    The U.S. Department of Energy’s (DOE) residential research and demonstration program, Building America, has triumphed through 20 years of innovation. Partnering with researchers, builders, remodelers, and manufacturers to develop innovative processes like advanced framing and ventilation standards, Building America has proven an energy efficient design can be more cost effective, healthy, and durable than a standard house. As Building America partners continue to achieve their stretch goals, they have found that the barrier to true market transformation for high performance homes is the limited knowledge-base of the professionals working in the building industry. With dozens of professionals taking part in the design and execution of building and selling homes, each person should have basic building science knowledge relevant to their role, and an understanding of how various home components interface with each other. Instead, our industry typically experiences a fragmented approach to home building and design. After obtaining important input from stakeholders at the Building Science Education Kick-Off Meeting, DOE created a building science education strategy addressing education issues preventing the widespread adoption of high performance homes. This strategy targets the next generation and provides valuable guidance for the current workforce. The initiative includes: • Race to Zero Student Design Competition: Engages universities and provides students who will be the next generation of architects, engineers, construction managers and entrepreneurs with the necessary skills and experience they need to begin careers in clean energy and generate creative solutions to real world problems. • Building Science to Sales Translator: Simplifies building science into compelling sales language and tools to sell high performance homes to their customers. • Building Science Education Guidance: Brings together industry and academia to solve problems related to building science education. This report summarizes the steps DOE has taken to develop guidance for building science education and outlines a path forward towards creating real change for an industry in need. The Guidelines for Building Science Education outlined in Appendix A of this report have been developed for external stakeholders to use to certify that their programs are incorporating the most important aspects of building science at the most appropriate proficiency level for their role. The guidelines are intended to be used primarily by training organizations, universities, and certification bodies. Each guideline can be printed or saved as a stand-alone document for ease-of-use by the respective stakeholder group. In 2015, DOE, with leadership from Pacific Northwest National Laboratory (PNNL), is launching a multi-year campaign to promote the adoption of the Guidelines for Building Science Education in a variety of training settings.

    Indoor air quality can be impacted by hundreds of different chemicals. More than 900 different organic compounds alone have been identified in indoor air. Health effects that could arise from exposure to individual pollutants or mixtures of pollutants cover the full range of acute and chronic effects, including largely reversible responses, such as rashes and irritations, to the irreversible toxic and carcinogenic effects. These indoor contaminants are emitted from a large variety of materials and substances that are widespread components of everyday life. Pacific Northwest Laboratory conducted a search of the peer-reviewed literature on health effects associated with indoor air contaminants for the Bonneville Power Administration to aid the agency in the preparation of environmental documents. Results are reported in two volumes. Volume 1 summarizes the results of the search of the peer-reviewed literature on health effects associated with a selected list of indoor air contaminants. In addition, the report discusses potential health effects of polychlorinated biphenyls and chlorofluorocarbons. All references to the literature reviewed are found in this document Volume 2. Volume 2 provides detailed information from the literature reviewed, summarizes potential health effects, reports health hazard ratings, and discusses quantitative estimates of carcinogenic risk in humans and animals. Contaminants discussed in this report are those that; have been measured in the indoor air of a public building; have been measured (significant concentrations) in test situations simulating indoor air quality (as presented in the referenced literature); and have a significant hazard rating. 38 refs., 7 figs., 23 tabs.

    A total of 356 indoor-air-quality health-hazard evaluations were completed by NIOSH from 1971 through December of 1985. Most of these studies concerned government and private office buildings where there were worker complaints. Worker complaints resulted from contamination from inside the building (19% of the cases), contamination from outside (11 percent), contamination from the building fabric (4%), biological contamination (5%), inadequate ventilation (50%), and unknown causes (11%). Health complaints addressed by investigative efforts included eye irritation, dry throat, headache, fatigue, sinus congestion, skin irritation, shortness of breath, cough, dizziness, and nausea.

    Indoor air quality can conceivably be impacted by hundreds of different chemicals. More than 900 different organic compounds alone have been identified in indoor air. The health effects that could potentially arise from exposure to individual pollutants or mixtures of pollutants cover the full range of acute and chronic effects, including largely reversible responses, such as rashes and irritations, as well as irreversible toxic and carcinogenic effects. These indoor contaminants are emitted from a large variety of materials and substances that are widespread components of everyday life. Pacific Northwest Laboratory conducted a search of the peer-reviewed literature on health effects associated with indoor air contaminants for the Bonneville Power Administration to aid the agency in the preparation of environmental documents. The results of this search are reported in two volumes. Volume 1 is a summary of the results of the literature search; Volume 2 is the complete results of the literature search and contains all references to the material reviewed. 16 tabs.

