Compression part of Egan Hub facility`s expansion

Egan Hub Partners, L.P. (EHP), a subsidiary of Market Hub Partners (MHP), is the owner and operator of the Egan Hub Partners gas storage facility located near the town of Evangeline in south Louisiana. Located on the Jennings salt dome, EHP provides high-deliverability (injection and/or withdrawal capabilities on demand) salt storage, giving its customers rapid response to market fluctuation and demand. In addition to long-term storage contracts, EHP offers natural gas hub services using interruptible storage entitlements and multiple pipeline interchange flexibility. Hub services include wheeling, parking, loaning and balancing. The EHP facility was put into service in September 1995. EHP just completed the installation of a fourth compressor unit. This is the second unit to be put in service at the facility this year and is identical to the previous one. Hanover Compression packaged both units which consist of a Caterpillar G-3616 engine (4,450 hp) and an Ariel JGC-6 compressor. The units are configured to accommodate the wide operating range encountered at a natural gas salt dome storage facility and are designed to operate with a suction range of 600--900 psi and a discharge range of 800--3,000 psi.

Hub Synchronization in Scale-Free Networks

Heterogeneity in the degree distribution is known to suppress global synchronization in complex networks of symmetrically coupled oscillators. Scale-free networks display a great deal of heterogeneity, containing a few nodes, termed hubs, that are highly connected, while most nodes receive only a few connections. Here, we show that a group of synchronized nodes may appear in scale-free networks: hubs undergo a transition to synchronization while the other nodes remain unsynchronized. This general phenomenon can occur even in the absence of global synchronization. Our results suggest that scale-free networks may have evolved to complement various levels of synchronization.

A rotor hub is provided for coupling a wind turbine rotor blade and a shaft. The hub has a yoke with a body which is connected to the shaft, and extension portions which are connected to teeter bearing blocks, each of which has an aperture. The blocks are connected to a saddle which envelops the rotor blade by one or two shafts which pass through the apertures in the bearing blocks. The saddle and blade are separated by a rubber interface which provides for distribution of stress over a larger portion of the blade. Two teeter control mechanisms, which may include hydraulic pistons and springs, are connected to the rotor blade and to the yoke at extension portions. These control mechanisms provide end-of-stroke damping, braking, and stiffness based on the teeter angle and speed of the blade.

Using solubility and Henry`s law constant data for ketones in water

When a chemical spill occurs in water, the extent of chemical contamination is determined by the chemical`s solubility in the water. If contaminated water comes into contact with air, such as in a pond or a storage vessel, the contaminant`s emissions into the air can be determined based upon Henry`s law constant for that particular constituent. A high Henry`s law constant value translates into a greater emissions level. The engineering design and operation of strippers to remove contaminants from water require data for both water solubility and Henry`s law constant. A new correlation developed by researchers at Lamar University provides reliable values down to very, very low concentrations for the solubility of ketones in water. The correlation is based on the boiling point temperature of the ketone and can be used for engineering studies involving health, safety and environmental considerations. Results for water solubility and Henry`s law constant are provided here for a wide variety of ketones. Representative values are about 249,000 parts per million (ppm) per weight (wt) for methyl ethyl ketone (C{sub 4}H{sub 8}O) and 360 ppm/wt for 5-nonanone (C{sub 9}H{sub 18}O).

The interface structure efficiently transmits high radial compression forces and withstands both large circumferential elongation and local stresses generated by mass-loading and hub attachments. The interface structure is comprised of high-strength fiber, such as glass and carbon, woven into an angle pattern which is about 45.degree. with respect to the rotor axis. The woven fiber is bonded by a ductile matrix material which is compatible with and adheres to the rotor material. Solution Structure of the Yeast Ubiquitin-Like Modifier Protein Hub1

The Hub1 protein from Saccharomyces cerevisiae (NESG ID: YTYst190 / PIR: S78735/ GI: 7493880) is a ubiquitin-like modifier protein (UBL) that is essential for proper cell polarization during the formation of mating projections in S. cerevisiae. Hub1 conjugation to the cell polarity factors Sph1 and Hbt1 was required for their proper subcellular localization (1). Hub1 belongs to a conserved family of eukaryotic proteins. S. cerevisiae and human Hub1 share 65% identity. The sequence identity with ubiquitin is 22%. Here we describe the solution structure of Hub1 determined by NMR spectroscopy. We compare the structure of Hub1 to ubiquitin and find that although the overall fold is almost identical, critical surface residues in ubiquitin are not conserved in Hub1. These differences probably reflect the different functions of the UBL Hub1.

