    The U.S. Department of Housing and Urban Development (HUD) recently announced the creation of a pilot loan program for home energy improvements. The PowerSaver loan program is a new, energy-focused variant of the Title I Property Improvement Loan Insurance Program (Title I Program) and is planned for introduction in early 2011. The PowerSaver pilot will provide lender insurance for secured and unsecured loans up to $25,000 to single family homeowners. These loans will specifically target residential energy efficiency and renewable energy improvements. HUD estimates the two-year pilot will fund approximately 24,000 loans worth up to $300 million; the program is not capped. The Federal Housing Administration (FHA), HUD's mortgage insurance unit, will provide up to $25 million in grants as incentives to participating lenders. FHA is seeking lenders in communities with existing programs for promoting residential energy upgrades.

    Title XVII of the Energy Policy Act 2005 (EPACT) authorized the Department of Energy (DOE) to issue loan guarantees for projects involving new or improved technologies to avoid, reduce, or sequester greenhouse gases (GHGs). The law specified that the amount of the guarantee would be up to 80% of a project's cost. EPACT2005 also specified that DOE must receive funds equal to the subsidy cost either through the federal appropriations process or from the firm receiving the guarantee. As discussed in Annual Energy Outlook 2007, this program, by lowering borrowing costs, can have a major impact on the economics of capital-intensive technologies.

    High initial costs can impede the deployment of clean energy technologies. Financing can reduce these costs. And, state, municipal, and utility-sponsored loan programs have emerged to fill the gap between clean energy technology financing needs and private sector lending.     The Energy Policy Act of 2005 authorized the Department of Energy to guarantee loans for new or significantly improved energy production technologies that avoid, reduce, or sequester air pollutants and other greenhouse gases. As of December 2008, Congress authorized the Department to make $42.5 billion in loan guarantees to support innovative energy projects. These guarantees were authorized for up to 80% of the total project costs and were designed to promote the commercial use of innovative technologies. Under the terms of the Act, the loan guarantees are contingent upon reasonable prospect of repayment by the borrower. Consistent with the Energy Policy Act, the Department is responsible for soliciting and evaluating loan applications, approving loan guarantees, and monitoring project and loan guarantee performance. through December 2008, the Department had issued five solicitations for projects that support innovative clean coal technologies, energy efficiency, renewable energy, advanced electricity transmission and distribution, and nuclear and fossil energy projects. These solicitations were issued in three phases with the first in August 2006, and the final in September 2008. Eleven substantially complete applications requesting approximately $8.2 billion in loan guarantees had been received by the Department in response to the first solicitation. The Department had begun the review of applications and was in the process of completing due diligence procedures necessary to evaluate projects received in response to the first solicitation. Under current plans, the Department is to issue its first loan guarantees in the spring of 2009. Because of the importance of this program as part of an effort to address the Nation's most challenging and pressing energy needs; and, the potential risk of loss to the United States taxpayers should default occur, we initiated this review to evaluate the Department's progress in establishing internal and operational controls over its Loan Guarantee Program.

    In 1988 the Governor`s Energy Management Center of Texas received approval from the US Department of Energy to establish a $98.6 million state-wide retrofit demonstration revolving loan program to fund energy-conserving retrofits in state, public school, and local government buildings. As part of this program, a first-of-its-kind, statewide Monitoring and Analysis Program (MAP) was established to verify energy and dollar savings of the retrofits, reduce energy costs by identifying operational and maintenance improvements, improve retrofit selection in future rounds of the LoanSTAR program, and initiate a data base of energy use in institutional and commercial buildings located in Texas. This report discusses the LoanSTAR MAP with an emphasis on the process of acquiring and analyzing data to measure savings from energy conservation retrofits when budgets are a constraint. This report includes a discussion of the program structure, basic measurement techniques, data archiving and handling, data reporting and analysis, and includes selected examples from LoanSTAR agencies. A summary of the program results for the first two years of monitoring is also included.

    The Geothermal Loan Guaranty Program was established by Congress in 1974 to assist industry with the financing requirements for the development and commercialization of geothermal energy. It was the only substantive federal aid program to an emerging technology at that time. Yet in six years (as of April 1980) only four projects have been approved for a loan guaranty, three of which are electric projects and one is a small direct thermal application. Many small business/small project energy producers, developers, and users have found or concluded that they cannot qualify for a geothermal loan guaranty. This paper reports the results and recommendations of a comprehensive evaluation of the GLGP from the perspective of the small business/small project entrepreneur and from the practices of the small to medium size lending institutions. The findings are divided into administrative, regulatory and legislative recommendations.

    Title XVII of EPACT2005 [20] authorized the Department of Energy (DOE) to issue loan guarantees to new or improved technology projects that avoid, reduce, or sequester greenhouse gases. In 2006, DOE issued its first solicitation for $4 billion in loan guarantees for non-nuclear technologies. The issue of the size of the program was addressed subsequently in the Consolidated Appropriation Act of 2008 (the FY08 Appropriations Act) passed in December 2008, which limited future solicitations to $38.5 billion and stated that authority to make the guarantees would end on September 30, 2009. The legislation also allocated the $38.5 billion cap as follows: $18.5 billion for nuclear plants; $6 billion for CCS technologies; $2 billion for advanced coal gasification units; $2 billion for advanced nuclear facilities for the front end of the nuclear fuel cycle; and $10 billion for renewable, conservation, distributed energy, and transmission/ distribution technologies. DOE also was required to submit all future solicitations to both the House and Senate Appropriations Committees for approval.

