    Most states in the US are involved in electric industry restructuring, from considering the pros and cons in regulatory dockets to implementing legislative mandates for full restructuring and retail access for all consumers. Several states and utilities have initiated pilot programs in which multiple suppliers or service providers may compete for business and some utility customers can choose among competing suppliers. The State of New Hampshire has been experimenting with a pilot program, mandated by the State Legislature in 1995 and implemented by the New Hampshire Public Utilities Commission (NHPUC), before it implements full retail access. Green marketing, an attempt to characterize the supplier or service provider as environmentally friendly without referring to the energy resource used to generate electricity, was used by several suppliers or service providers to attract customers. This appeal to environmental consumerism was moderately successful, but it raised a number of consumer protection and public policy issues. This issue brief examines the marketing methods used in New Hampshire and explores what green marketing might mean for the development of renewable energy generation. It also addresses the issues raised and their implications.

    With $10 million in funding from the U.S. Department of Energy's (DOE) Better Buildings Neighborhood Program, the NH Better Buildings program was established as an initiative that initially empowered the three “Beacon Communities” of Berlin, Nashua and Plymouth to achieve transformative energy savings and reductions in fossil fuel use and greenhouse gases through deep energy retrofits and complementary sustainable energy solutions. The program also enabled those Communities to provide leadership to other communities around the state as “beacons” of energy efficiency. The goal of the program was to reduce energy use by a minimum of 15% through energy efficiency upgrades in residential and commercial buildings in the communities. The program expanded statewide in April 2012 by issuing a competitive solicitation for additional commercial projects non-profit, and municipal energy efficiency projects from any community in the state, and a partnership with the state’s utility-run, ratepayer-funded residential Home Performance with ENERGY STAR® (HPwES) program. The NH Better Buildings program was administered by the New Hampshire Office of Energy and Planning (OEP) and managed by the NH Community Development Finance Authority (CDFA). The program started in July 2010 and the last projects funded with American Reinvestment and Recovery Act (ARRA) funds were completed in August 2013. The program will continue after the American Recovery and Reinvestment Act program period as a Revolving Loan Fund, enabling low-interest financing for deep energy retrofits into the future.

    We present an imperative quantum programming language LanQ which was designed to support combination of quantum and classical programming and basic process operations - process creation and interprocess communication. The language can thus be used for implementing both classical and quantum algorithms and protocols. Its syntax is similar to that of C language what makes it easy to learn for existing programmers.     Water-resources data for the 1995 water year for New Hampshire and Vermont consists of stage, discharge, and water quality of streams; contents of lakes and reservoirs; and ground-water levels. The report contains discharge records for 72 gaging stations, stage records for 5 lakes, monthend contents for 23 lakes and reservoirs, water quality for 9 gaging stations and water levels for 26 observation wells. Also included are data for 18 crest-stage partial-record stations. Additional water data were collected at various sites, not part of the systematic data-collection program and are published as miscellaneous measurements. A few pertinent stations in bordering states are also included in the report. These data represent that portion of the National Water Data System operated by the U.S. Geological Survey and cooperating State and Federal agencies in New Hampshire and Vermont.

    The decline of many snake populations is attributable to habitat loss, and knowledge of habitat use is critical to their conservation. Resource characteristics (e.g., relative availability of different habitat types, soils, and slopes) within a landscape are scale-dependent and may not be equal across multiple spatial scales. Thus, it is important to identify the relevant spatial scales at which resource selection occurs. We conducted a radiotelemetry study of eastern hognose snake (Heterodon platirhinos) home range size and resource use at different hierarchical spatial scales. We present the results for 8 snakes radiotracked during a 2-year study at New Boston Air Force Station (NBAFS) in southern New Hampshire, USA, where the species is listed by the state as endangered. Mean home range size (minimum convex polygon) at NBAFS (51.7 {+-} 14.7 ha) was similar to that reported in other parts of the species range. Radiotracked snakes exhibited different patterns of resource use at different spatial scales. At the landscape scale (selection of locations within the landscape), snakes overutilized old-field and forest edge habitats and underutilized forested habitats and wetlands relative to availability. At this scale, snakes also overutilized areas containing sandy loam soils and areas with lower slope (mean slope = 5.2% at snake locations vs. 6.7% at random locations). We failed to detect some of these patterns of resource use at the home range scale (i.e., within the home range). Our ability to detect resource selection by the snakes only at the landscape scale is likely the result of greater heterogeneity in macrohabitat features at the broader landscape scale. From a management perspective, future studies of habitat selection for rare species should include measurement of available habitat at spatial scales larger than the home range. We suggest that the maintenance of open early successional habitats as a component of forested landscapes will be critical for the persistence of eastern hognose snake populations in the northeastern United States.

