    Twice annually, Energy Detente accesses its own twice-monthly supplement, the Fuel Price/Tax Series, for an overview of how prices and taxes for refined petroleum products from natural gas to asphalt for end-users are changing. In this issue, it also updates its review of individual nations' pricing as to controls or free-market practices. The front cover chart reveals that, in terms of US dollars, the world average price of regular leaded (RL) gasoline is US $1.63, and high-octane leaded is US $1.78 - a difference of about 9%. A table details RL retail prices, the taxes pertaining to them, the percentages that those taxes are of prices, plus the January 1983 prices and the price change in US dollars over the period. In terms of US dollars, most price changes since January 1983 appear negative - particularly in the cases of Bolivia, El Salvador, and Nicaragua. A view of actual market price changes in terms of national currencies is depicted in another table. The fuel price/tax series and the principal industrial fuel prices are presented for January 1984 for countries of the Eastern Hemisphere.

    The effects of Federal refined-product price controls upon the price of motor gasoline in the United States through 1977 are examined. A comparison of domestic and foreign gasoline prices is made, based on the prices of products actually moving in international trade. There is also an effort to ascribe US/foreign market price differentials to identifiable cost factors. Primary emphasis is on price comparisons at the wholesale level, although some retail comparisons are presented. The study also examines the extent to which product price controls are binding, and attempts to estimate what the price of motor gasoline would have been in the absence of controls. The time period under consideration is from 1969 through 1977, with primary focus on price relationships in 1970-1971 (just before US controls) and 1976-1977. The foreign-domestic comparisons are made with respect to four major US cities, namely, Boston, New York, New Orleans, and Los Angeles. 20 figures, 14 tables.

    This NREL technical report details a plan for the U.S. Virgin Islands (USVI) to minimize the economic damage caused by major petroleum price increases. The assumptions for this plan are that the USVI will have very little time and money to implement it and that the population will be highly motivated to follow it because of high fuel prices. The plan's success, therefore, is highly dependent on behavior change. This plan was derived largely from a review of the actions taken and behavior changes made by companies and commuters throughout the United States in response to the oil price spike of 2008. Many of these solutions were coordinated by or reported through the 88 local representatives of the U.S. Department of Energy's Clean Cities program. The National Renewable Energy Laboratory provides technical and communications support for the Clean Cities program and therefore serves as a de facto repository of these solutions. This plan is the first publication that has tapped this repository.

    This paper looks at the pricing of petroleum products in ten Asian developing countries using a data series for 1973--1992. Prices of petroleum products are compared with international prices. Differential prices are measured with respect to diesel prices. It is found that energy prices are used as instruments for revenue earnings. Pricing policies vary widely among countries and neighbors have different fuel prices. Countries try to align the local prices of petroleum products in line with international prices but with a lag of 1--2 years. The wave of liberalization and privatization is sweeping many developing countries. Additionally, environmental issues are gaining importance even in developing countries. The paper also discusses these emerging issues that need to be taken into account in the petroleum product pricing.

    This study is a history and analysis of Federal controls over petroleum price and allocation decisions throughout the 1970's. It relies in large part on the many analyses and comments written by academics, government officials and others who have studied the topic over the past nine years. The first part of this study outlines the conditions in the domestic petroleum market that led to the imposition of first price, and then allocation controls on the oil industry. The second part explores the operation and effectiveness of the regulations during periods of oil supply disruptions - the Arab embargo of 1973-1974 and the 1979 shortfall attendant to the revolution in Iran. The third part describes many of the more important changes made to the regulations during non-disrupted periods, and examines the effect the regulations had on the operation and structure of the domestic oil industry. The last part analyzes the overall effects of the regulations on consumer prices and national welfare.

