    A Phase 1 Preliminary Design, Construction Planning and Economic Analysis has been conducted for the Kelly Hot Spring Agricultural Center in Modoc County, California. The core activity is a 1360 breeding sow, swine raising complex that utilizes direct heat energy from the Kelly Hot Spring geothermal resource. The swine is to be a totally confined operation for producing premium pork in controlled-environment facilities. The complex contains a feed mill, swine raising buildings and a complete waste management facility that produces methane gas to be delivered to a utility company for the production of electricity. The complex produces 6.7 million pounds of live pork (29,353 animals) shipped to slaughter per year; 105,000 cu. ft. of scrubbed methane per day; and fertilizer. Total effluent is less than 200 gpm of agricultural quality-water with full odor control. The methane production rate made possible with geothermal direct heat is equivalent to at least 400 kw continuous. Sale of the methane on a co-generation basis is being discussed with the utility company. The use of geothermal direct heat energy in the complex displaces nearly 350,000 gallons of fuel oil per year. Generation of the biogas displaces an additional 300,000 gallons of fuel oil per year.

    During the last five years of his life, 1874-79, James Clerk Maxwell was absorbed in editing the electrical researches of Henry Cavendish, performed 100 years earlier. This endeavour is often assumed to be a work of duty to the Cavendish family, and an unfortunate waste of Maxwell's time. By looking at the history of Cavendish's papers, and the editorial choices that Maxwell made, this paper questions this assumption, considering the importance of Cavendish's experiments in Maxwell's electrical programme, and the implications that he may have derived for developing a doctrine of experimental method.

    The proposed core activity in the Kelly Hot Spring Agricultural Center is a nominal 1200 sow swine raising complex. The swine raising is to be a totally confined operation for producing premium pork in controlled environment facilities that utilize geothermal energy. The complex will include a feedmill for producing the various feed formulae required for the animals from breeding through gestation, farrowing, nursery, growing and finishing. The market animals are shipped live by truck to slaughter in Modesto, California. A complete waste management facility will include manure collection from all raising areas, transport via a water flush sysem to methane (biogas) generators, manure separation, settling ponds and disposition of the surplus agricultural quality water. The design is based upon the best commercial practices in confined swine raising in the US today. The most unique feature of the facility is the utilization of geothermal hot water for space heating and process energy throughout the complex.

    On their seaward migration, juvenile salmonids commonly pass hydroelectric dams. Fish passing by the turbine blade may experience rapid decompression, the severity of which can be highly variable and may result in a number of barotraumas. The mechanisms of these injuries can be due to expansion of existing bubbles or gases coming out of solution; governed by Boyle’s Law and Henry’s Law, respectively. This paper combines re-analysis of published data with new experiments to gain a better understanding of the mechanisms of injury and mortality for fish experiencing rapid decompression associated with hydroturbine passage. From these data it appears that the majority of decompression related injuries are due to the expansion of existing bubbles in the fish, particularly the expansion and rupture of the swim bladder. This information is particularly useful for fisheries managers and turbine manufacturers, demonstrating that reducing the rate of swim bladder ruptures by reducing the frequency of occurrence and severity of rapid decompression during hydroturbine passage could reduce the rates of injury and mortality for hydroturbine passed juvenile salmonids.

The one-day symposium was conducted to recognize the achievements of Dr. Warren Elliot Henry as educator, scientist, and inventor in a career spanning almost 70 years. Dr. Henry, who is 88 years old, attended the symposium. Nobel Laureate, Dr. Glenn Seaborg, a friend and colleague for over 40 years, attended the event and shared his personal reminiscences. Dr. Seaborg is Associate Director-At-Large at the Lawrence Berkeley National Laboratory. The Compendium begins with three papers which demonstrate the ongoing importance of magnetism in physics and material science.     Biogenically produced reduced sulfur compounds, including dimethylsulfide (DMS, CH{sub 3}SCH{sub 3}), hydrogen sulfide (H{sub 2}S), carbon disulfide (CS{sub 2}), methyl mercaptan (CH{sub 3}SH), and carbonyl sulfide (OCS), are a major source of sulfur in the marine atmosphere. This source is estimated to contribute 25-40% of global sulfur emissions. These species and their oxidation products, dimethyl sulfoxide (DMSO), dimethyl sulfone (DMSO{sub 2}), and methane sulfonic acid (MSA), dominate the production of aerosol and cloud condensation nuclei (CCN) in the clean marine atmosphere. The multiphase chemical processes for these species must be understood in order to study the evolving role of combustion-produced sulfur oxides over the oceans. Using a newly developed bubble column apparatus, a series of aqueous phase uptake studies have been completed for the reduced sulfur species DMS, H{sub 2}S, CS{sub 2}, CH{sub 3}SH, and OCS. Aqueous phase uptake has been studied as a function of temperature (278-298 K), pH (1-14), H{sub 2}O{sub 2} concentration (0-1 M), NaCl concentration (0-5 M), and (NH{sub 4}){sub 2}SO{sub 4} concentration (0-4 M). The Henry`s law coefficients for CH{sub 3}SH and CS{sub 2} were determined for the first time, as were the Setchenow coefficients for all the species studied. 33 refs., 8 figs., 2 tabs.

