    Construction of the Republic of Chile`s first public/private industrial partnership project is well under way. Ground was broken for the $232-million Petropower Energia Limitada project early this year, shortly after the final contract between the parties - Foster Wheeler Power Systems, Inc. (FWPS); Petrox S.A. Refineria de Petroleo and Empresa Nacional del Petroleo (ENAP) - was signed. The Petropower project, located adjacent to Petrox`s 84,000-b/d refinery in Talcahuano, represents the first project ever to combine petroleum coking technology with cogeneration technology in a single project financing. Petropower is 85% owned by FWPS, 7.5% by ENAP, the Chilean national oil company and parent of Petrox S.A. When completed in mid-1998, the Petropower project will enable Petrox to refine heavier crudes and enhance the refinery`s flexibility and economics. The project will consist of a delayed coking facility (a 12,000-b/d delayed coking unit and a 7,000-b/d hydrotreating plant) and a 67-MW (59 MW net) cogeneration plant. The coke produced will fuel a Foster Wheeler proprietary-design circulating fluidized-bed (CFB) boiler which will generate all the high-pressure steam and electric power needs of the Petrox refinery. This unit will be the first circulating fluidized-bed boiler to be built in Latin America. The cogeneration facility, using limestone as a reagent and equipped with a baghouse, will control SO{sub x} emissions from combustion of the green coke fuel and easily meet all Chilean environmental standards. Moreover, by constructing the cogeneration facility, Petrox will not have to proceed with capital improvements to existing facilities to ensure a reliable source of steam and electricity, resulting in substantial savings for Petrox. The cogeneration plant provides a permanent {open_quotes}disposal{close_quotes} for all coke produced by the delayed coker, thereby solving any future problems of unwanted or excess coke.

    This paper has the aim to give a general overview of the api Energia IGCC project starting from the project background in 1992 and ending with the progress of construction. api Energia S.p.A., a joint VENTURE between api anonima petroli italiana S.p.A., Roma, Italy (51%), ABB Sae Sadelmi S.p.A., Milano, Italy (25%) and Texaco Development Corporation (24%), is building a 280 MW Integrated Gasification Combined Cycle plant in the api refinery at Falconara Marittima, on Italy' s Adriatic coast, using heavy oil residues. The plant is based on the modern concept of employing a highly efficient combined cycle power plant fed with a low heating value fuel gas produced by gasifying heavy refinery residues. This scheme provides consistent advantages in terms of efficiency and environmental impact over alternative applications of the refinery residues. The electric power produced will feed the national grid. The project has been financed using the ``project financing'' scheme: over 1,000 billion Lira, representing 75% of the overall capital requirement, have been provided by a pool of international banks. In November 1996 the project reached financial closure and immediately after the detailed design and procurement activities started. Engineering, Procurement and Construction activities, carried out by a Consortium of companies of the ABB group, are totally in line with the schedule. Commercial operation of the plant, is scheduled for November 1999.

  13. Dynamic model of Italy`s Progetto Energia cogeneration plants aims to better predict plant performance, cut start-up costs

    Over the next four years, the Progetto Energia project will be building several cogeneration plants to help satisfy the increasing demands of Italy`s industrial users and the country`s demand for electrical power. Located at six different sites within Italy, these combined-cycle cogeneration plants will supply a total of 500 MW of electricity and 100 tons/hr of process steam to Italian industries and residences. To ensure project success, a dynamic model of the 50-MW base unit was developed. The goal established for the model was to predict the dynamic behavior of the complex thermodynamic system in order to assess equipment performance and control system effectiveness for normal operation and, more importantly, abrupt load changes. In addition to fulfilling its goals, the dynamic study guided modifications to controller logic that significantly improved steam drum pressure control and bypassed steam desuperheating performance simulations of normal and abrupt transient events allowed engineers to define optimum controller gain coefficients. The dynamic study will undoubtedly reduce the associated plant start-up costs and contribute to a smooth commercial plant acceptance. As a result of the work, the control system has already been through its check-out and performance evaluation, usually performed during the plant start-up phase. Field engineers will directly benefit from this effort to identify and resolve control system {open_quotes}bugs{close_quotes} before the equipment reaches the field. High thermal efficiency, rapid dispatch and high plant availability were key reasons why the natural gas combined-cycle plant was chosen. Other favorable attributes of the combined-cycle plant contributing to the decision were: Minimal environmental impact; a simple and effective process and control philosophy to result in safe and easy plant operation; a choice of technologies and equipment proven in a large number of applications.

