Security officer tactical training issues are discussed in relation to the possible implementation of the Tactical Improvement Package (TIP), utilizing the Engagement Simulation System (ESS) equipment, by nuclear power plant licensees for security officer tactical training. The ESS equipment provides the capability to simulate engagement conditions between adversaries armed with weapons which have harmless laser transmitters. A brief discussion of the TIP is presented, along with some concerns and considerations in the use of the TIP.

Office of Inspector General report on inspection of selected issues regarding the Department of Energy accident investigation program

One method used by the Department of Energy (DOE) to promote worker safety is through the Department`s accident investigation program. The objectives of the program are, among other things, to enhance safety and health of employees, to prevent the recurrence of accidents, and to reduce accident fatality rates and promote a downward trend in the number and severity of accidents. The Assistant Secretary, Office of Environment, Safety and Health (EH), through the EH Office of the Deputy Assistant Secretary for Oversight, is responsible for implementation of the Department`s accident investigation program. As part of the inspection, the authors reviewed an April 1997 EH accident investigation report regarding an accident involving a Lockheed Martin Energy Systems (LMES) welder, who suffered fatal burns when his clothing caught fire while he was using a cutting torch at the Oak Ridge K-25 Site. They also reviewed reports of other accident investigations conducted by EH and DOE field organizations. Based on the review of these reports, the authors identified issues concerning the adequacy of the examination and reporting by accident investigation boards of specific management systems and organizations as a possible accident root cause. The inspection also identified issues concerning worker safety that they determined required immediate management attention, such as whether occurrences were being reported in the appropriate management systems and whether prompt consideration was being given to implementing revisions of national standards when the revisions increased worker safety.

Indoor environmental quality and ventilation in U.S. office buildings: A view of current issues

Much of the current focus on indoor environmental quality and ventilation in US office buildings is a response to sick building syndrome and occupant complaints about building-related health symptoms, poor indoor air quality, and thermal discomfort. The authors know that serious ``sick-building`` problems occur in a significant number of US office buildings and that a significant proportion of the occupants in many normal (non-sick) buildings report building-related health symptoms. Concerns about the health effects of environmental tobacco smoke have also focused attention on the indoor environment. The major responses of industry and governments, underway at the present time, are to restrict smoking in offices, to attempt to reduce the emissions of indoor pollutants, and to improve the operation of heating, ventilating and air conditioning (HVAC) systems. Better air filtration, improved HVAC commissioning and maintenance, and increased provisions for individual control of HVAC are some of the improvements in HVAC that are currently being, evaluated. In the future, the potential for improved productivity and reduced airborne transmission of infectious disease may become the major driving force for improved indoor environments.

At the request of the Salt Repository Project (SRPO), Argonne National Laboratory conducted an independent peer review of a report by the Battelle Office of Nuclear Waste Isolation entitled ''Salt Repository Project Issues Hierarchy and Data Needs for Site Characterization (Draft).'' This report provided a logical structure for evaluating the outstanding questions (issues) related to selection and licensing of a site as a high-level waste repository. It also provided a first estimate of the information and data necessary to answer or resolve those questions. As such, this report is the first step in developing a strategy for site characterization. Regulatory and institutional issues impending cleanup at US Department of Energy sites: Perspectives gained from an office of environmental restoration workshop

The US Department of Energy's (DOE) nuclear weapons and energy operations are conducted across a nation-wide industrial complex engaged in a variety of manufacturing, processing, testing, and research and development activities. The overall mission of DOE Office of Environmental Restoration and Waste Management (EM) is to protect workers, the public, and the environment from waste materials generated by past, current, and future DOE activities and to bring the DOE complex into compliance with all applicable laws, regulations, and agreements related to health, safety, and the environment. EM addresses this broad mandate through related and interdependent programs that include corrective actions, waste operations, environmental restoration, and technology development. The EM Office of Environmental Restoration (EM-40) recognizes the importance of implementing a complex-wide process to identify and resolve those issues that may impede progress towards site cleanup. As a first step in this process, FM-40 sponsored an exercise to identify and characterize major regulatory and institutional issues and to formulate integrated action steps towards their resolution. This report is the first product of that exercise. It is intended that the exercise described here will mark the beginning of an ongoing process of issue identification, tracking, and resolution that will benefit cleanup activities across the DOE complex.

