    Fina Oil and Chemical Co. and Fisher Controls International used engineering resourcefulness to overcome heat-induced product loss from LPG storage bullets at Fina's Port Arthur, Tex., refinery. Fina had installed Fisher's Easy Joe 399A-6365, a pilot-operated, back-pressure-type regulator, on its LPG storage facility in 1991 as part of a fuel products modernization project. The regulators helped control the accumulation of noncondensible vapors, which collect in the storage bullets above the LPG. But summer heat extremes and surges in the tanks and lines made it possible for the operating pressure to increase so that the safety relief valve was activated before the pilot regulator was able to stabilize the pressure. The installation of pilot-type regulators, in cascaded, or series, formation, reduced product venting through relief valves.

    Laser-induced breakdown spectroscopy (LIBS) is starting to light the way for power plant operators who want to reduce coal ash deposition in their boilers. The method was developed by Lehigh University's Energy Research Centre and the Energy Research Co. The LIBS system analyzes the chemical properties of coal using a pulsating laser with two frequencies, one infrared and one visible light. The laser vaporizes a sample, resulting in a distinct elemental signature. From these data, a newly developed software package containing artificial neural network (ANN) models estimates ash fusion temperature and predicts coal slagging potential. LIBS is the size of a table top, safe to use and provides instantaneous data without interrupting the process. The performance of the LIBS system was verified in lab experiments and then the system was set up at Dominion's Brayton Point Power Station, a 1,150-MW coal-fired power plant in Somerset, MA. The project demonstrated the merit of the LIBS system that produces coal elemental analysis and estimated fusion temperatures. Further development is needed to equip a LIBS system with an automatic online coal-sampling attachment and to achieve higher accuracy and repeatability. The researchers have been awarded a second DOE grant to fund development of a commercial prototype of the LIBS system. 2 figs., 2 photos.

    As North Carolina's residential solar market grows, more homeowners associations are facing uncertainties about how to deal with solar installations in their communities. As part of an effort between the State Energy Program, NC Department of Environment and Natural Resources, and members of the U.S. Department of Energy's SunShot Solar Outreach Partnership (The Solar Foundation and the NC Clean Energy Technology Center), two new resources have been developed to help North Carolina homeowners associations (HOAs) and their architectural review committees work through these issues. The first is a short brochure detailing the benefits of solar energy, with particular emphasis on benefits to HOAs and homeowners, as well as the role that HOAs can play in facilities solar installations in their communities. The second is Model HOA solar design guidelines, developed specifically for North Carolina communities, which allow for solar installations to occur in a way that balances a homeowner's ability to install a solar energy system and legitimate community concerns about these systems.

    Subsidence is the sinking of land surface, commonly resulting from underground mining. In Illinois, property damage has been sufficiently severe that a state law was enacted to provide subsidence insurance for homeowners. This publication has been prepared for homeowners in Illinois: (1) to inform them whether they live in subsidence-prone areas, (2) to aid them in understanding some frequently encountered effects of mine subsidence as well as problems sometimes mistaken for mine subsidence, and (3) to suggest further sources of information. Although the new subsidence insurance program for homeowners in mining areas prompted the writing of this report, we do not attempt to explain the details of the insurance program. Our purpose is to explain the causes and the nature of subsidence and discuss ways to minimize damage caused by subsidence. About 750,000 acres of Illinois land have been undermined for coal, and many homeowners are concerned about the effects underground mining may d at nine areas alalitative methods are presented. Chapter Five presents conclusions and suggestions for future research.

    The contingent valuation (CV) method is a technique used frequently in benefit-cost analysis to estimate the economic value of non-market goods such as environmental quality. In CV, surveys are used to ask people about their willingness to pay for a good in a hypothetical market situation. In this application, homeowners in Baltimore County were asked about their willingness to pay (WTP) for programs to control pollutants in urban stormwater runoff designed to achieve, respectively, 4% and 1% reductions in nutrient loadings to the Chesapeake Bay. The main variation comprised alternate descriptions of the payment vehicle. Tests show that the mean WTP by means of property taxes does not differ significantly from mean WTP via user charges. This result was somewhat surprising because of other evidence that the respondents believe strongly that user charges are fairer than property taxes. A best estimate of the benefits to homeowners in Baltimore County of controlling nutrient loads for urban stormwater is from $1.2 to $4.2 million annually, depending on the reduction objective.

    Worldwide hydroprocessing capacity and hydroprocessing catalyst usage has been increasing dramatically. Two major factors contributing to the increase are sulfur restrictions in gasoline, diesel and other fuels; and increasing demand for lighter products. The limit of 0.05 wt% sulfur for diesel fuels in US has led to the construction of many {open_quotes}low-sulfur diesel{close_quotes} hydrotreaters. Similarly strict sulfur restrictions have been imposed or considered in countries throughout Europe. These restrictions have also resulted in higher severity operation and shorter cycles in existing hydrotreating units. New catalyst regeneration technology is available for hydroprocessing catalysts of various sizes. These catalysts can be regenerated in a single pass, even at carbon levels above 30%. Regenerated carbon and sulfur levels are typically well below 1%, and nearly 100% recovery of the available surface area and catalyst length are achieved. The use of an inert gas stripper to remove excess hydrocarbons and water has also been successfully demonstrated. Pre-treating the catalyst in the stripper prior to regeneration has eliminated the potential for temperature excursions. Catalysts containing up to 40% volatile matter are now regenerated in a single pass by first pre-treating the catalyst in the stripper.

