    Since the fall of Communism in the former Soviet Union, US Presidents and policy makers have stressed the importance of helping Russia and the Newly Independent States develop democratic forms of government and forge strong economic and environmental ties with other nations throughout the world. The US can and should play a role in helping the Commonwealth of Independent States repair decades of damage caused by Cold War-driven industrial and nuclear development. This report describes some of the region`s most serious environmental problems and their potential to spread throughout the affected areas to neighboring countries. It provides an overview of the emerging environmental component of the US. National Security Strategy first proposed by President Bush. Finally, it describes an ambitious proposal to implement geographic information system (GIS) technology as a means of helping the former Soviet Union identify and monitor existing and potential environmental hazards. The ability to locate, analyze, and track existing damage reliably, as a prelude to predicting potential threats, is a necessary first step in developing a viable strategy to protect environmental, economic, and social resources, both in the former Soviet Union and world-wide.

    The Keystone Center convened and facilitated a year-long Dialogue on "Regional Transmission Projects: Finding Solutions" to develop recommendations that will help address the difficult and contentious issues related to expansions of regional electric transmission systems that are needed for reliable and economic transmission of power within and across regions. This effort brought together a cross-section of affected stakeholders and thought leaders to address the problem with the collective wisdom of their experience and interests. Transmission owners sat at the table with consumer advocates and environmental organizations. Representatives from regional transmission organizations exchanged ideas with state and federal regulators. Generation developers explored common interests with public power suppliers. Together, the Dialogue participants developed consensus solutions about how to begin unraveling some of the more intractable issues surrounding identification of need, allocation of costs, and reaching consensus on siting issues that can frustrate the development of regional transmission infrastructure. The recommendations fall into three broad categories: 1. Recommendations on appropriate institutional arrangements and processes for achieving regional consensus on the need for new or expanded transmission infrastructure 2. Recommendations on the process for siting of transmission lines 3. Recommendations on the tools needed to support regional planning, cost allocation, and siting efforts.     The U.S.Refining Industry is facing hard times. Slow growth, tough environmental regulations, and fierce competition - especially in retail gasoline - have squeezed margins and prompted a series of mergers and acquisitions. The trend has affected the smallest and largest players, and a series of transactions over the past two years has created a new industry lineup. Among the larger companies, Mobil and Amoco are the latest to consider a refining merger. That follows recent plans by Ashland and Marathon to merge their refining businesses, and the decision by Shell, Texaco, and Saudi Aramco to combine some U.S. operations. Many of the leading independent refiners have increased their scale by acquiring refinery capacity. With refining still in the doldrums, more independents are taking a closer look at boosting production of petrochemicals, which offer high growth and, usually, better margins. That is being helped by the shift to refinery processes that favor the increased production of light olefins for alkylation and the removal of aromatics, providing opportunity to extract these materials for the petrochemical market. 5 figs., 3 tabs.

    This study examines the transformation of American foreign policy in Saudi Arabia between the years 1933 and 1945. At the beginning of this period American-Saudi relations were negligible. However, by the end of World War II in 1945, American policy-makers had concluded that the Saudi Kingdom was a nation vital to America's long-term economic and strategic interests. This remarkable official about face was the result of several factors including the potential of Saudi Arabian oilfields, the shifting priorities of Washington policy-makers and the lobbying efforts of a Saudi-based American commercial concern, the Arabian American Oil Company (ARAMCO). ARAMCO entered Saudi Arabia in 1933. As the only all-American oil concession in the Middle East they feared European, especially British, interference in their operations. To forestall this possibility, real or imagined, the oilmen turned to Washington for help. Although official assistance was not immediately forthcoming, ARAMCO did find support in the Near Eastern Affairs Division (NEA) of the Department of State.

Several issues, such as the direction of regulatory policy and the size of the gas resource base, were analyzed separately without the use of models.

