  1. Restoration of surface-mined lands with rainfall harvesting

    Strip mining for coal in the arid western US will remove grazing land as energy demands are met. Conventional resotration usually includes leveling the spoil banks and covering them with top soil, fertilizing, seeding and irrigation with well or river water. An overview of research on an alternate method of restoring this land is reported. From 1976 through 1981 studies were conducted on the use of water harvesting, the collection and use of rainfall runoff, to restore the vegetative productivity of strip mined lands in arid regions. These studies tested the technical and economic feasibility of using partially leveled spoil banks at strip mines as catchment areas to collect and direct runoff to the topsoiled valley floor where crops were cultivated. Information was collected on the efficiency of seven treatments to increase runoff from the catchment areas and on the productivity of seven crops. The experiments were conducted in arid areas of Washington, Arizona, and Colorado. It was concluded that water harvesting can replace or augment expensive and inadequate supplies of well and river water in arid regions with a suitable climate. These studies showed that some treatments provided adequate runoff to produce a useful crop in the valleys, thus making this alternative approach to restoration technically feasible. This approach was also potentially economically feasible where the treatment costs of the catchment areas were low, the treatment was effective, the crop was productive and valuable, and earthmoving costs were lower than with conventional restoration involving complete leveling of spoil banks. It was also concluded that water harvesting can be made more effective with further information on catchment area treatments, which crops are most adaptable to water harvesting, the optimum incline of the catchment areas and climatic influences on water harvesting.

  2. Economic feasibility analysis of water-harvesting techniques for mined-land reclamation

    A water harvesting, agricultural production system, field tested as a means of reclaiming strip-mined land is described. Though the technical feasibility of the system is becoming increasingly apparent, economic feasibility and legal issues may determine its potential application. The purpose of this study is to explore the economic feasibility of the system and to provide information for use in assessing whether further investigation of water harvesting reclamation techniques is warranted. The economic feasibility of the PNL reclamation system hinges on whether its net benefits exceed those of conventional reclamation. This preliminary feasibility study assesses the net private benefits of each system using data for the Peabody Coal Company's Kayenta mine on the Black Mesa in Arizona. To compare the alternative reclamation systems, the present value of direct net benefits (income minus production and reclamation costs) is calculated for grazing (conventional reclamation) or for cropping (PNL reclamation). Three of the PNL system slope treatments have lower estimated total costs than conventional reclamation. The difference is $3895/acre for compacted slope, $3025/acre for salt-compacted slope and $2310/acre for crop-on-slope. These differences constitute a substantial cost advantage for the system on the basis of the present value of land reclamation and maintenance costs. The system also has advantages based on the estimated value of agricultural production capacity. Even the lowest yield levels considered for alfalfa, corn, and pinto beans had higher net present values than grazing.

    Approval of annual grant applications to states and Indian tribes is proposed in accordance with Title IV of the Surface Mining Control and Reclamation Act of 1977 (SMCRA). The grants are financed through assessments for abandoned coal mine reclamation. Fund collections are to continue through 1992. Granting of all available funds would provide the maximum possible amount of money and promote the highest level of reclamation of mined areas. Health and safety hazards associated with unreclaimed mines would be lessened, and habitat for fish, wildlife, and vegetation would be enhanced significantly. Mining reclamation projects would require evacuation of residents in affected areas. Reclamation activities would create dust and sediments, degrading air quality and surface flows. Endangered bat species dwelling in mine openings would be displaced or destroyed due to mine closures.

    This paper examines the efficacy of the Department of the Interior's Office of Surface Mining Reclamation and Enforcement's (OSMRE) efforts to implement the federally assisted coal mine subsidence insurance program. Coal mine subsidence, a gradual settling of the earth's surface above an underground mine, can damage nearby land and property. To help protect property owners from subsidence-related damage, the Congress passed legislation in 1984 authorizing OSMRE to make grants of up to $3 million to each state to help the states establish self-sustaining, state-administered insurance programs. Of the 21 eligible states, six Colorado, Indiana, Kentucky, Ohio, West Virginia, and Wyoming applied for grants. This paper reviews the efforts of these six states to develop self-sustaining insurance programs and assessed OSMRE's oversight of those efforts.

    The Surface Mining Control and Reclamation Act of 1977 promotes the reclamation of areas severely damaged in the past by coal mining operations. GAO reviewed the reclamation programs in Colorado, Kentucky, Pennsylvania, West Virginia, and Wyoming and found that they implemented financial control procedures and practices to ensure that the expenditures of reclamation funds are proper. Only one state, however, is complying with all related grant payment, audit, and inventory requirements. The states are generally reclaiming eligible, high priority projects as required under the act and are managing their reclamation projects in compliance with federal requirements.

    Productive mines in the southwest deplete reserves, while the government drags its heels on new power projects. Production in Arizona and New Mexico has fallen 18% over the last four years to 34.1 million tons. With Chevron Mining's McKinley mine rapidly depleting its reserves the industry will continue to contract. In the last three years at least three large mines in the Four Corners have terminated operations. Three others remain captive operations: BHP Billiton's San Juan Underground and Navajo Surface operations and Peabody Energy's Kayenta surface mine. In 2006 the Black Mesa mine stopped producing coal. These four mines are isolated from the national railways. Peabody's new El Segundo surface mine near Grants, NM is increasing production. If the planned $3 billion Desert Rock coal-fired power plant is built this will present a new market for the Navajo mine. The article gives details about the state of the aforementioned mines and of the new King II coal mine on the northern periphery of the San Juan basin and discusses the state of plans for the Desert Rock Energy Project. 5 photos.

    This paper reports on a GAO study of attorney and expert witness fees awarded as a result of litigation brought under the Surface Mining Control and Reclamation Act. As of March 24, 1989, a total of about $1.4 million had been awarded in attorney fees and expenses - about $1.3 subject to the provisions of the Employee Retirement Income Security Act, a comparison of its features with provisions of ERISA showed that the plan differed from ERISA provisions in areas such as eligibility, funding, and contribution limits.