    Purpose is the development of the technologies necessary to design, build and operate high heat flux components such as actively cooled limiters, divertor collector plates, R.F. antennas, mirror end cells, mirror halo collectors, direct convertor collectors, and neutral beam dumps. These components require an integrated design that considers the plasma-materials interaction (PMI) issues, heat removal problems and materials issues (including possible low Z coatings and claddings).     The use of geothermal energy for direct heat purposes by the private sector within the US has been quite limited to date. However, there is a large potential market for thermal energy in such areas as industrial processing, agribusiness, and space/water heating of commercial and residential buildings. Technical and economic information is needed to assist in identifying prospective direct heat users and to match their energy needs to specific geothermal reservoirs. Technological uncertainties and associated economic risks can influence the user's perception of profitability to the point of limiting private investment in geothermal direct applications. To stimulate development in the direct heat area, the Department of Energy, Division of Geothermal Energy, issued two Program Opportunity Notices (PON's). These solicitations are part of DOE's national geothermal energy program plan, which has as its goal the near-term commercialization by the private sector of hydrothermal resources. Encouragement is being given to the private sector by DOE cost-sharing a portion of the front-end financial risk in a limited number of demonstration projects. The twenty-two projects summarized herein are direct results of the PON solicitations.

    In 1978, the Department of Energy Division of Geothermal and Hydropower Technologies initiated a program to accelerate the direct use of geothermal energy, in which 23 projects were selected. The projects, all in the western part of the US, cover the use of geothermal energy for space conditioning (heating and cooling) and agriculture (aquaculture and greenhouses). Initially, two projects were slated for industrial processing; however, because of lack of geothermal resources, these projects were terminated. Of the 23 projects, seven were successfully completed, ten are scheduled for completion by the end of 1983, and six were terminated for lack of resources. Each of the projects is being documented from its inception through planning, drilling, and resource confirmation, design, construction, and one year of monitoring. The information is being collected, evaluated, and will be reported. Several reports will be produced, including detailed topical reports on economics, institutional and regulatory problems, engineering, and a summary final report. To monitor progress and provide a forum for exchange of information while the program is progressing, semiannual or annual review meetings have been held with all project directors and lead engineers for the past four years. This is the sixth meeting in that series. Several of the projects which have been terminated are not included this year. Overall, the program has been very successful. Valuable information has been gathered. problems have been encountered and resolved concerning technical, regulatory, and institutional constraints. Most projects have been proven to be economical with acceptable pay-back periods. Although some technical problems have emerged, they were resolved with existing off-the-shelf technologies and equipment. The risks involved in drilling for the resource, the regulatory constraints, the high cost of finance, and large front-end cost remain the key obstacles to the broad development of geothermal direct use applications.

    The following is a summary report of the New Hampshire Governor`s Office of Energy and Community Services (ECS) participation in the State Heating Oil and Propane Program (SHOPP) for the 1997/98 heating season. SHOPP is a cooperative effort, linking energy offices in East Coast and Midwest states, with the Department of Energy (DOE), Energy Information Administration (EIA) for the purpose of collecting retail price data for heating oil and propane. The program is funded by the participating state with a matching grant from DOE. SHOPP was initiated in response to congressional inquires into supply difficulties and price spikes of heating oil and propane associated with the winter of 1989/90. This is important to New Hampshire because heating oil controls over 55% of the residential heating market statewide. Propane controls 10% of the heating market statewide and is widely used for water heating and cooking in areas of the state where natural gas is not available. Lower installation cost, convenience, lower operating costs compared to electricity, and its perception as a clean heating fuel have all worked to increase the popularity of propane in New Hampshire and should continue to do so in the future. Any disruption in supply of these heating fuels to New Hampshire could cause prices to skyrocket and leave many residents in the cold.

The data was analyzed weekly to check inconsistencies and validity and processed using Excel, Flexpro and Windographer standard Edition Version 2.04. The site analyzed is located in the Waldron, Arkansas in Scott County. It is an open site for most of the direction sectors with immediate roughness class of 1.5. It has seasonally directional winds, of which the most energetic come from the southern direction. The vertical wind profile shows moderate wind shear that varies by season as well.

