This invention generally relates to the remote removal of pelletized samples from cylindrical containment capsules. V-blocks are used to receive the samples and provide guidance to push out rods. Stainless steel liners fit into the v-channels on the v-blocks which permits them to be remotely removed and replaced or cleaned to prevent cross contamination between capsules and samples. A capsule holder securely holds the capsule while allowing manual up/down and in/out movement to align each sample hole with the v-blocks. Both end sections contain identical v-blocks; one that guides the drive out screw and rods or manual push out rods and the other to receive the samples as they are driven out of the capsule.

A tool latching and retrieval system allows the deployment and retrieval of a variety of direct push subsurface characterization tools through an embedded rod string during a single penetration without requiring withdrawal of the string from the ground. We describe our approach to atomic magnetometry based on the push-pull optical pumping technique. Cesium vapor is pumped and probed by a resonant laser beam whose circular polarization is modulated synchronously with the spin evolution dynamics induced by a static magnetic field. The magnetometer is operated in a phase-locked loop, and it has an intrinsic sensitivity below 20fT/?(Hz), using a room temperature paraffin-coated cell. We use the magnetometer to monitor magnetic field fluctuations with a sensitivity of 300fT/?(Hz)

Pushing towards the ET sensitivity using 'conventional' technology

Recently, the design study `Einstein gravitational wave Telescope' (ET) has been funded within the European FP7 framework. The ambitious goal of this project is to provide a conceptual design of a detector with a hundred times better sensitivity than currently operating instruments. It is expected that this will require the development and implementation of new technologies, which go beyond the concepts employed for the first and second detector generations. However, it is a very interesting and educational exercise to imagine a Michelson interferometer in which conventional technologies have been pushed to - or maybe beyond - their limits to reach the envisaged sensitivity for the Einstein Telescope. In this document we present a first sketchy analysis of what modifications and improvements are necessary to go, step-by-step, from second generation gravitational wave detectors to the Einstein Telescope.

The U.S.Refining Industry is facing hard times. Slow growth, tough environmental regulations, and fierce competition - especially in retail gasoline - have squeezed margins and prompted a series of mergers and acquisitions. The trend has affected the smallest and largest players, and a series of transactions over the past two years has created a new industry lineup. Among the larger companies, Mobil and Amoco are the latest to consider a refining merger. That follows recent plans by Ashland and Marathon to merge their refining businesses, and the decision by Shell, Texaco, and Saudi Aramco to combine some U.S. operations. Many of the leading independent refiners have increased their scale by acquiring refinery capacity. With refining still in the doldrums, more independents are taking a closer look at boosting production of petrochemicals, which offer high growth and, usually, better margins. That is being helped by the shift to refinery processes that favor the increased production of light olefins for alkylation and the removal of aromatics, providing opportunity to extract these materials for the petrochemical market. 5 figs., 3 tabs.