    Methods, devices and systems for harvesting energy from electromagnetic radiation are provided including harvesting energy from electromagnetic radiation. In one embodiment, a device includes a substrate and one or more resonance elements disposed in or on the substrate. The resonance elements are configured to have a resonant frequency, for example, in at least one of the infrared, near-infrared and visible light spectra. A layer of conductive material may be disposed over a portion of the substrate to form a ground plane. An optical resonance gap or stand-off layer may be formed between the resonance elements and the ground plane. The optical resonance gap extends a distance between the resonance elements and the layer of conductive material approximately one-quarter wavelength of a wavelength of the at least one resonance element's resonant frequency. At least one energy transfer element may be associated with the at least one resonance element.

    Fenestration systems have numerous impacts upon the performances of buildings, including view, illumination, thermal gains and losses, and energy performance. These impacts can be positive or negative. Excellent energy savings and occupant satisfaction and productivity, and poor energy performance can result from bad design. The definition of proper fenestration design is not an easy one, since there are so many variables involved and because of the growing variability of fenestration products available. The vendors of these products make performance claims aimed at a variety of performance goals, but the list of issues addressed is seldom complete and comprehensive. Better characterization of the instantaneous energy and other performances of fenestration products is an important first step in increasing the designer's ability to create viable, cost-effective, and energy efficient designs. Next would be improved methods for calculating long-term performances. Finally we need better design tools that will incorporate new knowledge about fenestration performances in ways that enable designers rather than disable them. This report covers work done from the beginning of work on this grant late in 1984 to its end on 30 March 1990. 22 refs., 5 figs.

    The Illinois Abandoned Mined Lands Reclamation Council (AMLRC), created in 1975, is responsible for the abatement of hazardous and environmental problems associated with pre-law abandoned coal mines throughout the State. The availability of federal funds for reclamation, through passage of the Surface Mining Control and Reclamation Act of 1977 (SMCRA), greatly expanded the program. With funds provided through early cooperative agreements and current annual grants from the federal Office of Surface Mining (OSM), the State has reclaimed, or is currently reclaiming, 182 mine sites and has assisted OSM in the abatement of 67 emergency situations. This paper reviews the progress made by the AMLRC in dealing with the State's abandoned mine problems. Specifically, the numbers and types of problem sites reclaimed annually, their costs, and reclamation methods are identified. Progress of the program relative to the entire State's abandoned mine problems is reviewed. The effects of other reclamation factors, such as natural revegetation, remaining privately-funded reclamation, and secondary carbon recovery, on the overall scope of the State's program are also examined. General comments are made concerning grant preparation, State-OSM cooperation and AML-Inventory control. Selected reclamation projects and techniques are also discussed. 11 references, 3 tables.

    Pacific Northwest National Laboratory (PNNL) conducted in-depth research of state-level rainwater harvesting regulations for the Federal Energy Management Program (FEMP) to help federal agencies strategically identify locations conducive to rainwater harvesting projects. Currently, rainwater harvesting is not regulated by the federal government but rather it is up to individual states to regulate the collection and use of rainwater. There is no centralized information on state-level regulations on rainwater harvesting maintained by a federal agency or outside organization. To fill this information gap, PNNL performed detailed internet searches for each state, which included state agencies, universities, Cooperative Extension Offices, city governments, and related organizations. The state-by-state information on rainwater harvesting regulations was compiled and assembled into an interactive map that is color coded by state regulations. The map provides a visual representation of the general types of rainwater harvesting policies across the country as well as general information on the state programs if applicable. The map allows the user to quickly discern where rainwater harvesting is supported and regulated by the state. This map will be available on the FEMP website by September 2015.

    Text and structural data mining of Web and social media (WSM) provides a novel disease surveillance resource and can identify online communities for targeted public health communications (PHC) to assure wide dissemination of pertinent information. WSM that mention influenza are harvested over a 24-week period, 5-October-2008 to 21-March-2009. Link analysis reveals communities for targeted PHC. Text mining is shown to identify trends in flu posts that correlate to real-world influenza-like-illness patient report data. We also bring to bear a graph-based data mining technique to detect anomalies among flu blogs connected by publisher type, links, and user-tags.

    Project Description: Propane Vehicle Demonstration Grants The Propane Vehicle Demonstration Grants was established to demonstrate the benefits of new propane equipment. The US Department of Energy, the Propane Education & Research Council (PERC) and the Propane Vehicle Council (PVC) partnered in this program. The project impacted ten different states, 179 vehicles, and 15 new propane fueling facilities. Based on estimates provided, this project generated a minimum of 1,441,000 new gallons of propane sold for the vehicle market annually. Additionally, two new off-road engines were brought to the market. Projects originally funded under this project were the City of Portland, Colorado, Kansas City, Impco Technologies, Jasper Engines, Maricopa County, New Jersey State, Port of Houston, Salt Lake City Newspaper, Suburban Propane, Mutual Liquid Propane and Ted Johnson.

    In the United States, approval of surface coal mine permits became more complex with the imposition of certain additional and relatively untested requirements by the Surface Mining Control and Reclamation Act of 1977. Sections of the Act contain substantial pre-mining land-use planning requirements. The British system has been chosen for comparative study. All mining permits are granted in Great Britain within an overall land-use planning system. The British planning system is summarized with emphasis placed on minerals. Although planning systems are a well-described subject, little documentation addresses the special problems of mining companies. The first study helps to fill this gap.

    Already seeing the results of reclamation efforts, America's largest surface mines advance as engineers prepare for the future. 30 years after the signing of the Surface Mining Control and Reclamation Act by Jimmy Carter, western strip mines in the USA, especially in the Powder River Basin, are producing more coal than ever. The article describes the construction and installation of a $38.5 million near-pit crusher and overland belt conveyor system at Foundation Coal West's (FCW) Belle Ayr surface mine in Wyoming, one of the earliest PRB mines. It goes on to describe the development by Rio Tinto of an elk conservatory, the Rochelle Hill Conservation Easement, on reclaimed land at Jacobs Ranch, adjacent to the Rochelle Hills. 4 photos.

    A major environmental concern leading to the enactment of the Surface Mining Control and Reclamation Act of 1977 (SMCRA) was the degradation of streams and waterways from discharges of acid mine drainage (AMD) resulting from coal mining operations. Although SMCRA and its regulatory scheme contains specific provisions addressing the drainage of acidic water from mine sites, as do various other agencies statutes and regulations, AMD from active and abandoned mines remains a major environmental problem in the Appalachian region. The formation of acidic water during coal mining operations is pervasive and some believe impossible to prevent.

