High-velocity clouds: a diverse phenomenon

In this contribution the current state of knowledge about the high-velocity clouds (HVCs) is summarized. Recent progress has shown that the HVCs are a diverse phenomenon. The intermediate-velocity clouds (IVCs) are likely to be part of a Galactic Fountain. The Magellanic Stream is a tidal remnant. HVC complex C (possibly complexes A and GCN) are low-metallicity clouds near the Galaxy; they could be remnants of the formation of the Galaxy or old tidal streams extracted from nearby dwarf galaxies. Having a substantial number of HI HVCs dispersed throughout the Local Group seems incompatible with the observed HI mass function of galaxies. Finally, FUSE finds high-velocity OVI, some of which is clearly associated with HI HVCs, but some which is not.

Service Oriented Architecture for High Level Applications

Standalone high level applications often suffer from poor performance and reliability due to lengthy initialization, heavy computation and rapid graphical update. Service-oriented architecture (SOA) is trying to separate the initialization and computation from applications and to distribute such work to various service providers. Heavy computation such as beam tracking will be done periodically on a dedicated server and data will be available to client applications at all time. Industrial standard service architecture can help to improve the performance, reliability and maintainability of the service. Robustness will also be improved by reducing the complexity of individual client applications.

Service-oriented High Level Architecture (SOHLA) refers to the high level architecture (HLA) enabled by Service-Oriented Architecture (SOA) and Web Services etc. techniques which supports distributed interoperating services. The detailed comparisons between HLA and SOA are made to illustrate the importance of their combination. Then several key enhancements and changes of HLA Evolved Web Service API are introduced in comparison with native APIs, such as Federation Development and Execution Process, communication mechanisms, data encoding, session handling, testing environment and performance analysis. Some approaches are summarized including Web-Enabling HLA at the communication layer, HLA interface specification layer, federate interface layer and application layer. This paper provides an overview of existing programming models for service-level high availability and investigates their differences, similarities, advantages, and disadvantages. Its goal is to help to improve reuse of code and to allow adaptation to quality of service requirements by using a uniform programming model description. The ATLAS experiment is being operated by highly distributed computing system which is constantly producing a lot of status information which is used to monitor the experiment operational conditions as well as to access the quality of the physics data being taken. For example the ATLAS High Level Trigger(HLT) algorithms are executed on the online computing farm consisting from about 1500 nodes. Each HLT algorithm is producing few thousands histograms, which have to be integrated over the whole farm and carefully analyzed in order to properly tune the event rejection. Power grids are increasingly incorporating high quality, high throughput sensor devices inside power distribution networks. These devices are driving an unprecedented increase in the volume and rate of available information. The real-time requirements for handling this data are beyond the capacity of conventional power models running in central utilities. Hence, we are exploring distributed power models deployed at the regional scale. The connection of these models for a larger geographic region is supported by a distributed system architecture. This architecture is built in a service oriented style, whereby distributed power models running on high performance clusters are exposed as services. Each service is semantically annotated and therefore can be discovered through a service catalog and composed into workflows. The overall architecture has been implemented as an integrated workflow environment useful for power researchers to explore newly developed distributed power models.

The pipeline software architecture pattern is commonly used in many application domains to structure a software system. A pipeline comprises a sequence of processing steps that progressively transform data to some desired outputs. As pipeline-based systems are required to handle increasingly large volumes of data and provide high throughput services, simple scripting-based technologies that have traditionally been used for constructing pipelines do not scale. In this paper we describe the MeDICI Integration Framework (MIF), which is specifically designed for building flexible, efficient and scalable pipelines that exploit distributed services as elements of the pipeline. Development of high performance refractory fibers with enhanced insulating properties and longer service lifetimes

