    With $10 million in funding from the U.S. Department of Energy's (DOE) Better Buildings Neighborhood Program, the NH Better Buildings program was established as an initiative that initially empowered the three “Beacon Communities” of Berlin, Nashua and Plymouth to achieve transformative energy savings and reductions in fossil fuel use and greenhouse gases through deep energy retrofits and complementary sustainable energy solutions. The program also enabled those Communities to provide leadership to other communities around the state as “beacons” of energy efficiency. The goal of the program was to reduce energy use by a minimum of 15% through energy efficiency upgrades in residential and commercial buildings in the communities. The program expanded statewide in April 2012 by issuing a competitive solicitation for additional commercial projects non-profit, and municipal energy efficiency projects from any community in the state, and a partnership with the state’s utility-run, ratepayer-funded residential Home Performance with ENERGY STAR® (HPwES) program. The NH Better Buildings program was administered by the New Hampshire Office of Energy and Planning (OEP) and managed by the NH Community Development Finance Authority (CDFA). The program started in July 2010 and the last projects funded with American Reinvestment and Recovery Act (ARRA) funds were completed in August 2013. The program will continue after the American Recovery and Reinvestment Act program period as a Revolving Loan Fund, enabling low-interest financing for deep energy retrofits into the future.

    Most states in the US are involved in electric industry restructuring, from considering the pros and cons in regulatory dockets to implementing legislative mandates for full restructuring and retail access for all consumers. Several states and utilities have initiated pilot programs in which multiple suppliers or service providers may compete for business and some utility customers can choose among competing suppliers. The State of New Hampshire has been experimenting with a pilot program, mandated by the State Legislature in 1995 and implemented by the New Hampshire Public Utilities Commission (NHPUC), before it implements full retail access. Green marketing, an attempt to characterize the supplier or service provider as environmentally friendly without referring to the energy resource used to generate electricity, was used by several suppliers or service providers to attract customers. This appeal to environmental consumerism was moderately successful, but it raised a number of consumer protection and public policy issues. This issue brief examines the marketing methods used in New Hampshire and explores what green marketing might mean for the development of renewable energy generation. It also addresses the issues raised and their implications.

It combines the two previous booklets of BPA authorities` and adds: sections of certain Appropriation Acts affecting BPA; a list of all other Appropriation Acts affecting BPA; a list of the acts authorizing Federal hydroelectric dams in the Columbia River Basin; portions of the Energy Policy Act of 1992 that specifically apply to BPA; portions of the Federal Power Act to provide context for the Energy Policy Act. The laws are in their United States Code format, rather than in the Public Law format as passed. Thus, the citation for Bonneville Project Act section 2(f) is shown as 16 USC {section}832a(f). Most people are familiar with the Public Law citations, so they have been retained and appear in italics at the end of each paragraph. In addition, later amendments to earlier laws are reflected in the United States Code language. For example, the Preference Act`s definition of ``Pacific Northwest`` (16 USC {section}837(b)) reflects the Northwest Power Act`s amendment of that term. The laws are presented in the numerical order they appear in the United States Code, rather than in the order in which they became law. Therefore, the Energy Policy Act of 1992 is presented first.     The decline of many snake populations is attributable to habitat loss, and knowledge of habitat use is critical to their conservation. Resource characteristics (e.g., relative availability of different habitat types, soils, and slopes) within a landscape are scale-dependent and may not be equal across multiple spatial scales. Thus, it is important to identify the relevant spatial scales at which resource selection occurs. We conducted a radiotelemetry study of eastern hognose snake (Heterodon platirhinos) home range size and resource use at different hierarchical spatial scales. We present the results for 8 snakes radiotracked during a 2-year study at New Boston Air Force Station (NBAFS) in southern New Hampshire, USA, where the species is listed by the state as endangered. Mean home range size (minimum convex polygon) at NBAFS (51.7 {+-} 14.7 ha) was similar to that reported in other parts of the species range. Radiotracked snakes exhibited different patterns of resource use at different spatial scales. At the landscape scale (selection of locations within the landscape), snakes overutilized old-field and forest edge habitats and underutilized forested habitats and wetlands relative to availability. At this scale, snakes also overutilized areas containing sandy loam soils and areas with lower slope (mean slope = 5.2% at snake locations vs. 6.7% at random locations). We failed to detect some of these patterns of resource use at the home range scale (i.e., within the home range). Our ability to detect resource selection by the snakes only at the landscape scale is likely the result of greater heterogeneity in macrohabitat features at the broader landscape scale. From a management perspective, future studies of habitat selection for rare species should include measurement of available habitat at spatial scales larger than the home range. We suggest that the maintenance of open early successional habitats as a component of forested landscapes will be critical for the persistence of eastern hognose snake populations in the northeastern United States.