    Hampshire College's Center for Science Education (Center) focuses on teacher professional development, curriculum development, and student enrichment programs. The Center also maintains research programs on teacher change, student learning and instructional effectiveness. The Center's work promotes learning that persists over time and transfers to new situations in and out of school. The projects develop the implications of the increasing agreement among teachers and researchers that effective learning involves active concept mastery and consistent practice with inquiry and critical thinking. The Center's objective is to help strengthen the pipeline of U.S. students pursuing postsecondary study in STEM fields. The Center achieves this by fostering an educational environment in which science is taught as an active, directly experienced endeavor across the K-16 continuum. Too often, young people are dissuaded from pursuing science because they do not see its relevance, instead experiencing it as dry, rote, technical. In contrast, when science is taught as a hands-on, inquiry-driven process, students are encouraged to ask questions grounded in their own curiosity and seek experimental solutions accordingly. In this way, they quickly discover both the profound relevance of science to their daily lives and its accessibility to them. Essentially, they learn to think and act like real scientists. The Center’s approach is multi-faceted: it includes direct inquiry-based science instruction to secondary and postsecondary students, educating the next generation of teachers, and providing new educational opportunities for teachers already working in the schools. Funding from the Department of Energy focused on the last population, enabling in-service teachers to explore and experience the pedagogy of inquiry-based science for themselves, and to take it back to their classrooms and students. The Center has demonstrated that the inquiry-based approach to science learning is compatible with existing state curriculum frameworks and produces students who understand and are positively inclined toward science. Funds from this Department of Energy grant supported three projects that involved K-16 science outreach: 1. Teaching Issues and Experiments in Ecology (TIEE). TIEE a peer-reviewed online journal and curriculum resource for postsecondary science teachers. 2. The Collaboration for Excellence in Science Education (CESE). CESE is a partnership with the Amherst, Massachusetts school system to foster the professional development of science teachers, and to perform research on student learning in the sciences and on teacher change. The project draws on Hampshire's long experience with inquiry-oriented and interdisciplinary education, as well as on its unique strengths in cognitive science. The project is run as design research, working with teachers to improve their practices and studying student and/or teacher outcomes. 3. Day in the Lab. Grant funds partially supported the expansion of the ongoing science outreach activities of the School of Natural Science. These activities are focused on local districts with large minority enrollments, including the Amherst, Holyoke and Springfield Public School Districts, and the Pioneer Valley Performing Arts Charter School (PVPA). Each of the three projects supported by the grant met or exceeded its goals. In part, the successes we met were due to continuity and communication among the staff of the programs. At the beginning of the CESE project, a science outreach coordinator was recruited. He worked throughout the grant period along with a senior researcher and the project's curriculum director. Additionally, the director and an undergraduate student conducted research on teacher change. The science outreach coordinator acted as a liaison among Hampshire College, the school districts, and a number of local businesses and agencies, providing organizational support, discussion facilitation, classroom support for teachers, and materials purchase.     The following is a summary report of the New Hampshire Governor`s Office of Energy and Community Services (ECS) participation in the State Heating Oil and Propane Program (SHOPP) for the 1997/98 heating season. SHOPP is a cooperative effort, linking energy offices in East Coast and Midwest states, with the Department of Energy (DOE), Energy Information Administration (EIA) for the purpose of collecting retail price data for heating oil and propane. The program is funded by the participating state with a matching grant from DOE. SHOPP was initiated in response to congressional inquires into supply difficulties and price spikes of heating oil and propane associated with the winter of 1989/90. This is important to New Hampshire because heating oil controls over 55% of the residential heating market statewide. Propane controls 10% of the heating market statewide and is widely used for water heating and cooking in areas of the state where natural gas is not available. Lower installation cost, convenience, lower operating costs compared to electricity, and its perception as a clean heating fuel have all worked to increase the popularity of propane in New Hampshire and should continue to do so in the future. Any disruption in supply of these heating fuels to New Hampshire could cause prices to skyrocket and leave many residents in the cold.