    This project, “Building Surface Science Capacity to Serve the Automobile Industry in Southeastern Michigan” was carried out in two phases: (1) the 2009 – 2012 renovation of space in the new EMU Science Complex, which included the Surface Science Laboratory (SSL), a very vigorous research lab at EMU that carries on a variety of research projects to serve the auto and other industries in Michigan; and (2) the 2013 purchase of several pieces of equipment to further enhance the research capability of the SSL. The funding granted by the DoE was proposed to “renovate the space in the Science Complex to include SSL and purchase equipment for tribological and electrochemical impedance measurements in the lab, thus SSL will serve the auto and other industries in Michigan better.” We believe we have fully accomplished the mission.

    We present the various science cases for building Band 1 receivers as part of ALMA's ongoing Development Program. We describe the new frequency range for Band 1 of 35-52 GHz, a range chosen to maximize the receiver suite's scientific impact. We first describe two key science drivers: 1) the evolution of grains in protoplanetary disks and debris disks, and 2) molecular gas in galaxies during the era of re-ionization. Studies of these topics with Band 1 receivers will significantly expand ALMA's Level 1 Science Goals. In addition, we describe a host of other exciting continuum and line science cases that require ALMA's high sensitivity and angular resolution. For example, ALMA Band 1 continuum data will probe the Sunyaev-Zel'dovich Effect in galactic clusters, Very Small Grains and spinning dust, ionized jets from young stars, spatial and flaring studies of Sgr A*, the acceleration sites of solar flares, pulsar wind nebulae, radio supernovae, and X-ray binaries.     Public participation is an essential ingredient for turning the International Linear Collider into a reality. Wherever the proposed particle accelerator is sited in the world, its neighbors -- in any country -- will have something to say about hosting a 35-kilometer-long collider in their backyards. When it comes to building large-scale physics projects, almost every laboratory has a story to tell. Three case studies from Japan, Germany and the US will be presented to examine how community relations are handled in different parts of the world. How do particle physics laboratories interact with their local communities? How do neighbors react to building large-scale projects in each region? How can the lessons learned from past experiences help in building the next big project? These and other questions will be discussed to engage the audience in an active dialogue about how a large-scale project like the ILC can be a good neighbor.

    Big Data are revolutionizing nearly every aspect of the modern society. One area where this can have a profound positive societal impact is the field of Health Care Informatics (HCI), which faces many challenges. The key idea behind this study is: can we use some of the experience and technical and methodological solutions from the fields that have successfully adapted to the Big Data era, namely astronomy and space science, to help accelerate the progress of HCI? We illustrate this with examples from the Virtual Observatory framework, and the NCI EDRN project. An effective sharing and reuse of tools, methods, and experiences from different fields can save a lot of effort, time, and expense. HCI can thus benefit from the proven solutions to big data challenges from other domains.

    Today, the US – India strategic partnership is rooted in shared values and is broad in nature and scope, with our two countries working together on global and energy security, climate change and clean environment, life sciences and public health, economic prosperity and trade, and education. A key outcome of this partnership has been the signing of the historic Indo-US Civil Nuclear Deal. Science and technology (S&T) have always been important elements of this partnership, and US Secretary of State Condoleezza Rice and Indian S&T Minister Kapil Sibal signed an agreement on S&T Cooperation between the two countries in October 2005. In March 2006, recognizing the expanding role of S&T, President George Bush and Prime Minister Manmohan Singh formed a Bi-National S&T Commission and established a Joint S&T Endowment Fund focused on innovation, entrepreneurship and commercialization. In July 2009, US Secretary of State Hillary Clinton and Indian Foreign Minister Krishna signed the Endowment Agreement with a total equivalent funding of $30M (equal contribution from US and India). While these steps take our engagement to new heights, US-India collaboration in S&T is not new and has been ongoing for several decades, principally through agencies like NSF, NIH, EPA, DOE, NASA, NOAA, the PL480 US-India Fund, and the Indian Diaspora. However, acting as a damper, especially during the cold war days, this engagement has been plagued by sanctions and the resulting tensions and mistrust which continue to linger on even today. In this context, several ongoing activities in energy, space, climate change and education will be highlighted. Also, with the S&T and the Civil Nuclear Agreements and climate change as examples, the interplay of science, policy and politics will be discussed.