    In our study, Chlorella zofingiensis harvesting by dissolved air flotation (DAF) was critically evaluated with regard to algal concentration, culture conditions, type and dosage of coagulants, and recycle ratio. Harvesting efficiency increased with coagulant dosage and leveled off at 81%, 86%, 91%, and 87% when chitosan, Al3+, Fe3+, and cetyl trimethylammonium bromide (CTAB) were used at dosages of 70, 180, 250, and 500 mg g-1, respectively. The DAF efficiency-coagulant dosage relationship changed with algal culture conditions. In evaluating the influence of the initial algal concentration and recycle ratio revealed that, under conditions typical for algal harvesting, we found that itmore » is possible that the number of bubbles is insufficient. A DAF algal harvesting model was developed to explain this observation by introducing mass-based floc size distributions and a bubble limitation into the white water blanket model. Moreover, the model revealed the importance of coagulation to increase floc-bubble collision and attachment, and the preferential interaction of bubbles with larger flocs, which limited the availability of bubbles to the smaller sized flocs. The harvesting efficiencies predicted by the model agree reasonably with experimental data obtained at different Al3+ dosages, algal concentrations, and recycle ratios.     A novel energy harvesting system and method utilizing a thermoelectric having a material exhibiting a large thermally induced strain (TIS) due to a phase transformation and a material exhibiting a stress induced electric field is introduced. A material that exhibits such a phase transformation exhibits a large increase in the coefficient of thermal expansion over an incremental temperature range (typically several degrees Kelvin). When such a material is arranged in a geometric configuration, such as, for a example, a laminate with a material that exhibits a stress induced electric field (e.g. a piezoelectric material) the thermally induced strain is converted to an electric field.

    The DOE Biomass Program recently implemented the Biofuels Initiative, or 30x30 program, with the dual goal of reducing U.S. dependence on foreign oil by making cellulosic ethanol cost competitive with gasoline by 2012 and by replacing 30 percent of gasoline consumption with biofuels by 2030. Experience to date with increasing ethanol production suggests that it distorts agricultural markets and therefore raises concerns about the sustainability of the DOE 30 X 30 effort: Can the U.S. agricultural system produce sufficient feedstocks for biofuel production and meet the food price and availability expectations of American consumers without causing environmental degradation that would curtail the production of both food and fuel? Efforts are underway to develop computer-based modeling tools that address this concern and support the DOE 30 X 30 goals. Beyond technical agronomic and economic concerns, however, such models must account for the publics growing interest in sustainable agriculture and in the mitigation of predicted global climate change. This paper discusses ongoing work at the Center for Advanced Energy Studies that investigates the potential consequences and long-term sustainability of projected biomass harvests by identifying and incorporating sustainable harvest indicators in a computer modeling strategy.

    Perhaps the greatest risk to both equipment and personnel associated with highwall mining is from ground control. The two most significant ground control hazards are rock falls from highwall and equipment entrapment underground. In the central Appalachians, where the majority of highwall mining occurs in the USA, hillseams (or mountain cracks) are the most prominent structure that affects highwall stability. The article discusses measures to minimise the risk of failure associated with hillstreams. A 'stuck' or trapped highwall miner, and the ensuring retrieval or recovery operation, can be extremely disruptive to the highwall mining process. Most entrapment, are due to roof falls in the hole. The options for recovery are surface retrieval, surface excavation or underground recovery. Proper pillar design is essential to maintain highwall stability and prevent entrapments. NIOSH has developed the Analysis of Retreat Mining Pillar stability-Highwall Mining (ARMPS-HWM) computer program to help mine planners with this process. 10 figs.

    A pyroelectric thermal energy harvesting apparatus for generating an electric current includes a cantilevered layered pyroelectric capacitor extending between a first surface and a second surface, where the first surface includes a temperature difference from the second surface. The layered pyroelectric capacitor includes a conductive, bimetal top electrode layer, an intermediate pyroelectric dielectric layer and a conductive bottom electrode layer. In addition, a pair of proof masses is affixed at a distal end of the layered pyroelectric capacitor to face the first surface and the second surface, wherein the proof masses oscillate between the first surface and the second surface such that a pyroelectric current is generated in the pyroelectric capacitor due to temperature cycling when the proof masses alternately contact the first surface and the second surface.

  19. Measuring mine roof bolt strains

    A mine roof bolt and a method of measuring the strain in mine roof bolts of this type are disclosed. According to the method, a flat portion on the head of the mine roof bolt is first machined. Next, a hole is drilled radially through the bolt at a predetermined distance from the bolt head. After installation of the mine roof bolt and loading, the strain of the mine roof bolt is measured by generating an ultrasonic pulse at the flat portion. The time of travel of the ultrasonic pulse reflected from the hole is measured. This time of travel is a function of the distance from the flat portion to the hole and increases as the bolt is loaded. Consequently, the time measurement is correlated to the strain in the bolt. Compensation for various factors affecting the travel time are also provided.

    The Mining and Reclamation Technology Symposium was commissioned by the Mountaintop Removal Mining/Valley Fill Environmental Impact Statement (EIS) Interagency Steering Committee as an educational forum for the members of the regulatory community who will participate in the development of the EIS. The Steering Committee sought a balanced audience to ensure the input to the regulatory community reflected the range of perspectives on this complicated and emotional issue. The focus of this symposium is on mining and reclamation technology alternatives, which is one of eleven topics scheduled for review to support development of the EIS. Others include hydrologic, environmental, ecological, and socio-economic issues.

    The Industrial Technologies Program (ITP) relies on analytical studies to identify large energy reduction opportunities in energy-intensive industries and uses these results to guide its R&D portfolio. The energy bandwidth illustrates the total energy-saving opportunity that exists in the industry if the current processes are improved by implementing more energy-efficient practices and by using advanced technologies. This bandwidth analysis report was conducted to assist the ITP Mining R&D program in identifying energy-saving opportunities in coal, metals, and mineral mining. These opportunities were analyzed in key mining processes of blasting, dewatering, drilling, digging, ventilation, materials handling, crushing, grinding, and separations.

