    The goal of this project was to assess the feasibility of utilizing mine water as a heat sink for a geothermal heat pump system to heat and cool the 74,000 sq. ft. Illinois National Guard State Headquarters’ building in Springfield Illinois. If successful, this type of system would be less expensive to install than a traditional closed loop geothermal (ground source) heat pump system by significantly reducing the size of the well field, thus shortening or eliminate the payback period compared to a conventional system. In the end, a conventional ground loop was used for the project.

    The purpose of this study is to generally inform the U.S. Department of Energys Building Energy Codes Program of the local, effective energy code adoption rate for a sample set of 21 states, some which have adopted statewide codes and some that have not. Information related to the residential energy code adoption process and status at the local jurisdiction was examined for each of the states. Energy code status information was gathered for approximately 2,800 jurisdictions, which effectively covered approximately 80 percent of the new residential building construction in the 21 states included in the study.

Present Clinton started the Greening of the White House in 1993, and similar efforts have been undertaken by the Department of Defense at the Pentagon, the National Park Service at the Presidio, and now the Department of Energy at the Forrestal and Germantown buildings. The Greening of the Department of Energy Headquarters, An Action Plan for Success (Action Plan), unveiled on April 22, 1996, outlined more than 80 action items for DOE`s Forrestal and Germantown buildings. The action items were designed to increase energy efficiency, improve resource management, improve air quality, reduce water use, reduce paper use, improve landscape management, improve maintenance and operational procedures, increase employee participation, and promote education and outreach. In the two years since the Action Plan was introduced, the Department of Energy has made major progress in implementing specific action items designed to target four major subject areas: (1) Energy Efficiency; (2) Resource Management; (3) Air, Water, Landscape, and (4) Human Factors. This report outlines the status of the recommendations of the Action Plan since they were introduced two years ago.

    Some conclusions from this presentation are: (1) EV Charging/discharging pattern mainly depends on the objective of the building (cost versus CO{sub 2}); (2) performed optimization runs show that stationary batteries are more attractive than mobile storage when putting more focus on CO{sub 2} emissions because stationary storage is available 24 hours a day for energy management - it's more effective; (3) stationary storage will be charged by PV, mobile only marginally; and (4) results will depend on the considered region and tariff. Final research work will show the results for 138 different buildings in nine different climate zones and three major utility service territories.

    The purpose of this Corrective Action Plan (CAP) is to specify U.S. Department of Energy (DOE) actions for addressing Office of Environmental Management (EM) Headquarters (HQ) issues identified in the Accident Investigation Report for the Phase 1: Radiological Release Event at the Waste Isolation Pilot Plant (WIPP) on February 14, 2014. The report identified 31 Conclusions and 47 Judgments of Need (JON). Twelve of the Conclusions and ten of the JONs were determined to be associated with DOE HQ oversight of the operations. As such, EM HQ has taken the action to develop the CAP for those JONs specific to HQ (i.e., JONs 11, 13, 23, 25, 26, 32, 44-47). This report documents those corrective actions, along with the responsible office and due dates for completing the actions. The overall approval process for the CAPs associated with this event will involve both the Carlsbad Field Office (CBFO) and EM HQ offices. Specifically, CBFO will approve the NWP CAP (with EM HQ concurrence); EM HQ Office of Safety, Security, and Quality Programs (EM-40) will approve the CBFO CAP; and the Assistant Secretary for the Office of Environmental Management (EM-1) will approve the EM HQ CAP.

    A data acquisition and analysis effort charted the performance of a solar-assisted, hot water preheat system supplying a portion of the service water needs at the EPRI Headquarters complex in Palo Alto, California. The project commenced in June of 1978, with active data acquisition transpiring over a 12-month period from December 1, 1978, to November 30, 1979. Detailed load and performance data for the system are presented, the merits of the data acquisition system employed are discussed, and recommendations for future monitoring efforts are provided.

