The first year of the cooperative agreement dated from April 2, 2001 to April 1, 2002, at a funding level of $375,000. This technical report covers the period of October 2001--March 2002. Rautaruukki Oy Raahe Steel rebuilt its blast furnaces in 1995 (BF1) and 1996 (BF2) after 10 year campaigns and production of 9,747 THM/m{sup 3} (303 NTHM/ft{sup 3}) and 9,535 THM/m{sup 3} (297 NTHM/ft{sup 3}), respectively. At the end of the campaigns, damaged cooling system and shell cracks were increasingly disturbing the availability of furnaces. The goal for rebuilding was to improve the cooling systems and refractory quality in order to attain a 15 year campaign. The furnaces were slightly enlarged to meet the future production demand. The blast furnace control rooms and operations were centralized and the automation and instrumentation level was considerably improved in order to improve the operation efficiency and to reduce manpower requirements. Investments in direct slag granulation and improved casthouse dedusting improved environmental protection. The paper describes the rebuilding.

Selling an Energy Efficiency Loan Portfolio in Oregon: Resale of the Craft3 loan portfolio to Self-Help Credit Union

Under the Clean Energy Works (CEW) program, Craft3 developed a loan product that widened access to financing for homeowners, offered long term funding, and collected repayments through the customer?s utility bill. The program?s success led Craft3 to pursue the sale of the loan portfolio to both mitigate its own risks and replenish funds for lending. This sale breaks new ground for energy efficiency finance and is notable as it was completed even with many novel program design elements. It replenished Craft3?s program capital and uncovered some valuable lessons that may facilitate future transactions. However, the lack of data history and the unproven nature of the loan portfolio meant that Craft3 had to limit the risk of losses to Self-Help, the purchaser of the portfolio. It remains to be seen whether this experience will pave the way for more sales of on-bill energy efficiency loan portfolios. This case study illustrates how certain program design decisions can sometimes both facilitate programmatic objectives and possibly present challenges for the sale of a portfolio of energy efficiency loans.

Monticello Unit 3 recovery project: The rebuild of a first generation wet flue gas desulfurization system

Since November 1993, TU Electric and Sargent & Lundy have been engaged in the repair or replacement of equipment that was damaged by the collapse of the Monticello Unit 3 chimney. In addition to the replacement of the chimney, electrostatic precipitator, and various balance-of-plant systems, the scope of the project includes the demolition, engineering and design, procurement, and construction activities to rebuild major equipment within the wet limestone flue gas desulfurization (FGD) system. This paper reviews and discusses various aspects of the design, procurement and schedule associated with the rebuild of the FGD system. The paper reviews the design selections in the areas of process technology, the absorber island, and technical enhancements to improve the operability of this 1970s-vintage system. Finally, the challenges and solutions in implementing a 17-month schedule for the design, construction, and startup of an FGD system will be discussed.

Energy Office Grant Helps the Virgin Islands Environmental Resource Station Install Solar Panels, Improve Efficiency, and Cut Monthly Energy Use Nearly 30% (Fact Sheet)

This fact sheet highlights the energy challenges faced by the Virgin Islands Environmental Resource Station (VIERS), the renewable energy and energy efficiency solutions implemented, the resulting energy efficiency savings, and other project benefits. In 2011, VIERS installed a 9.4 kW solar system funded by a $50,000 American Recovery and Reinvestment Act (ARRA) grant, which was administered by VIEO. To identify additional energy-saving opportunities, VIERS performed an energy audit of appliances, which resulted in the removal of two water coolers and the installation of a water meter to monitor water use and how it relates to electric pump use. VIERS also added an educational component to the project, developing a solar classroom near the original solar system. By building on previous energy conservation measures and making additional investments in renewable energy technology, VIERS has lowered its average monthly energy consumption nearly 30%, even with an increase in guests. The VIERS efforts are not limited to the technology installations, however. They also serve to impact the youth of the U.S. Virgin Islands (USVI) by educating young people about energy efficiency and renewable energy technologies and their energy and environmental impacts. VIERS solar system is connected to the Web via a live feed that posts solar output data in real time, increasing the VIERS solar classroom's potential educational impact exponentially.

