    Several months ago, faculty members and researchers at Harvard decided to address the issue of energy as a national-security problem by drawing together experts from the energy, security, and foreign-policy fields with the assistance of the Kennedy School's centers. An initial discussion of the most likely sources of oil-supply interruptions and the most urgent preparations to be undertaken by the US led to a research project, including a series of seminars and workshops. The project generated a book, Energy and Security, edited by the authors of this article, and from which this article is adapted. With nearly 40% of the oil consumed by the free world's economy vulnerable to terrorism, accident, warfare, and extortion, the potential economic costs of major supply interruptions are clearly terrifying. According to one estimate, a nine-million-barrel-per-day cutback of Saudi oil for a year would slash the American GNP by 6.6%, the European GNP by 8.8%, and the Japanese GNP by 9.5%; the loss of all Persian Gulf oil would cut America's GNP by 17.6%, Europe's by 23.3%, and Japan's by 27.3%. Since World War II, American strategy in foreign policy has focused on the defense of Europe and Japan, leading us to spend $150 million yearly on defense, the largest part devoted to strengthening NATO; yet, today, the likelihood of a large interruption of oil supplies stemming from various Middle East conflicts is much greater than an altercation that would involve NATO. Pointing out the sad truth that many government actions taken after the embargo in 1973 have made our situation worse - both energy and security - the authors review our present available options, then make recommendations for a coherent policy for energy security and national security, with the highest priority placed on putting US energy affairs in order.

    This is the AmeriFlux version of the carbon flux data for the site US-Ha1 Harvard Forest EMS Tower (HFR1). Site Description - The Harvard Forest tower is on land owned by Harvard University. The site is designated as an LTER site. Most of the surrounding area was cleared for agrigulture during European settlement in 1600-1700. The site has been regrowing since before 1900 (based on tree ring chronologies) and is now predominantly red oak and red maple, with patches of mature hemlock stand and individual white pine. Overstory trees were uprooted by hurricane in 1938. Climate measurements have been made at Harvard Forest since 1964.

    Since 1907 research and education have been the mission of the Harvard Forest is one of the oldest and most intensively studied forests in North America. Located in Petersham, Massachusetts, its 3000 acres of land have been a center of research and education since 1907. The Long Term Ecological Research (LTER) program, established in 1988 and funded by the National Science Foundation, provides a framework for much of this activity. An understanding of forest responses to natural and human disturbance and environmental change over broad spatial and temporal scales pulls together research topics including biodiversity studies, the effects of invasive organisms, large experiments and permanent plot studies, historical and retrospective studies, soil nutrient dynamics, and plant population and community ecological interactions. Major research in forest-atmosphere exchange, hydrology, and regional studies places the work in regional and global context, aided by modeling tools. Conservation and management research and linkages to policy have been part of the Forest since its beginning, and the approaches used in New England can often apply to international studies.     This is the AmeriFlux version of the carbon flux data for the site US-Ha2 Harvard Forest Hemlock Site. Site Description - The forest surrounding the Hemlock site has remained pristine with two exceptions. In the early to mid-1700s, European settlers cleared the majority of the forest for agricultural purposes. Selective harvesting of hemlock and chestnut trees occurred up until the early 1900s, when the chestnut blight killed all of the chestnut trees. In the current forest, about 83% of the total basal area of trees is hemlock. The remainder is equally divided between eastern white pine (Pinus strobus L.) and deciduous species, including red maple (Acer rubrum), red oak (Quercus rubra) and black birch (Betula lenta). A very thick organic layer (10-20 cm or more) covers the soil surface, and highly decayed coarse woody debris is abundant.

    Achieving aggressive energy efficiency targets requires tight coordination and clear communication among owners, designers, builders, and subcontractors. For this townhome project, MassDevelopment, the quasi-governmental agency owner, selected Metric Development of Boston, teaming with the U.S. Department of Energy (DOE) Consortium for Advanced Residential Buildings (CARB) and Cambridge Seven Architects, to build very high performing market-rate homes. Fort Devens is part of a decommissioned army base in working-class Harvard, Massachusetts, approximately one hour northwest of Boston. The team proposed 12 net zero energy-ready townhomes, meaning that the application of renewable energy systems would result in annual net zero energy use in the homes. The homes were also designed to achieve a Home Energy Rating System (HERS) Index Score of 41 before adding renewables. For this project, CARB drew on its experience working with Rural Development Inc. on a series of affordable townhomes in northern Massachusetts. The team carefully planned the site to maximize solar access, daylighting, and efficient building forms. The basic strategy was to design a very efficient thermal enclosure while minimizing incremental cost increases compared with standard construction. Using BEopt modeling software, the team established the requirements of the enclosure and investigated multiple assembly options. They settled on double-wall construction with dense-pack cellulose fill. High performance vinyl windows (U-0.24, solar heat gain coefficient [SHGC]-0.22), a vented R-59 attic, and exceptional air sealing completed the package.

