    The goal of this project was to assess the feasibility of utilizing mine water as a heat sink for a geothermal heat pump system to heat and cool the 74,000 sq. ft. Illinois National Guard State Headquartersbuilding in Springfield Illinois. If successful, this type of system would be less expensive to install than a traditional closed loop geothermal (ground source) heat pump system by significantly reducing the size of the well field, thus shortening or eliminate the payback period compared to a conventional system. In the end, a conventional ground loop was used for the project.

    The Confederated Tribes of Warm Springs Reservation of Oregon (Tribes) acquired the Forrest Conservation Area during July of 2002. The property is located in the Upper John Day subbasin within the Columbia basin. The property consists of two parcels comprising 4,232 acres. The Mainstem parcel consists of 3,445 acres and is located 1/2 mile to the east of Prairie City, Oregon on the mainstem John Day River. The Middle Fork parcel consists of 786 acres and is located one mile to the west of the town of Austin, OR on the Middle Fork John Day River. The Forrest Conservation Area is under a memorandum of agreement with the Bonneville Power Administration (BPA) to provide an annual written report generally describing the real property interests of the project and management activities undertaken or in progress. Acquisition of the Forrest Conservation Area was funded by BPA as part of their program to protect, mitigate, and enhance fish and wildlife habitat affected by hydroelectric facilities on the Columbia River and its tributaries. The intent of the Conservation Area is to partially mitigate fish and wildlife impacts for the John Day Dam on the Columbia River as outlined in the Northwest Power Planning Council's Wildlife Program (NPPC 1994, {section}11.1, {section}7.6). While the Tribes hold fee-title to the property, the BPA has assured a level of management funding for the protection and restoration of fish and wildlife habitat through a memorandum of agreement.

The entire project is being developed by the California Department of General Services Real Estate Division.     Using a Corner Transfer Matrix approach, we compute the bipartite entanglement R\\'enyi entropy in the off-critical perturbations of non-unitary conformal minimal models realised by lattice spin chains Hamiltonians related to the Forrester Baxter RSOS models in regime III. This allows to show on a set of explicit examples that the R\\'enyi entropies for non-unitary theories rescale near criticality as the logarithm of the correlation length with a coefficient proportional to the effective central charge. This complements a similar result, recently established for the size rescaling at the critical point, showing the expected agreement of the two behaviours. We also compute the first subleading unusual correction to the scaling behaviour, showing that it is expressible in terms of expansions of various fractional powers of the correlation length, related to the differences $\\Delta-\\Delta_{\\min}$ between the conformal dimensions of fields in the theory and the minimal conformal dimension.     This report is a summary of the water analysis performance for the Denver, Colorado Wynkoop Building. The Wynkoop Building (Figure 1) was built in 2006 as the Environmental Protection Agency (EPA) Region 8 Headquarters intended to house over 900 occupants in the 301,292 gross square feet (248,849 rentable square feet). The building was built on a brownfield in the Lower Downtown Historic District as part of an urban redevelopment effort. The building was designed and constructed through a public-private partnership with the sustainable design elements developed jointly by General Services Administration (GSA) and EPA. That partnership is still active with all parties still engaged to optimize building operations and use the building as a Learning Laboratory. The building design achieved U.S. Green Building Council Leadership in Energy and Environmental Design for New Construction (LEED-NC) Gold Certification in 2008 (Figure 2) and a 2008 EPA Energy Star Rating of 96 with design highlights that include: (1) Water use was designed to use 40% less than a typical design baseline. The design included low flow fixtures, waterless urinals and dual flush toilets; (2) Native and adaptive vegetation were selected to minimize the need for irrigation water for landscaping; and (3) Energy use intensity was modeled at 66.1 kBtus/gross square foot, which is 39% better than ASHRAE 90.1 1999. The Wynkoop Building water use (10 gallons/square foot) was measured at lower than industry average (15 gallons/square foot) and GSA goals (13 gallons/square foot), however, it was higher than building management expected it would be. The type of occupants and number of occupants can have a significant impact on fixture water use. The occupancy per floor varied significantly over the study time period, which added uncertainty to the data analysis. Investigation of the fixture use on the 2nd, 5th, and 7th floors identified potential for water use reduction if the flush direction of the dual-flush toilet handles was reversed. The building management retrofitted the building's toilets with handles that operated on reduced flush when pushed down (0.8 gallons) and full flush when pulled up (1.1 gallons). The water pressure on the 5th floor (< 30 psi) is less than half the pressure on the 7th floor (>80 psi). The measured water savings post-retrofit was lower on the 5th floor than the 7th floor. The differences in water pressure may have had an impact on the quantity of water used per floor. The second floor water use was examined prior to and following the toilet fixture retrofit. This floor is where conference rooms for non-building occupants are available for use, thus occupancy is highly variable. The 3-day average volume per flush event was higher post-retrofit (0.79 gallons per event), in contrast to pre-retrofit (0.57 gallons per event). There were 40% more flush events post retrofit, which impacted the findings. Water use in the third floor fitness center was also measured for a limited number of days. Because of water line accessibility, only water use on the men's side of the fitness center was measured and from that the total fitness center water use was estimated. Using the limited data collected, the fitness center shower water use is approximately 2% of the whole building water use. Overall water use in the Wynkoop Building is below the industry baseline and GSA expectations. The dual flush fixture replacement appears to have resulted in additional water savings that are expected to show a savings in the total annual water use.