    The Surface Mining Control and Reclamation Act of 1977 is a landmark environmental law intended to protect U.S. lands from stripmining effects. However, coal mine operators claim that some SMCRA regulations are misguidedcosting time and money, but yielding no substantial environmental benefit. Unlike other environmental acts, SMCRA details specifically the goals of reclamation and the methods that must be implemented to meet these goals. Coal industry representatives believe that this discourages innovation, promotes inefficiency by ignoring regional differences among sites, and results in unnecessary expense to the industry.     In an effort to eliminate the replacement of the batteries of electronic devices that are difficult or impractical to service once deployed, harvesting energy from mechanical vibrations or impacts using piezoelectric materials has been researched over the last several decades. However, a majority of these applications have very low input frequencies. This presents a challenge for the researchers to optimize the energy output of piezoelectric energy harvesters, due to the relatively high elastic moduli of piezoelectric materials used to date. This paper reviews the current state of research on piezoelectric energy harvesting devices for low frequency (0–100 Hz) applications and the methods that have been developed to improve the power outputs of the piezoelectric energy harvesters. Various key aspects that contribute to the overall performance of a piezoelectric energy harvester are discussed, including geometries of the piezoelectric element, types of piezoelectric material used, techniques employed to match the resonance frequency of the piezoelectric element to input frequency of the host structure, and electronic circuits specifically designed for energy harvesters.

    A stabilizing arrangement for mine roof support systems of the type in which a series of support units, each including a transverse beam supported at opposite ends by extensible props, are interconnected by extensible struts in a manner to be selfadvancing by alternate retraction of support units from a roof supporting condition and extension of the struts to advance such retracted units relative to others of such units which are in an extended roof engaging condition. The connection of each prop to the beam in a given unit is pivotal to allow deflection of the beam and props of a supporting unit from a normal perpendicular relationship under load. The stabilizing means restores the props and beam to a normal perpendicular relationship for advancing movement of each support unit. The supporting units are further stabilized relative to the struts by prop supporting brackets permitting canting movement of the props from a perpendicular relationship with respect to the struts but maintaining the props in a generally upright position for unit advance.

    The crisis in American mining is discussed. The discussion focuses on the outlook for coal in the overall energy picture. Because of the Arab oil embargo of 1973, the Iranian disruption of 1979, and the tenfold increase in oil prices over the past decade, radical changes have taken place in energy supply and demand patterns. Two of the most important of these changes relate to investment. First, large investments have been made in energy-efficient plants, equipment, buildings, and vehicles. Their effect will restrain energy demand growth for the foreseeable future. Second, investments have been made in fuel-switching, from oil to coal and nuclear power. As a result the oil demand at the end of this century will be at approximately the same level as it is today. Natural gas demand is also likely to be flat. Coal demand, on the other hand, is expected to increase steadily over the long term. Recent conditions in the coal industry are reviewed, and a specific 10-year forecast is given.

    The Emergency Management Performance Grant (EMPG) Program provides federal funds to assist state, local, tribal and territorial governments in preparing for all hazards, as authorized by Section 662 of the Post Katrina Emergency Management Reform Act (6 U.S.C. sect. 762) and the Robert T. Stafford Disaster Relief and Emergency Assistance Act, as amended (42 U.S.C. sect. 5121 et seq.). Title VI of the Stafford Act authorizes FEMA to make grants for the purpose of providing a system of emergency preparedness for the protection of life and property in the United States from hazards and to vest responsibility for emergency preparedness jointly in the federal government and the states and their political subdivisions. The FY 2015 EMPG will provide federal funds to assist state, local, tribal and territorial emergency management agencies to obtain the resources required to support the National Preparedness Goal's (NPG's) associated mission areas and core capabilities. The federal government, through the EMPG Program, provides necessary direction, coordination, and guidance, and provides necessary assistance, as authorized in this title, to support a comprehensive all hazards emergency preparedness system.

    This report presents the information gathered by three mining engineers in a 1980 survey of nine surface mines in the United States and Canada. The mines visited included seven coal mines, one copper mine, and one tar sands mine selected as representative of present state of the art in open pit, strip, and terrace pit mining. The purpose of the survey was to investigate mining methods, equipment requirements, operating costs, reclamation procedures and costs, and other aspects of current surface mining practices in order to acquire basic data for a study comparing conventional and terrace pit mining methods, particularly in deeper overburdens. The survey was conducted as part of a project under DOE Contract No. DE-AC01-79ET10023 titled The Development of Optimal Terrace Pit Coal Mining Systems.

  11. A nonlinear piezoelectric energy harvester for various mechanical motions

    This study presents a nonlinear piezoelectric energy harvester with intent to scavenge energy from diverse mechanical motions. The harvester consists of four piezoelectric cantilever beams, a cylindrical track, and a ferromagnetic ball, with magnets integrated to introduce the magnetic coupling between the ball and the beams. The experimental results demonstrate that the harvester is able to collect energy from various directions of vibrations. For the vibrations perpendicular to the ground, the maximum peak voltage is increased by 3.2 V and the bandwidth of the voltage above 4 V is increased by more than 4 Hz compared to the results obtained when using a conventional design. For the vibrations along the horizontal direction, the frequency up-conversion is realized through the magnetic coupling. Moreover, the proposed design can harvest energy from the sway motion around different directions on the horizontal plane. Harvesting energy from the rotation motion is also achieved with an operating bandwidth of approximately 6 Hz.

    This report has been developed based on information exchanges at a 2.5-day workshop on energy harvesting for embedded structural health monitoring (SHM) sensing systems that was held June 28-30, 2005, at Los Alamos National Laboratory. The workshop was hosted by the LANL/UCSD Engineering Institute (EI). This Institute is an education- and research-focused collaboration between Los Alamos National Laboratory (LANL) and the University of California, San Diego (UCSD), Jacobs School of Engineering. A Statistical Pattern Recognition paradigm for SHM is first presented and the concept of energy harvesting for embedded sensing systems is addressed with respect to the data acquisition portion of this paradigm. Next, various existing and emerging sensing modalities used for SHM and their respective power requirements are summarized, followed by a discussion of SHM sensor network paradigms, power requirements for these networks and power optimization strategies. Various approaches to energy harvesting and energy storage are discussed and limitations associated with the current technology are addressed. This discussion also addresses current energy harvesting applications and system integration issues. The report concludes by defining some future research directions and possible technology demonstrations that are aimed at transitioning the concept of energy harvesting for embedded SHM sensing systems from laboratory research to field-deployed engineering prototypes.