    In 2009, we presented the idea of an American academy for training safeguards inspectors for the International Atomic Energy Agency (IAEA), due to the declining percentage of Americans in that international organization. In this paper we assert that there is still a compelling need for this academy. While the American Safeguards Academy would be useful in preparing and pre-training American inspectors for the IAEA, it would also be useful for preparing Americans for domestic safeguards duties in the U.S. Department of Energy (DOE), U.S. DOE National Laboratories, and the U.S. Nuclear Regulatory Commission (NRC). It is envisioned that such an academy would train graduate and post-graduate university students, DOE National Laboratory interns, and nuclear safeguards professionals in the modern equipment, safeguards measures, and approaches currently used by the IAEA. It is also envisioned that the Academy would involve the domestic nuclear industry, which could provide use of commercial nuclear facilities for tours and demonstrations of the safeguards tools and methods in actual nuclear facilities. This would be in support of the U.S. DOE National Nuclear Security Administration’s Next Generation Safeguards Initiative (NGSI). This training would also help American nuclear safeguards and non-proliferation professionals better understand the potential limitations of the current tools used by the IAEA and give them a foundation from which to consider even more effective and efficient safeguards measures and approaches.

    An automated method for finding beam focus errors using an optimization program called COMFORT-PLUS. The steps involved in finding the correction factors using COMFORT-PLUS has been used to find the beam focus errors for two damping rings at the SLAC Linear Collider. The program is to be used as an off-line program to analyze actual measured data for any SLC system. A limitation on the application of this procedure is found to be that it depends on the magnitude of the machine errors. Another is that the program is not totally automated since the user must decide a priori where to look for errors. (LEW)

    This article describes how delta-current admittance relays detect severe power system disturbances and initiate a power reduction signal on the dc transmission system to help stabilize the integrated ac/HVDC transmission system. It is always desirable to transmit as much power as possible over major transmission line interconnections, and the 500 kV line linking Manitoba in Canada to Minnesota in the US is a good example. A static var system (SVS) is part of this strategy. Note the southern end of an HVDC line through which the power is delivered from northern hydro-electric generation. The ability to quickly control dc-delivered power combined with the complication of SVS switching and the installation of series capacitors has led to special circumstances requiring an unusual approach to maintenance of system stability. The availability of a new protection-oriented computing platform has made the required algorithms feasible.

    The authors show in this paper how they can find the peaks in the input data if the underlying signal is a sum of Lorentzians. In order to project the data into a space of Lorentzian like functions, they show explicitly the construction of scaling functions which look like Lorentzians. From this construction, they can calculate the biorthogonal filter coefficients for both the analysis and synthesis functions. They then compare their biorthogonal wavelets to the FBI (Federal Bureau of Investigations) wavelets when used for peak finding in noisy data. They will show that in this instance, their filters perform much better than the FBI wavelets.

    American Samoa has no indigenous fossil fuels and is almost totally dependent for energy on seaborne petroleum. However, the seven Pacific Islands located at 14 degrees south latitude that constitute American Samoa have a wide variety of renewable resources with the potential for substituting for imported oil. Included as possible renewable energy conversion technologies are solar thermal, photovoltaics, wind, geothermal, ocean thermal, and waste-to-energy recovery. This report evaluates the potential of each of these renewable energy alternatives and establishes recommended priorities for their development in American Samoa. Rough cost estimates are also included. Although renewable energy planning is highly site specific, information in this report should find some general application to other tropical insular areas.

Using cognitive radio, a commercial vehicle will know its driver, onboard freight and destination route. Drivers will save time and resources communicating with automatic toll booths and know ahead of time whether to stop at a weigh station or keep rolling. At accident scenes, cognitive radio sensors on freight and transportation modes can alert emergency personnel and measure on-site, real-time conditions such as a chemical leak.     The Federal Energy Management Program (FEMP) in the U.S. Department of Energy (DOE) is targeting Federal facilities serving Native American populations for cost-effective renewable energy projects. These projects not only save energy and money, they also provide economic opportunities for the Native Americans who assist in producing, installing, operating, or maintaining the renewable energy systems obtained for the facilities. The systems include solar heating, solar electric (photovoltaic or PV), wind, biomass, and geothermal energy systems. In fiscal years 1998 and 1999, FEMP co-funded seven such projects, working with the Indian Health Service in the U.S. Department of Health and Human Services, the Bureau of Indian Affairs in the U.S. Department of the Interior, and their project partners. The new renewable energy systems are helping to save money that would otherwise be spent on conventional energy and reduce the greenhouse gases associated with burning fossil fuels.