We have initiated a three phase investigation of the development of high performance refractory fibers with enhanced insulating properties and longer usable lifetimes. This report presents the results of the first phase of the study, performed from Aug. 1989 through Feb. 1991, which shows that significant energy saving are possible through the use of high temperature insulating fibers that better retain their efficient insulating properties during the service lifetime of the fibers. The remaining phases of this program include the pilot scale development and then full scale production feasibility development and evaluation of enhanced high temperature refractory insulting fibers. This first proof of principle phase of the program presents a summary of the current use patterns of refractory fibers, a laboratory evaluation of the high temperature performance characteristics of selected typical refractory fibers and an analysis of the potential energy savings through the use of enhanced refractory fibers. The current use patterns of refractory fibers span a wide range of industries and high temperature furnaces within those industries. The majority of high temperature fiber applications are in furnaces operating between 2000 and 26000{degrees}F. The fibers used in furnaces operating within this range provide attractive thermal resistance and low thermal storage at reasonable cost. A series of heat treatment studies performed for this phase of the program has shown that the refractory fibers, as initially manufactured, have attractive thermal conductivities for high temperature applications but the fibers go through rapid devitrification and subsequent crystal growth upon high temperature exposure. Development of improved fibers, maintaining the favorable characteristics of the existing as-manufactured fibers, could save between 1 and 4% of the energy consumed in high temperature furnaces using refractory fibers.

High-Penetration PV Deployment in the Arizona Public Service System, Phase 1 Update: Preprint

In an effort to better understand the impacts of high penetrations of photovoltaic generators on distribution systems, Arizona Public Service and its partners have begun work on a multi-year project to develop the tools and knowledge base needed to safely and reliably integrate high penetrations of utility- and residential-scale photovoltaics (PV). Building upon the APS Community Power Project -- Flagstaff Pilot, this project will analyze the impact of PV on a representative feeder in northeast Flagstaff. To quantify and catalog the effects of the estimated 1.3 MW of PV that will be installed on the feeder (both smaller units at homes as well as large, centrally located systems), high-speed weather and electrical data acquisition systems and digital 'smart' meters are being designed and installed to facilitate monitoring and to build and validate comprehensive, high-resolution models of the distribution system. These models will be used to analyze the impacts of the PV on distribution circuit protection systems (including anti-islanding), predict voltage regulation and phase balance issues, and develop volt/var control schemes. This paper continues from a paper presented at the 2011 IEEE PVSC conference that introduces the project and describes some of the preliminary consideration, as well as project plans and early results. This paper gives a status update of the project and presents selected results from Phase 2 of the project. It discusses baseline feeder modeling, load allocation, data acquisition, utility-scale PV integration, preliminary model validation, and plans for future phases.

Upgrading Amerada-type survey clocks for high-temperature geothermal service

The Amerada type subsurface recording gauges have been used by the oil and gas industry for many years. These mechanical logging instruments are currently used by the growing goethermal industry. As the gauges were designed for service in low-temperature oil and gas wells, a significant number of failures are occurring at elevated geothermal temperatures. The spring driven mechanical survey clocks appear to be the primary cause of the failures. The clock mechanisms tend to stop or lock-up when exposed to temperatures as high as 300/sup 0/C. This paper summarizes a project that was undertaken to upgrade the survey clocks to 300/sup 0/C capability. The major problems causing clock failure were indentified and corrected by straightforward design modifications together with special lubrication of the moving parts. Several clocks so modified performed reliably, both during laboratory oven tests and during field tests that were performed in actual geothermal wells at temperatures up to 330/sup 0/C.

Scientific Data Services -- A High-Performance I/O System with Array Semantics

As high-performance computing approaches exascale, the existing I/O system design is having trouble keeping pace in both performance and scalability. We propose to address this challenge by adopting database principles and techniques in parallel I/O systems. First, we propose to adopt an array data model because many scientific applications represent their data in arrays. This strategy follows a cardinal principle from database research, which separates the logical view from the physical layout of data. This high-level data model gives the underlying implementation more freedom to optimize the physical layout and to choose the most effective way of accessing the data. For example, knowing that a set of write operations is working on a single multi-dimensional array makes it possible to keep the subarrays in a log structure during the write operations and reassemble them later into another physical layout as resources permit. While maintaining the high-level view, the storage system could compress the user data to reduce the physical storage requirement, collocate data records that are frequently used together, or replicate data to increase availability and fault-tolerance. The next generation of intrusion detection and cyber defense technologies must be highly flexible so that deployed solutions can be quickly modified to detect new attack scenarios. They must also be able to provide the performance necessary to monitor traffic from high speed networks, and scale to enterprise wide deployments. In this paper we describe our experiences in creating a production application for cyber situational awareness. The application exploits the capabilities of several independently developed components and integrates them using SIFT (Scalable Information Fusion and Triage), a service-oriented architecture (SOA) designed for creating domain-independent, enterprise scale analytical applications. SIFT exploits a common design pattern for composing analytical components, and extends an existing messaging platform with scaling capabilities. We describe the design of the application, and provide a performance analysis that demonstrates the capabilities of the SIFT platform. The paper concludes by discussing the lessons we have learned from this project, and outlines the architecture of the MeDICI, the next generation of our enterprise analytics platforms.