Community Wind: Once Again Pushing the Envelope of Project Finance

In the United States, the 'community wind' sector - loosely defined here as consisting of relatively small utility-scale wind power projects that sell power on the wholesale market and that are developed and owned primarily by local investors - has historically served as a 'test bed' or 'proving grounds' for up-and-coming wind turbine manufacturers that are trying to break into the U.S. wind power market. For example, community wind projects - and primarily those located in the state of Minnesota - have deployed the first U.S. installations of wind turbines from Suzlon (in 2003), DeWind (2008), Americas Wind Energy (2008) and later Emergya Wind Technologies (2010), Goldwind (2009), AAER/Pioneer (2009), Nordic Windpower (2010), Unison (2010), and Alstom (2011). Thus far, one of these turbine manufacturers - Suzlon - has subsequently achieved some success in the broader U.S. wind market as well. Just as it has provided a proving grounds for new turbines, so too has the community wind sector served as a laboratory for experimentation with innovative new financing structures. For example, a variation of one of the most common financing arrangements in the U.S. wind market today - the special allocation partnership flip structure (see Figure 1 in Section 2.1) - was first developed by community wind projects in Minnesota more than a decade ago (and is therefore sometimes referred to as the 'Minnesota flip' model) before being adopted by the broader wind market. More recently, a handful of community wind projects built over the past year have been financed via new and creative structures that push the envelope of wind project finance in the U.S. - in many cases, moving beyond the now-standard partnership flip structures involving strategic tax equity investors. These include: (1) a 4.5 MW project in Maine that combines low-cost government debt with local tax equity, (2) a 25.3 MW project in Minnesota using a sale/leaseback structure, (3) a 10.5 MW project in South Dakota financed by an intrastate offering of both debt and equity, (4) a 6 MW project in Washington state that taps into New Markets Tax Credits using an 'inverted' or 'pass-through' lease structure, and (5) a 9 MW project in Oregon that combines a variety of state and federal incentives and loans with unconventional equity from high-net-worth individuals. In most cases, these are first-of-their-kind structures that could serve as useful examples for other projects - both community and commercial wind alike. This report describes each of these innovative new financing structures in some detail, using a case-study approach. The purpose is twofold: (1) to disseminate useful information on these new financial structures, most of which are widely replicable; and (2) to highlight the recent policy changes - many of them temporary unless extended - that have facilitated this innovation. Although the community wind market is currently only a small sub-sector of the U.S. wind market - as defined here, less than 2% of the overall market at the end of 2009 (Wiser and Bolinger 2010) - its small size belies its relevance to the broader market. As such, the information provided in this report has relevance beyond its direct application to the community wind sector. The next two sections of this report briefly summarize how most community wind projects in the U.S. have been financed historically (i.e., prior to this latest wave of innovation) and describe the recent federal policy changes that have enabled a new wave of financial innovation to occur, respectively. Section 4 contains brief case studies of how each of the five projects mentioned above were financed, noting the financial significance of each. Finally, Section 5 concludes by distilling a number of general observations or pertinent lessons learned from the experiences of these five projects.

For three days in late September last year, some sixty experts in RF superconductivity from around the world came together at Argonne to discuss how to push the limits of RF superconductivity for particle accelerators. It was an intense workshop with in-depth presentations and ample discussions. There was added excitement due to the fact that, a few days before the workshop, the International Technology Recommendation Panel had decided in favor of superconducting technology for the International Linear Collider (ILC), the next major high-energy physics accelerator project. Superconducting RF technology is also important for other large accelerator projects that are either imminent or under active discussion at this time, such as the Rare Isotope Accelerator (RIA) for nuclear physics, energy recovery linacs (ERLs), and x-ray free-electron lasers. For these accelerators, the capability in maximum accelerating gradient and/or the Q value is essential to limit the length and/or operating cost of the accelerators. The technological progress of superconducting accelerators during the past two decades has been truly remarkable, both in low-frequency structures for acceleration of protons and ions as well as in high-frequency structures for electrons. The requirements of future accelerators demand an even higher level of performance. The topics of this workshop are therefore highly relevant and timely. The presentations given at the workshop contained authoritative reviews of the current state of the art as well as some original materials that previously had not been widely circulated. We therefore felt strongly that these materials should be put together in the form of a workshop proceeding. The outcome is this report, which consists of two parts: first, a collection of the scholarly papers prepared by some of the participants and second, copies of the viewgraphs of all presentations. The presentation viewgraphs, in full color, are also available from the Workshop Presentations link on the workshop's web page at http://www.aps.anl.gov/conferences/RFSCLimits/. Pushing 1D CCSNe to explosions: model and SN 1987A

