    The purpose of this report is to document and summarize activities associated with Fluor's efforts on the Tri-State Synfuels Project. The proposed facility was to be coal-to-transport fuels facility located in Henderson, Kentucky. Tri-State Synfuels Company was participating in the project as a partner of the US Department of Energy per terms of a Cooperative Agreement resulting from DOE's synfuel's program solicitation. Fluor's initial work plan called for preliminary engineering and procurement services to the point of commitment for construction for a Sasol Fischer-Tropsch plant. Work proceeded as planned until October 1981 when results of alternative coal-to-methanol studies revealed the economic disadvantage of the Synthol design for US markets. A number of alternative process studies followed to determine the best process configuration. In January 1982 Tri-State officially announced a change from Synthol to a Methanol to Gasoline (MTG) design basis. Further evaluation and cost estimates for the MTG facility eventually led to the conclusion that, given the depressed economic outlook for alternative fuels development, the project should be terminated. Official announcement of cancellation was made on April 13, 1982. At the time of project cancellation, Fluor had completed significant portions of the preliminary engineering effort. Included in this report are descriptions and summaries of Fluor's work during this project. In addition location of key project data and materials is identified and status reports for each operation are presented.

    The Johns Hopkins University Applied Physics Laboratory, under contracts with several agencies of the federal government and an agency of the State of Maryland, is engaged in developing energy resources, utilization concepts, and monitoring and storage methods. This Quarterly Report summarizes the work on the various tasks as of 31 March 1980. The Energy Quarterly Report is divided into four sections. The first, Geothermal Energy Development Planning and Technical Assistance, supported by the Department of Energy/Division of Geothermal Energy (DOE/DGE), contains reports on the progress of geothermal-related tasks on which effort was concentrated during the quarter. The second section, Operational Research, Hydroelectric Power Development, supported by the Department of Energy/Resource Applications (DOE/DGE), contains reports on small-scale hydroelectric investigations in the southeastern states. The third section, Seismotectonic Investigation, supported by the Reactor Safety Research Division of the Nuclear Regulatory Commission, reports on a neotectonic investigation in Connecticut. The fourth section, Energy Conversion and Storage Techniques, contains two articles, the first on OTEC core unit testing supported by the Department of Energy/Division of Central Solar Technology (DOE/CST), and the second on an analysis of the Community Annual Storage Energy System at the U.S. Naval Air Station, Norfolk, Va. This work is supported by the Department of Energy and the Department of Defense, Naval Facilities Engineering Command/Atlantic Division.

    This document demonstrates the commercial status of the process units to be used in the Tri-State Synfuels Project at Henderson, Kentucky. The basic design philosophy as established in October, 1979, was to use the commercial SASOL II/III plants as a basis. This was changed in January 1982 to a plant configuration to produce gasoline via a methanol and methanol to gasoline process. To accomplish this change the Synthol, Oil workup and Chemical Workup Units were eliminated and replaced by Methanol Synthesis and Methanol to Gasoline Units. Certain other changes to optimize the Lurgi liquids processing eliminated the Tar Distillation and Naphtha Hydrotreater Units which were replaced by the Partial Oxidation Unit. The coals to be gasified are moderately caking which necessitates the installation of stirring mechanism in the Lurgi Dry Bottom gasifier. This work is in the demonstration phase. Process licenses either have been obtained or must be obtained for a number of processes to be used in the plant. The commercial nature of these processes is discussed in detail in the tabbed sections of this document. In many cases there is a list of commercial installations at which the licensed equipment is used.