A surface-micromachined rotatable member formed on a substrate and a method for manufacturing thereof are disclosed. The surface-micromachined rotatable member, which can be a gear or a rotary stage, has a central hub, and an annulus connected to the central hub by an overarching bridge. The hub includes a stationary axle support attached to the substrate and surrounding an axle. The axle is retained within the axle support with an air-gap spacing therebetween of generally 0.3 .mu.m or less. The rotatable member can be formed by alternately depositing and patterning layers of a semiconductor (e.g. polysilicon or a silicon-germanium alloy) and a sacrificial material and then removing the sacrificial material, at least in part. The present invention has applications for forming micromechanical or microelectromechanical devices requiring lower actuation forces, and providing improved reliability.

On their seaward migration, juvenile salmonids commonly pass hydroelectric dams. Fish passing by the turbine blade may experience rapid decompression, the severity of which can be highly variable and may result in a number of barotraumas. The mechanisms of these injuries can be due to expansion of existing bubbles or gases coming out of solution; governed by Boyle’s Law and Henry’s Law, respectively. This paper combines re-analysis of published data with new experiments to gain a better understanding of the mechanisms of injury and mortality for fish experiencing rapid decompression associated with hydroturbine passage. From these data it appears that the majority of decompression related injuries are due to the expansion of existing bubbles in the fish, particularly the expansion and rupture of the swim bladder. This information is particularly useful for fisheries managers and turbine manufacturers, demonstrating that reducing the rate of swim bladder ruptures by reducing the frequency of occurrence and severity of rapid decompression during hydroturbine passage could reduce the rates of injury and mortality for hydroturbine passed juvenile salmonids.

Determination of Henry's law constants of organics in dilute aqueous solutions

Accurate knowledge of Henry's law constants, H, or air/water partitioning coefficients are required to predict the behavior of organic compounds in the environment. In particular, when the compounds are relatively volatile and exhibit low solubility in water, air stripping may be a viable method for above-ground treatment. Henry's law constants of 15 volatile organic compounds in dilute aqueous solutions were measured by the procedure of equilibrium partitioning in a closed system. The method is based upon the measurement of the headspace concentration by gas chromatography. The compounds investigated included six halogenated hydrocarbons, four aromatic hydrocarbons, and five alkanes. The measurements were made at three temperatures between 25 and 45 C. The measured Henry's law constants compared well with the literature data of some liquids. The temperature dependence of Henry's law constant was also studied from the van't Hoff relation.

The role of curvature in relation with Lie algebra contractions of the pseudo-ortogonal algebras so(p,q) is fully described by considering some associated symmetrical homogeneous spaces of constant curvature within a Cayley-Klein framework. We show that a given Lie algebra contraction can be interpreted geometrically as the zero-curvature limit of some underlying homogeneous space with constant curvature. In particular, we study in detail the contraction process for the three classical Riemannian spaces (spherical, Euclidean, hyperbolic), three non-relativistic (Newtonian) spacetimes and three relativistic ((anti-)de Sitter and Minkowskian) spacetimes. Next, from a different perspective, we make use of quantum deformations of Lie algebras in order to construct a family of spaces of non-constant curvature that can be interpreted as deformations of the above nine spaces. In this framework, the quantum deformation parameter is identified as the parameter that controls the curvature of such "quantum" spaces.

