Environmental assessment for the decommissioning and decontamination of contaminated facilities at the Laboratory for Energy-Related Health Research University of California, Davis

SciTech Connect (OSTI)

The Laboratory for Energy-Related Health Research (LEHR) was established in 1958 at its present location by the Atomic Energy Commission. Research at LEHR originally focused on the health effects from chronic exposures to radionuclides, primarily strontium 90 and radium 226, using beagles to simulate radiation effects on humans. In 1988, pursuant to a memorandum of agreement between the US Department of Energy (DOE) and the University of California, DOE`s Office of Energy Research decided to close out the research program, shut down LEHR, and turn the facilities and site over to the University of California, Davis (UCD) after remediation. The decontamination and decommissioning (D&D) of LEHR will be managed by the San Francisco Operations Office (SF) under DOE`s Environmental Restoration Program. This environmental assessment (EA) addresses the D&D of four site buildings and a tank trailer, and the removal of the on-site cobalt 60 (Co-60) source. Future activities at the site will include D&D of the Imhoff building and the outdoor dog pens, and may include remediation of underground tanks, and the landfill and radioactive disposal trenches. The remaining buildings on the LEHR site are not contaminated. The environmental impacts of the future activities cannot be determined at this time because the extent of contamination has not yet been ascertained. The impacts of these future activities (including the cumulative impacts of the future activities and those addressed in this EA) will be addressed in future National Environmental Policy Act (NEPA) documentation.

Conceptual Site Treatment Plan Laboratory for Energy-Related Health Research Environmental Restoration Project

SciTech Connect (OSTI)

The Federal Facilities Compliance Act (the Act) of 1992 waives sovereign immunity for federal facilities for fines and penalties under the provisions of the Resource Recovery and Conservation Act, state, interstate, and local hazardous and solid waste management requirements. However, for three years the Act delays the waiver for violations involving US Department of Energy (DOE) facilities. The Act, however, requires that the DOE prepare a Conceptual Site Treatment Plan (CSTP) for each of its sites that generate or store mixed wastes (MWs). The purpose of the CSTP is to present DOE`s preliminary evaluations of the development of treatment capacities and technologies for treating a site`s MW. This CSTP presents the preliminary capacity and technology evaluation for the Laboratory for Energy-Related Health Research (LEHR). The five identified MW streams at LEHR are evaluated to the extent possible given available information. Only one MW stream is sufficiently well defined to permit a technology evaluation to be performed. Two other MW streams are in the process of being characterized so that an evaluation can be performed. The other two MW streams will be generated by the decommissioning of inactive facilities onsite within the next five years.

Cost of presumptive source term Remedial Actions Laboratory for energy-related health research, University of California, Davis

SciTech Connect (OSTI)

A Remedial Investigation/Feasibility Study (RI/FS) is in progress at the Laboratory for Energy Related Health Research (LEHR) at the University of California, Davis. The purpose of the RI/FS is to gather sufficient information to support an informed risk management decision regarding the most appropriate remedial actions for impacted areas of the facility. In an effort to expedite remediation of the LEHR facility, the remedial project managers requested a more detailed evaluation of a selected set of remedial actions. In particular, they requested information on both characterization and remedial action costs. The US Department of Energy -- Oakland Office requested the assistance of the Pacific Northwest National Laboratory to prepare order-of-magnitude cost estimates for presumptive remedial actions being considered for the five source term operable units. The cost estimates presented in this report include characterization costs, capital costs, and annual operation and maintenance (O&M) costs. These cost estimates are intended to aid planning and direction of future environmental remediation efforts.

