    The Shorebird Environmental Learning Center (SELC) is a new straw bale building that will showcase current and future technologies and techniques that will reduce the environmental impacts of building construction and operations. The building will also serve as a living laboratory to test systems and monitor their performance. The project will be the model for a building process that stops using our precious resources and reduces waste pollution. The rice straw that will be used for the bale construction is generally waste material that is typically burned--millions of tons of it a year--especially in California's San Joaquin Valley. Buildings have significant impacts on the overall environment. Building operations, including lighting, heating, and cooling, consume about 30% of the energy used in the United States. Building construction and the processes into making building materials consume an additional 8% of total energy. Construction also accounts for 39% of wood consumed in the U S, while 25% of solid waste volume is construction and demolition (C &D) debris. The SELC will incorporate a variety of materials and techniques that will address these and other issues, while providing a model of environmentally considered design for Bay Area residents and builders. Environmental considerations include energy use in construction and operations, selection of materials, waste minimization, and indoor air quality. We have developed five major environmental goals for this project: (1) Minimize energy use in construction and operations; (2) Employ material sources that are renewable, salvaged, recycled, and/or recyclable; (3) Increase building lifespan with durable materials and designs that permit flexibility and modification with minimal demolition; (4) Reduce and strive to eliminate construction debris; and (5) Avoid products that create toxic pollutants and make a healthy indoor environment.

    Many states, counties, and cities are implementing their own building energy benchmarking and transparency policies to improve ways owners, tenants and others can access a building’s energy use. The main goal is to increase the awareness of energy usage to encourage businesses and communities to save energy and reduce pollution through efficiency upgrades while increasing the real estate valuation for high performing buildings. To help jurisdictions measure the impact of their benchmarking and transparency policy efforts, the Energy Department recently released the Benchmarking & Transparency Policy and Program Impact Evaluation Handbook. It walks jurisdictions through the evaluation steps, providing both a strategic planning framework and standard methodologies to measure the impacts of benchmarking programs and policies.

    Large-scale movement of oil by sea entails risks that are compounded by variable weather conditions, occasional human fallibility, and mechanical inadequacies. The Int'l Tanker Owners Pollution Federation was established in 1968 to minimize these risks and to help mitigate the impacts of tanker oil spills. The federation recently recommended measures to improve the effectiveness and efficiency of government and industry to respond to tanker oil spills. These include: the establishment of a database on the properties of various oils/ a formal equipment inventory worldwide/ better training facilities for personnel likely to supervise oil recovery operations/ exchange of information between countries on spill experience and research findings/ and international testing and standardization of equipment.

    In a number of cities and states, building owners are required to disclose and/or benchmark their building energy use. This requires the building owner to possess monthly whole-building energy usage information, which can be challenging for buildings in which individual tenants have their own utility meters and accounts with the utility. Some utilities and utility regulators have turned to aggregation of customer data as a way to give building owners the whole-building energy usage data while protecting customer privacy. However, no utilities or regulators appear to have conducted a concerted statistical, cybersecurity, and privacy analysis to justify the level of aggregation selected. Therefore, the Tennant Data Aggregation Task was established to help utilities address these issues and provide recommendations as well as a theoretical justification of the aggregation threshold. This study is focused on the use case of submitting data for ENERGY STAR Portfolio Manager (ESPM), but it also looks at other potential use cases for monthly energy consumption data.

