Management of hazardous medical waste in Croatia

This article provides a review of hazardous medical waste production and its management in Croatia. Even though Croatian regulations define all steps in the waste management chain, implementation of those steps is one of the country's greatest issues. Improper practice is evident from the point of waste production to final disposal. The biggest producers of hazardous medical waste are hospitals that do not implement existing legislation, due to the lack of education and funds. Information on quantities, type and flow of medical waste are inadequate, as is sanitary control. We propose an integrated approach to medical waste management based on a hierarchical structure from the point of generation to its disposal. Priority is given to the reduction of the amounts and potential for harm. Where this is not possible, management includes reduction by sorting and separating, pretreatment on site, safe transportation, final treatment and sanitary disposal. Preferred methods should be the least harmful for human health and the environment. Integrated medical waste management could greatly reduce quantities and consequently financial strains. Landfilling is the predominant route of disposal in Croatia, although the authors believe that incineration is the most appropriate method. In a country such as Croatia, a number of small incinerators would be the most economical solution.

Options for Bulgaria power system extension planning

Under the existing transition to market economy in Bulgaria, the planning of development of electricity generation is among the priorities of the national policy of restructuring and renovation of electricity system in the country. Optimal plans for development of the generation capacity are worked out by means of optimization procedure part of ENPEP package (ELECTRIC module) based on the dynamic programming technique. The optimal plans study three main strategies for development of energy capacities, which have to do with the priority of some type of natural resources--Coal, Natural Gas and Nuclear Energy. The Hydro Power Plant construction and loading schedule for each scenario is different and it harmonized with the maneuverability of other capacities. Coal scenario emphasizes the opportunities for the maximizing of local coal mining, substitution of black coal (energy and coke) import by mining of local coal fields and implementation of efficient and environmentally sound technologies when constructing new thermal power plants. Gas scenario envisages natural gas consumption within the limit of existing capacities of the national and transit pipelines. In this connection, the share of the new generating capacities using combined cycle increases their share. Nuclear scenario assumes increased share of the nuclear units at the expense of local coal mining and natural gas. This is due to the rehabilitation of 1,000 MW units in NPP Kozloduy, completion of a 1,000 MW unit in new NPP and construction of 1--2 new units 600 MW after 2010. The data obtained outlines the perspectives for development of energy generation capacities in Bulgaria for the period 2000--2020, tendencies in the generation structure and the share of each different type of generation units in the structure of electricity generation system. Output information serves as a sound base for conclusions on the advantages and disadvantages of the three strategies.

The main impurities usually present in used oil are various organic acid, polymer residua, metal particles arisen by wear and tear parts of lubricated equipment like: lead, chromium, nickel, cadmium, aluminum, polycyclic aromatic hydrocarbons (PAH), mercaptans, various halogenated compounds, soot, sand, dust and microbes. In addition, but with less frequency, waste oils may contain high-harmful polychlorinated biphenyls (PCBs), polychlorinated terphenyls (PCT) or polybrominated biphenyls (PBB). Waste oil can have a number of significant, short-term and long-term impacts on the environment if they are treated or managed in an uncontrolled manner. Oil prevents the penetration of oxygen into the water, thereby makes violation the conditions of life of many species. Taking into account that Bosnia and Herzegovina interspersed with a large number of surface and groundwater, and paying attention to the fact that water contains only 1-2 mg per liter of lubricating oils are not suitable for drinking, it is obvious that the risks short-and long-term impact for the entire huge living world are present. An existing initial database of oil distributors, importers, manufacturers and users in Bosnia and Herzegovina has been analyzed, on the base of the lubricants related practice waste oil generation. Passive solar systems performance under conditions in Bulgaria

This paper presents energy performance of 12 passive solar systems for three climatically different zones of Bulgaria. The results are compared with a base-case residential house that has a design typical for these areas. The different passive solar systems are compared on the basis of the percentage of solar savings and the yield, which is the annual net benefit of adding the passive solar system. The analyses are provided based on monthly meteorological data, and the method used for calculations is the Solar Load Ratio. Recommendations for Bulgarian conditions are given. 5 refs., 4 figs., 1 tab.

Environmental preservation and human health protection have been proclaimed by the Croatian Government as priority actions. Hence, all organized actions toward this aim are expected to be supported by the State. Radioactive waste management plays a significant role in controlling materials that could harm the environment. Strategy in handling radioactive wastes is a prerequisite for well-organized radwaste management. It should be applied to all radioactive wastes that have already been produced in various industries, medical institutions, and scientific laboratories. Additionally, radioactive wastes that are being generated in the Krsko NPP must not be neglected, as well as possible future nuclear program needs in Croatia. For all considered actions, world-wide experiences and safety requirements should be strictly respected.

