    With $10 million in funding from the U.S. Department of Energy's (DOE) Better Buildings Neighborhood Program, the NH Better Buildings program was established as an initiative that initially empowered the three “Beacon Communities” of Berlin, Nashua and Plymouth to achieve transformative energy savings and reductions in fossil fuel use and greenhouse gases through deep energy retrofits and complementary sustainable energy solutions. The program also enabled those Communities to provide leadership to other communities around the state as “beacons” of energy efficiency. The goal of the program was to reduce energy use by a minimum of 15% through energy efficiency upgrades in residential and commercial buildings in the communities. The program expanded statewide in April 2012 by issuing a competitive solicitation for additional commercial projects non-profit, and municipal energy efficiency projects from any community in the state, and a partnership with the state’s utility-run, ratepayer-funded residential Home Performance with ENERGY STAR® (HPwES) program. The NH Better Buildings program was administered by the New Hampshire Office of Energy and Planning (OEP) and managed by the NH Community Development Finance Authority (CDFA). The program started in July 2010 and the last projects funded with American Reinvestment and Recovery Act (ARRA) funds were completed in August 2013. The program will continue after the American Recovery and Reinvestment Act program period as a Revolving Loan Fund, enabling low-interest financing for deep energy retrofits into the future.

    Most states in the US are involved in electric industry restructuring, from considering the pros and cons in regulatory dockets to implementing legislative mandates for full restructuring and retail access for all consumers. Several states and utilities have initiated pilot programs in which multiple suppliers or service providers may compete for business and some utility customers can choose among competing suppliers. The State of New Hampshire has been experimenting with a pilot program, mandated by the State Legislature in 1995 and implemented by the New Hampshire Public Utilities Commission (NHPUC), before it implements full retail access. Green marketing, an attempt to characterize the supplier or service provider as environmentally friendly without referring to the energy resource used to generate electricity, was used by several suppliers or service providers to attract customers. This appeal to environmental consumerism was moderately successful, but it raised a number of consumer protection and public policy issues. This issue brief examines the marketing methods used in New Hampshire and explores what green marketing might mean for the development of renewable energy generation. It also addresses the issues raised and their implications.

    The decline of many snake populations is attributable to habitat loss, and knowledge of habitat use is critical to their conservation. Resource characteristics (e.g., relative availability of different habitat types, soils, and slopes) within a landscape are scale-dependent and may not be equal across multiple spatial scales. Thus, it is important to identify the relevant spatial scales at which resource selection occurs. We conducted a radiotelemetry study of eastern hognose snake (Heterodon platirhinos) home range size and resource use at different hierarchical spatial scales. We present the results for 8 snakes radiotracked during a 2-year study at New Boston Air Force Station (NBAFS) in southern New Hampshire, USA, where the species is listed by the state as endangered. Mean home range size (minimum convex polygon) at NBAFS (51.7 {+-} 14.7 ha) was similar to that reported in other parts of the species range. Radiotracked snakes exhibited different patterns of resource use at different spatial scales. At the landscape scale (selection of locations within the landscape), snakes overutilized old-field and forest edge habitats and underutilized forested habitats and wetlands relative to availability. At this scale, snakes also overutilized areas containing sandy loam soils and areas with lower slope (mean slope = 5.2% at snake locations vs. 6.7% at random locations). We failed to detect some of these patterns of resource use at the home range scale (i.e., within the home range). Our ability to detect resource selection by the snakes only at the landscape scale is likely the result of greater heterogeneity in macrohabitat features at the broader landscape scale. From a management perspective, future studies of habitat selection for rare species should include measurement of available habitat at spatial scales larger than the home range. We suggest that the maintenance of open early successional habitats as a component of forested landscapes will be critical for the persistence of eastern hognose snake populations in the northeastern United States.

    Few data are available that describe the roosting and foraging ecology of the Hoary Bat (Lasiurus cinereus), and no such data are available for the northeastern United States. We captured a juvenile Hoary Bat in south-central New Hampshire during July of 2007 and monitored its roosting behavior for ten days and its foraging behavior for one night. The bat roosted with two other bats, which we presumed were its mother and sibling. These bats roosted exclusively in Tsuga canadensis (Eastern Hemlock Tree) and tended to roost near tree tops in the forest canopy. The radiotagged bat used at least six roost trees and changed roost location eight times during the ten-day observation period. Although roost-tree fidelity was low, all roost trees were located within a maximum circular area of 0.5 ha. The bat foraged over an estimated 156-ha area of mostly forest habitat (68%), with additional open habitats (15%) and wetlands (17%). These data are the first observations of roosting and foraging behaviors by the Hoary Bat in the northeastern region of its geographic range.