Building Energy-Efficient Schools in New Orleans: Lessons Learned (Brochure)

This case study presents the lessons learned from incorporating energy efficiency in the rebuilding and renovating of New Orleans K-12 schools after Hurricanes Katrina and Rita. Hurricane Katrina was the largest natural disaster in the United States, striking the Gulf Coast on August 29, 2005, and flooding 80% of New Orleans; to make matters worse, the city was flooded again only three weeks later by the effects of Hurricane Rita. Many of the buildings, including schools, were heavily damaged. The devastation of schools in New Orleans from the hurricanes was exacerbated by many years of deferred school maintenance. This case study presents the lessons learned from incorporating energy efficiency in the rebuilding and renovating of New Orleans K-12 schools after Hurricanes Katrina and Rita. The experiences of four new schools-Langston Hughes Elementary School, Andrew H. Wilson Elementary School (which was 50% new construction and 50% major renovation), L.B. Landry High School, and Lake Area High School-and one major renovation, Joseph A. Craig Elementary School-are described to help other school districts and design teams with their in-progress and future school building projects in hot-humid climates. Before Hurricane Katrina, New Orleans had 128 public schools. As part of the recovery planning, New Orleans Public Schools underwent an assessment and planning process to determine how many schools were needed and in what locations. Following a series of public town hall meetings and a district-wide comprehensive facility assessment, a Master Plan was developed, which outlined the renovation or construction of 85 schools throughout the city, which are expected to be completed by 2017. New Orleans Public Schools expects to build or renovate approximately eight schools each year over a 10-year period to achieve 21st century schools district-wide. Reconstruction costs are estimated at nearly $2 billion.

Snake River Sockeye Salmon Sawtooth Valley Project Conservation and Rebuilding Program : Supplemental Fnal Environmental Assessment.

This document announces Bonneville Power Administration`s (BPA) proposal to fund three separate but interrelated actions which are integral components of the overall Sawtooth Valley Project to conserve and rebuild the Snake River Sockeye salmon run in the Sawtooth Valley of south-central Idaho. The three actions are as follows: (1) removing a rough fish barrier dam on Pettit Lake Creek and constructing a weir and trapping facilities to monitor future sockeye salmon adult and smolt migration into and out of Pettit Lake; (2) artificially fertilizing Readfish Lake to enhance the food supply for Snake River sockeye salmon juveniles released into the lake; and (3) trapping kokanee fry and adults to monitor the fry population and to reduce the population of kokanee in Redfish Lake. BPA has prepared a supplemental EA (included) which builds on an EA compled in 1994 on the Sawtooth Valley Project. Based on the analysis in this Supplemental EA, BPA has determined that the proposed actions are not major Federal actions significantly affecting the quality of the human environment. Therefore an Environmental Impact Statement is not required.

The U.S.Refining Industry is facing hard times. Slow growth, tough environmental regulations, and fierce competition - especially in retail gasoline - have squeezed margins and prompted a series of mergers and acquisitions. The trend has affected the smallest and largest players, and a series of transactions over the past two years has created a new industry lineup. Among the larger companies, Mobil and Amoco are the latest to consider a refining merger. That follows recent plans by Ashland and Marathon to merge their refining businesses, and the decision by Shell, Texaco, and Saudi Aramco to combine some U.S. operations. Many of the leading independent refiners have increased their scale by acquiring refinery capacity. With refining still in the doldrums, more independents are taking a closer look at boosting production of petrochemicals, which offer high growth and, usually, better margins. That is being helped by the shift to refinery processes that favor the increased production of light olefins for alkylation and the removal of aromatics, providing opportunity to extract these materials for the petrochemical market. 5 figs., 3 tabs.

This Environmental Impact Statement (EIS) assesses the potential environmental impacts that would result from a proposed Department of Energy (DOE) action on the proposed rebuilding, operation, and maintenance of a 17-mile-long portion of BPA’s Libby to Bonners Ferry 115-kilovolt (kV) Transmission Line in Lincoln County, Montana. The portion to be rebuilt would start at Flathead Electric Cooperative’s (FEC) Libby Substation, in the town of Libby, Montana, and proceed west along an existing right-of-way for about 17 miles, terminating at BPA’s Troy Substation just east of the town of Troy, Montana.