As service-oriented architectures become more important in parallel and distributed computing systems, individual service instance reliability as well as appropriate service redundancy becomes an essential necessity in order to increase overall system availability. This paper focuses on providing redundancy strategies using service-level replication techniques. Based on previous research using symmetric active/active replication, this paper proposes a transparent symmetric active/active replication approach that allows for more reuse of code between individual service-level replication implementations by using a virtual communication layer. Service- and client-side interceptors are utilized in order to provide total transparency. Clients and servers are unaware of the replication infrastructure as it provides all necessary mechanisms internally.

The ancillary services markets are tied tightly to the design of the energy market and to the physics of the system and therefore careful consideration of power system economics and engineering must be considered in their design. Lakehead Pipe Line Company, Inc. (LPL) was involved in a collaborative effort with State, local, and private agencies to solve a major crossing conflict in Owen, Wisconsin. This report describes the analysis and design of an in-service lowering of a 34-in. crude oil pipeline. An integrity assessment was performed using internal smart pig data and magnetic particle and ultrasonic inspections. The pipeline lowering design was based on maximum allowable pipe bending moments and included a coating replacement program and river weight installation. The paper describes design options, right-of-way agreement, contracts, pipe repair techniques and construction.

Astrocomp is a joint project, developed by the INAF-Astrophysical Observatory of Catania, University of Roma La Sapienza and Enea. The project has the goal of providing the scientific community of a web-based user-friendly interface which allows running parallel codes on a set of high-performance computing (HPC) resources, without any need for specific knowledge about parallel programming and Operating Systems commands. Astrocomp provides, also, computing time on a set of parallel computing systems, available to the authorized user. At present, the portal makes a few codes available, among which: FLY, a cosmological code for studying three-dimensional collisionless self-gravitating systems with periodic boundary conditions; ATD, a parallel tree-code for the simulation of the dynamics of boundary-free collisional and collisionless self-gravitating systems and MARA, a code for stellar light curves analysis. Large radio telescopes, cyber-security systems monitoring real-time network traffic, and others have specialized data storage needs: guaranteed capture of an ultra-high-bandwidth data stream, retention of the data long enough to determine what is 'interesting,' retention of interesting data indefinitely, and concurrent read/write access to determine what data is interesting, without interrupting the ongoing capture of incoming data. Mahanaxar addresses this problem. Mahanaxar guarantees streaming real-time data capture at (nearly) the full rate of the raw device, allows concurrent read and write access to the device on a best-effort basis without interrupting the data capture, and retains data as long as possible given the available storage. It has built in mechanisms for reliability and indexing, can scale to meet arbitrary bandwidth requirements, and handles both small and large data elements equally well. Results from our prototype implementation shows that Mahanaxar provides both better guarantees and better performance than traditional file systems.

The HARNESS Workbench: Unified and Adaptive Access to Diverse HPC Platforms

The primary goal of the Harness WorkBench (HWB) project is to investigate innovative software environments that will help enhance the overall productivity of applications science on diverse HPC platforms. Two complementary frameworks were designed: one, a virtualized command toolkit for application building, deployment, and execution, that provides a common view across diverse HPC systems, in particular the DOE leadership computing platforms (Cray, IBM, SGI, and clusters); and two, a unified runtime environment that consolidates access to runtime services via an adaptive framework for execution-time and post processing activities. A prototype of the first was developed based on the concept of a 'system-call virtual machine' (SCVM), to enhance portability of the HPC application deployment process across heterogeneous high-end machines. The SCVM approach to portable builds is based on the insertion of toolkit-interpretable directives into original application build scripts. Modifications resulting from these directives preserve the semantics of the original build instruction flow. The execution of the build script is controlled by our toolkit that intercepts build script commands in a manner transparent to the end-user. We have applied this approach to a scientific production code (Gamess-US) on the Cray-XT5 machine. The second facet, termed Unibus, aims to facilitate provisioning and aggregation of multifaceted resources from resource providers and end-users perspectives. To achieve that, Unibus proposes a Capability Model and mediators (resource drivers) to virtualize access to diverse resources, and soft and successive conditioning to enable automatic and user-transparent resource provisioning. A proof of concept implementation has demonstrated the viability of this approach on high end machines, grid systems and computing clouds.

