Eisenbeis, Supt. of Conservation COON HUNTING Folks living on a farm or in a small town, especially if not too far from a creek or river, seem to have more fun than city people. They spend more time out-of-doors. One of their most prized enjoyments is "coon hunting". It has all the drama and music of an opera. At dusk, raccoons come down from their den trees to feed and play. They are inquisitive animals and frequently travel quite a distance. So, on a warm damp night after a spell of freezing weather, a little group of neighbors may gather, with their hounds, to go coon hunting. On such nights raccoons are more active, their scent is more easily followed by the hounds, and the dogs can be heard from longer distances.

Individual letters will be sent to hunters previously selected to participate in the 2013 Deer Hunt Program prior to its being cancelled due to a lapse in federal appropriations. These letters will contain an opportunity to participate in the rescheduled hunts.. The mission of the Savannah River Site (SRS) Deer Control Activities is to conduct a harvest intended to lower the incidence of animal-vehicle collisions on the site and reduce the feral hog damage to valuable plant communities, timber plantations, and ecological research sites.

The primary purpose for the initiation of deer hunts on the Oak Ridge Reservation (ORR) was deer population control to reduce collisions with vehicles and maintain a healthy herd and habitat. Long-term resource planning provides a potential framework within which utilities can assess carbon regulatory risk and evaluate options for mitigating exposure to this risk through investments in energy efficiency and other low-carbon resources. In this paper, we examine current resource planning practices related to managing carbon regulatory risk, based on a comparative analysis of the most-recent long-term resource plans filed by fifteen major utilities in the Western U.S. First, we compare the assumptions and methods used by utilities to assess carbon regulatory risk and to evaluate energy efficiency as a risk mitigation option. Although most utilities have made important strides in beginning to address carbon regulatory risk within their resource plan, we also identify a number of opportunities for improvement and offer recommendations for resource planners and state regulators to consider. We also summarize the composition and carbon intensity of the preferred resource portfolios selected by the fifteen Western utilities, highlighting the contribution of energy efficiency and its impact on the carbon intensity of utilities' proposed resource strategies. Energy efficiency and renewables are the dominant low-carbon resources included in utilities' preferred portfolios. Across the fifteen utilities, energy efficiency constitutes anywhere from 6% to almost 50% of the preferred portfolio energy resources, and represents 22% of all incremental resources in aggregate.

Hunting for Snarks in Quantum Mechanics

A long-standing debate over the interpretation of quantum mechanics has centered on the meaning of Schroedinger's wave function {psi} for an electron. Broadly speaking, there are two major opposing schools. On the one side, the Copenhagen school(led by Bohr, Heisenberg and Pauli) holds that {psi} provides a complete description of a single electron state; hence the probability interpretation of {psi}{psi}* expresses an irreducible uncertainty in electron behavior that is intrinsic in nature. On the other side, the realist school(led by Einstein, de Broglie, Bohm and Jaynes) holds that {psi} represents a statistical ensemble of possible electron states; hence it is an incomplete description of a single electron state. I contend that the debaters have overlooked crucial facts about the electron revealed by Dirac theory. In particular, analysis of electron zitterbewegung(first noticed by Schroedinger) opens a window to particle substructure in quantum mechanics that explains the physical significance of the complex phase factor in {psi}. This led to a testable model for particle substructure with surprising support by recent experimental evidence. If the explanation is upheld by further research, it will resolve the debate in favor of the realist school. I give details. The perils of research on the foundations of quantum mechanics have been foreseen by Lewis Carroll in The Hunting of the Snark{exclamation_point}.