    Because of the undefined risk in the development and use of geothermal energy as a thermal energy source, the Department of Energy Division of Geothermal Energy solicited competitive proposals for field experiments in the direct use of geothermal energy. Twenty-two proposals were selected for cost-shared funding with one additional project co-funded by the State of New Mexico. As expected, the critical parameter was developing a viable resource. So far, of the twenty resources drilled, fourteen have proved to be useful resources. These are: Boise, Idaho; Elko heating Company in Nevada; Pagosa Springs, Colorado; Philip School, Philip, South Dakota; St. Mary's Hospital, Pierre, South Dakota; Utah Roses near Salt Lake City; Utah State Prison, Utah; Warm Springs State Hospital, Montana; T-H-S Hospital, Marlin, Texas; Aquafarms International in the Cochella Valley, California; Klamath County YMCA and Klamath Falls in Oregon; Susanville, California and Monroe, utah. Monroe's 164 F and 600 gpm peak flow was inadequate for the planned project, but is expected to be used in a private development. Three wells encountered a resource insufficient for an economical project. These were Madison County at Rexburg, Idaho; Ore-Ida Foods at Ontario, Oregon and Holly Sugar at Brawley, California. Three projects have yet to confirm their resource. The Navarro College well in Corsicana, Texas is being tested; the Reno, Moana, Nevada well is being drilled and the El Centro, California well is scheduled to be drilled in January 1982. The agribusiness project at Kelly Hot Springs was terminated because a significant archeological find was encountered at the proposed site. The Diamond Ring Ranch in South Dakota, and the additional project, Carrie Tingley Hospital in Truth or Consequences, New Mexico both used existing wells. The projects that encountered viable resources have proceeded to design, construct, and in the most advanced projects, to operate geothermal systems for district heating, space heating, grain drying and aquaculture.

    Ground-source heat pump systems are one of the promising new energy technologies that has shown rapid increase in usage over the past ten years in the United States. These systems offer substantial benefits to consumers and utilities in energy (kWh) and demand (kW) savings. The purpose of this study was to determine what existing monitored data was available mainly from electric utilities on heat pump performance, energy savings and demand reduction for residential, school and commercial building applications. In order to verify the performance, information was collected for 253 case studies from mainly utilities throughout the United States. The case studies were compiled into a database. The database was organized into general information, system information, ground system information, system performance, and additional information. Information was developed on the status of demand-side management of ground-source heat pump programs for about 60 electric utility and rural electric cooperatives on marketing, incentive programs, barriers to market penetration, number units installed in service area, and benefits.

    The Sodium Heat Engine (SHE) is an efficient thermoelectric conversion device which directly generates electricity from a thermally regenerative electrochemical cell that relies on the unique conduction properties of {beta}{double_prime}-alumina solid electrolyte (BASE). Laboratory models of a variety of SHE devices have demonstrated the feasibility and efficiency of the system, engineering development of large prototype devices has been slowed by a series of materials and fabrication problems. Failure of the electrolyte tubes has been a recurring problem and a number of possible causes have been postulated. To address these issues, a two-phase engineering development program was undertaken. This report summarizes the final results of the first phase of the program, which included extensive materials characterization activities, a study of applicable nondestructive evaluation methods, an investigation of possible stress states that would contribute to fracture, and certain operational issues associated with the electromagnetic pumps used in the SHE prototype. Mechanical and microstructural evaluation of commercially obtained BASE tubes revealed that they should be adequate for SHE applications and that sodium exposure produced no appreciable deleterious strength effects. Processing activities to produce a more uniform and smaller grain size for the BASE tubes were completed using isostatic pressing, extrusion, and slip casting. Green tubes were sintered by conventional and microwave plasma methods. Of particular interest is the residual stress state in the BASE tubes, and both analysis and nondestructive evaluation methods were employed to evaluate these stresses. X-ray and neutron diffraction experiments were performed to determine the bulk residual stresses in commercially fabricated BASE tubes; however, tube-to-tube variations and variations among the various methods employed did not allow formulation of a definitive definition of the as-fabricated stress state.

HEATING can solve steady-state and/or transient heat conduction problems in one, two, or three-dimensional Cartesian, cylindrical coordinates or spherical coordinates. A model may include multiple materials, and the thermal conductivity, density, and specific heat of each material may be both time and temperature dependent. The thermal conductivity can be anisotropic. Materials may undergo a change of phase. Thermal properties of materials may be input or may be extracted from a material properties library. Heat-generation rates may be dependent on time, temperature, and position, and boundary temperatures may be time and position dependent. The boundary conditions, which may be surface to environment or surface to surface, may be specified temperatures or any combination of prescribed heat flux, forced convection, natural convection, and radiation. The boundary condition parameters may be time-and/or temperature dependent. General graybody radiation problems may be modeled with user-defined factors for radiant exchange.     This report has been prepared by the Pennsylvania Energy Office (PEO) to summarize its activities under the State Heating Oil and Propane Program (SHOPP) for the 1994-95 heating season. The PEO is under a cooperative agreement, Agreement DE-7C01-91E122784, Amendment No. 3, with the U.S. Department of Energy, Energy Information Administration (DOE/EIA) to conduct these activities. The objective of the SHOPP program was to collect Pennsylvania-specific price information for residential No. 2 heating oil and propane and transmit this information to DOE/EIA for compilation into its various reports and publications. Under the PEO`s cooperative agreement with DOE/EIA, prices were collected on the first and third Mondays of each month, starting on October 3, 1994, and extending through March 20, 1995. Prices were obtained via telephone calls made by PEO staff. For each heating oil distributor in the survey sample, the PEO collected charge prices for a standard delivery quantity of No. 2 heating oil. For propane, dealers were requested to provide the price for a customer using between one thousand and fifteen hundred gallons of fuel during the heating season. The PEO agreed to forward the survey results to the DOE/EIA within three days of the date of each survey. DOE/EIA`s responsibility was to compile the data from all states and distribute a bi-weekly report. In addition, DOE/EIA took responsibility for the collection of primary stock information for No. 2 heating oil.