    This report summarizes the outcome of the international workshop “From Computational Biophysics to Systems Biology (CBSB12)” which was held June 3-5, 2012, at the University of Tennessee Conference Center in Knoxville, TN, and supported by DOE through the Conference Support Grant 120174. The purpose of CBSB12 was to provide a forum for the interaction between a data-mining interested systems biology community and a simulation and first-principle oriented computational biophysics/biochemistry community. CBSB12 was the sixth in a series of workshops of the same name organized in recent years, and the second that has been held in the USA. As in previous years, it gave researchers from physics, biology, and computer science an opportunity to acquaint each other with current trends in computational biophysics and systems biology, to explore venues of cooperation, and to establish together a detailed understanding of cells at a molecular level. The conference grant of $10,000 was used to cover registration fees and provide travel fellowships to selected students and postdoctoral scientists. By educating graduate students and providing a forum for young scientists to perform research into the working of cells at a molecular level, the workshop adds to DOE's mission of paving the way to exploit the abilities of living systems to capture, store and utilize energy.

The rods are oligomers of the formula A.sup.1 (A.sup.b+1).sub.b, wherein b is at least 1, A.sup.1 through A.sup.b+1 are covalently coupled rod segments, and each rod segment A.sup.1 through A.sup.1+b comprises a compound of the formula X.sup.1 (X.sup.m+1).sub.m wherein m is at least 1 and X.sup.1 through X.sup.m+1 are covalently coupled porphyrinic macrocycles. Light harvesting arrays and solar cells containing such light harvesting rods are also described, along with intermediates useful in such methods and rods produced by such methods.

    The overall purpose of this project is to evaluate the biological and economic feasibility of restoring high-quality forests on mined land, and to measure carbon sequestration and wood production benefits that would be achieved from forest restoration procedures. In this segment of work, our goal was to review methods for estimating tree survival, growth, yield and value of forests growing on surface mined land in the eastern coalfields of the USA, and to determine the extent to which carbon sequestration is influenced by these factors. Public Law 95-87, the Surface Mining Control and Reclamation Act of 1977 (SMCRA), mandates that mined land be reclaimed in a fashion that renders the land at least as productive after mining as it was before mining. In the central Appalachian region, where prime farmland and economic development opportunities for mined land are scarce, the most practical land use choices are hayland/pasture, wildlife habitat, or forest land. Since 1977, the majority of mined land has been reclaimed as hayland/pasture or wildlife habitat, which is less expensive to reclaim than forest land, since there are no tree planting costs. As a result, there are now hundreds of thousands of hectares of grasslands and scrublands in various stages of natural succession located throughout otherwise forested mountains in the U.S. A literature review was done to develop the basis for an economic feasibility study of a range of land-use conversion scenarios. Procedures were developed for both mixed hardwoods and white pine under a set of low product prices and under a set of high product prices. Economic feasibility is based on land expectation values. Further, our review shows that three types of incentive schemes might be important: (1) lump sum payment at planting (and equivalent series of annual payments); (2) revenue incentive at harvest; and (3) benefit based on carbon volume.

    In the midst of a major economic crisis in the United Kingdom, equipment suppliers have been reporting a number of considerable purchases by British coal mining companies. In December 2008, Liebherr-Great Britain delivered the first two of four Rq350 Litronic hydraulic excavators for use at the Broken Cross opencast coal site in Lanarkshire, Scotland. Ten Terex TR100 rigid haulers were delivered to the site in late 2008. Hatfield Colliery at Stainforth, South Yorkshire, has been reopened by PowerFuel.     Logistical functions that are normally associated with US underground coal mining are investigated and analyzed. These functions imply all activities and services that support the producing sections of the mine. The report provides a better understanding of how these functions impact coal production in terms of time, cost, and safety. Major underground logistics activities are analyzed and include: transportation and personnel, supplies and equipment; transportation of coal and rock; electrical distribution and communications systems; water handling; hydraulics; and ventilation systems. Recommended areas for future research are identified and prioritized.

    The objective of this research grant was to improve upon the design of roof spans and coal pillars in a coal mining technique known as room-and-pillar mining. Essentially, the project consisted of three aspects: determination of stable roof spans; determination of the strength of coal pillars; and determination of safety factors for room-and-pillar coal mining conditions in the United States. The study included a critical review of the available pillar design formulas as well as the design methods for selecting stable roof spans. Three novel approaches were utilized: (1) the petite sismique technique was assessed for possible determination of coal pillar deformability; this was the first use of this technique in the United States since its development in France; (2) the Geomechanics Classification was extended for determination of safe roof spans in room-and-pillar coal mining; and (3) a national survey of the current design practice as well as of the stable and failed coal pillars and roof spans was performed with the aim of determining factors of safety in room-and-pillar coal mining. Research investigations included field studies, laboratory testing and analytical computer simulations. The final outcome of the project is a proposal for a design code for room-and-pillar coal mining in the United States. In the course of this research, seven publications were prepared and three M.S. theses were completed. Practical applications of this research are discussed.