During the last several years, we have established the symmetric active/active replication model for service-level high availability and implemented several proof-of-concept prototypes. One major deficiency of our model is its inability to deal with dependent services, since its original architecture is based on the client-service model. This paper extends our model to dependent services using its already existing mechanisms and features. The presented concept is based on the idea that a service may also be a client of another service, and multiple services may be clients of each other. A high-level abstraction is used to illustrate dependencies between clients and services, and to decompose dependencies between services into respective client-service dependencies. This abstraction may be used for providing high availability in distributed computing systems with complex service-oriented architectures.

In the twentieth century, ecologists and agriculturists developed an increasingly sophisticated understanding of the value of biological diversity, specifically the resilience and adaptability it brings to ecosystems. In the twenty-first century, the ecosystem model has been applied to human systems, particularly to understanding how organizations are structured and how they operate. Twenty-first century organizations are challenged by diversity in many arenas. Demographic changes in workforce composition and customer populations, combined with globalized markets and international competition are increasing the amount of diversity organizations must manage, both internally and externally. Many diversity specialists and business leaders argue that businesses and organizations interested in surviving and thriving in the twenty-first century need to take competitive advantage of a diverse workplace (Soutar, 2004; Yang, 2005). But to do so successfully, leaders and human resources (HR) managers must redefine management and leadership (Jones, 1989). Just as mono-cropping destroys biological diversity, and, in extreme cases, such as the Irish potato famine--human as well as natural ecosystems (Keohane, n.d.), so does mono-managing similarly destroy diversity within organizations. Leaders wanting to build strong, diverse organizations will not be successful if they rely on one approach or solution. Single-threaded diversity solutions, such as focusing only on recruitment or single-approach management techniques, such as requiring every employee to take diversity training, do not create lasting change (Kossek & Lobel, 1996; McMahon, 2006; Thomas, 1990). Bringing about the changes needed to build and sustain diversity requires commitment, strategy, communication, and concrete changes in organizational structure and processes. How, then, can managers and leaders develop diverse organizations and ensure that they are managed to take optimum advantage of diversity? What role should human resource specialists play in creating and managing diverse organizations? What are the best practices they should apply? The purpose of this review is to define workplace diversity, to identify best practices, and to identify how diversity management best practices can be applied in academic libraries. Finally, this review will provide a resource list for HR managers and leaders to learn more about those best practices with the goal of optimizing their organization's approach to diversity.

Arra: Tas::89 0227::Tas Recovery Act 100g Ftp: An Ultra-High Speed Data Transfer Service Over Next Generation 100 Gigabit Per Second Network  

SciTech Connect (OSTI)

Data-intensive applications, including high energy and nuclear physics, astrophysics, climate modeling, nano-scale materials science, genomics, and financing, are expected to generate exabytes of data over the coming years, which must be transferred, visualized, and analyzed by geographically distributed teams of users. High-performance network capabilities must be available to these users at the application level in a transparent, virtualized manner. Moreover, the application users must have the capability to move large datasets from local and remote locations across network environments to their home institutions. To solve these challenges, the main goal of our project is to design and evaluate high-performance data transfer software to support various data-intensive applications. First, we have designed a middleware software that provides access to Remote Direct Memory Access (RDMA) functionalities. This middleware integrates network access, memory management and multitasking in its core design. We address a number of issues related to its efficient implementation, for instance, explicit buffer management and memory registration, and parallelization of RDMA operations, which are vital to delivering the benefit of RDMA to the applications. Built on top of this middleware, an implementation and experimental evaluation of the RDMA-based FTP software, RFTP, is described and evaluated. This application has been implemented by our team to exploit the full capabilities of advanced RDMA mechanisms for ultra-high speed bulk data transfer applications on Energy Sciences Network (ESnet). Second, we designed our data transfer software to optimize TCP/IP based data transfer performance such that RFTP can be fully compatible with todays Internet. Our kernel optimization techniques with Linux system calls sendfile and splice, can reduce data copy cost. In this report, we summarize the technical challenges of our project, the primary software design methods, the major project milestones achieved, as well as the testbed evaluation work and demonstrations during our project life time.