    Federal agencies are mandated to purchase alternative fuel vehicles, increase consumption of alternative fuels, and reduce petroleum consumption. Available plug-in electric vehicles (PEVs) provide an attractive option in the selection of alternative fuel vehicles. PEVs, which consist of both battery electric vehicles (BEVs) and plug-in hybrid electric vehicles (PHEVs), have significant advantages over internal combustion engine (ICE) vehicles in terms of energy efficiency, reduced petroleum consumption, and reduced production of greenhouse gas (GHG) emissions, and they provide performance benefits with quieter, smoother operation. This study intended to evaluate the extent to which the United States Coast Guard Headquarters (USCG HQ) could convert part or all of their fleet of vehicles from petroleum-fueled vehicles to PEVs.

    This report documents a solid-state lighting (SSL) technology demonstration at the parking structure of the U.S. Department of Labor (DOL) Headquarters in Washington, DC, in which light-emitting diode (LED) luminaires were substituted for the incumbent high-pressure sodium (HPS) luminaires and evaluated for relative light quantity and performance. The demonstration results show energy savings of 52% from the initial conversion of HPS to the LED product. These savings were increased to 88% by using occupancy sensor controls that were ultimately set to reduce power to 10% of high state operation after a time delay of 2.5 minutes. Because of the relatively high cost of the LED luminaires at their time of purchase for this project (2010), the simple payback periods were 6.5 years and 4.9 years for retrofit and new construction scenarios, respectively. Staff at DOL Headquarters reported high satisfaction with the operation of the LED product.

The first building, completed in 1998, is used as the DEPs regional headquarters in Harrisburg. The Cambria office, located in Ebensburg, is DEPs second building. Many of the lessons learned from the first building were successfully applied to this building, which was completed in 2000. The objective was to provide a comfortable and productive work environment while minimizing its short- and long-term environmental impacts.

    The Nuclear Regulatory Commission`s (NRC) Headquarters Operations Officers (HOOs) receive and respond to events reported in the nuclear industry on a 24-hour basis. The HOOs have reported reduced alertness on the night shift, leading to a potential deterioration in their on-shift cognitive performance during the early morning hours. For some HOOs, maladaptation to the night shift was also reported to be the principal cause of: (a) reduced alertness during the commute to and from work, (b) poor sleep quality, and (c) personal lifestyle problems. ShiftWork Systems, Inc. (SWS) designed and installed a Circadian Lighting System (CLS) at both the Bethesda and Rockville HOO stations with the goal of facilitating the HOOs physiological adjustment to their night shift schedules. The data indicate the following findings: less subjective fatigue on night shifts; improved night shift alertness and mental performance; higher HOO confidence in their ability to assess event reports; longer, deeper and more restorative day sleep after night duty shifts; swifter adaptation to night work; and a safer commute, particularly for those with extensive drives.

    This report is a summary of the water analysis performance for the Denver, Colorado Wynkoop Building. The Wynkoop Building (Figure 1) was built in 2006 as the Environmental Protection Agency (EPA) Region 8 Headquarters intended to house over 900 occupants in the 301,292 gross square feet (248,849 rentable square feet). The building was built on a brownfield in the Lower Downtown Historic District as part of an urban redevelopment effort. The building was designed and constructed through a public-private partnership with the sustainable design elements developed jointly by General Services Administration (GSA) and EPA. That partnership is still active with all parties still engaged to optimize building operations and use the building as a Learning Laboratory. The building design achieved U.S. Green Building Council Leadership in Energy and Environmental Design for New Construction (LEED-NC) Gold Certification in 2008 (Figure 2) and a 2008 EPA Energy Star Rating of 96 with design highlights that include: (1) Water use was designed to use 40% less than a typical design baseline. The design included low flow fixtures, waterless urinals and dual flush toilets; (2) Native and adaptive vegetation were selected to minimize the need for irrigation water for landscaping; and (3) Energy use intensity was modeled at 66.1 kBtus/gross square foot, which is 39% better than ASHRAE 90.1 1999. The Wynkoop Building water use (10 gallons/square foot) was measured at lower than industry average (15 gallons/square foot) and GSA goals (13 gallons/square foot), however, it was higher than building management expected it would be. The type of occupants and number of occupants can have a significant impact on fixture water use. The occupancy per floor varied significantly over the study time period, which added uncertainty to the data analysis. Investigation of the fixture use on the 2nd, 5th, and 7th floors identified potential for water use reduction if the flush direction of the dual