Tulenovo field holds key to new drilling in Bulgaria

Tulenovo oil field is located on the Bulgarian Black Sea coast, 60 km northeast of the port of Varna and 25 km south of the Romanian border. The accumulation, second largest in Bulgaria, has several unusual technical features: shallow depth ({+-}350 m); cavernous porosity, giving excellent reservoir quality, oil recovery, and production flow rates; an effective chalk seal; controversial and unproven source rock; a secondary gas cap; and extensive well coverage yielding detailed reservoir data. The field`s gas cap is reported to contain 94% methane and > 5% nitrogen. The gas is not in equilibrium with the underlying oil and is interpreted to represent a secondary feature resulting from more recent thermal or biogenic gas generation. Carbon isotope analysis of the gas is not available to resolve this matter. The most likely source of the gas is the fore-deep to the Balkan mountains (the Kamchia depression), located south of the field. The paper describes the reservoir, its seal, oil and gas characteristics, structure, production performance, and development plans.

Fresh and Spent Nuclear Fuel Repatriation from the IRT-2000 Research Reactor Facility, Sofia, Bulgaria

The IRT 2000 research reactor, operated by the Bulgarian Institute for Nuclear Research and Nuclear Energy (INRNE), safely shipped all of their Russian-origin nuclear fuel from the Republic of Bulgaria to the Russian Federation beginning in 2003 and completing in 2008. These fresh and spent fuel shipments removed all highly enriched uranium (HEU) from Bulgaria. The fresh fuel was shipped by air in December 2003 using trucks and a commercial cargo aircraft. One combined spent fuel shipment of HEU and low enriched uranium (LEU) was completed in July 2008 using high capacity VPVR/M casks transported by truck, barge, and rail. The HEU shipments were assisted by the Russian Research Reactor Fuel Return Program (RRRFR) and the LEU spent fuel shipment was funded by Bulgaria. This report describes the work, approvals, organizations, equipment, and agreements required to complete these shipments and concludes with several major lessons learned.

In July 2008, the Global Threat Reduction Initiative and the IRT 2000 research reactor in Sofia, Bulgaria, operated by the Institute for Nuclear Research and Nuclear Energy (INRNE), safely shipped 6.4 kilograms of Russian origin highly enriched uranium (HEU) spent nuclear fuel (SNF) to the Russian Federation. The shipment, which resulted in the removal of all HEU from Bulgaria, was conducted by truck, barge, and rail modes of transport across two transit countries before reaching the final destination at the Production Association Mayak facility in Chelyabinsk, Russia. This paper describes the work, equipment, organizations, and approvals that were required to complete the spent fuel shipment and provides lessons learned that might assist other research reactor operators with their own spent nuclear fuel shipments.

Safety Assessment for the Kozloduy National Disposal Facility in Bulgaria - 13507

Due to the early decommissioning of four Water-Water Energy Reactors (WWER) 440-V230 reactors at the Nuclear Power Plant (NPP) near the city of Kozloduy in Bulgaria, large amounts of low and intermediate radioactive waste will arise much earlier than initially scheduled. In or-der to manage the radioactive waste from the early decommissioning, Bulgaria has intensified its efforts to provide a near surface disposal facility at Radiana with the required capacity. To this end, a project was launched and assigned in international competition to a German-Spanish consortium to provide the complete technical planning including the preparation of the Intermediate Safety Assessment Report. Preliminary results of operational and long-term safety show compliance with the Bulgarian regulatory requirements. The long-term calculations carried out for the Radiana site are also a good example of how analysis of safety assessment results can be used for iterative improvements of the assessment by pointing out uncertainties and areas of future investigations to reduce such uncertainties in regard to the potential radiological impact. The computer model used to estimate the long-term evolution of the future repository at Radiana predicted a maximum total annual dose for members of the critical group, which is carried to approximately 80 % by C-14 for a specific ingestion pathway. Based on this result and the outcome of the sensitivity analysis, existing uncertainties were evaluated and areas for reasonable future investigations to reduce these uncertainties were identified. The aim of this paper is to present a general overview of the radioactive releases impact generated by Kozloduy Nuclear Power Plant (KNPP), Bulgaria to the environment and public. The liquid releases presented are known as the so called controlled water discharges, that are generated after reprocessing of the inevitable accumulated liquid radioactive waste in the plant operation process. The radionuclides containing in the liquid releases are given in the paper as a result of systematic measuring. Database for radiation doses evaluation on the public around Kozloduy NPP site is developed using IAEA LADTAP computerized program. The computer code LADTAP represents realization of a model that evaluates the public dose as a result of NPP releases under normal operation conditions. The results of this evaluation were the basic licensing document for a new liquid release limit.