Health physics research reactor reference dosimetry

SciTech Connect (OSTI)

Reference neutron dosimetry is developed for the Health Physics Research Reactor (HPRR) in the new operational configuration directly above its storage pit. This operational change was physically made early in CY 1985. The new reference dosimetry considered in this document is referred to as the 1986 HPRR reference dosimetry and it replaces any and all HPRR reference documents or papers issued prior to 1986. Reference dosimetry is developed for the unshielded HPRR as well as for the reactor with each of five different shield types and configurations. The reference dosimetry is presented in terms of three different dose and six different dose equivalent reporting conventions. These reporting conventions cover most of those in current use by dosimetrists worldwide. In addition to the reference neutron dosimetry, this document contains other useful dosimetry-related data for the HPRR in its new configuration. These data include dose-distance measurements and calculations, gamma dose measurements, neutron-to-gamma ratios, ''9-to-3 inch'' ratios, threshold detector unit measurements, 56-group neutron energy spectra, sulfur fluence measurements, and details concerning HPRR shields. 26 refs., 11 figs., 31 tabs.

Commentary Biodiesel Exhaust: The Need for Health Effects Research

E-Print Network [OSTI]

BACKGROUND: Biodiesel is a diesel fuel alternative that has shown potential of becoming a commercially accepted part of the United States energy infrastructure. In November 2004, the signing of the Jobs Creation Bill HR 4520 marked an important turning point for the future production of biodiesel in the United States because it offers a federal excise tax credit. By the end of 2005, industry production was 75 million gallons, a 300 % increase in 1 year. Current industry capacity, however, stands at just over 300 million gallons/year, and current expansion and new plant construction could double the industrys capacity within a few years. Biodiesel exhaust emission has been extensively characterized under field and laboratory conditions, but there have been limited cytotoxicity and mutagenicity studies on the effects of biodiesel exhaust in biologic systems. OBJECTIVES: We reviewed pertinent medical literature and addressed recommendations on testing specific research needs in the field of biodiesel toxicity. DISCUSSION: Employment of biodiesel fuel is favorably viewed, and there are suggestions that its exhaust emissions are less likely to present any risk to human health relative to petroleum diesel emissions. CONCLUSION: The speculative nature of a reduction in health effects based on chemical composition of biodiesel exhaust needs to be followed up with investigations in biologic systems. KEY WORDS: air pollution, biodiesel, diesel exhaust, diesel fuels, lung diseases, vehicle emissions. Environ Health Perspect 115:496499 (2007). doi:10.1289/ehp.9631 available via

Pacific Northwest Laboratory: Director`s overview of research performed for DOE Office of Health And Environmental Research

SciTech Connect (OSTI)

A significant portion of the research undertaken at Pacific Northwest Laboratory (PNL) is focused on the strategic programs of the US Department of Energy`s (DOE) Office of Health and Environmental Research (OHER). These programs, which include Environmental Processes (Subsurface Science, Ecosystem Function and Response, and Atmospheric Chemistry), Global Change (Climate Change, Environmental Vulnerability, and Integrated Assessments), Biotechnology (Human Genome and Structural Biology), and Health (Health Effects and Medical Applications), have been established by OHER to support DOE business areas in science and technology and environmental quality. PNL uses a set of critical capabilities based on the Laboratory`s research facilities and the scientific and technological expertise of its staff to help OHER achieve its programmatic research goals. Integration of these capabilities across the Laboratory enables PNL to assemble multidisciplinary research teams that are highly effective in addressing the complex scientific and technical issues associated with OHER-sponsored research. PNL research efforts increasingly are focused on complex environmental and health problems that require multidisciplinary teams to address the multitude of time and spatial scales found in health and environmental research. PNL is currently engaged in research in the following areas for these OHER Divisions: Environmental Sciences -- atmospheric radiation monitoring, climate modeling, carbon cycle, atmospheric chemistry, ecological research, subsurface sciences, bioremediation, and environmental molecular sciences; Health Effects and Life Sciences -- cell/molecular biology, and biotechnology; Medical Applications and Biophysical Research -- analytical technology, and radiological and chemical physics. PNL`s contributions to OHER strategic research programs are described in this report.

