On May 14, 2007 Maritime Administration (MARAD) issued a License to Northeast Gateway to own, construct, and operate a Deepwater Port for the import and regasification of LNG located approximately 13 miles (21 kilometers) offshore of Gloucester, Massachusetts in federal waters approximately 270 to 290 feet (82 to 88 meters) in depth. This facility will deliver regasified LNG to onshore markets via new and existing pipeline facilities owned and operated by Algonquin Gas Transmission Company (Algonquin). Construction of the Port was completed in December of 2007 and the Port was commissioned for operation by the USCG in February 2008. Long-term resource planning provides a potential framework within which utilities can assess carbon regulatory risk and evaluate options for mitigating exposure to this risk through investments in energy efficiency and other low-carbon resources. In this paper, we examine current resource planning practices related to managing carbon regulatory risk, based on a comparative analysis of the most-recent long-term resource plans filed by fifteen major utilities in the Western U.S. First, we compare the assumptions and methods used by utilities to assess carbon regulatory risk and to evaluate energy efficiency as a risk mitigation option. Although most utilities have made important strides in beginning to address carbon regulatory risk within their resource plan, we also identify a number of opportunities for improvement and offer recommendations for resource planners and state regulators to consider. We also summarize the composition and carbon intensity of the preferred resource portfolios selected by the fifteen Western utilities, highlighting the contribution of energy efficiency and its impact on the carbon intensity of utilities' proposed resource strategies. Energy efficiency and renewables are the dominant low-carbon resources included in utilities' preferred portfolios. Across the fifteen utilities, energy efficiency constitutes anywhere from 6% to almost 50% of the preferred portfolio energy resources, and represents 22% of all incremental resources in aggregate.

When Do Their Casualties Count? Exploring Wartime Decisions that Pit Security Against Harm

This dissertation offers a new understanding about wartime decision making in the face of likely, but unintended, harm to foreign civilians. It empirically identifies conditions under which leaders in democratic nations are more or less likely to choose to attack a target when confronted with a dilemma between pursuing national security objectives and avoiding civilian casualties. An innovative targeting decision model was constructed that described both the theorized structure of the decisions inputs and the process by which these inputs are assembled into a choice. The model went beyond the normal target benefit and civilian casualty cost considerations of proportionality to also include the contextual input of prospect frame. Decision makers were expected to address the same benefit and cost differently depending on whether they were winning or losing the conflict. This was because the prospect frame would influence their risk attitudes, as predicted by prospect theory. This model was then tested via two decision-making experiments that used military officers and defense civilians as participants. Additionally, a statistical analysis of data collected from an extended period of the second Intifada was done to seek evidence that the model also applied in actual wartime decision making. All three tests supported portions of the targeting decision model. Higher target benefit and lower civilian casualty estimates increased support for the planned attack. Prospect frame influenced decisions in the cases where both target value and the civilian casualty estimates were high and the resulting dilemma was very difficult. In these situations, those told that their forces were losing the conflict were less sensitive to humanitarian harm and more likely to support the attack than when they were told their side was winning. Furthermore, the Intifada data analysis of attacks approved by Israeli officials against Palestinians found this same effect of prospect frame held generally across all six years of observations.

Since 1990, the United Nations in cooperation with the European Space Agency is holding annually a workshop on basic space science for the benefit of the worldwide development of astronomy. These workshops have been held in countries of Asia and the Pacific (India, Sri Lanka), Latin America and the Caribbean (Costa Rica, Colombia, Honduras), Africa (Nigeria), Western Asia (Egypt, Jordan), and Europe (Germany, France). Additional to the scientific benefits of the workshops and the strengthening of international cooperation, the workshops lead to the establishment of astronomical telescope facilities in Colombia, Egypt, Honduras, Jordan, Morocco, Paraguay, Peru, Philippines, Sri Lanka, and Uruguay. The annual UN/ESA Workshops continue to pursue an agenda to network these astronomical telescope facilities through similar research and education programmes. If ongoing research continues to confirm the technology's effectiveness, its application offers the potential to dramatically reduce costs and environmental impacts in the extraction of oil from oil shale. America holds more than three-fourths of the world's estimated 2.6 trillion barrels of oil-in-place of oil shale resources. As much as 1.1 trillion barrels of oil equivalent is believed to be recoverable in the richest single deposit - the Green River formation of Colorado, Utah, and Wyoming. That volume is almost 50 percent greater than the combined proved reserves of conventional oil in the entire Middle East.