Mergers and the FERC: Have we learned enough to avoid a hearing?

The Federal Energy Regulatory Commission (FERC) approved, and then withdrew, its approval of the merger of Cincinnati Gas & Electric Company (CG&E) and PSI Energy, Inc. (PSI) to create CINergy Corp. The FERC held no evidentiary hearing on that merger, and also refused to set for hearing competition issues in connection with its approval of the merger of Gulf States Utilities into Entergy Corp. More recently, however, the FERC set for hearing, in connection with the merger of El Paso Electric Co. into Central and South West Corp. (CSW), both the effect of the proposed merger on operating costs and rate levels and the terms of the proposed transmission tariffs. Taken together, these actions indicate that a trial-type evidentiary hearing on contested issues may be avoided, but only if the FERC can otherwise satisfy itself that a merger is consistent with its evolving concept of the public interest.

Fractionated Stereotactic Radiotherapy of Vestibular Schwannomas Accelerates Hearing Loss  

SciTech Connect (OSTI)

Objective: To evaluate long-term tumor control and hearing preservation rates in patients with vestibular schwannoma treated with fractionated stereotactic radiotherapy (FSRT), comparing hearing preservation rates to an untreated control group. The relationship between radiation dose to the cochlea and hearing preservation was also investigated. Methods and Materials: Forty-two patients receiving FSRT between 1997 and 2008 with a minimum follow-up of 2 years were included. All patients received 54 Gy in 27-30 fractions during 5.5-6.0 weeks. Clinical and audiometry data were collected prospectively. From a 'wait-and-scan' group, 409 patients were selected as control subjects, matched by initial audiometric parameters. Radiation dose to the cochlea was measured using the original treatment plan and then related to changes in acoustic parameters. Results: Actuarial 2-, 4-, and 10-year tumor control rates were 100%, 91.5%, and 85.0%, respectively. Twenty-one patients had serviceable hearing before FSRT, 8 of whom (38%) retained serviceable hearing at 2 years after FSRT. No patients retained serviceable hearing after 10 years. At 2 years, hearing preservation rates in the control group were 1.8 times higher compared with the group receiving FSRT (P=.007). Radiation dose to the cochlea was significantly correlated to deterioration of the speech reception threshold (P=.03) but not to discrimination loss. Conclusion: FSRT accelerates the naturally occurring hearing loss in patients with vestibular schwannoma. Our findings, using fractionation of radiotherapy, parallel results using single-dose radiation. The radiation dose to the cochlea is correlated to hearing loss measured as the speech reception threshold.

Criminal investigators from the Environmental Protection Agency (EPA) and its field offices testified at a hearing on whether EPA has sufficient authority to investigate criminal violations, particularly in the area of illegal disposal of hazardous materials. They reported on the agency's progress in staffing a unit with authority comparable to that of Customs and the FBI. The Justice Department opposed deputizing EPA investigators, but the committee found that investigators in the 22 states surveyed operate with law-enforcement powers. Material submitted for the record by EPA, the Justice Department, and others follows the testimony of 10 witnesses.

Issues in Midterm Analysis and Forecasting 1998 (Issues) presents a series of nine papers covering topics in analysis and modeling that underlie the Annual Energy Outlook 1998 (AEO98), as well as other significant issues in midterm energy markets. AEO98, DOE/EIA-0383(98), published in December 1997, presents national forecasts of energy production, demand, imports, and prices through the year 2020 for five cases -- a reference case and four additional cases that assume higher and lower economic growth and higher and lower world oil prices than in the reference case. The forecasts were prepared by the Energy Information Administration (EIA), using EIA`s National Energy Modeling System (NEMS). The papers included in Issues describe underlying analyses for the projections in AEO98 and the forthcoming Annual Energy Outlook 1999 and for other products of EIA`s Office of Integrated Analysis and Forecasting. Their purpose is to provide public access to analytical work done in preparation for the midterm projections and other unpublished analyses. Specific topics were chosen for their relevance to current energy issues or to highlight modeling activities in NEMS. 59 figs., 44 tabs.