    Few data are available that describe the roosting and foraging ecology of the Hoary Bat (Lasiurus cinereus), and no such data are available for the northeastern United States. We captured a juvenile Hoary Bat in south-central New Hampshire during July of 2007 and monitored its roosting behavior for ten days and its foraging behavior for one night. The bat roosted with two other bats, which we presumed were its mother and sibling. These bats roosted exclusively in Tsuga canadensis (Eastern Hemlock Tree) and tended to roost near tree tops in the forest canopy. The radiotagged bat used at least six roost trees and changed roost location eight times during the ten-day observation period. Although roost-tree fidelity was low, all roost trees were located within a maximum circular area of 0.5 ha. The bat foraged over an estimated 156-ha area of mostly forest habitat (68%), with additional open habitats (15%) and wetlands (17%). These data are the first observations of roosting and foraging behaviors by the Hoary Bat in the northeastern region of its geographic range.

    Fletcher's Paint Works and Storage Facility Hazardous Waste Site (Fletcher's Paint Site) in Milford, New Hampshire, consists of three distinct entities: Fletcher's Paint Works at 21 Elm Street, Fletcher's Paint Storage Facility on Mill Street, and a drainage ditch leading from the storage facility property to Hampshire Paper Company property. The aggregation of these three properties was based on the similar nature of operations and wastes, the close proximity of the areas, the same target population, and the same underlying aquifer at risk of contamination. The aggregated site has contributed to the contamination of soil, groundwater, surface water, sediment, and air with various volatile organic chemicals (VOCs), semivolatile organic chemicals (SVOCs), heavy metals, and polychlorinated biphenyls (PCBs). Environmental monitoring related to the Fletcher's Paint Site has consisted of sampling of the Keyes Well by the NH WSPCC, and sampling at the paint works, storage facility and drainage ditch by NUS Corporation and EPA's Environmental Services Division (ESD). Contaminant levels at each location is discussed individually. Based upon the available information, the Fletcher's Paint NPL Site is considered to be of potential public health concern because of the risk to public health caused by potential exposure to hazardous substances, such as VOCs, PCBs, PAHs, and heavy metals, at concentrations that may result in adverse health effects. Exposure to contaminated soil and surface water, and potentially contaminated fish may be occurring. The site is located in a densely populated part of town, while the storage facility is readily accessible to children walking to and from school.

    Although lensed troffers are numerous, there are many other types of optical systems as well. This report looked at the performance of three linear (T8) LED lamps chosen primarily based on their luminous intensity distributions (narrow, medium, and wide beam angles) as well as a benchmark fluorescent lamp in five different troffer types. Also included are the results of a subjective evaluation. Results show that linear (T8) LED lamps can improve luminaire efficiency in K12-lensed and parabolic-louvered troffers, effect little change in volumetric and high-performance diffuse-lensed type luminaires, but reduce efficiency in recessed indirect troffers. These changes can be accompanied by visual appearance and visual comfort consequences, especially when LED lamps with clear lenses and narrow distributions are installed. Linear (T8) LED lamps with diffuse apertures exhibited wider beam angles, performed more similarly to fluorescent lamps, and received better ratings from observers. Guidance is provided on which luminaires are the best candidates for retrofitting with linear (T8) LED lamps.