    This study examines the impact of stochastic harvest field time on profit maximizing potential of corn cob/stover collection in North Dakota. Three harvest options are analyzed using mathematical programming models. Our findings show that under the first corn grain only harvest option, farmers are able to complete harvesting corn grain and achieve maximum net income in a fairly short amount of time with existing combine technology. However, under the second simultaneous corn grain and cob (one-pass) harvest option, farmers generate lower net income compared to the net income of the first option. This is due to the slowdown in combinemore » harvest capacity as a consequence of harvesting corn cobs. Under the third option of separate corn grain and stover (two-pass) harvest option, time allocation is the main challenge and our evidence shows that with limited harvest field time available, farmers find it optimal to allocate most of their time harvesting grain and then proceed to harvest and bale stover if time permits at the end of harvest season. The overall findings suggest is that it would be more economically efficient to allow a firm that is specialized in collecting biomass feedstock to participate in cob/stover harvest business.« less

    This invention resulted from a contract with the United States Department of Energy and relates to a mining tool. More particularly, the invention relates to an assembly capable of drilling a hole having a square cross-sectional shape with radiused corners. In mining operations in which conventional auger-type drills are used to form a series of parallel, cylindrical holes in a coal seam, a large amount of coal remains in place in the seam because the shape of the holes leaves thick webs between the holes. A higher percentage of coal can be mined from a seam by a means capable of drilling holes having a substantially square cross section. It is an object of this invention to provide an improved mining apparatus by means of which the amount of coal recovered from a seam deposit can be increased. Another object of the invention is to provide a drilling assembly which cuts corners in a hole having a circular cross section.     Explosive growth in geospatial data and the emergence of new spatial technologies emphasize the need for automated discovery of spatial knowledge. Spatial data mining is the process of discovering interesting and previously unknown, but potentially useful patterns from large spatial databases. The complexity of spatial data and intrinsic spatial relationships limits the usefulness of conventional data mining techniques for extracting spatial patterns. In this chapter we explore the emerging field of spatial data mining, focusing on four major topics: prediction and classification, outlier detection, co-location mining, and clustering. Spatiotemporal data mining is also briefly discussed.

  19. Longwall mining of thin seams

    Thin seam operations pose a challenge to the ingenuity of mining engineers to overcome the factor of human inconvenience in the restricted environment and associated high cost production. Surprisingly, low seam longwalls in the Federal Republic of Germany in an average thickness of 35 in. and dipping less than 18/sup 0/ come close to achieving the average production rate of all German longwall operations. They are all plow faces, and a consistent production of 3300 tons per day and a productivity of 40 tons per man shift are reported from one of the thin seam longwalls. These results were attained by reliable high-capacity equipment and roof support by shields that can be collapsed to as low as 22 inches. Maximum mining height for plow operated faces lies at 31.5 inches. Technology for mechanized mining of flat lying coalbeds less than 31.5 inches in thickness without rock cutting is not available, and firmness of coal, undulation of the strata, coalbed thickness variation, and the necessity of cutting rock, particularly through faults, set limits to plow application. The in-web shearer can be used in firm coal to a minimum mining height of 40 inches, and a daily production of 1650 to 2200 tons is reported from a longwall in the Saar district of Germany equipped with such a shearer and shields. Numerous in-web shearers are employed in the United Kingdom; reports as to their success are contradictory. Also, experience in the United States, though limited, has been negative. The steady increase in output from single drum shearer faces in Pennsylvania is a remarkable achievement, and occasional record breaking peaks in production indicate the potential of such mining. Technology development for the future is discussed.

  5. WIRELESS MINE-WIDE TELECOMMUNICATIONS TECHNOLOGY

    A comprehensive mine-wide, two-way wireless voice and data communication system for the underground mining industry was developed. The system achieves energy savings through increased productivity and greater energy efficiency in meeting safety requirements within mines. The mine-wide system is comprised of two interfaced subsystems: a through-the-earth communications system and an in-mine communications system. The mine-wide system permits two-way communication among underground personnel and between underground and surface personnel. The system was designed, built, and commercialized. Several systems are in operation in underground mines in the United States. The use of these systems has proven they result in considerable energy savings. A system for tracking the location of vehicles and people within the mine was also developed, built and tested successfully. Transtek's systems are being used by the National Institute of Occupational Safety and Health (NIOSH) in their underground mine rescue team training program. This project also resulted in a spin-off rescue team lifeline and communications system. Furthermore, the project points the way to further developments that can lead to a GPS-like system for underground mines allowing the use of autonomous machines in underground mining operations, greatly reducing the amount of energy used in these operations. Some products developed under this program are transferable to applications in fields other than mining. The rescue team system is applicable to use by first responders to natural, accidental, or terrorist-caused building collapses. The in-mine communications system can be installed in high-rise buildings providing in-building communications to security and maintenance personnel as well as to first responders.

  6. Reclamation of acidic copper mine tailings using municipal biosolids

    Reclamation of copper mine tailings in a cost effective, successful, and sustainable manner is an ongoing area of evaluation in the arid southwest. A study was initiated in September, 1996 near Hayden, Arizona to evaluate the use of municipal biosolids for reclaiming acidic copper mine tailings (pH of 2.5 to 4.0). The main objectives of the study were to (1) define an appropriate level of biosolids application for optimum plant growth, and (2) evaluate the effects of green waste and lime amendments. The experiment was a randomized complete block design with four biosolid rates of 20, 70, 100 and 135 dry tons/acre, three amendment treatments (none, green waste, and green waste plus lime); with three replications. Non-replicated controls (no treatment, green waste only and lime only) were included for comparison. Shortly after biosolids incorporation to a depth of 10--12 inches, composite soil samples (0--12 inches) of each plot were taken. Biosolids incorporation increased the pH of the tailings (>5.75) and additional increases in pH were noted with lime application. In January 1997, the plots were seeded and sprinkler irrigation was commenced. A total of 4.47 inches of rainfall and 3.8 inches of irrigation were applied until harvest in May 1997. Data from the first growing season indicates optimum growth (>66 lbs/acre) at biosolids rates of 70--100 dry tons/acre. There was a significant positive effect on growth of green waste and lime amendments. Surface NO{sub 3}-N concentrations in biosolids amended plots were greatly reduced (from 23 to 6 mg/kg) by addition of green waste. There was no evidence for NO{sub 3}N leaching below 12 inches.

In one embodiment, a device includes a substrate and one or more resonance elements disposed in or on the substrate. The resonance elements are configured to have a resonant frequency, for example, in at least one of the infrared, near-infrared and visible light spectra. A layer of conductive material may be disposed over a portion of the substrate to form a ground plane. An optical resonance gap or stand-off layer may be formed between the resonance elements and the ground plane. The optical resonance gap extends a distance between the resonance elements and the layer of conductive material approximately one-quarter wavelength of a wavelength of the at least one resonance element's resonant frequency. At least one energy transfer element may be associated with the at least one resonance element.