Status of health and environmental research relative to direct coal liquefaction: 1976 to the present

SciTech Connect (OSTI)

This document describes the status of health and environmental research efforts, supported by the US Department of Energy (DOE), to assist in the development of environmentally acceptable coal liquefaction processes. Four major direct coal liquefaction processes are currently in (or have been investigated at) the pilot plant stage of development. Two solvent refined coal processes (SRC-I and -II), H-coal (a catalytic liquefaction process) and Exxon donor solvent (EDS). The Pacific Northwest Laboratory was assigned responsibility for evaluating SRC process materials and prepared comprehensive health and environmental effects research program plans for SRC-I and -II. A similar program plan was prepared for H-coal process materials by the Oak Ridge National Laboratory. A program has been developed for EDS process materials by Exxon Research and Engineering Co. The program includes short-term screening of coal-derived materials for potential health and ecological effects. Longer-term assays are used to evaluate materials considered most representative of potential commercial practice and with greatest potential for human exposure or release to the environment. Effects of process modification, control technologies and changing operational conditions on potential health and ecological effects are also being evaluated. These assessments are being conducted to assist in formulating cost-effective environmental research programs and to estimate health and environmental risks associated with a large-scale coal liquefaction industry. Significant results of DOE's health and environmental research efforts relative to coal liquefaction include the following: chemical characterization, health effects, ecological fate and effects, amelioration and risk assessment.

Occupational health and environment research 1983: Health, Safety, and Environment Division. Progress report

SciTech Connect (OSTI)

The primary responsibility of the Health, Safety, and Environment (HSE) Division at the Los Alamos National Laboratory is to provide comprehensive occupational health and safety programs, waste processing, and environmental protection. These activities are designed to protect the workers, the public, and the environment. Evaluation of respiratory protective equipment included the XM-30 and M17A1 military masks, use of MAG-1 spectacles in respirators, and eight self-contained units. The latter units were used in an evaluation of test procedures used for Bureau of Mines approval of breathing apparatuses. Analyses of air samples from field studies of a modified in situ oil shale retorting facility were performed for total cyclohexane extractables and selected polynuclear aromatic hydrocarbons. Aerosols generation and characterization of effluents from oil shale processing were continued as part of an inhalation toxicology study. Additional data on plutonium excretion in urine are presented and point up problems in using the Langham equation to predict plutonium deposition in the body from long-term excretion data. Environmental surveillance at Los Alamos during 1983 showed the highest estimated radiation dose from Laboratory operations to be about 26% of the natural background radiation dose. Several studies on radionuclides and their transport in the Los Alamos environment are described. The chemical quality of surface and ground water near the geothermal hot dry rock facility is described. Short- and long-term consequences to man from releases of radionuclides into the environment can be simulated by the BIOTRAN computer model, which is discussed brirfly.

Health and environmental effects of oil and gas technologies: research needs

SciTech Connect (OSTI)

This report discusses health and environmental issues associated with oil and gas technologies as they are currently perceived - both those that exist and those that are expected to emerge over the next two decades. The various sections of this report contain discussions of specific problem areas and relevant new research activities which should be pursued. This is not an exhaustive investigation of all problem areas, but the report explores a wide range of issues to provide a comprehensive picture of existing uncertainties, trends, and other factors that should serve as the focus of future research. The problem areas of major concern include: effects of drilling fluids, offshore accidents, refineries and worker health, and biota and petroleum spills, indoor air pollution, information transfer, and unconventional resources. These are highlighted in the Executive Summary because they pose serious threats to human health and the environment, and because of the sparcity of accumulated knowledge related to their definition. Separate abstracts have been prepared for selected sections of this report for inclusion in the Energy Data Base. (DMC)

Health and Safety Research Division progress report, October 1, 1988--March 31, 1990

SciTech Connect (OSTI)