    This paper reports that finding costs for natural gas in the U.S. were more than halved in real terms from 94{cents}/Mcf in 1983 to 44{cents} in 1989. A number of industry analysts and oil company executives recently have suggested that technology improvements contributed significantly to this improvement. This claim is an especially important one because its proponents often use it to support the view that the gas glut in the U.S. will persist. In this view, new technology will push finding costs lower and help sustain deliverability, further prolonging the bubble. Managers who are convinced of this position will want to invest in the people, software, and equipment that is supposed to be behind this improved performance. But they also are more likely to defer drilling and acquisitions of companies or producing leases to avoid adding to the supply overhang.

    The geothermal commercialization potential in American Samoa was investigated. With geothermal energy harnessed in American Samoa, a myriad of possibilities would arise. Existing residential and business consumers would benefit from reduced electricity costs. The tuna canneries, demanding about 76% of the island's process heat requirements, may be able to use process heat from a geothermal source. Potential new industries include health spas, aquaculture, wood products, large domestic and transhipment refrigerated warehouses, electric cars, ocean nodule processing, and a hydrogen economy. There are no territorial statutory laws of American Samoa claiming or reserving any special rights (including mineral rights) to the territorial government, or other interests adverse to a land owner, for subsurface content of real property. Technically, an investigation has revealed that American Samoa does possess a geological environment conducive to geothermal energy development. Further studies and test holes are warranted.

    A central piece of the American Recovery and Reinvestment Act of 2009 (ARRA) is more than $90 billion in government investment and tax incentives to lay the foundation for the clean energy economy of the future. As discussed in CEA’s Second Quarterly Report on the impact of the ARRA, this investment will help create a new generation of jobs, reduce dependence on oil, enhance national security, and improve the environment. 1 Ultimately, the investments could help transform the United States into a global clean energy leader. The ARRA clean energy investments are also providing crucial stimulus to the economy. Through programs such as enhanced tax credits for homeowners who make energy-efficient improvements, funding for research into new clean energy technologies, or grants to qualifying businesses, these investments are generating economic activity and creating new employment opportunities. This supplement to the CEA’s Third Quarterly Report updates our estimates of the effect of the ARRA’s clean energy provisions on economic recovery through the first quarter of 2010. We find that the Recovery Act directly created more than 80,000 clean energy jobs in the first quarter of 2010, and that the clean energy investments supported an additional 20,000

    Integrated services and incentive contracts helped deliver an onshore horizontal gas well ahead of schedule. Elf Petroland BV's Harlingen 8 well in Holland was drilled and completed in 26 days, instead of the 33 days planned. Incentive bonuses were awarded, and the gas well began production early. Elf Petroland used one supplier to coordinate service operations and make rig site operations more efficient. The streamlined organization on site improved communication and simplified administration and logistics. Rig site problems were addressed quickly, and solutions implemented effectively because of the integrated-services structure. The paper discusses the organizational plan and how it was carried out.

    At the request of Area Completion Projects (ACP) in support of the 488-4D Landfill closure, the Savannah River National Laboratory (SRNL) has performed Hydrologic Evaluation of Landfill Performance (HELP) modeling of the planned 488-4D Ash Landfill closure cap to ensure that the South Carolina Department of Health and Environmental Control (SCDHEC) limit of no more than 12 inches of head on top of the barrier layer (saturated hydraulic conductivity of no more than 1.0E-05 cm/s) in association with a 25-year, 24-hour storm event is not projected to be exceeded. Based upon Weber 1998 a 25-year, 24-hour storm event at the Savannah River Site (SRS) is 6.1 inches. The results of the HELP modeling indicate that the greatest peak daily head on top of the barrier layer (i.e. geosynthetic clay liner (GCL) or high density polyethylene (HDPE) geomembrane) for any of the runs made was 0.079 inches associated with a peak daily precipitation of 6.16 inches. This is well below the SCDHEC limit of 12 inches.