When Do Their Casualties Count? Exploring Wartime Decisions that Pit Security Against Harm

This dissertation offers a new understanding about wartime decision making in the face of likely, but unintended, harm to foreign civilians. It empirically identifies conditions under which leaders in democratic nations are more or less likely to choose to attack a target when confronted with a dilemma between pursuing national security objectives and avoiding civilian casualties. An innovative targeting decision model was constructed that described both the theorized structure of the decisions inputs and the process by which these inputs are assembled into a choice. The model went beyond the normal target benefit and civilian casualty cost considerations of proportionality to also include the contextual input of prospect frame. Decision makers were expected to address the same benefit and cost differently depending on whether they were winning or losing the conflict. This was because the prospect frame would influence their risk attitudes, as predicted by prospect theory. This model was then tested via two decision-making experiments that used military officers and defense civilians as participants. Additionally, a statistical analysis of data collected from an extended period of the second Intifada was done to seek evidence that the model also applied in actual wartime decision making. All three tests supported portions of the targeting decision model. Higher target benefit and lower civilian casualty estimates increased support for the planned attack. Prospect frame influenced decisions in the cases where both target value and the civilian casualty estimates were high and the resulting dilemma was very difficult. In these situations, those told that their forces were losing the conflict were less sensitive to humanitarian harm and more likely to support the attack than when they were told their side was winning. Furthermore, the Intifada data analysis of attacks approved by Israeli officials against Palestinians found this same effect of prospect frame held generally across all six years of observations.

Since 1990, the United Nations in cooperation with the European Space Agency is holding annually a workshop on basic space science for the benefit of the worldwide development of astronomy. These workshops have been held in countries of Asia and the Pacific (India, Sri Lanka), Latin America and the Caribbean (Costa Rica, Colombia, Honduras), Africa (Nigeria), Western Asia (Egypt, Jordan), and Europe (Germany, France). Additional to the scientific benefits of the workshops and the strengthening of international cooperation, the workshops lead to the establishment of astronomical telescope facilities in Colombia, Egypt, Honduras, Jordan, Morocco, Paraguay, Peru, Philippines, Sri Lanka, and Uruguay. The annual UN/ESA Workshops continue to pursue an agenda to network these astronomical telescope facilities through similar research and education programmes. Teaching material and hands-on astrophysics material has been developed for the operation of such astronomical telescope facilities in an university environment.

Niche of harmful alga Aureococcus anophagefferens revealed through ecogenomics

Harmful algal blooms (HABs) cause significant economic and ecological damage worldwide. Despite considerable efforts, a comprehensive understanding of the factors that promote these blooms has been lacking because the biochemical pathways that facilitate their dominance relative to other phytoplankton within specific environments have not been identified. Here, biogeochemical measurements demonstrated that the harmful alga Aureococcus anophagefferens outcompeted co-occurring phytoplankton in estuaries with elevated levels of dissolved organic matter and turbidity and low levels of dissolved inorganic nitrogen. We subsequently sequenced the first HAB genome (A. anophagefferens) and compared its gene complement to those of six competing phytoplankton species identified via metaproteomics. Using an ecogenomic approach, we specifically focused on the gene sets that may facilitate dominance within the environmental conditions present during blooms. A. anophagefferens possesses a larger genome (56 mbp) and more genes involved in light harvesting, organic carbon and nitrogen utilization, and encoding selenium- and metal-requiring enzymes than competing phytoplankton. Genes for the synthesis of microbial deterrents likely permit the proliferation of this species with reduced mortality losses during blooms. Collectively, these findings suggest that anthropogenic activities resulting in elevated levels of turbidity, organic matter, and metals have opened a niche within coastal ecosystems that ideally suits the unique genetic capacity of A. anophagefferens and thus has facilitated the proliferation of this and potentially other HABs.

We compare signatures and cross sections for various Higgs production mechanisms: (1) toponium radiative decay (xi ..-->.. H/sup 0/..gamma..); (2) gluon gluon fusion (gg ..-->.. THE HUNT FOR EXOMOONS WITH KEPLER (HEK). I. DESCRIPTION OF A NEW OBSERVATIONAL PROJECT