    Pressurized fluidized bed combustion (PFBC) of coal is undergoing demonstration in the United States, as well as throughout the world. American Electric Power`s (AEP`s) bubbling PFBC 70 MWe Tidd demonstration program in Ohio and pilot-scale development at Foster Wheeler Energia Oy 10 MWth circulating PFBC at Karhula, Finland, have demonstrated the advantages of PFBC technology. Further technology development in the US is planned with the deployment of the technology at the MacIntosh Clean Coal project in Lakeland, Florida. Development of uses for solid wastes from PFBC coal-fired power systems is being actively pursued as part of the demonstration of PFBC technologies. Ashes collected from Foster Wheeler Energia Oy pilot circulating PFBC tests in Karhula, Finland, operating on (1) low sulfur subbituminous and (2) high sulfur bituminous coal; and ash from the AEP`s high-sulfur bituminous coal-fired bubbling PFBC in Brilliant, Ohio, were evaluated in laboratory and pilot-scale ash use testing at Western Research Institute (WRI).

    Size-selected niobium oxide nanoclusters (Nb3O5, Nb3O7, Nb4O7, and Nb4O10) were deposited at room temperature onto a Cu(111) surface and a thin film of Cu2O on Cu(111), and their interfacial electronic interactions and reactivity toward water dissociation were examined. These clusters were specifically chosen to elucidate the effects of the oxidation state of the metal centers; Nb3O5 and Nb4O7 are the reduced counterparts of Nb3O7 and Nb4O10, respectively. From two-photon photoemission spectroscopy (2PPE) measurements, we found that the work function increases upon cluster adsorption in all cases, indicating a negative interfacial dipole moment with the positive end pointing into the surface.more » The amount of increase was greater for the clusters with more metal centers and higher oxidation state. Additional analysis with DFT calculations of the clusters on Cu(111) indicated that the reduced clusters donate electrons to the substrate, indicating that the intrinsic cluster dipole moment makes a larger contribution to the overall interfacial dipole moment than charge transfer. X-ray photoelectron spectroscopy (XPS) measurements showed that the Nb atoms of Nb3O7 and Nb4O10 are primarily Nb5+ on Cu(111), while for the reduced Nb3O5 and Nb4O7 clusters, a mixture of oxidation states was observed on Cu(111). Temperature-programmed desorption (TPD) experiments with D2O showed that water dissociation occurred on all systems except for the oxidized Nb3O7 and Nb4O10 clusters on the Cu2O film. A comparison of our XPS and TPD results suggests that Nb5+ cations associated with Nb=O terminal groups act as Lewis acid sites which are key for water binding and subsequent dissociation. TPD measurements of 2-propanol dehydration also show that the clusters active toward water dissociation are indeed acidic. DFT calculations of water dissociation on Nb3O7 support our TPD results, but the use of bulk Cu2O(111) as a model for the Cu2O film merits future scrutiny in terms of interfacial charge transfer. The combination of our experimental and theoretical results suggests that both Lewis acidity and metal reducibility are important for water dissociation.« less

    Polarization-induced weak ferromagnetism has been predicted a few years back in perovskite MTiO3 (M = Fe, Mn, Ni) [Fennie, Phys. Rev. Lett. 100, 167203 (2008)]. We set out to stabilize this metastable perovskite structure by growing NiTiO3 epitaxially on sapphire Al2O3 (001) substrate, and to control the polar and magnetic properties via strain. Epitaxial Ni1-xTi1-yO3 films of different Ni/Ti ratios and thicknesses were deposited on Al2O3 substrates by pulsed laser deposition at different temperatures, and characterized using several techniques. The effect of film thickness, deposition temperature, and film stoichiometry on lattice strain, film structure, and physical properties was investigated. Our structural data from x-ray diffraction, electron microscopy, and x-ray absorption spectroscopy shows that substrate-induced strain has a marked effect on the structure and crystalline quality of the films. Physical property measurements reveal a dependence of the Nel transition and lattice polarization on strain, and highlight our ability to control the ferroic properties in NiTiO3 thin films by film stoichiometry and thickness.

    The expected economic benefits from development of a geothermal power plant at Platanares in the Department of Copan, Honduras are evaluated in this report. The economic benefits of geothermal plants ranging in size from a 10-MW plant in the shallow reservoir to a 20-, 30-, 55-, or 110-MW plant in the assumed deeper reservoir were measured by computing optimal expansion plans for each size of geothermal plant. Savings are computed as the difference in present value cost between a plan that contains no geothermal plant and one that does. Present value savings in millions of 1987 dollars range from $25 million for the 10-MW plant to $110 million for the 110-MW plant -- savings of 6% to 25% over the time period 1988 through 2008. 8 refs., 9 figs., 6 tabs.