An Evaluation of the HVAC Load Potential for Providing Load Balancing Service

This paper investigates the potential of providing aggregated intra-hour load balancing services using heating, ventilating, and air-conditioning (HVAC) systems. A direct-load control algorithm is presented. A temperature-priority-list method is used to dispatch the HVAC loads optimally to maintain consumer-desired indoor temperatures and load diversity. Realistic intra-hour load balancing signals were used to evaluate the operational characteristics of the HVAC load under different outdoor temperature profiles and different indoor temperature settings. The number of HVAC units needed is also investigated. Modeling results suggest that the number of HVACs needed to provide a {+-}1-MW load balancing service 24 hours a day varies significantly with baseline settings, high and low temperature settings, and the outdoor temperatures. The results demonstrate that the intra-hour load balancing service provided by HVAC loads meet the performance requirements and can become a major source of revenue for load-serving entities where the smart grid infrastructure enables direct load control over the HAVC loads.

Battery electric vehicles (BEVs) could significantly reduce the nation's gasoline consumption and greenhouse gas emissions rates. However, both the upfront cost and the limited range of the vehicle are perceived to be deterrents to the widespread adoption of BEVs. A service provider approach to marketing BEVs, coupled with a battery swapping infrastructure deployment could address both issues and accelerate BEV adoption. This presentation examines customer selection, service usage statistics, service plan fees and driver economics. Our results show it is unlikely that a battery swapping service plan will be more cost-effective than ownership of a conventional vehicle. A battery swapping service plan may be a more cost-effective solution than a directly owned BEV for some single-vehicle, high-mileage consumers. However, other factors not considered in this analysis could decrease the viability of such a service.

The invention is a terminal assembly having a casing with at least one delivery tapered-cone conductor and at least one return tapered-cone conductor routed there-through. The delivery and return tapered-cone conductors are electrically isolated from each other and positioned in the annuluses of ordered concentric cones at an off-normal angle. The tapered cone conductor service can be AC phase conductors and DC link conductors. The center core has at least one service conduit of gate signal leads, diagnostic signal wires, and refrigerant tubing routed there-through. A seal material is in direct contact with the casing inner surface, the tapered-cone conductors, and the service conduits thereby hermetically filling the interstitial space in the casing interior core and center core. The assembly provides simultaneous high-current, high-pressure, low-inductance, and high-reliability service.

Any upgrade to utility service provides an opportunity to revisit a Federal building's electrical loads and costs, but it also may provide an economic way to bundle the upgrade with an onsite renewable electricity project during renovation. Upgrading utility service to the site may involve improving or adding a transformer, upgrading utility meters, or otherwise modifying the interconnection equipment or services with the utility. In some cases, the upgrade may change the tariff structure for the facility and may qualify the property for a different structure with lower overall costs. In all cases, the implementation of renewable energy technologies should be identified during the design phase.

This paper presents DynaBot, a domain-specific web service discovery system. The core idea of the DynaBot service discovery system is to use domain-specific service class descriptions powered by an intelligent Deep Web crawler. In contrast to current registry-based service discovery systems--like the several available UDDI registries--DynaBot promotes focused crawling of the Deep Web of services and discovers candidate services that are relevant to the domain of interest. It uses intelligent filtering algorithms to match services found by focused crawling with the domain-specific service class descriptions. This three-year project had two technical objectives. The first objective was to compare the effectiveness of gels in fluid diversion (water shutoff) with those of other types of processes. Several different types of fluid-diversion processes were compared, including those using gels, foams, emulsions, particulates, and microorganisms. The ultimate goals of these comparisons were to (1) establish which of these processes are most effective in a given application and (2) determine whether aspects of one process can be combined with those of other processes to improve performance. Analyses and experiments were performed to verify which materials are the most effective in entering and blocking high-permeability zones. The second objective of the project was to identify the mechanisms by which materials (particularly gels) selectively reduce permeability to water more than to oil. A capacity to reduce water permeability much more than oil or gas permeability is critical to the success of gel treatments in production wells if zones cannot be isolated during gel placement. Topics covered in this report include (1) determination of gel properties in fractures, (2) investigation of schemes to optimize gel placement in fractured systems, (3) an investigation of why some polymers and gels can reduce water permeability more than oil permeability, (4) consideration of whether microorganisms and particulates can exhibit placement properties that are superior to those of gels, and (5) examination of when foams may show placement properties that are superior to those of gels.