The Lawrence Berkeley National Laboratory (LBNL) Issues Management Program encompasses the continuous monitoring of work programs, performance and safety to promptly identify issues to determine their risk and significance, their causes, and to identify and effectively implement corrective actions to ensure successful resolution and prevent the same or similar problems from occurring. This document describes the LBNL Issues Management Program and prescribes the process for issues identification, tracking, resolution, closure, validation, and effectiveness of corrective actions. Issues that are governed by this program include program and performance deficiencies or nonconformances that may be identified through employee discovery, internal or external oversight assessment findings, suggested process improvements and associated actions that require formal corrective action. Issues may also be identified in and/or may result in Root Cause Analysis (RCA) reports, Price Anderson Amendment Act (PAAA) reports, Occurrence Reporting and Processing System (ORPS) reports, Accident Investigation reports, assessment reports, and External Oversight reports. The scope of these issues may include issues of both high and low significance as well as adverse conditions that meet the reporting requirements of the University of California (UC) Assurance Plan for LBNL or other reporting entities (e.g., U.S. Environmental Protection Agency, U.S. Department of Energy). Issues that are found as a result of a walk-around or workspace inspection that can be immediately corrected or fixed are exempt from the requirements of this document.

The US Department of Energy (DOE) Office of Environmental Management, formerly the Office of Environmental Restoration and Waste Management (EM), was established in November 1989 as the first step toward correcting contamination problems resulting from nearly 50 years of nuclear weapons production and fuel processing activities. EM consolidates several DOE organizations previously responsible for the handling, treatment, and disposition of radioactive and hazardous waste. Within EM, the Office of Technology Development (OTD/EM-50) is responsible for developing technologies to meet DOE`s goal for environmental restoration. OTD manages an aggressive national program of applied research, development, demonstration, testing, and evaluation (RDDT and E) for environmental cleanup, waste management, and related technologies. The program is designed to resolve major technical issues, to rapidly advanced beyond current technologies for environmental restoration and waste management operations, and to expedite compliance with applicable environmental laws and regulations. This report summarizes Fiscal Year 1994 (FY94) programmatic information, accomplishments, and planned activities relevant to the individual activities within OTD`s RDDT and E.