    Few data are available that describe the roosting and foraging ecology of the Hoary Bat (Lasiurus cinereus), and no such data are available for the northeastern United States. We captured a juvenile Hoary Bat in south-central New Hampshire during July of 2007 and monitored its roosting behavior for ten days and its foraging behavior for one night. The bat roosted with two other bats, which we presumed were its mother and sibling. These bats roosted exclusively in Tsuga canadensis (Eastern Hemlock Tree) and tended to roost near tree tops in the forest canopy. The radiotagged bat used at least six roost trees and changed roost location eight times during the ten-day observation period. Although roost-tree fidelity was low, all roost trees were located within a maximum circular area of 0.5 ha. The bat foraged over an estimated 156-ha area of mostly forest habitat (68%), with additional open habitats (15%) and wetlands (17%). These data are the first observations of roosting and foraging behaviors by the Hoary Bat in the northeastern region of its geographic range.

    Fletcher's Paint Works and Storage Facility Hazardous Waste Site (Fletcher's Paint Site) in Milford, New Hampshire, consists of three distinct entities: Fletcher's Paint Works at 21 Elm Street, Fletcher's Paint Storage Facility on Mill Street, and a drainage ditch leading from the storage facility property to Hampshire Paper Company property. The aggregation of these three properties was based on the similar nature of operations and wastes, the close proximity of the areas, the same target population, and the same underlying aquifer at risk of contamination. The aggregated site has contributed to the contamination of soil, groundwater, surface water, sediment, and air with various volatile organic chemicals (VOCs), semivolatile organic chemicals (SVOCs), heavy metals, and polychlorinated biphenyls (PCBs). Environmental monitoring related to the Fletcher's Paint Site has consisted of sampling of the Keyes Well by the NH WSPCC, and sampling at the paint works, storage facility and drainage ditch by NUS Corporation and EPA's Environmental Services Division (ESD). Contaminant levels at each location is discussed individually. Based upon the available information, the Fletcher's Paint NPL Site is considered to be of potential public health concern because of the risk to public health caused by potential exposure to hazardous substances, such as VOCs, PCBs, PAHs, and heavy metals, at concentrations that may result in adverse health effects. Exposure to contaminated soil and surface water, and potentially contaminated fish may be occurring. The site is located in a densely populated part of town, while the storage facility is readily accessible to children walking to and from school.

    The Defense Land Fallout Interpretive Code (DELFIC) was originally released in 1968 as a tool for modeling fallout patterns and for predicting exposure rates. Despite the continual advancement of knowledge of fission yields, decay behavior of fission products, and biological dosimetry, the decay data and logic of DELFIC have remained mostly unchanged since inception. Additionally, previous code revisions caused a loss of conservation of radioactive nuclides. In this report, a new revision of the decay database and the Particle Activity Module is introduced and explained. The database upgrades discussed are replacement of the fission yields with ENDF/B-VII data as formatted in the Oak Ridge Isotope Generation (ORIGEN) code, revised decay constants, revised exposure rate multipliers, revised decay modes and branching ratios, and revised boiling point data. Included decay logic upgrades represent a correction of a flaw in the treatment of the fission yields, extension of the logic to include more complex decay modes, conservation of nuclides (including stable nuclides) at all times, and conversion of key variables to double precision for nuclide conservation. Finally, recommended future work is discussed with an emphasis on completion of the overall radiation physics upgrade, particularly for dosimetry, induced activity, decay of the actinides, and fractionation.

In contrast, when science is taught as a hands-on, inquiry-driven process, students are encouraged to ask questions grounded in their own curiosity and seek experimental solutions accordingly. In this way, they quickly discover both the profound relevance of science to their daily lives and its accessibility to them. Essentially, they learn to think and act like real scientists. The Center’s approach is multi-faceted: it includes direct inquiry-based science instruction to secondary and postsecondary students, educating the next generation of teachers, and providing new educational opportunities for teachers already working in the schools. Funding from the Department of Energy focused on the last population, enabling in-service teachers to explore and experience the pedagogy of inquiry-based science for themselves, and to take it back to their classrooms and students. The Center has demonstrated that the inquiry-based approach to science learning is compatible with existing state curriculum frameworks and produces students who understand and are positively inclined toward science. Funds from this Department of Energy grant supported three projects that involved K-16 science outreach: 1. Teaching Issues and Experiments in Ecology (TIEE). TIEE a peer-reviewed online journal and curriculum resource for postsecondary science teachers. 2. The Collaboration for Excellence in Science Education (CESE). CESE is a partnership with the Amherst, Massachusetts school system to foster the professional development of science teachers, and to perform research on student learning in the sciences and on teacher change. The project draws on Hampshire's long experience with inquiry-oriented and interdisciplinary education, as well as on its unique strengths in cognitive science. The project is run as design research, working with teachers to improve their practices and studying student and/or teacher outcomes. 3. Day in the Lab. Grant funds partially supported the expansion of the ongoing science outreach activities of the School of Natural Science. These activities are focused on local districts with large minority enrollments, including the Amherst, Holyoke and Springfield Public School Districts, and the Pioneer Valley Performing Arts Charter School (PVPA). Each of the three projects supported by the grant met or exceeded its goals. In part, the successes we met were due to continuity and communication among the staff of the programs. At the beginning of the CESE project, a science outreach coordinator was recruited. He worked throughout the grant period along with a senior researcher and the project's curriculum director. Additionally, the director and an undergraduate student conducted research on teacher change. The science outreach coordinator acted as a liaison among Hampshire College, the school districts, and a number of local businesses and agencies, providing organizational support, discussion facilitation, classroom support for teachers, and materials purchase. His presence in the schools kept teachers engaged and

