    The Hawaii Energy Strategy program, or HES, is a set of seven projects which will produce an integrated energy strategy for the State of Hawaii. It will include a comprehensive energy vulnerability assessment with recommended courses of action to decrease Hawaii`s energy vulnerability and to better prepare for an effective response to any energy emergency or supply disruption. The seven projects are designed to increase understanding of Hawaii`s energy situation and to produce recommendations to achieve the State energy objectives of: Dependable, efficient, and economical state-wide energy systems capable of supporting the needs of the people, and increased energy self-sufficiency. The seven projects under the Hawaii Energy Strategy program include: Project 1: Develop Analytical Energy Forecasting Model for the State of Hawaii. Project 2: Fossil Energy Review and Analysis. Project 3: Renewable Energy Resource Assessment and Development Program. Project 4: Demand-Side Management Program. Project 5: Transportation Energy Strategy. Project 6: Energy Vulnerability Assessment Report and Contingency Planning. Project 7: Energy Strategy Integration and Evaluation System.

    A partnership with the Natural Energy Laboratory of Hawaii Authority and U.S. Department of Energy's National Renewable Energy Laboratory (NREL) to collect solar data to support future solar power generation in the United States. The measurement station monitors global horizontal horizontal irradiance to define the amount of solar energy that hits this particular location. The solar measurement instrumentation is also accompanied by meteorological monitoring equipment to provide scientists with a complete picture of the solar power possibilities.

    A partnership with the Natural Energy Laboratory of Hawaii Authority and U.S. Department of Energy's National Renewable Energy Laboratory (NREL) to collect solar data to support future solar power generation in the United States. The measurement station monitors global horizontal horizontal irradiance to define the amount of solar energy that hits this particular location. The solar measurement instrumentation is also accompanied by meteorological monitoring equipment to provide scientists with a complete picture of the solar power possibilities.

    In Task 2, the authors establish a baseline for evaluating energy use in Hawaii, and examine key energy and economic indicators. They provide a detailed look at fossil energy imports by type, current and possible sources of oil, gas and coal, quality considerations, and processing/transformation. They present time series data on petroleum product consumption by end-use sector, though they caution the reader that the data is imperfect. They discuss fuel substitutability to identify those end-use categories that are most easily switched to other fuels. They then define and analyze sequential scenarios of fuel substitution in Hawaii and their impacts on patterns of demand. They also discuss energy security--what it means to Hawaii, what it means to neighboring economies, whether it is possible to achieve energy security. 95 figs., 48 tabs.

    This study was prepared for the State Department of Business, Economic Development and Tourism (DBEDT) as part of the Hawaii Energy Strategy program. Authority and responsibility for energy planning activities, such as the Hawaii Energy Strategy, rests with the State Energy Resources Coordinator, who is the Director of DBEDT. Hawaii Energy Strategy Study No. 5, Transportation Energy Strategy Development, was prepared to: collect and synthesize information on the present and future use of energy in Hawaii`s transportation sector, examine the potential of energy conservation to affect future energy demand; analyze the possibility of satisfying a portion of the state`s future transportation energy demand through alternative fuels; and recommend a program targeting energy use in the state`s transportation sector to help achieve state goals. The analyses and conclusions of this report should be assessed in relation to the other Hawaii Energy Strategy Studies in developing a comprehensive state energy program. 56 figs., 87 tabs.

    The Hawaii Energy Strategy (HES) Program is a seven-project effort led by the State of Hawaii Department of Business, Economic Development & Tourism (DBEDT) to investigate a wide spectrum of Hawaii energy issues. The East-West Center`s Program on Resources: Energy and Minerals, has been assigned HES Project 2, Fossil Energy Review, which focuses on fossil energy use in Hawaii and the greater regional and global markets. HES Project 2 has four parts: Task I (World and Regional Fossil Energy Dynamics) covers petroleum, natural gas, and coal in global and regional contexts, along with a discussion of energy and the environment. Task II (Fossil Energy in Hawaii) focuses more closely on fossil energy use in Hawaii: current utilization and trends, the structure of imports, possible future sources of supply, fuel substitutability, and energy security. Task III`s emphasis is Greenfield Options; that is, fossil energy sources not yet used in Hawaii. This task is divided into two sections: first, an in-depth {open_quotes}Assessment of Coal Technology Options and Implications for the State of Hawaii,{close_quotes} along with a spreadsheet analysis model, which was subcontracted to the Environmental Assessment and Information Sciences Division of Argonne National Laboratory; and second, a chapter on liquefied natural gas (LNG) in the Asia-Pacific market and the issues surrounding possible introduction of LNG into the Hawaii market.

