a part of an ongoing activity to develop ASME Code rules for the hydrogen infrastructure, the ASME Boiler and Pressure Vessel Code Committee approved new fracture control rules for Section VIII, Division 3 vessels in 2006. These rules have been incorporated into new Article KD-10 in Division 3. The new rules require determining fatigue crack growth rate and fracture resistance properties of materials in high pressure hydrogen gas. Test methods have been specified to measure these fracture properties, which are required to be used in establishing the vessel fatigue life. An example has been given to demonstrate the application of these new rules.

    This article describes a set of curriculum modifications designed to integrate gravitational-wave science into a high school physics or astronomy curriculum. Gravitational-wave scientists are on the verge of being able to detect extreme cosmic events, like the merger of two black holes, happening hundreds of millions of light years away. Their work has the potential to propel astronomy into a new era by providing an entirely new means of observing astronomical phenomena. Gravitational-wave science encompasses astrophysics, physics, engineering, and quantum optics. As a result, this curriculum exposes students to the interdisciplinary nature of science. It also provides an authentic context for students to learn about astrophysical sources, data analysis techniques, cutting-edge detector technology, and error analysis.

    The Boiler and Pressure Vessel Project Team on Hydrogen Tanks was formed in 2004 to develop Code rules to address the various needs that had been identified for the design and construction of up to 15000 psi hydrogen storage vessel. One of these needs was the development of Code rules for high pressure composite vessels with non-load sharing liners for stationary applications. In 2009, ASME approved new Appendix 8, for Section X Code which contains the rules for these vessels. These vessels are designated as Class III vessels with design pressure ranging from 20.7 MPa (3,000 ps)i to 103.4 MPa (15,000 psi) and maximum allowable outside liner diameter of 2.54 m (100 inches). The maximum design life of these vessels is limited to 20 years. Design, fabrication, and examination requirements have been specified, included Acoustic Emission testing at time of manufacture. The Code rules include the design qualification testing of prototype vessels. Qualification includes proof, expansion, burst, cyclic fatigue, creep, flaw, permeability, torque, penetration, and environmental testing.

    The Inreach program combines the Deep River Science Academy (DRSA) 'learning through research' approach with state of the art communication technology to bring scientific research to high school classrooms. The Inreach program follows the DRSA teaching model where a university student tutor works on a research project with scientific staff at AECL's Chalk River Laboratories. Participating high school classes are located across Canada. The high school students learn about the ongoing research activities via weekly web conferences. In order to engage the students and encourage participation in the conferences, themed exercises linked to the research project are provided to the students. The DRSA's Inreach program uses a cost-effective internet technology to reach a wide audience, in an interactive setting, without anyone leaving their desks or offices. An example Inreach research project is presented here: an investigation of the potential of the Canadian supercritical water cooled reactor (SCWR) concept to burn transuranic elements (Np, Pu, Am, Cm) to reduce the impact of used nuclear fuel. During this project a university student worked with AECL (Atomic Energy of Canada Limited) researchers on technical aspects of the project, and high school students followed their progress and learned about the composition, hazards, and disposition options for used nuclear fuel. Previous projects included the effects of tritium on cellular viability and neutron diffraction measurement of residual stresses in automobile engines.

    The concern with the current status and trends of nuclear chemistry and radiochemistry education in academic institutions was addressed in a recent workshop. The 1988 workshop considered the important contributions that scientist with nuclear and radiochemistry backgrounds have made and are continuing to make to other sciences and to various applied fields. Among the areas discussed were environmental studies, life sciences, materials science, separation technology, hot atom chemistry, cosmochemistry, and the rapidly growing field of nuclear medicine. It is intent of the organizer and participants of this symposium entitled Topics in Nuclear and Radiochemistry for College Curricula and High School Science Program'' to provide lecture material on topics related to nuclear and radiochemistry to educators. It is our hope that teachers, who may or may not be familiar with the field, will find this collections of articles useful and incorporate some of them into their lectures.