Biological treatment methods for contaminated soils and groundwater, including landfarming, pump-and-treat bioreactors and in situ bioremediation, are using hydrogen peroxide (H[sub 2]O[sub 2]) as an oxidant to reduce cleanup time and save money. Some examples of how the chemical is being used include the following: recent studies indicate peroxygen compounds, such as calcium peroxide, can be used to chemically aerate soils in landfarming applications. Pump-and-treat bioreactor systems for treating halogenated aliphatics can use an H[sub 2]O[sub 2] solution to deliver oxygen to oxygen-deficient systems. The solution has proven effective for improving bioreactor efficiency during limited oxygen solubility; in situ peroxidation can be used to partially oxidize soil contaminants to reduce their toxicity and enhance their biodegradability in the unsaturated zone prior to in situ bioremediation.

During 1997 the first phase of the Nez Perce Tribe White Sturgeon Project was completed and the second phase was initiated. During Phase I the ''Upper Snake River White Sturgeon Biological Assessment'' was completed, successfully: (1) compiling regional white sturgeon management objectives, and (2) identifying potential mitigation actions needed to rebuild the white sturgeon population in the Snake River between Hells Canyon and Lower Granite dams. Risks and uncertainties associated with implementation of these potential mitigative actions could not be fully assessed because critical information concerning the status of the population and their habitat requirements were unknown. The biological risk assessment identified the fundamental information concerning the white sturgeon population that is needed to fully evaluate the effectiveness of alternative mitigative strategies. Accordingly, a multi-year research plan was developed to collect specific biological and environmental data needed to assess the health and status of the population and characterize habitat used for spawning and rearing. In addition, in 1997 Phase II of the project was initiated. White sturgeon were captured, marked, and population data were collected between Lower Granite Dam and the mouth of the Salmon River. During 1997, 316 white sturgeon were captured in the Snake River. Of these, 298 were marked. Differences in the fork length frequency distributions of the white sturgeon were not affected by collection method. No significant differences in length frequency distributions of sturgeon captured in Lower Granite Reservoir and the mid- and upper free-flowing reaches of the Snake River were detected. The length frequency distribution indicated that white sturgeon between 92 and 183 cm are prevalent in the reaches of the Snake River that were sampled. However, white sturgeon >183 have not changed markedly since 1970. I would speculate that some factor other than past over-fishing practices is limiting the recruitment of white sturgeon into larger size classes (>183 cm). Habitat, food resources, and migration have been severely altered by the impoundment of the Snake River and it appears that the recruitment of young may not be severely affected as recruitment of fish into size classes > 183 cm.

Improving steam turbine efficiency

This paper describes the condition of a significant number of fossil steam turbines operating in the United States and the maintenance practices used to improve their performance. Through the use of steam path audits conducted by the authors` company and by several utilities, a large data base of information on turbine heat rate, casing efficiency, and maintenance practices is available to help the power generation industry understand how different maintenance practices and steam path damage impact turbine performance. The data base reveals that turbine cycle heat rate is typically 5.23% poorer than design just prior to major outages. The degraded condition of steam turbines presents an opportunity for utilities to improve heat rate and reduce emissions without increasing fuel costs. The paper describes what losses typically contribute to the 5.23% heat rate degradation and how utilities can recover steam turbine performance through maintenance actions aimed at improving steam path efficiency.

Efficient Quantum Ratchet

Quantum resonance is one of the main characteristics of the quantum kicked rotor, which has been used to induce accelerated ratchet current of the particles with a generalized asymmetry potential. Here we show that by desynchronizing the kicked potentials of the flashing ratchet [Phys. Rev. Lett. 94, 110603 (2005)], new quantum resonances are stimulated to conduct directed currents more efficiently. Most distinctly, the missed resonances $\\kappa=1.0\\pi$ and $\\kappa=3.0\\pi$ are created out to induce even larger currents. At the same time, with the help of semiclassical analysis, we prove that our result is exact rather than phenomenon induced by errors of the numerical simulation. Our discovery may be used to realize directed transport efficiently, and may also lead to a deeper understanding of symmetry breaking for the dynamical evolution.