Application of multi-criteria decision-making on strategic municipal solid waste management in Dalmatia, Croatia

The efficiency of providing a waste management system in the coastal part of Croatia consisting of four Dalmatian counties has been modelled. Two multi-criteria decision-making (MCDM) methods, PROMETHEE and GAIA, were applied to assist with the systematic analysis and evaluation of the alternatives. The analysis covered two levels; first, the potential number of waste management centres resulting from possible inter-county cooperation; and second, the relative merits of siting of waste management centres in the coastal or hinterland zone was evaluated. The problem was analysed according to several criteria; and ecological, economic, social and functional criteria sets were identified as relevant to the decision-making process. The PROMETHEE and GAIA methods were shown to be efficient tools for analysing the problem considered. Such an approach provided new insights to waste management planning at the strategic level, and gave a reason for rethinking some of the existing strategic waste management documents in Croatia.

Long-term investigations of radiocaesium activity concentrations in carps in north Croatia after the Chernobyl accident

Long-term investigations of radiocaesium activity concentrations in carps in the Republic of Croatia are presented. The radiocaesium levels in carps decreased exponentially and the effective ecological half-life of 137Cs in carps was estimated to be about 1 year for 1987-2002 period and 5 years for 1993-2005 period. The observed 134Cs:137Cs activity ratio in carps has been found to be similar to the ratio that has been observed in other environmental samples. Concentration factor for carps (wet weight) was roughly estimated to be 128 +/- 74 Lkg-1, which is in reasonable agreement with model prediction based on K+ concentrations in water. Estimated annual effective doses received by 134Cs and 137Cs intake due to consumption of carps for an adult member of Croatian population are small, per caput dose for the 1987 - 2005 estimated to be 0.5 +/- 0.2 microSv. Reinforcing of QA/QC programs in radiotherapy departments in Croatia: Results of treatment planning system verification

Implementation of advanced techniques in clinical practice can greatly improve the outcome of radiation therapy, but it also makes the process much more complex with a lot of room for errors. An important part of the quality assurance program is verification of treatment planning system (TPS). Dosimetric verifications in anthropomorphic phantom were performed in 4 centers where new systems were installed. A total of 14 tests for 2 photon energies and multigrid superposition algorithms were conducted using the CMS XiO TPS. Evaluation criteria as specified in the International Atomic Energy Agency Technical Reports Series (IAEA TRS) 430 were employed. Results of measurements are grouped according to the placement of the measuring point and the beam energy. The majority of differences between calculated and measured doses in the water-equivalent part of the phantom were in tolerance. Significantly more out-of-tolerance values were observed in nonwater-equivalent parts of the phantom, especially for higher-energy photon beams. This survey was done as a part of continuous effort to build up awareness of quality assurance/quality control (QA/QC) importance in the Croatian radiotherapy community. Understanding the limitations of different parts of the various systems used in radiation therapy can systematically improve quality as well.

The role of soil in NBT applications to landmine detection problem

Long-term observations of soil water content as well as determination of physical and chemical properties of different types of soils in Croatia were made in order to provide the necessary background information for landmine explosive detection. Soil water content is the key attribute of soil as a background in neutron backscattering technique (NBT) landmine detection application. If the critical value of the soil water content is reached, the detection of landmine explosives is not possible. It is recommended that soil moisture content for NBT application does not exceed 0.1 kg.kg-1 [1]. Nineteen representative samples of different soil types from different parts of Croatia were collected in order to establish soil bank with the necessary physical and chemical properties determined for each type of soil. In addition soil water content was measured on daily and weekly basis on several locations in Croatia. This procedure also included daily soil moisture measurements in the test field made of different types of soils from several locations in Croatia. This was done in order to evaluate the behavior of different types of soils under the same weather conditions.

Scanning Cargo Containers with Tagged Neutrons

A new Tagged Neutron Inspection System (TNIS) able to detect illicit materials such as explosives and narcotics in cargo containers has been developed within the EURopean Illicit TRAfficing Countermeasures Kit (EURITRACK) project. After the R and D phase, the inspection portal has been installed and commissioned at the Rijeka seaport in Croatia, where it has been operated in connection with the existing X-ray scanner for a first two-month demonstration campaign. Results obtained are presented and discussed in this paper.

Does Dual Ownership of Waste Imply a Regional Disposal Approach?

