    The Renewable Electricity Futures Study (RE Futures) is an initial investigation of the extent to which renewable energy supply can meet the electricity demands of the contiguous United States1 over the next several decades. This study includes geographic and electric system operation resolution that is unprecedented for long-term studies of the U.S. electric sector. The analysis examines the implications and challenges of renewable electricity generation levels—from 30% up to 90%, with a focus on 80%, of all U.S. electricity generation from renewable technologies—in 2050. The study focuses on some key technical implications of this environment, exploring whether the U.S. power system can supply electricity to meet customer demand with high levels of renewable electricity, including variable wind and solar generation. The study also begins to address the potential economic, environmental, and social implications of deploying and integrating high levels of renewable electricity in the United States.

The analysis focused on the sufficiency of the geographically diverse U.S. renewable resources to meet electricity demand over future decades, the hourly operational characteristics of the U.S. grid with high levels of variable wind and solar generation, and the potential implications of deploying high levels of renewables in the future. RE Futures focused on technical aspects of high penetration of renewable electricity; it did not focus on how to achieve such a future through policy or other measures. Given the inherent uncertainties involved with analyzing alternative long-term energy futures as well as the multiple pathways that might be taken to achieve higher levels of renewable electricity supply, RE Futures explored a range of scenarios to investigate and compare the impacts of renewable electricity penetration levels (30%–90%), future technology performance improvements, potential constraints to renewable electricity development, and future electricity demand growth assumptions.     The goal of this work was to perform a detailed, sub-hourly analysis of very high penetration scenarios for a single interconnection (the Western Interconnection). The scenarios analyzed for this study included a variety of generation infrastructure buildouts and power system operational assumptions, with three different portfolios of renewable generators. The High scenario had approximately 82% renewable generation after curtailment, which included 41% of its generation coming from variable generation (VG) sources like wind and solar photovoltaics (PV). The remaining renewable generation came from hydropower, geothermal, and concentrating solar power (CSP). The Higher Baseload scenario adds CSP and geothermal to the High scenario to make 88% renewable generation. This study also included a Higher VG scenario with added wind and solar PV generation to get to 86% renewable generation. Both Higher scenarios added the same amount of possible generation, but the Higher VG scenario showed more curtailment from the incremental generation, leading to lower penetration levels after curtailment. The primary conclusion of this study is that sub-hourly operation of the grid is possible with renewable generation levels between 80% and 90%. Dynamic studies will need to be done to understand any impacts on reliability during contingencies and transient events.

    The Renewable Electricity Futures Study (RE Futures)--an analysis of the costs and grid impacts of integrating large amounts of renewable electricity generation into the U.S. power system--examined renewable energy resources, technical issues regarding the integration of these resources into the grid, and the costs associated with high renewable penetration scenarios. These scenarios included up to 90% of annual generation from renewable sources, although most of the analysis was focused on 80% penetration scenarios. Hourly production cost modeling was performed to understand the operational impacts of high penetrations. One of the conclusions of RE Futures was that further work was necessary to understand whether the operation of the system was possible at sub-hourly time scales and during transient events. This study aimed to address part of this by modeling the operation of the power system at sub-hourly time scales using newer methodologies and updated data sets for transmission and generation infrastructure. The goal of this work was to perform a detailed, sub-hourly analysis of very high penetration scenarios for a single interconnection (the Western Interconnection). It focused on operational impacts, and it helps verify that the operational results from the capacity expansion models are useful. The primary conclusion of this study is that sub-hourly operation of the grid is possible with renewable generation levels between 80% and 90%.

    The central issue facing renewables in the integrated resource planning process is the appropriate assessment of the value of renewables to utility systems. This includes their impact on both energy and capacity costs (avoided costs), and on emissions and environmental impacts, taking account of the reliability, system characteristics, interactions (in dispatch), seasonality, and other characteristics and costs of the technologies. These are system-specific considerations whose relationships may have some generic implications. In this report, we focus on the reliability contribution of wind electric generating systems, measured as the amount of fossil capacity they can displace while meeting the system reliability criterion. We examine this issue for a case study system at different wind characteristics and penetration, for different years, with different system characteristics, and with different modelling techniques. In an accompanying analysis we also examine the economics of wind electric generation, as well as its emissions and social costs, for the case study system. This report was undertaken for the {open_quotes}Innovative IRP{close_quotes} program of the U.S. Department of Energy, and is based on work by both Union of Concerned Scientists (UCS) and Tellus Institute, including America`s Energy Choices and the UCS Midwest Renewables Project.

    ?Ducts in conditioned space (DCS) represent a high priority measure for moving the next generation of new homes to the Zero Net Energy performance level. Various strategies exist for incorporating ducts within the conditioned thermal envelope. To support this activity, in 2013 the Pacific Gas & Electric Company initiated a project with Davis Energy Group (lead for the Building America team, Alliance for Residential Building Innovation) to solicit builder involvement in California to participate in field demonstrations of various DCS strategies. Builders were given incentives and design support in exchange for providing site access for construction observation, diagnostic testing, and builder survey feedback. Information from the project was designed to feed into California's 2016 Title 24 process, but also to serve as an initial mechanism to engage builders in more high performance construction strategies. This Building America project complemented information collected in the California project with BEopt simulations of DCS performance in hot/dry climate regions.

Monitoring is expected to continue into 2016.

    Renewable hydrogen from proton exchange membrane (PEM) electrolysis is gaining strong interest in Europe, especially in Germany where wind penetration is already at critical levels for grid stability. For this application as well as biogas conversion and vehicle fueling, megawatt (MW) scale electrolysis is required. Proton has established a technology roadmap to achieve the necessary cost reductions and manufacturing scale up to maintain U.S. competitiveness in these markets. This project represents a highly successful example of the potential for cost reduction in PEM electrolysis, and provides the initial stack design and manufacturing development for Proton’s MW scale product launch. The majority of the program focused on the bipolar assembly, from electrochemical modeling to subscale stack development through prototyping and manufacturing qualification for a large active area cell platform. Feasibility for an advanced membrane electrode assembly (MEA) with 50% reduction in catalyst loading was also demonstrated. Based on the progress in this program and other parallel efforts, H2A analysis shows the status of PEM electrolysis technology dropping below $3.50/kg production costs, exceeding the 2015 target.