Niche of harmful alga Aureococcus anophagefferens revealed through ecogenomics

Harmful algal blooms (HABs) cause significant economic and ecological damage worldwide. Despite considerable efforts, a comprehensive understanding of the factors that promote these blooms has been lacking because the biochemical pathways that facilitate their dominance relative to other phytoplankton within specific environments have not been identified. Here, biogeochemical measurements demonstrated that the harmful alga Aureococcus anophagefferens outcompeted co-occurring phytoplankton in estuaries with elevated levels of dissolved organic matter and turbidity and low levels of dissolved inorganic nitrogen. We subsequently sequenced the first HAB genome (A. anophagefferens) and compared its gene complement to those of six competing phytoplankton species identified via metaproteomics. Using an ecogenomic approach, we specifically focused on the gene sets that may facilitate dominance within the environmental conditions present during blooms. A. anophagefferens possesses a larger genome (56 mbp) and more genes involved in light harvesting, organic carbon and nitrogen utilization, and encoding selenium- and metal-requiring enzymes than competing phytoplankton. Genes for the synthesis of microbial deterrents likely permit the proliferation of this species with reduced mortality losses during blooms. Collectively, these findings suggest that anthropogenic activities resulting in elevated levels of turbidity, organic matter, and metals have opened a niche within coastal ecosystems that ideally suits the unique genetic capacity of A. anophagefferens and thus has facilitated the proliferation of this and potentially other HABs.

Abstract—Aureococcus anophagefferens, a harmful bloomforming alga responsible for brown tides in estuaries of the Middle Atlantic U.S., has been investigated by atomic force microscopy for the first time, using probes functionalized with a monoclonal antibody specific for the alga. The rupture force between a single monoclonal antibody and the surface of A. anophagefferens was experimentally found to be 246 6 11 pN at the load rate of 12 nN/s. Force histograms for A. anophagefferens and other similarly-sized algae are presented and analyzed. The results illustrate the effects of load rates, and demonstrate that force-distance measurements can be used to build biosensors with high signal-to-noise ratios for A. anophagefferens. The methods described in this paper can be used, in principle, to construct sensors with single-cell resolution for arbitrary cells for which monoclonal antibodies are available. Uncertainty surrounding the nature and timing of future carbon regulations poses a fundamental and far-reaching financial risk for electric utilities and their ratepayers. Long-term resource planning provides a potential framework within which utilities can assess carbon regulatory risk and evaluate options for mitigating exposure to this risk through investments in energy efficiency and other low-carbon resources. In this paper, we examine current resource planning practices related to managing carbon regulatory risk, based on a comparative analysis of the most-recent long-term resource plans filed by fifteen major utilities in the Western U.S. First, we compare the assumptions and methods used by utilities to assess carbon regulatory risk and to evaluate energy efficiency as a risk mitigation option. Although most utilities have made important strides in beginning to address carbon regulatory risk within their resource plan, we also identify a number of opportunities for improvement and offer recommendations for resource planners and state regulators to consider. We also summarize the composition and carbon intensity of the preferred resource portfolios selected by the fifteen Western utilities, highlighting the contribution of energy efficiency and its impact on the carbon intensity of utilities' proposed resource strategies. Energy efficiency and renewables are the dominant low-carbon resources included in utilities' preferred portfolios. Across the fifteen utilities, energy efficiency constitutes anywhere from 6percent to almost 50percent of the preferred portfolio energy resources, and represents 22percent of all incremental resources in aggregate.