    This is the final report for project entitled 'Research and development of a new field enhanced low temperature thermionic cathode that enables fluorescent dimming and load shedding without auxiliary cathode heating', under Agreement Number: DE-FC26-04NT-42329. Under this project, a highly efficient CNT based thermionic cathode was demonstrated. This cathode is capable of emitting electron at a current density two order of magnitude stronger then a typical fluorescent cathode at same temperatures, or capable of emitting at same current density but at temperature about 300 C lower than that of a fluorescent cathode. Detailed fabrication techniques were developed including CVD growth of CNTs and sputter deposition of oxide thin films on CNTs. These are mature technologies that have been widely used in industry for large scale materials processing and device fabrications, thus, with further development work, the techniques developed in this project can be scaled-up in manufacturing environment. The prototype cathodes developed in this project were tested in lighting plasma discharge environment. In many cases, they not only lit and sustain the plasma, but also out perform the fluorescent cathodes in key parameters such like cathode fall voltages. More work will be needed to further evaluate more detailed and longer term performance of the prototype cathode in lighting plasma.

    This program aimed to develop a fundamental understanding of the microstructural, mechanical, and chemical properties of Ta{sub 2}O{sub 5}-based coatings for Si{sub 3}N{sub 4} (AS800) substrates and optimize such coatings for environmental barriers. The program consisted of three tasks: processing of Ta{sub 2}O{sub 5} coatings, phase and microstructural development, and life-limiting phenomena. Northwestern University formed a cross-functional team with Lehigh University, Honeywell Inc., and Oak Ridge National Laboratory. The major accomplishments are: (1) Conditions for the plasma spray of Ta{sub 2}O{sub 5} and its alloys were optimized to provide maximum density and thickness. (2) Adherent small particle plasma spray coatings of Ta{sub 2}O{sub 5} can be routinely prepared. (3) Ta{sub 2}O{sub 5} can be stabilized against its disruptive phase transformation to 1400 C by the addition of one or more oxides of Al, La, and/or Nb. (4) Residual stresses in the Ta{sub 2}O{sub 5} coatings were measured using X-rays and changed with thermal exposure. (5) Properly doped coatings are more resistant against thermal cycling than undoped coatings, and can be cycled many thousand times without spallation. (6) Water vapor testing in the ORNL Keiser Rig of adherent coatings showed that undoped Ta{sub 2}O{sub 5} is not an effective barrier at preventing chemical changes to the AS800. (7) Limited water vapor testing of doped and adherent coatings, which had successfully survived many thermal cycles, showed that in the water vapor environment, de-cohesion may occur.

    A review of the historical progress and current status of the solar assisted heat pump research and development, supported by the United States Department of Energy, is presented. Much of this work has had as its focus the need for a better source of auxiliary or backup heat than the electric resistance which has generally been assumed in computer simulations of these systems. The two leading candidates are the use of the ground as an alternate heat source/sink or storage element (ground coupling) and the use of fossil fuel burned on site (the bivalent system). The United States program has emphasized ground coupling. Much of the analytical work and heat pump development is applicable to bivalent systems, and some results of this work are discussed. Project descriptions and technical accomplishments for the currently active projects are presented.

This program performs the cycle calculations for single stage cycles based on the polynomial expressions developed to correlate experimental vapor-liquid-equilibrium (VLE) and specific enthalpy-concentration data for LiBr/water and (Li, K, Na)NO{sub 3}/water systems as well as the properties of pure water. The operating parameters obtained by this program were tested against mass and energy balances in documented cases and the results show that the maximum deviation between coefficient of performance (COP) values obtained by this software and the ones previously calculated is less than 3%. In addition, this program was used to study the effect of solution temperature leaving the absorber on the other operating parameters. This type of analysis could be used to improve and optimize cycle design. 4 refs.