Battery electric vehicles (BEVs) offer the potential to reduce both oil imports and greenhouse gas emissions, but high upfront costs, battery-limited vehicle range, and concern over high battery replacement costs may discourage potential buyers. A subscription model in which a service provider owns the battery and supplies access to battery swapping infrastructure could reduce upfront and replacement costs for batteries with a predictable monthly fee, while expanding BEV range. Assessing the costs and benefits of such a proposal are complicated by many factors, including customer drive patterns, the amount of required infrastructure, battery life, etc. The National Renewable Energy Laboratory has applied its Battery Ownership Model to compare the economics and utility of BEV battery swapping service plan options to more traditional direct ownership options. Our evaluation process followed four steps: (1) identifying drive patterns best suited to battery swapping service plans, (2) modeling service usage statistics for the selected drive patterns, (3) calculating the cost-of-service plan options, and (4) evaluating the economics of individual drivers under realistically priced service plans. A service plan option can be more cost-effective than direct ownership for drivers who wish to operate a BEV as their primary vehicle where alternative options for travel beyond the single-charge range are expensive, and a full-coverage-yet-cost-effective regional infrastructure network can be deployed. However, when assumed cost of gasoline, tax structure, and absence of purchase incentives are factored in, our calculations show the service plan BEV is rarely more cost-effective than direct ownership of a conventional vehicle.

Diverse Power Iteration Embeddings and Its Applications

AbstractSpectral Embedding is one of the most effective dimension reduction algorithms in data mining. However, its computation complexity has to be mitigated in order to apply it for real-world large scale data analysis. Many researches have been focusing on developing approximate spectral embeddings which are more efficient, but meanwhile far less effective. This paper proposes Diverse Power Iteration Embeddings (DPIE), which not only retains the similar efficiency of power iteration methods but also produces a series of diverse and more effective embedding vectors. We test this novel method by applying it to various data mining applications (e.g. clustering, anomaly detection and feature selection) and evaluating their performance improvements. The experimental results show our proposed DPIE is more effective than popular spectral approximation methods, and obtains the similar quality of classic spectral embedding derived from eigen-decompositions. Moreover it is extremely fast on big data applications. For example in terms of clustering result, DPIE achieves as good as 95% of classic spectral clustering on the complex datasets but 4000+ times faster in limited memory environment.

Species diversity is frequently considered a primary indicator of ecosystem health, stability, and resilience. As such, species diversity is commonly the major criterion upon which environmental impact statements and ecological assessments are based. This report describes the theoretical development and refinement of the concept of ecological diversity and the various mathematical expressions of diversity. Advantages and disadvantages of each diversity expression are discussed. The application and interpretation of diversity indices for different spatial scales (e.g., specific sites and regional assessments) and variables (e.g., species diversity, habitat diversity, landscape diversity) are contrasted. Recommendations indicate the appropriate diversity indices for regional ecological assessments.

