A Remedial Investigation/Feasibility Study (RI/FS) is in progress at the Laboratory for Energy Related Health Research (LEHR) at the University of California, Davis. The purpose of the RI/FS is to gather sufficient information to support an informed risk management decision regarding the most appropriate remedial actions for impacted areas of the facility. In an effort to expedite remediation of the LEHR facility, the remedial project managers requested a more detailed evaluation of a selected set of remedial actions. In particular, they requested information on both characterization and remedial action costs. The US Department of Energy -- Oakland Office requested the assistance of the Pacific Northwest National Laboratory to prepare order-of-magnitude cost estimates for presumptive remedial actions being considered for the five source term operable units. The cost estimates presented in this report include characterization costs, capital costs, and annual operation and maintenance (O&M) costs. These cost estimates are intended to aid planning and direction of future environmental remediation efforts.

The Laboratory for Energy-Related Health Research (LEHR) was established in 1958 at its present location by the Atomic Energy Commission. Research at LEHR originally focused on the health effects from chronic exposures to radionuclides, primarily strontium 90 and radium 226, using beagles to simulate radiation effects on humans. In 1988, pursuant to a memorandum of agreement between the US Department of Energy (DOE) and the University of California, DOE`s Office of Energy Research decided to close out the research program, shut down LEHR, and turn the facilities and site over to the University of California, Davis (UCD) after remediation. The decontamination and decommissioning (D&D) of LEHR will be managed by the San Francisco Operations Office (SF) under DOE`s Environmental Restoration Program. This environmental assessment (EA) addresses the D&D of four site buildings and a tank trailer, and the removal of the on-site cobalt 60 (Co-60) source. Future activities at the site will include D&D of the Imhoff building and the outdoor dog pens, and may include remediation of underground tanks, and the landfill and radioactive disposal trenches. The remaining buildings on the LEHR site are not contaminated. The environmental impacts of the future activities cannot be determined at this time because the extent of contamination has not yet been ascertained. The impacts of these future activities (including the cumulative impacts of the future activities and those addressed in this EA) will be addressed in future National Environmental Policy Act (NEPA) documentation.

We investigate the dynamics of an N -level quantum system weakly coupled to a thermal reservoir. For any fixed temperature of the bath there exists a natural reference state: the equilibrium state of the system. Among all quantum operations on the system one distinguishes Davies maps, they pre- serve the equilibrium state, satisfy the detailed balance condition and belong to a semi-group. A complete characterization of the three dimensional set of qubit Davies maps is given. We analyze these maps and find their mini- mum output entropy. A characterization of Davies maps for qutrits is also provided.

Design constraints on Cherenkov telescopes with Davies-Cotton reflectors

This paper discusses the construction of high-performance ground-based gamma-ray Cherenkov telescopes with a Davies-Cotton reflector. For the design of such telescopes, usually physics constrains the field-of-view, while the photo-sensor size is defined by limited options. Including the effect of light-concentrators in front of the photo sensor, it is demonstrated that these constraints are enough to mutually constrain all other design parameters. The dependability of the various design parameters naturally arises once a relationship between the value of the point-spread functions at the edge of the field-of-view and the pixel field-of-view is introduced. To be able to include this constraint into a system of equations, an analytical description for the point-spread function of a tessellated Davies-Cotton reflector is derived from Taylor developments and ray-tracing simulations. Quantum Linear Gravity in de Sitter Universe II: On Bunch-Davies vacuum state

In de Sitter ambient space formalism, the linear gravity can be written in terms of a minimally coupled scalar field and a polarization tensor. In this formalism, the minimally coupled massless scalar field can be quantized on Bunch-Davies vacuum state, that preserves the de Sitter invariant, the analyticity and removes the infrared divergence. The de Sitter quantum linear gravity is then constructed on Bunch-Davis vacuum state, which is also covariant, analytic and free of any infrared divergence. We conclude that the unique Bunch-Davies vacuum states can be used for construction of quantum field theory in de Sitter universe.

Lower bounds to the spectral gap of Davies generators

We construct lower bounds to the spectral gap of a family of Lindblad generators known as Davies maps. These maps describe the thermalization of quantum systems weakly coupled to a heat bath. The steady state of these systems is given by the Gibbs distribution with respect to the system Hamiltonian. The bounds can be evaluated explicitly, when the eigenbasis and the spectrum of the Hamiltonian is known. A crucial assumption is that the spectrum of the Hamiltonian is non-degenerate. Furthermore, we provide a counterexample to the conjecture, that the convergence rate is always determined by the gap of the associated Pauli master equation. We conclude that the full dynamics of the Lindblad generator has to be considered. Finally, we present several physical example systems for which the bound to the spectral gap is evaluated.