    Methane conversion tests were performed on Pd, PdOy, Pd0.6Pt0.4Oy and Pd0.4Pt0.6Oy thin films deposited on yttria stabilized zirconia (YSZ) substrates. Pt containing films exhibited poor activity and high reducibility. As-deposited Pd and PdOy films showed good activity and transformed, during the cycling process, to particles dispersed on the YSZ substrates. The higher reaction rate of initially PdOy films was explained by a better dispersion of the catalyst. A drop of the reaction rate was observed when the temperature exceeded 735oC and 725oC for initially Pd and PdOy, respectively, which can be associated with the high-temperature reduction of PdO into Pd.

    Western Research Institute, in conjunction with the Electric Power Research Institute, Foster Wheeler International, Inc. and the US Department of Energy, has undertaken a research and demonstration program designed to examine the market potential and the technical feasibility of ash use options for PFBC ashes. Ashes from the Foster Wheeler Energia Oy pilot-scale circulating PFBC tests in Karhula, Finland, combusting (1) low-sulfur subbituminous and (2) high-sulfur bituminous coal, and ash from the AEP's high-sulfur bituminous coal-fired bubbling PFBC in Brilliant, Ohio, were evaluated in laboratory and pilot-scale ash use testing at WR1. The technical feasibility study examined the use of PFBC ash in construction-related applications, including its use as a cementing material in concrete and use in cement manufacturing, fill and embankment materials, soil stabilization agent, and use in synthetic aggregate production. Testing was also conducted to determine the technical feasibility of PFBC ash as a soil amendment for acidic and sodic problem soils and spoils encountered in agricultural and reclamation applications. The results of the technical feasibility testing indicated the following conclusions. PFBC ash does not meet the chemical requirements as a pozzolan for cement replacement. However, it does appear that potential may exist for its use in cement production as a pozzolan and/or as a set retardant. PFBC ash shows relatively high strength development, low expansion, and low permeability properties that make its use in fills and embankments promising. Testing has also indicated that PFBC ash, when mixed with low amounts of lime, develops high strengths, suitable for soil stabilization applications and synthetic aggregate production. Synthetic aggregate produced from PFBC ash is capable of meeting ASTM/AASHTO specifications for many construction applications.     The Spanish Board of Nuclear Energy (JEN) has been cooperating for the last several years with the Comision Chilena de Energia Nuclear (Chilean Commission of Nuclear Energy (CCHEN)), on the one hand, and with the Comision Ecuatoriana de Energia Atomica (Ecuadorian Commission of Atomic Energy (CEEA)), on the other. The result of this cooperation has been the implementation of projects in both countries to create research centers around a nuclear reactor as the main working tool: the Lo Aguirre reactor in Chile and the Ruminahui reactor in Ecuador.

    Phytoplasmas (Candidatus Phytoplasma, Class Mollicutes) cause disease in hundreds of economically important plants, and are obligately transmitted by sap-feeding insects of the order Hemiptera, mainly leafhoppers and psyllids. The 706,569-bp chromosome and four plasmids of aster yellows phytoplasma strain witches broom (AY-WB) were sequenced and compared to the onion yellows phytoplasma strain M (OY-M) genome. The phytoplasmas have small repeat-rich genomes. The repeated DNAs are organized into large clusters, potential mobile units (PMUs), which contain tra5 insertion sequences (ISs), and specialized sigma factors and membrane proteins. So far, PMUs are unique to phytoplasmas. Compared to mycoplasmas, phytoplasmas lack several recombination and DNA modification functions, and therefore phytoplasmas probably use different mechanisms of recombination, likely involving PMUs, for the creation of variability, allowing phytoplasmas to adjust to the diverse environments of plants and insects. The irregular GC skews and presence of ISs and large repeated sequences in the AY-WB and OY-M genomes are indicative of high genomic plasticity. Nevertheless, segments of {approx}250 kb, located between genes lplA and glnQ are syntenic between the two phytoplasmas, contain the majority of the metabolic genes and no ISs. AY-WB is further along in the reductive evolution process than OY-M. The AY-WB genome is {approx}154 kb smaller than the OY-M genome, primarily as a result of fewer multicopy sequences, including PMUs. Further, AY-WB lacks genes that are truncated and are part of incomplete pathways in OY-M. This is the first comparative phytoplasma genome analysis and report of the existence of PMUs in phytoplasma genomes.

    This paper describes the production and on-schedule delivery to Russia of 80-watt solar array panels by Lockheed Missiles and Space Co., Inc. Ninety flight-ready panels were delivered to RSC-Energia in Kaliningrad near Moscow in November and December 1994. After assembly by the Russians they are scheduled to be delivered in October 1995 by the US Space Shuttle Atlantis (STS-74) to the Russian Mir 1 module of International Space Station Alpha.