The Health and Safety Research Division (HASRD) of the Oak Ridge National Laboratory (ORNL) continues to maintain an outstanding program of basic and applied research displaying a high level of creativity and achievement as documented by awards, publications, professional service, and successful completion of variety of projects. Our focus is on human health and the scientific basis for measurement and assessment of health-related impacts of energy technologies. It is our custom to publish a division progress report every 18 months that summarizes our programmatic progress and other measures of achievement over the reporting period. Since it is not feasible to summarize in detail all of our work over the period covered by this report (October 1, 1988, to March 30, 1990), we intend this document to point the way to the expensive open literature that documents our findings. During the reporting period the Division continued to maintain strong programs in its traditional areas of R D, but also achieved noteworthy progress in other areas. Much of the Division's work on site characterization, development of new field instruments, compilation of data bases, and methodology development fits into this initiative. Other new work in tunneling microscopy in support of DOE's Human Genome Program and the comprehensive R D work related to surface-enhanced Raman spectroscopy have attained new and exciting results. These examples of our progress and numerous other activities are highlighted in this report.

Ambulatory Research and Education Center Oregon Health Science University. Environmental Assesment

SciTech Connect (OSTI)

DOE has prepared an Environmental Assessment (EA) (DOE/EA-0921) evaluating the proposed construction and operation of the Ambulatory Research and Education Center (AREC), which would be located on the top seven floors of the existing NeuroSensory Research Center (NRC) on the campus of the Oregon Health Sciences University (OHSU) at Portland, Oregon. The proposed action would combine activities scattered across the campus into a central facility. Based on the analysis in the EA, DOE has determined that the proposed action does not constitute a major Federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act (NEPA) of 1969, 42 USC 4321 et seq. Therefore, an environmental impact statement (EIS) is not required and the Department is issuing this Finding of No Significant Impact (FONSI).

Human-health effects of radium: an epidemiolgic perspective of research at Argonne National Laboratory

SciTech Connect (OSTI)

The topic of health effects of radium has recently been considerably broadened by the identification of multiple myeloma as a specific outcome of bone-seeking radionuclides, and by evidence that the incidence of breast cancer may be significantly increased by radium exposure. All soft-tissue tumors are now suspect, especially leukemias. Concepts of dose-response need to be broadened to include the concept of risk factors, or, if one prefers, of susceptible subgroups. Biological factors relating to radium uptake and retention require study, as do risk factors modifying risk of both the clasical tumors, osteosarcoma and nasal sinus/mastoid, and the more recently suspect soft-tissue tumors. The history, organization, and current research activities in epidemiology at Argonne National Laboratory are described, and findings of the last decade and a half reviewed. Plans for future research are briefly discussed.

Emerging issues in extremely-low-frequency electric and magnetic field health research

SciTech Connect (OSTI)

Concern has increased over potential consequences of exposure to electric and magnetic fields of extremely low frequency (0-100 Hz), particularly from power transmission and distribution. Also at issue are electrical environments in homes and workplaces. Until recently, research focused on the electric, rather than the magnetic, field; now, both are under extensive investigation. A review of research to date indicates the following: Electric and magnetic fields can produce effects in vitro, with the locus of field interaction believed to be at the cell membrane. Chronic in vivo electric field exposure fails to produce effects except in behavior, neurophysiology, endocrinology, and, possibly, fetal development. The extrapolation of these animal data to humans requires further research. The epidemiological literature has, in some cases, reported an association between increased cancer rates and putative field exposure. Exposure assessments indicate that, in all likelihood, human exposures to 60-Hz electric fields of the magnitudes found under transmission lines are very infrequent; assessments are continuing to characterize exposure to 60-Hz magnetic fields and to measure the field frequency spectra found in residential and workplace settings. The public health issues emerging from this research focus on fetal development and on the initiation or promotion of cancer. It is critical to reduce existing uncertainties in order to enable valid risk assessment.