We report on a method, PUSH, for triggering core-collapse supernova explosions of massive stars in spherical symmetry. We explore basic explosion properties and calibrate PUSH such that the observables of SN1987A are reproduced. Our simulations are based on the general relativistic hydrodynamics code AGILE combined with the detailed neutrino transport scheme IDSA for electron neutrinos and ALS for the muon and tau neutrinos. To trigger explosions in the otherwise non-exploding simulations, we rely on the neutrino-driven mechanism. The PUSH method locally increases the energy deposition in the gain region through energy deposition by the heavy neutrino flavors. Our setup allows us to model the explosion for several seconds after core bounce. We explore the progenitor range 18-21M$_{\\odot}$. Our studies reveal a distinction between high compactness (HC) and low compactness (LC) progenitor models, where LC models tend to explore earlier, with a lower explosion energy, and with a lower remnant mass. Geochemical tests provide evidence for the transit of a plume of caustic waste solution through the sediment column at the Hanford 241-B and -BX Tank Farms. Direct-push samples recovered from boreholes surrounding Tanks 241-B-110 and 241-BX-102 and related waste transfer lines and diversion boxes included sediments typical of those previously recovered from other localities on the Hanford Site. The Hanford formation sediments are dominantly quartzo-feldspathic sands strewn with lithic fragments, displaying a range of particle size distributions and sorting characteristics. Some moderately well-sorted, fine-grained lithologies are interpreted as lenticular bodies irregularly dispersed in coarser-grained, more poorly sorted sediments. Tier I tests conducted on the vadose zone sediments revealed an inverse correlation between moisture content and sediment size fraction (i.e., there is greater moisture content in finer-grained sediments). The Tier I tests also showed that the pore water solutions were likely sodium-rich, moderately saline, and possessed higher pH values than background (untainted) sediments. These data are characteristic of sediments that have encountered sodium-rich, saline, caustic waste solution, as documented in other reports at other suspect contamination sites around Hanford. Analyses of solutions from 1:1 water extracts reveal relatively balanced cation and anion concentrations, indicating that most of the geochemical species have been accounted for. The water extract data for affected sediments also indicate unusually high concentrations of aluminum, iron, and phosphorus. The relatively high concentrations of aluminum and iron may be the result of dissolution of secondary amorphous phases that precipitated after a reactive plume partially dissolved aluminum- and iron-bearing phases as it migrated through the sediment column. On the other hand, the presence of elevated concentrations of phosphorous may be the tell-tale signature of wastes derived from the bismuth phosphate separation process. Elements typically mobile in the geosphere, such as technetium-99, are present at either low concentrations or are below the analytical detection limit. However, we expect that the mobile elements would be present mainly along a narrow plume front, and if this front had passed deeper into the sediment profile than depths sampled, the retention of these elements would be minor. On the other hand for the direct push sediments from around BX Tank Farm, uranium-238 was detected in nearly all sediment specimens (by acid extract experiments) at concentrations above the natural crustal average (0.763 pCi/g), and we also detected the presence of several anthropogenic radioisotopes, such as cobalt-60, cesium-137, europium-154, and europium-155 (by gamma energy analysis). These data are direct confirmation of contamination of the sediments.

Characterization of Direct Push Vadose Zone Sediments from the 241-U Single-Shell Tank Farm