    Energy efficiency is vitally important in Maine. Nearly 70% of Maine households rely on fuel oil as their primary energy source for home heating, a higher share than in any other state. Coupled with the state's long, cold winters, Maine's dependence on oil renders homeowners particularly vulnerable to fluctuating fuel costs. With $4.5 million in seed funding from the Energy Department's Better Buildings Neighborhood Program, the Governor's Energy Office (GEO), through Efficiency Maine Trust (the Trust), is spurring Maine landlords to lower their monthly energy bills and improve comfort for their tenants during the state's cold winter months and increasingly warmer summers. Maine's aging multifamily housing stock can be expensive to heat and costly to maintain. It is not unusual to find buildings with little or no insulation, drafty windows, and significant air leaks, making them ideal candidates for energy efficiency upgrades. Maine modeled its Multifamily Efficiency Program (MEP) after the state's highly successful Home Energy Savings Program (HESP) for single‐family homes. HESP provided cash incentives and financing opportunities to owners of one‐ to four‐unit structures, which resulted in thousands of energy assessments and whole‐house energy upgrades in 225 communities. Maine's new MEP multifamily energy efficiency upgrade and weatherization initiative focuses on small to medium‐sized (i.e., five to 20 units) apartment buildings. The program's energy efficiency upgrades will provide at least 20% energy savings for each upgraded multifamily unit. The Trust’s MEP relies on a network of approved program partners who help move projects through the pipeline from assessment to upgrade. MEP has two components: benchmarking and development of an Energy Reduction Plan (ERP). Using the ENERGY STAR® Portfolio Manager benchmarking tool, MEP provides an assessment of current energy usage in the building, establishes a baseline for future energy efficiency

    The U.S. Department of Energy (DOE) is developing a national voluntary energy asset score system to help building owners to evaluate the as-built physical characteristics (including building envelope, the mechanical and electrical systems) and overall building energy efficiency, independent of occupancy and operational choices. The energy asset score breaks down building energy use information by simulating building performance under typical operating and occupancy conditions for a given use type. A web-based modeling tool, the energy asset score tool facilitates the implementation of the asset score system. The tool consists of a simplified user interface built on a centralized simulation engine (EnergyPlus). It is intended to reduce both the implementation cost for the users and increase modeling standardization compared with an approach that requires users to build their own energy models. A pilot project with forty-two buildings (consisting mostly offices and schools) was conducted in 2012. This paper reports the findings. Participants were asked to collect a minimum set of building data and enter it into the asset score tool. Participants also provided their utility bills, existing ENERGY STAR scores, and previous energy audit/modeling results if available. The results from the asset score tool were compared with the building energy use data provided by the pilot participants. Three comparisons were performed. First, the actual building energy use, either from the utility bills or via ENERGY STAR Portfolio Manager, was compared with the modeled energy use. It was intended to examine how well the energy asset score represents a buildings system efficiencies, and how well it is correlated to a buildings actual energy consumption. Second, calibrated building energy models (where they exist) were used to examine any discrepancies between the asset score model and the pilot participant buildings [known] energy use pattern. Prospective building occupants and real estate brokers lack accurate references for plug and process load (PPL) capacity requirements, so they often request 5-10 W/ft2 in their lease agreements. The U.S. Department of Energy (DOE) is addressing these challenges by developing cost-effective technologies and practices that deliver significant improvements in commercial building performance. DOE, through its Commercial Building Initiative, is also collaborating with industry-leading companies and organizations to demonstrate, monitor, and help move these technologies from the laboratory to the marketplace.     Combined heat and power (CHP) or cogeneration is the sequential production of two forms of useful energy from a single fuel source. In most CHP applications, chemical energy in fuel is converted to both mechanical and thermal energy. The mechanical energy is generally used to generate electricity, while the thermal energy or heat is used to produce steam, hot water, or hot air. Depending on the application, CHP is referred to by various names including Building Cooling, Heating, and Power (BCHP); Cooling, Heating, and Power for Buildings (CHPB); Combined Cooling, Heating, and Power (CCHP); Integrated Energy Systems (IES), or Distributed Energy Resources (DER). The principal technical advantage of a CHP system is its ability to extract more useful energy from fuel compared to traditional energy systems such as conventional power plants that only generate electricity and industrial boiler systems that only produce steam or hot water for process applications. By using fuel energy for both power and heat production, CHP systems can be very energy efficient and have the potential to produce electricity below the price charged by the local power provider. Another important incentive for applying cogeneration technology is to reduce or eliminate dependency on the electrical grid. For some industrial processes, the consequences of losing power for even a short period of time are unacceptable. The primary objective of the guide is to present information needed to evaluate the viability of cogeneration for new or existing industrial, commercial, and institutional (ICI) boiler installations and to make informed CHP equipment selection decisions. Information presented is meant to help boiler owners and operators understand the potential benefits derived from implementing a CHP project and recognize opportunities for successful application of cogeneration technology.     The commercial sector consists of business establishments and other organizations that provide services. The sector includes service businesses, such as retail and wholesale stores, hotels and motels, restaurants, and hospitals, as well as a wide range of facilities that would not be considered commercial in a traditional economic sense, such as public schools, correctional institutions, and religious and fraternal organizations. Nearly all energy use in the commercial sector takes place in, or is associated with, the buildings that house these commercial activities. Analysis of the structures, activities, and equipment associated with different types of buildings is the clearest way to evaluate commercial sector energy use. The Commercial Buildings Energy Consumption Survey (CBECS) is a national-level sample survey of commercial buildings and their energy suppliers conducted quadrennially (previously triennially) by the Energy Information Administration (EIA). The target population for the 1995 CBECS consisted of all commercial buildings in the US with more than 1,000 square feet of floorspace. Decision makers, businesses, and other organizations that are concerned with the use of energy--building owners and managers, regulators, legislative bodies and executive agencies at all levels of government, utilities and other energy suppliers--are confronted with a buildings sector that is complex. Data on major characteristics (e.g., type of building, size, year constructed, location) collected from the buildings, along with the amount and types of energy the buildings consume, help answer fundamental questions about the use of energy in commercial buildings.