    Electric utility distribution system impacts associated with the integration of renewable energy sources such as photovoltaics (PV) and wind turbines (WT) are considered in this project. The impacts are expected to vary from site to site according to the following characteristics: (1) The local solar insolation and/or wind characteristics; (2) renewable energy source penetration level; (3) whether battery or other energy storage systems are applied; and (4) local utility distribution design standards and planning practices. Small, distributed renewable energy sources are connected to the utility distribution system like other, similar kW- and MW-scale equipment and loads. Residential applications are expected to be connected to single-phase 120/240-V secondaries. Larger kw-scale applications may be connected to three-phase secondaries, and larger hundred-kW and MW-scale applications, such as MW-scale windfarms or PV plants, may be connected to electric utility primary systems via customer-owned primary and secondary collection systems. Small, distributed renewable energy sources installed on utility distribution systems will also produce nonsite-specific utility generation system benefits such as energy and capacity displacement benefits, in addition to the local site-specific distribution system benefits. Although generation system benefits are not site-specific, they are utility-specific, and they vary significantly among utilities in different regions. In addition, transmission system benefits, environmental benefits and other benefits may apply. These benefits also vary significantly among utilities and regions. Seven utility case studies considering PV, WT, and battery storage were conducted to identify a range of potential renewable energy source distribution system applications.

  2. Final Technical Report: Distributed Controls for High Penetrations of Renewables

    The goal of this effort was to apply four potential control analysis/design approaches to the design of distributed grid control systems to address the impact of latency and communications uncertainty with high penetrations of photovoltaic (PV) generation. The four techniques considered were: optimal fixed structure control; Nyquist stability criterion; vector Lyapunov analysis; and Hamiltonian design methods. A reduced order model of the Western Electricity Coordinating Council (WECC) developed for the Matlab Power Systems Toolbox (PST) was employed for the study, as well as representative smaller systems (e.g., a two-area, three-area, and four-area power system). Excellent results were obtained with the optimal fixed structure approach, and the methodology we developed was published in a journal article. This approach is promising because it offers a method for designing optimal control systems with the feedback signals available from Phasor Measurement Unit (PMU) data as opposed to full state feedback or the design of an observer. The Nyquist approach inherently handles time delay and incorporates performance guarantees (e.g., gain and phase margin). We developed a technique that works for moderate sized systems, but the approach does not scale well to extremely large system because of computational complexity. The vector Lyapunov approach was applied to a two area model to demonstrate the utility for modeling communications uncertainty. Application to large power systems requires a method to automatically expand/contract the state space and partition the system so that communications uncertainty can be considered. The Hamiltonian Surface Shaping and Power Flow Control (HSSPFC) design methodology was selected to investigate grid systems for energy storage requirements to support high penetration of variable or stochastic generation (such as wind and PV) and loads. This method was applied to several small system models.

    High-performance buildings (HPBs) are exceptional examples of both design and practice. Their energy footprints are small, and these are buildings that people want to work in because of their intelligent structure, operations, and coincident comfort. However, the operation of most buildings, even ones that are properly constructed and commissioned at the start, can deviate significantly from the original design intent over time, particularly due to control system overrides and growing plug and data center loads. With early planning for systems such as submetering and occupant engagement tools, operators can identify and remedy the problems. This guide is a primer for owners and owners’ representatives who are pursuing HPBs. It describes processes that have been successful in the planning, procurement, and operation of HPBs with exceptional energy efficiency. Much of the guidance offered results from a series of semi-structured conference calls with a technical advisory group of 15 owners and operators of prominent HPBs in the United States. The guide provides a prescription for planning, achieving, and maintaining an HPB. Although the guide focuses on the operations stage of buildings, many of the operations practices are specified during the planning stage.

    The Renewable Energy and Efficiency Modeling and Analysis Partnership (REMAP) sponsors ongoing workshops to discuss individual 'renewable' technologies, energy/economic modeling, and - to some extent - policy issues related to renewable energy. Since 2002, the group has organized seven workshops, each focusing on a different renewable technology (geothermal, solar, wind, etc.). These workshops originated and continue to be run under an informal partnership of the Environmental Protection Agency (EPA), the Department of Energy's (DOE) Office of Energy Efficiency and Renewable Energy (EERE), the National Renewable Energy Laboratory (NREL), and the American Council on Renewable Energy (ACORE). EPA originally funded the activities, but support is now shared between EPA and EERE. REMAP has a wide range of participating analysts and models/modelers that come from government, the private sector, and academia. Modelers include staff from the Energy Information Administration (EIA), the American Council for an Energy-Efficient Economy (ACEEE), NREL, EPA, Resources for the Future (RFF), Argonne National Laboratory (ANL), Northeast States for Coordinated Air Use Management (NESCAUM), Regional Economic Models Inc. (REMI), ICF International, OnLocation Inc., and Boston University. The working group has more than 40 members, which also includes representatives from DOE, Lawrence Berkeley National Laboratory (LBNL), Union of Concerned Scientists (UCS), Massachusetts Renewable Energy Trust, Federal Energy Regulatory Commission (FERC), and ACORE. This report summarizes the activities and findings of the REMAP activity that started in late 2006 with a kickoff meeting, and concluded in mid-2008 with presentations of final results. As the project evolved, the group compared results across models and across technologies rather than just examining a specific technology or activity. The overall goal was to better understand how and why different energy models give similar and/or different answers in response to a set of focused energy-related questions. The focus was on understanding reasons for model differences, not on policy implications, even though a policy of high renewable penetration was used for the analysis. A group process was used to identify the potential question (or questions) to be addressed through the project. In late 2006, increasing renewable energy penetration in the electricity sector was chosen from among several options as the general policy to model. From this framework, the analysts chose a renewable portfolio standard (RPS) as the way to implement the required renewable energy market penetration in the models. An RPS was chosen because it was (i) of interest and represented the group's consensus choice, and (ii) tractable and not too burdensome for the modelers. Because the modelers and analysts were largely using their own resources, it was important to consider the degree of effort required. In fact, several of the modelers who started this process had to discontinue participation because of other demands on their time. Federal and state RPS policy is an area of active political interest and debate. Recognizing this, participants used this exercise to gain insight into energy model structure and performance. The results are not intended to provide any particular insight into policy design or be used for policy advocacy, and participants are not expected to form a policy stance based on the outcomes of the modeling. The goals of this REMAP project - in terms of the main topic of renewable penetration - were to: (1) Compare models and understand why they may give different results to the same question, (2) Improve the rigor and consistency of assumptions used across models, and (3) Evaluate the ability of models to measure the impacts of high renewable-penetration scenarios.