The Appellant, Robert Orr, Jr., contested the adequacy of ORO’s search for responsive documents. The OHA reviewed ORO’s description of its search, explaining that a search was conducted by the Oak Ridge National Laboratory (ORNL) by its legal and contracts groups, and they could not locate any responsive documents. Based on the sufficiency of the search terms applied by ORNL in searching for the documents, the OHA determined that the search conducted was adequate and denied the Appeal.

    This conference was organized to study and analyze the role of simulation, analysis, modeling, and exercises in the history of NATO policy. The premise was not that the results of past studies will apply to future policy, but rather that understanding what influenced the decision process-and how-would be of value. The structure of the conference was built around discussion panels. The panels were augmented by a series of papers and presentations focusing on particular TNF events, issues, studies, or exercises. The conference proceedings consist of three volumes. Volume 1 contains the conference introduction, agenda, biographical sketches of principal participants, and analytical summary of the presentations and discussion panels.     The effects of military-authorized activities on San Joaquin kit fox (Vulpes velox macrotis) were investigated at Camp Roberts Army National Guard Training Site from 1988 to 1991. Military-authorized activities included military training exercises, facilities maintenance, new construction, controlled burning, livestock grazing, and public-access hunting. Positive effects of the military included habitat preservation, preactivity surveys, and natural resources management practices designed to conserve kit foxes and their habitat. Perceived negative effects such as entrapment in dens, shootings during military exercises, and accidental poisoning were not observed. Foxes were observed in areas being used simultaneously by military units. Authorized activities were known to have caused the deaths of three of 52 radiocollared foxes recovered dead: one became entangled in concertina wire, one was believed shot by a hunter, and one was struck by a vehicle. Entanglement in communication wire may have contributed to the death of another radiocollared fox that was killed by a predator. Approximately 10% of kit fox dens encountered showed evidence of vehicle traffic, but denning sites did not appear to be a limiting factor for kit foxes.

    The principal objectives of the Fossil Energy Program are to seek new ideas, new data, fundamental knowledge that will support the ongoing programs, and new processes to better utilize the nation's fossil energy resources with greater efficiency and environmental acceptability. Toward this end, the Department of Energy supports research projects conducted by universities and colleges to: Ensure a foundation for innovative technology through the use of the capabilities and talents in our academic institutions; provide an effective, two-way channel of communication between the Department of Energy and the academic community; and ensure that trained technical manpower is developed to carry out basic and applied research in support of DOE's mission. Fossil Energy's university activities emphasize the type of research that universities can do best - research to explore the potential of novel process concepts, develop innovative methods and materials for improving existing processes, and obtain fundamental information on the structure of coal and mechanisms of reactions of coal, shale oil, and other fossil energy sources. University programs are managed by different Fossil Energy technical groups; the individual projects are described in greater detail in this book. It is clear that a number of research areas related to the DOE Fossil Energy Program have been appropriate for university involvement, and that, with support from DOE, university scientific and technical expertise can be expected to continue to play a significant role in the advancement of fossil energy technology in the years to come.

    Scientists are quite familiar with what a supernova looks like when these stars are destroyed in the most massive explosions in the universe, they leave their mark as one of the brightest objects in space, at least for several weeks. While the supernova can be seen, it cant be heard, as sound waves cannot travel through space. But what if the light waves emitted by the exploding star and other cosmological phenomena could be translated into sound? Thats the idea behind a Rhythms of the Universe, a musical project to sonify the universe by Grateful Dead percussionist and Grammy award-winning artist Mickey Hart that caught the attention of Nobel Prize-winning astrophysicist George Smoot of Lawrence Berkeley National Laboratory.     We give a universal recipe for constructing nonlinear entanglement witnesses able to detect nonclassical correlations in arbitrary systems of distinguishable and/or identical particles for an arbitrary number of constituents. The constructed witnesses are expressed in terms of expectation values of observables. As such, they are, at least in principle, measurable in experiments.