    A growing number of building owners are benchmarking their building energy use. This requires the building owner to acquire monthly whole-building energy usage information, which can be challenging for buildings in which individual tenants have their own utility meters and accounts with the utility. Some utilities and utility regulators have turned to aggregation of customer energy use data (CEUD) as a way to give building owners whole-building energy usage data while protecting customer privacy. Meter profile aggregation adds a layer of protection that decreases the risk of revealing CEUD as the number of meters aggregated increases. The report statistically characterizes the similarity between individual energy usage patterns and whole-building totals at various levels of meter aggregation.

    This paper reports on the potential impact of demand response (DR) strategies in commercial buildings in California based on the Demand Response Quick Assessment Tool (DRQAT), which uses EnergyPlus simulation prototypes for office and retail buildings. The study describes the potential impact of building size, thermal mass, climate, and DR strategies on demand savings in commercial buildings. Sensitivity analyses are performed to evaluate how these factors influence the demand shift and shed during the peak period. The whole-building peak demand of a commercial building with high thermal mass in a hot climate zone can be reduced by 30percent using an optimized demand response strategy. Results are summarized for various simulation scenarios designed to help owners and managers understand the potential savings for demand response deployment. Simulated demand savings under various scenarios were compared to field-measured data in numerous climate zones, allowing calibration of the prototype models. The simulation results are compared to the peak demand data from the Commercial End-Use Survey for commercial buildings in California. On the economic side, a set of electricity rates are used to evaluate the impact of the DR strategies on economic savings for different thermal mass and climate conditions. Our comparison of recent simulation to field test results provides an understanding of the DR potential in commercial buildings.

    Residential and commercial end users of electricity who want to generate electricity using on-site solar photovoltaic (PV) systems face challenging initial and O&M costs. The third-party ownership power purchase agreement (PPA) finance model addresses these and other challenges. It allows developers to build and own PV systems on customers? properties and sell power back to customers. However, third-party electricity sales commonly face five regulatory challenges. The first three challenges involve legislative or regulatory definitions of electric utilities, power generation equipment, and providers of electric services. These definitions may compel third-party owners of solar PV systems to comply with regulations that may be cost prohibitive. Third-party owners face an additional challenge if they may not net meter, a practice that provides significant financial incentive to owning solar PV systems. Finally, municipalities and cooperatives worry about the regulatory implications of allowing an entity to sell electricity within their service territories. This paper summarizes these challenges, when they occur, and how they have been addressed in five states. This paper also presents alternative to the third-party ownership PPA finance model, including solar leases, contractual intermediaries, standardized contract language, federal investment tax credits, clean renewable energy bonds, and waived monopoly powers.