Guidelines for reducing dynamic loads in two-bladed teetering-hub downwind wind turbines

A major goal of the federal Wind Energy Program is the rapid development and validation of structural models to determine loads and response for a wide variety of different wind turbine configurations operating under extreme conditions. Such codes are crucial to the successful design of future advanced wind turbines. In previous papers the authors described steps they took to develop a model of a two-bladed teetering-hub downwind wind turbine using ADAMS{reg_sign} (Automatic Dynamic Analysis of Mechanical Systems), as well as comparison of model predictions to test data. In this paper they show the use of this analytical model to study the influence of various turbine parameters on predicted system loads. They concentrate their study on turbine response in the frequency range of six to ten times the rotor rotational frequency (6P to 10P). Their goal is to identify the most important parameters which influence the response of this type of machine in this frequency range and give turbine designers some general design guidelines for designing two-bladed teetering-hub machines to be less susceptible to vibration. They study the effects of such parameters as blade edgewise and flapwise stiffness, tower top stiffness, blade tip-brake mass, low-speed shaft stiffness, nacelle mass momenta of inertia, and rotor speed. They show which parameters can be varied in order to make the turbine less responsive to such atmospheric inputs as wind shear and tower shadow. They then give designers a set of design guidelines in order to show how these machines can be designed to be less responsive to these inputs.

A Multi-Objective, Hub-and-Spoke Supply Chain Design Model For Densified Biomass

In this paper we propose a model to design the supply chain for densified biomass. Rail is typically used for long-haul, high-volume shipment of densified biomass. This is the reason why a hub-and-spoke network structure is used to model this supply chain. The model is formulated as a multi-objective, mixed-integer programing problem under economic, environmental, and social criteria. The goal is to identify the feasibility of meeting the Renewable Fuel Standard (RFS) by using biomass for production of cellulosic ethanol. The focus in not just on the costs associated with meeting these standards, but also exploring the social and environmental benefits that biomass production and processing offers by creating new jobs and reducing greenhouse gas (GHG) emissions. We develop an augmented ?-constraint method to find the exact Pareto solution to this optimization problem. We develop a case study using data from the Mid-West. The model identifies the number, capacity and location of biorefineries needed to make use of the biomass available in the region. The model estimates the delivery cost of cellulosic ethanol under different scenario, the number new jobs created and the GHG emission reductions in the supply chain.

The Joint Center for Artificial Photosynthesis (JCAP) is a DOE Energy Innovation Hub focused on fuels from sunlight. JCAP's Director, Nate Lewis, spoke at the 2011 EFRC Summit about what JCAP is and how it is partnering with the EFRC community to accelerate the progress towards new solar fuels. The 2011 EFRC Summit and Forum brought together the EFRC community and science and policy leaders from universities, national laboratories, industry and government to discuss "Science for our Nation's Energy Future." In August 2009, the Office of Science established 46 Energy Frontier Research Centers. The EFRCs are collaborative research efforts intended to accelerate high-risk, high-reward fundamental research, the scientific basis for transformative energy technologies of the future. These Centers involve universities, national laboratories, nonprofit organizations, and for-profit firms, singly or in partnerships, selected by scientific peer review. They are funded at $2 to $5 million per year for a total planned DOE commitment of $777 million over the initial five-year award period, pending Congressional appropriations. These integrated, multi-investigator Centers are conducting fundamental research focusing on one or more of several ?grand challenges? and use-inspired ?basic research needs? recently identified in major strategic planning efforts by the scientific community. The purpose of the EFRCs is to integrate the talents and expertise of leading scientists in a setting designed to accelerate research that transforms the future of energy and the environment.