Diversity Strategies for Nuclear Power Plant Instrumentation and Control Systems

This report presents the technical basis for establishing acceptable mitigating strategies that resolve diversity and defense-in-depth (D3) assessment findings and conform to U.S. Nuclear Regulatory Commission (NRC) requirements. The research approach employed to establish appropriate diversity strategies involves investigation of available documentation on D3 methods and experience from nuclear power and nonnuclear industries, capture of expert knowledge and lessons learned, determination of best practices, and assessment of the nature of common-cause failures (CCFs) and compensating diversity attributes. The research described in this report does not provide guidance on how to determine the need for diversity in a safety system to mitigate the consequences of potential CCFs. Rather, the scope of this report provides guidance to the staff and nuclear industry after a licensee or applicant has performed a D3 assessment per NUREG/CR-6303 and determined that diversity in a safety system is needed for mitigating the consequences of potential CCFs identified in the evaluation of the safety system design features. Succinctly, the purpose of the research described in this report was to answer the question, 'If diversity is required in a safety system to mitigate the consequences of potential CCFs, how much diversity is enough?' The principal results of this research effort have identified and developed diversity strategies, which consist of combinations of diversity attributes and their associated criteria. Technology, which corresponds to design diversity, is chosen as the principal system characteristic by which diversity criteria are grouped to form strategies. The rationale for this classification framework involves consideration of the profound impact that technology-focused design diversity provides. Consequently, the diversity usage classification scheme involves three families of strategies: (1) different technologies, (2) different approaches within the same technology, and (3) different architectures within the same technology. Using this convention, the first diversity usage family, designated Strategy A, is characterized by fundamentally diverse technologies. Strategy A at the system or platform level is illustrated by the example of analog and digital implementations. The second diversity usage family, designated Strategy B, is achieved through the use of distinctly different technologies. Strategy B can be described in terms of different digital technologies, such as the distinct approaches represented by general-purpose microprocessors and field-programmable gate arrays. The third diversity usage family, designated Strategy C, involves the use of variations within a technology. An example of Strategy C involves different digital architectures within the same technology, such as that provided by different microprocessors (e.g., Pentium and Power PC). The grouping of diversity criteria combinations according to Strategies A, B, and C establishes baseline diversity usage and facilitates a systematic organization of strategic approaches for coping with CCF vulnerabilities. Effectively, these baseline sets of diversity criteria constitute appropriate CCF mitigating strategies for digital safety systems. The strategies represent guidance on acceptable diversity usage and can be applied directly to ensure that CCF vulnerabilities identified through a D3 assessment have been adequately resolved. Additionally, a framework has been generated for capturing practices regarding diversity usage and a tool has been developed for the systematic assessment of the comparative effect of proposed diversity strategies (see Appendix A).

Forest Productivity and Diversity: Using Ecological Theory and Landscape Models to Guide Sustainable Forest Management

Sustainable forest management requires maintaining or increasing ecosystem productivity, while preserving or restoring natural levels of biodiversity. Application of general concepts from ecological theory, along with use of mechanistic, landscape-based computer models, can contribute to the successful achievement of both of these objectives. Ecological theories based on the energetics and dynamics of populations can be used to predict the general distribution of individual species, the diversity of different types of species, ecosystem process rates and pool sizes, and patterns of spatial and temporal heterogeneity over a broad range of environmental conditions. This approach requires subdivision of total biodiversity into functional types of organisms, primarily because different types of organisms respond very differently to the spatial and temporal variation of environmental conditions on landscapes. The diversity of species of the same functional type (particularly among plants) tends to be highest at relatively low levels of net primary productivity, while the total number of different functional types (particularly among animals) tends to be highest at high levels of productivity (e.g., site index or potential net primary productivity). In general, the diversity of animals at higher trophic levels (e.g., predators) reaches its maximum at much higher levels of productivity than the diversity of lower trophic levels (e.g., plants). This means that a single environment cannot support high diversity of all types of organisms. Within the framework of the general patterns described above, the distributions, population dynamics, and diversity of organisms in specific regions can be predicted more precisely using a combination of computer simulation models and GIS data based on satellite information and ground surveys. Biophysical models that use information on soil properties, climate, and hydrology have been developed to predict how the abundance and spatial distribution of various plants and animals. These models can be, used to predict the patterns of forest type and structure that develop in response to variation in productivity and disturbance across complex landscapes, as well as species diversity and the distribution and population fluctuations of threatened species in specific regions.