    In recent years there have been many attempts to characterize the occurrence of stellar, BD and planetary-mass companions to solar-type stars, with the aim of constraining formation mechanisms. From RV observations a dearth of companions with masses between 10-40 MJup has been noticed at close separations, suggesting the possibility of a distinct formation mechanism for objects above and below this range. We present a model for the substellar companion mass function (CMF). It consists of the superposition of the planet and BD companion mass distributions, assuming that we can extrapolate the RV measured companion mass function for planets to larger separations and the stellar companion mass-ratio distribution over all separations into the BD mass regime. By using both the results of the VLT/NaCo large program and the complementary archive datasets that probe the occurrence of planets and BDs on wide orbits around solar-type stars, we place some constraints on the planet and BD distributions.     The Institute for Regulatory Science (RS) and the American Society of Mechanical Engineers (ASME) jointly estab lished a peer-review program. As the program evolved, four types of review were established. A process for stakeholder participation in peer review eetings was also developed. While a committee established by the ASME provided oversight to the peer-review process, the RSI managed the day-to-day operations of peer review panels. In addition to the reports resulting from peer review of specific projects, several documents were prepared to facilitate the review process, all of which were widely distributed.

    The Northeast Regional Biomass Program (NRBP) is comprised of the following states: Connecticut. Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island and Vermont. It is managed for the Department of Energy (DOE) by the CONEG Policy Research Center, Inc. The Northeast states face several near-term barriers to the expanded use of biomass energy. Informational and technical barriers have impeded industrial conversions, delaying the development of a wood energy supply infrastructure. Concern over the environmental impacts on resources are not well understood. Public awareness and concern about safety issues surrounding wood energy use has also grown to the point of applying a brake to the trend of increases in residential applications of biomass energy. In addition, many residential, industrial, and commercial energy users are discouraged from using biomass energy because of the convenience factor. Regardless of the potential for cost savings, biomass energy sources, aside from being perceived as more esoteric, are also viewed as more work for the user. The Northeast Regional Biomass Program (NRBP) is designed to help the eleven Northeastern states overcome these obstacles and achieve their biomass energy potentials. The objective of this program in the current and future years is to increase the role of biomass fuels in the region`s energy mix by providing the impetus for states and the private sector to develop a viable Northeast biomass fuels market.

    We introduce the language QML, a functional language for quantum computations on finite types. Its design is guided by its categorical semantics: QML programs are interpreted by morphisms in the category FQC of finite quantum computations, which provides a constructive semantics of irreversible quantum computations realisable as quantum gates. QML integrates reversible and irreversible quantum computations in one language, using first order strict linear logic to make weakenings explicit. Strict programs are free from decoherence and hence preserve superpositions and entanglement - which is essential for quantum parallelism.

    In this paper we propose two types of new algorithms for linear programming. The first type of these new algorithms uses algebraic methods while the second type of these new algorithms uses geometric methods. The first type of algorithms is based on treating the objective function as a parameter. In this method, we form a matrix using coefficients in the system of equations consisting objective equation and equations obtained from inequalities defining constraint by introducing slack/surplus variables. We obtain reduced row echelon form for this matrix containing only one variable, namely, the objective function itself as an unknown parameter. We analyse this matrix in the reduced row echelon form and develop a clear cut method to find the optimal solution for the problem at hand, if and when it exists. We see that the entire optimization process can be developed through the proper analysis of the said matrix in the reduced row echelon form. The second type of algorithms that we propose for linear programming are inspired by geometrical considerations. All these algorithms pursue common aim of approaching closer and closer to centroid or some centrally located interior point for speeding up the process of reaching an optimal solution! We then proceed to show that the algebraic method developed above for linear programming naturally extends to non-linear and integer programming problems. For non-linear and integer programming problems we use the technique of Grobner bases and the methods of solving linear Diophantine equations respectively.

    An accelerator complex that can produce ultra-intense beams of muons presents many opportunities to explore new physics. A facility of this type is unique in that, in a relatively straightforward way, it can present a physics program that can be staged and thus move forward incrementally, addressing exciting new physics at each step. At the request of the US Department of Energy's Office of High Energy Physics, the Neutrino Factory and Muon Collider Collaboration (NFMCC) and the Fermilab Muon Collider Task Force (MCTF) have recently submitted a proposal to create a Muon Accelerator Program that will have, as a primary goal, to deliver a Design Feasibility Study for an energy-frontier Muon Collider by the end of a 7 year R&D program. This paper presents a description of a Muon Collider facility and gives an overview of the proposal.