    Embodiments of energy harvesters have a plurality of piezoelectric planform-tapered, interdigitated cantilevered beams anchored to a common frame. The plurality of beams can be arranged as two or more sets of beams with each set sharing a common sense mass affixed to their free ends. Each set thus defined being capable of motion independent of any other set of beams. Each beam can comprise a unimorph or bimorph piezoelectric configuration bonded to a conductive or non-conductive supporting layer and provided with electrical contacts to the active piezoelectric elements for collecting strain induced charge (i.e. energy). The beams are planform tapered along the entirety or a portion of their length thereby increasing the effective stress level and power output of each piezoelectric element, and are interdigitated by sets to increase the power output per unit volume of a harvester thus produced.

    These funds were used for partial support of the PS2013 Satellite Workshop on Photosynthetic Light-Harvesting Systems, that was held on 8-11 August, 2013, at Washington University, St. Louis, MO. This conference, held in conjunction with the 16th International Congress on Photosynthesis/St. Louis, continued a long tradition of light-harvesting satellite conferences that have been held prior to the previous six international photosynthesis congresses. In this Workshop, the basis was explored for the current interest in replacing fossil fuels with energy sources derived form direct solar radiation, coupled with light-driven electron transport in natural photosynthetic systems and how they offer a valuable blueprint for conversion of sunlight to useful energy forms. This was accomplished through sessions on the initial light-harvesting events in the biological conversion of solar energy to chemically stored energy forms, and how these natural photosynthetic processes serve as a guide to the development of robust bio-hybrid and artificial systems for solar energy conversion into both electricity or chemical fuels. Organized similar to a Gordon Research Conference, a lively, informal and collegial setting was established, highlighting the exchange of exciting new data and unpublished results from ongoing studies. A significant amount of time was set aside for open discussion and interactive poster sessions, with a special session devoted to oral presentations by talented students and postdoctoral fellows judged to have the best posters. This area of research has seen exceptionally rapid progress in recent years, with the availability of a number of antenna protein structures at atomic resolution, elucidation of the molecular surface architecture of native photosynthetic membranes by atomic force microscopy and the maturing of ultrafast spectroscopic and molecular biological techniques for the investigation and manipulation of photosynthetic systems. The conferees represented a diverse international and multidisciplinary group, with over 160 individuals attending from a total of 17 different countries. Attendees came from a wide range of fields assuring that the widest possible interdisciplinary exchanges. They included prominent biochemists, biophysicists, plant physiologists, chemical physicists, as well as theoretical and computational physical chemists, who presented their research findings or to hear the latest advances in this very dynamic field. In the choice of speakers, a balance was created between established scientists and young, emerging researchers, given this opportunity to showcase their results. Sessions were held on electronic and vibrational coherence including coherent sharing of excitations among donor and acceptor molecules during excitation energy transfer, nonphotochemical quenching, acclimation to light environments, evolution, adaptation and biodiversity of light-harvesting pigment-protein complexes, their structure and membrane organization, spectroscopy and dynamics, as well as artificial antenna systems. A joint session was also held with the participants from the Cyanobacterial Satellite Conference. A special issue of Photosynthesis Research devoted to light harvesting (Volume 121, Issue No. 1, July 2014) has recently appeared which contains peer-reviewed original research contributions arising from talks and posters presented at the PS2013 Satellite Workshop on Photosynthetic Light-Harvesting Systems. Edited by the Organizers of the Workshop, Robert E. Blankenship, Harry A. Frank and Robert A. Niederman, it includes topics ranging from the isolation of new bacteriochlorophyll species from green bacteria, temperature effects on the excited states of the newly discovered chlorophyll (Chl) ƒ, new architectures for enhancing energy capture by biohybrid light-harvesting complexes, forces governing the formation of light-harvesting rings, spectroscopy of carotenoids of algae and diatoms and the supramolecular organization of caroteno-Chl proteins in diatoms, the molecular basis for urea dissociation of phycocyanin trimers and the role of vibronic molecular excitation theory in describing the spectral dynamics of pigment-protein complexes.

    A multi-laboratory ontology construction effort during the summer and fall of 2009 prototyped an ontology for counterfeit semiconductor manufacturing. This effort included an ontology development team and an ontology validation methods team. Here the third team of the Ontology Project, the Data Analysis (DA) team reports on their approaches, the tools they used, and results for mining literature for terminology pertinent to counterfeit semiconductor manufacturing. A discussion of the value of ontology-based analysis is presented, with insights drawn from other ontology-based methods regularly used in the analysis of genomic experiments. Finally, suggestions for future work are offered.

    This report summarizes the work performed under the project (3z(BStatitically significant relational data mining.(3y (BThe goal of the project was to add more statistical rigor to the fairly ad hoc area of data mining on graphs. Our goal was to develop better algorithms and better ways to evaluate algorithm quality. We concetrated on algorithms for community detection, approximate pattern matching, and graph similarity measures. Approximate pattern matching involves finding an instance of a relatively small pattern, expressed with tolerance, in a large graph of data observed with uncertainty. This report gathers the abstracts and references for the eight refereed publications that have appeared as part of this work. We then archive three pieces of research that have not yet been published. The first is theoretical and experimental evidence that a popular statistical measure for comparison of community assignments favors over-resolved communities over approximations to a ground truth. The second are statistically motivated methods for measuring the quality of an approximate match of a small pattern in a large graph. The third is a new probabilistic random graph model. Statisticians favor these models for graph analysis. The new local structure graph model overcomes some of the issues with popular models such as exponential random graph models and latent variable models.

    An apparatus and method for granting one or more requesting entities access to a resource in a predetermined time interval. The apparatus includes a first circuit receiving one or more request signals, and implementing logic for assigning a priority to the one or more request signals, and, generating a set of first_request signals based on the priorities assigned. One or more priority select circuits for receiving the set of first_request signals and generating corresponding one or more fixed grant signals representing one or more highest priority request signals when asserted during the predetermined time interval. A second circuit device receives the one or more fixed grant signals generates one or more grant signals associated with one or more highest priority request signals assigned, the grant signals for enabling one or more respective requesting entities access to the resource in the predetermined time interval, wherein the priority assigned to the one or more request signals changes each successive predetermined time interval. In one embodiment, the assigned priority is based on a numerical pattern, the first circuit changing the numerical pattern with respect to the first_request signals generated at each successive predetermined time interval.