    In 1990, the US Department of Energy (DOE) initiated a national evaluation of its lowincome Weatherization Assistance Program. This report, which is one of five parts of that evaluation, evaluates the energy savings and cost-effectiveness of the Program as it had been applied to single-family houses heated primarily by fuel-oil. The study was based upon a representative sample (41 local weatherization agencies, 222 weatherized and 115 control houses) from the nine northeastern states during 1991 and 1992 program years. Dwelling-specific and agency-level data on measures installed, costs, and service delivery procedures were collected from the sampled agencies. Space-heating fuel-oil consumption, indoor temperature, and outdoor temperature were monitored at each house. Dwelling characteristics, air-leakage measurements, space-heating system steady-state efficiency measurements, safety inspections, and occupant questionnaires were also collected or performed at each monitored house. We estimate that the Program weatherized a total of 23,400 single-family fuel-oil heated houses in the nine northeastern states during program years 1991 and 1992. Annual fuel-oil savings were calculated using regression techniques to normalize the savings to standard weather conditions. For the northeast region, annual net fuel-oil savings averaged 160 gallons per house, or 17.7% of pre-weatherization consumption. Although indoor temperatures changed in individual houses following weatherization, there was no average change and no significant difference as compared to the control houses; thus, there was no overall indoor temperature takeback effect influencing fuel-oil savings. The weatherization work was performed cost effectively in these houses from the Program perspective, which included both installation costs and overhead and management costs but did not include non-energy benefits (such as employment and environmental).

    Under the Clean Energy Works (CEW) program, Craft3 developed a loan product that widened access to financing for homeowners, offered long term funding, and collected repayments through the customer?s utility bill. The program?s success led Craft3 to pursue the sale of the loan portfolio to both mitigate its own risks and replenish funds for lending. This sale breaks new ground for energy efficiency finance and is notable as it was completed even with many novel program design elements. It replenished Craft3?s program capital and uncovered some valuable lessons that may facilitate future transactions. However, the lack of data history and the unproven nature of the loan portfolio meant that Craft3 had to limit the risk of losses to Self-Help, the purchaser of the portfolio. It remains to be seen whether this experience will pave the way for more sales of on-bill energy efficiency loan portfolios. This case study illustrates how certain program design decisions can sometimes both facilitate programmatic objectives and possibly present challenges for the sale of a portfolio of energy efficiency loans.

    This report deals with critical heat flux (CHF) measurements in vertical down flow of water at low pressures in a round Inconel tube, 96 inches long and 0.62 inch inside diameter. A total of 28 CHF points were obtained. These data were found to correlate linearly with the single variable q, defined as the heat flux required to raise the enthalpy from the inlet value to the saturation value. These results were compared to the published results of Swedish investigators for vertical upflow of water at low pressures in round tubes of similar diameters and various lengths. The parameter q depends on the inlet enthalpy and is a nonlocal variable, thus this correlation is nonlocal unless the coefficients depend upon tube length in a particular prescribed manner. For the low pressure Swedish data, the coefficients are practically independent of length and hence the correlation is nonlocal. In the present investigation only one length was employed, so it is not possible to determine whether the correlation for these data is local or nonlocal, although there is reason to believe that it is local. The same correlation was applied to a large data base (thousands of CHF points) compiled from the published data of a number of groups and found to apply, with reasonable accuracy over a wide range of conditions, yielding sometimes local and sometimes nonlocal correlations. The basic philosophy of data analysis here was not to generate a single correlation which would reproduce all data, but to search for correlations which apply adequately over some range and which might have some mechanistic significance. The tentative conclusion is that at least two mechanisms appear operative, leading to two types of correlations, one local, the other nonlocal.

    The need for the engineering analysis of systems in which the transport of thermal energy occurs primarily through a conduction process is a common situation. For all but the simplest geometries and boundary conditions, analytic solutions to heat conduction problems are unavailable, thus forcing the analyst to call upon some type of approximate numerical procedure. A wide variety of numerical packages currently exist for such applications, ranging in sophistication from the large, general purpose, commercial codes, such as COMSOL, COSMOSWorks, ABAQUS and TSS to codes written by individuals for specific problem applications. The original purpose for developing the finite element code described here, COYOTE, was to bridge the gap between the complex commercial codes and the more simplistic, individual application programs. COYOTE was designed to treat most of the standard conduction problems of interest with a user-oriented input structure and format that was easily learned and remembered. Because of its architecture, the code has also proved useful for research in numerical algorithms and development of thermal analysis capabilities. This general philosophy has been retained in the current version of the program, COYOTE, Version 5.0, though the capabilities of the code have been significantly expanded. A major change in the code is its availability on parallel computer architectures and the increase in problem complexity and size that this implies. The present document describes the theoretical and numerical background for the COYOTE program. This volume is intended as a background document for the user's manual. Potential users of COYOTE are encouraged to become familiar with the present report and the simple example analyses reported in before using the program. The theoretical and numerical background for the finite element computer program, COYOTE, is presented in detail. COYOTE is designed for the multi-dimensional analysis of nonlinear heat conduction problems. A general description of the boundary value problems treated by the program is presented. The finite element formulation and the associated numerical methods used in COYOTE are also outlined. Instructions for use of the code are documented in SAND2010-0714.

    Recent comprehensive monitoring of solar energy systems has indicated that heat losses from system piping and components are much higher than originally expected. Theoretical analyses conducted at the Energy Technology Engineering Center (ETEC) predict that operating plus standby (during shutdown) heat losses from a typical solar system could equal up to one-third of the total gross solar energy collected by the system. Detailed heat loss experiments were conducted on a Solar in Federal Buildings Program (SFBP)-monitored site to identify and quantify actual piping, component, and thermosiphon heat losses for a typical day. The selected solar system, SFBP 4008, is a solar space heating and domestic hot water (DHW) system located at the Eisenhower Memorial Museum at Abilene, Kansas. The system has 4200 ft/sup 2/ of collector array located at a considerable distance from the mechanical building. Long lengths of exterior above-ground and buried piping connect the collectors to the mechanical room. Valves and pumps are uninsulated. The heat loss experiments at the Eisenhower site showed that 25% of the energy collected on a summer day was lost in pipes and components. Detailed results are given. 8 refs., 64 figs., 17 tabs.