    The concept of "limit cycle" was introduced by Henri Poincar\\'e in his second memoir "On curves defined by a differential equation" in 1882. From the point of view of physics, a stable limit cycle (or attractive) is the representation of the periodic solution of a (mechanical or electrical) dissipative system whose oscillations are maintained by the system itself. Conversely, the existence of a stable limit cycle ensures the maintenance of the oscillations. So far, the historiography considered that the Russian mathematician Aleksandr Andronov was the first to establish such a correspondence between the periodic solution of a self-oscillating system and Poincar\\'e's concept of limit cycle. The recent discovery of a series of lectures given by Henri Poincar\\'e in 1908 at the School of Post and Telegraph (now Telecom Paris Tech) proves that he had already used his limit cycle concept to establish the existence of a regime of maintained waves in a wireless device of radiotechnics. This article aims on the one hand to trace the emergence of this concept since its creation by Poincar\\'e and the other hand to highlight its importance and role in the history of non-linear oscillations.

    This paper describes experimental results of equilibrium partitioning of several significant paint solvents and formaldehyde between air and water to quantify the potential for capturing and retaining the constituents in spraybooth scrubber water during automotive painting. The compounds studied are toluene, n-butanol, methyl ethyl ketone methyl propyl ketone, methyl isobutyl ketone, methyl amyl ketone, butyl cellosolve, butyl cellosolve acetate, butyl carbitol, and n-methyl-2-pyrrolidinone. A set of field data collected at a Ford Motor Company assembly plant was also analyzed to determine whether data were consistent with the equilibrium phenomenon. The primary findings include: (a) There were more than six orders of magnitude difference in the Henry's law constants among the solvents studied. A solvent with a smaller constant is less easily stripped from water. The Henry's law constants decrease in the following order: toluene and xylenes > methyl ethyl ketone > n-butanol > butyl cellosolve acetate > butyl cellosolve > formaldehyde > butyl carbitol > n-methyl-2-pyrrolidinone. (b) Field data showed accumulation of n-methyl-2-pyrrolidinone and stable concentrations of butyl carbitol, butyl cellosolve, and n-butanol in the paint-sludge pit water during a 2-month period. Stable concentrations indicate a continuous, balanced capture and stripping of the solvents. Data were consistent with measured Henry's law constants. (c) The low Henry's law constant for formaldehyde is the result of the fact that it is hydrated when dissolved in water.

The Act is based on the premise that genetic information is different from other types of personal information in ways that require special protection. Therefore, to effectively protect genetic privacy unauthorized collection and analysis of individually identifiable DNA must be prohibited.     We model a loss of flow accident (LOFA) in the ARIES-ACT1 tokamak design. ARIES-ACT1 features an advanced SiC blanket with LiPb as coolant and breeder, a helium cooled steel structural ring and tungsten divertors, a thin-walled, helium cooled vacuum vessel, and a room temperature water-cooled shield outside the vacuum vessel. The water heat transfer system is designed to remove heat by natural circulation during a LOFA. The MELCOR model uses time-dependent decay heats for each component determined by 1-D modeling. The MELCOR model shows that, despite periodic boiling of the water coolant, that structures are kept adequately cool by the passive safety system.

    A fast-acting nuclear reactor control device for moving and positioning a fety control rod to desired positions within the core of the reactor between a run position in which the safety control rod is outside the reactor core, and a shutdown position in which the rod is fully inserted in the reactor core. The device employs a hydraulic pump/motor, an electric gear motor, and solenoid valve to drive the safety control rod into the reactor core through the entire stroke of the safety control rod. An overrunning clutch allows the safety control rod to freely travel toward a safe position in the event of a partial drive system failure.

    A very fast acting valve capable of producing a very well-defined plug of gas suitable for filling a theta pinch vacuum vessel is given. The valve requires no springs, instead being stopped mainly by a nonlinear force. Thus, the valve is not subject to bouncing; and the ratio of the size of the valve housing to the size of the valve stem is smaller than it would be if springs were needed to stop the valve stem. Furthermore, the valve can be used for thousands of valve firings with no apparent valve damage.

    A mechanical device for effecting a phase change between the expansion and compression volumes of a double-acting Stirling engine uses helical elements which produce opposite rotation of a pair of crankpins when a control rod is moved, so the phase between two pairs of pistons is changed by +.psi. and the phase between the other two pairs of pistons is changed by -.psi.. The phase can change beyond .psi.=90.degree. at which regenerative braking and then reversal of engine rotation occurs.