The specific research goal of this project is to identify means to restore and rebuild the Snake River white sturgeon (Acipenser transmontanus) population to support a sustainable annual subsistence harvest equivalent to 5 kg/ha/yr (CBFWA 1997). Based on data collected, a white sturgeon adaptive management plan will be developed. This 2000 annual report covers the fourth year of sampling of this multi-year study. In 2000 white sturgeon were captured, marked, and population data were collected in the Snake and Salmon rivers. The Snake River was sampled between Lower Granite Dam (rkm 174) and the mouth of the Salmon River (rkm 303), and the Salmon River was sampled from its mouth upstream to Hammer Creek (rkm 84). A total of 53,277 hours of setline effort and 630 hours of hook-and-line effort was employed in 2000. A total of 538 white sturgeon were captured and tagged in the Snake River and 25 in the Salmon River. Since 1997, 32.8 percent of the tagged white sturgeon have been recaptured. In the Snake River, white sturgeon ranged in total length from 48 cm to 271 cm and averaged 107 cm. In the Salmon River, white sturgeon ranged in total length from 103 cm to 227 cm and averaged 163 cm. Using the Jolly-Seber open population estimator, the abundance of white sturgeon <60 cm, between Lower Granite Dam and the mouth of the Salmon River, was estimated at 2,725 fish, with a 95% confidence interval of 1,668-5,783. A total of 10 white sturgeon were fitted with radio-tags. The movement of these fish ranged from 54.7 km (34 miles) downstream to 78.8 km (49 miles) upstream; however, 43.6 percent of the detected movement was less than 0.8 km (0.5 mile). Both radio-tagged fish and recaptured white sturgeon in Lower Granite Reservoir appear to move more than fish in the free-flowing segment of the Snake River. No seasonal movement pattern was detected, and no movement pattern was detected for different size fish. Differences were detected in the length frequency distributions of white sturgeon in Lower Granite Reservoir and the free-flowing Snake River (Chi-Square test, P<0.05). The proportion of white sturgeon greater than 92 cm (total length) in the free-flowing Snake River has shown an increase of 31 percent since the 1970's. Analysis of the length-weight relationship indicated that white sturgeon in Lower Granite Reservoir had a higher relative weight factor than white sturgeon in the free-flowing Snake River. A von Bertalanffy growth curve was fitted to 138 aged white sturgeon. The results suggests fish are currently growing faster than fish historically inhabiting the study area, as well as other Columbia River basin white sturgeon populations. Artificial substrate mats were used to document white sturgeon spawning. A total of 34 white sturgeon eggs were recovered: 27 in the Snake River, and seven in the Salmon River.