    Recent work found that renewable energy could supply 80% of electricity demand in the contiguous United States in 2050 at the hourly level. This paper explores some of the implications of achieving such high levels of renewable electricity for supply chains and the environment in scenarios with renewable supply up to such levels. Transitioning to high renewable electricity supply would lead to significant reductions in greenhouse gas emissions and water use, with only modest land-use implications. While renewable energy expansion implies moderate growth of the renewable electricity supply chains, no insurmountable long-term constraints to renewable electricity technology manufacturing capacity or materials supply are identified.

    Over the last several years, many U.S. states have established clean energy funds to help support the growth of renewable energy markets. Most often funded by system-benefits charges (SBC), the 15 states that have established such funds are slated to collect nearly $3.5 billion from 1998 to 2012 for renewable energy investments. These clean energy funds are expected to have a sizable impact on the energy future of the states in which the funds are being collected and used. For many of the organizations tapped to administer these funds, however, this is a relatively new role that presents the challenge of using public funds in the most effective and innovative fashion possible. Fortunately, each state is not alone in its efforts; many other U.S. states and a number of countries are undertaking similar efforts. Early lessons are beginning to be learned by clean energy funds about how to effectively target public funds towards creating and building renewable energy markets. A number of innovative programs have already been developed that show significant leadership by U.S. states in supporting renewable energy. It is important that clean energy fund administrators learn from this emerging experience.

    GENI Project: GE is developing electricity transmission hardware that could connect distributed renewable energy sources, like wind farms, directly to the grid—eliminating the need to feed the energy generated through intermediate power conversion stations before they enter the grid. GE is using the advanced semiconductor material silicon carbide (SiC) to conduct electricity through its transmission hardware because SiC can operate at higher voltage levels than semiconductors made out of other materials. This high-voltage capability is important because electricity must be converted to high-voltage levels before it can be sent along the grid’s network of transmission lines. Power companies do this because less electricity is lost along the lines when the voltage is high.

    The novel cascade-mitigation scheme developed in Part I of this paper is implemented within a receding-horizon model predictive control (MPC) scheme with a linear controller model. This present paper illustrates the MPC strategy with a case-study that is based on the IEEE RTS-96 network, though with energy storage and renewable generation added. It is shown that the MPC strategy alleviates temperature overloads on transmission lines by rescheduling generation, energy storage, and other network elements, while taking into account ramp-rate limits and network limitations. Resilient performance is achieved despite the use of a simplified linear controller model. The MPC scheme is compared against a base-case that seeks to emulate human operator behavior.

    This project had two main goals. The first goal was to evaluate several high yielding tropical perennial grasses as feedstock for biofuel production, and to characterize the feedstock for compatible biofuel production systems. The second goal was to assess the integration of renewable energy systems for Hawaii. The project focused on high-yield grasses (napiergrass, energycane, sweet sorghum, and sugarcane). Field plots were established to evaluate the effects of elevation (30, 300 and 900 meters above sea level) and irrigation (50%, 75% and 100% of sugarcane plantation practice) on energy crop yields and input. The test plots were extensive monitored including: hydrologic studies to measure crop water use and losses through seepage and evapotranspiration; changes in soil carbon stock; greenhouse gas flux (CO2, CH4, and N2O) from the soil surface; and root morphology, biomass, and turnover. Results showed significant effects of environment on crop yields. In general, crop yields decrease as the elevation increased, being more pronounced for sweet sorghum and energycane than napiergrass. Also energy crop yields were higher with increased irrigation levels, being most pronounced with energycane and less so with sweet sorghum. Daylight length greatly affected sweet sorghum growth and yields. One of the energy crops (napiergrass) was harvested at different ages (2, 4, 6, and 8 months) to assess the changes in feedstock characteristics with age and potential to generate co-products. Although there was greater potential for co-products from younger feedstock, the increased production was not sufficient to offset the additional cost of harvesting multiple times per year. The feedstocks were also characterized to assess their compatibility with biochemical and thermochemical conversion processes. The project objectives are being continued through additional support from the Office of Naval Research, and the Biomass Research and Development Initiative.     Traditionally, modeling investment and dispatch problems in electricity economics has been limited by computation power. Due to this limitation, simplifications are applied. One common practice, for example, is to reduce the temporal resolution of the dispatch by clustering similar load levels. The increase of intermittent electricity from renewable energy sources (RES-E) changes the validity of this assumption. RES-E already cover a certain amount of the total demand. This leaves an increasingly volatile residual demand to be matched by the conventional power market. This paper quantifies differences in investment decisions by applying three different time-resolution residual load patterns in an investment and dispatch power system model. The model optimizes investment decisions in five year steps between today and 2030 with residual load levels for 8760, 288 and 16 time slices per year. The market under consideration is the four zone ERCOT market in Texas. The results show that investment decisions significantly differ across the three scenarios. In particular, investments into base-load technologies are substantially reduced in the high resolution scenario (8760 residual load levels) relative to the scenarios with lower temporal resolution. Additionally, the amount of RES-E curtailment and the market value of RES-E exhibit noteworthy differences.

    Technical concerns with integrating higher penetrations of photovoltaic (PV) systems include grid stability, voltage regulation, power quality (voltage rise, sags, flicker, and frequency fluctuations), and protection and coordination. The current utility grid was designed to accommodate power flows from the central generation source to the transmission system and eventually to the distribution feeders. At the distribution level, the system was designed to carry power from the substation toward the load. Renewable distributed generation, particularly solar PV, provides power at the distribution level challenging this classical paradigm. As these resources become more commonplace the nature of the distribution network and its operation is changing to handle power flow in both directions. This report is focused on large PV installations in which penetration is significantly greater than 15% of maximum daytime feeder load. These case studies are intended to demonstrate success stories with integration of large PV plants at the distribution level as well as some of the solutions used by the utility to ensure safe, reliable operation of both the PV system and the distribution network.

    The US heavy reliance on fossil fuels is a central obstacle to improving air quality and preventing catastrophic climate change. To solve this problem will require a combination of financial incentives and market rules that strongly encourage development of renewable energy resources to meet electric power demand. One promising policy option is to allow renewable energy resources to directly participate in air pollution emission trading mechanisms. Currently, the clean air benefits of renewable energy generally go unrecognized by regulators, under-appreciated by consumers and uncompensated by markets. Renewable energy is a key clean air alternative to conventional electricity generation, and the development of renewables could be stimulated by changes to the Clean Air Act's emissions trading programs. As Congress revisits clean air issues over the next several years, renewable energy representatives could push for statutory changes that reward the renewable energy industry for the air quality benefits it provides. By also becoming involved in key US Environmental Protection Agency (EPA) and state rule-making cases, the renewables industry could influence the structure of emissions trading programs and strengthen one of the most persuasive arguments for wind, solar and biomass energy development.