    oak-B202--During the summer of 1999, 12 students from Rochester-area high schools participated in the Laboratory for Laser Energetics' Summer High School Research Program. The goal of this program is to excite a group of high school students about careers in the areas of science and technology by exposing them to research in a state-of-the-art environment. Too often, students are exposed to ''research'' only through classroom laboratories that have prescribed procedures and predictable results. In LLE's summer program, the students experience all of the trials, tribulations, and rewards of scientific research. By participating in research in a real environment, the students often become more enthusiastic about careers in science and technology. In addition, LLE gains from the contributions of the many highly talented students who are attracted to the program. The students spent most of their time working on their individual research projects with members of LLE's technical staff. The projects were related to current research activities at LLE and covered a broad range of areas of interest including laser modeling, diagnostic development, chemistry, liquid crystal devices, and opacity data visualization. The students, their high schools, their LLE supervisors and their project titles are listed in the table. Their written reports are collected in this volume. The students attended weekly seminars on technical topics associated with LLE's research. Topics this year included lasers, fusion, holography, optical materials, global warming, measurement errors, and scientific ethics. The students also received safety training, learned how to give scientific presentations, and were introduced to LLE's resources, especially the computational facilities. The program culminated with the High School Student Summer Research Symposium on 25 August at which the students presented the results of their research to an audience that included parents, teachers, and members of LIX. Each student spoke for approximately ten minutes and answered questions.

    Spearfish High School in South Dakota contains 43,000 square feet of conditioned space. Its active solar energy system is designed to supply 57% of the space heating and 50% of the hot water demand. The system is equipped with 8034 square feet of flat plate collectors, 4017 cubic feet of rock bin sensible heat storage, and auxiliary equipment including 8 heat pumps, 6 of which are solar supplied and instrumented, air conditioning units, and natural-gas-fired boilers. Performance data are given for the system including the solar fraction, solar savings ratio, conventional fuel savings, system performance factor and solar system coefficient of performance. Insolation, solar energy utilization and operation data are also given. The performance of the collector, storage, domestic hot water and space heating subsystems, the operating energy, energy savings, and weather conditions are also evaluated. Appended are a system description, performance evaluation techniques and equations, site history, long-term weather data, sensor technology, and typical monthly data. (LEW)

    Twelve high schools in Japan (of which six are in Fukushima Prefecture), four in France, eight in Poland and two in Belarus cooperated in the measurement and comparison of individual external doses in 2014. In total 216 high-school students and teachers participated in the study. Each participant wore an electronic personal dosimeter "D-shuttle" for two weeks, and kept a journal of his/her whereabouts and activities. The distributions of annual external doses estimated for each region overlap with each other, demonstrating that the personal external individual doses in locations where residence is currently allowed in Fukushima Prefecture and in Belarus are well within the range of estimated annual doses due to the background radiation level of other regions/countries.

    We examine Illinois educational data from standardized exams and analyze primary factors affecting the achievement of public school students. We focus on the simplest possible models: representation of data through visualizations and regressions on single variables. Exam scores are shown to depend on school type, location, and poverty concentration. For most schools in Illinois, student test scores decline linearly with poverty concentration. However Chicago must be treated separately. Selective schools in Chicago, as well as some traditional and charter schools, deviate from this pattern based on poverty. For any poverty level, Chicago schools perform better than those in the rest of Illinois. Selective programs for gifted students show high performance at each grade level, most notably at the high school level, when compared to other Illinois school types.     A parallel processing system for production rule programs utilizes a host processor for storing production rule right hand sides (RHS) and a plurality of rule processors for storing left hand sides (LHS). The rule processors operate in parallel in the recognize phase of the system recognize -Act Cycle to match their respective LHS's against a stored list of working memory elements (WME) in order to find a self consistent set of WME's. The list of WME is dynamically varied during the Act phase of the system in which the host executes or fires rule RHS's for those rules for which a self-consistent set has been found by the rule processors. The host transmits instructions for creating or deleting working memory elements as dictated by the rule firings until the rule processors are unable to find any further self-consistent working memory element sets at which time the production rule system is halted.

    The cellular automata with local permutation invariance are considered. We show that in the two-state case the set of such automata coincides with the generalized Game of Life family. We count the number of equivalence classes of the rules under consideration with respect to permutations of states. This reduced number of rules can be efficiently generated in many practical cases by our C program. Since a cellular automaton is a combination of a local rule and a lattice, we consider also maximally symmetric two-dimensional lattices.     The development of the station blackout rule involved an unusually high level of cooperation between the industry and the Nuclear Regulatory Commission (NRC). The industry developed an approach to implementation of the rule in the form of the Nuclear Management and Resources Council's (NUMARC's) Guidelines and Technical Bases for NUMARC Initiatives Addressing Station Blackout at Light Water Reactors (NUMARC 87-00). This document was reviewed and accepted by the NRC staff as a means for meeting the requirements of the station blackout rule. Yet difficulties still arose when individual utilities used the NUMARC 87-00 approach to respond to the rule. This presentation examines the development process and subsequent difficulties and identifies potential improvements for development and implementation of new rules in the future.