The analyses provide insight into the possible impacts, both qualitative and quantitative, that these policies may have in Hawaii based on the experience with these policies elsewhere.     Electricity produced from burning sugarcane bagasse has provided as much as 10 percent of Hawaii`s electricity supply in the past. As sugarcane production has ceased on the islands of Oahu and Hawaii and diminished on Maui and Kauai, the role of biomass energy will be reduced unless economically viable alternatives can be identified. An empirical biomass yield and cost system model linked to a geographical information system has been developed at the University of Hawaii. This short-rotation forestry decision support system was used to estimate dedicated biomass feedstock supplies and delivered costs of tropical hardwoods for ethanol, methanol, and electricity production. Output from the system model was incorporated in a linear programming optimization model to identify the mix of tree plantation practices, wood processing technologies, and end-products that results in the highest economic return on investment under given market situations. An application of these decision-support tools is presented for hypothetical integrated forest product systems established at two former sugarcane plantations in Hawaii. Results indicate that the optimal profit opportunity exists for the production of medium density fibreboard and plywood, with annual net return estimates of approximately $3.5 million at the Hamakua plantation on the island of Hawaii and $2.2 million at the Waialua plantation on Oahu. Sensitivity analyses of the effects of different milling capacities, end-product market prices, increased plantation areas, and forced saw milling were performed. Potential economic credits for carbon sequestration and wastewater effluent management were estimated. While biofuels are not identified as an economical viable component, energy co-products may help reduce market risk via product diversification in such forestry ventures.

    In June 2009, the State of Hawaii enacted an Energy Efficiency Portfolio Standard (EEPS) with a target of 4,300 gigawatt hours (GWh) by 2030 (Hawaii 2009). Upon setting this goal, the Hawaii Clean Energy Initiative, Booz Allen Hamilton (BAH), and the National Renewable Energy Laboratory (NREL), working with select local stakeholders, partnered to execute the first key step toward attaining the EEPS goal: the creation of a high-resolution roadmap outlining key areas of potential electricity savings. This roadmap was divided into two core elements: savings from new construction and savings from existing buildings. BAH focused primarily on the existing building analysis, while NREL focused on new construction forecasting. This report presents the results of the Booz Allen Hamilton study on the existing building stock of Hawaii, along with conclusions on the key drivers of potential energy efficiency savings and on the steps necessary to attain them.

    DOD's U.S. Pacific Command has partnered with the U.S. Department of Energy's (DOE) National Renewable Energy Laboratory (NREL) to assess opportunities for increasing energy security through renewable energy and energy efficiency in Hawaii installations. NREL selected Marine Corps Base Hawaii (MCBH), Kaneohe Bay to receive technical support for net zero energy assessment and planning funded through the Hawaii Clean Energy Initiative (HCEI). NREL performed a comprehensive assessment to appraise the potential of MCBH Kaneohe Bay to achieve net zero energy status through energy efficiency, renewable energy, and electric vehicle integration. This report summarizes the results of the assessment and provides energy recommendations.

    The Hopi Tribal Government as part of an initiative to ?Regulate the delivery of energy and energy services to the Hopi Reservation and to create a strategic business plan for tribal provision of appropriate utility, both in a manner that improves the reliability and cost efficiency of such services,? established the Hopi Clean Air Partnership Project (HCAPP) to support the Tribe?s economic development goals, which is sensitive to the needs and ways of the Hopi people. The Department of Energy (DOE) funded, Formation of Hopi Sustainable Energy Program results are included in the Clean Air Partnership Report. One of the Hopi Tribe?s primary strategies to improving the reliability and cost efficiency of energy services on the Reservation and to creating alternative (to coal) economic development opportunities is to form and begin implementation of the Hopi Sustainable Energy Program. The Hopi Tribe through the implementation of this grant identified various economic opportunities available from renewable energy resources. However, in order to take advantage of those opportunities, capacity building of tribal staff is essential in order for the Tribe to develop and manage its renewable energy resources. As Arizona public utilities such as APS?s renewable energy portfolio increases the demand for renewable power will increase. The Hopi Tribe would be in a good position to provide a percentage of the power through wind energy. It is equally important that the Hopi Tribe begin a dialogue with APS and NTUA to purchase the 69Kv transmission on Hopi and begin looking into financing options to purchase the line.

