    Hydroxyl amine nitrate (HAN) is a powerful oxidizer for hybrid rocket flight motors. Miscible with water up to 95% by mass, it also has high density and has been extensively characterized for materials compatibility, safety, transportation, storage and handling. Before any serious attempt to use the proposed oxidizer in hybrids, though, the usual performance figures must first be obtained. The simplest are time-independent, equilibrium rocket performance numbers that include chamber temperature, temperature at the nozzle throat, and key species in the exhaust. These numbers must be followed by several other important performance evaluation, including burning rates, pressure dependence, susceptibility to instabilities and temperature sensitivity.

    In his recently published book A Brief History of Time, S. Hawking describes his remarkable insights into the problem of the origin of our universe. In this talk a more quantitative description of some of the important principles from this book is presented as a mathematical appendix to it. A brief review of the ideas of the Standard Big Bang Model of the Universe is given in terms of the evolution equation that follows from Einstein's theory. The meaning of the Cosmological Constant, its relation to Vacuum Energy, the model of the empty DeSitter Space and Gravity is derived. By analogy to Schroedinger mechanics one can give the general features of Quantum Cosmology', in which the origin of the universe can be viewed as a quantum tunneling process in imaginary time from a Quantum Chaos state of no space, no time, no matter to an inflationary expanding DeSitter space which eventually transits into the Hot Big Bang Expansion that we see.

    It is almost sixty years since Emil Fischer was describing on a platform such as this one some of the work which led to the basic knowledge of the structure of glucose and its relatives. Today we will be concerned with a description of the experiments which have led to a knowledge of the principal reactions by which those carbohydrate structures are created by photosynthetic organisms from carbon dioxide and water, using the energy of light. The speculations on the way in which carbohydrate was built from carbon dioxide began not long after the recognition of the basic reaction and were carried forward first by Justus von Liebig and then by Adolf von Baeyer and, finally, by Richard Wilstatter and Arthur Stoll into this century. Actually, the route by which animal organisms performed the reverse reaction, that is, the combustion of carbohydrate to carbon dioxide and water with the utilization of the energy resulting from this combination, turned out to be the first one to be successfully mapped, primarily by Otto Meyerhoi and Hans Krebs. Our own interest in the basic process of solar energy conversion by green plants began some time in the years between 1935 and 1937, during my postdoctoral studies with Professor Michael Polanyi at Manchester. It was there I first became conscious of the remarkable properties of coordinated metal compounds, particularly metalloporphyins as represented by heme and chlorophyll. A study was begun at that time, which is still continuing, on the electronic behavior of such metalloporphyrins. It was extended and generalized by the stimulus of Professor Gilbert N. Lewis upon my arrival in Berkeley. I hope these continuing studies may one day contribute to the understanding of the precise way in which chlorophyll and its relatives accomplish the primary quantum conversion into chemical potential which is used to drive the carbohydrate synthesis reaction.

    Hydroxylamine nitrate (HAN) is used to reduce Pu(IV) to Pu(III) in the separation of plutonium from uranium. HAN becomes unstable under certain conditions and has been known to explode, causing injury to humans including death. Hence, it is necessary to deactivate HAN once the reduction of plutonium is finished. This report reviews what is known about the chemistry of HAN and various methods to achieve a safe decomposition. However, there are areas where more information is needed to make a decision about the handling of HAN in reprocessing of nuclear fuel. Experiments have demonstrated a number of non-radiolytic ways to safely decompose HAN, including heating in HNO3, photolytic oxidation in the presence of H2O2, and the addition of a metal such as Fe(III) that will oxidize the HAN.

    The eighth evaluation of the RIKEN BNL Research Center (RBRC) took place on October 10-12, 2005, at Brookhaven National Laboratory. The members of the Scientific Review Committee (SRC) were Dr. Jean-Paul Blaizot, Professor Makoto Kobayashi, Dr. Akira Masaike, Professor Charles Young Prescott (Chair), Professor Stephen Sharpe (absent), and Professor Jack Sandweiss. We are grateful to Professor Akira Ukawa who was appointed to the SRC to cover Professor Sharpe's area of expertise. In addition to reviewing this year's program, the committee, augmented by Professor Kozi Nakai, evaluated the RBRC proposal for a five-year extension of the RIKEN BNL Collaboration MOU beyond 2007. Dr. Koji Kaya, Director of the Discovery Research Institute, RIKEN, Japan, presided over the session on the extension proposal. In order to illustrate the breadth and scope of the RBRC program, each member of the Center made a presentation on higher research efforts. In addition, a special session was held in connection with the RBRC QCDSP and QCDOC supercomputers. Professor Norman H. Christ, a collaborator from Columbia University, gave a presentation on the progress and status of the project, and Professor Frithjof Karsch of BNL presented the first physics results from QCDOC. Although the main purpose of this review is a report to RIKEN Management (Dr. Ryoji Noyori, RIKEN President) on the health, scientific value, management and future prospects of the Center, the RBRC management felt that a compendium of the scientific presentations are of sufficient quality and interest that they warrant a wider distribution. Therefore we have made this compilation and present it to the community for its information and enlightenment.

    This is the Annual Progress Report of the theoretical particle theory group at the University of Florida under DOE Grant DE-FG05-86ER40272. At present our group consists of four Full Professors (Field, Ramond, Thorn, Sikivie), one Associate Professor (Woodard), and two Assistant Professors (Qiu, Kennedy). In addition, we have four postdoctoral research associates and seven graduate students. The research of our group covers a broad range of topics in theoretical high energy physics including both theory and phenomenology.