The construction of the Nuclear Power Plant Krsko, being located in Slovenia near the Slovenian-Croatian border, was a joint investment by Slovenia and Croatia, two republics of the former Yugoslavia. The plant was completed in 1981 and the commercial operation started early in 1983. The obligations and rights of both investors during the construction and operation were specified in two bilateral contracts signed in 1974 and 1982. These contracts were fairly detailed on construction, operation and exploitation of the nuclear power plant (NPP), but they said very little about future nuclear liabilities. The electricity production was equally shared between the two countries and both parties participated in management of the NPP. In 1991, after Slovenia and Croatia became two independent countries, the agreement on the ownership and exploitation of the NPP Krsko was re-negotiated and a new contract signed in 2003. By the new contract the decommissioning and the disposal of spent fuel (SF) as well as low and intermediate level waste (LILW) is the responsibility of both parties, and the financial resources for covering these liabilities should be equally provided. Regardless of shared ownership of waste, the agreement opts for a single disposal solution for LILW as well as for SF, but the details are left open. More clear elaboration of these responsibilities is given in the programme of the decommissioning and disposal of radioactive waste from the NPP which was jointly prepared by the Slovenian and Croatian waste management organisations in 2004. The programme is clearly opting for only one repository for LILW and one repository for spent fuel, which can be located either in Slovenia or Croatia. Irrespective of the country where such a repository will be sited, dual ownership of waste opens up another dimension of such a solution: will such a repository be regarded as a national facility or as a regional or multinational facility? Both options-national and regional/multinational- may have a strong influence on future agreements on waste disposal, but so far these aspects have not been addressed either in Slovenia or Croatia. The paper brings reflections and discussion on these aspects of waste management in Slovenia and reveals the current situation of the waste disposal project in the country. (authors)

War damages and reconstruction of Peruca dam

The paper describes the heavy damages caused by blasting in the Peruca rockfill dam in Croatia in January 1993. Complete collapse of the dam by overtopping was prevented through quick action of the dam owner by dumping clayey gravel on the lowest sections of the dam crest and opening the bottom outlet of the reservoir, thus efficiently lowering the water level. After the damages were sufficiently established and alternatives for restoration of the dam were evaluated, it was decided to construct a diaphragm wall through the damaged core in the central dam part as the impermeable dam element and to rebuild the central clay core at the dam abutments. Reconstruction works are described.

Seismicity and seismic response of the Soviet-designed VVER (Water-cooled, Water moderated Energy Reactor) reactor plants

On March 4, 1977, a strong earthquake occurred at Vrancea, Romania, about 350 km from the Kozloduy plant in Bulgaria. Subsequent to this event, construction of the unit 2 of the Armenia plant was delayed over two years while seismic features were added. On December 7, 1988, another strong earthquake struck northwest Armenia about 90 km north of the Armenia plant. Extensive damage of residential and industrial facilities occurred in the vicinity of the epicenter. The earthquake did not damage the Armenia plant. Following this event, the Soviet government announced that the plant would be shutdown permanently by March 18, 1989, and the station converted to a fossil-fired plant. This paper presents the results of the seismic analyses of the Soviet-designed VVER (Water-cooled, Water moderated Energy Reactor) plants. Also presented is the information concerning seismicity in the regions where VVERs are located and information on seismic design of VVERs. The reference units are the VVER-440 model V230 (similar to the two units of the Armenia plant) and the VVER-1000 model V320 units at Kozloduy in Bulgaria. This document provides an initial basis for understanding the seismicity and seismic response of VVERs under seismic events. 1 ref., 9 figs., 3 tabs.

A role for arms control and technology in peace-keeping operations

This paper describes a potential role for arms control monitoring technology in peace-keeping operations. The basic idea is to utilize monitoring technology developed or suggested for treaty verification (primarily Conventional Forces Europe (CFE), but other treaties as well) to minimize the exposure of humans as part of ``peace-keeping`` forces in various trouble spots throughout the world. The impetus comes from the dangers and high costs of stationing peace-keeping of forces in areas such as Bosnia-Herzegovina. Aside from the costs associated with such efforts the loss of life has escalated recently from 743 peace keepers lost from 1948 to 1988, to 180 lives lost in 1993 alone. Some potential advantages to using technology for certain monitoring roles are discussed in the paper and include: minimizing exposure/risk to peace-keeping personnel from hostile fire, hostage taking, etc.; sharable technology will allow all parties to view results, assess violations or transgressions, etc.; can be applied to equipment, railways, roads, etc., to confirm human and other monitoring capabilities; and provides data to settle disputes on which side initiated hostilities.

Sulfide scaling in low enthalpy geothermal environments; A survey

A review of the sulfide scaling phenomena in low-temperature environments is presented. While high-temperature fluids tend to deposit metal sulfides because of their high concentrations of dissolved metals and variations of temperature, pressure and fluid chemistry, low temperature media are characterized by very low metal content but much higher dissolved sulfide. In the case of the goethermal wells of the Paris Basin, detailed studies demonstrate that the relatively large concentrations of chloride and dissolved sulfide are responsible for corrosion and consequent formation of iron sulfide scale composed of mackinawite, pyrite and pyrrhotite. The effects of the exploitation schemes are far less important than the corrosion of the casings. The low-enthalpy fluids that do not originate from sedimentary aquifers (such as in Iceland and Bulgaria), have a limited corrosion potential, and the thin sulfide film that appears may prevent the progress of corrosion.