    Mathematical and computational models are widely used for the analysis and design of both physical and financial systems. Modeling the electric grid is of particular importance to China for three reasons. First, power-sector assets are expensive and long-lived, and they are critical to any country's development. China's electric load, transmission, and other energy-related infrastructure are expected to continue to grow rapidly; therefore it is crucial to understand and help plan for the future in which those assets will operate (NDRC ERI 2015). Second, China has dramatically increased its deployment of renewable energy (RE), and is likely to continue further accelerating such deployment over the coming decades. Careful planning and assessment of the various aspects (technical, economic, social, and political) of integrating a large amount of renewables on the grid is required. Third, companies need the tools to develop a strategy for their own involvement in the power market China is now developing, and to enable a possible transition to an efficient and high RE future.

    We present a bottom-up model of III-V multi-junction cells, as well as a high concentration PV (HCPV) module. We calculate $0.65/Wp(DC) manufacturing costs for our model HCPV module design with today’s capabilities, and find that reducing cell costs and increasing module efficiency offer the promising pathways for future cost reductions. Cell costs could be significantly reduced via an increase in manufacturing scale, substrate reuse, and improved manufacturing yields. We also identify several other significant drivers of HCPV module costs, including the Fresnel lens primary optic, module housing, thermal management, and the receiver board. These costs could potentially be lowered by employing innovative module designs.

    To achieve higher energy security and lower emission of greenhouse gases (GHGs) and pollutants, the development of renewable energy has attracted much attention in Taiwan. In addition to its contribution to the enhancement of reliable indigenous resources, the introduction of renewable energy such as photovoltaic (PV) and wind power systems reduces the emission of GHGs and air pollutants by substituting a part of the carbon- and pollutant-intensive power with power generated by methods that are cleaner and less carbon-intensive. To evaluate the reduction potentials, consequential changes in the operation of different types of existing power plants have to be taken into account. In this study, a linear mathematical programming model is constructed to simulate a power mix for a given power demand in a power market sharing a cost-minimization objective. By applying the model, the emission reduction potentials of capacity extension case studies, including the enhancement of PV and wind power introduction at different scales, were assessed. In particular, the consequences of power mix changes in carbon dioxide, nitrogen oxides, sulfur oxides, and particulates were discussed. Seasonally varying power demand levels, solar irradiation, and wind strength were taken into account. In this study, we have found that the synergetic reduction of carbon dioxide emission induced by PV and wind power introduction occurs under a certain level of additional installed capacity. Investigation of a greater variety of case studies on scenario development with emerging power sources becomes possible by applying the model developed in this study. 15 refs., 8 figs., 11 tabs.

    Many projects have been proposed to promote and demonstrate renewable energy technologies (RETs) in developing countries on the basis of their potential to reduce carbon emissions. However, no uniform methodology has been developed for evaluating RETs in terms of their future carbon emissions reduction potential. This study outlines a methodology for identifying RETs that have the potential for achieving large carbon emissions reductions in the future, while also meeting key criteria for commercialization and acceptability in developing countries. In addition, this study evaluates the connection between technology identification and the selection of projects that are designed to demonstrate technologies with a propensity for carbon emission reductions (e.g., Global Environmental Facility projects). Although this report applies the methodology to Mexico in a case study format, the methodology is broad based and could be applied to any developing country, as well as to other technologies. The methodology used in this report is composed of four steps: technology screening, technology identification, technology deployment scenarios, and estimates of carbon emissions reductions. The four technologies with the highest ranking in the technology identification process for the on-grid category were geothermal, biomass cogeneration, wind, and micro-/mini-hydro. Compressed natural gas (CNG) was the alternative that received the highest ranking for the transportation category.

The Radioisotope Power Systems Program of the Idaho National Laboratory makes an empirical case for a highly integrated Quality Assurance function pertaining to the preparation, assembly, testing, storage and transportation of 238Pu fueled radioisotope thermoelectric generators. Case data represents multiple campaigns including the Pluto/New Horizons mission, the Mars Science Laboratory mission in progress, and other related projects. Traditional Quality Assurance models would attempt to reduce cost by minimizing the role of dedicated Quality Assurance personnel in favor of either functional tasking or peer-based implementations. Highly integrated Quality Assurance adds value by placing trained quality inspectors on the production floor side-by-side with nuclear facility operators to enhance team dynamics, reduce inspection wait time, and provide for immediate, independent feedback. Value is also added by maintaining dedicated Quality Engineers to provide for rapid identification and resolution of corrective action, enhanced and expedited supply chain interfaces, improved bonded storage capabilities, and technical resources for requirements management including data package development and Certificates of Inspection. A broad examination of cost-benefit indicates highly integrated Quality Assurance can reduce cost through the mitigation of risk and reducing administrative burden thereby allowing engineers to be engineers, nuclear operators to be nuclear operators, and the cross-functional team to operate more efficiently. Applicability of this case extends to any high-value, long-term project where traceability and accountability are determining factors.

  14. Customer-Economics of Residential Photovoltaic Systems: The Impact of High Renewable Energy Penetrations on Electricity Bill Savings with Net Metering

    Residential photovoltaic (PV) systems in the US are often compensated at the customer's underlying retail electricity rate through net metering. There is growing interest in understanding how potential changes in rates may impact the value of bill savings from PV. This article uses a production cost and capacity expansion model to project California hourly wholesale electricity market prices under a reference scenario and a 33% renewables scenario. Second, based on the wholesale electricity market prices generated by the model, the article develops retail rates (i.e., flat, time-of-use, and real-time pricing) for each future scenario based on standard retail rate design principles. Finally, based on these retail rates, the bill savings from PV are estimated for 226 California residential customers under two types of net metering, for each scenario. The article finds that high renewable penetrations can drive substantial changes in residential retail rates and that these changes, together with variations in retail rate structures and PV compensation mechanisms, interact to place substantial uncertainty on the future value of bill savings from residential PV.