    Bonneville has carefully considered the potential environmental impacts associated with installation of currently known Energy- efficient Conservation Measures (ECMs) in new and existing commercial buildings, and has implemented specific requirements to minimize those impacts. These Commercial Environmental Requirements would apply to the three proposed conservation approaches outlined in this environmental assessment. The cumulative energy savings from these proposed commercial programs will have a positive impact on the region. These savings will help reduce the region's dependence on other resource types needed to meet Bonneville's load requirements. However, the savings are not large enough to negate or replace other needed resources or other conservation programs. To summarize, the following environmental requirements have been incorporated in all BPA commercial conservation programs, including this proposal. Building owners are required to comply with all Federal, state, and local building and safety codes and environmental regulations. ASHRAE Standard 62-89 has been adopted by Bonneville as the required ventilation standard to improve indoor air quality in commercial buildings. Specific guidelines for installing HPS lighting indoors is provided to program participants. Guidance regarding disposal of fluorescent light ballasts which may contain PCBs is routinely provided to building owners. Bonneville will not fund removal and disposal of asbestos material. The use of urea formaldehyde foam insulation is not permitted in either new construction or in existing building retrofits. The use of toxic transfer fluids is not permitted in any ECM. All commercial buildings over 45 years old will be reviewed in accordance with Bonneville's PMOA with the Advisory Council on Historic Preservation and the State Historic Preservation Offices.

    For net zero energy (NZE) buildings to become the norm in commercial construction, it will be necessary to design and construct these buildings cost effectively. While industry leaders have developed workflows (for procurement, design, and construction) to achieve cost-effective NZE buildings for certain cases, the expertise embodied in those workflows has limited penetration within the commercial building sector. Documenting cost control best practices of industry leaders in NZE and packaging those strategies for adoption by the commercial building sector will help make the business case for NZE. Furthermore, it will promote market uptake of the innovative technologies and design approaches needed to achieve NZE. This paper summarizes successful cost control strategies for NZE procurement, design, and construction that key industry users (such as building owners, architects, and designers) can incorporate into their everyday workflows. It will also evaluate the current state of NZE economics and propose a path forward for greater market penetration of NZE buildings. By demonstrating how to combine NZE technologies and design approaches into an overall efficiency package that can be implemented at minimal (zero, in certain cases) incremental capital cost, the domain of NZE design and construction can be expanded from a niche market to the commercial construction mainstream.

Though several companies currently sell GSHP's for residential use, their share of the total heating and air conditioning business remains less than one percent. Large manufacturing companies with national distribution have not yet added GSHP equipment to their product line. GSHP's use only about one half (Braud 1987) to one third (Bose 1987) of the energy needed to operate conventional furnaces and air conditioners. Consequently, a high level of market penetration by the GSHP offers direct benefits to both utility companies and individual users of the systems. Widespread use of these highly efficient systems will reduce both total energy consupmtion, and problems associated with high levels of energy use during peak periods. This will allow utility companies to delay capital expenditures for new facilities to meet the growing energy demand during peak periods. The cost effective use of electricity also reduces the likelihood of homeowners switching to a different fuel source for heating. 5 refs.

