    The production of electricity from wind has grown rapidly in the U.S. and abroad. A problem generated by this rapid growth is the need for a highly trained workforce as has been discussed openly in recent workshops and in discussions with wind energy manufacturers and developers. In addition, the 20% by 2030 report lists workforce development as among the critical needs if the initiative is to succeed. This report also identified that, for this initiative to succeed, many of the wind energy related technologies needed to advance. As a result, a critical component of the workforce development is the highly trained personnel that can contribute to this technology advancement. The objective of this effort was to attract several highly qualified candidates to pursue a wind-energy focused interdisciplinary degree at the Masters Degree level. Since it was desired to produce these candidates as quickly as possible, fellowships were to be provided to the best candidates so that they could complete their degree quickly and transition to the workforce in the minimum time possible. In the course of advertising for these high quality candidates, it was hoped that other students would also be made aware of the educational and research opportunities offered by the Wind Energy Research Center (WERC). To ensure a wind energy focus for the students, a curriculum focused on wind was encouraged, but the curriculum was sufficiently flexible to allow the students to tailor the experience to meet their interests. Options for the students included internships or a thesis in addition to coursework only programs. The results of this effort are considered to be an overall success. Six students started the program and all have either completed or are in the last stages of completing the program. Individuals with a broad range of backgrounds started the program demonstrating that students from many areas can successfully complete such a program. On average, the students took longer than the expected three semesters and summer to complete the program, but this was largely due to the choices they made in their degree programs. All of the students completing their degree have either moved on to employment, graduate school, or are finishing up their degrees and actively looking for their next position. The outcomes of this program can thus serve to guide institutions looking to develop a similar program

    In the past, it took as long as 12 hours to manually screen 48 critical checkpoints at the National Ignition Facility (NIF) for harmful laser pulses. The screening equipment had to be moved from point to point throughout a facility the size of three football fields. Now with a new technology, called Laser SHIELD (Screening at High-throughput to Identify Energetic Laser Distortion), and with the push of a button, the screening can be done in less than one second. Proper screening of pulses is critical for the operation of high-energy lasers to ensure that the laser does not exceed safe operating conditions for optics. The energetic beams of light are so powerful that, when left uncontrolled, they can shatter the extremely valuable glass inside the laser. If a harmful pulse is found, immediate adjustments can be made in order to protect the optics for the facility. Laser SHIELD is a custom-designed high-throughput screening system built from low-cost and commercially available components found in the telecommunications industry. Its all-fiber design makes it amenable to the unique needs of high-energy laser facilities, including routing to intricate pick-off locations, immunity to electromagnetic interference and low-loss transport (up to several kilometers). The technology offers several important benefits for NIF. First, the facility is able to fire more shots in less time-an efficiency that saves the facility millions of dollars each year. Second, high-energy lasers are more flexible to wavelength changes requested by target physicists. Third, by identifying harmful pulses before they damage the laser's optics, the facility potentially saves hundreds of thousands of dollars in maintenance costs each year.

    Uncertainty surrounding the nature and timing of future carbon regulations poses a fundamental and far-reaching financial risk for electric utilities and their ratepayers. Long-term resource planning provides a potential framework within which utilities can assess carbon regulatory risk and evaluate options for mitigating exposure to this risk through investments in energy efficiency and other low-carbon resources. In this paper, we examine current resource planning practices related to managing carbon regulatory risk, based on a comparative analysis of the most-recent long-term resource plans filed by fifteen major utilities in the Western U.S. First, we compare the assumptions and methods used by utilities to assess carbon regulatory risk and to evaluate energy efficiency as a risk mitigation option. Although most utilities have made important strides in beginning to address carbon regulatory risk within their resource plan, we also identify a number of opportunities for improvement and offer recommendations for resource planners and state regulators to consider. We also summarize the composition and carbon intensity of the preferred resource portfolios selected by the fifteen Western utilities, highlighting the contribution of energy efficiency and its impact on the carbon intensity of utilities' proposed resource strategies. Energy efficiency and renewables are the dominant low-carbon resources included in utilities' preferred portfolios. Across the fifteen utilities, energy efficiency constitutes anywhere from 6percent to almost 50percent of the preferred portfolio energy resources, and represents 22percent of all incremental resources in aggregate.

