A second task force used these principles to generate specific input to the planning of the proposed International Linear Collider at Fermilab. The Fermilab Community Advisory Board, established in fall 2009, continues this relationship between Fermilab and the local community as the laboratory pursues new research projects during its next phase of operations.

In the last session before the lunch break the Board heard from Under Secretary Steve Koonin on the progress of the Energy QTR. The last session of the meeting was a presentation of the report from the Technology Transition Subcommittee and discussion. ENVIRONMENTAL ENVIRONMENTAL MANAGEMENT SITE-SPECIFIC ADVISORY BOARD U.S. Department of Energy 1. Committee's Official Designation. Environmental Management Site-Specific Advisory Board (EM SSAB). 2. Authority. This charter establishes the Environmental Management Site-Specific Advisory Board (Board) under the authority of the V.S. Department of Energy. The Board is being renewed in accordance with the provisions of the Federal Advisory Committee Act (FACA), as amended, 5 V.S.C, App. 2. 3. Objectives and Scope of Activities. The EM SSAB will provide the Assistant Secretary for Environmental Management (EM), the appropriate Department of Energy (DOE) Field Managers or Assistant Managers for EM activities, and any other DOE official the Assistant Secretary shall designate with advice and recommendations concerning issues affecting the EM program at various sites. Federal missions on the Oak Ridge Reservation began with the Manhattan Project, and continues today with major facilities supporting the Nation's Science and National Security missions. While most of the land area on the Oak Ridge Reservation is free of environmental impacts from these activities, significant legacy contamination is associated with specific facilities and past waste management areas. In 1989, the Oak Ridge Reservation (ORR) was placed on National Priorities List, and DOE established its Office of Environmental Management that same year. Three years later, in 1992, the Federal Facility Agreement for the reservation was signed. Three years afterward, the Oak Ridge Site Specific Advisory Board was established to augment ongoing public involvement activities related to Oak Ridge Reservation cleanup activities. One of the early and most impactful decisions the board made was to organize the End Use Working Group. This broad-based group of board members, DOE representatives, and members of the public was formed in 1997 to study future uses for contaminated areas of the reservation. The group was instrumental in building consensus in the Oak Ridge community regarding the long-term end state of reservation lands. The group's recommendations were a fundamental input into Record's of Decision subsequently developed to establish cleanup requirements across the ORR, and they continue to influence decisions being made today. In developing its recommendations on end states, the End Use Working Group came to the realization that long-term stewardship of contaminated areas of the reservation would be necessary, in some cases in perpetuity. It was from this concept that the Oak Ridge SSAB's 15-year involvement in stewardship would begin. A stewardship committee formed by the End Use Working Group wrote Volume 1 of the Stakeholder Report on Stewardship. This document-and its companion Volume 2, which was written a year later-form a crucial foundation for stewardship planning in Oak Ridge and have been referenced around the DOE complex as other sites consider stewardship planning. From these two broad-based initiatives, the board's focus has evolved to increasingly hone in on more specific, project-based recommendations and initiatives. The Oak Ridge Reservation Site Specific Advisory Board has been a highly effective forum for soliciting community input on Oak Ridge Reservation cleanup. Experience in Oak Ridge indicates that the utility of Board recommendations is far higher when the Board is asked to focus on broad programmatic issues, and less useful when the Board attempts to provide advice and recommendations on matters related to technical or project management issues. In Oak Ridge the Board has helped shape the program on many levels including definition of end-state cleanup objectives, budget development, program sequencing, waste management, and decisions concerning preservation of history related to missions implemented on the Oak Ridge Reservation. A Retrospective Management Perspective on Nearly 20 Years of the Savannah River Site Citizen Advisory Board - 13078

The Department of Energy, Office of Environmental Management (DOE EM) program has invested in site specific advisory boards since 1994. These boards have served as a portal to the communities surrounding the DOE sites, provided a key avenue for public involvement, and have actively engaged in providing input and feedback that has informed clean up and priority decisions made by EM. Although the EM program has made considerable progress in completing its mission, work will continue for decades, including work at the Savannah River Site (SRS). It is reasonable to assume the advisory boards will continue in their role providing input and feedback to EM. The SRS Citizen Advisory Board (CAB) formed in 1994 and has issued 298 recommendations through September 2012. Although the effectiveness of the board is not measured by the number of recommendations issued, the recommendations themselves serve to illustrate the areas in which the CAB is particularly interested, and offer insight to the overall effectiveness of the CAB as a means for public participation in the EM decision making process. In 1999 an integrated biological control system was instituted at the U.S. Department of Energy's Hanford Site. Successes and changes to the program needed to be communicated to a large and diverse mix of organizations and individuals. Efforts at communication are directed toward the following: Hanford Contractors (Liquid or Tank Waste, Solid Waste, Environmental Restoration, Science and Technology, Site Infrastructure), General Hanford Employees, and Hanford Advisory Board (Native American Tribes, Environmental Groups, Local Citizens, Washington State and Oregon State regulatory agencies). Communication was done through direct interface meetings, individual communication, where appropriate, and broadly sharing program reports. The objectives of the communication efforts was to have the program well coordinated with Hanford contractors, and to have the program understood well enough that all stakeholders would have confidence in the work performed by the program to reduce or elimated spread of radioactive contamination by biotic vectors. Communication of successes and changes to an integrated biological control system instituted in 1999 at the Department of Energy's Hanford Site have required regular interfaces with not only a diverse group of Hanford contractors (i.e., those responsible for liquid or tank waste, solid wastes, environmental restoration, science and technology, and site infrastructure), and general Hanford employees, but also with a consortium of designated stake holders organized as the Hanford Advisory Board (i.e., Native American tribes, various environmental groups, local citizens, Washington state and Oregon regulatory agencies, etc.). Direct interface meetings, individual communication where appropriate, and transparency of the biological control program were the methods and outcome of this effort.