    Corrected trapezoidal rules are proved for $\\int_a^b f(x)\\,dx$ under the assumption that $f"\\in L^p([a,b])$ for some $1\\leq p\\leq\\infty$. Such quadrature rules involve the trapezoidal rule modified by the addition of a term $k[f'(a)-f'(b)]$. The coefficient $k$ in the quadrature formula is found that minimizes the error estimates. It is shown that when $f'$ is merely assumed to be continuous then the optimal rule is the trapezoidal rule itself. In this case error estimates are in terms of the Alexiewicz norm. This includes the case when $f"$ is integrable in the Henstock--Kurzweil sense or as a distribution. All error estimates are shown to be sharp for the given assumptions on $f"$. It is shown how to make these formulas exact for all cubic polynomials $f$. Composite formulas are computed for uniform partitions.

    In this paper we explore and develop a simple set of rules that apply to cutting, pasting, and folding honeycomb lattices. We consider origami-like structures that are extinsically flat away from zero-dimensional sources of Gaussian curvature and one-dimensional sources of mean curvature, and our cutting and pasting rules maintain the intrinsic bond lengths on both the lattice and its dual lattice. We find that a small set of rules is allowed providing a framework for exploring and building kirigami -- folding, cutting, and pasting the edges of paper.

    A current trend in spectrum regulation is to incorporate spectrum sharing through the design of spectrum access rules that support Dynamic Spectrum Access (DSA). This paper develops a decision-theoretic framework for regulators to assess the impacts of different decision rules on both primary and secondary operators. We analyze access rules based on sensing and exclusion areas, which in practice can be enforced through geolocation databases. Our results show that receiver-only sensing provides insufficient protection for primary and co-existing secondary users and overall low social welfare. On the other hand, using sensing information between the transmitter and receiver of a communication link, provides dramatic increases in system performance. The performance of using these link end points is relatively close to that of using many cooperative sensing nodes associated to the same access point and large link exclusion areas. These results are useful to regulators and network developers in understanding in developing rules for future DSA regulation.

    This fact sheet summarizes recommendations for designing elementary, middle, and high school buildings that will result in 50% less energy use than conventional new schools built to minimum code requirements. The recommendations are drawn from the Advanced Energy Design Guide for K-12 School Buildings, an ASHRAE publication that provides comprehensive recommendations for designing low-energy-use school buildings (see sidebar). Designed as a stand-alone document, this fact sheet provides key principles and a set of prescriptive design recommendations appropriate for smaller schools with insufficient budgets to fully implement best practices for integrated design and optimized performance. The recommendations have undergone a thorough analysis and review process through ASHRAE, and have been deemed the best combination of measures to achieve 50% savings in the greatest number of schools.

The rule requires that each light water cooled nuclear power plant licensed to operate must be able to withstand for a specified duration and recover from a station blackout. Station blackout is defined as the complete loss of a-c power to the essential and non-essential switch-gear buses in a nuclear power plant. A station blackout results from the loss of all off-site power as well as the on-site emergency a-c power system. There are two basic approaches to meeting the station blackout rule. One is to cope with a station blackout independent of a-c power. Coping, as it is called, means the ability of a plant to achieve and maintain a safe shutdown condition. The second approach is to provide an alternate a-c power source (AAC).