  9. Fuel chip harvesting: small-scale experience in New Brunswick

    This paper reports results of several years' experience using small-scale fuel chip production from forest thinnings and residues. The work was undertaken to demonstrate and monitor this method of woody biomass utilization. Biomass recovered from small-scale harvesting ranged from 50% to 80% of that estimated to be available. Productivity of the small-scale chip production systems was in the tenths of an ovendried (OD) ton (a few cubic meters) per hour range. This productivity is similar to Swedish small-scale experience. The ratio of the energy in the fuel to that expended in chip production averaged 38:1. 6 references.

  11. Experimental analysis of energy harvesting from self-induced flutter of a composite beam

    Previous attempts to harvest energy from aeroelastic vibrations have been based on attaching a beam to a moving wing or structure. Here, we exploit self-excited oscillations of a fluttering composite beam to harvest energy using piezoelectric transduction. Details of the beam properties and experimental setup are presented. The effects of preset angle of attack, wind speed, and load resistance on the levels of harvested power are determined. The results point to a complex relation between the aerodynamic loading and its impact on the static deflection and amplitudes of the limit cycle oscillations on one hand and the load resistance and level of power harvested on the other hand.

  14. Method of underground mining by pillar extraction

    A method of sublevel caving and pillar and top coal extraction for mining thick coal seams includes the advance mining of rooms and crosscuts along the bottom of a seam to a height of about eight feet, and the retreat mining of the top coal from the rooms, crosscuts and portions of the pillars remaining from formation of the rooms and cross-cuts. In the retreat mining, a pocket is formed in a pillar, the top coal above the pocket is drilled, charged and shot, and then the fallen coal is loaded by a continuous miner so that the operator remains under a roof which has not been shot. The top coal from that portion of the room adjacent the pocket is then mined, and another pocket is formed in the pillar. The top coal above the second pocket is mined followed by the mining of the top coal of that portion of the room adjacent the second pocket, all by use of a continuous miner which allows the operator to remain under a roof portion which has not been shot.

  15. Mined land reclamation in Wisconsin since 1973

    Reclamation has long been recognized as an essential action necessary to mitigate the degradation of land caused by mining activities. But, it is only within the past several decades that reclamation has become an integral component of the mineral extraction process. While the Metallic Mining Reclamation Act (MMRA) was passed in 1973, Wisconsin is yet to enact comprehensive state-wide reclamation requirements for mining other than metallic minerals and the code for metallic mining has yet to establish procedures and standards for reclamation success, specifically revegetation and postmining land use. This study integrates several interdisciplinary methodologies including a history of reclamation; an inventory and status report of mined lands; a critique and comparison of existing reclamation policy with previous state and current federal reclamation policies; in-field case studies of revegetation parameters, procedures, and performance standards; and an economic analysis of reclamation technology. This study makes three major recommendations: (1) The metallic mining code should be amended to establish vegetation parameters, measuring methods, and performance standards for revegetation success similar to those contained in the federal Surface Mining Control and Reclamation Act (SMCRA); (2) The metallic mining code should be amended to resolve semantic loopholes by clearly defining the endpoints of terms such as restoration, reclamation, and rehabilitation and by utilizing the reclamation continuum as a planning tool for determining acceptable postmining land use alternatives; and (3) Mandatory statewide nonmetallic legislation should be enacted to strengthen the mineral resource management program in Wisconsin by systematically and uniformly regulating the mining and reclamation of nonmetallic minerals, the state's most important mineral resource.

Data reported by operators of mining establishments concerning work injuries are summarized by work location, accident classification, part of body injured, nature of injury, occupation, and bituminous or anthracite coal. Correlative information on employment, worktime, and operating activity also is presented. For ease of correlation between coal mining and the metal and nonmetal mineral mining industries, summary reference tabulations are included. Data were reported by operators of coal mines and preparation plants on a mandatory basis as required under the Federal Mine Safety and Health Act of 1977, Public Law 91-173 as amended by Public Law 95-164. Since January 1, 1978, operators of mines or preparation plants or both which are subject to the Act have been required under 30 CFR, Part 50 to submit reports of injuries, occupational illnesses, and related data. The statistical measures for injury experience adopted by MSHA in 1978 compare closely with the measures used in the Office of Occupational Safety and Health Statistics, Bureau of Labor Statistics, US Department of Labor. Therefore, beginning with 1978 data the mining industry can be compared on a standard basis with other United States industries. The statistical data the work experience of all personnel engaged in exploration development, production, maintenance, repair, and construction work, including supervisory and technical personnel, working partners, and onsite officeworkers. The terminology used throughout this report is that generally used by the mineral-extractive industries and by MSHA.

    Flowrates and storm generated water quality data were collected at sedimentation ponds on four surface mines in the states of Pennsylvania, Maryland, and West Virginia. The water quality data were analyzed for suspended solids and settleable solids content, and particle size distribution. The results were compared to the effluent limitations guidelines for total suspended solids as promulgated under the Clean Water Act for Coal Mining Point Source Category and adopted under the Surface Mine Control and Reclamation Act of 1977 and the resulting state regulatory programs. 3 references, 1 figure, 2 tables.

    An improved method of locating an underground mine fire by comparing the pattern of measured combustion product arrival times at detector locations with a real time computer-generated array of simulated patterns. A number of electronic fire detection devices are linked thru telemetry to a control station on the surface. The mine's ventilation is modeled on a digital computer using network analysis software. The time reguired to locate a fire consists of the time required to model the mines' ventilation, generate the arrival time array, scan the array, and to match measured arrival time patterns to the simulated patterns.

    The Paramont Coal Company Virginia, LLC, a subsidiary of Alpha Natural Resources, recently won the '2007 overall award for excellence in mining and reclamation from the Virginia Division of Mined Land Reclamation and the Virginia Mining Association. Coal People Magazine recently visited Black Bear No. 4 mine where a settling pond was being removed and stream bed placed to drain the area, part of the 451-acre award winning reclamation project. The article recounts discussions with mining engineers about the company's operations with emphasis on the Black Bear No. 4 mine.