I would like to thanks Deutsche Bank for the invitation to join at this important event where, various investors, business leaders and senior government officers gather to have a constructive dialogue. It is increasingly recognized that intensive communication, such as what we have today, becomes more important both from the authorities ’ perspective as well as from investors’ point of view. Pursuing the origin of electroweak symmetry breaking: a 'Bayesian Physics' argument for sqrt(s) <~; 600 GeV e+e- collider

High-energy data has been accumulating over the last ten years, and it should not be ignored when making decisions about the future experimental program. In particular, we argue that the electroweak data collected at LEP, SLC and Tevatron indicate a light scalar particle with mass less than 500 GeV. This result is based on considering a wide variety of theories including the Standard Model, supersymmetry, large extra dimensions, and composite models. We argue that a high luminosity, 600 GeV e{sup +}e{sup -} collider would then be the natural choice to feel confident about finding and studying states connected to electroweak symmetry breaking. We also argue from the data that worrying about resonances at multi-TeV energies as the only signal for electroweak symmetry breaking is not as important a discovery issue for the next generation of colliders. Such concerns should perhaps be replaced with more relevant discovery issues such as a Higgs boson that decays invisibly, and ''new physics'' that could conspire with a heavier Higgs boson to accommodate precision electroweak data. An e{sup +}e{sup -} collider with {radical}s {approx}< 600 GeV is ideally suited to cover these possibilities.

Wildlife tourism can be problematic as managers are faced with the dual responsibility of developing products and programs for visitors while simultaneously protecting the resource. This study focused on encounters with the endangered West Indian manatee (Trichechus manatus) in Crystal River, Florida. The primary goal was to explore stakeholder perspectives on balancing the use of manatees as a recreational resource with their protection. Specific objectives were to (1) provide a descriptive account of the physical, social, and managerial setting; (2) understand the context in which decisions regarding harassment and negative impacts are made as well as their influence on the acceptability of manatee encounters; and (3) identify agreement, divergence and the resulting implications. Stakeholder perspectives on manatee encounters varied based on the benefits of allowing encounters (e.g., increased manatee protection constituency), the costs of potential negative impacts, and scientific evidence for negative impacts. These perspectives corresponded with each group's interpretation of formal policy prohibiting harassment. Groups with stricter interpretations tended to perceive physical contact as harassing, whereas other groups interpreted harassment as direct harm to the animal. The management of manatee encounters can be characterized as a "wicked problem." The problematization of encounters is not the result of scientific evidence; rather, it is an issue of divergent values. Consequently, there is no technical or "right" solution. The relationship between the Crystal River business community and the Crystal River National Wildlife Refuge was one of coexistence but is currently moving through the early stages of the conflict process. In order to move toward a symbiotic relationship, where both needs are satisfied, two conditions must be met: (1) the business community must willingly invest in manatee protection, and (2) management decisions on manatee encounters must incorporate stakeholder input. Planning processes, which have been successfully implemented to balance use and recreation in other settings (e.g., the Limits of Acceptable Change in wilderness areas), provide a proactive consensus-based management framework that can be tailored for decision-making regarding manatee encounters as well as other wildlife encounter settings.

NREL's Energy-Saving Technology for Air Conditioning Cuts Peak Power Loads Without Using Harmful Refrigerants (Fact Sheet)

This fact sheet describes how the DEVAP air conditioner was invented, explains how the technology works, and why it won an R&D 100 Award. Desiccant-enhanced evaporative (DEVAP) air-conditioning will provide superior comfort for commercial buildings in any climate at a small fraction of the electricity costs of conventional air-conditioning equipment, releasing far less carbon dioxide and cutting costly peak electrical demand by an estimated 80%. Air conditioning currently consumes about 15% of the electricity generated in the United States and is a major contributor to peak electrical demand on hot summer days, which can lead to escalating power costs, brownouts, and rolling blackouts. DEVAP employs an innovative combination of air-cooling technologies to reduce energy use by up to 81%. DEVAP also shifts most of the energy needs to thermal energy sources, reducing annual electricity use by up to 90%. In doing so, DEVAP is estimated to cut peak electrical demand by nearly 80% in all climates. Widespread use of this cooling cycle would dramatically cut peak electrical loads throughout the country, saving billions of dollars in investments and operating costs for our nation's electrical utilities. Water is already used as a refrigerant in evaporative coolers, a common and widely used energy-saving technology for arid regions. The technology cools incoming hot, dry air by evaporating water into it. The energy absorbed by the water as it evaporates, known as the latent heat of vaporization, cools the air while humidifying it. However, evaporative coolers only function when the air is dry, and they deliver humid air that can lower the comfort level for building occupants. And even many dry climates like Phoenix, Arizona, have a humid season when evaporative cooling won't work well. DEVAP extends the applicability of evaporative cooling by first using a liquid desiccant-a water-absorbing material-to dry the air. The dry air is then passed to an indirect evaporative cooling stage, in which the incoming air is in thermal contact with a moistened surface that evaporates the water into a separate air stream. As the evaporation cools the moistened surface, it draws heat from the incoming air without adding humidity to it. A number of cooling cycles have been developed that employ indirect evaporative cooling, but DEVAP achieves a superior efficiency relative to its technological siblings.