    For more than 40 years, the United States has produced nuclear weapons. These production activities generated both radioactive and hazardous waste and often contaminated the environment. For many years, the public was unaware of the problem and unable to do anything about it. All of this has changed. In response to recent public outcry, the former Secretary of Energy, Retired Admiral James D. Watkins, established the Office of Environmental Restoration and Waste Management (EM) in November 1989. The creation of EM was the first step toward correcting contamination problems from the past 40 years In this booklet, we at DOE, through the efforts of the students at Oak Hills High School of Cincinnati, Ohio, will introduce you to EM and encourage your involvement in this major program within the Department of Energy.     Financing of power projects in Latin America is discussed in this article. Financial arrangements for a cogeneration project in Chile and a generating plant in Argentina are outlined. The Chilean project, Petropower Energia Limitada, is a subsidiary of Foster Wheeler Corporation and Chile`s state owned oil company. The Central Termica Patagonia generating plant in Argentina will be built by Amoco Power Resources Corporation in partnership with Camuzzi Argentina.     Thermochemical pyrolysis of solid biomass feedstocks, with subsequent condensation of the pyrolysis vapors, has been investigated in the U.S. and internationally as a means of producing a liquid fuel for power production from biomass. This process produces a fuel with significantly different physical and chemical properties from traditional petroleum-based fuel oils. In addition to storage and handling difficulties with pyrolysis oils, concern exists over the ability to use this fuel effectively in different combustors. The report endeavors to place the results and conclusions from Sandia's research into the context of international efforts to utilize pyrolysis oils. As a special supplement to this report, Dr. Steven Gust, of Finland's Neste Oy, has provided a brief assessment of pyrolysis oil combustion research efforts and commercialization prospects in Europe.

    Rautaruukki Oy Raahe Steel rebuilt its blast furnaces in 1995 (BF1) and 1996 (BF2) after 10 year campaigns and production of 9,747 THM/m{sup 3} (303 NTHM/ft{sup 3}) and 9,535 THM/m{sup 3} (297 NTHM/ft{sup 3}), respectively. At the end of the campaigns, damaged cooling system and shell cracks were increasingly disturbing the availability of furnaces. The goal for rebuilding was to improve the cooling systems and refractory quality in order to attain a 15 year campaign. The furnaces were slightly enlarged to meet the future production demand. The blast furnace control rooms and operations were centralized and the automation and instrumentation level was considerably improved in order to improve the operation efficiency and to reduce manpower requirements. Investments in direct slag granulation and improved casthouse dedusting improved environmental protection. The paper describes the rebuilding.

  7. Italian IGCC project sets pace for new refining era

    A joint venture company, api Energia S.p.A., is starting construction of a 280 mw integrated gasification combined cycle plant (IGCC) that will generate electricity for the Italian grid and steam in a refinery on Italy` Adriatic coast. The refinery will supply the heavy residue for the gasifiers. This is one of the three IGCC plants planned for construction in Italy following the liberalization of the electricity production sector there and the introduction of specific government decrees that regulate the exchange and wheeling of electricity. By the year 2000, approximately 1,300 mw of electricity produced by heavy residues with IGCC will be put on the Italian grid. The paper describes the project, its sponsors plant configuration for gasification, the combined cycle power plant, auxiliary systems, the economics, and contracts.

    This evaluation concentrated on reviewing the project's original purpose and design; modifications to the design over the project's life; the project's accomplishments and shortcomings; and the record of the project's implementation from the completion of the project's mid-term evaluation in April-May 1984 through June 1986. Goals were to encourage more rational use of energy resources in order to improve Ecuador's ability to meet the energy needs of its population (and) to better address the energy needs of lower income Ecuadorian families, particularly those in rural areas. To achieve these goals, the project was to strengthen INE's (the National Energy Institute, Instituto Nacional de Energia) institutional capacity to affect overall GOE (government of Ecuador) energy planning and the promotion of NCE (nonconventional energy) technologies appropriate to Ecuador.