Uranium production in Eastern Europe and its environmental impact: A literature survey

A survey of the unclassified literature was made to determine the location, technology, throughput, and environmental status of the uranium mines and mills that have historically made up uranium production capability in Eastern Europe. Included in that survey were the following countries: the former German Democratic Republic (GDR), now part of a reunited Germany, Czechoslovakia, Romania, Bulgaria, Hungary, and Poland. Until recently, uranium was being produced in five of these six countries (Poland stopped production 20 years ago). The production began directly after World War II in support of weapons production in the Soviet Union. Eastern Europe has produced about two-thirds of the total Soviet uranium inventory historically, or about 330,000 metric tonnes of uranium (NM) [730 million pounds of uranium (MlbU)l out of a total of about 490,000 MTU (1090 NlbU).

Croatian refiner meets waste water treatment standards, reduces fines

A new approach to waste water treatment at a refinery in Croatia produces effluent that not only meets the region`s regulations for disposal into the Adriatic Sea, but also surpasses the refinery`s specifications for recycling process water. Key to the dramatic reduction in pollutants was the installation of a Sandfloat unit developed by Krofta Engineering Corp. The Sandfloat unit is a dissolved air flotation clarifier that combines flocculation, flotation, and multilayer filtration to produce high-quality effluent. In fact, the effluent from the unit has a lower hydrocarbon concentration than water from the underground wells that supply process water to the refinery. While similar systems have been used for decades in industrial applications, this is the first time a Sandfloat unit has been installed in an oil refinery. The article describes the problem, refinery operations, treatment costs, and effluent recycling.

Development of the in-structure response spectra of the VVER-440 Model 230 Kozloduy Plant

The Kozloduy NPP is located in the North-West part of Bulgaria on the Danube river. The plant consists of four units of 440 MW and two units of 1,000 MW. In the last 15 years there have been three strong, intermediate depth earthquakes in the Vrancea seismic zone (1977, 1986, 1990) which have affected the NPP site. The Vrancea zone is located approximately 300 km northeast of the plant. It is known for the generation of strong, long-period seismic motions. In 1990 an intensive work program for qualification of the plant according to the international standards (IAEA 1991; IAEA 1992) was initiated. The work started by a project for site confirmation. As a result, new design seismic characteristics were obtained. A Review Level Earthquake is defined by a maximum acceleration of 0.2 g; a response spectrum is shown. The generation of the in-structure response spectra for units 1 and 2 VVER-440 Model 230 is presented in this paper. The coauthors belong to an IAEA Advisory Team assisting the seismic upgrading project of the Kozloduy plant.

The current state of the Russian reduced enrichment research reactors program

During the last year after the 16-th International Conference on Reducing Fuel Enrichment in Research Reactors held in October, 1993 in Oarai, Japan, the conclusive stage of the Program on reducing fuel enrichment (to 20% in U-235) in research reactors was finally made up in Russia. The Program was started late in 70th and the first stage of the Program was completed by 1986 which allowed to reduce fuel enrichment from 80-90% to 36%. The completion of the Program current stage, which is counted for 5-6 years, will exclude the use of the fuel enriched by more than 20% from RF to other countries such as: Poland, Czeck Republick, Hungary, Roumania, Bulgaria, Libya, Viet-Nam, North Korea, Egypt, Latvia, Ukraine, Uzbekistan and Kazakhstan. In 1994 the Program, approved by RF Minatom authorities, has received the status of an inter-branch program since it was admitted by the RF Ministry for Science and Technical Policy. The Head of RF Minatom central administrative division N.I.Ermakov was nominated as the Head of the Russian Program, V.G.Aden, RDIPE Deputy Director, was nominated as the scientific leader. The Program was submitted to the Commission for Scientific, Technical and Economical Cooperation between USA and Russia headed by Vice-President A. Gore and Prime Minister V. Chemomyrdin and was given support also.