    Sandia National Laboratories (SNL) designs mechanical systems with electronics that must survive high shock environments. These mechanical systems include penetrators that must survive soil and rock penetration, nuclear transportation casks that must survive transportation environments, and laydown weapons that must survive delivery impact. These mechanical systems contain electronics that may operate during and after the high shock environment and that must be protected from the high shock environments. A study has been started to improve the packaging techniques for the advanced electronics utilized in these mechanical systems because current packaging techniques are inadequate for these sensitive electronics. In many cases, it has been found that the packaging techniques currently used not only do not mitigate the shock environment but actually amplify the shock environment. An ambitious goal for this packaging study is to avoid amplification and possibly attenuate the shock environment before it reached the electronics contained in the various mechanical systems. Here, a study to compare two thickness values, 0.125 and 0.250 in. of five materials, GE RTV 630, HS II Silicone, Polysulfide Rubber, Sylgard 184, and Teflon for their shock mitigating characteristics with a split Hopkinson bar configuration has been completed. The five materials have been tested in both unconfined and confined conditions at ambient temperature and with two applied loads of 750 {mu}{epsilon} peak (25 fps peak) with a 100 {micro}s duration, measured at 10% amplitude, and 1500 {mu}{epsilon} peak (50 fps peak) with a 100 {micro}s duration, measured at 10% amplitude. The five materials have been tested at ambient, cold ({minus}65 F), and hot (+165 F) for the unconfined condition with the 750 {mu}{epsilon} peak (25 fps peak) applied load. Time domain and frequency domain analyses of the split Hopkinson bar data have been performed to compare how these materials lengthen the shock pulse, attenuate the shock pulse, reflect high frequency content in the shock pulse, and transmit energy.

    This Deliverable No. 18b - Capital and Operating Cost Estimates includes a detailed presentation of the 12,500 BPD coal-to-methanol-to-gasoline plant from the standpoint of capital, preoperations, start-up and operations cost estimation. The base capital cost estimate in June 1982 dollars was prepared by the Ralph M. Parsons Company under the direction of Grace. The escalated capital cost estimate as well as separate estimates for preoperations, startup and operations activities were developed by Grace. The deliverable consists of four volumes. Volume I contains details of methodology used in developing the capital cost estimate, summary information on a base June 1982 capital cost, details of the escalated capital cost estimate and separate sections devoted to preoperations, start-up, and operations cost. The base estimate is supported by detailed information in Volumes II, III and IV. The degree of detail for some units was constrained due to proprietary data. Attempts have been made to exhibit the estimating methodology by including data on individual equipment pricing. Proprietary details are available for inspection upon execution of nondisclosure and/or secrecy agreements with the licensors to whom the data is proprietary. Details of factoring certain pieces of equipment and/or entire modules or units from the 50,000 BPD capital estimate are also included. In the case of the escalated capital estimate, Grace has chosen to include a sensitivity analysis which allows for ready assessment of impacts of escalation rates (inflation), contingency allowances and the construction interest financing rates on the escalated capital cost. Each of the estimates associated with bringing the plant to commercial production rates has as a basis the schedule and engineering documentation found in Deliverable No. 14b - Process Engineering and Mechanical Design Report, No. 28b - Staffing Plans, No. 31b - Construction Plan, and No. 33b - Startup and Operation Plan.

    This superb book is the most important reference on the Order Odonata to appear since the 1999 publication of Philip Corbet's monumental work on the behavior and ecology of Odonata. In the context of specimen identification and faunistics, it is the most significant contribution in decades, for it opens a new door to the most diverse and least known dragonfly fauna on Earth, that of the Neotropical Region. The book treats the genera of all the New World dragonflies, but while the Nearctic Anisoptera (at least north of the Mexican border) is extensively summarized in many taxonomic and identification manuals (e.g., Needham et al. 2000), the Neotropical fauna remains rather poorly known. Much of it still is undescribed and taxonomic syntheses are few and far between. This is partly because of its huge diversity, the remoteness of much of the region, and the relative scarcity of specimens in collections. As T. W. Donnelly (2006) noted in a recent review of this book, the New World tropics have always been a challenge to biologists in many disciplines because the region was first colonized by the Spanish and Portuguese who largely lacked the tradition of natural history studies characteristic of the British, French, Dutch and Germans in Africa, India or Southeast Asia. In South America there simply was no F. C. Fraser to write an equivalent to his three volumes on the Odonata in The Fauna of British India. Borror (1945) was an early and wonderful resource for deciphering the genera of the large family Libellulidae in the Americas. Calvert's hard-to-find contributions on the Odonata (1902-1908) in the Biologia Centrali-Americana helped students of the Central American fauna; the updated equivalent by Foerster (2001) for Mesoamerican genera is also important. But as far as syntheses and overviews, that's about all there was - until now.