Exposure information in environmental health research: Current opportunities and future directions for particulate matter, ozone, and toxic air pollutants

SciTech Connect (OSTI)

Understanding and quantifying outdoor and indoor sources of human exposure are essential but often not adequately addressed in health-effects studies for air pollution. Air pollution epidemiology, risk assessment, health tracking and accountability assessments are examples of health-effects studies that require but often lack adequate exposure information. Recent advances in exposure modeling along with better information on time-activity and exposure factors data provide us with unique opportunities to improve the assignment of exposures for both future and ongoing studies linking air pollution to health impacts. In September 2006, scientists from the US Environmental Protection Agency (EPA) and the Centers for Disease Control and Prevention (CDC) along with scientists from the academic community and state health departments convened a symposium on air pollution exposure and health in order to identify, evaluate, and improve current approaches for linking air pollution exposures to disease. This manuscript presents the key issues, challenges and recommendations identified by the exposure working group, who used cases studies of particulate matter, ozone, and toxic air pollutant exposure to evaluate health-effects for air pollution. One of the over-arching lessons of this workshop is that obtaining better exposure information for these different health-effects studies requires both goal-setting for what is needed and mapping out the transition pathway from current capabilities to meeting these goals. Meeting our long-term goals requires definition of incremental steps that provide useful information for the interim and move us toward our long-term goals. Another over-arching theme among the three different pollutants and the different health study approaches is the need for integration among alternate exposure assessment approaches. For example, different groups may advocate exposure indicators, biomonitoring, mapping methods (GIS), modeling, environmental media monitoring, and/or personal exposure modeling. However, emerging research reveals that the greatest progress comes from integration among two or more of these efforts.

SciTech Connect (OSTI)

This report summarizes the progress in our programs for the period October 1, 1985, through March 31, 1987. The division's presentations and publications represented important contributions on the forefronts of many fields. Eleven invention disclosures were filed, two patent applications submitted, and one patent issued. The company's transfers new technologies to the private sector more efficiently than in the past. The division's responsibilities to DOE under the Uranium Mill Tailings Remedial Action (UMTRA) program includes inclusion recommendations for 3100 properties. The nuclear medicine program developed new radiopharmaceuticals and radionuclide generators through clinical trials with some of our medical cooperatives. Two major collaborative indoor air quality studies and a large epidemiological study of drinking water quality and human health were completed. ORNL's first scanning tunneling microscope (STM) has achieved single atom resolution and has produced some of the world's best images of single atoms on the surface of a silicon crystal. The Biological and Radiation Physics Section, designed and constructed a soft x-ray spectrometer which has exhibited a measuring efficiency that is 10,000 times higher than other equipment. 1164 refs.

The Department of Energy`s Rocky Flats Plant: A guide to record series useful for health-related research. Volume VI, workplace and environmental monitoring

SciTech Connect (OSTI)

This is the sixth in a series of seven volumes which constitute a guide to records of the Rocky Flats Plant useful for conducting health-related research. The primary purpose of Volume VI is to describe record series pertaining to workplace and environmental monitoring activities at the Department of Energy`s (DOE) Rocky Flats Plant, now named the Rocky Flats Environmental Technology Site, near Denver, Colorado. History Associates Incorporated (HAI) prepared this guide as part of its work as the support services contractor for DOE`s Epidemiologic Records Inventory Project. This introduction briefly describes the Epidemiologic Records Inventory Project and HAI`s role in the project, provides a history of workplace and environmental monitoring practices at Rocky Flats, and identifies organizations contributing to workplace and environmental monitoring policies and activities. Other topics include the scope and arrangement of this volume and the organization to contact for access to these records. Comprehensive introductory and background information is available in Volume I. Other volumes in the guide pertain to administrative and general subjects, facilities and equipment, production and materials handling, waste management, and employee health. In addition, HAI has produced a subject-specific guide, titled The September 1957 Rocky Flats Fire. A Guide to Record Series of the Department of Energy and Its Contractors, which researchers should consult for further information about records related to this incident.