    Cylinders containing depleted uranium hexafluoride (UF{sub 6}) in storage at the Department of Energy (DOE) gaseous diffusion plants, managed by Martin Marietta Energy Systems, Inc., are being evaluated to determine their expected storage life. Cylinders evaluated recently have been in storage service for 30 to 40 years. In the present environment, the remaining life for these storage cylinders is estimated to be 30 years or greater. The group of cylinders involved in recent tests will continue to be monitored on a periodic basis, and other storage cylinders will be observed as on a statistical sample population. The program has been extended to all types of large capacity UF{sub 6} cylinders.

    An overview of environmental monitoring programs and research during development of a moderate temperature geothermal resource in the Raft River Valley is presented. One of the major objectives was to develop programs for environmental assessment and protection that could serve as an example for similar types of development. The monitoring studies were designed to establish baseline conditions (predevelopment) of the physical, biological, and human environment. Potential changes were assessed and adverse environmental impacts minimized. No major environmental impacts resulted from development of the Raft River Geothermal Research Facility. The results of the physical, biological, and human environment monitoring programs are summarized.

    A tornado type wind turbine has a vertically disposed wind collecting tower with spaced apart inner and outer walls and a central bore. The upper end of the tower is open while the lower end of the structure is in communication with a wind intake chamber. An opening in the wind chamber is positioned over a turbine which is in driving communication with an electrical generator. An opening between the inner and outer walls at the lower end of the tower permits radially flowing air to enter the space between the inner and outer walls while a vertically disposed opening in the wind collecting tower permits tangentially flowing air to enter the central bore. A porous portion of the inner wall permits the radially flowing air to interact with the tangentially flowing air so as to create an intensified vortex flow which exits out of the top opening of the tower so as to create a low pressure core and thus draw air through the opening of the wind intake chamber so as to drive the turbine.

    For a space reactor power system, a comprehensive safety program will be required to assure that no undue risk is present. This report summarizes the nuclear safety review/approval process that will be required for a space reactor system. The documentation requirements are presented along with a summary of the required contents of key documents. Finally, the aerospace safety program conducted for the SNAP-10A reactor system is summarized. The results of this program are presented to show the type of program that can be expected and to provide information that could be usable in future programs.

    The remarkable uniformity of Type Ia supernovae has allowed astronomers to use them as distance indicators to measure the properties and expansion history of the Universe. However, Type Ia supernovae exhibit intrinsic variation in both their spectra and observed brightness. The brightness variations have been approximately corrected by various methods, but there remain intrinsic variations that limit the statistical power of current and future observations of distant supernovae for cosmological purposes. There may be systematic effects in this residual variation that evolve with redshift and thus limit the cosmological power of SN Ia luminosity-distance experiments. To reduce these systematic uncertainties, we need a deeper understanding of the observed variations in Type Ia supernovae. Toward this end, the Nearby Supernova Factory has been designed to discover hundreds of Type Ia supernovae in a systematic and automated fashion and study them in detail. This project will observe these supernovae spectrophotometrically to provide the homogeneous high-quality data set necessary to improve the understanding and calibration of these vital cosmological yardsticks. From 1998 to 2003, in collaboration with the Near-Earth Asteroid Tracking group at the Jet Propulsion Laboratory, a systematic and automated searching program was conceived and executed using the computing facilities at Lawrence Berkeley National Laboratory and the National Energy Research Supercomputing Center. An automated search had never been attempted on this scale. A number of planned future large supernovae projects are predicated on the ability to find supernovae quickly, reliably, and efficiently in large datasets. A prototype run of the SNfactory search pipeline conducted from 2002 to 2003 discovered 83 SNe at a final rate of 12 SNe/month. A large, homogeneous search of this scale offers an excellent opportunity to measure the rate of Type Ia supernovae. This thesis presents a new method for analyzing the true sensitivity of a multi-epoch supernova search and finds a Type Ia supernova rate from z {approx} 0.01-0.1 of r{sub V} = 4.26{sub -1.93 -0.10}{sup +1.39 +0.10} h{sup 3} x 10{sup -4} SNe Ia/yr/Mpc{sup 3} from a preliminary analysis of a subsample of the SNfactory prototype search. Several unusual supernovae were found in the course of the SNfactory prototype search. One in particular, SN 2002ic, was the first SN Ia to exhibit convincing evidence for a circumstellar medium and offers valuable insight into the progenitors of Type Ia supernovae.