    This chapter covers research advances in passive solar buildings research during the time span from 1982 through 1991. These advances fall within the following categories: (1) short-term energy monitoring, (2) heat transport by natural convection within buildings, and (3) design guidelines and design tools. In short-term energy monitoring, a simulation model of the building is calibrated, based on data taken in a 3-day test. The method accurately predicts performance over an extended period. Heat transport through doorways is characterized for complex situations that arise in passive solar buildings. Simple concepts and models adequately describe the energy transport in many situations of interest. In a new approach, design guidelines are automatically generated for any specific locality. Worksheets or an accompanying computer program allow the designer to quickly and accurately evaluate performance and investigate design alternatives. 29 refs., 19 figs., 2 tabs.

    This is the report on Task IB, Familiarization with Additional Data Collection Plans of Annual Survey of BOMA Member and Non-Member Buildings in 20 Cities, of the Energy Use in Office Buildings project. The purpose of the work was to monitor and understand the efforts of the Building Owners and Managers Association International (BOMA) in gathering an energy-use-oriented data base. In order to obtain an improved data base encompassing a broad spectrum of office space and with information suitable for energy analysis in greater detail than is currently available, BOMA undertook a major data-collection effort. Based on a consideration of geographic area, climate, population, and availability of data, BOMA selected twenty cities for data collection. BOMA listed all of the major office space - buildings in excess of 40,000 square feet - in each of the cities. Tax-assessment records, local maps, Chamber of Commerce data, recent industrial-development programs, results of related studies, and local-realtor input were used in an effort to assemble a comprehensive office-building inventory. In order to verify the accuracy and completeness of the building lists, BOMA assembled an Ad-Hoc Review Committee in each city to review the assembled inventory of space. A questionnaire on office-building energy use and building characteristics was developed. In each city BOMA assembled a data collection team operating under the supervision of its regional affiliate to gather the data. For each city a random sample of buildings was selected, and data were gathered. Responses for over 1000 buildings were obtained.

    Builders generally use a 'spec and purchase' business management system (BMS) when implementing energy efficiency. A BMS is the overall operational and organizational systems and strategies that a builder uses to set up and run its company. This type of BMS treats building performance as a simple technology swap (e.g. a tank water heater to a tankless water heater) and typically compartmentalizes energy efficiency within one or two groups in the organization (e.g. purchasing and construction). While certain tools, such as details, checklists, and scopes of work, can assist builders in managing the quality of the construction of higher performance homes, they do nothing to address the underlying operational strategies and issues related to change management that builders face when they make high performance homes a core part of their mission. To achieve the systems integration necessary for attaining 40% + levels of energy efficiency, while capturing the cost tradeoffs, builders must use a 'systems approach' BMS, rather than a 'spec and purchase' BMS. The following attributes are inherent in a systems approach BMS; they are also generally seen in quality management systems (QMS), such as the National Housing Quality Certification program: Cultural and corporate alignment, Clear intent for quality and performance, Increased collaboration across internal and external teams, Better communication practices and systems, Disciplined approach to quality control, Measurement and verification of performance, Continuous feedback and improvement, and Whole house integrated design and specification.