    The Department of Energy (Department) and the National Institute of Environmental Health Sciences (NIEHS) entered into an interagency agreement in September 1992 to develop model safety and health training programs for workers involved in waste cleanup activities at Departmental facilities. Under the terms of the agreement, recipients of NIEHS training grants were to provide Hazardous Waste Operations and Emergency Response (HAZWOPER) training to Departmental sites. By June 1997, the Department had obligated over $40 million to the agreement. The objective of this audit was to determine whether the interagency agreement with NIEHS was the most cost-effective method of acquiring the training.

    Shell space fit out included faculty office advising space, student study space, staff restroom and lobby cafe. Electrical, HVAC and fire alarm installations and upgrades to existing systems were required to support the newly configured spaces. These installations and upgrades included audio/visual equipment, additional electrical outlets and connections to emergency generators. The project provided increased chilled water capacity with the addition of an electric centrifugal chiller. Upgrades associated with chiller included upgrade of exhaust ventilation fan, electrical conductor and breaker upgrades, piping and upgrades to air handling equipment.

    On December 10th 2004 the XMM-Newton observatory celebrated its 5th year in orbit. Since the beginning of the mission steady health and contamination monitoring has been performed by the XMM-Newton SOC and the instrument teams. Main targets of the monitoring, using scientific data for all instruments on board, are the behaviour of the Charge Transfer Efficiency, the gain, the effective area and the bad, hot and noisy pixels. The monitoring is performed by combination of calibration observations using internal radioactive calibration sources with observations of astronomical targets. In addition a set of housekeeping parameters is continuously monitored reflecting the health situation of the instruments from an engineering point of view. We show trend behaviour over the 5 years especially in combination with events like solar flares and other events affecting the performance of the instruments.

    Building K-33 was constructed in 1954 as the final section of the five-stage uranium enrichment cascade at the Oak Ridge Gaseous Diffusion Plant (ORGDP). The two original building (K-25 and K-27) were used to produce weapons grade highly enriched uranium (HEU). Building K-29, K-31, and K-33 were added to produce low enriched uranium (LEU) for nuclear power plant fuel. During ORGDP operations K-33 produced a peak enrichment of 2.5%. Thousands of tons of reactor tails fed into gaseous diffusion plants in the 1950s and early 1960s introducing some fission products and transuranics. Building K-33 was a two-story, 25-meters (82-feet) tall structure with approximately 30 hectare (64 acres) of floor space. The Operations (first) Floor contained offices, change houses, feed vaporization rooms, and auxiliary equipment to support enrichment operations. The Cell (second) Floor contained the enrichment process equipment and was divided into eight process units (designated K-902-1 through K-902-8). Each unit contained ten cells, and each cell contained eight process stages (diffusers) for a total of 640 enrichment stages. 1985: LEU buildings were taken off-line after the anticipated demand for uranium enrichment failed to materialize. 1987: LEU buildings were placed in permanent shutdown. Process equipment were maintained in a shutdown state. 1997: DOE signed an Action Memorandum for equipment removal and decontamination of Buildings K-29, K-31, K-33; BNFL awarded contract to reindustrialize the buildings under the Three Buildings D&D and Recycle Project. 2002: Equipment removal complete and effort shifts to vacuuming, chemical cleaning, scabbling, etc. 2005: Decontamination efforts in K-33 cease. Building left with significant {sup 99}Tc contamination on metal structures and PCB contamination in concrete. Uranium, transuranics, and fission products also present on building shell. 2009: DOE targets Building K-33 for demolition. 2010: ORAU contracted to characterize Building K-33 for final disposition at the Environmental Management Waste Management Facility (EMWMF) in Oak Ridge. ORAU collected 439 samples from May and June. LATA Sharp started removing transite panels in September. 2011: LATA Sharp began demolition in January and expects the last waste shipment to EMWMF in September. Approximately 237,000 m{sup 3} (310,000 yd{sup 3}, bulked) of waste taken to EMWMF in 23,000 truckloads expected by project completion.

