  3. A directory service for configuring high-performance distributed computations

    High-performance execution in distributed computing environments often requires careful selection and configuration not only of computers, networks, and other resources but also of the protocols and algorithms used by applications. Selection and configuration in turn require access to accurate, up-to-date information on the structure and state of available resources. Unfortunately, no standard mechanism exists for organizing or accessing such information. Consequently, different tools and applications adopt ad hoc mechanisms, or they compromise their portability and performance by using default configurations. We propose a Metacomputing Directory Service that provides efficient and scalable access to diverse, dynamic, and distributed information about resource structure and state. We define an extensible data model to represent required information and present a scalable, high-performance, distributed implementation. The data representation and application programming interface are adopted from the Lightweight Directory Access Protocol; the data model and implementation are new. We use the Globus distributed computing toolkit to illustrate how this directory service enables the development of more flexible and efficient distributed computing services and applications.

  10. High Bacterial Diversity of Biological Soil Crusts in Water Tracks over Permafrost in the High Arctic Polar Desert

    In this paper we report the bacterial diversity of biological soil crusts (biocrusts) inhabiting polar desert soils at the northern land limit of the Arctic polar region (83° 05 N). Employing pyrosequencing of bacterial 16S rRNA genes this study demonstrated that these biocrusts harbor diverse bacterial communities, often as diverse as temperate latitude communities. The effect of wetting pulses on the composition of communities was also determined by collecting samples from soils outside and inside of permafrost water tracks, hill slope flow paths that drain permafrost-affected soils. The intermittent flow regime in the water tracks was correlated with altered relativemore » abundance of phylum level taxonomic bins in the bacterial communities, but the alterations varied between individual sampling sites. Bacteria related to the Cyanobacteria and Acidobacteria demonstrated shifts in relative abundance based on their location either inside or outside of the water tracks. Among cyanobacterial sequences, the proportion of sequences belonging to the family Oscillatoriales consistently increased in relative abundance in the samples from inside the water tracks compared to those outside. Acidobacteria showed responses to wetting pulses in the water tracks, increasing in abundance at one site and decreasing at the other two sites. Subdivision 4 acidobacterial sequences tended to follow the trends in the total Acidobacteria relative abundance, suggesting these organisms were largely responsible for the changes observed in the Acidobacteria. Finally, taken together, these data suggest that the bacterial communities of these high latitude polar biocrusts are diverse but do not show a consensus response to intermittent flow in water tracks over high Arctic permafrost.« less

  14. Single-shot high-resolution characterization of optical pulses by temporal phase diversity

    The concept of temporal phase diversity is proposed and applied to the temporal characterization of optical pulses. The experimental trace is composed of the measured power of a plurality of ancillary optical pulses derived from the pulse under test by adding known amounts of chromatic dispersion. The spectral phase of the pulse under test is retrieved by minimizing the error between the experimental trace and a trace calculated from the optical spectrum using the known diagnostic parameters. An assembly composed of splitters and dispersive delay fibers has been used to generate 64 ancillary pulses whose instantaneous power can be detectedmorein a single shot with a high-bandwidth photodiode and oscilloscope. Pulse-shape reconstruction for pulses shorter than the photodetection impulse response has been demonstrated.The diagnostic is experimentally shown to accurately characterize pulses from a chirped-pulseamplification system when its stretcher is detuned from the position for optimal recompression. Various investigations of the performance with respect to the number of ancillary pulses and the range of chromatic dispersion generated in the diagnostic are presented.less

    An article for use in aggressive environments is presented. In one embodiment, the article comprises a substrate and a self-sealing and substantially hermetic sealing layer comprising an alkaline-earth aluminosilicate disposed over the bondcoat. The substrate may be any high-temperature material, including, for instance, silicon-bearing ceramics and ceramic matrix composites. A method for making such articles is also presented. The method comprises providing a substrate; disposing a self-sealing alkaline-earth aluminosilicate layer over the substrate; and heating the sealing layer to a sealing temperature at which at least a portion of the sealing layer will flow.

    In-service inspection of liquid metal (sodium) fast reactors requires the use of ultrasonic transducers capable of operating at high temperatures (>200°C), high gamma radiation fields, and the chemically reactive liquid sodium environment. In the early- to mid-1970s, the U.S. Atomic Energy Commission supported development of high-temperature, submersible single-element transducers, used for scanning and under-sodium imaging in the Fast Flux Test Facility and the Clinch River Breeder Reactor. Current work is building on this technology to develop the next generation of high-temperature linear ultrasonic transducer arrays for under-sodium viewing and in-service inspections.

  1. Engineering High Performance Service-Oriented Pipeline Applications with MeDICi

    The pipeline software architecture pattern is commonly used in many application domains to structure a software system. A pipeline comprises a sequence of processing steps that progressively transform data to some desired outputs. As pipeline-based systems are required to handle increasingly large volumes of data and provide high throughput services, simple scripting-based technologies that have traditionally been used for constructing pipelines do not scale. In this paper we describe the MeDICI Integration Framework (MIF), which is specifically designed for building flexible, efficient and scalable pipelines that exploit distributed services as elements of the pipeline. We explain the core runtime and development infrastructures that MIF provides, and demonstrate how MIF has been used in two complex applications to improve performance and modifiability.

  3. Development of high performance refractory fibers with enhanced insulating properties and longer service lifetimes

    We have initiated a three phase investigation of the development of high performance refractory fibers with enhanced insulating properties and longer usable lifetimes. This report presents the results of the first phase of the study, performed from Aug. 1989 through Feb. 1991, which shows that significant energy saving are possible through the use of high temperature insulating fibers that better retain their efficient insulating properties during the service lifetime of the fibers. The remaining phases of this program include the pilot scale development and then full scale production feasibility development and evaluation of enhanced high temperature refractory insulting fibers. This first proof of principle phase of the program presents a summary of the current use patterns of refractory fibers, a laboratory evaluation of the high temperature performance characteristics of selected typical refractory fibers and an analysis of the potential energy savings through the use of enhanced refractory fibers. The current use patterns of refractory fibers span a wide range of industries and high temperature furnaces within those industries. The majority of high temperature fiber applications are in furnaces operating between 2000 and 26000{degrees}F. The fibers used in furnaces operating within this range provide attractive thermal resistance and low thermal storage at reasonable cost. A series of heat treatment studies performed for this phase of the program has shown that the refractory fibers, as initially manufactured, have attractive thermal conductivities for high temperature applications but the fibers go through rapid devitrification and subsequent crystal growth upon high temperature exposure. Development of improved fibers, maintaining the favorable characteristics of the existing as-manufactured fibers, could save between 1 and 4% of the energy consumed in high temperature furnaces using refractory fibers.