    The Hawaii Energy Strategy program, or HES, is a set of seven projects which will produce an integrated energy strategy for the State of Hawaii.     This paper begins with an overview of the Asia-Pacific LNG market, its major players, and the likely availability of LNG supplies in the region. The discussion then examines the possibilities for the economic supply of LNG to Hawaii, the potential Hawaiian market, and the viability of an LNG project on Oahu. This survey is far from a complete technical assessment or an actual engineering/feasibility study. The economics alone cannot justify LNG`s introduction. The debate may continue as to whether fuel diversification and environmental reasons can outweigh the higher costs. Several points are made. LNG is not a spot commodity. Switching to LNG in Hawaii would require a massive, long-term commitment and substantial investments. LNG supplies are growing very tight in the Asia-Pacific region. Some of the environmental benefits of LNG are not entirely relevant in Hawaii because Hawaii`s air quality is generally excellent. Any air quality benefits may be more than counterbalanced by the environmental hazards connected with large-scale coastal zone construction, and by the safety hazards of LNG carriers, pipelines, etc. Lastly, LNG is not suitable for all energy uses, and is likely to be entirely unsuitable for neighbor island energy needs.

    RLA Consulting (RLA) has been retained by the State of Hawaii Department of Business, Economic Development and Tourism (DBEDT) to conduct a Renewable Energy Resource Assessment and Development Program. This three-phase program is part of the Hawaii Energy Strategy (HES), which is a multi-faceted program intended to produce an integrated energy strategy for the State of Hawaii. The purpose of Phase 1 of the project, Development of a Renewable Energy Resource Assessment Plan, is to better define the most promising potential renewable energy projects and to establish the most suitable locations for project development in the state. In order to accomplish this goal, RLA has identified constraints and requirements for renewable energy projects from six different renewable energy resources: wind, solar, biomass, hydro, wave, and ocean thermal. These criteria were applied to areas with sufficient resource for commercial development and the results of Phase 1 are lists of projects with the most promising development potential for each of the technologies under consideration. Consideration of geothermal energy was added to this investigation under a separate contract with DBEDT. In addition to the project lists, a monitoring plan was developed with recommended locations and a data collection methodology for obtaining additional wind and solar data. This report summarizes the results of Phase 1. 11 figs., 22 tabs.

    Deriving nearly 90% of its primary energy resources from oil, the State of Hawaii is more dependent on oil than any other U.S. state. The price of electricity in Hawaii is also more than twice the U.S. average. The Energy Policy Act of 2005 directed assessment of the economic implications of Hawaii's oil dependence and the feasibility of using renewable energy to help meet the state's electrical generation and transportation fuel use. This paper is based on the assessments and report prepared in response to that directive.Current total installed electrical capacity for the State of Hawaii is 2,414 MWe, 83% of which is fuel-oil generated, but already including about 170 MWe of renewable capacity. The assessments identified about 2,133 MWe (plus another estimated 2,000 MWe of rooftop PV systems) of potential new renewable energy capacity. Most notable, in addition to the rooftop solar potential, is 750 MWe and 140 MWe of geothermal potential on Hawaii and Maui, respectively, 840 MWe of potential wind capacity, primarily on Lanai and Molokai, and one potential 285 MWe capacity specific solar project (PV or solar thermal) identified on Kauai. Important social, political, and electrical-grid infrastructure challenges would need to be overcome to realize this potential. Among multiple crop and acreage scenarios, biofuels assessment found 360,000 acres in Hawaii zoned for agriculture and appropriate for sugarcane, enough to produce 429 million gallons of ethanol-enough to meet about 64% of current 2005 Hawaiian gasoline use. Tropical oil seed crops-potentially grown on the same land-might meet a substantial portion of current diesel use, but there has been little experience growing such crops in Hawaii. The U.S. Department of Energy and the State of Hawaii initiated in January 2008 a program that seeks to reduce Hawaii's oil dependence and provide 70% of the state's primary energy from clean energy sources by 2030. The Hawaii Clean Energy Initiative (HCEI) activities will be concentrated in two areas: (1) HCEI Working Groups will be formed and made up of private, state, and U.S. government experts in the areas of Transportation and Fuels, Electricity Generation, Energy Delivery and Transmission, and End-Use Efficiency; and (2) Partnership Projects will be undertaken with local and mainland partners that demonstrate and commercialize new technologies and relieve technical barriers.