    In this issue, Energy Detente draws from their regular Western and Eastern Hemisphere Fuel Price/Tax Series, each produced monthly, and adds other survey data and analysis for a broad view of 48 countries around the world. They find that seven Latin American nations, including OPEC members Venezuela and Ecuador, are among the ten countries with lowest gasoline prices. In this Fourth Special Price Report, Energy Detente provides a first-time presentation of which prices are government-controlled, and which are free to respond to market forces. South Korea, with fixed prices since 1964, has the highest premium-grade gasoline price in our survey, US $5.38 per gallon. Paraguay, with prices fixed by PETROPAR, the national oil company, has the second highest premium gasoline price, US $4.21 per gallon. Nicaragua, also with government price controls, ranks third highest in the survey, with US $3.38 per gallon for premium gasoline. Kuwait shows the lowest price at US $0.55 per gallon. Several price changes from the previous survey reflect changes in currency exchange as all prices are converted to US dollars. The Energy Detente fuel price/tax series is presented for Western Hemisphere countries.

    This article describes the sampling frames and basic data collection methods for petroleum price data reported by Energy Information Administration (EIA) and other Government agencies. In addition, it compares and contrasts annual average prices reported by EIA with comparable prices from the Bureau of Labor Statistics (BLS) CPI (Consumer Price Indexes) for the retail prices of residential No. 2 distillate, on-highway diesel fuel and motor gasoline (all grades.) Further, it compares refiner wholesale/resale prices for No. 2 fuel oil, No. 2 diesel fuel, motor gasoline (all grades,) kerosene-type jet fuel and residual fuel oil reported by EIA with comparable prices from the BLS PPI (Producer Price Index.) A discussion of the various crude oil prices and spot/futures prices published by EIA and other Government agencies is also included in the article.

    An energy policy based on decontrol and high energy prices to allocate resources is examined and found wanting. An economic penalty results when the oil companies can operate as a virtual monopoly to set prices for other fuels as well as oil. The impact on consumers is a lowered standard of living and social inequity. Government intervention that is pro-competition is shown to be as inadequate as price control. A list of twelve measures that would moderate the economic losses and still encourage energy production and conservation include strong antitrust action, an active federal coal leasing program, competitive coal transactions, limits on severance taxes, a permanent windfall profits tax, and direct subsidy programs.     The United States petroleum industry is facing several critical problems as it struggles to meet the nation`s energy demands. Environmental demands place a burden on the domestic industry that is not shared by foreign countries. Environmental laws are, in effect, an assignment by society of the benefit-to-cost ratio of the pollutant(s) being regulated. Lawmakers and regulators seldom consider that the promulgated regulations require industry to invest part of their resources (and, thus, part of our GNP) to produce this result. This is an important consideration in determining if the mandated result is worth the resource investment. All regulations are not bad, but they do require an investment of finite resources to gain a desired result. It is important to determine if accomplishing the mandated goal justifies the allocation of the required resources. Another critical and frightening problem faced by the United States is the massive importation of foreign energy, which further erodes our national productivity and balance of payments. This continued growth or deficit energy financing results in the selling of ourselves to other countries. They own our energy deficit dollars and we pay an ever increasing amount of interest on our {open_quotes}energy loan{close_quotes}. The energy deficit problem is further compounded by market instability and variability primarily caused by the trading of crude oil and product futures on the Mercantile Exchange. This price {open_quotes}roller coaster{close_quotes} began in early 1986 and continues to create financial chaos in the U.S. refining industry.

    Crude oil tank bottoms and other petroleum oily sludges and emulsions containing paraffins and volatile hydrocarbons can be economically reprocessed with heavy-oil dehydration facilities to recover residual hydrocarbons and to achieve volume reductions. The main factors affecting the use of this alternative are (1) the characteristics of the sludges requiring treatment, (2) the availability of waste heat or existing high temperature (> 350 F) dehydration facilities, (3) air emissions from the process, and (4) effluent criteria for treated residues. This paper discusses operational variables that affect high-temperature reprocessing (HTR) and illustrates an application of the process. The example pilot project evaluated the feasibility of high-temperature reprocessing for tank-bottom sludges and skim oils from Kern County, CA, light- (>30[degree] API) oil-producing leases. The process performance was quantified in terms of general operating parameters (flash point and paraffin, oil, water, and solids content); specific constituent analyses for benzene, toluene, ethylbenzene, and xylene (BTEX); and analyses for total petroleum hydrocarbons (TPH) content. Information on the percent removal of these parameters, characteristics of the treated residues, and the hydrocarbon recovery efficiency of the process are presented.