  15. Deploying High Penetration Photovoltaic Systems: A Case Study

    Photovoltaic (PV) system capacity penetration, or simply 'penetration,' is often defined as the rated power output of the aggregate PV systems on a distribution circuit segment divided by the peak load of that circuit segment. Industry experts agree that a single value defining high penetration is not universally applicable. However, it is generally agreed that a conservative value to designate high penetration is the condition when the ratio of aggregate PV systems ratings to peak load exceeds 15%. This case study illustrates the case of a distribution feeder which is able to accommodate a traditional capacity penetration level of 47%, and perhaps more. New maximum penetration levels need to be defined and verified and enhanced definitions for penetration on a distribution circuit need to be developed. The new penetration definitions and studies will help utility engineers, system developers, and regulatory agencies better agree what levels of PV deployment can be attained without jeopardizing the reliability and power quality of a circuit.

  16. The integration of renewable energy sources into electric power transmission systems

    Renewable energy technologies such as photovoltaics, solar thermal power plants, and wind turbines are nonconventional, environmentally attractive sources of energy that can be considered for electric power generation. Many of the areas with abundant renewable energy resources (very sunny or windy areas) are far removed from major load centers. Although electrical power can be transmitted over long distances of many hundreds of miles through high-voltage transmission lines, power transmission systems often operate near their limits with little excess capacity for new generation sources. This study assesses the available capacity of transmission systems in designated abundant renewable energy resource regions and identifies the requirements for high-capacity plant integration in selected cases. In general, about 50 MW of power from renewable sources can be integrated into existing transmission systems to supply local loads without transmission upgrades beyond the construction of a substation to connect to the grid. Except in the Southwest, significant investment to strengthen transmission systems will be required to support the development of high-capacity renewable sources of 1000 MW or greater in areas remote from major load centers. Cost estimates for new transmission facilities to integrate and dispatch some of these high-capacity renewable sources ranged from several million dollars to approximately one billion dollars, with the latter figure an increase in total investment of 35%, assuming that the renewable source is the only user of the transmission facility.

The analysis focused on the sufficiency of the geographically diverse U.S. renewable resources to meet electricity demand over future decades, the hourly operational characteristics of the U.S. grid with high levels of variable wind and solar generation, and the potential implications of deploying high levels of renewables in the future. RE Futures focused on technical aspects of high penetration of renewable electricity; it did not focus on how to achieve such a future through policy or other measures. Given the inherent uncertainties involved with analyzing alternative long-term energy futures as well as the multiple pathways that might be taken to achieve higher levels of renewable electricity supply, RE Futures explored a range of scenarios to investigate and compare the impacts of renewable electricity penetration levels (30%-90%), future technology performance improvements, potential constraints to renewable electricity development, and future electricity demand growth assumptions. Renewable energy and energy efficiency technologies could help reduce greenhouse gas emissions, so the cost of these technologies could significantly influence the overall cost of meeting greenhouse gas limits. This paper examines the potential benefit of reduced technology cost by analyzing the case of the Lieberman-Warner Climate Security Act of 2007 (S.2191). This act had a goal of reducing national carbon emissions in 2050 to levels 72 percent below 2006 emission levels. In April 2008, the U.S. Department of Energy, Energy Information Administration (EIA) published an analysis of the effects of S.2191 on the U.S. energy sector. This report presents a similar analysis: both analyses examined the impacts of S.2191, and both used versions of the National Energy Modeling System. The analysis reported here used modified technology assumptions to reflect U.S. Department of Energy, Office of Energy Efficiency and Renewable Energy (EERE) program goals. The results show that achieving EERE program goals could reduce the cost of meeting greenhouse gas limits, reduce the cost of renewable electricity generation and biofuels, and reduce energy intensity.

In April 2008, the U.S. Department of Energy, Energy Information Administration (EIA) published an analysis of the effects of S.2191 on the U.S. energy sector. This report presents a similar analysis: both analyses examined the impacts of S.2191, and both used versions of the National Energy Modeling System. The analysis reported here used modified technology assumptions to reflect U.S. Department of Energy, Office of Energy Efficiency and Renewable Energy (EERE) program goals. The results show that achieving EERE program goals could reduce the cost of meeting greenhouse gas limits, reduce the cost of renewable electricity generation and biofuels, and reduce energy intensity.

  3. Changes in the Economic Value of Variable Generation at High Penetration Levels: A Pilot Case Study of California

    We estimate the long-run economic value of variable renewable generation with increasing penetration using a unique investment and dispatch model that captures long-run investment decisions while also incorporating detailed operational constraints and hourly time resolution over a full year. High time resolution and the incorporation of operational constraints are important for estimating the economic value of variable generation, as is the use of a modeling framework that accommodates new investment decisions. The model is herein applied with a case study that is loosely based on California in 2030. Increasing amounts of wind, photovoltaics (PV), and concentrating solar power (CSP) with and without thermal energy storage (TES) are added one at a time. The marginal economic value of these renewable energy sources is estimated and then decomposed into capacity value, energy value, day-ahead forecast error cost, and ancillary services. The marginal economic value, as defined here, is primarily based on the combination of avoided capital investment cost and avoided variable fuel and operations and maintenance costs from other power plants in the power system. Though the model only captures a subset of the benefits and costs of renewable energy, it nonetheless provides unique insights into how the value of that subset changes with technology and penetration level. Specifically, in this case study implementation of the model, the marginal economic value of all three solar options is found to exceed the value of a flat-block of power (as well as wind energy) by \\$20--30/MWh at low penetration levels, largely due to the high capacity value of solar at low penetration. Because the value of CSP per unit of energy is found to be high with or without thermal energy storage at low penetration, we find little apparent incremental value to thermal storage at low solar penetration in the present case study analysis. The marginal economic value of PV and CSP without thermal storage is found to drop considerably (by more than \\$70/MWh) as the penetration of solar increases toward 30\\percent on an energy basis. This is due primarily to a steep drop in capacity value followed by a decrease in energy value. In contrast, the value of CSP with thermal storage drops much less dramatically as penetration increases. As a result, at solar penetration levels above 10\\percent, CSP with thermal storage is found to be considerably more valuable relative to PV and CSP without thermal storage. The marginal economic value of wind is found to be largely driven by energy value, and is lower than solar at low penetration. The marginal economic value of wind drops at a relatively slower rate with penetration, however. As a result, at high penetration, the value of wind can exceed the value of PV and CSP without thermal storage. Though some of these findings may be somewhat unique to the specific case study presented here, the results: (1) highlight the importance of an analysis framework that addresses long-term investment decisions as well as short-term dispatch and operational constraints, (2) can help inform long-term decisions about renewable energy procurement and supporting infrastructure, and (3) point to areas where further research is warranted.