  5. High-Penetration PV Deployment in the Arizona Public Service System, Phase 1 Update: Preprint

    In an effort to better understand the impacts of high penetrations of photovoltaic generators on distribution systems, Arizona Public Service and its partners have begun work on a multi-year project to develop the tools and knowledge base needed to safely and reliably integrate high penetrations of utility- and residential-scale photovoltaics (PV). Building upon the APS Community Power Project -- Flagstaff Pilot, this project will analyze the impact of PV on a representative feeder in northeast Flagstaff. To quantify and catalog the effects of the estimated 1.3 MW of PV that will be installed on the feeder (both smaller units at homes as well as large, centrally located systems), high-speed weather and electrical data acquisition systems and digital 'smart' meters are being designed and installed to facilitate monitoring and to build and validate comprehensive, high-resolution models of the distribution system. These models will be used to analyze the impacts of the PV on distribution circuit protection systems (including anti-islanding), predict voltage regulation and phase balance issues, and develop volt/var control schemes. This paper continues from a paper presented at the 2011 IEEE PVSC conference that introduces the project and describes some of the preliminary consideration, as well as project plans and early results. This paper gives a status update of the project and presents selected results from Phase 2 of the project. It discusses baseline feeder modeling, load allocation, data acquisition, utility-scale PV integration, preliminary model validation, and plans for future phases.

    This paper focuses on how the ancillary service market designs are implemented and how they may require changes on systems with greater penetrations of variable renewable energy suppliers, in particular wind power. Ancillary services markets have been developed in many of the restructured power system regions throughout the world. Ancillary services include the services that support the provision of energy to support power system reliability. The ancillary services markets are tied tightly to the design of the energy market and to the physics of the system and therefore careful consideration of power system economics and engineering must be considered in their design. This paper focuses on how the ancillary service market designs are implemented and how they may require changes on systems with greater penetrations of variable renewable energy suppliers, in particular wind power.

    Although common knowledge dictates that the lichen thallus is formed solely by a fungus (mycobiont) that develops a symbiotic relationship with an alga and/or cyanobacterium (photobiont), the non-photoautotrophic bacteria found in lichen microbiomes are increasingly regarded as integral components of lichen thalli. For this study, comparative analyses were conducted on lichen-associated bacterial communities to test for effects of photobiont-types (i.e. green algal vs. cyanobacterial), mycobiont-types and large-scale spatial distances (from tropical to arctic latitudes). Amplicons of the 16S (SSU) rRNA gene were examined using both Sanger sequencing of cloned fragments and barcoded pyrosequencing. Rhizobiales is typically the most abundant and taxonomically diverse order in lichen microbiomes; however, overall bacterial diversity in lichens is shown to be much higher than previously reported. Members of Acidobacteriaceae, Acetobacteraceae, Brucellaceae and sequence group LAR1 are the most commonly found groups across the phylogenetically and geographically broad array of lichens examined here. Major bacterial community trends are significantly correlated with differences in large-scale geography, photobiont-type and mycobiont-type. The lichen as a microcosm represents a structured, unique microbial habitat with greater ecological complexity and bacterial diversity than previously appreciated and can serve as a model system for studying larger ecological and evolutionary principles.

    Positron emission tomography (PET) imaging is used for fundamental studies of living biological organisms and microbial ecosystems in applications ranging from biofuel production to environmental remediation to the study, diagnosis, and treatment monitoring of human disease. Routine access to PET imaging, to monitor biochemical reactions in living organisms in real time, could accelerate a broad range of research programs of interest to DOE. Using PET requires access to short-lived radioactive-labeled compounds that specifically probe the desired living processes. The overall aims of this project were to develop a miniature liquid-handling technology platform (called microfluidics) that increases the availability of diverse PET probes by reducing the cost and complexity of their production. Based on preliminary experiments showing that microfluidic chips can synthesis such compounds, we aimed to advance this technology to improve its robustness, increase its flexibility for a broad range of probes, and increase its user-friendliness. Through the research activities of this project, numerous advances were made; Tools were developed to enable the visualization of radioactive materials within microfluidic chips; Fundamental advances were made in the microfluidic chip architecture and fabrication process to increase its robustness and reliability; The microfluidic chip technology was shown to produce useful quantities of an example PET probes, and methods to further increase the output were successfully pursued; A universal chip was developed that could produce multiple types of PET probes, enabling the possibility of on demand synthesis of different probes; and Operation of the chip was automated to ensure minimal radiation exposure to the operator Based on the demonstrations of promising technical feasibility and performance, the microfluidic chip technology is currently being commercialized.   18. Some aspects of the selection of materials for high temperature service in fossil fuel power generation

    The electric power industry, converting heat into electricity, is concerned with two primary parameters, reliability and efficiency. In order to satisfy the reliability criteria, it is preferred to use well known and well tried materials well within their ultimate performance limits. In order to improve the economics of the process, it is attempted first to optimize the process and then to alter the operational parameters in order to increase the efficiency of the cycle used. The efficiency of the thermal cycle used depends primarily on its upper and lower temperature limits. For instance, it is well known that a plant operating in regions where the water supply is cooler demonstrate higher efficiencies than a plant that operates in warmer climates. For practical purposes however, it is the upper temperature limit of the cycle that must be increased to improve efficiency. This immediately requires that materials be selected, for the high temperature components, that can operate safely and continuously under these conditions, that also include aggressive, corrosive atmospheres. The need to consider higher operating temperatures opens up the range of materials being studied to include alloys that are established for high temperature use in other applications as well as new, mainly untried materials. The conditions under which a heat exchanger for electric power generation must operate are so different from other applications that nearly all materials, alternative to those now in use, must be approached as new and undergo extensive testing for coding. Few materials are available for use in this application off the shelf.

  20. Grain Boundary Character Along Intergranular Stress Corrosion Crack Paths in Austenitic Stainless Alloys Removed from High-Temperature Water Service

    Stress-corrosion cracks produced in high-temperature water environments were examined in alloy 600 and stainless steel samples. The alloy 600 samples were removed from pressurized-water reactor (PWR) steam generator tubing after exhibiting cracking in service or after model-boiler stress corrosion cracking tests. The 304 and 316 stainless steel samples also experienced intergranular stress corrosion cracking (IGSCC) in high-temperature-water environments similar to a PWR steam generator. Grain boundary misorientations were measured along IG crack paths as well as in the bulk. In general, only twin Sigma 3 boundaries exhibited improved resistance to crack propagation. If the Sigma 3 were factored out, the fractions of grain boundary types of cracked boundaries corresponded to their frequency of occurrence in the bulk alloy. Other boundaries with coincident site lattice misorientations, including Sigma 9 and Sigma 27, were observed to crack. The cracks were often (but not always) arrested at grain boundary junctions containing Sigma 3 boundaries. The results obtained indicate that grain boundary crystallography does not fully determine its susceptibility to IGSCC in typical commercial alloys. Other factors must be taken into account when assessing material?s propensity to IG failure.