    A training program conducted in Bartlesville by BDM-Oklahoma technical staff, which included geologists, geophysicists, exploration and drilling specialists, and environmental policy experts. The proposed training schedule offered four courses per year and included those coursed identified by the tribes in the survey. The training program was outlined for members of Native American Tribes whose lands have oil and gas resources. The proposed program contributed to meeting the goals of the U.S. Department of Energy's (DOE) Domestic Oil and Gas Initiative to help Native American tribes become more self-sufficient in developing and managing their resources through training in cost-effective, improved technologies for hydrocarbon production that will meet environmental regulations. The training program outlined was for adult tribal representatives who are responsible for managing tribal mineral holdings or setting policy, or who work in the oil and gas industry. The course content is in response to a survey that was developed by BDM-Oklahoma and sent in the Spring of 1995 to 26 tribal agencies identified through previous contact with DOE. Tribes were asked to indicate course content needs, levels, preferred time of year, and location. Six tribes responded with specific recommendations and needs. These tribes, were the Creek, Pueblo, Cherokee, St. Regis Mohawk, Northern Arapho, and Ute Mountain Ute.

    In this paper we investigate to which extent a very simple and natural "reachability as deducibility" approach, originated in the research in formal methods in security, is applicable to the automated verification of large classes of infinite state and parameterized systems. The approach is based on modeling the reachability between (parameterized) states as deducibility between suitable encodings of states by formulas of first-order predicate logic. The verification of a safety property is reduced to a pure logical problem of finding a countermodel for a first-order formula. The later task is delegated then to the generic automated finite model building procedures. In this paper we first establish the relative completeness of the finite countermodel finding method (FCM) for a class of parameterized linear arrays of finite automata.     We present measurements and analysis demonstrating useful direction finding of sources in the S band (2–4?GHz) using a metamaterial detector. An augmented metamaterial absorber that supports magnitude and phase measurement of the incident electric field, within each unit cell, is described. The metamaterial is implemented in a commercial printed circuit board process with off-board back-end electronics. We also discuss on-board back-end implementation strategies. Direction finding performance is analyzed for the fabricated metamaterial detector using simulated data and the standard algorithm, MUtiple SIgnal Classification. The performance of this complete system is characterized by its angular resolution as a function of radiation density at the detector. Sources with power outputs typical of mobile communication devices can be resolved at kilometer distances with sub-degree resolution and high frame rates.

    Finding the ground state of a system with a complex energy landscape is important for many physical problems including protein folding, spin glasses, chemical clusters, and neural networks. Such problems are usually solved by heuristic search methods whose efficacy is judged by empirical performance on selected examples. We present a proof that, within the large class of algorithms that simulate a random walk on the landscape, threshold accepting is the best possible strategy. In particular, it can perform better than simulated annealing and Tsallis statistics. Our proof is the first example of a provably optimal strategy in this area.

    A coupled carbon/climate model is used to explore the impact of Drake Passage opening and Central American Seaway closure on the distribution of carbon in the global oceans. We find that gateway evolution likely played an important role in setting the modern day distribution of oceanic dissolved inorganic carbon (DIC), which is currently characterized by relatively low concentrations in the Atlantic ocean, and high concentrations in the Southern, Indian, and Pacific oceans. In agreement with previous studies, we find a closed Drake Passage in the presence of an open Central American Seaway results in suppressed Atlantic meridional overturning and enhancedmore »southern hemispheric deep convection. Opening of the Drake Passage triggers Antarctic Circumpolar Current flow and a weak Atlantic meridional overturning circulation (AMOC). Subsequent Central American Seaway closure reinforces the AMOC while also stagnating equatorial Pacific subsurface waters. These gateway-derived oceanographic changes are reflected in large shifts to the global distribution of DIC. An initially closed Drake Passage results in high DIC concentrations in the Atlantic and Arctic oceans, and lower DIC concentrations in the Pacific/Indian/Southern oceans. Opening Drake Passage reverses this gradient by lowering mid-depth Atlantic and Arctic DIC concentrations and raising deep Pacific/Indian/Southern Ocean DIC concentrations. Central American Seaway closure further reinforces this trend through additional Atlantic mid-depth DIC decreases, as well as Pacific mid-depth DIC concentration increases, with the net effect being a transition to a modern distribution of oceanic DIC.« less