    The Colorado Better Buildings project intended to bring new and existing energy efficiency model programs to market with regional collaboration and funding partnerships. The goals for Boulder County and its program partners were to advance energy efficiency investments, stimulate economic growth in Colorado and advance the state’s energy independence. Collectively, three counties set out to complete 9,025 energy efficiency upgrades in 2.5 years and they succeeded in doing so. Energy efficiency upgrades have been completed in more than 11,000 homes and businesses in these communities. Boulder County and its partners received a $25 million BetterBuildings grant from the U.S. Department of Energy under the American Recovery and Reinvestment Act in the summer of 2010. This was also known as the Energy Efficiency and Conservation Block Grants program. With this funding, Boulder County, the City and County of Denver, and Garfield County set out to design programs for the residential and commercial sectors to overcome key barriers in the energy upgrade process. Since January 2011, these communities have paired homeowners and business owners with an Energy Advisor – an expert to help move from assessment to upgrade with minimal hassle. Pairing this step-by-step assistance with financing incentives has effectively addressed many key barriers, resulting in energy efficiency improvements and happy customers. An expert energy advisor guides the building owner through every step of the process, coordinating the energy assessment, interpreting results for a customized action plan, providing a list of contractors, and finding and applying for all available rebates and low-interest loans. In addition to the expert advising and financial incentives, the programs also included elements of social marketing, technical assistance, workforce development and contractor trainings, project monitoring and verification, and a cloud-based customer data system to coordinate among field

    This article will attempt to clarify the various issues that must be solved when investigating the cause of a building moisture problem. Several classic errors that result in mechanical engineers and contractors defending themselves in lawsuits will be reviewed. Moisture from internal and external sources is the most frequent cause of building problems and subsequent legal action. Many reported roof leaks are, in reality, condensation problems that have nothing to do with the roofing contractor. Mechanical design engineers need to work closely with the building owner, architect, and contractors to insure a dry, durable building. The first issue to examine is if the moisture is coming from the outside--i.e. rain. Other leaks discussed are ice dams, groundwater leaks, and roof leaks. Also discussed are vapor barriers, continuity of insulation, humidification chilled water, warehouses, trash plants, indoor pools, and hot or humid climates.

    The Greater Cincinnati Energy Alliance (Energy Alliance) is a nonprofit economic development agency dedicated to helping Greater Cincinnati and Northern Kentucky communities reduce energy consumption. The Energy Alliance has launched programs to educate homeowners, commercial property owners, and nonprofit organizations about energy efficiency opportunities they can use to drive energy use reductions and financial savings, while extending significant focus to creating/retaining jobs through these programs. The mission of the Energy Alliance is based on the premise that investment in energy efficiency can lead to transformative economic development in a region. With support from seven municipalities, the Energy Alliance began operation in early 2010 and has been among the fastest growing nonprofit organizations in the Greater Cincinnati/Northern Kentucky area. The Energy Alliance offers two programs endorsed by the Department of Energy: the Home Performance with ENERGY STAR® Program for homeowners and the Better Buildings Performance Program for commercial entities. Both programs couple expert guidance, project management, and education in energy efficiency best practices with incentives and innovative energy efficiency financing to help building owners effectively invest in the energy efficiency, comfort, health, longevity, and environmental impact of their residential or commercial buildings. The Energy Alliance has raised over $23 million of public and private capital to build a robust market for energy efficiency investment. Of the $23 million, $17 million was a direct grant from the Department of Energy Better Buildings Neighborhood Program (BBNP). The organization’s investments in energy efficiency projects in the residential and commercial sector have led to well over $50 million in direct economic activity and created over 375,000 hours of labor created or retained.     Building energy benchmarking is the comparison of whole-building energy use relative to a set of similar buildings. It provides a useful starting point for individual energy audits and for targeting buildings for energy-saving measures in multiple-site audits. Benchmarking is of interest and practical use to a number of groups. Energy service companies and performance contractors communicate energy savings potential with ''typical'' and ''best-practice'' benchmarks while control companies and utilities can provide direct tracking of energy use and combine data from multiple buildings. Benchmarking is also useful in the design stage of a new building or retrofit to determine if a design is relatively efficient. Energy managers and building owners have an ongoing interest in comparing energy performance to others. Large corporations, schools, and government agencies with numerous facilities also use benchmarking methods to compare their buildings to each other. The primary goal of Task 2.1.1 Web-based Benchmarking was the development of a web-based benchmarking tool, dubbed Cal-Arch, for benchmarking energy use in California commercial buildings. While there were several other benchmarking tools available to California consumers prior to the development of Cal-Arch, there were none that were based solely on California data. Most available benchmarking information, including the Energy Star performance rating, were developed using DOE's Commercial Building Energy Consumption Survey (CBECS), which does not provide state-level data. Each database and tool has advantages as well as limitations, such as the number of buildings and the coverage by type, climate regions and end uses. There is considerable commercial interest in benchmarking because it provides an inexpensive method of screening buildings for tune-ups and retrofits. The imbalance leads to tenant discomfort, higher energy use intensity, and inefficient building operation. This research, conducted by Building America team Partnership for Advanced Residential Retrofit, explores cost-effective distribution upgrades and balancing measures in multifamily hydronic systems, providing a resource to contractors, auditors, and building owners on best practices to improve tenant comfort and lower operating costs. The team surveyed existing knowledge on cost-effective retrofits for optimizing distribution in typical multifamily hydronic systems, with the aim of identifying common situations and solutions, and then conducted case studies on two Chicago area buildings with known balancing issues in order to quantify the extent of temperature imbalance. At one of these buildings a booster pump was installed on a loop to an underheated wing of the building. This study found that unit temperature in a multifamily hydronic building can vary as much as 61°F, particularly if windows are opened or tenants use intermittent supplemental heating sources like oven ranges. Average temperature spread at the building as a result of this retrofit decreased from 22.1°F to 15.5°F.