    This case study presents the lessons learned from incorporating energy efficiency in the rebuilding and renovating of New Orleans K-12 schools after Hurricanes Katrina and Rita. Hurricane Katrina was the largest natural disaster in the United States, striking the Gulf Coast on August 29, 2005, and flooding 80% of New Orleans; to make matters worse, the city was flooded again only three weeks later by the effects of Hurricane Rita. Many of the buildings, including schools, were heavily damaged. The devastation of schools in New Orleans from the hurricanes was exacerbated by many years of deferred school maintenance. This case study presents the lessons learned from incorporating energy efficiency in the rebuilding and renovating of New Orleans K-12 schools after Hurricanes Katrina and Rita. The experiences of four new schools-Langston Hughes Elementary School, Andrew H. Wilson Elementary School (which was 50% new construction and 50% major renovation), L.B. Landry High School, and Lake Area High School-and one major renovation, Joseph A. Craig Elementary School-are described to help other school districts and design teams with their in-progress and future school building projects in hot-humid climates. Before Hurricane Katrina, New Orleans had 128 public schools. As part of the recovery planning, New Orleans Public Schools underwent an assessment and planning process to determine how many schools were needed and in what locations. Following a series of public town hall meetings and a district-wide comprehensive facility assessment, a Master Plan was developed, which outlined the renovation or construction of 85 schools throughout the city, which are expected to be completed by 2017. New Orleans Public Schools expects to build or renovate approximately eight schools each year over a 10-year period to achieve 21st century schools district-wide. Reconstruction costs are estimated at nearly $2 billion.

    Many who speak of the end of the Cold War emphasize the warming of international relations when they speak of the momentous consequences of this event. According to this image, the half century since Trinity has been a period of sparse international communication during which the Eastern and Western blocs hibernated in their isolated dens of security alliances. Yet it is equally valid to consider the implications of the end of the war footing that has underlain the policies of all of the major military powers during the last fifty years. While meaningful international dialogue was in a state of relative lethargy during much of this period, the military establishments of the Great Powers were actively engaged in using as much force as possible in their efforts to control world affairs, short of triggering a nuclear holocaust. International discourse, at least in English, was rife with such military images as appeasement, containment, crisis stability, and tripwires. From the military posture of the U.S. and Russia a tense peace ironically emerged, but the terms by which decisions were made about controlling weapons of mass destruction (i.e., nuclear, chemical, and biological weapons) were the terms of war. The thesis of this paper is that the end of the Cold War marks a shift away from reliance on military might toward an international commitment to control weapons of mass destruction through the rule of law developed by John Rawls. The progression of agreements during this century to limit weapons of mass destruction testifies to this new development. A review of arms control agreements that the U.S. is a part of show clear growth of the rule of law as the world has left the Cold War.

For example, an energy efficient school district with 4,000 students can save as much as $160,000 a year in energy costs. Over 10 years, those savings can reach $1.6 million, translating into the ability to hire more teachers, purchase more textbooks and computers, or invest in additional high performance facilities. Beyond these bottomline benefits, schools can better foster student health, decrease absenteeism, and serve as centers of community life. The U.S. Department of Energy's EnergySmart Schools Program promotes a 30 percent improvement in existing school energy use. Operations and maintenance refer to all scheduled and unscheduled actions for preventing equipment failure or decline with the goal of increasing efficiency, reliability, and safety. A preventative maintenance program is the organized and planned performance of maintenance activities in order to prevent system or production problems or failures from occurring. In contrast, deferred maintenance or reactive maintenance (also called diagnostic or corrective maintenance) is conducted to address an existing problem. This guide is a primary resource for developing and implementing a districtor schoolwide operations and maintenance (O&M) program that focuses on energy efficiency. The EnergySmart Schools Solutions companion CD contains additional supporting information for design, renovation, and retrofit projects. The objective of this guide is to provide organizational and technical information for integrating energy and high performance facility management into existing O&M practices. The guide allows users to adapt and implement suggested O&M strategies to address specific energy efficiency goals. It recognizes and expands on existing tools and resources that are widely used throughout the high performance school industry. External resources are referenced throughout the guide and are also listed within the EnergySmart Schools O&M Resource List (Appendix J). While this guide emphasizes the impact of the energy efficiency component of O&M, it encourages taking a holistic approach to maintaining a high-performance school. This includes considering various environmental factors where energy plays an indirect or direct role. For example, indoor air quality, site selection, building orientation, and water efficiency should be considered. Resources to support these overlapping aspects will be cited throughout the guide.