In March, a review team consisting of CFOs from other national laboratories, industry, and members of the University of California Office of the President (UCOP) convened for three days to conduct a comprehensive peer review of the OCFO. This was the first time in almost a decade that the financial operations of the Laboratory had been reviewed. The Committee relayed their observations on our strengths, and their very thoughtful recommendations for improvement, which we are actively pursuing. These improvements, when implemented, will benefit the entire Laboratory for many years to come. The complete report is available on the OCFO website (www.lbl.gov/Workplace/CFO). In August, the senior management team of the OCFO participated in a strategic planning retreat. The purpose of the two and a half day exercise was, of course, to update our strategic plan, but instead of spending days developing a written document, we enlisted the expertise of a seasoned journalist who also happens to be a very talented graphic artist. He listened carefully to our ideas and committed them to a visual roadmap. All members of the OCFO, Business Managers, and the Laboratory Leadership Team reviewed this draft roadmap. By having a completely visual strategic plan that is posted widely throughout the OCFO, all employees can easily see and identify with the goals that we are all working towards. FY2010 was an extraordinary year. The Laboratory welcomed its seventh Director, Dr. Paul Alivisatos, who wasted no time communicating his vision and priorities for Berkeley Lab. They include five very ambitious initiatives: Carbon Cycle 2.0, The Next Generation Light Source, a Safe and Efficient Lab, Building Community, and Space. In response, the Office of the Chief Financial Officer (OCFO) developed twelve specific initiatives that align completely with these five priorities. We will be very focused on these in the coming fiscal year, but for now, let's review what happened in FY2010. FY2010 was a pivotal year for the Procurement and Property Department. A provision of the management contract that was signed fives years ago required us to achieve cost savings of $30M. I am proud to announce that this last fiscal year we reached that goal, in large part due to the implementation of eBuy, and the negotiation of strategic sourcing contracts. Our last wall-to-wall inventory exceeded all the Department of Energy's (DOE) national targets and DOE approved the LBNL property system unconditionally. Of the total inventory, 92.3% or 25,601 assets were accounted for using barcode scanning that made the inventory process much more efficient. The effective management of the American Recovery and Reinvestment Act (ARRA) funds was strengthened by the continued successful partnership that LBNL shares with our DOE Site Office. They provided authority, support and clarity to this very complex task. The Laboratory's ARRA Stimulus Committee played a critical role in assuring internal controls, compliance with DOE regulations and quality financial management. The LBNL Budget Officer led a DOE complex-wide effort to identify and share how various DOE facilities track and report ARRA-funded projects, share best practices, evaluate issues and discuss solutions. LBNL has been recognized as a leader in this process and will continue to share knowledge and best practices with other DOE laboratories. Continuous education of our staff as well as the greater Laboratory population was still a major focus of the OCFO. With the help of many OCFO senior managers and staff that acted as subject-matter experts, the Core Financial Management Program was completely re-engineered and resulted in a revised classroom and web-based curriculum that will be formally rolled out Lab-wide in early FY2011. The Office of Sponsored Projects and Industry Partnerships (OSPIP) led the effort to select and purchase four Click Commerce software modules for the LBNL electronic Scientific Research Administration (eSRA) project. Permitting is a major component of the geothermal development process. Better coordination across government agencies could reduce uncertainty of the process and the actual time of permitting. This presentation highlights various forms of coordinating permit offices at the state and federal level in the western United States, discusses inefficiencies and mitigation techniques for permitting natural resource projects, analyzes whether various approaches are easily adaptable to utility-scale geothermal development, and addresses advantages and challenges for coordinating permit offices. Key successful strategies identified include: 1. Flexibility in implementing the approach (i.e. less statutory requirements for the approach); 2. Less dependence on a final environmental review for information sharing and permit coordination; 3. State and federal partnerships developed through memorandum of understanding to define roles and share data and/or developer information. A few of the most helpful techniques include: 1. A central point of contact for the developer to ask questions surrounding the project; 2. Pre-application meetings to assist the developer in identifying all of the permits, regulatory approvals, and associated information or data required; 3. The paper reports on the first experiments with plasma-dust formations in dc gas discharge plasma for He-Ar mixture. It is shown that under the conventional conditions of the experiments with dusty structures in plasma, the choice of light and heavy gases for the mixture suppresses electron heating in electric field and results in a supersonic jet with high Mach numbers. Hamm, Germany The new office building for DB Netz AG was designed by the collaborative team of Architrav Architects and the Buildings Physics and Technical Building Services group of the University of Karlsruhe. The team developed an energy efficient building concept for the 64,304 sqft office building, located in Hamm, Germany. The design concept of the building is dominated by architectural solutions for ventilation, cooling and lighting. Use of HVAC and electric lighting is minimized as much as possible.

Office of Inspector General semiannual report to Congress: April 1 to September 30, 1997

The report summarizes significant audit, inspection, and investigative accomplishments for the reporting period which facilitated Department of Energy management efforts to improve management controls and ensure efficient and effective operation of its programs. Narratives of the Office`s most significant reports are grouped by measures which the Office of Inspector General uses to gauge its performance. The common thread tying the performance measures together is their emphasis on supporting the Department efforts to produce high quality products at the lowest possible cost to the taxpayer. During this reporting period, the Office of Inspection General issued 59 reports. These reports included recommendations than, when implemented by management, could result in $211.7 million being put to better use. Furthermore, management has committed to taking corrective actions which the Office of Inspector General estimates will result in a more efficient use of funds totaling $57 million. Office of Inspector General investigations led to 7 criminal convictions, as well as criminal and civil prosecutions which resulted in fines and recoveries of approximately $1.95 million. The Office of Inspector General also provided 9 investigative reports to management for recommending positive change.