Global threat reduction initiative Russian nuclear material removal progress

In December 1999 representatives from the United States, the Russian Federation, and the International Atomic Energy Agency (IAEA) started discussing a program to return to Russia Soviet- or Russian-supplied highly enriched uranium (HEU) fuel stored at the Russian-designed research reactors outside Russia. Trilateral discussions among the United States, Russian Federation, and the International Atomic Energy Agency (IAEA) have identified more than 20 research reactors in 17 countries that have Soviet- or Russian-supplied HEU fuel. The Global Threat Reduction Initiative's Russian Research Reactor Fuel Return Program is an important aspect of the U.S. Government's commitment to cooperate with the other nations to prevent the proliferation of nuclear weapons and weapons-usable proliferation-attractive nuclear materials. To date, 496 kilograms of Russian-origin HEU have been shipped to Russia from Serbia, Latvia, Libya, Uzbekistan, Romania, Bulgaria, Poland, Germany, and the Czech Republic. The computer software packages developed in Bulgaria are among our important research results concerning EB melting and refining. (i) In the field of the gun and the beam improvement optimisation: A new approach, based on beam phase analysis, has been proposed and applied in a computer software package. The computer simulation of beam formation and transport permit to optimize technology electron guns and predict some features of the processes. A investigation of the ion compensation of the electron space charge in the beam at different technology conditions is in progress. (ii) In the electron beam refining technology. The kinetics of the impurities evaporation and refining of the low density contaminants at the drip or cold hearth melting has been investigated. Computer calculation of the component concentration changes during refinement had been developed. Analysis of main processes of the impurity transport can be studied. (iii) In the field of beam heating of the materials: Computer simulation of the heat transport is done. Deep of the melted pool, thermal distribution in the casted ingot as the temperature loading of the equipment parts are possible to be calculated.

The objective of the program was to build on the results of the IPIRG-1 and other related programs by extending the state-of-the-art in pipe fracture technology through the development of data needed to verify engineering methods for assessing the integrity of nuclear power plant piping systems that contain defects. The IPIRG-2 program included five main tasks: Task 1 - Pipe System Experiments with Flaws in Straight Pipe and Welds Task 2 - Fracture of Flawed Fittings Task 3 - Cyclic and Dynamic Load Effects on Fracture Toughness Task 4 - Resolution of Issues From IPIRG-1 and Related Programs Task 5 - Information Exchange Seminars and Workshops, and Program Management. Red mud characterization using nuclear analytical techniques

Red mud is a toxic waste left as a byproduct in aluminum production Bayer process. Since it contains significant concentrations of other chemical elements interesting for industry, including REE, it is also potential secondary ore source. Recent events in some countries have shown that red mud presents a serious environmental hazard if not properly stored. The subject of our study is the red mud from an ex-aluminum plant in Obrovac, Croatia, left from processing of bauxite mined during late 70's and early 80's at the eastern Adriatic coast and since than stored in open concrete basins for more than 30 years. We have used energy dispersive x-ray fluorescence analysis (both tube and radioactive source excitation), fast neutron activation analysis and passive gamma spectrometry to identify a number of elements present in the red mud, their concentration levels and radioactivity in the red mud. The high concentrations of Al, Si, Ca, Ti and Fe have been measured. Chemical elements Sc, Cr, Mn, Co, Ni, Cu, Zn, Ga, As, Se, Br, Y, La, Ce, Pr, Nd, Sm, Eu, Gd, Tb, Dy, Ho, Er, Tm, Pb, Th and U were found in lower concentrations. No significant levels of radioactivity have been measured. (authors)

Radioactive contamination of cistern waters along the Croatian coast of the Adriatic Sea by [sup 90]Sr

Measurements of radioactive contamination of water samples from cisterns collecting rainwater containing fission products from roofs and other surfaces have been carried out along the Croatian coast of the Adriatic sea since 1968. An exponential decline of radioactivity followed the nuclear moratorium. After the nuclear accident at Chernobyl, higher levels of [sup 137]Cs and [sup 90]Sr were detected again, with cistern waters being the only environmental samples in Croatia in which elevated [sup 90]Sr activities persisted for several years. For the pre-Chernobyl period, the observed mean residence time of [sup 90]Sr in cistern waters, estimated to be 6.2 [+-] 1.9 y, was similar to that calculated for fallout. Contrary, for the post-Chernobyl time, observed [sup 90]Sr mean residence time was calculated to be considerably shorter, reflecting the tropospheric mean residence time. The annual dose for the critical adult population received from [sup 90]Sr and [sup 137]Cs by drinking cistern water was estimated to be very small, in the 1990's less than few [micro]Sv y[sup [minus]1].