    More than a dozen energy experts convened in Houston, Texas, on February 13, 2009, for the first in a series of four regionally-based energy summits being held by the Council on Competitiveness. The Southern Energy Summit was hosted by Marathon Oil Corporation, and participants explored the public policy, business and technological challenges to increasing the diversity and sustainability of U.S. energy supplies. There was strong consensus that no single form of energy can satisfy the projected doubling, if not tripling, of demand by the year 2050 while also meeting pressing environmental challenges, including climate change. Innovative technology such as carbon capture and storage, new mitigation techniques and alternative forms of energy must all be brought to bear. However, unlike breakthroughs in information technology, advancing broad-based energy innovation requires an enormous scale that must be factored into any equation that represents an energy solution. Further, the time frame for developing alternative forms of energy is much longer than many believe and is not understood by the general public, whose support for sustainability is critical. Some panelists estimated that it will take more than 50 years to achieve the vision of an energy system that is locally tailored and has tremendous diversity in generation. A long-term commitment to energy sustainability may also require some game-changing strategies that calm volatile energy markets and avoid political cycles. Taking a page from U.S. economic history, one panelist suggested the creation of an independent Federal Energy Reserve Board not unlike the Federal Reserve. The board would be independent and influence national decisions on energy supply, technology, infrastructure and the nation's carbon footprint to better calm the volatile energy market. Public-private efforts are critical. Energy sustainability will require partnerships with the federal government, such as the U.S. Department of Energy's National Laboratories, that can provide real-world improvements in both the short- and long-term. Indeed, the roles of government and the private sector in energy sustainability were brought into sharper focus by the pending American Recovery and Reinvestment Act of 2009, also known as the economic stimulus bill. There was cautious optimism that the bill was moving the nation in the right direction by way of focusing on greater energy efficiency, alternative forms of energy and improved infrastructure. Nevertheless, there was concern over Congress picking energy winners and losers. Instead, Congress should challenge industry to produce solutions that will create a clear path forward to energy sustainability that the American people can support.

    The term energy sustainability emerged from the UN Conference on Environment and Development in Rio 1992, when Agenda 21 was formulated and the Global Energy Charter proclaimed. Emission reductions, total energy costing, improved energy efficiency, and sustainable energy systems are the four fundamental principles of the charter. These principles can be implemented in the proposed financial, legal, technical, and education framework. Much has been done in many countries toward the implementation of the Global Energy Charter, but progress has not been fast enough to ease the disastrous effects of the too many ill-conceived energy systems on the environment, climate, and health. Global warming is accelerating, and pollution is worsening, especially in developing countries with their hunger for energy to meet the needs of economic development. Asian cities are now beating all pollution records, and greenhouse gases are visibly changing the climate with rising sea levels, retracting glaciers, and record weather disasters. This article presents why and how energy investments and research money have to be rechanneled into sustainable energy, rather than into the business-as-usual of depleting, unsustainable energy concepts exceeding one trillion dollars per year. This largest of all investment sectors needs much more attention.

    Electromagnetic (E.M.) energy injection method and apparatus for producing and sustaining suprathermal ordered ions in a neutral, two-ion-species, toroidal, bulk equilibrium plasma. More particularly, the ions are produced and sustained in an ordered suprathermal state of existence above the average energy and velocity of the bulk equilibrium plasma by resonant rf energy injection in resonance with the natural frequency of one of the ion species. In one embodiment, the electromagnetic energy is injected to clamp the energy and velocity of one of the ion species so that the ion energy is increased, sustained, prolonged and continued in a suprathermal ordered state of existence containing appreciable stored energy that counteracts the slowing down effects of the bulk equilibrium plasma drag. Thus, selective deuteron absorption may be used for ion-tail creation by radio-frequency excitation alone. Also, the rf can be used to increase the fusion output of a two-component neutral injected plasma by selective heating of the injected deuterons.

    This paper summarizes the results of an NREL assessment of Marine Corps Base Hawaii (MCBH), Kaneohe Bay to appraise the potential of achieving net zero energy status through energy efficiency, renewable energy, and hydrogen vehicle integration. In 2008, the U.S. Department of Defense's U.S. Pacific Command partnered with the U.S. Department of Energy's (DOE's) National Renewable Energy Laboratory (NREL) to assess opportunities for increasing energy security through renewable energy and energy efficiency at Hawaii military installations. DOE selected Marine Corps Base Hawaii (MCBH), Kaneohe Bay, to receive technical support for net zero energy assessment and planning funded through the Hawaii Clean Energy Initiative (HCEI). NREL performed a comprehensive assessment to appraise the potential of MCBH Kaneohe Bay to achieve net zero energy status through energy efficiency, renewable energy, and hydrogen vehicle integration. This paper summarizes the results of the assessment and provides energy recommendations. The analysis shows that MCBH Kaneohe Bay has the potential to make significant progress toward becoming a net zero installation. Wind, solar photovoltaics, solar hot water, and hydrogen production were assessed, as well as energy efficiency technologies. Deploying wind turbines is the most cost-effective energy production measure. If the identified energy projects and savings measures are implemented, the base will achieve a 96% site Btu reduction and a 99% source Btu reduction. Using excess wind and solar energy to produce hydrogen for a fleet and fuel cells could significantly reduce energy use and potentially bring MCBH Kaneohe Bay to net zero. Further analysis with an environmental impact and interconnection study will need to be completed. By achieving net zero status, the base will set an example for other military installations, provide environmental benefits, reduce costs, increase energy security, and exceed its energy goals and mandates.