    Power and Energy have been identified as a first order challenge for future extreme scale high performance computing (HPC) systems. In practice the breakthroughs will need to be provided by the hardware vendors. But to make the best use of the solutions in an HPC environment, it will likely require periodic tuning by facility operators and software components. This document describes the actions and interactions needed to maximize power resources. It strives to cover the entire operational space in which an HPC system occupies. The descriptions are presented as formal use cases, as documented in the Unified Modeling Language Specification [1]. The document is intended to provide a common understanding to the HPC community of the necessary management and control capabilities. Assuming a common understanding can be achieved, the next step will be to develop a set of Application Programing Interfaces (APIs) to which hardware vendors and software developers could utilize to steer power consumption.

    A fluorescence sandwich immunoassay using high affinity antibodies and quantum dot (QD) reporters has been developed for detection of botulinum toxin serotype A (BoNT/A). For the development of the assay, a nontoxic recombinant fragment of the holotoxin (BoNT/A-HC-fragment) has been used as a structurally valid simulant for the full toxin molecule. The antibodies used, AR4 and RAZ1, bind to nonoverlapping epitopes present on both the full toxin and on the recombinant fragment. In one format, the immunoassay is carried out in a 96-well plate with detection in a standard plate reader. Detection down to 31 pM of the BoNT/Hc-fragment was demonstrated with a total incubation time of 3 hours, using AR4 as the capture antibody and QD-coupled RAZ1 as the reporter. In a second format, the AR4 capture antibody was coupled to Sepharose beads, and the immunochemical reactions were carried out in microcentrifuge tubes with an incubation time of 1 hour. These beads were subsequently captured and concentrated in a rotating rod renewable surface flow cell as part of a sequential injection fluidic system. This flow cell was equipped with a fiber optic system for fluorescence measurements. In PBS buffer solution matrix, the BoNT/A-HC-fragment was detected to concentrations as low as 5 pM using the fluidic measurement approach.

    The goal of this study was to evaluate the small signal and transient stability of the Western Electric- ity Coordinating Council (WECC) under high penetrations of renewable energy, and to identify control technologies that would improve the system performance. The WECC is the regional entity responsible for coordinating and promoting bulk electric system reliability in the Western Interconnection. Transient stability is the ability of the power system to maintain synchronism after a large disturbance while small signal stability is the ability of the power system to maintain synchronism after a small disturbance. Tran- sient stability analysis usually focuses on the relative rotor angle between synchronous machines compared to some stability margin. For this study we employed generator speed relative to system speed as a metric for assessing transient stability. In addition, we evaluated the system transient response using the system frequency nadir, which provides an assessment of the adequacy of the primary frequency control reserves. Small signal stability analysis typically identi es the eigenvalues or modes of the system in response to a disturbance. For this study we developed mode shape maps for the di erent scenarios. Prony analysis was applied to generator speed after a 1.4 GW, 0.5 second, brake insertion at various locations. Six di erent WECC base cases were analyzed, including the 2022 light spring case which meets the renewable portfolio standards. Because of the di culty in identifying the cause and e ect relationship in large power system models with di erent scenarios, several simulations were run on a 7-bus, 5-generator system to isolate the e ects of di erent con gurations. Based on the results of the study, for a large power system like the WECC, incorporating frequency droop into wind/solar systems provides a larger bene t to system transient response than replacing the lost inertia with synthetic inertia. From a small signal stability perspective, the increase in renewable penetration results in subtle changes to the system modes. In gen- eral, mode frequencies increase slightly, and mode shapes remain similar. The system frequency nadir for the 2022 light spring case was slightly lower than the other cases, largely because of the reduced system inertia. However, the nadir is still well above the minimum load shedding frequency of 59.5 Hz. Finally, several discrepancies were identi ed between actual and reported wind penetration, and additional work on wind/solar modeling is required to increase the delity of the WECC models.

    This paper highlights the key results from the Renewable Electricity (RE) Futures Study. It is a detailed consideration of renewable electricity in the United States. The paper focuses on technical issues related to the operability of the U. S. electricity grid and provides initial answers to important questions about the integration of high penetrations of renewable electricity technologies from a national perspective. The results indicate that the future U. S. electricity system that is largely powered by renewable sources is possible and the further work is warranted to investigate this clean generation pathway. The central conclusion of the analysis is that renewable electricity generation from technologies that are commercially available today, in combination with a more flexible electric system, is more than adequate to supply 80% of the total U. S. electricity generation in 2050 while meeting electricity demand on an hourly basis in every region of the United States.

Well operating source separation decreases the renewable energy content of MSW. - Abstract: For the estimation of greenhouse gas emissions from waste incineration it is essential to know the share of the renewable energy content of the combusted waste. The composition and heating value information is generally available, but the renewable energy share or heating values of different fractions of waste have rarely been determined. In this study, data from Finnish studies concerning the composition and energy content of mixed MSW were collected, new experimental data on the compositions, heating values and renewable share of energy were presented and the results were compared to the estimations concluded from earlier international studies. In the town of Lappeenranta in south-eastern Finland, the share of renewable energy ranged between 25% and 34% in the energy content tests implemented for two sample trucks. The heating values of the waste and fractions of plastic waste were high in the samples compared to the earlier studies in Finland. These high values were caused by good source separation and led to a low share of renewable energy content in the waste. The results showed that in mixed municipal solid waste the renewable share of the energy content can be significantly lower than the general assumptions (5060%) when the source separation of organic waste, paper and cardboard is carried out successfully. The number of samples was however small for making extensive conclusions on the results concerning the heating values and renewable share of energy and additional research is needed for this purpose.

    State renewable portfolio standard (RPS) policies require utilities and load-serving entities (LSEs) to procure renewable energy generation. Utility procurement options may be a function of state policy and regulatory preferences, and in some cases, may be dictated by legislative authority. Utilities and LSEs commonly use competitive solicitations or bilateral contracting to procure renewable energy supply to meet RPS mandates. However, policymakers and regulators in several states are beginning to explore the use of alternatives, namely feed-in tariffs (FITs) and auctions to procure renewable energy supply. This report evaluates four procurement strategies (competitive solicitations, bilateral contracting, FITs, and auctions) against four main criteria: (1) pricing; (2) complexity and efficiency of the procurement process; (3) impacts on developers access to markets; and (4) ability to complement utility decision-making processes. These criteria were chosen because they take into account the perspective of each group of stakeholders: ratepayers, regulators, utilities, investors, and developers.