    Cogeneration is now accepted as a cost-effective and environmentally friendly means of meeting some of a building`s heating and power needs. Cogeneration plants have been installed in many buildings throughout the United Kingdom. Because of commercial pressures, building owners and cogeneration companies are keen to reduce the time and money involved in sizing units, and a decision support tool has been developed to aid the engineer in selecting the unit size. An initial assessment of the sizing can be made with only knowledge of the building`s type, size, and location, which enables the model to be used in new build situations. For an existing building, the accuracy of the predictions can then be progressively improved by providing more information about the building`s energy use, enabling the optimum unit to be identified. This paper briefly describes the model and demonstrates its use through an example feasibility study.

  8. Energy-Performance-Based Design-Build Process: Strategies for Procuring High-Performance Buildings on Typical Construction Budgets: Preprint

    NREL experienced a significant increase in employees and facilities on our 327-acre main campus in Golden, Colorado over the past five years. To support this growth, researchers developed and demonstrated a new building acquisition method that successfully integrates energy efficiency requirements into the design-build requests for proposals and contracts. We piloted this energy performance based design-build process with our first new construction project in 2008. We have since replicated and evolved the process for large office buildings, a smart grid research laboratory, a supercomputer, a parking structure, and a cafeteria. Each project incorporated aggressive efficiency strategies using contractual energy use requirements in the design-build contracts, all on typical construction budgets. We have found that when energy efficiency is a core project requirement as defined at the beginning of a project, innovative design-build teams can integrate the most cost effective and high performance efficiency strategies on typical construction budgets. When the design-build contract includes measurable energy requirements and is set up to incentivize design-build teams to focus on achieving high performance in actual operations, owners can now expect their facilities to perform. As NREL completed the new construction in 2013, we have documented our best practices in training materials and a how-to guide so that other owners and owner's representatives can replicate our successes and learn from our experiences in attaining market viable, world-class energy performance in the built environment.

They are based on the recent experiences of the owner and design/build team for the Research Support Facility (RSF) on National Renewable Energy Facility's campus in Golden, CO, which show that achieving this outcome requires each key integrated team member to understand their opportunities to control capital costs.