The concept of "limit cycle" was introduced by Henri Poincar\\'e in his second memoir "On curves defined by a differential equation" in 1882. From the point of view of physics, a stable limit cycle (or attractive) is the representation of the periodic solution of a (mechanical or electrical) dissipative system whose oscillations are maintained by the system itself. Conversely, the existence of a stable limit cycle ensures the maintenance of the oscillations. So far, the historiography considered that the Russian mathematician Aleksandr Andronov was the first to establish such a correspondence between the periodic solution of a self-oscillating system and Poincar\\'e's concept of limit cycle. The recent discovery of a series of lectures given by Henri Poincar\\'e in 1908 at the School of Post and Telegraph (now Telecom Paris Tech) proves that he had already used his limit cycle concept to establish the existence of a regime of maintained waves in a wireless device of radiotechnics. This article aims on the one hand to trace the emergence of this concept since its creation by Poincar\\'e and the other hand to highlight its importance and role in the history of non-linear oscillations.

The new 0.60-m. nozzle exit diameter hypersonic shock tunnel was designed to study advanced air-breathing propulsion system such as supersonic combustion and/or laser technologies. In addition, it may be used for hypersonic flow studies and investigations of the electromagnetic (laser) energy addition for flow control. This new hypersonic shock tunnel was designed and installed at the Laboratory for of Aerothermodynamics and Hypersonics Prof. Henry T. Nagamatsu, IEAv-CTA, Brazil. The design of the tunnel enables relatively long test times, 2-10 milliseconds, suitable for the experiments performed at the laboratory. Free stream Mach numbers ranging from 6 to 25 can be produced and stagnation pressures and temperatures up to 360 atm. and up to 9,000 K, respectively, can be generated. Shadowgraph and schlieren optical techniques will be used for flow visualization.

Contractions of Low-Dimensional Lie Algebras

Theoretical background of continuous contractions of finite-dimensional Lie algebras is rigorously formulated and developed. In particular, known necessary criteria of contractions are collected and new criteria are proposed. A number of requisite invariant and semi-invariant quantities are calculated for wide classes of Lie algebras including all low-dimensional Lie algebras. An algorithm that allows one to handle one-parametric contractions is presented and applied to low-dimensional Lie algebras. As a result, all one-parametric continuous contractions for the both complex and real Lie algebras of dimensions not greater than four are constructed with intensive usage of necessary criteria of contractions and with studying correspondence between real and complex cases. Levels and co-levels of low-dimensional Lie algebras are discussed in detail. Properties of multi-parametric and repeated contractions are also investigated.

The Department of Energy (DOE) is working to de-inventory sites and consolidate hazardous materials for processing and disposal. The DOE administers a wide range of certified shipping packages for the transport of hazardous materials to include Special Nuclear Material (SNM), radioactive materials, sealed sources and radioactive wastes. A critical element to successful and safe transportation of these materials is the availability of certified shipping packages. There are over seven thousand certified packagings (i.e., Type B/Type AF) utilized within the DOE for current missions. The synergistic effects of consolidated maintenance, refurbishment, testing, certification, and costing of these services would allow for efficient management of the packagings inventory and to support anticipated future in-commerce shipping needs. The Savannah River Site (SRS) receives and ships radioactive materials (including SNM) and waste on a regular basis for critical missions such as consolidated storage, stabilization, purification, or disposition using H-Canyon and HB-Line. The Savannah River National Laboratory (SRNL) has the technical capability and equipment for all aspects of packaging management. SRS has the only active material processing facility in the DOE complex and is one of the sites of choice for nuclear material consolidation. SRS is a logical location to perform maintenance and periodic testing of the DOE fleet of certified packagings. This initiative envisions a DOE Eastern Packaging Staging and Maintenance Center (PSMC) at the SRS and a western hub at the Nevada National Security Site (NNSS), an active DOE Regional Disposal Site. The PSMC's would be the first place DOE would go to meet their radioactive packaging needs and the primary locations projects would go to disposition excess packaging for beneficial reuse. These two hubs would provide the centralized management of a packaging fleet rather than the current approach to design, procure, maintain and dispose of packagings on a project-by-project basis. This initiative provides significant savings in packaging costs and acceleration of project schedules. In addition to certified packaging, the PSMC would be well suited for select designs of 7A Type A packaging and Industrial Packaging. (authors)