Methods and Findings We present a multi-state, dynamical systems population structure model that can be used to assess the effects of tobacco product use behaviors on population health. The model incorporates transition behaviors, such as initiation, cessation, switching, and dual use, related to the use of multiple products. The model tracks product use prevalence and mortality attributable to tobacco use for the overall population and by sex and age group. The model can also be used to estimate differences in these outcomes between scenarios by varying input parameter values. We demonstrate model capabilities by projecting future cigarette smoking prevalence and smoking-attributable mortality and then simulating the effects of introduction of a hypothetical new lower-risk tobacco product under a variety of assumptions about product use. Sensitivity analyses were conducted to examine the range of population impacts that could occur due to differences in input values for product use and risk. We demonstrate that potential benefits from cigarette smokers switching to the lower-risk product can be offset over time through increased initiation of this product. Model results show that population health benefits are particularly sensitive to product risks and initiation, switching, and dual use behaviors. Conclusion Our model incorporates the variety of tobacco use behaviors and risks that occur with multiple products. As such, it can evaluate the population health impacts associated with the introduction of new tobacco products or policies that may result in product switching or dual use. They show strong absorption in the visible region because of the localized surface plasmon resonance (LSPR) of Ag NPs. This plasmonic photocatalyst shows a high activity and stability for the degradation of methyl blue (MB) under visible light irradiation, which could be attributed to the highly synergy of photoexcited Ag{sub x}H{sub 3?x}PW{sub 12}O{sub 40} (AgHPW) and plasmon-excited Ag NPs and the confinement effects at interfaces between polyoxometalates (POMs) and silver. POM anions have redox ability and high photocatalytic activity, whereas Ag NPs could effectively accelerate the separation of electrons and holes, both of which contribute to their high activity.

    This fact sheet describes how the DEVAP air conditioner was invented, explains how the technology works, and why it won an R&D 100 Award. Desiccant-enhanced evaporative (DEVAP) air-conditioning will provide superior comfort for commercial buildings in any climate at a small fraction of the electricity costs of conventional air-conditioning equipment, releasing far less carbon dioxide and cutting costly peak electrical demand by an estimated 80%. Air conditioning currently consumes about 15% of the electricity generated in the United States and is a major contributor to peak electrical demand on hot summer days, which can lead to escalating power costs, brownouts, and rolling blackouts. DEVAP employs an innovative combination of air-cooling technologies to reduce energy use by up to 81%. DEVAP also shifts most of the energy needs to thermal energy sources, reducing annual electricity use by up to 90%. In doing so, DEVAP is estimated to cut peak electrical demand by nearly 80% in all climates. Widespread use of this cooling cycle would dramatically cut peak electrical loads throughout the country, saving billions of dollars in investments and operating costs for our nation's electrical utilities. Water is already used as a refrigerant in evaporative coolers, a common and widely used energy-saving technology for arid regions. The technology cools incoming hot, dry air by evaporating water into it. The energy absorbed by the water as it evaporates, known as the latent heat of vaporization, cools the air while humidifying it. However, evaporative coolers only function when the air is dry, and they deliver humid air that can lower the comfort level for building occupants. And even many dry climates like Phoenix, Arizona, have a humid season when evaporative cooling won't work well. DEVAP extends the applicability of evaporative cooling by first using a liquid desiccant-a water-absorbing material-to dry the air. The dry air is then passed to an indirect evaporative cooling stage, in which the incoming air is in thermal contact with a moistened surface that evaporates the water into a separate air stream. As the evaporation cools the moistened surface, it draws heat from the incoming air without adding humidity to it. A number of cooling cycles have been developed that employ indirect evaporative cooling, but DEVAP achieves a superior efficiency relative to its technological siblings.

    This report provides the results of the South Texas Project Allegations Review Team of the US Nuclear Regulatory Commission. This team was formed to obtain and review allegations from individuals represented by three attorneys who had contacted Congressional staff members. The allegers were employed in various capacities at South Texas Project Electric Generating Station, licensed by Houston Lighting and Power Company, et al.; therefore, the allegations are confined to this site. The South Texas Project Allegations Review Team reviewed, referred, and dispositioned concerns related to discriminatory issues (harassment and intimidation), falsification of records and omission of information, and various technical issues. The team was able to substantiate certain technical issues of minor safety significance or regulatory concern at the South Texas Project facility, but it did not find widespread discriminatory practices such as harassment and intimidation.