Cellular and molecular research to reduce uncertainties in estimates of health effects from low-level radiation

SciTech Connect (OSTI)

A study was undertaken by five radiation scientists to examine the feasibility of reducing the uncertainties in the estimation of risk due to protracted low doses of ionizing radiation. In addressing the question of feasibility, a review was made by the study group: of the cellular, molecular, and mammalian radiation data that are available; of the way in which altered oncogene properties could be involved in the loss of growth control that culminates in tumorigenesis; and of the progress that had been made in the genetic characterizations of several human and animal neoplasms. On the basis of this analysis, the study group concluded that, at the present time, it is feasible to mount a program of radiation research directed at the mechanism(s) of radiation-induced cancer with special reference to risk of neoplasia due to protracted, low doses of sparsely ionizing radiation. To implement a program of research, a review was made of the methods, techniques, and instruments that would be needed. This review was followed by a survey of the laboratories and institutions where scientific personnel and facilities are known to be available. A research agenda of the principal and broad objectives of the program is also discussed. 489 refs., 21 figs., 14 tabs.

) has been detected in groundwater sources in numerous communities in California and other parts of the United States, raising concerns about potential impacts on health. For California communities where ClO 4 was tested in 1997 and 1998, we evaluated the prevalence of primary congenital hypothyroidism (PCH) and high thyroid-stimulating hormone (TSH) levels among the 342,257 California newborns screened in 1998. We compared thyroid function results among newborns from 24 communities with average ClO 4 concentrations in drinking water> 5 g/L (n = 50,326) to newborns from 287 communities with average concentrations ? 5 g/L (n = 291,931). ClO 4 concentrations obtained from the California Drinking Water Program provided source-specific data for estimating weighted average concentrations in community water. Fifteen cases of PCH from communities with average concentration> 5 g/L were observed, with 20.4 expected [adjusted prevalence odds ratio (POR) = 0.71; 95 % confidence interval (CI), 0.401.19]. Health effects of risk-assessment categories

SciTech Connect (OSTI)

Environmental and occupational health effects associated with exposures to various chemicals are a subject of increasing concern. One recently developed methodology for assessing the health impacts of various chemical compounds involves the classification of similar chemicals into risk-assessment categories (RACs). This report reviews documented human health effects for a broad range of pollutants, classified by RACs. It complements other studies that have estimated human health effects by RAC based on analysis and extrapolation of data from animal research.

Emergency Response Health Physics

SciTech Connect (OSTI)

Health physics is an important discipline with regard to understanding the effects of radiation on human health; however, there are major differences between health physics for research or occupational safety and health physics during a large-scale radiological emergency. The deployment of a U.S. Department of Energy/National Nuclear Security Administration (DOE/NNSA) monitoring and assessment team to Japan in the wake of the March 2011 accident at Fukushima Daiichi Nuclear Power Plant yielded a wealth of lessons on these difference. Critical teams (CMOC (Consequence Management Outside the Continental U.S.) and CMHT (Consequence Management Home Team) ) worked together to collect, compile, review, and analyze radiological data from Japan to support the response needs of and answer questions from the Government of Japan, the U.S. military in Japan, the U.S. Embassy and U.S. citizens in Japan, and U.S. citizens in America. This paper addresses the unique challenges presented to the health physicist or analyst of radiological data in a large-scale emergency. A key lesson learned was that public perception and the availability of technology with social media requires a diligent effort to keep the public informed of the science behind the decisions in a manner that is meaningful to them.

Health, Safety, and Environment Division

SciTech Connect (OSTI)

The primary responsibility of the Health, Safety, and Environmental (HSE) Division at the Los Alamos National Laboratory is to provide comprehensive occupational health and safety programs, waste processing, and environmental protection. These activities are designed to protect the worker, the public, and the environment. Meeting these responsibilities requires expertise in many disciplines, including radiation protection, industrial hygiene, safety, occupational medicine, environmental science and engineering, analytical chemistry, epidemiology, and waste management. New and challenging health, safety, and environmental problems occasionally arise from the diverse research and development work of the Laboratory, and research programs in HSE Division often stem from these applied needs. These programs continue but are also extended, as needed, to study specific problems for the Department of Energy. The results of these programs help develop better practices in occupational health and safety, radiation protection, and environmental science.