    The National Renewable Energy Laboratory (NREL) and the U.S. Navy have worked together to demonstrate new or leading-edge commercial energy technologies whose deployment will support the U.S. Department of Defense (DOD) in meeting its energy efficiency and renewable energy goals while enhancing installation energy security. This is consistent with the 2010 Quadrennial Defense Review report1 that encourages the use of 'military installations as a test bed to demonstrate and create a market for innovative energy efficiency and renewable energy technologies coming out of the private sector and DOD and Department of Energy laboratories,' as well as the July 2010 memorandum of understanding between DOD and the U.S. Department of Energy (DOE) that documents the intent to 'maximize DOD access to DOE technical expertise and assistance through cooperation in the deployment and pilot testing of emerging energy technologies.' As part of this joint initiative, a promising waste-to-energy (WTE) technology was selected for demonstration at the Hickam Commissary aboard the Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii. The WTE technology chosen is called high-energy densification waste-to-energy conversion (HEDWEC). HEDWEC technology is the result of significant U.S. Army investment in the development of WTE technology for forward operating bases.

    This atlas of the wind energy resource is composed of introductory and background information, and assessments of the wind resource in each division of the region. Background on how the wind resource is assessed and on how the results of the assessment should be inerpreted is presented. An introduction and outline to the descriptions of the wind resource for each division are provided. Assessments for individual divisions are presented as separate chapters. Much of the information in the division chapters is given in graphic or tabular form. The sequences for each chapter are similar, but some presentations used for Hawaii are inappropriate or impractical for presentation with the Pacific Islands. Hawaii chapter figure and tables are cited below and appropriate Pacific Islands figure and table numbers are included in brackets ().

    The Kaupuni community consists of 19 affordable net-zero energy homes that were built within the Waianae Valley of Oahu, Hawaii in 2011. The project was developed for the native Hawaiian community led by the Department of Hawaiian Homelands. This paper presents a comparison of the modeled and measured energy performance of the homes. Over the first year of occupancy, the community as a whole performed within 1% of the net-zero energy goals. The data show a range of performance from house to house with the majority of the homes consistently near or exceeding net-zero, while a few fall short of the predicted net-zero energy performance. The impact of building floor plan, weather, and cooling set point on this comparison is discussed. The project demonstrates the value of using building energy simulations as a tool to assist the project to achieve energy performance goals. Lessons learned from the energy performance monitoring has had immediate benefits in providing feedback to the homeowners, and will be used to influence future energy efficient designs in Hawaii and other tropical climates.

    As part of its overall strategy to meet its energy goals, the Naval Facilities Engineering Command (NAVFAC) partnered with the Department of Energy's National Renewable Energy Laboratory (NREL) to rapidly demonstrate and deploy cost-effective renewable energy and energy efficiency technologies. This project was one of several demonstrations of new or underutilized commercial energy technologies. The common goal was to demonstrate and measure the performance and economic benefit of the system while monitoring any ancillary impacts to related standards of service and operation and maintenance (O&M) practices. In short, demonstrations at naval facilities simultaneously evaluate the benefits and compatibility of the technology with the U.S. Department of Defense (DOD) mission, and with NAVFAC's design, construction, operations, and maintenance practices, in particular. This project demonstrated the performance of commercially available advanced power strips (APSs) for plug load energy reductions in building A4 at Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii.

    Here we present a final report for the DOE award for the University of Hawaii High Energy Physics Group (UHHEPG) for the period from December 1, 2009 to May 31, 2013 (including a period of no-cost extension). The high energy physics (HEP) group at the University of Hawaii (UH) has been engaged in experiments at the intensity frontier studying flavor physics (Task A: Belle, Belle-II and Task B: BES) and neutrinos (Task C: SuperK, LBNE, Double Chooz, DarkSide, and neutrino R\\&D). On the energy frontier, new types of pixel detectors were developed for upgrades of the ATLAS experiment at the LHC (Task D). On the cosmic frontier, there were investigations of ultra high-energy neutrino astrophysics and the highest energy cosmic rays using special radio detection techniques (Task E: AMBER, ANITA R\\&D) and results of the analysis of ANITA data. In addition, we have developed new types of sophisticated and cutting edge instrumentation based on novel ``oscilloscope on a chip'' electronics (Task F). Theoretical physics research (Task G) is phenomenologically oriented and has studied experimental consequences of existing and proposed new theories relevant to the energy, cosmic and intensity frontiers. The senior investigators for proposal were T. E. Browder (Task A), F. A. Harris (Task B), P. Gorham (Task E), J. Kumar (Task G), J. Maricic (Task C), J. G. Learned (Task C), S. Pakvasa (Task G), S. Parker (Task D), S. Matsuno (Task C), X. Tata (Task G) and G. S. Varner (Tasks F, A, E).