    This report presents the status at the end of 1989 and the outlook for commercial nuclear capacity and generation for all countries in the world with free market economies (FME). The report provides documentation of the US nuclear capacity and generation projections through 2030. The long-term projections of US nuclear capacity and generation are provided to the US Department of Energy's (DOE) Office of Civilian Radioactive Waste Management (OCRWM) for use in estimating nuclear waste fund revenues and to aid in planning the disposal of nuclear waste. These projections also support the Energy Information Administration's annual report, Domestic Uranium Mining and Milling Industry: Viability Assessment, and are provided to the Organization for Economic Cooperation and Development. The foreign nuclear capacity projections are used by the DOE uranium enrichment program in assessing potential markets for future enrichment contracts. The two major sections of this report discuss US and foreign commercial nuclear power. The US section (Chapters 2 and 3) deals with (1) the status of nuclear power as of the end of 1989; (2) projections of nuclear capacity and generation at 5-year intervals from 1990 through 2030; and (3) a discussion of institutional and technical issues that affect nuclear power. The nuclear capacity projections are discussed in terms of two projection periods: the intermediate term through 2010 and the long term through 2030.     The purpose of the Power-One Aerocapacitor Commercialization Plan is to communicate to members of management and to all employees the overall objectives of the corporation. Power-One, Inc., has participated in a US Federal Government Technology Reinvestment Project (TRP), entitled {open_quotes}Advanced Power Conversion based on the Aerocapacitor{close_quotes}: the project is a group effort, with Lawrence Livermore National Labs, GenCorp/Aerojet, PolyStor Corp. (a start-up company), and Power-One forming the consortium. The expected resulting technology is the {open_quotes}Aerocapacitor{close_quotes}, which possesses much higher performance levels than the usual capacitors on the market today. Power-One hopes to incorporate the Aerocapacitor into some of its products, hence enhancing their performance, as well as market privately-labeled aerocapacitors through its distribution channels. This document describes the details of Power-One`s plan to bring to market and commercialize the Aerocapacitor and Aerocapacitor-based products. This plan was formulated while Power-One was part of the Oerocap project. It has since pulled out of this project. What is presented in this plan is the work which was developed prior to the business decision to terminate this work.

    Fletcher's Paint Works and Storage Facility Hazardous Waste Site (Fletcher's Paint Site) in Milford, New Hampshire, consists of three distinct entities: Fletcher's Paint Works at 21 Elm Street, Fletcher's Paint Storage Facility on Mill Street, and a drainage ditch leading from the storage facility property to Hampshire Paper Company property. The aggregation of these three properties was based on the similar nature of operations and wastes, the close proximity of the areas, the same target population, and the same underlying aquifer at risk of contamination. The aggregated site has contributed to the contamination of soil, groundwater, surface water, sediment, and air with various volatile organic chemicals (VOCs), semivolatile organic chemicals (SVOCs), heavy metals, and polychlorinated biphenyls (PCBs). Environmental monitoring related to the Fletcher's Paint Site has consisted of sampling of the Keyes Well by the NH WSPCC, and sampling at the paint works, storage facility and drainage ditch by NUS Corporation and EPA's Environmental Services Division (ESD). Contaminant levels at each location is discussed individually. Based upon the available information, the Fletcher's Paint NPL Site is considered to be of potential public health concern because of the risk to public health caused by potential exposure to hazardous substances, such as VOCs, PCBs, PAHs, and heavy metals, at concentrations that may result in adverse health effects. Exposure to contaminated soil and surface water, and potentially contaminated fish may be occurring. The site is located in a densely populated part of town, while the storage facility is readily accessible to children walking to and from school.