    It is well-known that the diversity of life appears to fluctuate during the course the Phanerozoic, the eon during which hard shells and skeletons left abundant fossils (0-542 Ma). Using Sepkoski's compendium of the first and last stratigraphic appearances of 36380 marine genera, we report a strong 62 {+-} 3 Myr cycle, which is particularly strong in the shorter-lived genera. The five great extinctions enumerated by Raup and Sepkoski may be an aspect of this cycle. Because of the high statistical significance, we also consider contributing environmental factors and possible causes.

    Reduced-activation ferritic-martensitic (RAFM) steels, candidate structural materials for fusion reactors, have achieved technological maturity after about three decades of research and development. The recent status of a few developmental aspects of current RAFM steels, such as aging resistance, plate thickness effects, fracture toughness, and fatigue, is updated in this paper, together with ongoing efforts to develop next-generation RAFM steels for superior high-temperature performance. Additionally, to thermomechanical treatments, including nonstandard heat treatment, alloy chemistry refinements and modifications have demonstrated some improvements in high-temperature performance. Castable nanostructured alloys (CNAs) were developed by significantly increasing the amount of nanoscale MX (M = V/Ta/Ti,more » X = C/N) precipitates and reducing coarse M23C6 (M = Cr). Preliminary results showed promising improvement in creep resistance and Charpy impact toughness. We present and compare limited low-dose neutron irradiation results for one of the CNAs and China low activation martensitic with data for F82H and Eurofer97 irradiated up to ~70 displacements per atom at ~300–325 °C.« less

    The threat of asteroid impacts on Earth poses a low-probability but high consequence risk, with possible outcomes ranging from regional to global catastrophe. However, unique amongst such global threats we have the capability of averting such disasters. Diversion approaches by either kinetic impactor or nuclear energy deposition are the two most practical technologies for mitigating hazardous near Earth asteroids. One of the greatest challenges in understanding our options is the uncertain response of asteroids to such impulsive techniques, due both to our lack of knowledge of the composition and structure of these objects as well as their highly varied nature.more » Predicting whether we will simply divert or break up a given object is a crucial: the weak self-gravity and inferred weak structure of typical asteroids present the strong possibility the body will fragment for modest impulses. Predictive modeling of failure and fragmentation is one important tool for such studies.   11. The HARNESS Workbench: Unified and Adaptive Access to Diverse HPC Platforms

    The primary goal of the Harness WorkBench (HWB) project is to investigate innovative software environments that will help enhance the overall productivity of applications science on diverse HPC platforms. Two complementary frameworks were designed: one, a virtualized command toolkit for application building, deployment, and execution, that provides a common view across diverse HPC systems, in particular the DOE leadership computing platforms (Cray, IBM, SGI, and clusters); and two, a unified runtime environment that consolidates access to runtime services via an adaptive framework for execution-time and post processing activities. A prototype of the first was developed based on the concept of a 'system-call virtual machine' (SCVM), to enhance portability of the HPC application deployment process across heterogeneous high-end machines. The SCVM approach to portable builds is based on the insertion of toolkit-interpretable directives into original application build scripts. Modifications resulting from these directives preserve the semantics of the original build instruction flow. The execution of the build script is controlled by our toolkit that intercepts build script commands in a manner transparent to the end-user. We have applied this approach to a scientific production code (Gamess-US) on the Cray-XT5 machine. The second facet, termed Unibus, aims to facilitate provisioning and aggregation of multifaceted resources from resource providers and end-users perspectives. To achieve that, Unibus proposes a Capability Model and mediators (resource drivers) to virtualize access to diverse resources, and soft and successive conditioning to enable automatic and user-transparent resource provisioning. A proof of concept implementation has demonstrated the viability of this approach on high end machines, grid systems and computing clouds.

    The restructuring of local distribution services is now the focus of the natural gas industry. It is the last major step in the ``reconstitution`` of the natural gas industry and a critical clement in realizing the full benefits of regulatory and market reforms that already have taken place in the wellhead and interstate markets. It could also be the most important regulatory initiative for most end-use customers because they are affected directly by the costs and reliability of distribution services. Several factors contribute to the current emphasis on distribution service restructuring. They include the unbundling and restructuring of upstream markets, a realization of the limitations of supply-side options (such as gas procurement oversight), and the increased diversity and volatility of gas demand facing local distribution companies. Local distribution service is not one but a series of activities that start with commodity gas procurement and extend to transportation, load balancing, storage, and metering and billing of services provided. There are also considerable differences in the economies of scale and scope associated with these various activities. Thus, a mixture of supply arrangements (such as a competitive market or a monopoly) is required for the most efficient delivery of local distribution services. A distinction must be made between the supply of commodity gas and the provision of a bundled distribution service. This distinction and identification of the best supply arrangements for various distribution service components are the most critical factors in developing appropriate restructuring policies. For most state public utility commissions the criteria for service restructuring should include pursuing the economies of scale and scope in gas distribution, differentiating and matching gas service reliability and quality with customer requirements, and controlling costs associated with the search, negotiation, and contracting of gas services.