Study downplays health concerns

SciTech Connect (OSTI)

A government-funded study has concluded that reformulated gasoline containing methyl tert-butyl ether (MTBE) does not increase short-term health risks when compared with gasoline that does not contain the additive. The study, performed by the Health Effects Institute (Cambridge, MA), compared data from dozens of animal, human, and epidemiological studies of health effects linked to oxygenates, including MTBE and ethanol, but did not find enough evidence to warrant an immediate reduction in oxygenate use. However, the study did recommend that additional research be conducted on possible health consequences associated with the gasoline additives, including neurotoxic effects, if oxygenates continue to be used long term. Oxygenates have been used in gasoline since 1992, when EPA mandated that several municipalities use MTBE or other oxygenates in reformulated gasoline to reduce carbon monoxide emissions and meet Clean Air Act requirements. Shortly after the program began, residents in areas where the oxygenates were used complained of nausea, headaches, and dizziness. The institute says the study--funded by EPA and the Centers for Disease Control--will be used for a broader review of gasoline oxygenates by the White House Office of Science and Technology Policy.

US Department of Energy - Office of FreedomCar and Vehicle Technologies and US Centers for Disease Control and Prevention - National Institute for Occupational Safety and Health Inter-Agency Agreement Research on "The Analysis of Genotoxic Activities of Exhaust Emissions from Mobile Natural Gas, Diesel, and Spark-Ignition Engines"

SciTech Connect (OSTI)

The US Department of Energy-Office of Heavy Vehicle Technologies (now the DOE-Office of FreedomCar and Vehicle Technologies) signed an Interagency Agreement (IAA) with National Institute for Occupational Safety and Health (NIOSH), No.01-15 DOE, 9/4/01, for 'The analysis of genotoxic activities of exhaust emissions from mobile natural gas, diesel, and spark-ignition engines'; subsequently modified on 3/27/02 (DOE IAG No.01-15-02M1); subsequently modified 9/02/03 (IAA Mod No. 01-15-03M1), as 'The analysis of genotoxic activities of exhaust emissions from mobile internal combustion engines: identification of engine design and operational parameters controlling exhaust genotoxicity'. The DOE Award/Contract number was DE-AI26-01CH11089. The IAA ended 9/30/06. This is the final summary technical report of National Institute for Occupational Safety and Health research performed with the US Department of Energy-Office of FreedomCar and Vehicle Technologies under that IAA: (A) NIOSH participation was requested by the DOE to provide in vitro genotoxicity assays of the organic solvent extracts of exhaust emissions from a suite of in-use diesel or spark-ignition vehicles; (B) research also was directed to develop and apply genotoxicity assays to the particulate phase of diesel exhaust, exploiting the NIOSH finding of genotoxicity expression by diesel exhaust particulate matter dispersed into the primary components of the surfactant coating the surface of the deep lung; (C) from the surfactant-dispersed DPM genotoxicity findings, the need for direct collection of DPM aerosols into surfactant for bioassay was recognized, and design and developmental testing of such samplers was initiated.

Pacific Northwest Laboratory annual report for 1990 to the DOE Office of Energy Research

SciTech Connect (OSTI)

This report summarizes progress on OHER human health, biological, and general life sciences research programs conducted at PNL in FY 1990. The research develops the knowledge and scientific principles necessary to identify understand, and anticipate the long-term health consequences of energy-related radiation and chemicals. Our continuing emphasis is to decrease the uncertainty of health risk estimates from existing and developing energy-related technologies through an increased of understanding of how radiation and chemicals cause biological damage. The sequence of this report of PNL research reflects the OHER programmatic structure. The first section, on human health research, concerns epidemiological and statistical studies for assessing health risks. The next section contains reports of biological research in laboratory animals and in vitro cell systems, including research with radionuclides and chemicals. The general life sciences research section reports research conducted for the OHER human genome research program.