The specific research goal of this project is to identify means to restore and rebuild the Snake River white sturgeon (Acipenser transmontanus) population to support a sustainable annual subsistence harvest equivalent to 5 kg/ha/yr (CBFWA 1997). Based on data collected, a white sturgeon adaptive management plan will be developed. This report presents a summary of results from the 1997-2002 Phase II data collection and represents the end of phase II. From 1997 to 2001 white sturgeon were captured, marked, and population data were collected in the Snake and Salmon. A total of 1,785 white sturgeon were captured and tagged in the Snake River and 77 in the Salmon River. Since 1997, 25.8 percent of the tagged white sturgeon have been recaptured. Relative density of white sturgeon was highest in the free-flowing segment of the Snake River, with reduced densities of fish in Lower Granite Reservoir, and low densities the Salmon River. Differences were detected in the length frequency distributions of white sturgeon in Lower Granite Reservoir, the free-flowing Snake River and the Salmon River (Chi-Square test, P<0.05). The proportion of white sturgeon greater than 92 cm (total length) in the free-flowing Snake River has shown an increase of 30 percent since the 1970's. Using the Jolly-Seber model, the abundance of white sturgeon <60 cm, between Lower Granite Dam and the mouth of the Salmon River, was estimated at 2,483 fish, with a 95% confidence interval of 1,208-7,477. Total annual mortality rate was estimated to be 0.14 (95% confidence interval of 0.12 to 0.17). A total of 35 white sturgeon were fitted with radio-tags during 1999-2002. The movement of these fish ranged from 53 km (33 miles) downstream to 77 km (48 miles) upstream; however, 38.8 percent of the detected movement was less than 0.8 km (0.5 mile). Both radio-tagged fish and recaptured white sturgeon in Lower Granite Reservoir appear to move more than fish in the free-flowing segment of the Snake River. No seasonal movement pattern was detected, and no movement pattern was detected for different size fish. Analysis of the length-weight relationship indicated that white sturgeon in Lower Granite Reservoir had a higher relative weight factor than white sturgeon in the free-flowing Snake River. A total of 33,943 hours of setline effort and 2,112 hours of hook-and-line effort was employed in 1999. A total of 289 white sturgeon were captured and tagged in the Snake River and 29 in the Salmon River. Since 1997, 11.1 percent of the tagged white sturgeon have been recaptured. In the Snake River, white sturgeon ranged in total length from 27 cm to 261 cm and averaged 110 cm. In the Salmon River, white sturgeon ranged in total length from 98 cm to 244 cm and averaged 183.5 cm. Using the Jolly-Seber model, the abundance of white sturgeon < 60 cm, between Lower Granite Dam and the mouth of the Salmon River, was estimated at 1,823 fish, with a 95% confidence interval of 1,052-4,221. A total of 15 white sturgeon were fitted with radio-tags. The movement of these fish ranged from 6.4 km (4 miles) downstream to 13.7 km (8.5 miles) upstream; however, 83.6 percent of the detected movement was less than 0.8 kilometers (0.5 miles). Both radio-tagged fish and recaptured white sturgeon in Lower Granite Reservoir appear to move more than fish in the free-flowing segment of the Snake River. No seasonal movement pattern was detected, and no movement pattern was detected for different size fish. Differences were detected in the length frequency distributions of white sturgeon in Lower Granite Reservoir and the free-flowing Snake River (Chi-Square test, P < 0.05). The Snake River was sampled between Lower Granite Dam (rkm 174) and the mouth of the Salmon River (rkm 303), and the Salmon River was sampled from its mouth upstream to Hammer Creek (rkm 84). A total of 45,907 hours of setline effort and 186 hours of hook-and-line effort was employed in 2001. A total of 390 white sturgeon were captured and tagged in the Snake River and 12 in the Salmon River. Since 1997, 36.1 percent of the tagged white sturgeon have been recaptured. In the Snake River, white sturgeon ranged in total length from 42 cm to 307 cm and averaged 107 cm. In the Salmon River, white sturgeon ranged in total length from 66 cm to 235 cm and averaged 160 cm. Using the Jolly-Seber model, the abundance of white sturgeon <60 cm, between Lower Granite Dam and the mouth of the Salmon River, was estimated at 2,483 fish, with a 95% confidence interval of 1,208-7,477. An additional 10 white sturgeon were fitted with radio-tags during 2001. The locations of 17 radio-tagged white sturgeon were monitored in 2001. The movement of these fish ranged from 38.6 km (24 miles) downstream to 54.7 km (34 miles) upstream; however, 62.6 percent of the detected movement was less than 0.8 km (0.5 mile). Both radio-tagged fish and recaptured white sturgeon in Lower Granite Reservoir appear to move more than fish in the free-flowing segment of the Snake River. No seasonal movement pattern was detected, and no movement pattern was detected for different size fish. Differences were detected in the length frequency distributions of white sturgeon in Lower Granite Reservoir and the free-flowing Snake River (Chi-Square test, P<0.05). The proportion of white sturgeon greater than 92 cm (total length) in the free-flowing Snake River has shown an increase of 30 percent since the 1970's. Analysis of the length-weight relationship indicated that white sturgeon in Lower Granite Reservoir had a higher relative weight factor than white sturgeon in the free-flowing Snake River. A von Bertalanffy growth curve was fitted to 309 aged white sturgeon. The results suggest fish are currently growing faster than fish historically inhabiting the study area, as well as other Columbia River basin white sturgeon populations. Artificial substrate mats were used to document white sturgeon spawning. A total of 14 white sturgeon eggs were recovered in the Snake River in 2001.

This article describes how delta-current admittance relays detect severe power system disturbances and initiate a power reduction signal on the dc transmission system to help stabilize the integrated ac/HVDC transmission system. It is always desirable to transmit as much power as possible over major transmission line interconnections, and the 500 kV line linking Manitoba in Canada to Minnesota in the US is a good example. A static var system (SVS) is part of this strategy. Note the southern end of an HVDC line through which the power is delivered from northern hydro-electric generation. The ability to quickly control dc-delivered power combined with the complication of SVS switching and the installation of series capacitors has led to special circumstances requiring an unusual approach to maintenance of system stability. The availability of a new protection-oriented computing platform has made the required algorithms feasible.