The Limits of Fire Support: American Finances and Firepower Restraint during the Vietnam War

Excessive unobserved firepower expenditures by Allied forces during the Vietnam War defied the traditional counterinsurgency principle that population protection should be valued more than destruction of the enemy. Many historians have pointed to this discontinuity in their arguments, but none have examined the available firepower records in detail. This study compiles and analyzes available, artillery-related U.S. and Allied archival records to test historical assertions about the balance between conventional and counterinsurgent military strategy as it changed over time. It finds that, between 1965 and 1970, the commanders of the U.S. Military Assistance Command, Vietnam (MACV), Generals William Westmoreland and Creighton Abrams, shared significant continuity of strategic and tactical thought. Both commanders tolerated U.S. Army, Marine Corps, and Allied unobserved firepower at levels inappropriate for counterinsurgency and both reduced Army harassment and interdiction fire (H&I) as a response to increasing budgetary pressure. Before 1968, the Army expended nearly 40 percent of artillery ammunition as H&I – a form of unobserved fire that sought merely to hinder enemy movement and to lower enemy morale, rather than to inflict any appreciable enemy casualties. To save money, Westmoreland reduced H&I, or “interdiction” after a semantic name change in February 1968, to just over 29 percent of ammunition expended in July 1968, the first full month of Abrams’ command. Abrams likewise pursued dollar savings with his “Five-by-Five Plan” of August 1968 that reduced Army artillery interdiction expenditures to nearly ten percent of ammunition by January 1969. Yet Abrams allowed Army interdiction to stabilize near this level until early 1970, when recurring financial pressure prompted him to virtually eliminate the practice. Meanwhile, Marines fired H&I at historically high rates into the final months of 1970 and Australian “Harassing Fire” surpassed Army and Marine Corps totals during the same period. South Vietnamese artillery also fired high rates of H&I, but Filipino and Thai artillery eschewed H&I in quiet areas of operation and Republic of Korea [ROK] forces abandoned H&I in late 1968 as a direct response to MACV’s budgetary pressure. Financial pressure, rather than strategic change, drove MACV’s unobserved firepower reductions during the Vietnam War.

Section 203 of the FPA provides the FERC with significant authority to shape the future structure of the electric utility industry. The FERC should exercise this authority prudently, with due regard to the reality that competition works better than regulation. For the FERC, this means carefully selecting the type of regulation it pursues. Second guessing whether a particular merger makes good business sense or will create a more efficient firm are matters particularly ill-suited to the regulatory process. These decisions can generally be left to utility executives and shareholders. Competition will be more than adequate to discipline any mergers that do not live up to expectations. The goal should be to ensure that competition will remain a disciplining force following a merger. This means carefully considering the potential competitive impacts of a merger. In doing so, however, the FERC must remain cognizant of the interplay between its merger review standards and its other policies. FERC decisions regarding transmission pricing and future market institutions (such as Poolcos) will have a significant impact on the size and nature of markets. This, in turn, will affect the degree to which particular mergers may, or may not, harm competition. The FERC`s merger policies must not only be rational and clearly articulated, but coordinated with its other policies to achieve the common goal of more efficient bulk power markets.