Accident investigation of the electrical shock incident at the PG and E PVUSA site Davis, California

This report summarizes the findings of the Accident Investigation Team (Team) assembled in response to a request from Pacific Gas and Electric Company (PG and E) to the US Department of Energy (DOE) to understand the events surrounding the electric shock of a worker at the PVUSA site in Davis, California and to provide recommendations to prevent such events from recurring. The report gives complete details on the sequence of events surrounding the accident and identifies 27 facts related to accident itself. Four technical deficiencies in the electrical systems which require further investigation were identified. The Team believes that the root cause of this accident was related to the absence of a proactive organizational entity responsible for overall health and safety on the site. Two contributing factors were identified. First, the prototype nature and associated operational difficulties of the electrical inverter resulted in large maintenance demands. Second, several of the injured employee`s co-workers noted that he occasionally failed to use appropriate personal protective equipment, but they never reported this practice to management. The direct cause of this accident was the failure of the injured employee to wear appropriate personal protective equipment (i.e., rubber gloves). Based on the review of the facts established in this investigation, five recommendations are presented to the funding agencies to reduce the possibility of future accidents at the PVUSA site.

The Very Energetic Radiation Imaging Telescope Array System (VERITAS) will utilise Imaging Atmospheric Cherenkov Telescopes (IACTs) based on a Davies-Cotton design with f-number f/1.0 to detect cosmic gamma-rays. Unlike a parabolic reflector, light from the Davies-Cotton does not arrive isochronously at the camera. Here the effect of the telescope geometry on signal rise-time is examined. An almost square-pulse arrival time profile with a rise time of 1.7 ns is found analytically and confirmed through simulation.

This is the final report of the UC Davis Fuel Cell, Hydrogen, and Hybrid Vehicle (FCH2V) GATE Center of Excellence which spanned from 2005-2012. The U.S. Department of Energy (DOE) established the Graduate Automotive Technology Education (GATE) Program, to provide a new generation of engineers and scientists with knowledge and skills to create advanced automotive technologies. The UC Davis Fuel Cell, Hydrogen, and Hybrid Vehicle (FCH2V) GATE Center of Excellence established in 2005 is focused on research, education, industrial collaboration and outreach within automotive technology. UC Davis has had two independent GATE centers with separate well-defined objectives and research programs from 1998. The Fuel Cell Center, administered by ITS-Davis, has focused on fuel cell technology. The Hybrid-Electric Vehicle Design Center (HEV Center), administered by the Department of Mechanical and Aeronautical Engineering, has focused on the development of plug-in hybrid technology using internal combustion engines. The merger of these two centers in 2005 has broadened the scope of research and lead to higher visibility of the activity. UC Davis??s existing GATE centers have become the campus??s research focal points on fuel cells and hybrid-electric vehicles, and the home for graduate students who are studying advanced automotive technologies. The centers have been highly successful in attracting, training, and placing top-notch students into fuel cell and hybrid programs in both industry and government.

The Cherenkov Telescope Array (CTA) is the next generation very high energy gamma-ray observatory. It will consist of three classes of telescopes, of large, medium and small sizes. The small telescopes, of 4 m diameter, will be dedicated to the observations of the highest energy gamma-rays, above several TeV. We present the technical characteristics of a single mirror, 4 m diameter, Davies-Cotton telescope for the CTA and the performance of the sub-array consisting of the telescopes of this type. The telescope will be equipped with a fully digital camera based on custom made, hexagonal Geiger-mode avalanche photodiodes. The development of cameras based on such devices is an RnD since traditionally photomultipliers are used. The photodiodes are now being characterized at various institutions of the CTA Consortium. Photomultipliers (PMTs) are currently adopted for the photodetector plane of Imaging Atmospheric Cherenkov Telescopes (IACTs). Even though PMT quantum efficiency has improved impressively in the recent years, one of the main limitation for their application in the gamma-astronomy field - the impossibility to operate with moon light - still remains. As a matter of fact, the light excess would lead to significant and faster camera ageing. Solid state detectors, in particular Geiger-mode avalanche photo-diodes (G-APDs) represent a valuable alternative solution to overcome this limitation as demonstrated in the field by the FACT experiment (The First G- APD Cherenkov Telescope). Distributed Energy Resource Optimization Using a Software as Service (SaaS) Approach at the University of California, Davis Campus