    The SPES-2 is a full height, full pressure experimental test facility reproducing the Westinghouse AP600 reactor with a scaling factor of 1/395. The experimental plant, designed and operated by SIET in Piacenza, consists of a full simulation of the AP600 primary core cooling system including all the passive and active safety systems. In 1992, Westinghouse, in cooperation with ENEL (Ente Nazionale per l` Energia Elettrica), ENEA (Enter per le numove Technlogie, l` Energia e l` Ambient), Siet (Societa Informazioni Esperienze Termoidraulich) and ANSALDO developed an experimental program to test the integrated behaviour of the AP600 passive safety systems. The SPES-2 test matrix, concluded in November 1994, has examined the AP600 passive safety system response for a range of small break LOCAs at different locations on the primary system and on the passive system lines; single steam generator tube ruptures with passive and active safety systems and a main steam line break transient to demonstrate the boration capability of passive safety systems for rapid cooldown. Each of the tests has provided detailed experimental results for verification of the capability of the analysis methods to predict the integrated passive safety system behaviour. Cold and hot shakedown tests have been performed on the facility to check the characteristics of the plant before starting the experimental campaign. The paper first presents a description of the SPES-2 test facility then the main results of S01007 test {open_quotes}2{close_quotes} Cold Leg (CL) to Core Make-up Tank (CMT) pressure balance line break{close_quotes} are reported and compared with predictions performed using RELAP5/mod3/80 obtained by ANSALDO through agreement with U.S.N.R.C. (U.S. Nuclear Regulatory Commission). The SPES-2 nodalization and all the calculations here presented were performed by ANSALDO and sponsored by ENEL as a part of pre-test predictions for SPES-2.

Additional resource capability estimates were provided by BPA, PNW Federal agency, public agency, cooperative, U.S. Bureau of Reclamation (USBR), and investor-owned utility (IOU) customers furnished through annual PNUCC data submittals for 2005 and/or direct submittals to BPA. The 2006 White Book is presented in two documents: (1) this summary document of Federal system and PNW region loads and resources, and (2) a technical appendix which presents regional loads, grouped by major PNW utility categories, and detailed contract and resource information. The technical appendix is available only in electronic form. Individual customer information for marketer contracts is not detailed due to confidentiality agreements. The 2006 White Book analysis updates the 2004 White Book. This analysis shows projections of the Federal system and region's yearly average annual energy consumption and resource availability for the study period, OY 2007-2016.     Here, we show a simple and effective way to improve the vortex irreversibility line up to very high magnetic fields (60T) by increasing the density of second phase BaZrO3 nanoparticles. (Y0.77,Gd0.23)Ba2Cu3Oy films were grown on metal substrates with different concentration of BaZrO3 nanoparticles by the metal organic deposition method. We find that upon increase of the BaZrO3 concentration, the nanoparticle size remains constant but the twin-boundary density increases. Up to the highest nanoparticle concentration (n ~ 1.3 × 1022/m3), the irreversibility field (Hirr) continues to increase with no sign of saturation up to 60 T, although the vortices vastly outnumbermore » pinning centers. We find extremely high Hirr, namely Hirr = 30 T (H||45°) and 24 T (H||c) at 65 K and 58 T (H||45°) and 45 T (H||c) at 50K. The difference in pinning landscape shifts the vortex solid-liquid transition upwards, increasing the vortex region useful for power applications, while keeping the upper critical field, critical temperature and electronic mass anisotropy unchanged.« less

C.) to form a compound with a high surface area and high electronic conductivity which, in combination with the increased pseudo-capacitance, affords high energy/power density in the pseudo-capacitor. The amount of expensive ruthenate and iridium can be substantially reduced in the pseudo-capacitor by increasing the lead content while improving energy storage capacity.

  14. Decommissioning and Dismantling of Liquid Waste Storage and Liquid Waste Treatment Facility from Paldiski Nuclear Site, Estonia