    The Advanced Concepts Group of Sandia National Laboratories hosted a workshop, ''FOILFest: Community Enabled Security'', on July 18-21, 2005, in Albuquerque, NM. This was a far-reaching look into the future of physical protection consisting of a series of structured brainstorming sessions focused on preventing and foiling attacks on public places and soft targets such as airports, shopping malls, hotels, and public events. These facilities are difficult to protect using traditional security devices since they could easily be pushed out of business through the addition of arduous and expensive security measures. The idea behind this Fest was to explore how the public, which is vital to the function of these institutions, can be leveraged as part of a physical protection system. The workshop considered procedures, space design, and approaches for building community through technology. The workshop explored ways to make the ''good guys'' in public places feel safe and be vigilant while making potential perpetrators of harm feel exposed and convinced that they will not succeed. Participants in the Fest included operators of public places, social scientists, technology experts, representatives of government agencies including DHS and the intelligence community, writers and media experts. Many innovative ideas were explored during the fest with most of the time spent on airports, including consideration of the local airport, the Albuquerque Sunport. Some provocative ideas included: (1) sniffers installed in passage areas like revolving door, escalators, (2) a ''jumbotron'' showing current camera shots in the public space, (3) transparent portal screeners allowing viewing of the screening, (4) a layered open/funnel/open/funnel design where open spaces are used to encourage a sense of ''communitas'' and take advantage of citizen ''sensing'' and funnels are technological tunnels of sensors (the tunnels of truth), (5) curved benches with blast proof walls or backs, (6) making it easy for the public to report, even if not sure/''non-event'' (e.g. ''I'm uncomfortable'') and processing those reports in aggregate not individually, (7) transforming the resident working population into a part-time undercover security/sensor force through more innovative training and (8) adding ambassadors/security that engage in unexpected conversation with the public. The group recommended that we take actions to pursue the following ideas next: (a) A concept for a mobile sensor transport (JMP); (b) Conduct a follow-on workshop; (c) Conduct social experiments/activities to see how people would react to the concepts related to community and security; (d) Explore further aesthetically pleasing, blast-resistance seating areas; and (e) The Art of Freedom (an educational, multi-media campaign).

    This LS-DYNA modeling study evaluated a generic used nuclear fuel vertical dry storage cask system under tip-over, handling drop, and seismic load cases to determine the sensitivity of the canister containment boundary to these loads. The goal was to quantify the expected failure margins to gain insight into what material changes over the extended long-term storage lifetime could have the most influence on the security of the containment boundary. It was determined that the tip-over case offers a strong challenge to the containment boundary, and identifies one significant material knowledge gap, the behavior of welded stainless steel joints under high-strain-rate conditions. High strain rates are expected to increase the materials effective yield strength and ultimate strength, and may decrease its ductility. Determining and accounting for this behavior could potentially reverse the model prediction of a containment boundary failure at the canister lid weld. It must be emphasized that this predicted containment failure is an artifact of the generic system modeled. Vendor specific designs analyze for cask tip-over and these analyses are reviewed and approved by the Nuclear Regulatory Commission. Another location of sensitivity of the containment boundary is the weld between the base plate and the canister shell. Peak stresses at this location predict plastic strains through the whole thickness of the welded material. This makes the base plate weld an important location for material study. This location is also susceptible to high strain rates, and accurately accounting for the material behavior under these conditions could have a significant effect on the predicted performance of the containment boundary. The handling drop case was largely benign to the containment boundary, with just localized plastic strains predicted on the outer surfaces of wall sections. It would take unusual changes in the handling drop scenario to harm the containment boundary, such as raising the drop height or changing the impact angle. The seismic load case was derived from the August 23, 2011 earthquake that affected the North Anna power station. The source of the data was a monitoring station near Charlottesville, Virginia, so the ground motion is not an exact match. Stresses on the containment boundary were so low, even from a fatigue standpoint, that the seismic load case is generally not a concern. Based on this study, it is recommended that high strain rate testing of welded stainless steel test samples be pursued to define the currently unknown material behavior. Additional modeling is recommended to evaluate specific dry storage cask system designs subjected to tip-over loads using a high level of model detail. Additional modeling of the canister interior components (basket, fuel assemblies, etc.) is also recommended, to evaluate the feasibility of fuel retrievability after a tip-over incident. Finally, additional modeling to determine how much degradation a system could undergo and still maintain the integrity of the confinement barrier should be performed.

    This report makes available and archives the background scientific data and related information collected for an ethnographic study of selected areas on the islands of Hawaii and Maui. The task was undertaken during preparation of an environmental impact statement for Phases 3 and 4 of the Hawaii Geothermal Project (HGP) as defined by the state of Hawaii in its April 1989 proposal to Congress. Since the state of Hawaii is no longer pursuing or planning to pursue the HGP, DOE considers the project to be terminated. Information is included on the ethnohistory of Puna and southeast Maui; ethnographic fieldwork comparing Puna and southeast Maui; and Pele beliefs, customs, and practices.