The nations of East Central Europe regained their political and economic freedom in 1989, ending nearly a half century of centrally planned economies under the hegemony of the former Soviet Union (FSU). These nations are now emerging from economic conditions marked by price distortions and a focus on heavy industry, isolation from world markets, and a lack of occupational health and environmental safeguards. Economic recovery, environmental restoration, and political stability, as well as eventual entrance into the European Community (EC), require a reordering of policies and priorities, including those bearing on energy and the environment. This report, prepared as a background document for the Second International Conference on Energy and Environment to be held in Prague in November 1994, is composed of a summary table and supporting text and is intended to provide a concise review of issues related to energy and the environment for the Czech and Slovak Republics, Hungary, Poland, and Bulgaria. Organized by subject and country, Table 1 contains country profiles (Row A), information on the economy (Row B), primary energy consumption, environmental priorities, energy resources, production, and utilization (Rows C, D, F, G, H, and 1), electrical generation and transmission (Rows J and K), district heating (Row L), briquettes (Row M), and environmental regulations (Row N). Pertinent policy goals, issues, and trends are noted. The reports is based largely on a review of documents published by the International Energy Agency (IEA) and the U.S. Department of Energy (DOE), as well as selected sources obtained from the countries of the region. Reference citations are keyed to information presented in Table 1.

Summary of the contractor information exchange meeting for improving the safety of Soviet-Designed Nuclear Power Plants, February 19, 1997

This report summarizes a meeting held on February 19, 1997, in Washington, D.C. The meeting was held primarily to exchange information among the contractors involved in the U.S. Department of Energy`s efforts to improve the safety of Soviet-designed nuclear power plants. Previous meetings have been held on December 5-6, 1995, and May 22, 1996. The meetings are sponsored by the U.S. Department of Energy and coordinated by the Pacific Northwest National Laboratory. The U.S. Department of Energy works with countries to increase the level of safety at 63 Soviet-designed nuclear reactors operating in Armenia, Bulgaria, the Czech Republic, Hungary, Lithuania, Russia, Slovakia, and Ukraine. The work is implemented largely by commercial companies and individuals who provide technologies and services to the countries with Soviet-designed nuclear power plants. Attending the meeting were 71 representatives of commercial contractors, the U.S. Department of Energy, the U.S. Department of State, national laboratories, and other federal agencies. The presentations and discussions that occurred during the exchange are summarized in this report. While this report captures the general presentation and discussion points covered at the meeting, it is not a verbatim, inclusive record. To make the report useful, information presented at the meeting has been expanded to clarify issues, respond to attendees` requests, or place discussion points in a broader programmatic context. Appendixes A through F contain the meeting agenda, list of attendees, copies of presentation visuals and handouts, the Strategy Document discussed at the meeting, and a summary of attendees` post-meeting evaluation comments. As with past information exchanges, the participants found this meeting valuable and useful. In response to the participant`s requests, a fourth information exchange will be held later in 1997.

Three Mile Island Unit 1 Main Steam Line Break Three-Dimensional Neutronics/Thermal-Hydraulics Analysis: Application of Different Coupled Codes

A comprehensive analysis of the double ended main steam line break (MSLB) accident assumed to occur in the Babcock and Wilcox Three Mile Island Unit 1 (TMI-1) has been carried out at the Dipartimento di Ingegneria Meccanica, Nucleare e della Produzione of the University of Pisa, Italy, in cooperation with the University of Zagreb, Croatia. The overall activity has been completed within the framework of the participation in the Organization for Economic Cooperation and Development-Committee on the Safety of Nuclear Installations-Nuclear Science Committee pressurized water reactor MSLB benchmark.Thermal-hydraulic system codes (various versions of Relap5), three-dimensional (3-D) neutronics codes (Parcs, Quabbox, and Nestle), and one subchannel code (Cobra) have been adopted for the analysis. Results from the following codes (or code versions) are assumed as reference:1. Relap5/mod3.2.2, beta version, coupled with the 3-D neutron kinetics Parcs code parallel virtual machine (PVM) coupling2. Relap5/mod3.2.2, gamma version, coupled with the 3-D neutron kinetics Quabbox code (direct coupling)3. Relap5/3D code coupled with the 3-D neutron kinetics Nestle code.The influence of PVM and of direct coupling is also discussed.Boundary and initial conditions of the system, including those relevant to the fuel status, have been supplied by Pennsylvania State University in cooperation with GPU Nuclear Corporation (the utility, owner of TMI) and the U.S. Nuclear Regulatory Commission. The comparison among the results obtained by adopting the same thermal-hydraulic nodalization and the coupled code version is discussed in this paper.The capability of the control rods to recover the accident has been demonstrated in all the cases as well as the capability of all the codes to predict the time evolution of the assigned transient. However, one stuck control rod caused some 'recriticality' or 'return to power' whose magnitude is largely affected by boundary and initial conditions.