Generalizations of Lagrange parameters are derived based on projecting system dynamics on the tangent space of possibly time-varying constraints. This guide outlines the duties of BPA personnel designated as Contracting Officers Technical Representatives (COTRs). The BPA Administrator gives contracting officers (COs) in BPA responsibility and authority for awarding and administering contracts. COs are authorized to designate other BPA employees to act as their representatives for purposes of contract administration, from the time of contract award until final receipt and acceptance of the contracted services. COTRs are the individuals primarily relied upon to perform technical contract administration functions. Similar functions for supply and construction contracts are performed by engineering representatives, construction inspectors, and inspectors. Although this Guide is written primarily with the COTR in mind, the concept and operation of teamwork is essential throughout the entire process of contract administration. The CO administers the contract during performance, but rarely has expertise in all of the relevant technical areas. Therefore, CO decisions rely on input from a team. The COTR is an indispensable member of that team. The instructions in this Guide are designed to facilitate this essential CO-COTR cooperation. COTR duties are usually additional to those required of the COTR in his or her assigned line organization. The COTR is still accountable to the line supervisor for performance of regularly-assigned duties. These duties are to be reflected appropriately in performance appraisals and job descriptions. For contract administration duties, however, the COTR reports directly to, and is accountable only to, the CO. The COTR`s supervisor must allow sufficient time to ensure that the COTR can adequately monitor the contract for technical compliance. This Guide is designed for COTRs who are performing service contract (including intergovernmental contract) administration functions as an adjunct to their normal technical duties.

LBL is a multi-program laboratory operated by the University of California (UC) for DOE. The mission of LBL includes performing research in energy, general, and life sciences. LBL facilities include the main site on 130 acres located in the cities of Berkeley and Oakland; laboratories and offices located in buildings on the UC Berkeley Campus; and three leased buildings in the cities of Berkeley and Emeryville. 1. Involvement of Line Management in the assessment process to provide awareness and ownership. 2. Using existing assessments, audits and appraisals in lieu of a new assessment wherever possible. 3. Conduct of the assessments by individuals with functional responsibility and knowledge of the areas being assessed. 4. Interaction with individuals performing assessments at other Laboratories to enhance our learning process. As anticipated, a number of findings will require corrective action. General corrective actions are identified for key findings in this report. This report summarizes the results of the work of the Contract Reform Team. It recommends actions for implementation that will significantly improve the Department`s contracting practices and will enable the Department to help create a government that -- in the words of Vice President Gore -- {open_quotes}works better and costs less.{close_quotes} These actions and the deadlines for their implementation are listed. Among other things, they recommend replacing the Department`s standard Management and Operating Contract with a new Performance-Based Management Contract and strengthening the Department`s systems for selecting and managing contractors.

noindent Henry's law constants of the solutes methane, nitrogen, oxygen and carbon dioxide in the solvent ethanol are predicted by molecular simulation. The molecular models for the solutes are taken from previous work. For the solvent ethanol, a new rigid anisotropic united atom molecular model based on Lennard-Jones and Coulombic interactions is developed. It is adjusted to experimental pure component saturated liquid density and vapor pressure data. Henry's law constants are calculated by evaluating the infinite dilution residual chemical potentials of the solutes from 273 to 498K with Widom's test particle insertion. The prediction of Henry's Law constants without the use of binary experimental data on the basis of the Lorentz-Berthelot combining rule agree well with experimental data, deviations are 20%, except for carbon dioxide for which deviations of 70% are reached. This report addresses the {open_quotes}contracts portfolio{close_quotes} issue of natural gas contracts in support of the Domestic Natural Gas and Oil Initiative (DGOI) published by the U.S. Department of Energy in 1994. The analysis is a result of a collaborative effort with the Public Service Commission of the State of Maryland to consider {open_quotes}reforms that enhance the industry`s competitiveness{close_quotes}. The initial focus of our collaborative effort was on gas purchasing and contract portfolios; however, it became apparent that efficient contracting to purchase and use gas requires a broader consideration of regulatory reform. Efficient portfolios are obtained when the holder of the portfolio is affected by and is responsible for the performance of the portfolio. Natural gas distribution companies may prefer a diversity of contracts, but the efficient use of gas requires that the local distribution company be held accountable for its own purchases. Ultimate customers are affected by their own portfolios, which they manage efficiently by making their own choices. The objectives of the DGOI, particularly the efficient use of gas, can be achieved when customers have access to suppliers of gas and energy services under an improved regulatory framework. The evolution of the natural gas market during the last 15 years is described to account for the changing preferences toward gas contracts. Long-term contracts for natural gas were prevalent before the early 1980s, primarily because gas producers had few options other than to sell to a single pipeline company, and this pipeline company, in turn, was the only seller to a gas distribution company.