Workshop overview: Arsenic research and risk assessment

SciTech Connect (OSTI)

The chronic exposure of humans through consumption of high levels of inorganic arsenic (iAs)-contaminated drinking water is associated with skin lesions, peripheral vascular disease, hypertension, and cancers. Additionally, humans are exposed to organic arsenicals when used as pesticides and herbicides (e.g., monomethylarsonic acid, dimethylarsinic acid (DMA{sup V}) also known as cacodylic acid). Extensive research has been conducted to characterize the adverse health effects that result from exposure to iAs and its metabolites to describe the biological pathway(s) that lead to adverse health effects. To further this effort, on May 31, 2006, the United States Environmental Protection Agency (USEPA) sponsored a meeting entitled 'Workshop on Arsenic Research and Risk Assessment'. The invited participants from government agencies, academia, independent research organizations and consultants were asked to present their current research. The overall focus of these research efforts has been to determine the potential human health risks due to environmental exposures to arsenicals. Pursuant in these efforts is the elucidation of a mode of action for arsenicals. This paper provides a brief overview of the workshop goals, regulatory context for arsenical research, mode of action (MOA) analysis in human health risk assessment, and the application of MOA analysis for iAs and DMA{sup V}. Subsequent papers within this issue will present the research discussed at the workshop, ensuing discussions, and conclusions of the workshop.

Health risks of energy technologies

SciTech Connect (OSTI)

This volume examines occupational, public health, and environmental risks of the coal fuel cycle, the nuclear fuel cycle, and unconventional energy technologies. The 6 chapters explore in detail the relationship between energy economics and risk analysis, assess the problems of applying traditional cost-benefit analysis to long-term environmental problems (such as global carbon dioxide levels), and consider questions about the public's perception and acceptance of risk. Also included is an examination of the global risks associated with current and proposed levels of energy production and comsumption from all major sources. A separate abstract was prepared for each of the 6 chapters; all are included in Energy Abstracts for Policy Analysis (EAPA) and four in Energy Research Abstracts (ERA).

Health, Safety, and Environment Division: Annual progress report 1987

SciTech Connect (OSTI)

The primary responsibility of the Health, Safety, and Environment (HSE) Division at the Los Alamos National Laboratory is to provide comprehensive occupational health and safety programs, waste processing, and environment protection. These activities are designed to protect the worker, the public, and the environment. Many disciplines are required to meet the responsibilities, including radiation protection, industrial hygiene, safety, occupational medicine, environmental science, epidemiology, and waste management. New and challenging health and safety problems arise occasionally from the diverse research and development work of the Laboratory. Research programs in HSE Division often stem from these applied needs. These programs continue but are also extended, as needed to study specific problems for the Department of Energy and to help develop better occupational health and safety practices.

Much of this research is funded by the program offices of DOE`s Office of Energy Research (DOE-ER), primarily the Office of Basic Energy Sciences (BES) and the Office of Health and Environmental Research (OHER), and by PNL`s Laboratory Directed Research and Development (LDRD) Program. This document is a collection of research highlights that describe PNL`s accomplishments in DOE-ER funded programs during Fiscal Year 1995. Included are accomplishments in research funded by OHER`s Analytical Technologies, Environmental Research, Health Effects, General Life Sciences, and Carbon Dioxide Research programs; BES`s Materials Science, Chemical Sciences, Engineering and Geoscience, and Applied Mathematical Sciences programs; and PNL`s LDRD Program. Summaries are given for 70 projects.

Emergency Response Health Physics

SciTech Connect (OSTI)

Health physics is an important discipline with regard to understanding the effects of radiation on human health. Topics of discussion included in this manuscript are related to responding to a radiation emergency, and the necessary balance between desired high accuracy laboratory results and rapid turnaround requirements. Considerations are addressed for methodology with which to provide the most competent solutions despite challenges presented from incomplete datasets and, at times, limited methodology. An emphasis is placed on error and uncertainty of sample analysis results, how error affects products, and what is communicated in the final product.