    This report characterizes the U.S. Department of Energy s Weatherization Assistance Program (WAP) during the American Recovery and Reinvestment Act of 2009 (Recovery Act) period. This research was one component of the Recovery Act evaluation of WAP. The report presents the results of surveys administered to Grantees (i.e., state weatherization offices) and Subgrantees (i.e., local weatherization agencies). The report also documents the ramp up and ramp down of weatherization production and direct employment during the Recovery Act period and other challenges faced by the Grantees and Subgrantees during this period. Program operations during the Recovery Act (Program Year 2010) are compared to operations during the year previous to the Recovery Act (Program Year 2008).

    This report provides an economic and legislative history and analysis of the Public Utilities Holding Company Act (PUHCA) of 1935. This Act was substantially amended for the first time in 1992 by passage of the Energy Policy Act (EPACT). The report also includes a discussion of the issues which led to the amendment of PUHCA and projections of the impact of these changes on the electric industry.

    We report the discovery of three new cases of QSOs acting as strong gravitational lenses on background emission line galaxies: SDSS J0827+5224 (zQSO = 0.293, zs = 0.412), SDSS J0919+2720 (zQSO = 0.209, zs = 0.558), SDSS J1005+4016 (zQSO = 0.230, zs = 0.441). The selection was carried out using a sample of 22,298 SDSS spectra displaying at least four emission lines at a redshift beyond that of the foreground QSO. The lensing nature is confirmed from Keck imaging and spectroscopy, as well as from HST/WFC3 imaging in the F475W and F814W filters. Two of the QSOs have face-on spiral host galaxies and the third is a QSO+galaxy pair. The velocity dispersion of the host galaxies, inferred from simple lens modeling, is between \\sigma_v = 210 and 285 km/s, making these host galaxies comparable in mass with the SLACS sample of early-type strong lenses.

    Departing from previous policy, in August 1993 the USEPA`s Water Office recommended that the agency regulate a proposed electric power plant`s cooling pond as a water of the US. At issue was a proposal by Florida Power corp. to build a new electric power plant in Polk County, Florida. A 2,600 acre cooling pond to collect heated and discharged water was included in the proposal. Region 4 USEPA staff asked USEPA Headquarters in Washington, DC to decide whether the pond was exempt from the CWA or a water of the US. The pond could be a habitat for migratory birds according to a memo prepared by Region 4 staff. The USEPA Water Office used the presence of migratory birds to claim a nexus to interstate commerce and therefore concluded that the pond should be regulated under the CWA. Electric power industry proponents have argued that an overly expansive definition of waters of the US may result in any new power plant being required to construct cooling towers. Cooling towers are said to be a more expensive and wasteful method to cool heated water. Region 4 ultimately recanted its earlier position after considerable discussions with various other Environmental Protection Agency offices and, no doubt industry pressure. Florida Power Corp. was not required to obtain an NPDES permit for the cooling pond. The lesson of Florida Power Corp. is that the regulatory environment for utilities can be uncertain under the Clean Water Act even in the face of a relatively straightforward exemption from regulation.

    In 1986, the Federal Technology Transfer Act (FTTA) was established to promote a closer, collaborative relationship between federal government agencies and the private sector. With the increasing need for new cost-effective technologies to prevent and control pollution, both the US Environmental Protection Agency (EPA) and private industry are encouraged to facilitate the transfer of knowledge and technology under this Act. The FTTA removed several of the legal and institutional barriers to cooperative research that existed before the Act`s passage. Through the FTTA, the government strives to promote the movement of its products, processes, skills, and knowledge into the private sector for further development and commercialization by encouraging the exchange of technical personnel and the sharing of facilities and other resources. Collaborative efforts between industry, federal agencies, and academia are made possible through cooperative research and development agreements (CRADAs). Forty-two CRADAs and five licensing agreements have been initiated with EPA under this program. This paper provides an overview of this new and innovative program within the EPA. 1 fig., 2 tabs.

    ARIES-ACT1 (Advanced and Conservative Tokamak) is a 1000-MW(electric) tokamak design featuring advanced plasma physics and divertor and blanket engineering. Some relevant features include an advanced SiC blanket with PbLi as coolant and breeder; a helium-cooled steel structural ring and tungsten divertors; a thin-walled, helium-cooled vacuum vessel; and a room-temperature, water-cooled shield outside the vacuum vessel. We consider here some safety aspects of the ARIES-ACT1 design and model a series of design-basis and beyond-design-basis accidents with the MELCOR code modified for fusion. The presence of multiple coolants (PbLi, helium, and water) makes possible a variety of such accidents. We consider here a loss-of-flow accident caused by a long-term station blackout (LTSBO), an ex-vessel helium break into the cryostat, and a beyond-design-basis accident in which a LTSBO is aggravated by a loss-of-coolant accident in ARIES-ACT1's ultimate decay heat removal system, the water-cooled shield. In the design-basis accidents, we find that the secondary confinement boundaries are not challenged, and the structural integrity of in-vessel components is not threatened by high temperatures or pressures; decay heat can be passively removed.