The overall goals of the Tank Farm Vadose Zone Project, led by CH2M HILL Hanford Group, Inc., are 1) to define risks from past and future single-shell tank farm activities, 2) to identify and evaluate the efficacy of interim measures, and 3) to aid, via collection of geochemical information and data, the future decisions that must be made by the U.S. Department of Energy (DOE) regarding the near-term operations, future waste retrieval, and final closure activities for the single-shell tank Waste Management Areas (WMAs). For a more complete discussion of the goals of the Tank Farm Vadose Zone Project, see the overall work plan, Phase 1 RCRA Facility Investigation/Corrective Measures Study Work Plan for the Single-Shell Tank Waste Management Areas (DOE 1999). Specific details on the rationale for activities performed at WMA U are found in Crumpler (2003). To meet these goals, CH2M HILL Hanford Group, Inc., asked scientists from Pacific Northwest National Laboratory (PNNL) to perform detailed analyses of vadose zone sediment collected within the U Single-Shell Tank Farm. Specifically, this report contains all the geochemical and selected physical characterization data collected on vadose zone sediment recovered from ten direct push characterization holes emplaced to investigate vadose zone contamination associated with potential leaks within the 241-U Single-Shell Tank Farm. Specific tanks targeted during this characterization campaign included tanks 241-U-104/241-U-105, 241-U-110, and 241-U-112. Additionally, this report compiles data from direct push samples collected north of tank 241-U-201, as well as sediment collected from the background borehole (C3393). After evaluating all the characterization and analytical data, there is no question that the vadose zone in the vicinity of tanks 241-U-104 and 241-U-105 has been contaminated by tank-related waste. This observation is not new, as gamma logging of drywells in the area has identified uranium contamination at the same depths interrogated by push hole C5602. Given that the deepest sample string analyzed from push hole C5602 contained trace activities of technetium-99, it is obvious that tank waste contamination has impacted the vadose zone to at least a depth of 92 ft bgs at this location. However, the scope of the sampling campaign was to acquire additional samples to better understand the aerial extent of contamination in the U Tank Farm; therefore, future characterization activities (i.e., a borehole) will be required to understand the total vertical depth of contamination at this location.

This report contains all the geochemical and selected physical characterization data collected on vadose zone sediment recovered from 5 direct push characterization holes emplaced to investigate vadose zone contamination associated with leaks from tanks 241-TY-105 (UPR-200-W-152) and 241-TY-106 (UPR-200-W-153). Tank 241-TY-105 is estimated to have leaked 35,000 gal of tributyl phosphate (TBP) waste from the uranium recovery process to the vadose zone in 1960. Tank 241-TY-106 is estimated to have leaked 20,000 gal of TBP-uranium recovery waste to the vadose zone in 1959. Although several drywells in the vicinity of tank 241-TY-106 contain measurable quantities of cesium-137 and/or cobalt-60, their relatively low concentrations indicate that the contaminant inventory in the vadose zone around tank 241-TY-106 is quite small. Additionally, this report contains all the geochemical and selected physical characterization data collected on vadose zone sediment recovered from 7 direct push characterization holes emplaced to investigate vadose zone contamination associated with an overfill event and leak from tank 241-T-101.

A radio frequency circuit for ICRF heating includes a resonant push-pull circuit, a double ridged rectangular waveguide, and a coupling transition which joins the waveguide to the resonant circuit. A conductive yoke is located at the other end of the cylindrical conductors to short circuit the two cylindrical conductors. The coupling transition includes two relatively flat rectangular conductors extending perpendicular to the longitudinal axes of a respective cylindrical conductor to which the flat conductor is attached intermediate the ends thereof. Conductive side covers and end covers are also provided for forming pockets in the waveguide into which the flat conductors extend when the waveguide is attached to a shielding enclosure surrounding the resonant circuit.

Fiber push-out tests have been performed on a ceramic matrix composite consisting of Carborundum sintered SiC fibers, with a BN coating, embedded in a reaction-bonded SiC matrix. Analysis of the push-out data, utilizing the most complete theory presently available, shows that one of the fiber/coating/matrix interfaces has a low fracture energy (one-tenth that of the fiber) and a moderate sliding resistance [tau] [approximately] 8 MPa. The debonded sliding interface shows some continuous but minor abrasion, which appears to increase the sliding resistance, but overall the system exhibits very clean smooth sliding. The tensile response of a full-scale composite is then modeled, using data obtained here and known fiber strengths, to demonstrate the good composite behavior predicted for this material.

This article describes how delta-current admittance relays detect severe power system disturbances and initiate a power reduction signal on the dc transmission system to help stabilize the integrated ac/HVDC transmission system. It is always desirable to transmit as much power as possible over major transmission line interconnections, and the 500 kV line linking Manitoba in Canada to Minnesota in the US is a good example. A static var system (SVS) is part of this strategy. Note the southern end of an HVDC line through which the power is delivered from northern hydro-electric generation. The ability to quickly control dc-delivered power combined with the complication of SVS switching and the installation of series capacitors has led to special circumstances requiring an unusual approach to maintenance of system stability. The availability of a new protection-oriented computing platform has made the required algorithms feasible.