    Our nation faces significant challenges as we enter the 1990s: securing a reliable supply of competitively priced energy, improving the quality of our environment, and increasing our share of foreign markets for goods and services. The US Department of Energy's (DOE) Programs in Renewable Energy are working toward meeting these challenges by developing the technologies that make use of our nation's largest energy resource: renewable energy. The sunlight, wind biomass, flowing water, ocean energy, and geothermal energy that make up the renewable energy resource can be found throughout our nation. These resources can provide all the forms of energy our nation needs: liquid fuels, electricity, and heating and cooling. Renewable energy meets about 10% of our need for these forms of energy today, yet the potential contribution is many times greater. DOE's Programs in Renewable Energy are working side-by-side with American industry to develop the technologies that convert renewable energy resources into practical, cost-competitive energy. After a decade of progress in research, several of these technologies are poised to make large contributions during the 1990s and beyond. This booklet provides an overview of the renewable energy programs and their plans for FY 1990. Sources of additional information are listed at the back of the booklet. 48 figs., 4 tabs.

    This report introduces an innovative framework to assist policymakers to quantitatively compare the impact of different public instruments to promote renewable energy. The report identifies the need to reduce the high financing costs for renewable energy in developing countries as an important task for policymakers acting today. The framework is structured in four stages: (i) risk environment, (ii) public instruments, (iii) levelised cost and (iv) evaluation. To illustrate how the framework can support decision-making in practice, the report presents findings from illustrative case studies in four developing countries. It then draws on these results to discuss possible directions for enhancing public interventions to scale-up renewable energy investment. UNDP is also releasing a financial tool for policymakers to accompany the framework. The financial tool is available for download on the UNDP website.

    Electricity consumption in the Southeastern US, including Florida, is approximately 32% of the total US. The availability of renewable resources for electricity production is relatively small compared to the high consumption. Therefore meeting a national renewable portfolio standard (RPS) is particularly challenging in this region. Neighboring regions, particularly to the west, have significant wind resources and given sufficient transmission these resources could serve energy markets in the SE. This report looks at renewable resource supply relative to demands and the potential for power transfer into the SE. We found that significant wind energy transfers, at the level of 30-60 GW, are expected to be economic in case of federal RPC or CO2 policy. Development of wind resources will depend not only on the available transmission capacity and required balancing resources, but also on electricity supply and demand factors.

    Highlights: Walnut-like ZnO nanostructures are synthesized through a facile hydrothermal method. Morphologies and microstructures of the as-obtained ZnO products were investigated. The photocatalytic results demonstrate that methyl orange (MO) aqueous solution can be degraded over 97% after 45 min under UV light irradiation. - Abstract: Walnut-like ZnO nanostructures are successfully synthesized through a facile hydrothermal method. The structure and morphology of the as-synthesized products were characterized by X-ray diffraction (XRD) and scanning electron microscope (SEM). The photocatalytic properties of ZnO nanowalnuts are investigated by photodegradating several organic dyes, such as Congo red (CR), methyl orange (MO) and eosin red aqueous solutions under UV irradiation, respectively. The results demonstrate that methyl orange (MO) aqueous solution can be degraded over 97% after 45 min under UV light irradiation. In addition, eosin red and Congo red (CR) aqueous solution degradation experiments are also conducted in the same condition, respectively. It showed that ZnO nanowalnuts represent high photocatalytic activities with a degradation efficiency of 87% for CR with 115 min of irradiation and 97% for eosin red with 55 min of irradiation. The reported ZnO products may be promising candidates as the photocatalysts in waste water treatment.

    The primary objective of this project was to utilize a flexible, energy-efficient facility, called the DRI Renewable Energy Experimental Facility (REEF) to support various renewable energy research and development (R&D) efforts, along with education and outreach activities. The REEF itself consists of two separate buildings: (1) a 1200-ft2 off-grid capable house and (2) a 600-ft2 workshop/garage to support larger-scale experimental work. Numerous enhancements were made to DRI's existing renewable power generation systems, and several additional components were incorporated to support operation of the REEF House. The power demands of this house are satisfied by integrating and controlling PV arrays, solar thermal systems, wind turbines, an electrolyzer for renewable hydrogen production, a gaseous-fuel internal combustion engine/generator set, and other components. Cooling needs of the REEF House are satisfied by an absorption chiller, driven by solar thermal collectors. The REEF Workshop includes a unique, solar air collector system that is integrated into the roof structure. This system provides space heating inside the Workshop, as well as a hot water supply. The Workshop houses a custom-designed process development unit (PDU) that is used to convert woody biomass into a friable, hydrophobic char that has physical and chemical properties similar to low grade coal. Besides providing sufficient space for operation of this PDU, the REEF Workshop supplies hot water that is used in the biomass treatment process. The DRI-REEF serves as a working laboratory for evaluating and optimizing the performance of renewable energy components within an integrated, residential-like setting. The modular nature of the system allows for exploring alternative configurations and control strategies. This experimental test bed is also highly valuable as an education and outreach tool both in providing an infrastructure for student research projects, and in highlighting renewable energy features to the public.

    The US Army Corps of Engineers has retained Idaho National Laboratory (INL) to conduct a study of past INL experiences and complete a report that identifies the processes that are needed for the development of renewable energy projects on government properties. The INL has always maintained expertise in power systems and applied engineering and INLs renewable energy experiences date back to the 1980s when our engineers began performing US Air Force wind energy feasibility studies and development projects. Over the last 20+ years of working with Department of Defense and other government agencies to study, design, and build government renewable projects, INL has experienced the dos and donts for being successful with a project. These compiled guidelines for government renewable energy projects could include wind, hydro, geothermal, solar, biomass, or a variety of hybrid systems; however, for the purpose of narrowing the focus of this report, wind projects are the main topic discussed throughout this report. It is our thought that a lot of what is discussed could be applied, possibly with some modifications, to other areas of renewable energy. It is also important to note that individual projects (regardless the type) vary to some degree depending on location, size, and need but in general these concepts and directions can be carried over to the majority of government renewable energy projects. This report focuses on the initial development that needs to occur for any project to be a successful government renewable energy project.