    This report presents the results of an effort to develop and demonstrate the technical feasibility of a residential size Stirling-engine-driven diaphragm-coupled compressor for a heat pump application. The heat pump module consists of a 3-kW free-piston Stirling engine (FPSE), an efficient hydraulic transmission, and a nominal 3-ton capacity refrigerant (R-22) reciprocating compressor. During earlier Phase 1 activity, the lower end (hydraulic transmission and compressor) was designed, fabricated, mated to an existing Mechanical Technology Incorporated (MTI) FPSE, and tested. After several years of development, this heat pump module achieved a capacity of 2.5 refrigeration tons at 95/degree/F ambient conditions. While this was below the module's rated 3.0-ton capacity, it demonstrated the potential of the FPSE heat pump (FPSE/HP) and identified a lack of engine power as the main reason for the low capacity. During a companion engine development program sponsored by the Gas Research Institute, the engine was improved by developing a new displacer drive that increased the FPSE's power capability. During Phase 2, the new engine, the Mark I, was mated to the lower end (transmission/compressor) and tested. The testing of the Mark I FPSE/HP module was very successful, with the system achieving its 3.0-ton capacity goal and all other proof-of-concepts targets. Included herein is a discussion of the Phase 2 activity, including the results of the Mark I FPSE/HP module testing, a component design effort of several key lower end components that was performed to optimize the design, and the Lennox evaluation. 91 figs., 36 tabs.

    A detailed assessment has been completed of the use of desiccant-based customer-sited heat-actuated cooling for District Heating and Cooling (DHC) systems, showing that introduction of a reduced-cost desiccant cooling system would result in widespread market penetration. This program consisted of three principal components: a market study of existing and future reduced-cost liquid desiccant cooling (LDC) systems; an examination of the installed costs of these existing and reduced-cost LDC systems; and four detailed case studies. Both the installed cost and equivalent chilled water cost of existing large LDC systems were found to be quite competitive with district chilled water, while the high capital cost of small LDC systems made them more expensive than district chilled water. Potential total system sales in this existing large-scale LDC market are quite low, since most of the market for DHC space conditioning is in smaller equipment sizes. Cost savings realized from producing a reduced-cost LDC system would result in small LDC systems (sized well below 6,000 cfm) becoming competitive with the current range of district chilled water costs.

    In June 1988, Savannah River Laboratory requested that the Heat Transfer Research Facility modify the flow excursion program, which had been in progress since November 1987, to include testing of single tubes in vertical down-flow over a range of length to diameter (L/D) ratios of 100 to 500. The impetus for the request was the desire to obtain experimental data as quickly as possible for code development work. In July 1988, HTRF submitted a proposal to SRL indicating that by modifying a facility already under construction the data could be obtained within three to four months. In January 1990, HTFR issued report CU-HTRF-T4, part 1. This report contained the technical discussion of the results from the single tube uniformly heated tests.     During 2005 and 2006, the PJM Interconnection (PJM) Load Analysis Subcommittee (LAS) examined ways to reduce the costs and improve the effectiveness of its existing measurement and verification (M&V) protocols for Direct Load Control (DLC) programs. The current M&V protocol requires that a PURPA-compliant Load Research study be conducted every five years for each Load-Serving Entity (LSE). The current M&V protocol is expensive to implement and administer particularly for mature load control programs, some of which are marginally cost-effective. There was growing evidence that some LSEs were mothballing or dropping their DLC programs in lieu of incurring the expense associated with the M&V. This project had several objectives: (1) examine the potential for developing deemed savings estimates acceptable to PJM for legacy air conditioning and water heating DLC programs, and (2) explore the development of a collaborative, regional, consensus-based approach for conducting monitoring and verification of load reductions for emerging load management technologies for customers that do not have interval metering capability.

    The radioisotope thermoelectric generator (RTG) that will supply power for the Galileo and Ulysses space missions contains 18 General-Purpose Heat Source (GPHS) modules. The GPHS modules provide power by transmitting the heat of STYPu -decay to an array of thermoelectric elements. Each module contains four STYPuO2-fueled clads and generates 250 W(t). Because the possibility of a launch vehicle explosion always exists, and because such an explosion could generate a field of high-energy fragments, the fueled clads within each GPHS module must survive fragment impact. The edge-on flyer plate tests were included in the Safety Verification Test series to provide information on the module/clad response to the impact of high-energy plate fragments. The test results indicate that the edge-on impact of a 3.2-mm-thick, aluminum-alloy (2219-T87) plate traveling at 915 m/s causes the complete release of fuel from capsules contained within a bare GPHS module, and that the threshold velocity sufficient to cause the breach of a bare, simulant-fueled clad impacted by a 3.5-mm-thick, aluminum-alloy (5052-T0) plate is approximately 140 m/s.