Together with OSIsoft LLC as its private sector partner and matching sponsor, the Lawrence Berkeley National Laboratory (Berkeley Lab) won an FY09 Technology Commercialization Fund (TCF) grant from the U.S. Department of Energy. The goal of the project is to commercialize Berkeley Lab's optimizing program, the Distributed Energy Resources Customer Adoption Model (DER-CAM) using a software as a service (SaaS) model with OSIsoft as its first non-scientific user. OSIsoft could in turn provide optimization capability to its software clients. In this way, energy efficiency and/or carbon minimizing strategies could be made readily available to commercial and industrial facilities. Specialized versions of DER-CAM dedicated to solving OSIsoft's customer problems have been set up on a server at Berkeley Lab. The objective of DER-CAM is to minimize the cost of technology adoption and operation or carbon emissions, or combinations thereof. DER-CAM determines which technologies should be installed and operated based on specific site load, price information, and performance data for available equipment options. An established user of OSIsoft's PI software suite, the University of California, Davis (UCD), was selected as a demonstration site for this project. UCD's participation in the project is driven by its motivation to reduce its carbon emissions. The campus currently buys electricity economically through the Western Area Power Administration (WAPA). The campus does not therefore face compelling cost incentives to improve the efficiency of its operations, but is nonetheless motivated to lower the carbon footprint of its buildings. Berkeley Lab attempted to demonstrate a scenario wherein UCD is forced to purchase electricity on a standard time-of-use tariff from Pacific Gas and Electric (PG&E), which is a concern to Facilities staff. Additionally, DER-CAM has been set up to consider the variability of carbon emissions throughout the day and seasons. Two distinct analyses of value to UCD are possible using this approach. First, optimal investment choices for buildings under the two alternative objectives can be derived. Second, a week-ahead building operations forecaster has been written that executes DER-CAM to find an optimal operating schedule for buildings given their expected building energy services requirements, electricity prices, and local weather. As part of its matching contribution, OSIsoft provided a full implementation of PI and a server to install it on at Berkeley Lab. Using the PItoPI protocol, this gives Berkeley Lab researchers direct access to UCD's PI data base. However, this arrangement is in itself inadequate for performing optimizations. Additional data not included in UCD's PI database would be needed and the campus was not able to provide this information. This report details the process, results, and lessons learned of this commercialization project.

Design of a 7m Davies-Cotton Cherenkov telescope mount for the high energy section of the Cherenkov Telescope Array

The Cherenkov Telescope Array is the next generation ground-based observatory for the study of very-high-energy gamma-rays. It will provide an order of magnitude more sensitivity and greater angular resolution than present systems as well as an increased energy range (20 GeV to 300 TeV). For the high energy portion of this range, a relatively large area has to be covered by the array. For this, the construction of ~7 m diameter Cherenkov telescopes is an option under study. We have proposed an innovative design of a Davies-Cotton mount for such a telescope, within Cherenkov Telescope Array specifications, and evaluated its mechanical and optical performance. The mount is a reticulated-type structure with steel tubes and tensioned wires, designed in three main parts to be assembled on site. In this work we show the structural characteristics of the mount and the optical aberrations at the focal plane for three options of mirror facet size caused by mount deformations due to wind and gravity.

Stratigraphic and structural configuration of the Navajo (Jurassic) through Ouray (Mississippian-Devonian) formations in the vicinity of Davis and Lavender Canyons, southeastern Utah

This study developed a three-dimensional computer model of stratigraphic and structural relationships within a 3497-km/sup 2/ (1350-mi/sup 2/) study area centered on the proposed site for a high-level nuclear waste repository in southeastern Utah. The model consists of a sequence of internally reconciled isopach and structure contour maps horizontally registered and stored in stratigraphic order. This model can be used to display cross sections, perspective block diagrams, or fence diagrams at any orientation; estimate depth of formation contacts and thicknesses for any new stratigraphic or hydrologic boreholes; facilitate ground-water modeling studies; and evaluate the structural and stratigraphic evolution of the study area. This study also includes limited evaluations of aquifer continuity in the Elephant Canyon and Honaker Trail Formations, and of salt dissolution and flowage features as interpreted from geophysical logs. The study identified a long history of movement in the fault system in the north-central part of the study area and a major salt flowage feature in the northeastern part. It describes the Elephant Canyon Formation aquifer as laterally limited, the Honaker Trail Formation aquifer as fairly continuous over the area, and Beef Basin in the southern part of the area as a probable dissolution feature. It also concludes that the Shay-Bridger Jack-Salt Creek Graben system is apparently a vertically continuous feature between the basement and ground surface. No stratigraphic or structural discontinuities were detected in the vicinity of Davis Canyon that appear to be detrimental to the siting of a waste repository.