    A nine-month monitored field study of the performance of automated roller shades and daylighting controls was conducted in a 401 m{sup 2} unoccupied, furnished daylighting mockup. The mockup mimicked the southwest corner of a new 110 km{sub 2} commercial building in New York, New York, where The New York Times will be the major tenant. This paper focuses on evaluating the performance of two daylighting control systems installed in separate areas of an open plan office with 1.2-m high workstation partitions: (1) Area A had 0-10 V dimmable ballasts with an open-loop proportional control system and an automated shade controlled to reduce window glare and increase daylight, and (2) Area B had digital addressable lighting interface (DALI) ballasts with a closed-loop integral reset control system and an automated shade controlled to block direct sun. Daylighting control system performance and lighting energy use were monitored. The daylighting control systems demonstrated very reliable performance after they were commissioned properly. Work plane illuminance levels were maintained above 90% of the maximum fluorescent illuminance level for 99.9{+-}0.5% and 97.9{+-}6.1% of the day on average over the monitored period, respectively, in Areas A and B. Daily lighting energy use savings were significant in both Areas over the equinox-to-equinox period compared to a non-daylit reference case. At 3.35 m from the window, 30% average savings were achieved with a sidelit west-facing condition in Area A while 50-60% were achieved with a bilateral daylit south-facing condition in Area B. At 4.57-9.14 m from the window, 5-10% and 25-40% savings were achieved in Areas A and B, respectively. Average savings for the 7-m deep dimming zone were 20-23% and 52-59% for Areas A and B, respectively, depending on the lighting schedule. The large savings and good reliability can be attributed to the automatic management of the interior shades. The DALI-based system exhibited faulty behavior that remains unexplained, but operational errors are expected to be resolved as DALI products reach full maturity. The building owner received very competitive bids ($30-75 US/DALI ballast) and was able to justify use of the daylighting control system based on operational cost savings and increased amenity. Additional energy savings due to reduced solar and lighting heat gains were not quantified but will add to the total operational cost savings.

    Builders generally use a 'spec and purchase' business management system (BMS) when implementing energy efficiency. A BMS is the overall operational and organizational systems and strategies that a builder uses to set up and run its company. This type of BMS treats building performance as a simple technology swap (e.g. a tank water heater to a tankless water heater) and typically compartmentalizes energy efficiency within one or two groups in the organization (e.g. purchasing and construction). While certain tools, such as details, checklists, and scopes of work, can assist builders in managing the quality of the construction of higher performance homes, they do nothing to address the underlying operational strategies and issues related to change management that builders face when they make high performance homes a core part of their mission. To achieve the systems integration necessary for attaining 40% + levels of energy efficiency, while capturing the cost tradeoffs, builders must use a 'systems approach' BMS, rather than a 'spec and purchase' BMS. The following attributes are inherent in a systems approach BMS; they are also generally seen in quality management systems (QMS), such as the National Housing Quality Certification program: Cultural and corporate alignment, Clear intent for quality and performance, Increased collaboration across internal and external teams, Better communication practices and systems, Disciplined approach to quality control, Measurement and verification of performance, Continuous feedback and improvement, and Whole house integrated design and specification.

    This paper is a presentation of an 'instrument' for the optimization of the functionality and conservation of tertiary buildings. This technique has several different names: Building Automation Systems (BAS), Central Control and Monitoring System (CCMS) in English, and Gestion Technique du Bâtiment' (GTB) or Gestion Technique Centralisée (GTC) in French. With this technique it is possible to manage all the functions of a building, it is a modern instrument that introduces the concept of 'automation' in the operation of buildings using computerized procedures, earlier reserved for industrial processes. The system is structured with different automation levels with a distributed intelligence, each level characterized by a communication system (Fieldbus for the lowest and Ethernet for the highest level). In order to apply the BAS to CERN buildings it is necessary to evaluate the advantages, the CERN requirements and the integration with the several existing control and automation systems.