An Evaluation of the Effectiveness of Local Site-Specific Advisory Boards for US Department of Energy Environmental Restoration Programs

In the early 1990s, the US Department of Energy (DOE) undertook a major new effort to involve community stakeholders in decisions that would affect them and their communities and interests. An important component of this effort was the establishment of local Site-Specific Advisory Boards (SSABs) at 12 DOE environmental remediation sites. These boards were a formal representation of a change in the way DOE conducts its missions, adding consideration of community concerns and values to the Department's decision-making processes. DOE's purpose in creating the SSAB Initiative was to obtain broadly based, independent, consensus advice and recommendations on issues that have the potential to affect communities surrounding DOE sites, so that it could formulate policies that could be implemented with community consent. Because the boards represented a significant commitment by DOE to change its relationships with community stakeholders, the Department has conducted several assessments of the boards. In 1996 and 1997 a survey was administered to board members and others involved in the work of the boards (DOE/EM 0311, 1996; DOE/EM, 1997). As part of the first survey, DOE and the boards established a set of performance criteria. The surveys provided data that revealed wide variations in board performance and significant change over time. To gain a better understanding of the factors affecting board performance, DOE initiated a more in-depth, qualitative study of nine of the boards across the complex. This study focused on identifying and analyzing the factors affecting board performance and presenting that information in a format that helped the boards and DOE gain insight into their strengths and weaknesses and learn from one another. This report presents the results of this in-depth study. It begins with an overview report that identifies and discusses the six factors that were found to affect board performance. The overview report provides the framework and rationale for the information presented in the nine individual site reports, which follow in alphabetical order. The individual site reports describe each of the boards in terms of the six factors affecting board performance, beginning with a brief summary of the history and setting for the local SSAB. They end with a list of issues raised by members and the researchers' assessment of the key accomplishments and challenges facing the board.

Overview and History of DOE's Hanford Site - 12502

Hanford's DOE offices are responsible for one of the largest nuclear cleanup efforts in the world, cleaning up the legacy of nearly five decades of nuclear weapons production. Nowhere in the DOE Complex is cleanup more challenging than at the Hanford Site in southeastern Washington. Hanford cleanup entails remediation of hundreds of large complex hazardous waste sites; disposition of nine production reactors and the preservation of one as a National Historic Landmark; demolition of hundreds of contaminated facilities including five enormous process canyons; remediation of billions of gallons of contaminated groundwater; disposition of millions of tons of low-level, mixed low-level, and transuranic waste; disposition of significant quantities of special nuclear material; storage and ultimate disposition of irradiated nuclear fuel; remediation of contamination deep in the soil that could impact groundwater; decontamination and decommissioning of hundreds of buildings and structures; and treatment of 56 million gallons of radioactive waste in 177 large underground tanks through the construction of a first-of-its-kind Waste Treatment Plant. Cleanup of the Hanford Site is a complex and challenging undertaking. The DOE Richland Operations Office has a vision and a strategy for completing Hanford's cleanup including the transition to post-cleanup activities. Information on the strategy is outlined in the Hanford Site Completion Framework. The framework describes three major components of cleanup - River Corridor, Central Plateau, and Tank Waste. It provides the context for individual cleanup actions by describing the key challenges and approaches for the decisions needed to complete cleanup. The U.S. Department of Energy (DOE), as regulated by the U.S. Environmental Protection Agency (EPA) and Washington State Department of Ecology (Ecology), is implementing a strategy to achieve final cleanup decisions for the River Corridor portion of the Hanford Site. The DOE Richland Operations Office (RL) and DOE Office of River Protection (ORP) have prepared this document to describe the strategy and to begin developing the approach for making cleanup decisions for the remainder of the Hanford Site. DOE's intent is that the Completion Framework document will facilitate dialogue among the Tri-Parties and with Hanford's diverse interest groups, including Tribal Nations, State of Oregon, Hanford Advisory Board, Natural Resource Trustees, and the public. Future cleanup decisions will be enhanced by an improved understanding of the challenges facing cleanup and a common understanding of the goals and approaches for cleanup completion. The overarching goals for cleanup are sevenfold. - Goal 1: Protect the Columbia River. - Goal 2: Restore groundwater to its beneficial use to protect human health, the environment, and the Columbia River. - Goal 3: Clean up River Corridor waste sites and facilities to: Protect groundwater and the Columbia River. Shrink the active cleanup footprint to the Central Plateau, and support anticipated future uses of the land. - Goal 4: Clean up Central Plateau waste sites, tank farms, and facilities to: Protect groundwater. Minimize the footprint of areas requiring long-term waste management activities. Support anticipated future uses of the land. - Goal 5: Safely manage and transfer legacy materials scheduled for off-site disposition including special nuclear material (including plutonium), spent nuclear fuel, transuranic waste, and immobilized high-level waste. - Goal 6: Consolidate waste treatment, storage, and disposal operations on the Central Plateau. - Goal 7: Develop and implement institutional controls and long-term stewardship activities that protect human health, the environment, and Hanford's unique cultural, historical and ecological resources after cleanup activities are completed. These goals embody more than 20 years of dialogue among the Tri-Party Agencies, Tribal Nations, State of Oregon, stakeholders, and the public. They carry forward key values captured in forums such as the Hanford Future Site Uses