Energy use in office buildings

This is the report on Task IB, Familiarization with Additional Data Collection Plans of Annual Survey of BOMA Member and Non-Member Buildings in 20 Cities, of the Energy Use in Office Buildings project. The purpose of the work was to monitor and understand the efforts of the Building Owners and Managers Association International (BOMA) in gathering an energy-use-oriented data base. In order to obtain an improved data base encompassing a broad spectrum of office space and with information suitable for energy analysis in greater detail than is currently available, BOMA undertook a major data-collection effort. Based on a consideration of geographic area, climate, population, and availability of data, BOMA selected twenty cities for data collection. BOMA listed all of the major office space - buildings in excess of 40,000 square feet - in each of the cities. Tax-assessment records, local maps, Chamber of Commerce data, recent industrial-development programs, results of related studies, and local-realtor input were used in an effort to assemble a comprehensive office-building inventory. In order to verify the accuracy and completeness of the building lists, BOMA assembled an Ad-Hoc Review Committee in each city to review the assembled inventory of space. A questionnaire on office-building energy use and building characteristics was developed. In each city BOMA assembled a data collection team operating under the supervision of its regional affiliate to gather the data. For each city a random sample of buildings was selected, and data were gathered. Responses for over 1000 buildings were obtained.

UMTRA Project Office Records Management Plan

The Uranium Mill Tailings Remedial Action (UMTRA) Project Office maintains two distinct records handling areas. One of the areas is maintained by a Technical Assistance Contractor (TAC), and is referred to as the UMTRA Project Document Control Center (UPDCC). The UPDCC manages all UMTRA records except those dealing with contracts, personnel, budgeting, finance, and any other documents which are of a purely administrative nature. The second area, the UMTRA Project Administrative Files Collection (UPAFC), contains all those records listed above that are not managed by the UPDCC. This Records Management Plan (RMP) for the UPAFC will be the framework for identifying the elements and activities that relate to the management and operational aspects involved in the handling of UPAFC. Guidelines for the program will be obtained from US Department of Energy (DOE) Orders. DOE Orders implement the guidelines issued by the National Archives and Records Administration (NARA), the final authority for records management. The RMP will address the life cycle of records, including their creation, maintenance, use, and disposition.

The US Department of Energy`s Office of Technology Development (OTD) within the Office of Environmental Management was established in 1989 to conduct an aggressive national program of applied research, development, demonstration, testing, and evaluation (RDDT&E) for innovative environmental cleanup solutions that are safer and more time- and cost-effective than those currently available. In many cases, the development of new technology presents the best hope for ensuring a substantive reduction in risk to the environment and improved worker/public safety within realistic financial constraints. Five major remediation and waste management problem areas have been identified to date within the DOE weapons complex; Contaminant Plume Containment and Remediation; Mixed Waste Characterization, Treatment, and Disposal; High-Level Waste Tank Remediation; Landfill Stabilization; and Facility Transitioning, Decommissioning, and Final Disposition. New technologies to address these problem areas are demonstrated to the point that they are proven to work and that they can be transferred to the private sector end-users. This bibliography contains information on scientific and technical reports sponsored by the Office of Environmental Management from its inception in 1989 through June 1994. Future issues contain reports from Technology Development activities and will be published biannually.

This document has been prepared by the Department of Energy`s (DOE) Environmental Management (EM) Office of Technology Development (OTD) to highlight its research, development, demonstration, testing, and evaluation (RDDT and E) activities funded through the Chicago Operations Office. Technologies and processes described have the potential to enhance DOE`s cleanup and waste management efforts, as well as improve US Industry`s competitiveness in global environmental markets. The information has been assembled from recently produced OTD documents which highlight technology development activities within each of the OTD program elements. OTD technologies addresses three specific problem areas: (1) groundwater and soils cleanup; (2) waste retrieval and processing; and (3) pollution prevention. These problems are not unique to DOE, but are associated with other Federal agency and industry sites as well. Thus, technical solutions developed within OTD programs will benefit DOE, and should have direct applications in outside markets.