    Top address a growing national problem with generation of wastes and by-products, TVA has been involved for several years with developing and commercializing environmentally responsible practices for eliminating, minimizing, or utilizing various wastes/by-products. In many cases, reducing waste generation is impractical, but the wastes/by-products can be converted into other environmentally sound products. In some instances, conversion of safe, value-added agricultural products in the best or only practical alternative. TVA is currently involved with a diversity of projects converting wastes/by-products into safe, economical, and agriculturally beneficial products.     The purpose of this analysis is to specify and document the total and respirable fractions for radioactive materials that could be potentially released from an accident at the repository involving commercial spent nuclear fuel (SNF) in a dry environment. The total and respirable release fractions are used to support the preclosure licensing basis for the repository. The total release fraction is defined as the fraction of total commercial SNF assembly inventory, typically expressed as an activity inventory (e.g., curies), of a given radionuclide that is released to the environment from a waste form. Radionuclides are released from the inside of breached fuel rods (or pins) and from the detachment of radioactive material (crud) from the outside surfaces of fuel rods and other components of fuel assemblies. The total release fraction accounts for several mechanisms that tend to retain, retard, or diminish the amount of radionuclides that are available for transport to dose receptors or otherwise can be shown to reduce exposure of receptors to radiological releases. The total release fraction includes a fraction of airborne material that is respirable and could result in inhalation doses; this subset of the total release fraction is referred to as the respirable release fraction. Accidents may involve waste forms characterized as: (1) bare unconfined intact fuel assemblies, (2) confined intact fuel assemblies, or (3) canistered failed commercial SNF. Confined intact commercial SNF assemblies at the repository are contained in shipping casks, canisters, or waste packages. Four categories of failed commercial SNF are identified: (1) mechanically and cladding-penetration damaged commercial SNF, (2) consolidated/reconstituted assemblies, (3) fuel rods, pieces, and debris, and (4) nonfuel components. It is assumed that failed commercial SNF is placed into waste packages with a mesh screen at each end (CRWMS M&O 1999). In contrast to bare unconfined fuel assemblies, the container that confines the fuel assemblies could provide an additional barrier for diminishing the total release fraction should the fuel rod cladding breach during an accident. This analysis, however, does not take credit for the additional barrier and establishes only the total release fractions for bare unconfined intact commercial SNF assemblies, which may be conservatively applied to confined intact commercial I SNF assemblies.

    This project produced detailed data on the processes that affect methane and nitrous oxide emissions from rice agriculture and their inter-relationships. It defines the shifting roles and potential future of these gases in causing global warming and the benefits and tradeoffs of reducing emissions. The major results include: 1). Mechanisms and Processes Leading to Methane Emissions are Delineated. Our experiments have tested the standard model of methane emissions from rice fields and found new results on the processes that control the flux. A mathematical mass balance model was used to unravel the production, oxidation and transport of methane from rice. The results suggested that when large amounts of organic matter are applied, the additional flux that is observed is due to both greater production and reduced oxidation of methane. 2). Methane Emissions From China Have Been Decreasing Over the Last Two Decades. We have calculated that methane emissions from rice fields have been falling in recent decades. This decrease is particularly large in China. While some of this is due to reduced area of rice agriculture, the bigger effect is from the reduction in the emission factor which is the annual amount of methane emitted per hectare of rice. The two most important changes that cause this decreasing emission from China are the reduced use of organic amendments which have been replaced by commercial nitrogen fertilizers, and the increased practice of intermittent flooding as greater demands are placed on water resources. 3). Global Methane Emissions Have Been Constant For More Than 20 Years. While the concentrations of methane in the atmosphere have been leveling off in recent years, our studies show that this is caused by a near constant total global source of methane for the last 20 years or more. This is probably because as some anthropogenic sources have increased, others, such as the rice agriculture source, have fallen. Changes in natural emissions appear small. 4). Nitrous Oxide Emissions From Rice Fields Increase as Methane Emissions Drop. Inundated conditions favor anaerobic methane production with high emission rates and de-nitrification resulting in modest nitrous oxide emissions. Under drier conditions such as intermittent flooding, methane emissions fall and nitrous oxide emissions increase. Increased nitrogen fertilizer use increases nitrous oxide emissions and is usually accompanied by reduced organic matter applications which decreases methane emissions. These mechanisms cause a generally inverse relationship between methane and nitrous oxide emissions. Reduction of methane from rice agriculture to control global warming comes with tradeoffs with increased nitrous oxide emissions. 5). High Spatial Resolution Maps of Emissions Produced. Maps of methane and nitrous oxide emissions at a resolution of 5 min × 5 min have been produced based on the composite results of this research. These maps are necessary for both scientific and policy uses.