Two decades ago, empirical evidence concerning the existence and frequency of planets around stars, other than our own, was absent. Since that time, the detection of extrasolar planets from Jupiter-sized to, most recently, Earth-sized worlds has blossomed and we are finally able to shed light on the plurality of Earth-like, habitable planets in the cosmos. Extrasolar moons may also be frequently habitable worlds, but their detection or even systematic pursuit remains lacking in the current literature. Here, we present a description of the first systematic search for extrasolar moons as part of a new observational project called 'The Hunt for Exomoons with Kepler' (HEK). The HEK project distills the entire list of known transiting planet candidates found by Kepler (2326 at the time of writing) down to the most promising candidates for hosting a moon. Selected targets are fitted using a multimodal nested sampling algorithm coupled with a planet-with-moon light curve modeling routine. By comparing the Bayesian evidence of a planet-only model to that of a planet-with-moon, the detection process is handled in a Bayesian framework. In the case of null detections, upper limits derived from posteriors marginalized over the entire prior volume will be provided to inform the frequency of large moons around viable planetary hosts, {eta} leftmoon. After discussing our methodologies for target selection, modeling, fitting, and vetting, we provide two example analyses.

Abstract—Aureococcus anophagefferens, a harmful bloomforming alga responsible for brown tides in estuaries of the Middle Atlantic U.S., has been investigated by atomic force microscopy for the first time, using probes functionalized with a monoclonal antibody specific for the alga. The rupture force between a single monoclonal antibody and the surface of A. anophagefferens was experimentally found to be 246 6 11 pN at the load rate of 12 nN/s. Force histograms for A. anophagefferens and other similarly-sized algae are presented and analyzed. The results illustrate the effects of load rates, and demonstrate that force-distance measurements can be used to build biosensors with high signal-to-noise ratios for A. anophagefferens. The methods described in this paper can be used, in principle, to construct sensors with single-cell resolution for arbitrary cells for which monoclonal antibodies are available. South Dakota shallow gas hunt heats up

As the search for shallow gas reserves in South Dakota intensifies, most of the exploratory drilling activity is concentrating along the Camp Crook anticline in the northwestern part of the state, where large amounts of gas could be locked in shallow, low-pressure sands. Gas production found in 1977 in the Cretaceous Shannon of the West Short Pine hills field in Harding Co. set off the current gas play. Drilling reports now list some 28 wells in that section of the state, mostly in Harding Co. Previous drilling - notably at the Ardmore gas field in southwestern South Dakota in the 1940s - failed to initiate any exploratory plays. The state remains one of the most undrilled prospective hydrocarbon regions in the US. South Dakota's Cretaceous section is similar to that in Wyoming, where the Dakota and Muddy sandstones are important producers. Numerous sites for exploratory wells lie in the Powder River, Kennedy, and Williston basins.

HUNTING FOR YOUNG DISPERSING STAR CLUSTERS IN IC 2574

Dissolving stellar groups are very difficult to detect using traditional surface photometry techniques. We have developed a method to find and characterize non-compact stellar systems in galaxies where the young stellar population can be spatially resolved. By carrying out photometry on individual stars, we are able to separate the luminous blue stellar population from the star field background. The locations of these stars are used to identify groups by applying the HOP algorithm, which are then characterized using color-magnitude and stellar density radial profiles to estimate age, size, density, and shape. We test the method on Hubble Space Telescope Advanced Camera for Surveys archival images of IC 2574 and find 75 dispersed stellar groups. Of these, 20 highly dispersed groups are good candidates for dissolving systems. We find few compact systems with evidence of dissolution, potentially indicating that star formation in this galaxy occurs mostly in unbound clusters or groups. These systems indicate that the dispersion rate of groups and clusters in IC 2574 is at most 0.45 pc Myr{sup -1}. The location of the groups found with HOP correlate well with H I contour map features. However, they do not coincide with H I holes, suggesting that those holes were not created by star-forming regions.

Uncertainty surrounding the nature and timing of future carbon regulations poses a fundamental and far-reaching financial risk for electric utilities and their ratepayers. Long-term resource planning provides a potential framework within which utilities can assess carbon regulatory risk and evaluate options for mitigating exposure to this risk through investments in energy efficiency and other low-carbon resources. In this paper, we examine current resource planning practices related to managing carbon regulatory risk, based on a comparative analysis of the most-recent long-term resource plans filed by fifteen major utilities in the Western U.S. First, we compare the assumptions and methods used by utilities to assess carbon regulatory risk and to evaluate energy efficiency as a risk mitigation option. Although most utilities have made important strides in beginning to address carbon regulatory risk within their resource plan, we also identify a number of opportunities for improvement and offer recommendations for resource planners and state regulators to consider. We also summarize the composition and carbon intensity of the preferred resource portfolios selected by the fifteen Western utilities, highlighting the contribution of energy efficiency and its impact on the carbon intensity of utilities' proposed resource strategies. Energy efficiency and renewables are the dominant low-carbon resources included in utilities' preferred portfolios. Across the fifteen utilities, energy efficiency constitutes anywhere from 6percent to almost 50percent of the preferred portfolio energy resources, and represents 22percent of all incremental resources in aggregate.