The Advanced Concepts Group of Sandia National Laboratories hosted a workshop, ''FOILFest: Community Enabled Security'', on July 18-21, 2005, in Albuquerque, NM. This was a far-reaching look into the future of physical protection consisting of a series of structured brainstorming sessions focused on preventing and foiling attacks on public places and soft targets such as airports, shopping malls, hotels, and public events. These facilities are difficult to protect using traditional security devices since they could easily be pushed out of business through the addition of arduous and expensive security measures. The idea behind this Fest was to explore how the public, which is vital to the function of these institutions, can be leveraged as part of a physical protection system. The workshop considered procedures, space design, and approaches for building community through technology. The workshop explored ways to make the ''good guys'' in public places feel safe and be vigilant while making potential perpetrators of harm feel exposed and convinced that they will not succeed. Participants in the Fest included operators of public places, social scientists, technology experts, representatives of government agencies including DHS and the intelligence community, writers and media experts. Many innovative ideas were explored during the fest with most of the time spent on airports, including consideration of the local airport, the Albuquerque Sunport. Some provocative ideas included: (1) sniffers installed in passage areas like revolving door, escalators, (2) a ''jumbotron'' showing current camera shots in the public space, (3) transparent portal screeners allowing viewing of the screening, (4) a layered open/funnel/open/funnel design where open spaces are used to encourage a sense of ''communitas'' and take advantage of citizen ''sensing'' and funnels are technological tunnels of sensors (the tunnels of truth), (5) curved benches with blast proof walls or backs, (6) making it easy for the public to report, even if not sure/''non-event'' (e.g. ''I'm uncomfortable'') and processing those reports in aggregate not individually, (7) transforming the resident working population into a part-time undercover security/sensor force through more innovative training and (8) adding ambassadors/security that engage in unexpected conversation with the public. The group recommended that we take actions to pursue the following ideas next: (a) A concept for a mobile sensor transport (JMP); (b) Conduct a follow-on workshop; (c) Conduct social experiments/activities to see how people would react to the concepts related to community and security; (d) Explore further aesthetically pleasing, blast-resistance seating areas; and (e) The Art of Freedom (an educational, multi-media campaign).

Purpose: The purpose of this research was to explore the trends in youth reports of unwanted online sexual solicitation, harassment, and exposure to pornography over time. Methods: The study was based on three separate cross-sectional national telephone surveys of approximately 1,500 youth Internet users, aged 10 through 17 years. Data were collected in 2000, 2005, and 2010. Results and Conclusion: Nine percent of youth reported an unwanted sexual solicitation in 2010. This continued the decline in unwanted sexual solicitations that occurred between 2000 (19%) and 2005 (13%), resulting in a total 50 % decrease between 2000 and 2010. Twenty-three percent of youth reported an unwanted exposure to pornography, a decline from 34 % in 2005, following an increase between 2000 and 2005 (25 % to 34%). However, marking the only trend to show an increase over the past 5 years, 11 % of youth reported an online harassment experience, which was an increase from 9 % in 2005, and 6 % in 2000. Some differences in these trends were noted for subgroups of youth across age, gender, and race. The trends in unwanted experiences online over the past decade identified by three Youth Internet Safety Surveys may contradict impressions that the general population, professionals, and the media have about what is happening. Trends provide evidence for some optimism that protective adaptations to the online environment have