    Data-intensive applications, including high energy and nuclear physics, astrophysics, climate modeling, nano-scale materials science, genomics, and financing, are expected to generate exabytes of data over the coming years, which must be transferred, visualized, and analyzed by geographically distributed teams of users. High-performance network capabilities must be available to these users at the application level in a transparent, virtualized manner. Moreover, the application users must have the capability to move large datasets from local and remote locations across network environments to their home institutions. To solve these challenges, the main goal of our project is to design and evaluate high-performance data transfer software to support various data-intensive applications. First, we have designed a middleware software that provides access to Remote Direct Memory Access (RDMA) functionalities. This middleware integrates network access, memory management and multitasking in its core design. We address a number of issues related to its efficient implementation, for instance, explicit buffer management and memory registration, and parallelization of RDMA operations, which are vital to delivering the benefit of RDMA to the applications. Built on top of this middleware, an implementation and experimental evaluation of the RDMA-based FTP software, RFTP, is described and evaluated. This application has been implemented by our team to exploit the full capabilities of advanced RDMA mechanisms for ultra-high speed bulk data transfer applications on Energy Sciences Network (ESnet). Second, we designed our data transfer software to optimize TCP/IP based data transfer performance such that RFTP can be fully compatible with today’s Internet. Our kernel optimization techniques with Linux system calls sendfile and splice, can reduce data copy cost.     Soil biodiversity has been recognized as a key feature of ecosystem functioning and stability. However, soil biodiversity is strongly impaired by agriculture and relatively little is known on how and at what spatial and temporal scales soil biodiversity is restored after the human disturbances have come to an end. Here, a multi-scale approach was used to compare diversity patterns of soil mites and nematodes at four stages (early, mid, late, reference site) along a secondary succession chronosequence from abandoned arable land to heath land. In each field four soil samples were taken during four successive seasons. We determined soil diversity within samples ({alpha}-diversity), between samples ({beta}-diversity) and within field sites ({gamma}-diversity). The patterns of {alpha}- and {gamma}-diversity developed similarly along the chronosequence for oribatid mites, but not for nematodes. Nematode {alpha}-diversity was highest in mid- and late-successional sites, while {gamma}-diversity was constant along the chronosequence. Oribatid mite {beta}-diversity was initially high, but decreased thereafter, whereas nematode {beta}-diversity increased when succession proceeded; indicating that patterns of within-site heterogeneity diverged for oribatid mites and nematodes. The spatio-temporal diversity patterns after land abandonment suggest that oribatid mite community development depends predominantly on colonization of new taxa, whereas nematode community development depends on shifts in dominance patterns. This would imply that at old fields diversity patterns of oribatid mites are mainly controlled by dispersal, whereas diversity patterns of nematodes are mainly controlled by changing abiotic or biotic soil conditions. Our study shows that the restoration of soil biodiversity along secondary successional gradients can be both scale- and phylum-dependent.

    In the twentieth century, ecologists and agriculturists developed an increasingly sophisticated understanding of the value of biological diversity, specifically the resilience and adaptability it brings to ecosystems. In the twenty-first century, the ecosystem model has been applied to human systems, particularly to understanding how organizations are structured and how they operate. Twenty-first century organizations are challenged by diversity in many arenas. Demographic changes in workforce composition and customer populations, combined with globalized markets and international competition are increasing the amount of diversity organizations must manage, both internally and externally. Many diversity specialists and business leaders argue that businesses and organizations interested in surviving and thriving in the twenty-first century need to take competitive advantage of a diverse workplace (Soutar, 2004; Yang, 2005). But to do so successfully, leaders and human resources (HR) managers must redefine management and leadership (Jones, 1989). Just as mono-cropping destroys biological diversity, and, in extreme cases, such as the Irish potato famine--human as well as natural ecosystems (Keohane, n.d.), so does mono-managing similarly destroy diversity within organizations. Leaders wanting to build strong, diverse organizations will not be successful if they rely on one approach or solution. Single-threaded diversity solutions, such as focusing only on recruitment or single-approach management techniques, such as requiring every employee to take diversity training, do not create lasting change (Kossek & Lobel, 1996; McMahon, 2006; Thomas, 1990). Bringing about the changes needed to build and sustain diversity requires commitment, strategy, communication, and concrete changes in organizational structure and processes.     Congress passed the Nuclear Waste Policy Act of 1982 (NWPA) and its amendments establishing the national policy for safely storing, transporting and disposing of spent nuclear fuel and high-level radioactive waste in a geologic repository. This legislation created the Office of Civilian Radioactive Waste Management (OCRWM) within the US Department of Energy (DOE) to develop an integrated system for the safe and efficient disposal of high-level radioactive waste. The NWPA, as amended, directs DOE to study in detail the Yucca Mountain site in Nevada as the only candidate site for the Nation`s geologic repository. This Information Services Directory is intended to facilitate dissemination of information. The Directory is produced by the Education and Information Division of OCRWM`s Office of External Relations and will be updated periodically. This is the third such update since its issuance in August 1986. It is a reference document that lists the sources of program information available to states, Indian tribes, and the public.

    The US electricity industry, dominated by vertically integrated, retail-monopoly, regulated utilities, is undergoing enormous changes. The industry, within the next few years, will evolve into a deintegrated, competitive-market dominated, less regulated industry. Part of this process involves unbundling electric generation from transmission, which raises the issue of ancillary services. Since the Federal Energy Regulatory Commission (FERC) published its March 1995 proposed rule on open-access transmission, ancillary services have been an important topic. Ancillary services are those functions performed by the equipment and people that generate, control, transmit, and distribute electricity to support the basic services of generating capacity, energy supply, and power delivery. These services cost US electricity consumers about $12 billion a year. This article examines the functions performed by the equipment and people that generate, control, transmit, and distribute electricity to support the basic services of generating capacity, energy supply, and power delivery.

    This paper investigates the potential of providing aggregated intra-hour load balancing services using heating, ventilating, and air-conditioning (HVAC) systems. A direct-load control algorithm is presented. A temperature-priority-list method is used to dispatch the HVAC loads optimally to maintain consumer-desired indoor temperatures and load diversity. Realistic intra-hour load balancing signals were used to evaluate the operational characteristics of the HVAC load under different outdoor temperature profiles and different indoor temperature settings. The number of HVAC units needed is also investigated. Modeling results suggest that the number of HVACs needed to provide a {+-}1-MW load balancing service 24 hours a day varies significantly with baseline settings, high and low temperature settings, and the outdoor temperatures. The results demonstrate that the intra-hour load balancing service provided by HVAC loads meet the performance requirements and can become a major source of revenue for load-serving entities where the smart grid infrastructure enables direct load control over the HAVC loads.

    Today theft of service has become a serious problem for the gas utilities (one utility estimated it to be 10% of its net profit) and many companies have established special departments or units to deal with it. Major factors contributing to gas theft are (1) the price escalation after the 1973-74 oil embargo, (2) high unemployment, (3) poor economic conditions, (4) a general decline in respect for utilities and the law, (5) minimal risk to offenders (customers feel that nothing will happen to them if they get caught), (6) relatively low skill required to illegally restore utility service, and (7) the attitude of getting something for nothing. Some preventive methods now being recommended include the following: (1) the use of computers to scan consumption patterns, (2) unannounced meter readings, and (3) tips from hotline tape recordings and from meter readers, departments, and neighboring utilities.

In some cases, the upgrade may change the tariff structure for the facility and may qualify the property for a different structure with lower overall costs.     Battery electric vehicles (BEVs) could significantly reduce the nation's gasoline consumption and greenhouse gas emissions rates. However, both the upfront cost and the limited range of the vehicle are perceived to be deterrents to the widespread adoption of BEVs. A service provider approach to marketing BEVs, coupled with a battery swapping infrastructure deployment could address both issues and accelerate BEV adoption. This presentation examines customer selection, service usage statistics, service plan fees and driver economics. Our results show it is unlikely that a battery swapping service plan will be more cost-effective than ownership of a conventional vehicle. A battery swapping service plan may be a more cost-effective solution than a directly owned BEV for some single-vehicle, high-mileage consumers. However, other factors not considered in this analysis could decrease the viability of such a service.