    To boost production from its gas fields in Lake Erie, Consumers' Gas Co., Toronto, used a giant reel holding a 33,000-ft coil of 1-in. polypropylene-coated steel tubing to lay about 44 miles of control lines that now service 20 wells 17 miles offshore. As the forward motion of the boat unwound the tubing, the reel rig's hydraulic motor served as a brake to maintain the proper tension. This innovative method of laying the lines eliminated more than 80% of the pipe joints, correspondingly reduced the installation labor time, and improved the system's reliability. The two hydraulic-control lines that were laid actuate the gas-gathering line valves, while a hydrate-control line injects each well with methyl alcohol to inhibit hydrate formation.

    Under the Clean Energy Works (CEW) program, Craft3 developed a loan product that widened access to financing for homeowners, offered long term funding, and collected repayments through the customer?s utility bill. The program?s success led Craft3 to pursue the sale of the loan portfolio to both mitigate its own risks and replenish funds for lending. This sale breaks new ground for energy efficiency finance and is notable as it was completed even with many novel program design elements. It replenished Craft3?s program capital and uncovered some valuable lessons that may facilitate future transactions. However, the lack of data history and the unproven nature of the loan portfolio meant that Craft3 had to limit the risk of losses to Self-Help, the purchaser of the portfolio. It remains to be seen whether this experience will pave the way for more sales of on-bill energy efficiency loan portfolios. This case study illustrates how certain program design decisions can sometimes both facilitate programmatic objectives and possibly present challenges for the sale of a portfolio of energy efficiency loans.

    Measurements of ellipticities of background galaxies are sensitive to the reduced shear, the cosmic shear divided by (1-{kappa}) where {kappa} is the projected density field. They compute the difference between shear and reduced shear both analytically and with simulations. The difference becomes more important an smaller scales, and will impact cosmological parameter estimation from upcoming experiments. A simple recipe is presented to carry out the required correction.

    A corrosion reducer for use with ships having a hull, a propeller mounted a propeller shaft and extending through the hull, bearings supporting the shaft, at least one thrust bearing and one seal. The improvement includes a current collector and a current reduction assembly for reducing the voltage between the hull and shaft in order to reduce corrosion due to electrolytic action. The current reduction assembly includes an electrical contact, the current collector, and the hull. The current reduction assembly further includes a device for sensing and measuring the voltage between the hull and the shaft and a device for applying a reverse voltage between the hull and the shaft so that the resulting voltage differential is from 0 to 0.05 volts. The current reduction assembly further includes a differential amplifier having a voltage differential between the hull and the shaft. The current reduction assembly further includes an amplifier and a power output circuit receiving signals from the differential amplifier and being supplied by at least one current supply. The current selector includes a brush assembly in contact with a slip ring over the shaft so that its potential may be applied to the differential amplifier.

The regulator includes a housing which may be of a titanium alloy, within which is located a seal or gasket at the outlet end which may be made of annealed copper, a rod, and piston, each of which may be made of high density graphite. The regulator is insensitive to temperature by virtue of being without a spring or gas sealed behind a diaphragm, and provides a reference for a system in which it is being used. The rod and piston of the regulator are constructed, for example, to have a 1/20 ratio such that when the downstream pressure is less than 1/20 of the upstream pressure the regulator opens and when the downstream pressure exceeds 1/20 of the upstream pressure the regulator closes.

    The future of the US nuclear arsenal continues to be guided by two distinct drivers: the preservation of world peace and the prevention of further proliferation through our extended deterrent umbrella. Timely implementation of US nuclear policy decisions depends, in part, on the current state of stockpile weapons, their delivery systems, and the supporting infrastructure within the Department of Defense (DoD) and the Department of Energy's National Nuclear Security Administration (NNSA). In turn, the present is a product of past choices and world events. Now more than ever, the nuclear weapons program must respond to the changing global security environment and to increasing budget pressures with innovation and sound investments. As the nation transitions to a reduced stockpile, the successes of the Stockpile Stewardship Program (SSP) present options to transition to a sustainable complex better suited to stockpile size, national strategic goals and budgetary realities. Under any stockpile size, we must maintain essential human capital, forefront capabilities, and have a right-sized effective production capacity. We present new concepts for maintaining high confidence at low stockpile numbers and to effectively eliminate the reserve weapons within an optimized complex. We, as a nation, have choices to make on how we will achieve a credible 21st century deterrent.

    The processing of opportunity crudes and the need to meet stricter environmental regulations in the production of distillates and finished fuels have increased the benefit of the hydroprocessing unit to the refiner. With this potential for increased margins and more environmentally friendly fuel products comes increased risk of fouling in hydroprocessing units. Increased fouling can reduce unit reliability and increase maintenance and operating costs. The refiner has several options available to help minimize the fouling and maximize the unit`s profitability and flexibility. One of the two commonly selected options is to allocate capital for a mechanical solution to address a specific cause of fouling. The other option is the use of a chemical treatment program. This paper reviews the efficiency and implementation procedures for these two processes.

At least one of the physical vapor deposition and the thermal treatment is performed in a processing environment comprising a nitrogen-containing gas.

    State legislation can significantly encourage the development of waste-to-energy projects. The authors briefly examine two of the principal areas where legislative activity can help or hinder municipalities with the development of WTE projects: antitrust exemptions for flow control ordinances, and assistance in protecting favorable rates in power sales contracts. State legislation dealing with other relevant matters-such as recycling and resource recovery, competitive bidding, municipal financing, and the like-are not covered here. These related, but more general, matters have less direct effect on the economic feasibility of WTE projects.