    For the third in the past 20 years the world has experienced an interruption in the flow of oil from the Persian Gulf. The Iraqi invasion of Kuwait on August 2, 1990, and shut down of Kuwait oil production capacity followed by the United Nations boycott of Iraqi oil removed 8 percent of the world's oil supply. The result was a sharp increase in the process of crude oil and petroleum products. These events raised numerous questions about the performance of energy markets and energy firms. This report supplies a first answer for some of those questions. At the time this report was prepared the invasion has been in effect for 90 days. Not all the data is available to fully answer every question. Some issues can only be completely resolved after more time has passed in which the invasion and its effects have had an opportunity to be fully assimilated. This report was specifically requested by W. Henson Moore, Deputy Secretary of Energy as a way of supplying the American public with what could be said about the current situation. Rumors abound and mixconceptions have proliferated. This report strives to give a proper perspective on some of the more vexing issues which the invasion produced. The Energy Information Administration (EIA) has addressed many questions in this report. By the way of summary these are the 10 most most frequently asked questions and EIA's quick answers.     The growing demand for high-tech products has resulted in strong growth in demand for certain minor metals. In combination with production concentrated in China, this caused strong and unpredicted price movements in recent years. As a result, manufacturing companies have to cope with additional risks. However, the detailed reasons for the price development are only partially understood. Therefore, we analyzed empirically which determinants can be assigned to price movements and performed an event study on the high-tech metals neodymium, indium, and gallium. Based on our dataset of news items, we were able to find coinciding events to almost 90% of all price jumps (recall). We showed that if any information about these events occurred with a probability of over 50% there would also be a price jump within 10 days (precision). However, the classical set of price determinants has to be extended for these specific markets, as we found unorthodox factors like holidays or weather that may be indicators for price movements. Therefore, we hope that our study supports industry for instance in performing more informed short-term planning of metals purchasing based on information about specific events.

    Nanospray desorption electrospray ionization (nano-DESI) combined with high-resolution mass spectrometry was used for the first time for the analysis of liquid petroleum crude oil samples. The analysis was performed in both positive and negative ionization modes using three solvents one of which (acetonitrile/toluene mixture) is commonly used in petroleomics studies while two other polar solvents (acetonitrile/water and methanol/water mixtures) are generally not compatible with petroleum characterization using mass spectrometry. The results demonstrate that nano-DESI analysis efficiently ionizes petroleum constituents soluble in a particular solvent. When acetonitrile/toluene is used as a solvent, nano-DESI generates electrospray-like spectra. In contrast, strikingly different spectra were obtained using acetonitrile/water and methanol/water. Comparison with the literature data indicates that these solvents selectively extract water-soluble constituents of the crude oil. Water-soluble compounds are predominantly observed as sodium adducts in nano-DESI spectra indicating that addition of sodium to the solvent may be a viable approach for efficient ionization of water-soluble crude oil constituents. Nano-DESI enables rapid screening of different classes of compounds in crude oil samples using solvents that are rarely used for petroleum characterization.