BLV-2011 Workshop, September 22-24, 2011

The 3-rd International 3-days Workshop "Baryon and Lepton Number Violations: BLV-2011" took place at Gatlinburg, TN for September 22-24, 2011. Workshop was organized by the International Organizing Committee and had received advice from the International Program Advisory Committee (see Appendix 1). Workshop was co-chaired by Pavel Fileviez Perez (University of Wisconsin) for theory and Yuri Kamyshkov (University of Tennessee) for experiment and local organization. Workshop was supported and sponsored by the University of Tennessee, Indiana University, North Carolina State University together with TUNL, and by the HEP office of the Department of Energy. DOE financial support in this sponsoring grant was $8,000; that was 23% of the overall budget of the Workshop. Remaining 77% were provided by the sponsoring Universities. Workshop sponsors including DOE are shown on the Workshop webpage. There were 90 workshop participants with 52 from US and remaining from Bosnia/Herzegovina (1), Brazil (1), China (1), Columbia (1), France (1), Germany (10), Italy (9), Japan (4), Russian Federation (3), Slovenia (2), Spain (4), and Switzerland (1). Among Workshop participants there were 17 postdocs and young researchers and 11 graduate students. Total 67 talks and 14 posters were presented at Workshop during 3 days of sessions. Appendix 2 shows the list of talks and posters. Main topic of the Workshop was Baryon and Lepton number violation that has become a vital part of the current discussions of the physics beyond the Standard Model (SM), specifically in connection with understanding the nature of neutrinos, origin of matter in universe, as well as possible Grand Unification of matter and forces. The goal of the Workshop was to have a focused comprehensive discussion of the Baryon (B) and Lepton (L) number violating processes, and possible new physics combining violation of both, including (B???????¢????????????????L) violation, as a probe of unification, baryo- and lepto-genesis, Left-Right symmetry restoration, matter-antimatter asymmetry, sterile matter, mirror matter, dark matter, low-scale gravity, etc. Related experimental observations to these physics aspects included searches for Majorana neutrinos (2???????????????²0???????????????½ decays), proton decays, neutron-antineutron oscillations, ???????????????¼-e transitions, mirror and sterile matter transformations, and possible other new phenomena that can be seen at LHC and future colliders. Combination of theoretical and experimental discussions at the Workshop was most stimulating for germinating of new theoretical ideas and promoting new experimental efforts in particle physics. As one of new developments stemmed from this Workshop was an idea of performing new neutron-antineutron transformation search at the Project X accelerator to be built at Fermilab. During the Workshop all presentation talks were available at the web in parallel with the talks. This made the discussions of the new ideas and results at the meeting more prompt and efficient. Previous Workshops on Baryon and Lepton Number Violation search in 2007 at LBL and 2009 at the University of Wisconsin were organized essentially by the same initiative group of people as this Workshop. Romania: Brand-New Engineering Solutions

The HEU spent nuclear fuel transport from Romania was a pilot project in the framework of the Russian Research Reactor Fuel Return Program (RRRFR), being the first fully certified spent nuclear fuel shipment by air. The successful implementation of the Romanian shipment also brought various new technology in the program, further used by other participating countries. Until 2009, the RRRFR program repatriated to the Russian Federation HEU spent nuclear fuel of Russian origin from many countries, like Uzbekistan, Czech Republic, Latvia, Hungary, Kazakhstan and Bulgaria. The means of transport used were various; from specialized TK-5 train for the carriage of Russian TUK-19 transport casks, to platform trains for 20 ft freight ISO containers carrying Czech Skoda VPVR/M casks; from river barge on the Danube, to vessel on the Mediterranean Sea and Atlantic Ocean. Initially, in 2005, the transport plan of the HEU spent nuclear fuel from the National Institute for R&D in Nuclear Physics and Nuclear Engineering 'Horia Hulubei' in Magurele, Romania considered a similar scheme, using the specialized TK-5 train transiting Ukraine to the destination point in the Russian Federation, or, as an alternative, using the means and route of the spent nuclear fuel periodically shipped from the Bulgarian nuclear power plant Kosloduy (by barge on the Danube, and by train through Ukraine to the Russian Federation). Due to impossibility to reach an agreement in due time with the transit country, in February 2007 the US, Russian and Romanian project partners decided to adopt the air shipment of the spent nuclear fuel as prime option, eliminating the need for agreements with any transit countries. By this time the spent nuclear fuel inspections were completed, proving the compliance of the burn-up parameters with the international requirements for air shipments of radioactive materials. The short air route avoiding overflying of any other countries except the country of origin and the country of destination also contributed to the decision making in this issue. The efficient project management and cooperation between the three countries (Russia, Romania and USA) made possible, after two and a half years of preparation work, for the first fully certified spent nuclear fuel air shipment to take place on 29th of June 2009, from Romanian airport 'Henri Coanda' to the Russian airport 'Koltsovo' near Yekaterinburg. One day before that, after a record period of 3 weeks of preparation, another HEU cargo was shipped by air from Romanian Institute for Nuclear Research in Pitesti to Russia, containing fresh pellets and therefore making Romania the third HEU-free country in the RRRFR program.