Cross-linked actomyosin bundles retract when severed in vivo by laser ablation, or when isolated from the cell and micromanipulated in vitro in the presence of ATP. We identify the time scale for contraction as a viscoelastic time tau, where the viscosity is due to (internal) protein friction. We obtain an estimate of the order of magnitude of the contraction time tau ~ 10-100 s, consistent with available experimental data for circumferential microfilament bundles and stress fibers. Our results are supported by an exactly solvable, hydrodynamic model of a retracting bundle as a cylinder of isotropic, active matter, from which the order of magnitude of the active stress is estimated.

Observed Cosmological Redshifts Support Contracting Accelerating Universe

The main argument that Universe is currently expanding is observed redshift increase by distance. However, this conclusion may not be correct, because cosmological redshift depends only on the scaling factors, the change in the size of the universe during the time of light propagation and is not related to the speed of observer or speed of the object emitting the light. An observer in expanding universe will measure the same redshift as observer in contracting universe with the same scaling. This was not taken into account in analysing the SN Ia data related to the universe acceleration. Possibility that universe may contract, but that the observed light is cosmologically redshifted allows for completely different set of cosmological parameters $\\Omega_M, \\Omega_{\\Lambda}$, including the solution $\\Omega_M=1, \\Omega_{\\Lambda}=0$. The contracting and in the same time accelerating universe explains observed deceleration and acceleration in SN Ia data, but also gives significantly larger value for the age of the universe, $t_0 = 24$ Gyr. This allows to reconsider classical cosmological models with $\\Lambda =0$. The contracting stage also may explain the observed association of high redshifted quasars to low redshifted galaxies.

Unifying Projected Entangled Pair States contractions

The approximate contraction of a Projected Entangled Pair States (PEPS) tensor network is a fundamental ingredient of any PEPS algorithm, required for the optimization of the tensors in ground state search or time evolution, as well as for the evaluation of expectation values. An exact contraction is in general impossible, and the choice of the approximating procedure determines the efficiency and accuracy of the algorithm. We analyze different previous proposals for this approximation, and show that they can be understood via the form of their environment, i.e. the operator that results from contracting part of the network. This provides physical insight into the limitation of various approaches, and allows us to introduce a new strategy, based on the idea of clusters, that unifies previous methods. The resulting contraction algorithm interpolates naturally between the cheapest and most imprecise and the most costly and most precise method. We benchmark the different algorithms with finite PEPS, and show how the cluster strategy can be used for both the tensor optimization and the calculation of expectation values. Additionally, we discuss its applicability to the parallelization of PEPS and to infinite systems (iPEPS).

The federal government has conducted the National Photovoltaics Program since 1975. Its purpose is to provide focus, direction, and funding for the development of terrestrial photovoltaic technology as an energy option for the United States. In the past, a summary was prepared each year to provide an overview of the government-funded activities within the National Photovoltaics Program. Tasks conducted in-house by participating national laboratories or under contract by industrial, academic, and other research institutes were highlighted. This year's document is more concise than the summaries of previous years. The FY 1990 contract overview comprises a list of all subcontracts begun, ongoing, or completed by Sandia National Laboratory or the Solar Energy Research Institute during FY 1990 (October 1, 1989, through September 30, 1990). Under each managing laboratory, projects are listed alphabetically by project area and then by subcontractor name.