    Many applications of scientific computing rely on computations on sparse matrices. The design of efficient implementations of sparse matrix kernels is crucial for the overall efficiency of these applications. Due to the high compute-to-memory ratio and irregular memory access patterns, the performance of sparse matrix kernels is often far away from the peak performance on a modern processor. Alternative data structures have been proposed, which split the original matrix A into A{sub d} and A{sub s}, so that A{sub d} contains all dense blocks of a specified size in the matrix, and A{sub s} contains the remaining entries. This enables the use of dense matrix kernels on the entries of A{sub d} producing better memory performance. In this work, we study the problem of finding a maximum number of nonoverlapping dense blocks in a sparse matrix, which is previously not studied in the sparse matrix community. We show that the maximum nonoverlapping dense blocks problem is NP-complete by using a reduction from the maximum independent set problem on cubic planar graphs. We also propose a 2/3-approximation algorithm that runs in linear time in the number of nonzeros in the matrix. This extended abstract focuses on our results for 2x2 dense blocks. However we show that our results can be generalized to arbitrary sized dense blocks, and many other oriented substructures, which can be exploited to improve the memory performance of sparse matrix operations.

    Purpose: The purpose of this guideline was to provide a clinical framework for the use of radiation therapy after radical prostatectomy as adjuvant or salvage therapy. Methods and Materials: A systematic literature review using PubMed, Embase, and Cochrane database was conducted to identify peer-reviewed publications relevant to the use of radiation therapy after prostatectomy. The review yielded 294 articles; these publications were used to create the evidence-based guideline statements. Additional guidance is provided as Clinical Principles when insufficient evidence existed. Results: Guideline statements are provided for patient counseling, use of radiation therapy in the adjuvant and salvage contexts, defining biochemical recurrence, and conducting a restaging evaluation. Conclusions: Physicians should offer adjuvant radiation therapy to patients with adverse pathologic findings at prostatectomy (ie, seminal vesicle invastion, positive surgical margins, extraprostatic extension) and salvage radiation therapy to patients with prostate-specific antigen (PSA) or local recurrence after prostatectomy in whom there is no evidence of distant metastatic disease. The offer of radiation therapy should be made in the context of a thoughtful discussion of possible short- and long-term side effects of radiation therapy as well as the potential benefits of preventing recurrence. The decision to administer radiation therapy should be made by the patient and the multidisciplinary treatment team with full consideration of the patient's history, values, preferences, quality of life, and functional status.     This document is an initial energy assessment for American Samoa, the first of many steps in developing a comprehensive energy strategy. On March 1, 2010, Assistant Secretary of the Interior Tony Babauta invited governors and their staff from the Interior Insular Areas to meet with senior principals at the National Renewable Energy Laboratory (NREL). Meeting discussions focused on ways to improve energy efficiency and increase the deployment of renewable energy technologies in the U.S. Pacific Territories. In attendance were Governors Felix Camacho (Guam), Benigno Fitial (Commonwealth of the Northern Mariana Islands), and Togiola Tulafono, (American Samoa). This meeting brought together major stakeholders to learn and understand the importance of developing a comprehensive strategic plan for implementing energy efficiency measures and renewable energy technologies. For several decades, dependence on fossil fuels and the burden of high oil prices have been a major concern but never more at the forefront as today. With unstable oil prices, the volatility of fuel supply and the economic instability in American Samoa, energy issues are a high priority. In short, energy security is critical to American Samoa's future economic development and sustainability. Under an interagency agreement, funded by the Department of Interior's Office of Insular Affairs, NREL was tasked to deliver technical assistance to the islands of American Samoa. Technical assistance included conducting an initial technical assessment to define energy consumption and production data, establish an energy consumption baseline, and assist with the development of a strategic plan. The assessment and strategic plan will be used to assist with the transition to a cleaner energy economy. NREL provided an interdisciplinary team to cover each relevant technical area for the initial energy assessments. Experts in the following disciplines traveled to American Samoa for on-island site assessments: (1) Energy Efficiency and Building Technologies; (2) Integrated Wind-Diesel Generation; (3) Transmission and Distribution; (4) Solar Technologies; and (5) Biomass and Waste-to-Energy. In addition to these core disciplines, team capabilities also included expertise in program analysis, project financing, energy policy and energy planning. The intent of the technical assessment was to provide American Samoa with a baseline energy assessment. From the baseline, various scenarios and approaches for deploying cost effective energy efficiency and renewable energy technologies could be created to meet American Samoa's objectives. The information provided in this energy assessment will be used as input in the development of a draft strategic plan and the development of scenarios and strategies for deploying cost-effective energy efficiency and renewable products.