The advent of natural gas futures trading presents the natural gas industry with a powerful tool and a formidable challenge. On the one hand, producers, pipelines, local distribution companies (LDCs), end-users, and marketers can use gas futures to hedge against price risk, protecting companies against abnormal price spikes, stabilizing cash flows, enabling companies to write long-term contracts, and facilitating planning. Gas futures can also be used in combination with oil futures to hedge against fuel switching. On the other hand, the introduction of natural gas futures trading will dramatically reshape the natural gas business. Natural gas companies from smaller independent producers to large end-users will be forced to adapt. Short-term price volatility will tend to increase. At the same time, long-term price volatility should decline. Information flows will increase. Oil and gas prices may become more closely linked. Futures prices will become benchmarks for formula-priced contracts. Increased longer-term and mid-month contracting will reduce the current reliance on month-end spot market contracts. And new players will enter the natural gas business. As a result of these trends, natural gas companies will need to adopt new strategies, systems, and organizational structures in order to remain competitive.

Naturally occurring nuclear reactors existed in uranium deposits on Earth long before Enrico Fermi built the first man-made nuclear reactor beneath Staggs Field in 1942. In the story of their discovery, there are important lessons to be learned about scientific inquiry and scientific discovery. Now, there is evidence to suggest that the Earth's magnetic field and Jupiter's atmospheric turbulence are driven by planetary-scale nuclear reactors. The subject of planetocentric nuclear fission reactors can be a jumping off point for stimulating classroom discussions about the nature and implications of planetary energy sources and about the geomagnetic field. But more importantly, the subject can help to bring into focus the importance of discussing, debating, and challenging current thinking in a variety of areas.

488-4D ASH LANDFILL CLOSURE CAP HELP MODELING

At the request of Area Completion Projects (ACP) in support of the 488-4D Landfill closure, the Savannah River National Laboratory (SRNL) has performed Hydrologic Evaluation of Landfill Performance (HELP) modeling of the planned 488-4D Ash Landfill closure cap to ensure that the South Carolina Department of Health and Environmental Control (SCDHEC) limit of no more than 12 inches of head on top of the barrier layer (saturated hydraulic conductivity of no more than 1.0E-05 cm/s) in association with a 25-year, 24-hour storm event is not projected to be exceeded. Based upon Weber 1998 a 25-year, 24-hour storm event at the Savannah River Site (SRS) is 6.1 inches. The results of the HELP modeling indicate that the greatest peak daily head on top of the barrier layer (i.e. geosynthetic clay liner (GCL) or high density polyethylene (HDPE) geomembrane) for any of the runs made was 0.079 inches associated with a peak daily precipitation of 6.16 inches. This is well below the SCDHEC limit of 12 inches.

Full-scale tests help improve reliability of DST tools

A joint-industry project set up procedures and full scale tests to determine the reliability and integrity of drill stem test (DST) tools for use in difficult high pressure, high temperature wells. These DST tool tests helped determine changes needed to address reliability in high pressure, high temperature (HPHT) conditions and has demonstrated that DST tools could maintain integrity in this type of environment. Eleven major operators and service/testing companies in the Norway/U.K. area undertook a joint industry study to address these problems and to determine methods to increase the reliability of DST operations in HPHT well testing. Emphasis was placed on the selection of the downhole equipment used for the HPHT drill stem tests and design of the full scale testing of the North-Sea-area field tools in use. The project also included design parameters for contingency conditions that were not normally present during equipment operations but could exist in emergency situations. Eleven tools, including tester valves, multiple-cycle circulating valves, bypass valves, and safety/circulating valves, from different service company/suppliers were rigorously tested. The paper describes the project, the tools tested, test methods, and results.