    This chapter covers research advances in passive solar buildings research during the time span from 1982 through 1991. These advances fall within the following categories: (1) short-term energy monitoring, (2) heat transport by natural convection within buildings, and (3) design guidelines and design tools. In short-term energy monitoring, a simulation model of the building is calibrated, based on data taken in a 3-day test. The method accurately predicts performance over an extended period. Heat transport through doorways is characterized for complex situations that arise in passive solar buildings. Simple concepts and models adequately describe the energy transport in many situations of interest. In a new approach, design guidelines are automatically generated for any specific locality. Worksheets or an accompanying computer program allow the designer to quickly and accurately evaluate performance and investigate design alternatives. 29 refs., 19 figs., 2 tabs.

    The High Performance Buildings Database is a shared resource for the building industry, a unique central repository of in-depth information and data on high-performance, green building projects across the United States and abroad. The database includes information on the energy use, environmental performance, design process, finances, and other aspects of each project. Members of the design and construction teams are listed, as are sources for additional information. In total, up to twelve screens of detailed information are provided for each project profile. Projects range in size from small single-family homes or tenant fit-outs within buildings to large commercial and institutional buildings and even entire campuses. The database is a data repository as well. A series of Web-based data-entry templates allows anyone to enter information about a building project into the database. Once a project has been submitted, each of the partner organizations can review the entry and choose whether or not to publish that particular project on its own Web site.

    A four day review to assess the status of target physics of inertial confinement fusion was held at US Department of Energy (DOE) Headquarters on November 14--17, 1988. This review completes the current series of reviews of the inertial fusion program elements to assess the status of the data base for a decision to proceed with the proposed Laboratory Microfusion Facility (LMF) that is being planned. In addition to target physics, the program elements that have been reviewed previously include the driver technology development for KrF and solid-state lasers, and the light-on beam pulsed power system. This series of reviews was undertaken for internal DOE assessment in anticipation of the ICF program review mandated by the Congress in 1988 to be completed in 1990 to assess the significance and implications of the progress that has been realized in the laboratory and the underground Halite/Centurion experiments. For this target physics review, both the direct and the indirect drive approaches were considered. The principal issues addressed in this review were: Is the present target physics data base adequate for a decision to proceed with design and construction of LMF now as opposed to continue planning activities at this time What specific additional target physics data are desirable to reduce the risk for a DOE decision to construct an LMF What is the role for continuation of Halite/Centurion experiments What priority should be given to the direct drive approach Are the program elements optimally structured to resolve the critical issues for an LMF decision Specific findings relating to these five issues are summarized in the following.

Civic leaders and entrepreneurs helped rally residents behind the idea of "greening" Greensburg, inspiring the construction of numerous energy-efficient buildings, some of which generate their own renewable power with solar panels and wind turbines. Many of the town's government buildings use cutting edge energy-saving technologies, saving the local taxpayers' money. Greensburg has demonstrated to the world that any city can reach its energy efficiency and renewable energy goals today using widely available technologies.

    When a Federal agency undertakes a renovation to an historic building, the renovation team must consider not only the uses and needs of the facility, but also a range of issues related to historic preservation. Integrating renewable energy such as solar and wind into an historic renovation has been accomplished successfully by agencies; the design and placement of any renewable energy system must be closely integrated with the overall design plans. Any renewable energy additions must maintain the integrity and defining characteristics of the building.

    Gas utilities across the US are aggressively pursuing the natural gas vehicle market by putting in place the infrastructure needed to ensure the growth of the important market. The first annual P and GJ NGV Marketing Survey has revealed many utilities plant to build and continue building NGV fueling facilities. The NGV industry in the US is confronting a classic chicken-or-egg quandary. Fleet operators and individual drivers are naturally unwilling to commit to a natural gas vehicle fuel until sufficient fueling facilities are in place, yet service station operators are reluctant to add NGV refueling capacity until enough CNG vehicles are on the road to create demand. The future of the NGV market is bright, but continued research and product improvements by suppliers as well as LDCs is needed if the potential is to be fulfilled. Advances in refueling facilities must continue if the market is to develop.