Records describing wells located on or near the Hanford Site have been maintained by Pacific Northwest Laboratory and the operating contractor, Westinghouse Hanford Company. In support of the Ground-Water Surveillance Project, portions of the data contained in these records have been compiled into the following report, which is intended to be used by those needing a condensed, tabular summary of well location and basic construction information. The wells listed in this report were constructed over a period of time spanning almost 70 years. Data included in this report were retrieved from the Hanford Envirorunental Information System (HEIS) database and supplemented with information not yet entered into HEIS. While considerable effort has been made to obtain the most accurate and complete tabulations possible of the Hanford Site wells, omissions and errors may exist. This document does not include data on lithologic logs, ground-water analyses, or specific well completion details.

This Programmatic Agreement (PA) addresses the built environment (i.e., buildings and structures) constructed during the Manhattan Project and Cold War Era periods of Hanford`s operational history. As such it encompasses the years 1943 through 1990. The identification, evaluation, and treatment of buildings and historic archeological remains on the Hanford Site predating 1943 will be accomplished through Sections 800.4 through 800.6 of the Council`s regulations. This PA will be in effect from the date of signature until September 30, 2000. Completion of the Sitewide Treatment Plan established under this PA satisfies all Section 106 requirements for identification, evaluation, and treatment necessary for all undertakings, up to and including demolition which may affect Manhattan Project and Cold War Era properties. This PA may be extended if the Sitewide Treatment Plan has not been completed by the end of FY 2000. Identification, evaluation, and treatment of properties constructed on the Hanford Site after 1990 will be handled pursuant to the regulations in effect at the time such properties are eligible for review.

The Hanford External Dosimetry Technical Basis Manual PNL-MA-842 documents the design and implementation of the external dosimetry system used at Hanford. The manual describes the dosimeter design, processing protocols, dose calculation methodology, radiation fields encountered, dosimeter response characteristics, limitations of dosimeter design under field conditions, and makes recommendations for effective use of the dosimeters in the field. The manual describes the technical basis for the dosimetry system in a manner intended to help ensure defensibility of the dose of record at Hanford and to demonstrate compliance with 10 CFR 835, DOELAP, DOE-RL, ORP, PNSO, and Hanford contractor requirements. The dosimetry system is operated by PNNLís Hanford External Dosimetry Program (HEDP) which provides dosimetry services to all Hanford contractors. The primary users of this manual are DOE and DOE contractors at Hanford using the dosimetry services of PNNL. Development and maintenance of this manual is funded directly by DOE and DOE contractors. Its contents have been reviewed and approved by DOE and DOE contractors at Hanford through the Hanford Personnel Dosimetry Advisory Committee (HPDAC) which is chartered and chaired by DOE-RL and serves as means of coordinating dosimetry practices across contractors at Hanford. This manual was established in 1996. Since inception, it has been revised many times and maintained by PNNL as a controlled document with controlled distribution. The first revision to be released through PNNLís Electronic Records & Information Capture Architecture (ERICA) database was designated Revision 0. Revision numbers that are whole numbers reflect major revisions typically involving changes to all chapters in the document. Revision numbers that include a decimal fraction reflect minor revisions, usually restricted to selected chapters or selected pages in the document.

The manual describes the technical basis for the dosimetry system in a manner intended to help ensure defensibility of the dose of record at Hanford and to demonstrate compliance with requirements of 10 CFR 835, the DOE Laboratory Accreditation Program, the DOE Richland Operations Office, DOE Office of River Protection, DOE Pacific Northwest Office of Science, and Hanfordís DOE contractors. The dosimetry system is operated by the Pacific Northwest National Laboratory (PNNL) Hanford External Dosimetry Program which provides dosimetry services to PNNL and all Hanford contractors. The primary users of this manual are DOE and DOE contractors at Hanford using the dosimetry services of PNNL. Development and maintenance of this manual is funded directly by DOE and DOE contractors. Its contents have been reviewed and approved by DOE and DOE contractors at Hanford through the Hanford Personnel Dosimetry Advisory Committee which is chartered and chaired by DOE-RL and serves as means of coordinating dosimetry practices across contractors at Hanford.