    Criticality accidents and the characteristics of prompt power excursions are discussed. Sixty accidental power excursions are reviewed. Sufficient detail is provided to enable the reader to understand the physical situation, the chemistry and material flow, and when available the administrative setting leading up to the time of the accident. Information on the power history, energy release, consequences, and causes are also included when available. For those accidents that occurred in process plants, two new sections have been included in this revision. The first is an analysis and summary of the physical and neutronic features of the chain reacting systems. The second is a compilation of observations and lessons learned. Excursions associated with large power reactors are not included in this report.

    Title 44 US Code, ``Public Printing and Documents,`` regulations issued by the General Service Administration (GSA) in 41 CFR Chapter 101, Subchapter B, ``Management and Use of Information and Records,`` and regulations issued by the National Archives and Records Administration (NARA) in 36 CFR Chapter 12, Subchapter B, ``Records Management,`` require each agency to prepare and issue a comprehensive records disposition schedule that contains the NARA approved records disposition schedules for records unique to the agency and contains the NARA`s General Records Schedules for records common to several or all agencies. The approved records disposition schedules specify the appropriate duration of retention and the final disposition for records created or maintained by the NRC.     The Department of Energy currently has over 100 million liters of high-level radioactive waste in storage at the Savannah River Site (SRS). In the late 1970's, the Department of Energy recognized that there were significant safety and cost advantages associated with immobilizing the high-level waste in a stable solid form. Several alternative waste forms were evaluated in terms of product quality and reliability of fabrication. This evaluation led to a decision to build the Defense Waste Processing Facility (DWPF) at SRS to convert the easily dispersed liquid waste to borosilicate glass. In accordance with the NEPA (National Environmental Policy Act) process, an Environmental Impact Statement was prepared for the facility, as well as an Environmental Assessment of the alternative waste forms, and issuance of a Record of Decision (in December, 1982) on the waste form. The Department of Energy, recognizing that start-up of the DWPF would considerably precede licensing of a repository, instituted a Waste Acceptance Process to ensure that these canistered waste forms would be acceptable for eventual disposal at a federal repository. This report is a revision of the DWPF compliance plan.

This evaluation led to a decision to build the Defense Waste Processing Facility (DWPF) at SRS to convert the easily dispersed liquid waste to borosilicate glass. In accordance with the NEPA (National Environmental Policy Act) process, an Environmental Impact Statement was prepared for the facility, as well as an Environmental Assessment of the alternative waste forms, and issuance of a Record of Decision (in December, 1982) on the waste form. The Department of Energy, recognizing that start-up of the DWPF would considerably precede licensing of a repository, instituted a Waste Acceptance Process to ensure that these canistered waste forms would be acceptable for eventual disposal at a federal repository. This report is a revision of the DWPF compliance plan.

This document provides all the information required to develop parallel programs with the PCN programming system. It includes both tutorial and reference material. It also presents the basic concepts that underlie PCN, particularly where these are likely to be unfamiliar to the reader, and provides pointers to other documentation on the PCN language, programming techniques, and tools.     The U.S. Nuclear Regulatory Commission (NRC) reviews the human factors engineering (HFE) programs of applicants for nuclear power plant construction permits, operating licenses, standard design certifications, and combined operating licenses. The purpose of these safety reviews is to help ensure that personnel performance and reliability are appropriately supported. Detailed design review procedures and guidance for the evaluations is provided in three key documents: the Standard Review Plan (NUREG-0800), the HFE Program Review Model (NUREG-0711), and the Human-System Interface Design Review Guidelines (NUREG-0700). These documents were last revised in 2007, 2004 and 2002, respectively. The NRC is committed to the periodic update and improvement of the guidance to ensure that it remains a state-of-the-art design evaluation tool. To this end, the NRC is updating its guidance to stay current with recent research on human performance, advances in HFE methods and tools, and new technology being employed in plant and control room design. NUREG-0711 is the first document to be addressed. We present the methodology used to update NUREG-0711 and summarize the main changes made. Finally, we discuss the current status of the update program and the future plans.