    We present new observational results on the kinematical, morphological, and stellar population properties of a sample of 21 dEs located both in the Virgo Cluster and in the field, which show that 52% of the dEs (1) are rotationally supported, (2) exhibit structural signs of typical rotating systems such as disks, bars, or spiral arms, (3) are younger (approx3 Gyr) than non-rotating dEs, and (4) are preferentially located either in the outskirts of Virgo or in the field. This evidence is consistent with the idea that rotationally supported dwarfs are late-type spirals or irregulars that recently entered the cluster and lost their gas through a ram pressure stripping event, quenching their star formation and becoming dEs through passive evolution. We also find that all, but one, galaxies without photometric hints for hosting disks are pressure supported and are all situated in the inner regions of the cluster. This suggests a different evolution from the rotationally supported systems. Three different scenarios for these non-rotating galaxies are discussed (in situ formation, harassment, and ram pressure stripping).

    The idea of developing fast spectrum reactors with molten lead (or lead alloy) as a coolant is not a new one. Although initially considered in the West in the 1950s, such technology was not pursued to completion because of anticipated difficulties associated with the corrosive nature of these coolant materials. However, in the Soviet Union, such technology was actively pursued during the same time frame (1950s through the 1980s) for the specialized role of submarine propulsion. More recently, there has been a renewal of interest in the West for such technology, both for critical systems as well as for Accelerator Driven Subcritical (ADS) systems. Meanwhile, interest in the former Soviet Union, primarily Russia, has remained strong and has expanded well beyond the original limited mission of submarine propulsion. This section reviews the past and current status of LFR development.

    Since beginning at Los Alamos National Laboratory in February of 2012, I have been working as a DHS./DNDO Postdoctoral Research Associate under the mentorship of Lav Tandon and Khalil Spencer (NA-22 and mass spectrometry). The focus of my efforts, in addition to pursuing needed training and qualifications, has been the application of various instrumental approaches (e.g. Thermal Ionization Mass Spectrometry; TIMS) to a range of systems of interest in materials characterization and nuclear forensics. Research to be pursued in the coming months shall include the continued use of such approaches to advance current methods for: modified total evaporation, monitoring critical minor isotope systems, and chronometry. Each of the above points will be discussed.

    Recent focus on renewable power production has renewed interest in looking into ocean thermal energy conversion (OTEC) systems. Early studies in OTEC applicability indicate that the island of Hawaii offers a potential market for a nominal 40-MWe system. a 40-MWe system represents a large leap in the current state of OTEC technology. Lockheed Martin Inc. is currently pursuing a more realistic goal of developing a 10-MWe system under U.S. Navy funding (Lockheed 2009). It is essential that the potential risks associated with the first-of-its-kind plant should be minimized for the project's success. Every means for reducing costs must also be pursued without increasing risks. With this in mind, the potential for increasing return on the investment is assessed both in terms of effective use of the seawater resource and of reducing equipment costs.

    The HTGR continues to appear as an increasingly attractive option for application to US energy markets. To examine that potential, a program is being pursued to examine the various HTGR applications and to provide information to decision-makers in both the public and private sectors. To date, this effort has identified a substantial technical and economic potential for Steam Cycle/Cogeneration applications. Advanced HTGR systems are currently being evaluated to determine their appropriate role and timing. The encouraging results which have been obtained lead to heightened anticipation that a role for the HTGR will be found in the US energy market and that an initiative culminating in a lead project will be evolved in the forseeable future. The US Program can continue to benefit from international cooperative activities to develop the needed technologies. Expansion of these cooperative activities will be actively pursued.

    Interference effects between light and heavy Majorana neutrinos in the amplitude for no-neutrino double beta decay are discussed. The effects include an upper bound on the heavy neutrino mass, and an A dependence for the effective mass extracted from double beta decay. Thus the search for the no-neutrino decay mode should be pursued in several nuclei, and particularly in Ca/sup 48/, where the effective mass may be quite large.

    The main objective of this project is to develop new computational tools for uncertainty quantifica- tion (UQ) of systems governed by stochastic partial differential equations (SPDEs) with applications to advection-diffusion-reaction systems. We pursue two complementary approaches: (1) generalized polynomial chaos and its extensions and (2) a new theory on deriving PDF equations for systems subject to color noise. The focus of the current work is on high-dimensional systems involving tens or hundreds of uncertain parameters.