    The Paldiski Nuclear Facility in Estonia, with two nuclear reactors was owned by the Soviet Navy and was used for training the navy personnel to operate submarine nuclear reactors. After collapse of Soviet Union the Facility was shut down and handed over to the Estonian government in 1995. In co-operation with the Paldiski International Expert Reference Group (PIERG) decommission strategy was worked out and started to implement. Conditioning of solid and liquid operational waste and dismantling of contaminated installations and buildings were among the key issues of the Strategy. Most of the liquid waste volume, remained at the Facility, was processed in the frames of an Estonian-Finnish co-operation project using a mobile wastewater purification unit NURES (IVO International OY) and water was discharged prior to the site take-over. In 1999-2002 ca 120 m{sup 3} of semi-liquid tank sediments (a mixture of ion exchange resins, sand filters, evaporator and flocculation slurry), remained after treatment of liquid waste were solidified in steel containers and stored into interim storage. The project was carried out under the Swedish - Estonian co-operation program on radiation protection and nuclear safety. Contaminated installations in buildings, used for treatment and storage of liquid waste (Liquid Waste Treatment Facility and Liquid Waste Storage) were then dismantled and the buildings demolished in 2001-2004.     The 2013 Pacific Northwest Loads and Resources Study (2013 White Book) is BPA's latest projection of the Pacific Northwest regional retail loads, contract obligations, contract purchases, and resource capabilities. The 2013 White Book is a snapshot of conditions as of October 1, 2013, documenting the loads and resources for the Federal system and region for the 10-year study period OY 2014 through 2023. The White Book contains projections of regional and Federal system load and resource capabilities, along with relevant definitions and explanations. The White Book also contains information obtained from formalized resource planning reports and data submittals including those from individual utilities, the Northwest Power and Conservation Council (Council), and the Pacific Northwest Utilities Conference Committee (PNUCC). Starting with the 2012 White Book, BPA changed the annual production schedule for future White Books. BPA is scheduled to publish a complete White Book, which includes a Federal System Needs Assessment analysis, every other year (even years).     During 1985 the Finnish state-owned utility Imatran Voima Oy signed a work order with Gesellschaft fuer Reaktorsicherheit mbH of the Federal Republic of Germany (GRS) for the analysis of abnormal transients in a pressurized water reactor (PWR) concept based on a Soviet design. The results of these calculations were intended to be introduced into the licensing process and to support a decision to build such a nuclear power station. A computer model was constructed of the VVER-440 concept, a 500-MW(electric) PWR designed in the USSR and modified for Finland. The ALMOD4 code, developed at GRS, was used for the investigation. The ALMOD4 code is a fast running code for the analysis of operational and abnormal transients in PWRs. Input data were set up to calculate anticipated transients without scram, most notably the loss of off-site power case. One-dimensional neutron kinetics was used to correctly model the neutronics feedback of axially distributed moderator density and fuel temperature in a changing axial power profile. Interlocking signals and the engineered safety systems were modeled to assess the overall systems response to this abnormal transient. Special analytical problems were encountered since a detailed and verified model of the steam generator (SG) with horizontally positioned heat exchanger tubes was not available. Therefore, two bounding calculations were performed with different SG models.

  1. Hydropower Resource Assessment of Brazilian Streams

    The Idaho National Laboratory (INL) in collaboration with the U.S. Geological Survey (USGS) with the assistance of the Empresa de Pesquisa Energetica (EPE) and the Agencia Nacional de Energia Electrica (ANEEL) has performed a comprehensive assessment of the hydropower potential of all Brazilian natural streams. The methodology by which the assessment was performed is described. The results of the assessment are presented including an estimate of the hydropower potential for all of Brazil, and the spatial distribution of hydropower potential thus providing results on a state by state basis. The assessment results have been incorporated into a geographic information system (GIS) application for the Internet called the Virtual Hydropower Prospector do Brasil. VHP do Brasil displays potential hydropower sites on a map of Brazil in the context of topography and hydrography, existing power and transportation infrastructure, populated places and political boundaries, and land use. The features of the application, which includes tools for finding and selecting potential hydropower sites and other features and displaying their attributes, is fully described.

    This report summarizes the results generated in FY13 for cable insulation in support of DOE's Light Water Reactor Sustainability (LWRS) Program, in collaboration with the US- Argentine Binational Energy Working Group (BEWG). A silicone (SiR) cable, which was stored in benign conditions for ~30 years, was obtained from Comision Nacional de Energia Atomica (CNEA) in Argentina. Physical property testing was performed on the as-received cable. This cable was artificially aged to assess behavior with additional analysis. SNL observed appreciable tensile elongation values for all cable insulations received, indicative of good mechanical performance. Of particular note, the work presented here provides correlations between measured tensile elongation and other physical properties that may be potentially leveraged as a form of condition monitoring (CM) for actual service cables. It is recognized at this point that the polymer aging community is still lacking the number and types of field returned materials that are desired, but SNL -- along with the help of others -- is continuing to work towards that goal. This work is an initial study that should be complimented with location- mapping of environmental conditions of CNEA plant conditions (dose and temperature) as well as retrieval, analysis, and comparison with in-service cables.

    Foster Wheeler Power Systems Inc., and its partners--Petrox SA Refineria de Petroleo and Empresa Nacional de Petroleo (ENAP), the Chilean national oil company--closed on the financing of Petropower Energia Limitada, a $237 million financed combination delayed coker-cogeneration facility. The facility is now under construction adjacent to Petrox`s 84,000 b/d Talcahuano refinery, near Concepcion. In addition to the low interest rate of 7.36%--only 170 basis points over the 10 year US Treasury yield--the project was rated investment-grade by Standard and Poor`s. The Petropower project also has the distinction of having the longest term--18 years--for any project financing in Latin America. The project is unique in other ways: it is the Republic of Chile`s first public/private partnership and also the first project to combine petroleum coking technology with cogeneration technology in a single project financing.     The Mexican Federal Government through its Secretaria de Energia and the Federal Government owned electrical utilities, Comision Federal de Electricidad and Luz y Feurza del Centro, are doing very important efforts in order to give electric power to remote villages in Mexico via PV stand alone systems and hybrid systems with PV modules, wind generators, batteries and a back up diesel electric generator. Nowadays they are trying to take advantage of municipal solid waste in order to get power from the biogas generated in landfills. The main reason for this is, after NAFTA was signed, the municipal authorities in charge of final disposal of MSW will not be allowed any longer to throw away MSW in open fields. Besides, municipal authorities are also in charge of street lighting systems and they have to pay to the utilities a very high rate (12 cents/kWH). The main idea of this paper is how to dispose properly of MSW, fulfilling what is written in the new Environmental Law, and how to take advantage of this process in order to get power from landfill gas at marginal cost. A power wheeling agreement must be reached with the utility in order to send the power generated at the biogas facility to the street lighting lamps, avoiding the high rate for this purpose.