    Human immunodeficiency virus type 1 (HIV-1) group M is responsible for the current AIDS pandemic and exhibits exceedingly high levels of viral genetic diversity around the world, necessitating categorization of viruses into distinct lineages, or subtypes. These subtypes can differ by around 35% in the envelope (Env) glycoproteins of the virus, which are displayed on the surface of the virion and are targets for both neutralizing antibody and cell-mediated immune responses. This diversity reflects the remarkable ability of the virus to adapt to selective pressures, the bulk of which is applied by the host immune response, and represents a serious obstacle for developing an effective vaccine with broad coverage. Thus, it is important to understand the underlying biological consequences of inter-subtype diversity. Recent studies have revealed that the HIV-1 subtypes exhibit phenotypic differences that result from subtle differences in Env structure, particularly within the highly immunogenic V3 domain, which participates directly in viral entry. This review will therefore explore current research that describes subtypic differences in Env at the genetic and phenotypic level, focusing in particular on V3, and highlighting recent discoveries about the unique features of subtype C Env, which is the most prevalent subtype globally.

  15. Genomes to Life Diversity Initiative

    This was a collaborative initiative between Western Carolina University, Furman University and the University of North Carolina-Asheville. At each of the institutions, funds from the grant award were used for the acquisition of mostly microscopy laboratory equipment, supporting supplies and necessary training as appropriate. The distribution of funds was: $495,000 Western Carolina University; $130,000 Furman University; $100,000 University of North Carolina-Asheville for a total of $725,000 total award from DOE. Western Carolina University purchased significant instrumentation with funds from this award that included among others, fermenters, a Confocal microscope, and an automated sequencer. The fermenters have been used in research and courses and to prepare biochemical materials for research and courses. The Confocal microscope has provided Western students and faculty with unique imaging opportunities not generally available except in medical schools. Unlike regular optical microscopy, confocal microscopy offers a three-dimensional image that can be viewed from different angles. In addition, the device has been set up to be controlled from remote locations, providing high school and institutions of higher education students across Western North Carolina with the opportunity to use state-of-the-art instrumentation from their location. One of the goals of this collaboration was to get more high school students interested in science. The automated sequencer has become a very significant instructional and research tool. It has been widely used for characterizing the oak genome, which has very significant implications for Western North Carolina. More recently, it has been used for groundbreaking forensic science research. This device has been used to create a database to identify unidentified persons. The instrument has also been used in several undergraduate and graduate courses, where students learn the principles and operation of this very important instrument

  17. Fitness for service applications in LNG plants

    Fitness-for-service assessments can provide information regarding operational reliability of equipment. However, to be meaningful, such assessments require an analytical procedure to determine the ability of engineering structures to tolerate the presence of weld flaws. In recent years, there has been a significant interest in this technology by the refining and petrochemical industries for predicting and avoiding fracture in pressurized components. Most applications have covered pressure vessel and piping where carbon and low alloy steels are the traditional materials of construction. More recently, fitness for service questions have developed for equipment with highly ductile materials such as aluminum alloys. In order to handle these questions ductile tearing resistance must be considered and R curve methods are required. In this paper examples are cited where fitness for service assessments were required for an aluminum heat exchanger in LNG service. Suitable R curve data were developed in order to establish flaw tolerance following UT inspections of this equipment.

  11. Abundance, diversity, and resource use in an assemblage of Conus species in Enewetak lagoon

    Eight species of the gastropod genus Conus co-occur in sand substrate and an adjacent meadow of Halimeda stuposa in Enewetak lagoon, an unusually diverse assemblage for this type of habitat. Population density is high, and large species predominate; they represent all major feeding groups in the genus: predators on polychaetes, enteropneusts, gastropods, and fishes. Although the two most common Conus species eat primarily the same prey species, they mainly take prey of different sizes in different microhabitats. The results suggest that sufficient microhabitat heterogeneity and prey diversity exist to permit spatial segregation and specialization on different prey resources by the different Conus species present. Between-species dissimilarity in resource use thus agrees with previous observations on more diverse Conus assemblages of subtidal coral reef platforms. Prey species diversity is inversely related to body size, confirming and extending a previously identified pattern among Conus species that prey on sedentary polychaetes.

    The invention is a terminal assembly having a casing with at least one delivery tapered-cone conductor and at least one return tapered-cone conductor routed there-through. The delivery and return tapered-cone conductors are electrically isolated from each other and positioned in the annuluses of ordered concentric cones at an off-normal angle. The tapered cone conductor service can be AC phase conductors and DC link conductors. The center core has at least one service conduit of gate signal leads, diagnostic signal wires, and refrigerant tubing routed there-through. A seal material is in direct contact with the casing inner surface, the tapered-cone conductors, and the service conduits thereby hermetically filling the interstitial space in the casing interior core and center core. The assembly provides simultaneous high-current, high-pressure, low-inductance, and high-reliability service.

    North American Electric Reliability Corporation (NERC) grid is operated by about 131 balancing authorities (BA). Within each BA, operators are responsible for managing the unbalance (caused by both load and wind). As wind penetration levels increase, the challenges of managing power variation increases. Working independently, balancing area with limited regulating/load following generation and high wind power penetration faces significant challenges. The benefits of BA cooperation and consolidation increase when there is a significant wind energy penetration. To explore the benefits of BA cooperation, this paper investigates ACE sharing approach. A technology called ACE diversity interchange (ADI) is already in use in the western interconnection. A new methodology extending ADI is proposed in the paper. The proposed advanced ADI overcoming some limitations existing in conventional ADI. Simulations using real statistical data of CAISO and BPA have shown high performance of the proposed advanced ADI methodology.

    Rocky Flats Environmental Technology Site (RFETS), has approximately 10,000 High Efficiency Particulate Air (HEPA) Filters installed in a variety of filter plenums. These ventilation/filtration plenum systems are used to control the release of airborne particulate contaminates to the environment during normal operations and potential accidents. This report summarizes the results of destructive and non-destructive tests on HEPA filters obtained from a wide variety of ages and service conditions. These tests were performed to determine an acceptable service life criteria for HEPA filters used at Rocky Flats Environmental Technology Site (RFETS). A total of 140 filters of various ages (1972 to 1996) and service history (new, aged unused, used) were tested. For the purpose of this report, filter age from manufacture date/initial test date to the current sample date was used, as opposed to the actual time a filter was installed in an operating system.