    This SAND report is the final report on Sandia's Grand Challenge LDRD Project 27328, 'A Revolution in Lighting -- Building the Science and Technology Base for Ultra-Efficient Solid-state Lighting.' This project, which for brevity we refer to as the SSL GCLDRD, is considered one of Sandia's most successful GCLDRDs. As a result, this report reviews not only technical highlights, but also the genesis of the idea for Solid-state Lighting (SSL), the initiation of the SSL GCLDRD, and the goals, scope, success metrics, and evolution of the SSL GCLDRD over the course of its life. One way in which the SSL GCLDRD was different from other GCLDRDs was that it coincided with a larger effort by the SSL community - primarily industrial companies investing in SSL, but also universities, trade organizations, and other Department of Energy (DOE) national laboratories - to support a national initiative in SSL R&D. Sandia was a major player in publicizing the tremendous energy savings potential of SSL, and in helping to develop, unify and support community consensus for such an initiative. Hence, our activities in this area, discussed in Chapter 6, were substantial: white papers; SSL technology workshops and roadmaps; support for the Optoelectronics Industry Development Association (OIDA), DOE and Senator Bingaman's office; extensive public relations and media activities; and a worldwide SSL community website. Many science and technology advances and breakthroughs were also enabled under this GCLDRD, resulting in: 55 publications; 124 presentations; 10 book chapters and reports; 5 U.S. patent applications including 1 already issued; and 14 patent disclosures not yet applied for. Twenty-six invited talks were given, at prestigious venues such as the American Physical Society Meeting, the Materials Research Society Meeting, the AVS International Symposium, and the Electrochemical Society Meeting. This report contains a summary of these science and technology advances and breakthroughs, with Chapters 1-5 devoted to the five technical task areas: 1 Fundamental Materials Physics; 2 111-Nitride Growth Chemistry and Substrate Physics; 3 111-Nitride MOCVD Reactor Design and In-Situ Monitoring; 4 Advanced Light-Emitting Devices; and 5 Phosphors and Encapsulants. Chapter 7 (Appendix A) contains a listing of publications, presentations, and patents. Finally, the SSL GCLDRD resulted in numerous actual and pending follow-on programs for Sandia, including multiple grants from DOE and the Defense Advanced Research Projects Agency (DARPA), and Cooperative Research and Development Agreements (CRADAs) with SSL companies. Many of these follow-on programs arose out of contacts developed through our External Advisory Committee (EAC). In h s and other ways, the EAC played a very important role. Chapter 8 (Appendix B) contains the full (unedited) text of the EAC reviews that were held periodically during the course of the project.

    The 1995 annual report discusses laboratory activities in the Building Technology Program. The report is divided into four categories: windows and daylighting, lighting systems, building energy simulation, and advanced building systems. The objective of the Building Technologies program is to assist the U.S. building industry in achieving substantial reductions in building-sector energy use and associated greenhouse gas emissions while improving comfort, amenity, health, and productivity in the building sector. Past efforts have focused on windows and lighting, and on the simulation tools needed to integrate the full range of energy efficiency solutions into achievable, cost-effective design solutions for new and existing buildings. Current research is based on an integrated systems and life-cycle perspective to create cost-effective solutions for more energy-efficient, comfortable, and productive work and living environments. Sixteen subprograms are described in the report.

    Builders generally use a 'spec and purchase' business management system (BMS) when implementing energy efficiency. A BMS is the overall operational and organizational systems and strategies that a builder uses to set up and run its company. This type of BMS treats building performance as a simple technology swap (e.g. a tank water heater to a tankless water heater) and typically compartmentalizes energy efficiency within one or two groups in the organization (e.g. purchasing and construction). While certain tools, such as details, checklists, and scopes of work, can assist builders in managing the quality of the construction of higher performance homes, they do nothing to address the underlying operational strategies and issues related to change management that builders face when they make high performance homes a core part of their mission. To achieve the systems integration necessary for attaining 40% + levels of energy efficiency, while capturing the cost tradeoffs, builders must use a 'systems approach' BMS, rather than a 'spec and purchase' BMS. The following attributes are inherent in a systems approach BMS; they are also generally seen in quality management systems (QMS), such as the National Housing Quality Certification program: Cultural and corporate alignment, Clear intent for quality and performance, Increased collaboration across internal and external teams, Better communication practices and systems, Disciplined approach to quality control, Measurement and verification of performance, Continuous feedback and improvement, and Whole house integrated design and specification.

Specifically, the laboratories utilize these talents to fulfill OHER`s mission of exploring and mitigating the health and environmental effects of energy use, and of developing health and medical applications of nuclear energy-related phenomena. At Lawrence Berkeley Laboratory (LBL) support of this mission is evident across the spectrum of OHER-sponsored research, especially in the broad areas of genomics, structural biology, basic cell and molecular biology, carcinogenesis, energy and environment, applications to biotechnology, and molecular, nuclear and radiation medicine.