    On July 2, 1976, an event took place in the desolate area of Puna, on the island of Hawaii, which showed great promise of reducing Hawaii's dependence on fuel oil. This great event was the flashing of Hawaii's first geothermal well which was named HGP-A. The discovery of geothermal energy was a blessing to Hawaii since the electric utilities are dependent upon fuel oil for its own electric generating units. Over 50% of their revenues pay for imported fuel oil. Last year (1979) about $167.1 million left the state to pay for this precious oil. The HGP-A well was drilled to a depth of 6450 feet and the temperature at the bottom of the hole was measured at 676 F, making it one of the hottest wells in the world.

    As part of its overall strategy to meet its energy goals, the Naval Facilities Engineering Command (NAVFAC) partnered with U.S. Department of Energy's (DOE) National Renewable Energy Laboratory (NREL) to rapidly demonstrate and deploy cost-effective renewable energy and energy efficiency technologies. This was one of several demonstrations of new and underutilized commercial energy efficiency technologies. The consistent year-round demand for air conditioning and dehumidification in Hawaii provides an advantageous demonstration location for advanced rooftop control (ARC) retrofit kits to packaged rooftop units (RTUs). This report summarizes the field demonstration of ARCs installed on nine RTUs serving a 70,000-ft2 exchange store (large retail) and two RTUs, each serving small office buildings located on Joint Base Pearl Harbor-Hickam (JBPHH).

    Hydrogen power park experiments in Hawai‘i produced real-world data on the performance of commercialized electrochemical components and power systems integrating renewable and hydrogen technologies. By analyzing the different losses associated with the various equipment items involved, this work identifies the different improvements necessary to increase the viability of these technologies for commercial deployment. The stand-alone power system installed at Kahua Ranch on the Big Island of Hawaii required the development of the necessary tools to connect, manage and monitor such a system. It also helped the electrolyzer supplier to adapt its unit to the stand-alone power system application. Hydrogen fuel purity assessments conducted at the Hawai‘i Natural Energy Institute (HNEI) fuel cell test facility yielded additional knowledge regarding fuel cell performance degradation due to exposure to several different fuel contaminants. In addition, a novel fitting strategy was developed to permit accurate separation of the degradation of fuel cell performance due to fuel impurities from other losses. A specific standard MEA and a standard flow field were selected for use in future small-scale fuel cell experiments. Renewable hydrogen production research was conducted using photoelectrochemical (PEC) devices, hydrogen production from biomass, and biohydrogen analysis. PEC device activities explored novel configurations of ‘traditional’ photovoltaic materials for application in high-efficiency photoelectrolysis for solar hydrogen production. The model systems investigated involved combinations of copper-indium-gallium-diselenide (CIGS) and hydrogenated amorphous silicon (a-Si:H). A key result of this work was the establishment of a robust “three-stage” fabrication process at HNEI for high-efficiency CIGS thin film solar cells. The other key accomplishment was the development of models, designs and prototypes of novel ‘four-terminal’ devices integrating high-efficiency CIGS and a-Si:H with operating features compatible with high-efficiency photoelectrochemical (PEC) water-splitting. The objective of one activity under the hydrogen production from biomass task was to conduct parametric testing of the Pearson gasifier and to determine the effects of gasifier operating conditions on the gas yields and quality. The hydrogen yield from this gasifier was evaluated in a parametric test series over a range of residence times from 0.8 to 2.2 seconds. H2 concentrations as high as 55% (volume) were measured in the product gas at the longer residence times and this corresponds to a hydrogen yield of 90 kg per tonne of bagasse without gas upgrading. The objective of another activity was to develop hot gas clean-up capabilities for the HNEI gasifier test facility to support hydrogen-from-biomass research. The product gas stream at the outlet of the hot gas filter was characterized for concentrations of permanent gas species and contaminants. Biomass feedstock processing activity included a preliminary investigation into methods for processing sugar cane trash at the Puunene Sugar Factory on the island of Maui, Hawaii. The objective of the investigation was to explore treatment methods that would enable the successful use of cane trash as fuel for the production of hydrogen via gasification. Analyses were completed for the technical and economic feasibility of producing biofuel from photosynthetic marine microbes on a commercial scale. Results included estimates for total costs, energy efficiency, and return on investment. The biohydrogen team undertook a comprehensive review of the field and came to what is considered a realistic conclusion. To summarize, continued research is recommended in the fundamentals of the science related to genetic engineering and specific topics to cover knowledge gaps. In the meantime, the team also advocates continued development of related processes which can be linked to pollution control and other real world applications. The extra revenues hydrogen can provide to these multi-product systems can improve profitability. The fact of the matter, though, is that the focused commercialization of hydrogen from biological processes awaits some necessary scientific breakthroughs and much higher conventional energy prices.