    This letter report outlines a methodology and provides resource information for the Deep Borehole Emplacement Mode Hazard Analysis (DBEMHA). The main purpose is identify the accident hazards and accident event sequences associated with the two emplacement mode options (wireline or drillstring), to outline a methodology for computing accident probabilities and frequencies, and to point to available databases on the nature and frequency of accidents typically associated with standard borehole drilling and nuclear handling operations. Risk mitigation and prevention measures, which have been incorporated into the two emplacement designs (see Cochran and Hardin 2015), are also discussed. A key intent of this report is to provide background information to brief subject matter experts involved in the Emplacement Mode Design Study. [Note: Revision 0 of this report is concentrated more on the wireline emplacement mode. It is expected that Revision 1 will contain further development of the preliminary fault and event trees for the drill string emplacement mode.

    In anticipation of the possible collision between a circumstellar disk and the secondary star in the highly eccentric binary system {delta} Scorpii, high angular resolution interferometric observations have been acquired, aimed at revising the binary parameters. The Navy Prototype Optical Interferometer was used to spatially resolve the binary components in 2000 and over a period between 2005 and 2010. The interferometric observations are used to obtain the angular separations and orientations of the two stellar components at all epochs for which data have been obtained, including 2005 and 2006, for which, based on previous studies, there was some uncertainty as to if the signature of binarity can be clearly detected. The results of this study represent the most complete and accurate coverage of the binary orbit of this system to date and allow for the revised timing of the upcoming periastron passage that will occur in 2011 to be obtained.

    This document describes the U.S. Department of Energy's (DOE) Hanford Site environment. It is updated each year and is intended to provide a consistent description of the Hanford Site environment for the many National Environmental Policy Act (NEPA) documents being prepared by DOE contractors. No statements of significance or environmental consequences are provided. This year's report is the thirteenth revision of the original document published in 1988 and is (until replaced by the fourteenth revision) the only version that is relevant for use in the preparation of Hanford NEPA, State Environmental Policy Act (SEPA), and Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) documents. The two chapters included in this document (Chapters 4 and 6) are numbered to correspond to the chapters where such information is typically presented in environmental impact statements (Weiss) and other Hanford Site NEPA or CERCLA documentation. Chapter 4.0 (Affected Environment) describes Hanford Site climate and meteorology, geology, hydrology, ecology, cultural, archaeological, and historical resources, socioeconomics, occupational safety, and noise. Chapter 6.0 (Statutory and Regulatory Requirements) describes federal and state laws and regulations, DOE directives and permits, and presidential executive orders that are applicable to the NEPA documents prepared for Hanford Site activities.

  16. Revised MITG design, fabrication procedure, and performance predictions

    The design, analysis, and key features of the Modular Isotopic Thermoelectric Generator (MITG) were described in a 1981 IECEC paper; and the design, fabrication, testing, and post-test analysis of test assemblies simulating prototypical MITG modules were described in preceding papers in these proceedings. These analyses succeeded in identifying and explaining the principal causes of thermal-stress problems encountered in the tests, and in confirming the effectiveness of design changes for alleviating them. The present paper presents additional design improvements for solving these and other problems, and describes new thermoelectric material properties generated by independent laboratories over the past two years. Based on these changes and on a revised fabrication procedure, it presents a reoptimization of the MITG design and computes the power-to-weight ratio for the revised design. That ratio is appreciably lower than the 1981 prediction, primarily because of changes in material properties; but it is still much higher than the specific power of current-generation RTGs.

    This seventh revision of the Hanford Site National Environmental Policy (NEPA) Characterization presents current environmental data regarding the Hanford Site and its immediate environs. This information is intended for use in preparing Site-related NEPA documentation. Chapter 4.0 summarizes up-to-date information on climate and meteorology, geology, hydrology, environmental monitoring, ecology, history and archaeology, socioeconomics, land use, and noise levels prepared by Pacific Northwest Laboratory (PNL) staff. More detailed data are available from reference sources cited or from the authors. Chapter 5.0 was not updated from the sixth revision (1994). It describes models, including their principal underlying assumptions, that are to be used in simulating realized or potential impacts from nuclear materials at the Hanford Site. Included are models of radionuclide transport in groundwater and atmospheric pathways, and of radiation dose to populations via all known pathways from known initial conditions. The updated Chapter 6.0 provides the preparer with the federal and state regulations, DOE Orders and permits, and environmental standards directly applicable to the NEPA documents on the Hanford Site, following the structure of Chapter 4.0. No conclusions or recommendations are given in this report. Rather, it is a compilation of information on the Hanford Site environment that can be used directly by Site contractors. This information can also be used by any interested individual seeking baseline data on the Hanford Site and its past activities by which to evaluate projected activities and their impacts.