    The deliberations, conclusions, and recommendations of six panels asked to provide advice to the Department of Energy on the subject of solar energy are detailed. Approximately 60 invited panelists and 120 observers met in three panels devoted to Solar Energy and Cities and three panels on Solar Energy and Employment. The day-and-one-half meeting occurred at the Department of Energy's Forrestal Building headquarters in Washington, DC, on 23 and 24 October 1979. Introductory speeches by seven experts, excerpts from the succeeding two half-days of discussion, the final reports for the panel chairpersons, and subsequent discussion and questioning are included. Approximately 125 findings and recommendations were developed by the six panels covering a wide variety of topics. Major recurring themes were recommendations for increased funding, federal program improvement, conservation, outreach programs, small business funding, and solar training programs. Detailed responses from the Department of Energy have been prepared for all recommendations and are contained in a companion volume.

    The energy-efficiency gap literature suggests that building buyers are often short-sighted in their failure to apply life-cycle costing principles to energy efficient building technologies, with the result that under investment in these advanced technology occurs. This study examines the reasons this behavior may occur, by analyzing the pressures that market forces place on purchasers of buildings. Our basic conclusion is that the fundamental manner in which the buildings sector does business creates pressures to reduce initial capital outlays and to hedge against a variety of risks, including the ability of building owners to capture benefits from energy efficiency. Starting from the position that building buyers' willingness to pay drives choices over building attributes, we examine basic market principles, the structure of the buildings market, including the role of lenders, and policies that promote penetration of energy efficient technologies. We conclude that greater attention to buyers, and to the incentives and constraints they face, would promote a better understanding of building investment choices and contribute to better policies to promote the penetration of these technologies into markets.

    The U.S. Department of Energy’s (DOE) residential research and demonstration program, Building America, has triumphed through 20 years of innovation. Partnering with researchers, builders, remodelers, and manufacturers to develop innovative processes like advanced framing and ventilation standards, Building America has proven an energy efficient design can be more cost effective, healthy, and durable than a standard house. As Building America partners continue to achieve their stretch goals, they have found that the barrier to true market transformation for high performance homes is the limited knowledge-base of the professionals working in the building industry. With dozens of professionals taking part in the design and execution of building and selling homes, each person should have basic building science knowledge relevant to their role, and an understanding of how various home components interface with each other. Instead, our industry typically experiences a fragmented approach to home building and design. After obtaining important input from stakeholders at the Building Science Education Kick-Off Meeting, DOE created a building science education strategy addressing education issues preventing the widespread adoption of high performance homes. This strategy targets the next generation and provides valuable guidance for the current workforce. The initiative includes: • Race to Zero Student Design Competition: Engages universities and provides students who will be the next generation of architects, engineers, construction managers and entrepreneurs with the necessary skills and experience they need to begin careers in clean energy and generate creative solutions to real world problems. • Building Science to Sales Translator: Simplifies building science into compelling sales language and tools to sell high performance homes to their customers. • Building Science Education Guidance: Brings together industry and academia to solve problems related to building science education. This report summarizes the steps DOE has taken to develop guidance for building science education and outlines a path forward towards creating real change for an industry in need. The Guidelines for Building Science Education outlined in Appendix A of this report have been developed for external stakeholders to use to certify that their programs are incorporating the most important aspects of building science at the most appropriate proficiency level for their role. The guidelines are intended to be used primarily by training organizations, universities, and certification bodies. Each guideline can be printed or saved as a stand-alone document for ease-of-use by the respective stakeholder group. In 2015, DOE, with leadership from Pacific Northwest National Laboratory (PNNL), is launching a multi-year campaign to promote the adoption of the Guidelines for Building Science Education in a variety of training settings.

    Building homes underground is a rapidly growing concept. From less than 200 in 1977 to about 6000 homes at present, this trend is discussed in detail. Although dirt is a poor insulator, its temperature moderating properties offer advantages. The need for insulating an underground house is discussed as well as the advantages of this type of home: (1) security advantages (fewer entrances); (2) storm resistance; (3) protection against fire; (4) lower maintenance costs; (5) space for lawn and garden is greater; and (6) these homes are quieter. The three principle types of underground homes are discussed in detail and illustrated with drawings and floor plans. These are: (1) the elevational type (most popular) with all doors and windows on one wall with other walls and roof completely covered; (2) penetrational homes with windows and doors on more than one side; and (3) the atrium home which is built around an open courtyard or atrium. Problems associated with earth-sheltered homes (underground water, structural strength requirements, building codes, indoor air pollution, costs, and financing) are discussed and suggestions are made for cutting costs. 4 references. It is an unprecedented opportunity and challenge for governments, researchers and industries in both countries to join together to address energy issues and global climate change.