    Hampshire College's Center for Science Education (Center) focuses on teacher professional development, curriculum development, and student enrichment programs. The Center also maintains research programs on teacher change, student learning and instructional effectiveness. The Center's work promotes learning that persists over time and transfers to new situations in and out of school. The projects develop the implications of the increasing agreement among teachers and researchers that effective learning involves active concept mastery and consistent practice with inquiry and critical thinking. The Center's objective is to help strengthen the pipeline of U.S. students pursuing postsecondary study in STEM fields. The Center achieves this by fostering an educational environment in which science is taught as an active, directly experienced endeavor across the K-16 continuum. Too often, young people are dissuaded from pursuing science because they do not see its relevance, instead experiencing it as dry, rote, technical. In contrast, when science is taught as a hands-on, inquiry-driven process, students are encouraged to ask questions grounded in their own curiosity and seek experimental solutions accordingly. In this way, they quickly discover both the profound relevance of science to their daily lives and its accessibility to them. Essentially, they learn to think and act like real scientists. The Center’s approach is multi-faceted: it includes direct inquiry-based science instruction to secondary and postsecondary students, educating the next generation of teachers, and providing new educational opportunities for teachers already working in the schools. Funding from the Department of Energy focused on the last population, enabling in-service teachers to explore and experience the pedagogy of inquiry-based science for themselves, and to take it back to their classrooms and students. The Center has demonstrated that the inquiry-based approach to science learning is compatible with existing state curriculum frameworks and produces students who understand and are positively inclined toward science. Funds from this Department of Energy grant supported three projects that involved K-16 science outreach: 1. Teaching Issues and Experiments in Ecology (TIEE). TIEE a peer-reviewed online journal and curriculum resource for postsecondary science teachers. 2. The Collaboration for Excellence in Science Education (CESE). CESE is a partnership with the Amherst, Massachusetts school system to foster the professional development of science teachers, and to perform research on student learning in the sciences and on teacher change. The project draws on Hampshire's long experience with inquiry-oriented and interdisciplinary education, as well as on its unique strengths in cognitive science. The project is run as design research, working with teachers to improve their practices and studying student and/or teacher outcomes. 3. Day in the Lab. Grant funds partially supported the expansion of the ongoing science outreach activities of the School of Natural Science. These activities are focused on local districts with large minority enrollments, including the Amherst, Holyoke and Springfield Public School Districts, and the Pioneer Valley Performing Arts Charter School (PVPA). Each of the three projects supported by the grant met or exceeded its goals. In part, the successes we met were due to continuity and communication among the staff of the programs. At the beginning of the CESE project, a science outreach coordinator was recruited. He worked throughout the grant period along with a senior researcher and the project's curriculum director. Additionally, the director and an undergraduate student conducted research on teacher change. The science outreach coordinator acted as a liaison among Hampshire College, the school districts, and a number of local businesses and agencies, providing organizational support, discussion facilitation, classroom support for teachers, and materials purchase. His presence in the schools kept teachers engaged and

    Building energy benchmarking is the comparison of whole-building energy use relative to a set of similar buildings. It provides a useful starting point for individual energy audits and for targeting buildings for energy-saving measures in multiple-site audits. Benchmarking is of interest and practical use to a number of groups. Energy service companies and performance contractors communicate energy savings potential with ''typical'' and ''best-practice'' benchmarks while control companies and utilities can provide direct tracking of energy use and combine data from multiple buildings. Benchmarking is also useful in the design stage of a new building or retrofit to determine if a design is relatively efficient. Energy managers and building owners have an ongoing interest in comparing energy performance to others. Large corporations, schools, and government agencies with numerous facilities also use benchmarking methods to compare their buildings to each other. The primary goal of Task 2.1.1 Web-based Benchmarking was the development of a web-based benchmarking tool, dubbed Cal-Arch, for benchmarking energy use in California commercial buildings. While there were several other benchmarking tools available to California consumers prior to the development of Cal-Arch, there were none that were based solely on California data. Most available benchmarking information, including the Energy Star performance rating, were developed using DOE's Commercial Building Energy Consumption Survey (CBECS), which does not provide state-level data. Each database and tool has advantages as well as limitations, such as the number of buildings and the coverage by type, climate regions and end uses. There is considerable commercial interest in benchmarking because it provides an inexpensive method of screening buildings for tune-ups and retrofits. However, private companies who collect and manage consumption data are concerned that the identities of building owners might be revealed and hence are reluctant to share their data. The California Commercial End Use Survey (CEUS), the primary source of data for Cal-Arch, is a unique source of information on commercial buildings in California. It has not been made public; however, it was made available by CEC to LBNL for the purpose of developing a public benchmarking tool.