    The City of Lowell set four goals at the beginning of the Better Buildings Neighborhood Program: 1. Improve the Downtown Historic Park District’s Carbon Footprint 2. Develop a sustainable and replicable model for energy efficiency in historic buildings 3. Create and retain jobs 4. Promote multi-stakeholder partnerships The City of Lowell, MA was awarded $5 million in May 2010 to conduct energy efficiency retrofits within the downtown National Historical Park (NHP). The City’s target was to complete retrofits in 200,000 square feet of commercial space and create 280 jobs, while adhering to the strict historical preservation regulations that govern the NHP. The development of a model for energy efficiency in historic buildings was successfully accomplished. BetterBuildings Lowell’s success in energy efficiency in historic buildings was due to the simplicity of the program. We relied strongly on the replacement of antiquated HVAC systems and air sealing and a handful of talented energy auditors and contractors. BetterBuildings Lowell was unique for the Better Buildings Neighborhood Program because it was the only program that focused solely on commercial properties. BetterBuildings Lowell did target multi-family properties, which were reported as commercial, but the majority of the building types and uses were commercial. Property types targeted were restaurants, office buildings, museums, sections of larger buildings, mixed use buildings, and multifamily buildings. This unique fabric of building type and use allows for a deeper understanding to how different properties use energy. Because of the National Historical Park designation of downtown Lowell, being able to implement energy efficiency projects within a highly regulated historical district also provided valuable research and precedent proving energy efficiency projects can be successfully completed in historical districts and historical buildings.     Rural buildings in China now account for more than half of Chinas total building energy use. Forty percent of the floorspace in China is in rural villages and towns. Most of these buildings are very energy inefficient, and may struggle to meet basic needs. They are cold in the winter, and often experience indoor air pollution from fuel use. The goal is to build on Chinas success with codes in urban areas to improve efficiency and comfort in rural homes. The Chinese government recognizes rural buildings represent a major opportunity for improving national building energy efficiency. The challenges of rural China are also greater than those of urban areas in many ways because of the limited local capacity and low income levels. The Chinese government wants to expand on new programs to subsidize energy efficiency improvements in rural homes to build capacity for larger-scale improvement. This article summarizes the trends and status of rural building energy use in China. It then provides an overview of the new rural building design standard, and describes options and issues to move forward with implementation.

    A four day review to assess the status of target physics of inertial confinement fusion was held at US Department of Energy (DOE) Headquarters on November 14--17, 1988. This review completes the current series of reviews of the inertial fusion program elements to assess the status of the data base for a decision to proceed with the proposed Laboratory Microfusion Facility (LMF) that is being planned. In addition to target physics, the program elements that have been reviewed previously include the driver technology development for KrF and solid-state lasers, and the light-on beam pulsed power system. This series of reviews was undertaken for internal DOE assessment in anticipation of the ICF program review mandated by the Congress in 1988 to be completed in 1990 to assess the significance and implications of the progress that has been realized in the laboratory and the underground Halite/Centurion experiments. For this target physics review, both the direct and the indirect drive approaches were considered. The principal issues addressed in this review were: Is the present target physics data base adequate for a decision to proceed with design and construction of LMF now as opposed to continue planning activities at this time What specific additional target physics data are desirable to reduce the risk for a DOE decision to construct an LMF What is the role for continuation of Halite/Centurion experiments What priority should be given to the direct drive approach Are the program elements optimally structured to resolve the critical issues for an LMF decision Specific findings relating to these five issues are summarized in the following.

    Seattle, WA In 2006, the Rose Smart Growth Investment Fund acquired the historic Joseph Vance Building with the purpose of transforming it into "the leading green and historic class B" building in the marketplace. The terra cotta Vance Building was constructed in 1929 and has 14 floors - 13 floors of offices over ground-floor retail with a basement for mechanical equipment and storage. In 2009 the U.S. Green Building Council (USGBC) awarded the Vance Building LEED for Existing Buildings (EB) Gold certification.

    Buildings are an integral part of our nation’s energy economy. The advancement in information and communications technology (ICT) has revolutionized energy management in industrial facilities and large commercial buildings. As ICT costs decrease and capabilities increase, buildings automation and energy management features are transforming the small-medium commercial and residential buildings sectors. A vision of a connected world in which equipment and systems within buildings coordinate with each other to efficiently meet their owners’ and occupants’ needs, and where buildings regularly transact business with other buildings and service providers (such as gas and electric service providers) is emerging. However, while the technology to support this collaboration has been demonstrated at various degrees of maturity, the integration frameworks and ecosystems of products that support the ability to easily install, maintain, and evolve building systems and their equipment components are struggling to nurture the fledging business propositions of their proponents.