An Office of Inspector General (OIG) report, issued in 1994, identified concerns with Albuquerque`s cost for air service. Since that report, there have been reductions in cost and personnel indicating changes in air service requirements. This audit was conducted to determine (1) whether costs to operate Albuquerque`s aircraft were excessive and (2) if individual aircraft in the fleet were justified.

An Internship Program for Deaf and Hard of Hearing Students in Polymer-Based Nanocomposites

We report on our summer internship program in Polymer-Based Nanocomposites, for deaf and hard of hearing undergraduates who engage in classroom and laboratory research work in polymer physics. The unique attributes of this program are its emphasis on: 1. Teamwork; 2. Performance of a start-to-finish research project; 3. Physics of materials approach; and 4. Diversity. Students of all disability levels have participated in this program, including students who neither hear nor voice. The classroom and laboratory components address the materials chemistry and physics of polymer-based nanocomposites, crystallization and melting of polymers, the interaction of X-rays and light with polymers, mechanical properties of polymers, and the connection between thermal processing, structure, and ultimate properties of polymers. A set of Best Practices is developed for accommodating deaf and hard of hearing students into the laboratory setting. The goal is to bring deaf and hard of hearing students into the larger scientific community as professionals, by providing positive scientific experiences at a formative time in their educational lives.

Part 4 of the hearing record covers the first session of hearings on S. 1884, S. 1981, and S. 2643, which affect reclamation projects at Elephant Butte Irrigation District, projects covered by the Small Reclamation Projects Act of 1956, the San Luis Unit of the Central Valley Project in California, and other purposes. The text of each bill is inserted in the record along with the testimony of 13 witnesses representing water agencies, environmental groups, and the Department of Interior's Bureau of Reclamation. Senators from several affected states also made statements. At issue was the need to authorize additional funds for the projects because repayment funds are not credited to the program, making it necessary to raise the authorization ceiling. Witnesses noted the merits of the small projects program in promoting conservation by securing funding on the open market and encouraging local initiative. Critics objected to the piecemeal effect of this approach.

Power levels in office equipment: Measurements of new monitors and personal computers

Electronic office equipment has proliferated rapidly over the last twenty years and is projected to continue growing in the future. Efforts to reduce the growth in office equipment energy use have focused on power management to reduce power consumption of electronic devices when not being used for their primary purpose. The EPA ENERGY STAR[registered trademark] program has been instrumental in gaining widespread support for power management in office equipment, and accurate information about the energy used by office equipment in all power levels is important to improving program design and evaluation. This paper presents the results of a field study conducted during 2001 to measure the power levels of new monitors and personal computers. We measured off, on, and low-power levels in about 60 units manufactured since July 2000. The paper summarizes power data collected, explores differences within the sample (e.g., between CRT and LCD monitors), and discusses some issues that arise in m etering office equipment. We also present conclusions to help improve the success of future power management programs.Our findings include a trend among monitor manufacturers to provide a single very low low-power level, and the need to standardize methods for measuring monitor on power, to more accurately estimate the annual energy consumption of office equipment, as well as actual and potential energy savings from power management.

This bibliography presents a collection of selected literature on issues related to transmission access. It does not contain all of the material available on this subject or the categories contained herein. Some readers may feel that citations within this bibliography should be strictly limited to transmission system issues and not include energy pricing or reliability issues. However, it was the decision of the Subcommittee of the IEEE Task Force on Transmission Access and Nonutility Generation that selected entries relating to reliability and energy pricing, most relevant to transmission access, should be included. This decision was made because certain issues relating to reliability, transmission and energy pricing are perceived by the industry to be critical in the discussion of transmission access.