    The Fourth Assessment Report of the Intergovernmental Panel on Climate Change released in 2007 significantly increased our confidence about the role that humans play in forcing climate change. There is now a high degree of confidence that the (a) current atmospheric concentrations of carbon dioxide (CO2), methane (CH4) and nitrous oxide (N2O) far exceed those of the pre-industrial era, (b) global increases in CO2 arise mainly from fossil fuel use and land use change while those of CH4 and N2O originate primarily from agricultural activities, and (c) the net effect of human activities since 1750 has led to a warming of the lower layers of the atmosphere, with an increased radiative forcing of 1.6 W m-2. Depending on the scenario of human population growth and global development, mean global temperatures could rise between 1.8 and 4.0 °C by the end of the 21st century.

    Lighting represents a substantial fraction of commercial electricity consumption. A wide range of initiatives in the Department of Energy`s (DOE) National Energy Strategy have focused on commercial lighting as a potential source of energy conservation. This report provides a statistical profile of commercial lighting, to examine the potential for lighting energy conservation in commercial buildings. The principal conclusion from this analysis is that energy use for lighting could be reduced by as much as a factor of four using currently available technology. The analysis is based primarily on the Energy Information Administration`s (EIA) 1986 Commercial Buildings Energy Consumption Survey (CBECS). The more recent 1989 survey had less detail on lighting, for budget reasons. While changes have occurred in the commercial building stock since 1986, the relationships identified by this analysis are expected to remain generally valid. In addition, the analytic approach developed here can be applied to the data that will be collected in the 1992 CBECS.

    A series of four colloquies held in the first quarter of 2000 examined the expected development of biomass commercialization in the next 2 to 5 years. Each colloquy included seven to ten representatives from key industries that can contribute to biomass commercialization and who are in positions to influence the future direction. They represented: Corn Growers, Biomass Suppliers, Plant Science Companies, Process Engineering Companies, Chemical Processors, Agri-pulp Suppliers, Current Ethanol Producers, Agricultural Machinery Manufacturers, and Enzyme Suppliers. Others attending included representatives from the National Renewable Energy Lab., Oak Ridge National Laboratory, the U.S. Department of Energy's Office of Fuels Development, the U.S. Department of Agriculture, environmental groups, grower organizations, and members of the financial and economic development community. The informal discussions resulted in improved awareness of the current state, future possibilit ies, and actions that can accelerate commercialization. Biomass commercialization on a large scale has four common issues: (1) Feedstock availability from growers; (2) Large-scale collection and storage; (3) An economic process; (4) Market demand for the product.

    The purpose of this design analysis is to specify and document the total and respirable fractions for radioactive materials that are released from an accident event at the Monitored Geologic Repository (MGR) involving commercial spent nuclear fuel (CSNF) in a dry environment. The total and respirable release fractions will be used to support the preclosure licensing basis for the MGR. The total release fraction is defined as the fraction of total CSNF assembly inventory, typically expressed as an activity inventory (e.g., curies), of a given radionuclide that is released to the environment from a waste form. The radionuclides are released from the inside of breached fuel rods (or pins) and from the detachment of radioactive material (crud) from the outside surfaces of fuel rods and other components of fuel assemblies. The total release fraction accounts for several mechanisms that tend to retain, retard, or diminish the amount of radionuclides that are available for transport to dose receptors or otherwise can be shown to reduce exposure of receptors to radiological releases. The total release fraction includes a fraction of airborne material that is respirable and could result in inhalation doses. This subset of the total release fraction is referred to as the respirable release fraction. Potential accidents may involve waste forms that are characterized as either bare (unconfined) fuel assemblies or confined fuel assemblies. The confined CSNF assemblies at the MGR are contained in shipping casks, canisters, or disposal containers (waste packages). In contrast to the bare fuel assemblies, the container that confines the fuel assemblies has the potential of providing an additional barrier for diminishing the total release fraction should the fuel rod cladding breach during an accident. However, this analysis will not take credit for this additional bamer and will establish only the total release fractions for bare unconfined CSNF assemblies, which may however be conservatively applied to confined CSNF assemblies.