To address industry challenges in attaining operational excellence for electricity generation plants, the U.S. Department of Energy’s (DOE) National Energy Technology Laboratory (NETL) has launched a world-class facility for Advanced Virtual Energy Simulation Training and Research (AVESTARTM). This presentation will highlight the AVESTARTM Center simulators, facilities, and comprehensive training, education, and research programs focused on the operation and control of high-efficiency, near-zero-emission electricity generation plants. The AVESTAR Center brings together state-of-the-art, real-time, high-fidelity dynamic simulators with full-scope operator training systems (OTSs) and 3D virtual immersive training systems (ITSs) into an integrated energy plant and control room environment. AVESTAR’s initial offering combines--for the first time--a “gasification with CO2 capture” process simulator with a “combined-cycle” power simulator together in a single OTS/ITS solution for an integrated gasification combined cycle (IGCC) power plant with carbon dioxide (CO2) capture. IGCC systems are an attractive technology option for power generation, especially when capturing and storing CO2 is necessary to satisfy emission targets. The AVESTAR training program offers a variety of courses that merge classroom learning, simulator-based OTS learning in a control-room operations environment, and immersive learning in the interactive 3D virtual plant environment or ITS. All of the courses introduce trainees to base-load plant operation, control, startups, and shutdowns. Advanced courses require participants to become familiar with coordinated control, fuel switching, power-demand load shedding, and load following, as well as to problem solve equipment and process malfunctions. Designed to ensure work force development, training is offered for control room and plant field operators, as well as engineers and managers. Such comprehensive simulator-based instruction allows for realistic training without compromising worker, equipment, and environmental safety. It also better prepares operators and engineers to manage the plant closer to economic constraints while minimizing or avoiding the impact of any potentially harmful, wasteful, or inefficient events. The AVESTAR Center is also used to augment graduate and undergraduate engineering education in the areas of process simulation, dynamics, control, and safety. Students and researchers gain hands-on simulator-based training experience and learn how the commercial-scale power plants respond dynamically to changes in manipulated inputs, such as coal feed flow rate and power demand. Students also analyze how the regulatory control system impacts power plant performance and stability. In addition, students practice start-up, shutdown, and malfunction scenarios. The 3D virtual ITSs are used for plant familiarization, walk-through, equipment animations, and safety scenarios. To further leverage the AVESTAR facilities and simulators, NETL and its university partners are pursuing an innovative and collaborative R&D program. In the area of process control, AVESTAR researchers are developing enhanced strategies for regulatory control and coordinated plant-wide control, including gasifier and gas turbine lead, as well as advanced process control using model predictive control (MPC) techniques. Other AVESTAR R&D focus areas include high-fidelity equipment modeling using partial differential equations, dynamic reduced order modeling, optimal sensor placement, 3D virtual plant simulation, and modern grid. NETL and its partners plan to continue building the AVESTAR portfolio of dynamic simulators, immersive training systems, and advanced research capabilities to satisfy industry’s growing need for training and experience with the operation and control of clean energy plants. The purpose of this thesis is to examine the experiences of Arabs, Muslims in this post 9/11 society. The research conducted delves into the experiences of these groups: the stereotypes branded on them by society, the harassment and hate crimes experienced by many in retribution for the attacks on America. A lack of education about the Middle East, Islam and Arabs has embedded the stereotypes of Muslims and Arabs and there is a need for a more balanced curriculum, especially in the state of Texas. The interviews with Arabs and Muslims reflect their own tribulations in a country and more specifically a university that knows little about their religion and culture. These interviews and research were conducted in order to expose the racism and stereotypes still present nearly 11 years after September 11, 2001 and how the lack of response from education systems furthers such things.

The task was undertaken during preparation of an environmental impact statement for Phases 3 and 4 of the Hawaii Geothermal Project (HGP) as defined by the state of Hawaii in its April 1989 proposal to Congress. Since the state of Hawaii is no longer pursuing or planning to pursue the HGP, DOE considers the project to be terminated. Information is included on the ethnohistory of Puna and southeast Maui; ethnographic fieldwork comparing Puna and southeast Maui; and Pele beliefs, customs, and practices.

Appropriate Response to Rising Fuel Prices Citizens Should Demand, “Raise My Prices Now!”

This paper evaluates policy options for responding to rising fuel prices. There is popular support for policies that minimize fuel prices through subsidies and tax reductions, but such policies harm consumers and the economy overall because they increase total fuel consumption and vehicle travel, and therefore associated costs such as traffic and parking congestion, infrastructure costs, traffic crashes, trade imbalances and pollution emissions. Fuel price reductions are an inefficient way to help low-income households; other strategies do more to increase affordability and provide other benefits. Because many transport decisions are durable, low fuel price policies are particularly harmful over the long term. This report identifies responses that maximize total benefits, including mobility management strategies that increase transport system efficiency, incentives to choose fuel efficient vehicles, and revenue-neutral tax shifts. With these policies fuel prices can significantly increase without harming consumers or the economy, while helping to achieve other planning objectives.