  6. Photovoltaic generating systems in rural schools in Neuquen Province, Argentina

    During the period 1994-95, solar photovoltaic systems were installed at a number of schools in Neuquen Province, Argentina, by the Provincial electric utility, Ente Provincial de Energia del Neuquen. This was undertaken with funds provided by the Inter-American Development Bank. In all, there are 12 schools that have had photovoltaic generating systems installed. These generating systems are designed to provide electricity for the basic needs at the schools: primarily for lighting, and to operate small electrical appliances such as communication radios, televisions, VCR`s, AM/FM and short-wave radios. They do not provide enough energy to operate large consumption appliances such as washing machines, microwaves, refrigerators, power tools, etc. The program of provision of PV systems was supplemented with training on simple systems for cooking food or drying fruit, etc. These techniques are primarily intended for demonstration at the schools thus serving an educational role with the hope that they will be transmitted in time to the families of the students where the need is manifested the most.

  7. Exploration geothermal gradient drilling, Platanares, Honduras, Central America

    This paper is a review and summary of the core drilling operations component of the Honduras Geothermal Resource Development Project at the Platanares geothermal prospect in Honduras, Central America. Three intermediate depth (428 to 679 m) coreholes are the first continuously cored geothermal exploration boreholes in Honduras. These coring operations are part of the Central America Energy Resource Project (CAERP) effort funded by the Agency for International Development (AID) and implemented by the Los Alamos National Laboratory (Los Alamos) in cooperation with the Empresa Nacional de Energia Electrica (ENEE) and the United States Geological Survey (USGS). This report emphasizes coring operations with reference to the stratigraphy, thermal gradient, and flow test data of the boreholes. The primary objectives of this coring effort were (1) to obtain quantitative information on the temperature distribution as a function of depth, (2) to recover fluids associated with the geothermal reservoir, (3) to recover 75% or better core from the subsurface rock units, and (4) to drill into the subsurface rock as deeply as possible in order to get information on potential reservoir rocks, fracture density, permeabilities, and alteration histories of the rock units beneath the site. The three exploration coreholes drilled to depths of 650, 428 and 679 m, respectively, encountered several hot water entries. Coring operations and associated testing began in mid-October 1986 and were completed at the end of June 1987.

The loads and resources analysis in this study simulates the operation of the power system under the Pacific Northwest Coordination Agreement (PNCA) produced by the Pacific Northwest Coordinating Group. The 1999 White Book is presented in two documents: (1) this summary of Federal system and Pacific Northwest region loads and resources; and (2) a technical appendix (available electronically only) detailing the loads and resources for each major Pacific Northwest generating utility. This analysis updates the December 1998 Pacific Northwest Loads and Resources Study. This analysis projects the yearly average energy consumption and resource availability for Operating Years (OY) 2000-01 through 2009-10. The loads and resources analysis in this study simulates the operation of the power system under the Pacific Northwest Coordination Agreement (PNCA). The PNCA defines the planning and operation of seventeen U.S. Pacific Northwest utilities and other parties with generating facilities within the region's hydroelectric (hydro) system. The hydroregulation study used for the 2003 White Book incorporates measures from the National Oceanographic and Atmospheric Administration Fisheries (NOAA Fisheries) Biological Opinion dated December 2000, and the U.S. Fish and Wildlife Service's 2000 Biological Opinion (2000 FCRPS BiOps) for the Snake River and Columbia River projects. These measures include: (1) Increased flow augmentation for juvenile fish migrations in the Snake and Columbia rivers in the spring and summer; (2) Mandatory spill requirements at the Lower Snake and Columbia dams to provide for non-turbine passage routes for juvenile fish migrants; and (3) Additional flows for Kootenai River white sturgeon in the spring. The hydroregulation criteria for this analysis includes: an updated Detailed Operation Plan for Treaty reservoirs for Operating Year (OY) 2004, updated PNCA planning criteria for OY 2003, and revised juvenile fish bypass spill levels for 2000 FCRPS BiOps implementation.   10. Mechanistic study of methanol synthesis from CO₂ and H₂ on a modified model Mo₆S₈ cluster