Abstract: In this paper, a framework is proposed for integrating of the operational parts of Natural Gas Transmission Systems (NGTSs) through pipelines and better coordination for the flow of natural gas and information in the system. The objective functions of this study are to provide a brief review of literature in natural gas supply chain modeling and to design a multi-echelon Supply Chain for the Natural Gas Transmission Systems (NSTSC). To achieve this, extensive and detailed studies in this field of research have been done. Subsequently, a complete study on the transmission of natural gas through pipelines, as well as the supply chain and its application, has been made in gas industry. Next, based on the operational systems in the natural gas industry, the supply chain levels are developed. These designs are very effective for modeling and optimization of the gas networks. In addition, the developed supply chain helps to reduce the costs of the NGTSs and increase customer satisfaction.

Separation economics depend mainly on investment for major equipment and energy consumption. This relationship, together with the fact that, in most cases, many alternative schemes will be proposed, make it essential to find an optimum scheme that minimizes overall costs. Practical solutions are found by applying heuristics -- exploratory problem-solving techniques that eliminate alternatives without applying rigorous mathematical procedures. These techniques have been applied to a case study. In the case study, a hydrocarbon mixture will be transported through a pipeline to a fractionation plant, where it will be separated into commercial products for distribution. The fractionation will consist of a simple train of distillation columns, the sequence of which will be defined by applying heuristic rules and determining the required thermal duties for each column. The facility must separate ethane, propane and mixed butanes, natural gasoline (light straight-run, or LSR, gasoline), and condensate (heavy naphtha). The ethane will be delivered to an ethylene plant as a gaseous stream, the propane and butanes will be stored in cryogenic tanks, and the gasoline and heavy naphtha also will be stored.

Help-desk operations today are facing some of their greatest challenges ever. Solving complicated user problems, supporting increasingly complex computer applications and managing an increasing asset base are challenges faced by all help-desk organizations. Entergy Corp., a major Southeastern utility company, has consolidated help-desk operations into two operations using a single help-desk application. The new help-desk organization supports more than 10,000 users and receives approximately 450 calls each day. Users are provided with 24-hour, seven-days-a-week support.

We study the role of help in Non-Interactive Zero-Knowledge protocols and its relation to the standard interactive model. In the classical case, we show that help and interaction are equivalent, answering an open question of Ben-Or and Gutfreund. This implies a new complete problem for the class SZK, the Image Intersection Density. For this problem, we also prove a polarization lemma which is stronger than the previously known one. In the quantum setting, we define the notion of quantum help and show in a more direct way that help and interaction are again equivalent. Moreover, we define quantum Non-Interactive Zero-Knowledge with classical help and prove that it is equal to the class of languages that have classical honest-Verifier Zero Knowledge protocols secure against quantum Verifiers. Last, we provide new complete problems for all these quantum classes. Similar results were independently discovered by Dragos Florin Ciocan and Salil Vadhan.

Natural CO2 Analogs for Carbon Sequestration

The report summarizes research conducted at three naturally occurring geologic CO{sub 2} fields in the US. The fields are natural analogs useful for the design of engineered long-term storage of anthropogenic CO{sub 2} in geologic formations. Geologic, engineering, and operational databases were developed for McElmo Dome in Colorado; St. Johns Dome in Arizona and New Mexico; and Jackson Dome in Mississippi. The three study sites stored a total of 2.4 billion t (46 Tcf) of CO{sub 2} equivalent to 1.5 years of power plant emissions in the US and comparable in size with the largest proposed sequestration projects. The three CO{sub 2} fields offer a scientifically useful range of contrasting geologic settings (carbonate vs. sandstone reservoir; supercritical vs. free gas state; normally pressured vs. overpressured), as well as different stages of commercial development (mostly undeveloped to mature). The current study relied mainly on existing data provided by the CO{sub 2} field operator partners, augmented with new geochemical data. Additional study at these unique natural CO{sub 2} accumulations could further help guide the development of safe and cost-effective design and operation methods for engineered CO{sub 2} storage sites.