    Battery electric vehicles (BEVs) offer the potential to reduce both oil imports and greenhouse gas emissions, but high upfront costs, battery-limited vehicle range, and concern over high battery replacement costs may discourage potential buyers. A subscription model in which a service provider owns the battery and supplies access to battery swapping infrastructure could reduce upfront and replacement costs for batteries with a predictable monthly fee, while expanding BEV range. Assessing the costs and benefits of such a proposal are complicated by many factors, including customer drive patterns, the amount of required infrastructure, battery life, etc. The National Renewable Energy Laboratory has applied its Battery Ownership Model to compare the economics and utility of BEV battery swapping service plan options to more traditional direct ownership options. Our evaluation process followed four steps: (1) identifying drive patterns best suited to battery swapping service plans, (2) modeling service usage statistics for the selected drive patterns, (3) calculating the cost-of-service plan options, and (4) evaluating the economics of individual drivers under realistically priced service plans. A service plan option can be more cost-effective than direct ownership for drivers who wish to operate a BEV as their primary vehicle where alternative options for travel beyond the single-charge range are expensive, and a full-coverage-yet-cost-effective regional infrastructure network can be deployed. However, when assumed cost of gasoline, tax structure, and absence of purchase incentives are factored in, our calculations show the service plan BEV is rarely more cost-effective than direct ownership of a conventional vehicle.

  15. Improved techniques for fluid diversion in oil recovery. Final report

    This three-year project had two technical objectives. The first objective was to compare the effectiveness of gels in fluid diversion (water shutoff) with those of other types of processes. Several different types of fluid-diversion processes were compared, including those using gels, foams, emulsions, particulates, and microorganisms. The ultimate goals of these comparisons were to (1) establish which of these processes are most effective in a given application and (2) determine whether aspects of one process can be combined with those of other processes to improve performance. Analyses and experiments were performed to verify which materials are the most effective in entering and blocking high-permeability zones. The second objective of the project was to identify the mechanisms by which materials (particularly gels) selectively reduce permeability to water more than to oil. A capacity to reduce water permeability much more than oil or gas permeability is critical to the success of gel treatments in production wells if zones cannot be isolated during gel placement. Topics covered in this report include (1) determination of gel properties in fractures, (2) investigation of schemes to optimize gel placement in fractured systems, (3) an investigation of why some polymers and gels can reduce water permeability more than oil permeability, (4) consideration of whether microorganisms and particulates can exhibit placement properties that are superior to those of gels, and (5) examination of when foams may show placement properties that are superior to those of gels.

    The restructuring of local distribution services is now the focus of the natural gas industry. It is viewed by some as the last major step in the {open_quotes}reconstitution{close_quotes} of the natural gas industry and a critical element in realizing the full benefits of regulatory and market reforms that have already taken place in the wellhead and interstate markets. It could also be the most important regulatory initiative for most end-use customers since they are affected directly by the costs and reliability of distribution services. Several factors contributed to the current emphasis on distribution service restructuring. They include the unbundling and restructuring of upstream markets, a realization of the limitations of supply-side options (such as gas procurement oversight), and the increased diversity and volatility of gas demand facing local distribution companies (LDCs). Overall, restructuring requires the LDC to transform itself from a franchised monopoly providing a uniform bundled service into a {open_quotes}competitive{close_quotes} enterprise delivering distinct unbundled services.

    Abstract—Spectral Embedding is one of the most effective dimension reduction algorithms in data mining. However, its computation complexity has to be mitigated in order to apply it for real-world large scale data analysis. Many researches have been focusing on developing approximate spectral embeddings which are more efficient, but meanwhile far less effective. This paper proposes Diverse Power Iteration Embeddings (DPIE), which not only retains the similar efficiency of power iteration methods but also produces a series of diverse and more effective embedding vectors. We test this novel method by applying it to various data mining applications (e.g. clustering, anomaly detection and feature selection) and evaluating their performance improvements. The experimental results show our proposed DPIE is more effective than popular spectral approximation methods, and obtains the similar quality of classic spectral embedding derived from eigen-decompositions. Moreover it is extremely fast on big data applications. For example in terms of clustering result, DPIE achieves as good as 95% of classic spectral clustering on the complex datasets but 4000+ times faster in limited memory environment.

    The basic features of the Priority Service approach for unbundling the equality attributes of electric power service is described. This paper pointed out how this unbundling of service provides an effective tool for managing the risks faced by electric utilities in the next decade. It is also interesting to compare the features of Priority Service to those that result from deregulation of supply in other industries. In the transportation and communications industries, a primary result of deregulation has been a substantial increase in product differentiation and the tailoring of products to specific customer needs.     This report presents the technical basis for establishing acceptable mitigating strategies that resolve diversity and defense-in-depth (D3) assessment findings and conform to U.S. Nuclear Regulatory Commission (NRC) requirements. The research approach employed to establish appropriate diversity strategies involves investigation of available documentation on D3 methods and experience from nuclear power and nonnuclear industries, capture of expert knowledge and lessons learned, determination of best practices, and assessment of the nature of common-cause failures (CCFs) and compensating diversity attributes. The research described in this report does not provide guidance on how to determine the need for diversity in a safety system to mitigate the consequences of potential CCFs. Rather, the scope of this report provides guidance to the staff and nuclear industry after a licensee or applicant has performed a D3 assessment per NUREG/CR-6303 and determined that diversity in a safety system is needed for mitigating the consequences of potential CCFs identified in the evaluation of the safety system design features. Succinctly, the purpose of the research described in this report was to answer the question, 'If diversity is required in a safety system to mitigate the consequences of potential CCFs, how much diversity is enough?' The principal results of this research effort have identified and developed diversity strategies, which consist of combinations of diversity attributes and their associated criteria. Technology, which corresponds to design diversity, is chosen as the principal system characteristic by which diversity criteria are grouped to form strategies. The rationale for this classification framework involves consideration of the profound impact that technology-focused design diversity provides. Consequently, the diversity usage classification scheme involves three families of strategies: (1) different technologies, (2) different approaches within the same

    The High-Resolution Mid-Atlantic Forecasting Ensemble (HME) is a federated effort to improve operational forecasts related to precipitation, convection and boundary layer evolution, and fire weather utilizing data and computing resources from a diverse group of cooperating institutions in order to create a mesoscale ensemble from independent members. Collaborating organizations involved in the project include universities, National Weather Service offices, and national laboratories, including the Savannah River National Laboratory (SRNL). The ensemble system is produced from an overlapping numerical weather prediction model domain and parameter subsets provided by each contributing member. The coordination, synthesis, and dissemination of the ensemble information are performed by the Renaissance Computing Institute (RENCI) at the University of North Carolina-Chapel Hill. This paper discusses background related to the HME effort, SRNL participation, and example results available from the RENCI website.