    This is the report on Task IB, Familiarization with Additional Data Collection Plans of Annual Survey of BOMA Member and Non-Member Buildings in 20 Cities, of the Energy Use in Office Buildings project. The purpose of the work was to monitor and understand the efforts of the Building Owners and Managers Association International (BOMA) in gathering an energy-use-oriented data base. In order to obtain an improved data base encompassing a broad spectrum of office space and with information suitable for energy analysis in greater detail than is currently available, BOMA undertook a major data-collection effort. Based on a consideration of geographic area, climate, population, and availability of data, BOMA selected twenty cities for data collection. BOMA listed all of the major office space - buildings in excess of 40,000 square feet - in each of the cities. Tax-assessment records, local maps, Chamber of Commerce data, recent industrial-development programs, results of related studies, and local-realtor input were used in an effort to assemble a comprehensive office-building inventory. In order to verify the accuracy and completeness of the building lists, BOMA assembled an Ad-Hoc Review Committee in each city to review the assembled inventory of space. A questionnaire on office-building energy use and building characteristics was developed. In each city BOMA assembled a data collection team operating under the supervision of its regional affiliate to gather the data. For each city a random sample of buildings was selected, and data were gathered. Responses for over 1000 buildings were obtained.

    This document proposes a framework concept to achieve the objectives of raising buildings’ efficiency and energy savings potential benefitting building owners and operators. We call it a transaction-based framework, wherein mutually-beneficial and cost-effective market-based transactions can be enabled between multiple players across different domains. Transaction-based building controls are one part of the transactional energy framework. While these controls realize benefits by enabling automatic, market-based intra-building efficiency optimizations, the transactional energy framework provides similar benefits using the same market -based structure, yet on a larger scale and beyond just buildings, to the society at large.

    PEAR (Program for Energy Analysis of Residences) provides an easy-to-use and accurate method of estimating the energy and cost savings associated with various energy conservation measures in site-built single-family homes. Measures such as ceiling, wall, and floor insulation; different window type and glazing layers; infiltration levels; and equipment efficiency can be considered. PEAR also allows the user to consider the effects of roof and wall color, movable night insulation on the windows, reflective and heatmore » absorbing glass, an attached sunspace, and use of a night temperature setback. Regression techniques permit adjustments for different building geometries, window areas and orientations, wall construction, and extension of the data to 880 U.S. locations determined by climate parameters. Based on annual energy savings, user-specified costs of conservation measures, fuel, lifetime of measure, loan period, and fuel escalation and interest rates, PEAR calculates two economic indicators; the Simple Payback Period (SPP) and the Savings-to-Investment Ratio (SIR). Energy and cost savings of different sets of conservation measures can be compared in a single run. The program can be used both as a research tool by energy policy analysts and as a method for nontechnical energy calculation by architects, home builders, home owners, and others in the building industry.« less

    This final report summarizes the work conducted by the Building America Industrialized Housing Partnership (www.baihp.org) for the period 9/1/99-6/30/06. BAIHP is led by the Florida Solar Energy Center of the University of Central Florida and focuses on factory built housing. In partnership with over 50 factory and site builders, work was performed in two main areas--research and technical assistance. In the research area--through site visits in over 75 problem homes, we discovered the prime causes of moisture problems in some manufactured homes and our industry partners adopted our solutions to nearly eliminate this vexing problem. Through testing conducted in over two dozen housing factories of six factory builders we documented the value of leak free duct design and construction which was embraced by our industry partners and implemented in all the thousands of homes they built. Through laboratory test facilities and measurements in real homes we documented the merits of 'cool roof' technologies and developed an innovative night sky radiative cooling concept currently being tested. We patented an energy efficient condenser fan design, documented energy efficient home retrofit strategies after hurricane damage, developed improved specifications for federal procurement for future temporary housing, compared the Building America benchmark to HERS Index and IECC 2006, developed a toolkit for improving the accuracy and speed of benchmark calculations, monitored the field performance of over a dozen prototype homes and initiated research on the effectiveness of occupancy feedback in reducing household energy use. In the technical assistance area we provided systems engineering analysis, conducted training, testing and commissioning that have resulted in over 128,000 factory built and over 5,000 site built homes which are saving their owners over $17,000,000 annually in energy bills. These include homes built by Palm Harbor Homes, Fleetwood, Southern Energy Homes