    China has ambitious goals for economic development, and mustfind ways to power the achievement of those goals that are bothenvironmentally and socially sustainable. Integration into the globaleconomy presents opportunities for technological improvement and accessto energy resources. China also has options for innovative policies andmeasures that could significantly alter the way energy is acquired andused. These opportunities andoptions, along with long-term social,demographic, and economic trends, will shape China s future energysystem, and consequently its contribution to emissions of greenhousegases, particularly carbon dioxide (CO2). In this study, entitled China sSustainable Energy Future: Scenarios of Energy and Carbon Emissions, theEnergy Research Institute (ERI), an independent analytic organizationunder China's Na tional Development and Reform Commission (NDRC), soughtto explore in detail how China could achieve the goals of the TenthFive-Year Plan and its longer term aims through a sustainable developmentstrategy. China's ability to forge a sustainable energy path has globalconsequences. China's annual emissions of greenhouse gases comprisenearly half of those from developing countries, and 12 percent of globalemissions. Most of China's greenhouse gas emissions are in the form ofCO2, 87 percent of which came from energy use in 2000. In that year,China's carbon emissions from energy use and cement production were 760million metric tons (Mt-C), second only to the 1,500 Mt-C emitted by theUS (CDIAC, 2003). As China's energy consumption continues to increase,greenhouse gas emissions are expected to inevitably increase into thefuture. However, the rate at which energy consumption and emissions willincrease can vary significantly depending on whether sustainabledevelopment is recognized as an important policy goal. If the ChineseGovernment chooses to adopt measures to enhance energy efficiency andimprove the overall structure of energy supply, it is possible thatfuture economic growth may be supported by a relatively lower increase inenergy consumption. Over the past 20 years, energy intensity in China hasbeen reduced partly through technological and structural changes; currentannual emissions may be as much as 600 Mt-C lower than they would havebeen without intensity improvements. China must take into account itsunique circumstances in considering how to achieve a sustainabledevelopment path. This study considers the feasibility of such anachievement, while remaining open to exploring avenues of sustainabledevelopment that may be very different from existing models. Threescenarios were prepared to assist the Chinese Government to explore theissues, options and uncertainties that it confronts in shaping asustainable development path compatible with China's uniquecircumstances. The Promoting Sustainability scenario offers a systematicand complete interpretation of the social and economic goals proposed inthe Tenth Five-Year Plan. The possibility that environmentalsustainability would receive low priority is covered in the OrdinaryEffort scenario. Aggressive pursuit of sustainable development measuresalong with rapid economic expansion is featured in the Green Growthscenario. The scenarios differ in the degree to which a common set ofenergy supply and efficiency policies are implemented. In cons ultationwith technology and policy experts domestically and abroad, ERI developedstrategic scenarios and quantified them using an energy accounting model.The scenarios consider, in unprecedented detail, changes in energy demandstructure and technology, as well as energy supply, from 1998 to 2020.The scenarios in this study are an important step in estimating realistictargets for energy efficiency and energy supply development that are inline with a sustainable development strategy. The scenarios also helpanalyze and explore ways in which China might slow growth in greenhousegas emissions. The key results have important policy implications:Depending on how demand for energy services is met, China could quadrupleits gross domestic product between 1998 and 2020 with energy use risingby 70 percent to 130 percent (Figure 1). Continual progress in improvingthe efficiency and structure of industry is crucial to maintainingeconomic growth with minimal growth in energy use. In some industries,output may grow with no rise in energy use at all. Swelling ranks ofmotor vehicles will deepen China's dependence on imported oil up to 320Mt per year by 2020 an amount that global markets can easily supply. Tomoderate growth in transportation energy use, the strong promotion ofconvenient public transport will be needed in addition to tighter fuelefficiency standards and advanced vehicles. Fuel switching, efficientappliances, better heating and cooling systems, and improved buildingenvelope technologies will be needed in the fast-growing buildingssector. By 2020, China will still b