I would like to thanks Deutsche Bank for the invitation to join at this important event where, various investors, business leaders and senior government officers gather to have a constructive dialogue. Pursuing the origin of electroweak symmetry breaking: a 'Bayesian Physics' argument for sqrt(s) <~; 600 GeV e+e- collider

High-energy data has been accumulating over the last ten years, and it should not be ignored when making decisions about the future experimental program. In particular, we argue that the electroweak data collected at LEP, SLC and Tevatron indicate a light scalar particle with mass less than 500 GeV. This result is based on considering a wide variety of theories including the Standard Model, supersymmetry, large extra dimensions, and composite models. We argue that a high luminosity, 600 GeV e{sup +}e{sup -} collider would then be the natural choice to feel confident about finding and studying states connected to electroweak symmetry breaking. We also argue from the data that worrying about resonances at multi-TeV energies as the only signal for electroweak symmetry breaking is not as important a discovery issue for the next generation of colliders. Such concerns should perhaps be replaced with more relevant discovery issues such as a Higgs boson that decays invisibly, and ''new physics'' that could conspire with a heavier Higgs boson to accommodate precision electroweak data. An e{sup +}e{sup -} collider with {radical}s {approx}< 600 GeV is ideally suited to cover these possibilities.

The hunt for CikR: response regulator for CikA in Synechococcus elongatus PCC 7942

Circadian rhythms are daily cycles of activity that have been demonstrated in many organisms including bacteria, fungi, insects, plants, and mammals. A clock system is composed of three parts: the input pathway, the central oscillator, and the output pathway. The input pathway takes temporal and environmental signals and transfers that information to the central oscillator, which contains the core components of the clock, to synchronize the endogenous clock with the environment. Temporal cues are then sent through output pathways to control certain cell processes. The CikA (circadian input kinase) protein is an integral part of the input pathway because a cikA mutant cannot reset its circadian rhythm in response to dark pulses. CikA contains a histidine protein kinase (HPK) domain, which suggests that CikA is part of a bacterial two-component signal transduction system in which CikA autophosphorylates in response to a signal and transfers that phosphate to a putative partner response regulator (RR), named CikR. The purpose of this project is to identify CikR. Bioinformatic analysis of the Synechococcus elongatus PCC 7942 genome identified nineteen potential cikR genes. Thirteen of the cikR candidates were eliminated due to their proximity to another HPK, or because their function was known and unrelated to the clock. Five of the remaining six genes were cloned and their protein products were overexpressed in Escherichia coli. Each protein was purified by affinity chromatography and used in trans--phosphorylation experiments to determine if a phosphoryl group can be transferred from radio-labeled, phosphorylated CikA to any CikR candidate. To date, no phosphoryl transfer has been detected; however, the sixth gene is currently being cloned for future tests. In vivo analysis of null alleles and overexpression constructs in the cyanobacterium has shown that at least two of the cikR candidate genes is necessary for normal circadian clock function as measured by luciferase reporters.

The energy scale of inflation: is the hunt for the primordial B-mode a waste of time?

Recent theoretical results indicate that the detection of primordial gravity waves from inflation may be a hopeless task. First, foregrounds from lensing put a strict lower limit on the detectability of the B-mode polarization signal in the Cosmic Microwave Background, the ``smoking gun'' for tensor (gravity wave) fluctuations. Meanwhile, widely accepted theoretical arguments indicate that the amplitude of gravity waves produced in inflation will be below this limit. I argue that failure is not inevitable, and that the effort to detect the primordial signal in the B-mode, whether it succeeds or fails, will yield crucial information about the nature of inflation.