    Plasma particle and high heat fluxes to in-vessel components such as divertors, limiters, RF launchers, halo plasma scrapers, direct converters, and wall armor, and to the vacuum chamber itself, represent central technical issues for fusion experiments and reactors. This is well recognized and accepted. It is also well recognized that the conditions at the plasma boundary can directly influence core plasma confinement. This has been seen most dramatically, on the positive side, in the discovery of the H-mode using divertors in tokamaks. It is also reflected in the attention devoted worldwide to the problems of impurity control. Nowadays, impurities are controlled by wall conditioning, special discharge cleaning techniques, special coatings such as carbonization, the use of low-Z materials for limiters and armor, a careful tailoring of heat loads, and in some machines, through the use of divertors. All programs, all experiments, and all designers are now keenly aware that PMI and HHF issues are key to the successful performance of their machines. In this brief report we present general issues in Section 2, critical issues in Section 3, existing US PMI/HHF experiments and facilities in Section 4, US International Cooperative PMI/HHF activities in Section 5, and conclude with a discussion on major tasks in PMI/HHF in Section 6.

This method-of-lines code uses stiff numerical methods and adaptive meshing to resolve relevant combustion physics. Solution accuracy is maintained between multilayered materials consisting of blends of reactive components and/or inert materials. Phase change and variable properties are included in one-dimensional slab, cylindrical and spherical geometries. Temperature-dependent thermal properties have been incorporated and the modification of thermal conductivities to include decomposition effects are estimated using solid/gas volume fractions determined by species fractions. Gas transport properties, including high pressure corrections, have also been included. Time varying temperature, heat flux, convective and thermal radiation boundary conditions, and layer to layer contact resistances have also been implemented.

    This was a year of significant accomplishment in the Hot Dry Rock (HDR) Program. Most importantly, the design, construction, and installation of the surface plant for the Phase II system neared completion by the end of the year. Basic process design work has been completed, and all major components of the system except the gas/particle separator have been procured. For this component, previous design problems have been resolved, and purchase during the first half of FY91 is anticipated. Installation of the surface plant is well underway. The system will be completed and ready for operation by the end of FY91 under the current funding scenario. The operational schedule to be followed will then depend upon the program funding level. Our goal is to start long-term flow testing as soon as possible. Of equal importance, from the standpoint of the long-term viability of HDR technology, during this year, for the first time, it has been demonstrated in field testing that it should be possible to operate HDR reservoirs with water losses of 1-3%, or even less. Our experience in the deep, hot, Phase II reservoir at Fenton Hill is in sharp contrast to the significant water losses seen by Japanese and British scientists working in shallower, cooler, HDR reservoirs. Calculations and modeling based on field data have shown that water consumption declines with the log of time in a manner related to water storage in the reservoir. This work may be crucial in proving that HDR can be an economically viable means for producing energy, and that it is useful even in areas where water is in short supply. In addition, an engineering model was developed to predict and explain water consumption in HDR reservoirs under pressure, the collection and processing of seismic information was more highly automated, and the detection limits for reactive tracers were lowered to less than 1 part per billion. All of these developments will add greatly to our ability to conduct, analyze, and understand the long-term test (LTFT). Water-rights acquisition activities, site clean-up, and improvements in the 1 million gallon storage pond at Fenton Hill have assured that we will have adequate water to carry out a vigorous testing program in a safe and environmentally-sound manner. The 1 million gallon pond was recontoured, and lined with a sophisticated multi-layer plastic barrier. A large part of the work on the pond was paid for with funds from the Laboratory's Health, Safety and Environment Division. Almost all the expected achievements set forth in the FY90 Annual Operating Plan were substantially accomplished this past year, in spite of a $300,000 shortfall in funding. This funding shortfall did delay some work and result in some projects not being completed, however. They have had to go more slowly than they would like on some aspects of the installation of the surface plant for the LTFT, purchase of non-critical equipment, such as a back-up electric generator for Fenton Hill, has been delayed, and some work has not been brought to an adequate conclusion. The fracture healing work, for example, was completed but not written up. they simply did not have the funds to pay for the effort needed to fully document this work. As the program enters FY91, the completion of the surface plant at Fenton Hill is within sight. The long-awaited LTFT can then begin, and the large investment in science and technology represents by the HDR Program will begin to bear still greater dividends.

  12. General-Purpose Heat Source development: Safety Verification Test Program. Bullet/fragment test series

Each module contains four /sup 238/PuO/sub 2/-fueled clads and generates 250 W/sub (t)/. Because a launch-pad or post-launch explosion is always possible, we need to determine the ability of GPHS fueled clads within a module to survive fragment impact. The bullet/fragment test series, part of the Safety Verification Test Plan, was designed to provide information on clad response to impact by a compact, high-energy, aluminum-alloy fragment and to establish a threshold value of fragment energy required to breach the iridium cladding. Test results show that a velocity of 555 m/s (1820 ft/s) with an 18-g bullet is at or near the threshold value of fragment velocity that will cause a clad breach. Results also show that an exothermic Ir/Al reaction occurs if aluminum and hot iridium are in contact, a contact that is possible and most damaging to the clad within a narrow velocity range. The observed reactions between the iridium and the aluminum were studied in the laboratory and are reported in the Appendix.