    China is fueling its phenomenal economic growth with huge quantities of coal. The environmental consequences reach far beyond its borders--China is second only to the United States in greenhouse gas emissions. Expanding its supply of other energy sources, like nuclear power and imported oil, raises trade and security issues. Soaring electricity demand necessitates the construction of 40-70 GW of new capacity per year, creating sustained financing challenges. While daunting, the challenge of meeting China's energy needs presents a wealth of opportunities, particularly in meeting demand through improved energy efficiency and other clean energy technologies. The China Energy Group at the Lawrence Berkeley National Laboratory (LBNL) is committed to understanding these opportunities, and to exploring their implications for policy and business. We work collaboratively with energy researchers, suppliers, regulators, and consumers in China and elsewhere to: better understand the dynamics of energy use in China. Our Research Focus Encompasses Three Major Areas: Buildings, Industry, and Cross-Cutting Activities. Buildings--working to promote energy-efficient buildings and energy-efficient equipment used in buildings. Current work includes promoting the design and use of minimum energy efficiency standards and energy labeling for appliances, and assisting in the development and implementation of building codes for energy-efficient residential and commercial/public buildings. Past work has included a China Residential Energy Consumption Survey and a study of the health impacts of rural household energy use. Current work includes benchmarking China's major energy-consuming industries to world best practice, examining energy efficiency trends in China's steel and cement industries, implementing voluntary energy efficiency agreements in various industries, and developing a multi-year program for standards and for optimizing the industrial motor systems in China. Past work has included a comprehensive study of China's oil refining sector. Cross-Cutting--analysis and research focused on multisector, policy, and long-term development issues. Current cross-cutting policy and analysis research includes work on government procurement programs; energy service companies; a national energy policy assessment including the National Energy Strategy released by the government in early 2005; energy efficiency policy; an analysis of past trends in energy consumption in China as well as of future scenarios; and our China Energy Databook accompanied by chapter summaries and analysis of recent trends.

    Renewability and sustainability aspects of nuclear energy have been presented on the basis of two different technologies: (1) Conventional nuclear technology; CANDU reactors. (2) Emerging nuclear technology; fusion/fission (hybrid) reactors. Reactor grade (RG) plutonium, {sup 233}U fuels and heavy water moderator have given a good combination with respect to neutron economy so that mixed fuel made of (ThO{sub 2}/RG‐PuO{sub 2}) or (ThC/RG-PuC) has lead to very high burn up grades. Five different mixed fuel have been selected for CANDU reactors composed of 4 % RG‐PuO{sub 2} + 96 % ThO{sub 2}; 6 % RG‐PuO{sub 2} + 94 % ThO{sub 2}; 10 % RG‐PuO{sub 2} + 90 % ThO{sub 2}; 20 % RG‐PuO{sub 2} + 80 % ThO{sub 2}; 30 % RG‐PuO{sub 2} + 70 % ThO{sub 2}, uniformly taken in each fuel rod in a fuel channel. Corresponding operation lifetimes have been found as ∼ 0.65, 1.1, 1.9, 3.5, and 4.8 years and with burn ups of ∼ 30 000, 60 000, 100 000, 200 000 and 290 000 MW.d/ton, respectively. Increase of RG‐PuO{sub 2} fraction in radial direction for the purpose of power flattening in the CANDU fuel bundle has driven the burn up grade to 580 000 MW.d/ton level. A laser fusion driver power of 500 MW{sub th} has been investigated to burn the minor actinides (MA) out of the nuclear waste of LWRs. MA have been homogenously dispersed as carbide fuel in form of TRISO particles with volume fractions of 0, 2, 3, 4 and 5 % in the Flibe coolant zone in the blanket surrounding the fusion chamber. Tritium breeding for a continuous operation of the fusion reactor is calculated as TBR = 1.134, 1.286, 1.387, 1.52 and 1.67, respectively. Fission reactions in the MA fuel under high energetic fusion neutrons have lead to the multiplication of the fusion energy by a factor of M = 3.3, 4.6, 6.15 and 8.1 with 2, 3, 4 and 5 % TRISO volume fraction at start up, respectively. Alternatively with thorium, the same fusion driver would produce ∼160 kg {sup 233}U per year in addition to fission energy production in situ, multiplying the fusion energy by a factor of ∼1.3.

    The largest parabolic concentrating photovoltaic/solar thermal system in the U.S. began producing electricity and hot water for a hospital on the island of Kauai, Hawaii in November 1981. Each of the 80 parabolic collectors is 6 feet by 10 feet and concentrates incident sunlight on photovoltaic cells mounted on two faces of the receiver at the focus. Although the 35 kilowatt system has been designed to produce 22,000 net kilowatt-hours per year of electricity and 620,000 gallons of 180 F water, electrical output (12 to 15 kilowatt-hours per day) is only 20 percent of that expected, primarily because insolation at the site has been only 40 percent of predicted values. A second problem with fungal attack on the receivers has been solved by better sealing. The system has also withstood a hurricane with negligible damage.

    The sustainable system for global nuclear energy utilization has been developed based on the concept of the Self-Consistent Nuclear Energy System. As the results, it is clarified that metallic fuel fast reactor cycle with recycling of actinides and five LLFPs is one of the most promising systems for the sustainable nuclear utilization.