NREL's Energy-Saving Technology for Air Conditioning Cuts Peak Power Loads Without Using Harmful Refrigerants (Fact Sheet)

This fact sheet describes how the DEVAP air conditioner was invented, explains how the technology works, and why it won an R&D 100 Award. Desiccant-enhanced evaporative (DEVAP) air-conditioning will provide superior comfort for commercial buildings in any climate at a small fraction of the electricity costs of conventional air-conditioning equipment, releasing far less carbon dioxide and cutting costly peak electrical demand by an estimated 80%. Air conditioning currently consumes about 15% of the electricity generated in the United States and is a major contributor to peak electrical demand on hot summer days, which can lead to escalating power costs, brownouts, and rolling blackouts. DEVAP employs an innovative combination of air-cooling technologies to reduce energy use by up to 81%. DEVAP also shifts most of the energy needs to thermal energy sources, reducing annual electricity use by up to 90%. In doing so, DEVAP is estimated to cut peak electrical demand by nearly 80% in all climates. Widespread use of this cooling cycle would dramatically cut peak electrical loads throughout the country, saving billions of dollars in investments and operating costs for our nation's electrical utilities. Water is already used as a refrigerant in evaporative coolers, a common and widely used energy-saving technology for arid regions. The technology cools incoming hot, dry air by evaporating water into it. The energy absorbed by the water as it evaporates, known as the latent heat of vaporization, cools the air while humidifying it. However, evaporative coolers only function when the air is dry, and they deliver humid air that can lower the comfort level for building occupants. And even many dry climates like Phoenix, Arizona, have a humid season when evaporative cooling won't work well. DEVAP extends the applicability of evaporative cooling by first using a liquid desiccant-a water-absorbing material-to dry the air. The dry air is then passed to an indirect evaporative cooling stage, in which the incoming air is in thermal contact with a moistened surface that evaporates the water into a separate air stream. As the evaporation cools the moistened surface, it draws heat from the incoming air without adding humidity to it. A number of cooling cycles have been developed that employ indirect evaporative cooling, but DEVAP achieves a superior efficiency relative to its technological siblings.

ARTEMiS (Automated Robotic Terrestrial Exoplanet Microlensing Search) - A possible expert-system based cooperative effort to hunt for planets of Earth mass and below

(abridged) The technique of gravitational microlensing is currently unique in its ability to provide a sample of terrestrial exoplanets around both Galactic disk and bulge stars, allowing to measure their abundance and determine their distribution with respect to mass and orbital separation. In order to achieve these goals in reasonable time, a well-coordinated effort involving a network of either 2m or 4 x 1m telescopes at each site is required. It could lead to the first detection of an Earth-mass planet outside the Solar system, and even planets less massive than Earth could be discovered. From April 2008, ARTEMiS (Automated Robotic Terrestrial Exoplanet Microlensing Search) is planned to provide a platform for a three-step strategy of survey, follow-up, and anomaly monitoring. As an expert system embedded in eSTAR (e-Science Telescopes for Astronomical Research), ARTEMiS will give advice on the optimal targets to be observed at any given time, and will also alert on deviations from ordinary microlensing light curves by means of the SIGNALMEN anomaly detector. While the use of the VOEvent (Virtual Observatory Event) protocol allows a direct interaction with the telescopes that are part of the HTN (Heterogeneous Telescope Networks) consortium, additional interfaces provide means of communication with all existing microlensing campaigns that rely on human observers. The success of discovering a planet by microlensing critically depends on the availability of a telescope in a suitable location at the right time, which can mean within 10 min. Real-time modelling offers the opportunity of live discovery of extra-solar planets, thereby providing ''Science live to your home''.