    We report the methanol synthesis from CO₂ and H₂ on metal (M = K, Ti, Co, Rh, Ni, and Cu)-modified model Mo₆S₈ catalyst using density functional theory (DFT). The results show that the catalytic behavior of a Mo₆S₈ cluster is changed significantly due to the modifiers, via the electron transfer from M to Mo₆S₈ and therefore the reduction of the Mo cation (ligand effect) and the direct participation of M in the reaction (ensemble effect) to promote some elementary steps. With the most positively charged modifier, the ligand effect in the case of K-Mo₆S₈ is the most obvious among themore » systems studied; however it cannot compete with the ensemble effect, which plays a dominate role in determining activity via the electrostatic attraction in particular to stabilize the CHxOy species adsorbed at the Mo sites of Mo₆S₈. In comparison, the ligand effect is weaker and the ensemble effect is more important when the other modifiers are used. In addition, the modifiers also vary the optimal reaction pathway for methanol synthesis on Mo₆S₈, ranging from the reverse water-gas shift (RWGS) + CO hydrogenation as that of Mo₆S₈ to the formate pathway. Finally, K is able to accelerate the methanol synthesis on Mo₆S₈ the most; while the promotion by Rh is relatively small. Using the modifiers like Ti, Co, Ni, and Cu, the activity of Mo₆S₈ is decreased instead. The relative stability between *HCOO and *HOCO is identified as a descriptor to capture the variation in mechanism and scales well with the estimated activity. Our study not only provides better understanding of the reaction mechanism and actives on the modified Mo₆S₈, but also predicts some possible candidates, which can be used a promoter to facilitate the CH₃OH synthesis on Mo sulfides.« less

    The Loads and Resources Study is presented in three documents: (1) this summary of Federal system and Pacific Northwest region loads and resources; (2) a technical appendix detailing forecasted Pacific Northwest economic trends and loads, and (3) a technical appendix detailing the loads and resources for each major Pacific Northwest generating utility. In this loads and resources study, resource availability is compared with a range of forecasted electricity consumption. The forecasted future electricity demands -- firm loads -- are subtracted from the projected capability of existing and {open_quotes}contracted for{close_quotes} resources to determine whether Bonneville Power Administration (BPA) and the region will be surplus or deficit. If resources are greater than loads in any particular year or month, there is a surplus of energy and/or capacity, which BPA can sell to increase revenues. Conversely, if firm loads exceed available resources, there is a deficit of energy and/or capacity, and additional conservation, contract purchases, or generating resources will be needed to meet load growth. The Pacific Northwest Loads and Resources Study analyzes the Pacific Northwest`s projected loads and available generating resources in two parts: (1) the loads and resources of the Federal system, for which BPA is the marketing agency; and (2) the larger Pacific Northwest regional power system, which includes loads and resource in addition to the Federal system. The loads and resources analysis in this study simulates the operation of the power system under the Pacific Northwest Coordination Agreement (PNCA) produced by the Pacific Northwest Coordinating Group. This study presents the Federal system and regional analyses for five load forecasts: high, medium-high, medium, medium-low, and low.   12. Radiological Modeling for Determination of Derived Concentration Levels of an Area with Uranium Residual Material - 13533

    As a result of a pilot project developed at the old Spanish 'Junta de Energia Nuclear' to extract uranium from ores, tailings materials were generated. Most of these residual materials were sent back to different uranium mines, but a small amount of it was mixed with conventional building materials and deposited near the old plant until the surrounding ground was flattened. The affected land is included in an area under institutional control and used as recreational area. At the time of processing, uranium isotopes were separated but other radionuclides of the uranium decay series as Th-230, Ra-226 and daughters remain in the residue. Recently, the analyses of samples taken at different ground's depths confirmed their presence. This paper presents the methodology used to calculate the derived concentration level to ensure that the reference dose level of 0.1 mSv y-1 used as radiological criteria. In this study, a radiological impact assessment was performed modeling the area as recreational scenario. The modelization study was carried out with the code RESRAD considering as exposure pathways, external irradiation, inadvertent ingestion of soil, inhalation of resuspended particles, and inhalation of radon (Rn-222). As result was concluded that, if the concentration of Ra-226 in the first 15 cm of soil is lower than, 0.34 Bq g{sup -1}, the dose would not exceed the reference dose. Applying this value as a derived concentration level and comparing with the results of measurements on the ground, some areas with a concentration of activity slightly higher than latter were found. In these zones the remediation proposal has been to cover with a layer of 15 cm of clean material. This action represents a reduction of 85% of the dose and ensures compliance with the reference dose. (authors)