The 2010 edition of the school is supported and organized by the CERN Theory Divison, and will take place from Monday January 25 to Friday January 29, at CERN. As its predecessors, this school is meant primarily for training of doctoral students and young postdoctoral researchers in recent developments in theoretical high-energy physics and string theory. The programme of the school will consist of five series of pedagogical lectures, complemented by tutorial discussion sessions in the afternoons. Previous schools in this series were organized in 2005 at SISSA in Trieste, and in 2006, 2007, 2008, and 2009 at CERN, Geneva. It is a collaboration of researchers with a common scientific background working, as a rule, together in a specific city or even at an institution. The genealogical tree of scientific schools on nonlinear dynamics in Russia and the former Soviet Union is grown. We use these terminology in a broad sense including theory of dynamical systems and chaos and its applications in nonlinear physics. In most cases we connect two persons if one was an advisor of the Doctoral thesis of another one. It is an analogue of the Candidate of Science thesis in Russia.     ELAN is a powerful language and environment for specifying and prototyping deduction systems in a language based on rewrite rules controlled by strategies. Timed automata is a class of continuous real-time models of reactive systems for which efficient model-checking algorithms have been devised. In this paper, we show that these algorithms can very easily be prototyped in the ELAN system. This paper argues through this example that rewriting based systems relying on rules and strategies are a good framework to prototype, study and test rather efficiently symbolic model-checking algorithms, i.e. algorithms which involve combination of graph exploration rules, deduction rules, constraint solving techniques and decision procedures.

    Hanson's market scoring rules allow us to design a prediction market that still gives useful information even if we have an illiquid market with a limited number of budget-constrained agents. Each agent can "move" the current price of a market towards their prediction. While this movement still occurs in multi-outcome or multidimensional markets we show that no market-scoring rule, under reasonable conditions, always moves the price directly towards beliefs of the agents. We present a modified version of a market scoring rule for budget-limited traders, and show that it does have the property that, from any starting position, optimal trade by a budget-limited trader will result in the market being moved towards the trader's true belief. This mechanism also retains several attractive strategic properties of the market scoring rule.

    A brief review of two classes of rule-based expert systems is presented, followed by a detailed analysis of potential sources of parallelism at the production or rule level, the subrule level (including match, select, and act parallelism), and at the search level (including AND, OR, and stream parallelism). The potential amount of parallelism from each source is discussed and characterized in terms of its granularity, inherent serial constraints, efficiency, speedup, dynamic behavior, and communication volume, frequency, and topology. Subrule parallelism will yield, at best, two- to tenfold speedup, and rule level parallelism will yield a modest speedup on the order of 5 to 10 times. Rule level can be combined with OR, AND, and stream parallelism in many instances to yield further parallel speedups.

    Lattice sum rules are checked using lattice perturbation theory. The action sum rule gives a relation between the quark-antiquark potential, its logarithmic derivative with respect to distance and the expectation value of the action; the energy sum rule expresses the potential as the sum of the energy in the gluon fields and of an anomalous term. Two different independent calculations of the quark-antiquark potential are presented, and the transversality of the gluonic vacuum polarization on the lattice is proven. The crucial part of the action sum rule is an identity whose explicit check using perturbation theory provides methods and results which are useful for checking the energy sum rule. Additionally, the gauge invariance of the expectation value of the Wilson loop up to next-to-leading order is proven. The possibility of restricting the expectation value of the action to one fixed time slice is discussed. The energy sum rule is checked perturbatively up to next-to-leading order and shown to be satisfied with good numerical accuracy. The various contributions to the quark-antiquark potential are analyzed, and the restriction of the expectation value of the sum over all spatial plaquettes (the energy in the magnetic fields) to one fixed time slice is examined.

    QCD sum rules of the nucleon channel are reanalyzed, using the maximum entropy method (MEM). This new approach, based on the Bayesian probability theory, does not restrict the spectral function to the usual "pole + continuum"-form, allowing a more flexible investigation of the nucleon spectral function. Making use of this flexibility, we are able to investigate the spectral functions of various interpolating fields, finding that the nucleon ground state mainly couples to an operator containing a scalar diquark. Moreover, we formulate the Gaussian sum rule for the nucleon channel and find that it is more suitable for the MEM analysis to extract the nucleon pole in the region of its experimental value, while the Borel sum rule does not contain enough information to clearly separate the nucleon pole from the continuum.

    On February 8, 2008, a three-judge panel on the D.C. Circuit of the U.S. Court of Appeals issued a decision to vacate the Clean Air Mercury Rule (CAMR). In its ruling, the panel cited the history of hazardous air pollutant regulation under Section 112 of the Clean Air Act (CAA). Section 112, as written by Congress, listed emitted mercury as a hazardous air pollutant that must be subject to regulation unless it can be proved harmless to public welfare and the environment. In 2000, the Environmental Protection Agency ruled that mercury was indeed hazardous and must be regulated under Section 112 and, therefore, subjected to the best available control technology for mitigation.