A new FERC policy for electric utility mergers

Section 203 of the FPA provides the FERC with significant authority to shape the future structure of the electric utility industry. The FERC should exercise this authority prudently, with due regard to the reality that competition works better than regulation. For the FERC, this means carefully selecting the type of regulation it pursues. Second guessing whether a particular merger makes good business sense or will create a more efficient firm are matters particularly ill-suited to the regulatory process. These decisions can generally be left to utility executives and shareholders. Competition will be more than adequate to discipline any mergers that do not live up to expectations. The goal should be to ensure that competition will remain a disciplining force following a merger. This means carefully considering the potential competitive impacts of a merger. In doing so, however, the FERC must remain cognizant of the interplay between its merger review standards and its other policies. FERC decisions regarding transmission pricing and future market institutions (such as Poolcos) will have a significant impact on the size and nature of markets. This, in turn, will affect the degree to which particular mergers may, or may not, harm competition. The FERC`s merger policies must not only be rational and clearly articulated, but coordinated with its other policies to achieve the common goal of more efficient bulk power markets.

LUX Dark Matter Hunt LUX Dark Matter Hunt Adam Wade Bradley (Case Western Reserve University) Abstract: The LUX Dark Matter experiment is a 370-kg two-phase liquid xenon detector deployed in the Davis Campus at the 4850' Level of SURF in Lead, SD, to hunt for WIMP dark matter, a candidate for the majority component of matter in the universe. Commissioned at the end of 2012, the LUX detector achieves stable operation at liquid xenon temperatures through the use of a simple, economical, and powerful thermosyphon cryogenics cooling system. LUX recently completed an unblinded 85-day WIMP hunt where a study of radon-sourced alphas was combined with thorough background measurements and modeling for use in a profile likelihood ratio analysis of the data within a 118-kg fiducial mass of the target xenon. The Advanced Concepts Group of Sandia National Laboratories hosted a workshop, ''FOILFest: Community Enabled Security'', on July 18-21, 2005, in Albuquerque, NM. This was a far-reaching look into the future of physical protection consisting of a series of structured brainstorming sessions focused on preventing and foiling attacks on public places and soft targets such as airports, shopping malls, hotels, and public events. These facilities are difficult to protect using traditional security devices since they could easily be pushed out of business through the addition of arduous and expensive security measures. The idea behind this Fest was to explore how the public, which is vital to the function of these institutions, can be leveraged as part of a physical protection system. The workshop considered procedures, space design, and approaches for building community through technology. The workshop explored ways to make the ''good guys'' in public places feel safe and be vigilant while making potential perpetrators of harm feel exposed and convinced that they will not succeed. Participants in the Fest included operators of public places, social scientists, technology experts, representatives of government agencies including DHS and the intelligence community, writers and media experts. Many innovative ideas were explored during the fest with most of the time spent on airports, including consideration of the local airport, the Albuquerque Sunport. Some provocative ideas included: (1) sniffers installed in passage areas like revolving door, escalators, (2) a ''jumbotron'' showing current camera shots in the public space, (3) transparent portal screeners allowing viewing of the screening, (4) a layered open/funnel/open/funnel design where open spaces are used to encourage a sense of ''communitas'' and take advantage of citizen ''sensing'' and funnels are technological tunnels of sensors (the tunnels of truth), (5) curved benches with blast proof walls or backs, (6) making it easy for the public to report, even if not sure/''non-event'' (e.g. ''I'm uncomfortable'') and processing those reports in aggregate not individually, (7) transforming the resident working population into a part-time undercover security/sensor force through more innovative training and (8) adding ambassadors/security that engage in unexpected conversation with the public. The group recommended that we take actions to pursue the following ideas next: (a) A concept for a mobile sensor transport (JMP); (b) Conduct a follow-on workshop; (c) Conduct social experiments/activities to see how people would react to the concepts related to community and security; (d) Explore further aesthetically pleasing, blast-resistance seating areas; and (e) The Art of Freedom (an educational, multi-media campaign).

Replies: Matt, The USFW service has been doing this for decades to have statistical data on the population fluctuations of all birds. This information serves to warn when over hunting has taken a toll on a species or if a species is declining due to habitat loss or whatever. This information also indicates need for increased habitat areas as well as possible hunting restrictions. This organization has a formula for setting hunting limits based upon the data received from banding. It is important that all hunters return these bands for they are the ones who will suffer if the information is not there. Females of any species are the most important for reproduction and often they are protected over the males. This should explain the differences in what can be bagged.