    Jackson Park Hospital completed the construction of a new Medical Office Building on its campus this spring. The new building construction has adopted the City of Chicago's recent focus on protecting the environment, and conserving energy and resources, with the introduction of green building codes. Located in a poor, inner city neighborhood on the South side of Chicago, Jackson Park Hospital has chosen green building strategies to help make the area a better place to live and work. The new green building houses the hospital's Family Medicine Residency Program and Specialty Medical Offices. The residency program has been vital in attracting new, young physicians to this medically underserved area. The new outpatient center will also help to allure needed medical providers to the community. The facility also has areas designated to women's health and community education. The Community Education Conference Room will provide learning opportunities to area residents. Emphasis will be placed on conserving resources and protecting our environment, as well as providing information on healthcare access and preventive medicine. The new Medical Office Building was constructed with numerous energy saving features. The exterior cladding of the building is an innovative, locally-manufactured precast concrete panel system with integral insulation that achieves an R-value in excess of building code requirements. The roof is a 'green roof' covered by native plantings, lessening the impact solar heat gain on the building, and reducing air conditioning requirements. The windows are low-E, tinted, and insulated to reduce cooling requirements in summer and heating requirements in winter. The main entrance has an air lock to prevent unconditioned air from entering the building and impacting interior air temperatures. Since much of the traffic in and out of the office building comes from the adjacent Jackson Park Hospital, a pedestrian bridge connects the two buildings, further

    Commercial Buildings Characteristics 1992 presents statistics about the number, type, and size of commercial buildings in the United States as well as their energy-related characteristics. These data are collected in the Commercial Buildings Energy Consumption Survey (CBECS), a national survey of buildings in the commercial sector. The 1992 CBECS is the fifth in a series conducted since 1979 by the Energy Information Administration. Approximately 6,600 commercial buildings were surveyed, representing the characteristics and energy consumption of 4.8 million commercial buildings and 67.9 billion square feet of commercial floorspace nationwide. Overall, the amount of commercial floorspace in the United States increased an average of 2.4 percent annually between 1989 and 1992, while the number of commercial buildings increased an average of 2.0 percent annually.

    The Building Design Advisor (BDA) is a software environment that supports the integrated use of multiple analysis and visualization tools throughout the building design process, from the initial, schematic design phases to the detailed specification of building components and systems. Based on a comprehensive design theory, the BDA uses an object-oriented representation of the building and its context, and acts as a data manager and process controller to allow building designers to quickly navigate through the multitude of descriptive and performance parameters addressed by the analysis and visualization tools linked to the BDA. Through the Browser the user can edit the values of input parameters and select any number of input and/or output parameters for display in the Decision Desktop. The Desktop allows building designers to compare multiple design alternatives with respect to any number of parameters addressed by the tools linked to the BDA.

    This report describes work conducted on the Building Materials Reclamation Program for the period of September 2008 to August 2010. The goals of the project included selecting materials from the local construction and demolition (C&D) waste stream and developing economically viable reprocessing, reuse or recycling schemes to divert them from landfill storage. Educational resources as well as conceptual designs and engineering feasibility demonstrations were provided for various aspects of the work. The project was divided into two distinct phases: Research and Engineering Feasibility and Dissemination. In the Research Phase, a literature review was initiated and data collection commenced, an advisory panel was organized, and research was conducted to evaluate high volume C&D materials for nontraditional use; five materials were selected for more detailed investigations. In the Engineering Feasibility and Dissemination Phase, a conceptual study for a regional (Mecklenburg and surrounding counties) collection and sorting facility was performed, an engineering feasibility project to demonstrate the viability of recycling or reuse schemes was created, the literature review was extended and completed, and pedagogical materials were developed. Over the two-year duration of the project, all of the tasks and subtasks outlined in the original project proposal have been completed. The Final Progress Report, which briefly describes actual project accomplishments versus the tasks/subtasks of the original project proposal, is included in Appendix A of this report. This report describes the scientific/technical aspects (hypotheses, research/testing, and findings) of six subprojects that investigated five common C&D materials. Table 1 summarizes the six subprojects, including the C&D material studied and the graduate student and the faculty advisor on each subproject.