    Sustainable forest management requires maintaining or increasing ecosystem productivity, while preserving or restoring natural levels of biodiversity. Application of general concepts from ecological theory, along with use of mechanistic, landscape-based computer models, can contribute to the successful achievement of both of these objectives. Ecological theories based on the energetics and dynamics of populations can be used to predict the general distribution of individual species, the diversity of different types of species, ecosystem process rates and pool sizes, and patterns of spatial and temporal heterogeneity over a broad range of environmental conditions. This approach requires subdivision of total biodiversity into functional types of organisms, primarily because different types of organisms respond very differently to the spatial and temporal variation of environmental conditions on landscapes. The diversity of species of the same functional type (particularly among plants) tends to be highest at relatively low levels of net primary productivity, while the total number of different functional types (particularly among animals) tends to be highest at high levels of productivity (e.g., site index or potential net primary productivity). In general, the diversity of animals at higher trophic levels (e.g., predators) reaches its maximum at much higher levels of productivity than the diversity of lower trophic levels (e.g., plants). This means that a single environment cannot support high diversity of all types of organisms. Within the framework of the general patterns described above, the distributions, population dynamics, and diversity of organisms in specific regions can be predicted more precisely using a combination of computer simulation models and GIS data based on satellite information and ground surveys. Biophysical models that use information on soil properties, climate, and hydrology have been developed to predict how the abundance and spatial

    Many demand response resources are technically capable of providing ancillary services. In some cases, they can provide superior response to generators, as the curtailment of load is typically much faster than ramping thermal and hydropower plants. Analysis and quantification of demand response resources providing ancillary services is necessary to understand the resources economic value and impact on the power system. Methodologies used to study grid integration of variable generation can be adapted to the study of demand response. In the present work, we describe and illustrate a methodology to construct detailed temporal and spatial representations of the demand response resource and to examine how to incorporate those resources into power system models. In addition, the paper outlines ways to evaluate barriers to implementation. We demonstrate how the combination of these three analyses can be used to translate the technical potential for demand response providing ancillary services into a realizable potential.

    Operations involving sand or solids washing are the most common of today's coiled tubing workover services. Wellbore cleanouts require pumping fluid that will entrain solids and return them to the surface. In most cases, wash fluids and solids are captured in surface tanks of sufficient volume to allow solids to settle out. Where practical, fluids are recirculated to reduce cost. An important concern when designing sand wash programs is correct fluid system selection. Wash fluids should closely balance BHP and provide piston like displacement for solids removal. This paper is an overview of compressible and incompressible fluids commonly used for coiled tubing services.

It comprises: an aqueous solution of calcium chloride, a solid weighing agent suspended in the solution and being selected from the group consisting of zinc, zinc oxide, and mixtures thereof; and a viscosifier dissolved in the solution in an amount effective to suspend the weighing agent.     Seadrift Pipeline Corp. recently decommissioned its Ella Pipeline, an 108-mile, 8-in. line between the King Ranch and a Union Carbide plant at Seadrift, Texas. The pipeline company opted for the product transfer services of pipeline Dehydrators Inc. to evacuate the ethane-rich LPG mixture from the pipeline instead of flaring the LPG or displacing it with nitrogen at operating pressures into another pipeline. The product transfer system of Pipeline Dehydrators incorporates the use of highly specialized portable compressors, heat exchangers and interconnected piping. The product transfer process of evacuating a pipeline is an economically viable method that safely recovers a very high percentage of the product while maintaining product purity. Using positive-displacement compressors, PLD transferred the LPG from the idled 8-in. Ella line into an adjacent 12-in. ethane pipeline that remained in service at approximately 800 psig. Approximately 4.3 million lb of LPG (97% ethane, 2.7% methane and 0.3% propane) were transferred into the ethane pipeline, lowering the pressure on the Ella Pipeline from 800 psig to 65 psig.

    Distributed energy resources (DER) are quickly making their way to industry primarily as backup generation. They are effective at starting and then producing full-load power within a few seconds. The distribution system is aging and transmission system development has not kept up with the growth in load and generation. The nation's transmission system is stressed with heavy power flows over long distances, and many areas are experiencing problems in providing the power quality needed to satisfy customers. Thus, a new market for DER is beginning to emerge. DER can alleviate the burden on the distribution system by providing ancillary services while providing a cost adjustment for the DER owner. This report describes 10 types of ancillary services that distributed generation (DG) can provide to the distribution system. Of these 10 services the feasibility, control strategy, effectiveness, and cost benefits are all analyzed as in the context of a future utility-power market. In this market, services will be provided at a local level that will benefit the customer, the distribution utility, and the transmission company.

    Abstract. Landscape corridors are commonly used to mitigate negative effects of habitat fragmentation, but concerns persist that they may facilitate the spread of invasive species. In a replicated landscape experiment of open habitat, we measured effects of corridors on the invasive fire ant, Solenopsis invicta, and native ants. Fire ants have two social forms: polygyne, which tend to disperse poorly but establish at high densities, and monogyne, which disperse widely but establish at lower densities. In landscapes dominated by polygyne fire ants, fire ant abundance was higher and native ant diversity was lower in habitat patches connected by corridors than in unconnected patches. Conversely, in landscapes dominated by monogyne fire ants, connectivity had no influence on fire ant abundance and native ant diversity. Polygyne fire ants dominated recently created landscapes, suggesting that these corridor effects may be transient. Our results suggest that corridors can facilitate invasion and they highlight the importance of considering species traits when assessing corridor utility.

    If geothermal heat pumps (GHPs) are to make a significant mark in the market, we believe that it will be through energy service pricing contracts offered by retailcos. The benefits of GHPs are ideally suited to energy service pricing (ESP) contractual arrangements; however, few retailcos are thoroughly familiar with the benefits of GHPs. Many of the same barriers that have prevented GHPs from reaching their full potential in the current market environment remain in place for retailcos. A lack of awareness, concerns over the actual efficiencies of GHPs, perceptions of extremely high first costs, unknown records for maintenance costs, etc. have all contributed to limited adoption of GHP technology. These same factors are of concern to retailcos as they contemplate long term customer contracts. The central focus of this project was the creation of models, using actual GHP operating data and the experience of seasoned professionals, to simulate the financial performance of GHPs in long-term ESP contracts versus the outcome using alternative equipment. We have chosen two case studies, which may be most indicative of target markets in the competitive marketplace: A new 37,000 square foot office building in Toronto, Ontario; we also modeled a similar building under the weather conditions of Orlando, Florida. An aggregated residential energy services project using the mass conversion of over 4,000 residential units at Ft. Polk, Louisiana. Our method of analyses involved estimating equipment and energy costs for both the base case and the GHP buildings. These costs are input in to a cash flow analysis financial model which calculates an after-tax cost for the base and GHP case. For each case study customers were assumed to receive a 5% savings over their base case utility bill. A sensitivity analysis was then conducted to determine how key variables affect the attractiveness of a GHP investment.