    Early in 2002, REPP developed the Jobs Calculator, a tool that calculates the number of direct jobs resulting from renewable energy development under RPS (Renewable Portfolio Standard) legislation or other programs to accelerate renewable energy development. The calculator is based on a survey of current industry practices to assess the number and type of jobs that will result from the enactment of a RPS. This project built upon and significantly enhanced the initial Jobs Calculator model by (1) expanding the survey to include other renewable technologies (the original model was limited to wind, solar PV and biomass co-firing technologies); (2) more precisely calculating the economic development benefits related to renewable energy development; (3) completing and regularly updating the survey of the commercially active renewable energy firms to determine kinds and number of jobs directly created; and (4) developing and implementing a technology to locate where the economic activity related to each type of renewable technology is likely to occur. REPP worked directly with groups in the State of Nevada to interpret the results and develop policies to capture as much of the economic benefits as possible for the state through technology selection, training program options, and outreach to manufacturing groups.

    Project Goals: The funding provided by this contract supported the following activities: A) Test Site Development; B) Seed Grant Funded Technology Development; C) Stakeholder Activities The first year of funding was dedicated to the formation of the NE MREC University Consortium which was comprised of University of Massachusetts Dartmouth (UMD) and Amherst (UMA), Massachusetts Institute of Technology (MIT), Woods Hole Oceanographic Institution (WHOI), University of New Hampshire (UNH), and the University of Rhode Island (URI). The consortium worked together to encourage research and promote benefits of obtaining energy from ocean wind, waves, tides and currents. In addition, NE MREC’s goal was to fund projects aimed at potential test sites with the first year funding going to studies of the potential for tidal device testing in Muskeget Channel, at the General Sullivan Bridge in New Hampshire, and for wave device testing at the proposed National Offshore Renewable Energy Innovation Zone (NOREIZ) located off the Massachusetts coast. The project spanned 4.5 years and addressed three specific tasks that are interrelated but also served as independent investigations.

    The 2013 electricity generation mix in the United States consisted of ~13% renewables (hydropower, wind, solar, geothermal), 19% nuclear, 27% natural gas, and 39% coal. In the 2011 State of the Union Address, President Obama set a clean energy goal for the nation: “By 2035, 80 percent of America’s electricity will come from clean energy sources. Some folks want wind and solar. Others want nuclear, clean coal and natural gas. To meet this goal we will need them all.” The U.S. Department of Energy (DOE) Offices of Nuclear Energy (NE) and Energy Efficiency and Renewable Energy (EERE) recognize that “all of the above” means that we are called to best utilize all available clean energy sources. To meet the stated environmental goals for electricity generation and for the broader energy sector, there is a need to transform the energy infrastructure of the U.S. and elsewhere. New energy systems must be capable of significantly reducing environmental impacts in an efficient and economically viable manner while utilizing both hydrocarbon resources and clean energy generation sources. The U.S. DOE is supporting research and development that could lead to more efficient utilization of clean energy generation sources, including renewable and nuclear options, to meet both grid demand and thermal energy needs in the industrial sector. A concept being advanced by the DOE-NE and DOE-EERE is tighter coupling of nuclear and renewable energy sources in a manner that better optimizes energy use for the combined electricity, industrial manufacturing, and the transportation sectors. This integration concept has been referred to as a “hybrid system” that is capable of apportioning thermal and electrical energy to first meet the grid demand (with appropriate power conversion systems), then utilizing excess thermal and, in some cases, electrical energy to drive a process that results in an additional product. For the purposes of the present work, the hybrid system would integrate two or more energy resources to generate two or more products, one of which must be an energy commodity, such as electricity or transportation fuel. Subsystems would be integrated ‘‘behind’’ the electrical transmission bus and would be comprised of two or more energy conversion subsystems that have traditionally been separate or isolated. Energy flows would be dynamically apportioned as necessary to meet grid demand via a single, highly responsive connection to the grid that provides dispatchable electricity while capital-intensive generation assets operate at full capacity. Candidate region-specific hybrid energy systems selected for further study and figures of merit that will be used to assess system performance will be presented.

    In the race to apply new technologies in ''high-tech'' facilities such as data centers, laboratories, and clean rooms, much emphasis has been placed on improving service, building capacity, and increasing speed. These facilities are socially and economically important, as part of the critical infrastructure for pharmaceuticals,electronics, communications, and many other sectors. With a singular focus on throughput, some important design issues can be overlooked, such as the energy efficiency of individual equipment (e.g., lasers, routers and switches) as well as the integration of high-tech equipment into the power distribution system and the building envelope. Among technology-based businesses, improving energy efficiency presents an often untapped opportunity to increase profits, enhance process control,maximize asset value, improve the work place environment, and manage a variety of business risks. Oddly enough, the adoption of energy efficiency improvements in this sector lags behind many others. As a result, millions of dollars are left on the table with each year ofoperation.

    The Department of Defense (DoD) has a goal of obtaining 25% of its domestic electricity from renewable sources by 2025, and also must meet federal renewable energy mandates and schedules. This report describes the analyses undertaken to study the renewable resource potential at 15 Army sites, focusing on grid-connected generation of electricity. The resources analyzed at each site include solar, wind, geothermal, biomass, waste-to-energy, and ground source heat pumps (GSHPs). For each renewable generation resource, an assessment was completed to determine the level of resource availability, and the price at which that resource would be available for electricity generation. Various design alternatives and available technologies were considered in order to determine the best way to utilize each resource and maximize cost-effective electricity generation. Economic analysis used multiple funding options, including investment by an independent power producer (IPP), Energy Savings Performance Contract (ESPC), and Energy Conservation Investment Program (ECIP), and considered tax incentives, renewable energy credits, and other economic factors to reveal the most realistic costs possible. Where resource options proved to be economically viable, implementation approaches were recommended. The intention was to focus each installations efforts on realistic projects, moving them from initial assessment through the design and financing to implementation. Many Army sites enjoy very low costs of electricity, limiting the number of cost-effective renewable energy options where resources are available. Waste-to-energy was often a viable option due to the additional revenue gathered from transferred tipping fees. GSHPs were also commonly cost-effective options for replacement in inefficient buildings. Geothermal, wind, and solar resources are found to be more available in certain parts of the country over others, reducing overall potential for use. Wind is variable and often most available in remote areas far from transmission lines, greatly increasing costs. Capital costs for solar energy are high, and the resource is also variable. Table 1 shows which resources are promising for each installation studied. Not all analyses are complete at this point, so some resource potential is still unknown.