    We conducted a vehicle analysis to assess the feasibility of thermoelectric technology for waste heat recovery and conversion to useful electrical power and found that eliminating the 500 W of electrical power generated by the alternator corresponded to about a 7% increase in fuel economy (FE) for a small car and about 6% for a full size truck. Electric power targets of 300 W were established for city and highway driving cycles for this project. We obtained critical vehicle level information for these driving cycles that enabled a high-level design and performance analysis of radiator and exhaust gas thermoelectric subsystems for several potential vehicle platforms, and we identified the location and geometric envelopes of the radiator and exhaust gas thermoelectric subsystems. Based on this analysis, we selected the Chevrolet Suburban as the most suitable demonstration vehicle for this project. Our modeling and thermal analysis assessment of a radiator-based thermoelectric generator (TEG), however, revealed severe practical limitations. Specifically the small temperature difference of 100¬įC or less between the engine coolant and ambient air results in a low Carnot conversion efficiency, and thermal resistance associated with air convection would reduce this conversion efficiency even further. We therefore decided not to pursue a radiator-based waste heat recovery system and focused only on the exhaust gas. Our overall approach was to combine science and engineering: (1) existing and newly developed TE materials were carefully selected and characterized by the material researcher members of our team, and most of the material property results were validated by our research partners, and (2) system engineers worked closely with vehicle engineers to ensure that accurate vehicle-level information was used for developing subsystem models and designs, and the subsystem output was analyzed for potential fuel economy gains. We incorporated material, module, subsystem, and integration costs into the material selection criteria in order to balance various materials, module and subsystem design, and vehicle integration options. Our work on advanced TE materials development and on TEG system design, assembly, vehicle integration, and testing proceeded in parallel efforts. Results from our two preliminary prototype TEGs using only Bi-Te TE modules allowed us to solve various mechanical challenges and to finalize and fine tune aspects of the design and implementation. Our materials research effort led us to quickly abandon work on PbTe and focus on the skutterudite materials due to their superior mechanical performance and suitability at automotive exhaust gas operating temperatures. We synthesized a sufficiently large quantity of skutterudite material for module fabrication for our third and final prototype. Our TEG#3 is the first of its kind to contain state-of-the-art skutterudite-based TE modules to be installed and tested on a production vehicle. The design, which consisted of 24 skutterudite modules and 18 Bi-Te modules, attempted to optimize electrical power generation by using these two kinds of TE modules that have their peak performance temperatures matched to the actual temperature profile of the TEG during operation. The performance of TEG#3 was limited by the maximum temperature allowable for the Bi-Te TE modules located in the colder end of the TEG, resulting in the operating temperature for the skutterudite modules to be considerably below optimum. We measured the power output for (1) the complete TEG (25 Watts) and (2) an individual TE module series string (1/3 of the TEG) operated at a 60¬įC higher temperature (19 Watts). We estimate that under optimum operating temperature conditions, TEG#3 will generate about 235 Watts. With additional improvements in thermal and electrical interfaces, temperature homogeneity, and power conditioning, we estimate TEG#3 could deliver a power output of about 425 Watts.

    The Energy Efficiency Division of the Vermont Department of Public Service (DPS) monitored the price and inventory of residential heating oil and propane during the 1997--98 heating season under a grant from the US Department of Energy`s Energy Information Administration (EIA). DPS staff collected data biweekly between October 5, 1997 and March 16, 1998 on the retail price of {number_sign}2 home heating oil and propane by telephone survey. Propane price quoted was based on the rate for a residential home heating customer using 1,000+ per year. The survey included a sample of fuel dealers selected by the EIA, plus additional dealers and fuels selected by the DPS. The EIA weighted, analyzed, and reported the data collected from their sample.

    Energy Secretary Steven Chu announced $8 billion in conditional loan commitments for the development of innovative, advanced vehicle technologies that will create thousands of green jobs while helping reduce the nation?s dangerous dependence on foreign oil. The first three auto loans for advanced technologies were awarded to Ford Motor Company, Nissan Motors and Tesla Motors.

    The report summarizes activities of the Geo-Heat Center (GHC) at Oregon Institute of Technology for the first quarter of Fiscal Year 1995. It describes contacts with parties during this period related to assistance with geothermal direct heat projects. Areas dealt with include geothermal heat pumps, space heating, greenhouses, aquaculture, resources and equipment. Research is also being conducted on geothermal energy cost evaluation, low-temperature geothermal resource assessment, use of silica waste from the Cerro Prieto geothermal field as construction materials and geothermal heat pumps. Outreach activities include the publication of a quarterly Bulletin on direct heat applications and dissemination of information on low-temperature geothermal resources and utilization.