    Methodologies used to study grid integration of variable generation can be adapted to the study of demand response. In the present work, we describe and implement a methodology to construct detailed temporal and spatial representations of demand response resources and to incorporate those resources into power system models. In addition, the paper outlines ways to evaluate barriers to implementation. We demonstrate how the combination of these three analyses can be used to assess economic value of the realizable potential of demand response for ancillary services.

    As part of an overall restructuring of the International Atomic Energy Agency's Department of Nuclear Energy, the agency has established the Nuclear Information Section (NIS). The restructuring, recently announced by IAEA Director General Yukiya Amano, also includes the creation of a separate Nuclear Knowledge Management (NKM) Section, as demand for assistance in this area is growing among member countries. According to the NIS Web site, 'This restructuring and the creation of the NIS provides an opportunity for further enhancing existing information products and services and introducing new ones-all with an eye towards advancing higher organizational efficiency and effectiveness.'

  15. Audit Report on Management Controls over the Use of Service Contracts at the Office of River Protection

    The Department of Energy's (Department) Office of River Protection (ORP) is responsible for the storage, treatment, and disposal of over 53 million gallons of highly radioactive waste from over 40 years of plutonium production at the Hanford Site. Because of the diversity, complexity, and large scope of its mission, coupled with its small staff, ORP told us that it has found it necessary to engage in service contracts to obtain consulting services, technical expertise, and support staff. Federal policy generally permits contractors to perform a wide range of support service activities, including, in most situations, the drafting of Government documents subject to the review and approval of Federal employees. Federal policy issued by the Office of Management and Budget, however, prohibits contractors from drafting agency responses to Congressional inquiries and reports issued by the Office of Inspector General and Government Accountability Office (GAO) because they are so closely related to the public interest and provide the appearance of private influence. To provide a majority of its needed services, ORP issued a Blanket Purchase Agreement to Project Assistance Corporation (PAC) in 2003. Through the Blanket Purchase Agreement, ORP acquired services in the areas of project management, risk assessment, program assessment, quality assurance, safety, cost and schedule estimating, budgeting and finance, and engineering. PAC has, in turn, subcontracted with various other firms to obtain some of the services needed by ORP. From 2005 to 2008, the total annual cost for the contract with PAC had grown from $4.7 million to $9.2 million. Because of the extent of the services provided and growing costs of the contract, we conducted this review to determine whether ORP appropriately administered its contract with the Project Assistance Corporation. Our review disclosed that, in some instances, ORP had not appropriately administered all work performed under the PAC contract

    Remote sensing data from satellites have provided valuable information on the state of the earth for several decades. Since March 2000, the Moderate Resolution Imaging Spectroradiometer (MODIS) sensor on board NASA s Terra and Aqua satellites have been providing estimates of several land parameters useful in understanding earth system processes at global, continental, and regional scales. However, the HDF-EOS file format, specialized software needed to process the HDF-EOS files, data volume, and the high spatial and temporal resolution of MODIS data make it difficult for users wanting to extract small but valuable amounts of information from the MODIS record. To overcome this usability issue, the NASA-funded Distributed Active Archive Center (DAAC) for Biogeochemical Dynamics at Oak Ridge National Laboratory (ORNL) developed a Web service that provides subsets of MODIS land products using Simple Object Access Protocol (SOAP). The ORNL DAAC MODIS subsetting Web service is a unique way of serving satellite data that exploits a fairly established and popular Internet protocol to allow users access to massive amounts of remote sensing data. The Web service provides MODIS land product subsets up to 201 x 201 km in a non-proprietary comma delimited text file format. Users can programmatically query the Web service to extract MODIS land parameters for real time data integration into models, decision support tools or connect to workflow software. Information regarding the MODIS SOAP subsetting Web service is available on the World Wide Web (WWW) at http://daac.ornl.gov/modiswebservice.

    The Second Human Genome Diversity Workshop was successfully held at Penn State University from October 29--31, 1992. The Workshop was essentially organized around 7 groups, each comprising approximately 10 participants, representing the sampling issues in different regions of the world. These groups worked independently, using a common format provided by the organizers; this was adjusted as needed by the individual groups. The Workshop began with a presentation of the mandate to the participants, and of the procedures to be followed during the workshop. Dr. Feldman presented a summary of the results from the First Workshop. He and the other organizers also presented brief comments giving their perspective on the objectives of the Second Workshop. Dr. Julia Bodmer discussed the study of European genetic diversity, especially in the context of the HLA experience there, and of plans to extend such studies in the coming years. She also discussed surveys of world HLA laboratories in regard to resources related to Human Genome Diversity. Dr. Mark Weiss discussed the relevance of nonhuman primate studies for understanding how demographic processes, such as mate exchange between local groups, affected the local dispersion of genetic variation. Primate population geneticists have some relevant experience in interpreting variation at this local level, in particular, with various DNA fingerprinting methods. This experience may be relevant to the Human Genome Diversity Project, in terms of practical and statistical issues.

    With increasing numbers of commercial and government services being considered for electronic delivery, effective vulnerability analysis will become increasingly critical, Organizing sets of proposed electronic services into security taxonomies will be a key part of this work. However, brute force enumeration of services and risks is inefficient, and ad hoc methods require re-invention with each new set of services. Furthermore, both such approaches fail to communicate effectively the tradeoffs between vulnerabilities and features in a set of electronic services, and fail to scale to large sets of service. From our experience advising players considering electronic delivery, we have developed a general, systematic, and scalable methodology that addresses these concerns. In this paper, we present this methodology, and apply it to the example of electronic services offered via kiosks (since kiosk systems are representative of a wide range of security issues in electronic commerce).

    The Binding Architecture is an open architecture for building multimedia networks that must guarantee Quality of Service (QOS). In this paper, we explore the notion of a service in the Binding Architecture and propose a conceptual model for building scalable multimedia distribution services based on it. We begin first by examining the relation between resources, their abstractions and the services that can be built from them and use this to derive a general model for binding. Based on this model, we identify a general set of capabilities required for building any multimedia distribution service. We also describe how these capabilities can be incorporated into our view of the service creation process. Finally, we augment our discussion with the description of an example service which we have developed using this paradigm.