Energy efficient data centers

Data Center facilities, prevalent in many industries and institutions are essential to California's economy. Energy intensive data centers are crucial to California's industries, and many other institutions (such as universities) in the state, and they play an important role in the constantly evolving communications industry. To better understand the impact of the energy requirements and energy efficiency improvement potential in these facilities, the California Energy Commission's PIER Industrial Program initiated this project with two primary focus areas: First, to characterize current data center electricity use; and secondly, to develop a research ''roadmap'' defining and prioritizing possible future public interest research and deployment efforts that would improve energy efficiency. Although there are many opinions concerning the energy intensity of data centers and the aggregate effect on California's electrical power systems, there is very little publicly available information. Through this project, actual energy consumption at its end use was measured in a number of data centers. This benchmark data was documented in case study reports, along with site-specific energy efficiency recommendations. Additionally, other data center energy benchmarks were obtained through synergistic projects, prior PG&E studies, and industry contacts. In total, energy benchmarks for sixteen data centers were obtained. For this project, a broad definition of ''data center'' was adopted which included internet hosting, corporate, institutional, governmental, educational and other miscellaneous data centers. Typically these facilities require specialized infrastructure to provide high quality power and cooling for IT equipment. All of these data center types were considered in the development of an estimate of the total power consumption in California. Finally, a research ''roadmap'' was developed through extensive participation with data center professionals, examination of case study findings, and participation in data center industry meetings and workshops. Industry partners enthusiastically provided valuable insight into current practice, and helped to identify areas where additional public interest research could lead to significant efficiency improvement. This helped to define and prioritize the research agenda. The interaction involved industry representatives with expertise in all aspects of data center facilities, including specialized facility infrastructure systems and computing equipment. In addition to the input obtained through industry workshops, LBNL's participation in a three-day, comprehensive design ''charrette'' hosted by the Rocky Mountain Institute (RMI) yielded a number of innovative ideas for future research.

Energy Efficiency Indicators Methodology Booklet  

SciTech Connect (OSTI)

This Methodology Booklet provides a comprehensive review and methodology guiding principles for constructing energy efficiency indicators, with illustrative examples of application to individual countries. It reviews work done by international agencies and national government in constructing meaningful energy efficiency indicators that help policy makers to assess changes in energy efficiency over time. Building on past OECD experience and best practices, and the knowledge of these countries' institutions, relevant sources of information to construct an energy indicator database are identified. A framework based on levels of hierarchy of indicators -- spanning from aggregate, macro level to disaggregated end-use level metrics -- is presented to help shape the understanding of assessing energy efficiency. In each sector of activity: industry, commercial, residential, agriculture and transport, indicators are presented and recommendations to distinguish the different factors affecting energy use are highlighted. The methodology booklet addresses specifically issues that are relevant to developing indicators where activity is a major factor driving energy demand. A companion spreadsheet tool is available upon request.

The National Residential Efficiency Measures Database is a publicly available, centralized resource of residential building retrofit measures and costs for the U.S. building industry. With support from the U.S. Department of Energy, NREL developed this tool to help users determine the most cost-effective retrofit measures for improving energy efficiency of existing homes. Software developers who require residential retrofit performance and cost data for applications that evaluate residential efficiency measures are the primary audience for this database. In addition, home performance contractors and manufacturers of residential materials and equipment may find this information useful. The database offers the following types of retrofit measures: 1) Appliances, 2) Domestic Hot Water, 3) Enclosure, 4) Heating, Ventilating, and Air Conditioning (HVAC), 5) Lighting, 6) Miscellaneous.

This report describes benefits attributable to state-level energy efficiency programs. Nationwide, state-level energy efficiency programs have targeted all sectors of the economy and have employed a wide range of methods to promote energy efficiency. Standard residential and industrial programs typically identify between 20 to 30% energy savings in homes and plants, respectively. Over a 20 year period of time, an average state that aggressively pursues even a limited array of energy efficiency programs can potentially reduce total state energy use by as much as 20%. Benefit-cost ratios of effective energy efficiency programs typically exceed 3 to 1 and are much higher when non-energy and macroeconomic benefits are included. Indeed, energy efficiency and associated programs and investments can create significant numbers of new jobs and enhance state tax revenues. Several states have incorporated energy efficiency into their economic development programs. It should also be noted that increasing amounts of venture capital are being invested in the energy sector in general and in specific technologies like solar power in particular. Well-designed energy efficiency programs can be expected to help overcome numerous barriers to the market penetration of energy efficient technologies and accelerate the market penetration of the technologies.

These data centers consume large amounts of energy to run and maintain their computer systems, servers, and associated high-performance components?up to 3% of all U.S. electricity powers data centers. And as more information comes online, data centers will consume even more energy. Data centers can become more energy efficient by incorporating features like power-saving "stand-by" modes, energy monitoring software, and efficient cooling systems instead of energy-intensive air conditioners.