    The vision of the Distributed Energy Research Program (DER) program of the U.S. Department of Energy (DOE) is that the United States will have the cleanest and most efficient and reliable energy system in the world by maximizing the use of affordable distributed energy resources. Electricity consumers will be able to choose from a diverse number of efficient, cost-effective, and environmentally friendly distributed energy options and easily connect them into the nation's energy infrastructure while providing benefits to their owners and other stakeholders. The long-term goal of this vision is that DER will achieve a 20% share of new electric capacity additions in the United States by 2010, thereby helping to make the nation's electric power generation and delivery system more efficient, reliable, secure, clean, economical, and diverse in terms of fuel use (oil, natural gas, solar, hydroelectric, etc.) and prime mover resource (solar, wind, gas turbines, etc.). Near- and mid-term goals are to develop new technologies for implementing and operating DER and address barriers associated with DER usage and then to reduce costs and emissions and improve the efficiency and reliability of DER. Numerous strategies for meeting these goals have been developed into a research, development, and demonstration (RD&D) program that supports generation and delivery systems architecture, including modeling and simulation tools. The benefits associated with DER installations are often significant and numerous. They almost always provide tangible economic benefits, such as energy savings or transmission and distribution upgrade deferrals, as well as intangible benefits, such as power quality improvements that lengthen maintenance or repair intervals for power equipment. Also, the benefits routinely are dispersed among end users, utilities, and the public. For instance, an end user may use the DER to reduce their peak demand and save money due to lower demand charges. Reduced end user

Civic leaders and entrepreneurs helped rally residents behind the idea of "greening" Greensburg, inspiring the construction of numerous energy-efficient buildings, some of which generate their own renewable power with solar panels and wind turbines. Many of the town's government buildings use cutting edge energy-saving technologies, saving the local taxpayers' money. Greensburg has demonstrated to the world that any city can reach its energy efficiency and renewable energy goals today using widely available technologies.

The project objectives and expected outcomes are as follows: • To develop rapid and scalable building information collection and modeling technologies that can obtain and process “as-built” building information in an automated or semiautomated manner. • To identify low-cost measurements and develop low-cost virtual sensors that can monitor building operations in a plug-n-play and low-cost manner. • To integrate and demonstrate low-cost building information modeling (BIM) technologies. • To develop decision support tools which can empower building owners to perform energy auditing and retrofit analysis. • To develop and demonstrate low-cost automated diagnostics and optimal control technologies which can improve building energy efficiency in a continual manner.

    Through its Building Technologies Office (BTO), the United States Department of Energy’s Office of Energy Efficiency and Renewable Energy (DOE-EERE) is sponsoring an effort to advance interoperability for the integration of intelligent buildings equipment and automation systems, understanding the importance of integration frameworks and product ecosystems to this cause. This is important to BTO’s mission to enhance energy efficiency and save energy for economic and environmental purposes. For connected buildings ecosystems of products and services from various manufacturers to flourish, the ICT aspects of the equipment need to integrate and operate simply and reliably. Within the concepts of interoperability lie the specification, development, and certification of equipment with standards-based interfaces that connect and work. Beyond this, a healthy community of stakeholders that contribute to and use interoperability work products must be developed. On May 1, 2014, the DOE convened a technical meeting to take stock of the current state of interoperability of connected equipment and systems in buildings. Several insights from that meeting helped facilitate a draft description of the landscape of interoperability for connected buildings, which focuses mainly on small and medium commercial buildings. This document revises the February 2015 landscape document to address reviewer comments, incorporate important insights from the Buildings Interoperability Vision technical meeting, and capture thoughts from that meeting about the topics to be addressed in a buildings interoperability vision. In particular, greater attention is paid to the state of information modeling in buildings and the great potential for near-term benefits in this area from progress and community alignment.