  13. Assessment of Summer 1997 motor gasoline price increase

    Gasoline markets in 1996 and 1997 provided several spectacular examples of petroleum market dynamics. The first occurred in spring 1996, when tight markets, following a long winter of high demand, resulted in rising crude oil prices just when gasoline prices exhibit their normal spring rise ahead of the summer driving season. Rising crude oil prices again pushed gasoline prices up at the end of 1996, but a warm winter and growing supplies weakened world crude oil markets, pushing down crude oil and gasoline prices during spring 1997. The 1996 and 1997 spring markets provided good examples of how crude oil prices can move gasoline prices both up and down, regardless of the state of the gasoline market in the United States. Both of these spring events were covered in prior Energy Information Administration (EIA) reports. As the summer of 1997 was coming to a close, consumers experienced yet another surge in gasoline prices. Unlike the previous increase in spring 1996, crude oil was not a factor. The late summer 1997 price increase was brought about by the supply/demand fundamentals in the gasoline markets, rather than the crude oil markets. The nature of the summer 1997 gasoline price increase raised questions regarding production and imports. Given very strong demand in July and August, the seemingly limited supply response required examination. In addition, the price increase that occurred on the West Coast during late summer exhibited behavior different than the increase east of the Rocky Mountains. Thus, the Petroleum Administration for Defense District (PADD) 5 region needed additional analysis (Appendix A). This report is a study of this late summer gasoline market and some of the important issues surrounding that event.

    The Strategic Petroleum Reserve serves as one of the most important investments in reducing the Nation`s vulnerability to oil supply disruptions. This Quarterly Report highlights activities undertaken during the third quarter of calendar year 1993, including: inventory of petroleum products stored in the Reserve, under contract and in transit at the end of the calendar quarter; fill rate for the quarter and projected fill rate for the next calendar quarter; average price of the petroleum products acquired during the calendar quarter; current and projected storage capacity and plans to accelerate the acquisition or construction of such capacity; analysis of existing or anticipated problems with the acquisition and storage of petroleum products and future expansion of storage capacity; funds obligated by the Secretary from the SPR Petroleum Account and the Strategic Petroleum Reserve Account during the prior calendar quarter and in total; and major environmental actions completed, in progress, or anticipated. Samples of the oil revealed two problems that, although readily correctable, have reduced the availability of some of the oil inventory for drawdown in the near-term. These problems are: (1) a higher-than-normal gas content in some of the crude oil, apparently from years of intrusion of methane form the surrounding salt formation; and (2) elevated temperatures of some of the crude oil, due to geothermal heating, that has increased the vapor pressure of the oil. Investigations are proceeding to determine the extent to which gas intrusion and geothermal heating are impacting the availability of oil for drawdown. Preliminary designs have been developed for systems to mitigate both problems.

    Former gasoline stations that are now classified as brownfields can be good sites to sell alternative fuels because they are in locations that are convenient to vehicles and they may be seeking a new source of income. However, their success as alternative fueling stations is highly dependent on location-specific criteria. First, this report outlines what these criteria are, how to prioritize them, and then applies that assessment framework to five of the most popular alternative fuels--electricity, natural gas, hydrogen, ethanol, and biodiesel. The second part of this report delves into the criteria and tools used to assess an alternative fuel retail site at the local level. It does this through two case studies of converting former gasoline stations in the Seattle-Eugene area into electric charge stations. The third part of this report addresses steps to be taken after the specific site has been selected. This includes choosing and installing the recharging equipment, which includes steps to take in the permitting process and key players to include.

    The purpose of this report is to define the objectives of the Petroleum Market Model (PMM), describe its basic approach, and provide detail on how it works. This report is intended as a reference document for model analysts, users, and the public. The PMM models petroleum refining activities, the marketing of petroleum products to consumption regions, the production of natural gas liquids in gas processing plants, and domestic methanol production. The PMM projects petroleum product prices and sources of supply for meeting petroleum product demand. The sources of supply include crude oil, both domestic and imported; other inputs including alcohols and ethers; natural gas plant liquids production; petroleum product imports; and refinery processing gain. In addition, the PMM estimates domestic refinery capacity expansion and fuel consumption. Product prices are estimated at the Census division level and much of the refining activity information is at the Petroleum Administration for Defense (PAD) District level.