    The Residential Building Energy Codes project improves the minimum or baseline energy efficiency of new residential buildings requiring code perm its. The project promulgates upgraded energy-efficiency requirements for residential buildings. Similarly, the project works with modeI energy code groups to upgrade the energy-efficiency requirements of their codes. Federal, state, and local jurisdictions then adopt and implement these upgraded federal and model energy codes.     The Fayette County Better Buildings Initiative represented a comprehensive and collaborative approach to promoting and implementing energy efficiency improvements. The initiative was designed to focus on implementing energy efficiency improvements in residential units, while simultaneously supporting general marketing of the benefits of implementing energy efficiency measures. The ultimate goal of Fayette County’s Better Buildings Initiative was to implement a total of 1,067 residential energy efficiency retrofits with a minimum 15% estimated energy efficiency savings per unit. Program partners included: United States Department of Energy, Allegheny Power, and Private Industry Council of Westmoreland-Fayette, Fayette County Redevelopment Authority, and various local partners. The program was open to any Fayette County residents who own their home and meet the prequalifying conditions. The level of assistance offered depended upon household income and commitment to undergo a BPI – Certified Audit and implement energy efficiency measures, which aimed to result in at least a 15% reduction in energy usage. The initiative was designed to focus on implementing energy efficiency improvements in residential units, while simultaneously supporting general marketing of the benefits of implementing energy efficiency measures. Additionally, the program had components that involved recruitment and training for employment of persons in the energy sector (green jobs), as well as marketing and implementation of a commercial or community facilities component. The residential component of Fayette County’s Better Buildings Initiative involved a comprehensive approach, providing assistance to low- moderate- and market-rate homeowners. The initiative will also coordinate activities with local utility providers to further incentivize energy efficiency improvements among qualifying homeowners.     India is experiencing unprecedented construction boom. The country doubled its floorspace between 2001 and 2005 and is expected to add 35 billion m2 of new buildings by 2050. Buildings account for 35% of total final energy consumption in India today, and building energy use is growing at 8% annually. Studies have shown that carbon policies will have little effect on reducing building energy demand. Chaturvedi et al. predicted that, if there is no specific sectoral policies to curb building energy use, final energy demand of the Indian building sector will grow over five times by the end of this century, driven by rapid income and population growth. The growing energy demand in buildings is accompanied by a transition from traditional biomass to commercial fuels, particularly an increase in electricity use. This also leads to a rapid increase in carbon emissions and aggravates power shortage in India. Growth in building energy use poses challenges to the Indian government. To curb energy consumption in buildings, the Indian government issued the Energy Conservation Building Code (ECBC) in 2007, which applies to commercial buildings with a connected load of 100 kW or 120kVA. It is predicted that the implementation of ECBC can help save 25-40% of energy, compared to reference buildings without energy-efficiency measures. However, the impact of ECBC depends on the effectiveness of its enforcement and compliance. Currently, the majority of buildings in India are not ECBC-compliant. The United Nations Development Programme projected that code compliance in India would reach 35% by 2015 and 64% by 2017. Whether the projected targets can be achieved depends on how the code enforcement system is designed and implemented. Although the development of ECBC lies in the hands of the national government – the Bureau of Energy Efficiency under the Ministry of Power, the adoption and implementation of ECBC largely relies on state and local governments.     Through its Building Technologies Office (BTO), the United States Department of Energy’s Office of Energy Efficiency and Renewable Energy (DOE-EERE) is sponsoring an effort to advance interoperability for the integration of intelligent buildings equipment and automation systems, understanding the importance of integration frameworks and product ecosystems to this cause. This is important to BTO’s mission to enhance energy efficiency and save energy for economic and environmental purposes. For connected buildings ecosystems of products and services from various manufacturers to flourish, the ICT aspects of the equipment need to integrate and operate simply and reliably. Within the concepts of interoperability lie the specification, development, and certification of equipment with standards-based interfaces that connect and work. Beyond this, a healthy community of stakeholders that contribute to and use interoperability work products must be developed. On May 1, 2014, the DOE convened a technical meeting to take stock of the current state of interoperability of connected equipment and systems in buildings. Several insights from that meeting helped facilitate a draft description of the landscape of interoperability for connected buildings, which focuses mainly on small and medium commercial buildings. This document revises the February 2015 landscape document to address reviewer comments, incorporate important insights from the Buildings Interoperability Vision technical meeting, and capture thoughts from that meeting about the topics to be addressed in a buildings interoperability vision. In particular, greater attention is paid to the state of information modeling in buildings and the great potential for near-term benefits in this area from progress and community alignment.