Health physics is an important discipline with regard to understanding the effects of radiation on human health; however, there are major differences between health physics for research or occupational safety and health physics during a large-scale radiological emergency. The deployment of a U.S. Department of Energy/National Nuclear Security Administration (DOE/NNSA) monitoring and assessment team to Japan in the wake of the March 2011 accident at Fukushima Daiichi Nuclear Power Plant yielded a wealth of lessons on these difference. Critical teams (CMOC (Consequence Management Outside the Continental U.S.) and CMHT (Consequence Management Home Team) ) worked together to collect, compile, review, and analyze radiological data from Japan to support the response needs of and answer questions from the Government of Japan, the U.S. military in Japan, the U.S. Embassy and U.S. citizens in Japan, and U.S. citizens in America. This paper addresses the unique challenges presented to the health physicist or analyst of radiological data in a large-scale emergency. A key lesson learned was that public perception and the availability of technology with social media requires a diligent effort to keep the public informed of the science behind the decisions in a manner that is meaningful to them.

A government-funded study has concluded that reformulated gasoline containing methyl tert-butyl ether (MTBE) does not increase short-term health risks when compared with gasoline that does not contain the additive. The study, performed by the Health Effects Institute (Cambridge, MA), compared data from dozens of animal, human, and epidemiological studies of health effects linked to oxygenates, including MTBE and ethanol, but did not find enough evidence to warrant an immediate reduction in oxygenate use. However, the study did recommend that additional research be conducted on possible health consequences associated with the gasoline additives, including neurotoxic effects, if oxygenates continue to be used long term. Oxygenates have been used in gasoline since 1992, when EPA mandated that several municipalities use MTBE or other oxygenates in reformulated gasoline to reduce carbon monoxide emissions and meet Clean Air Act requirements. Shortly after the program began, residents in areas where the oxygenates were used complained of nausea, headaches, and dizziness. The institute says the study--funded by EPA and the Centers for Disease Control--will be used for a broader review of gasoline oxygenates by the White House Office of Science and Technology Policy.

The initial four sections treat basic information concerning atomic structure and other useful physical quantities, natural radioactivity, the properties of {alpha}, {beta}, {gamma}, x rays and neutrons, and the concepts and units of radiation dosimetry (including SI units). Section 5 deals with biological effects and the risks associated with radiation exposure. Background radiation and man-made sources are discussed next. The basic recommendations of the ICRP concerning dose limitations: justification, optimization (ALARA concepts and applications) and dose limits are covered in Section seven. Section eight is an expanded version of shielding, and the internal dosimetry discussion has been extensively revised to reflect the concepts contained in the MIRD methodology and ICRP 30. The remaining sections discuss the operational health physics approach to monitoring radiation. Individual sections include radiation detection principles, instrument operation and counting statistics, health physics instruments and personnel monitoring devices. The last five sections deal with the nature of, operation principles of, health physics aspects of, and monitoring approaches to air sampling, reactors, nuclear safety, gloveboxes and hot cells, accelerators and x ray sources. Decontamination, waste disposal and transportation of radionuclides are added topics. Several appendices containing constants, symbols, selected mathematical topics, and the Chart of the Nuclides, and an index have been included.

The results of 16 more recent intervention studies are compiled and analyzed. Also reviewed are four studies that modeled health benefits of using filtration to reduce indoor exposures to particles from outdoors. Prior reviews generally concluded that particle filtration is, at best, a source of small improvements in allergy and asthma health effects; however, many early studies had weak designs. A majority of recent intervention studies employed strong designs and more of these studies report statistically significant improvements in health symptoms or objective health outcomes, particularly for subjects with allergies or asthma. The percentage improvement in health outcomes is typically modest, e.g., 7percent to 25percent. Delivery of filtered air to the breathing zone of sleeping allergic or asthmatic persons may be more consistently effective in improving health than room air filtration. Notable are two studies that report statistically significant improvements, with filtration, in markers that predict future adverse coronary events. From modeling, the largest potential benefits of indoor particle filtration may be reductions in morbidity and mortality from reducing indoor exposures to particles from outdoor air.

The primary responsibility of the Health, Safety, and Environmental (HSE) Division at the Los Alamos National Laboratory is to provide comprehensive occupational health and safety programs, waste processing, and environmental protection. These activities are designed to protect the worker, the public, and the environment. Meeting these responsibilities requires expertise in many disciplines, including radiation protection, industrial hygiene, safety, occupational medicine, environmental science and engineering, analytical chemistry, epidemiology, and waste management. New and challenging health, safety, and environmental problems occasionally arise from the diverse research and development work of the Laboratory, and research programs in HSE Division often stem from these applied needs. These programs continue but are also extended, as needed, to study specific problems for the Department of Energy. The results of these programs help develop better practices in occupational health and safety, radiation protection, and environmental science.