Audit Report on Management Controls over the Use of Service Contracts at the Office of River Protection

The Department of Energy's (Department) Office of River Protection (ORP) is responsible for the storage, treatment, and disposal of over 53 million gallons of highly radioactive waste from over 40 years of plutonium production at the Hanford Site. Because of the diversity, complexity, and large scope of its mission, coupled with its small staff, ORP told us that it has found it necessary to engage in service contracts to obtain consulting services, technical expertise, and support staff. Federal policy generally permits contractors to perform a wide range of support service activities, including, in most situations, the drafting of Government documents subject to the review and approval of Federal employees. Federal policy issued by the Office of Management and Budget, however, prohibits contractors from drafting agency responses to Congressional inquiries and reports issued by the Office of Inspector General and Government Accountability Office (GAO) because they are so closely related to the public interest and provide the appearance of private influence. To provide a majority of its needed services, ORP issued a Blanket Purchase Agreement to Project Assistance Corporation (PAC) in 2003. Through the Blanket Purchase Agreement, ORP acquired services in the areas of project management, risk assessment, program assessment, quality assurance, safety, cost and schedule estimating, budgeting and finance, and engineering. PAC has, in turn, subcontracted with various other firms to obtain some of the services needed by ORP. From 2005 to 2008, the total annual cost for the contract with PAC had grown from $4.7 million to $9.2 million. Because of the extent of the services provided and growing costs of the contract, we conducted this review to determine whether ORP appropriately administered its contract with the Project Assistance Corporation. Our review disclosed that, in some instances, ORP had not appropriately administered all work performed under the PAC contract. Specifically, ORP allowed PAC employees to perform work that was inherently governmental and created situations where a potential conflict of interest occurred. Specifically: (1) ORP assigned PAC employees responsibility for providing information and responses to Congressional inquiries and reports issued by the GAO and the Department of Energy's Office of Inspector General (OIG); and (2) PAC employees were also allowed to perform functions that created potential conflicts of interest. ORP permitted PAC employees, for example, to develop statements of work and approve funding of work to be performed under PAC's own contract. We concluded that these problems occurred, at least in part, because ORP had not established controls necessary to effectively administer the PAC contract. Federal procurement regulations recommended that agencies provide additional management controls over contractors whose work has the potential to influence the action of government officials. ORP, however, had not implemented the controls specifically recommended in Federal policy guidance for administering contracts, including: (1) Performing conflict of interest reviews; and (2) Separating contractor and Department employees either physically or organizationally. By not effectively administering its contract with PAC, ORP increased the risk that decisions based on work performed by the contractor may not have been made in the best interests of the Department. For example, ORP increased the risk that approved work would be unnecessary or too costly. As we also recently noted in our report on 'Management Challenges at the Department of Energy' (DOE/IG-0808, December 2008), contract administration issues such as those discussed in this report remain a significant vulnerability. Continued efforts to improve this area are vitally important since the risk that contractors receive payments for unallowable costs could also increase as the Department expands its contracting activities under the American Recovery and Reinvestment Act. Many demand response resources are technically capable of providing ancillary services. In some cases, they can provide superior response to generators, as the curtailment of load is typically much faster than ramping thermal and hydropower plants. Analysis and quantification of demand response resources providing ancillary services is necessary to understand the resources economic value and impact on the power system. Methodologies used to study grid integration of variable generation can be adapted to the study of demand response. In the present work, we describe and illustrate a methodology to construct detailed temporal and spatial representations of the demand response resource and to examine how to incorporate those resources into power system models. In addition, the paper outlines ways to evaluate barriers to implementation. We demonstrate how the combination of these three analyses can be used to translate the technical potential for demand response providing ancillary services into a realizable potential.

Distributed energy resources (DER) are quickly making their way to industry primarily as backup generation. They are effective at starting and then producing full-load power within a few seconds. The distribution system is aging and transmission system development has not kept up with the growth in load and generation. The nation's transmission system is stressed with heavy power flows over long distances, and many areas are experiencing problems in providing the power quality needed to satisfy customers. Thus, a new market for DER is beginning to emerge. DER can alleviate the burden on the distribution system by providing ancillary services while providing a cost adjustment for the DER owner. This report describes 10 types of ancillary services that distributed generation (DG) can provide to the distribution system. Of these 10 services the feasibility, control strategy, effectiveness, and cost benefits are all analyzed as in the context of a future utility-power market. In this market, services will be provided at a local level that will benefit the customer, the distribution utility, and the transmission company.

In the concentrates market, the restricted value closed $0.15 higher at $9.85, and the unrestricted value closed down $0.65 at $7.00. In the UF6 market, restricted prices fluctuated and closed higher at $31.00, and unrestricted prices closed at their initial value of $24.75. The restricted transaction value closed at $10.25 and the unrestricted value closed at $7.15.
