    Along the Yuma Sector Border Patrol Area in Yuma, Arizona, the GATEWAY program conducted a trial demonstration in which the incumbent quartz metal halide area lighting was replaced with LED at three pole locations at the Yuma Sector Border Patrol Area in Yuma, Arizona. The retrofit was documented to better understand LED technology performance in high-temperature environments. This document is a summary brief of the Phase 1.0 and 1.1 reports previously published on this demonstration.

    This article reports on the testing and comparison of a prototype hydrogen fuel cell light tower (H2LT) and a conventional diesel-powered metal halide light trailer for use in road maintenance and construction activities. The prototype was originally outfitted with plasma lights and then with light-emitting diode (LED) luminaires. Light output and distribution, lighting energy efficiency (i.e., efficacy), power source thermal efficiency, and fuel costs are compared. The metal halide luminaires have 2.2 and 3.1 times more light output than the plasma and LED luminaires, respectively, but they require more power/lumen to provide that output. The LED luminaires have 1.6 timesmore » better light efficacy than either the metal halide or plasma luminaires. The light uniformity ratios produced by the plasma and LED towers are acceptable. The fuel cell thermal efficiency at the power required to operate the plasma lights is 48%, significantly higher than the diesel generator efficiency of 23% when operating the metal halide lights.     Supersymmetric scenarios incorporating thermal leptogenesis as the origin of the observed matter-antimatter asymmetry generically predict abundances of the primordial elements which are in conflict with observations. In this paper we propose a simple way to circumvent this tension and accommodate naturally thermal leptogenesis and primordial nucleosynthesis. We postulate the existence of a light hidden sector, coupled very weakly to the Minimal Supersymmetric Standard Model, which opens up new decay channels for the next-to-lightest supersymmetric particle, thus diluting its abundance during nucleosynthesis. We present a general model-independent analysis of this mechanism as well as two concrete realizations, and describe the relevant cosmological and astrophysical bounds and implications for this dark matter scenario. Possible experimental signatures at colliders and in cosmic-ray observations are also discussed.

    While there has been considerable research focusing on energy efficiency and fuel substitution options for LDVs, much less attention has been given to non-LDV modes, even though they constitute close to half of the energy used in the transportation sector. We conducted an extensive literature review of the non-LDV modes, and in this report we bring together the salient findings concerning future energy efficiency options in the time period up to 2050. The studies reviewed provided potential energy savings for individual technologies within each mode, as well as an overall energy savings representing the case where all possible improvements are implemented.

    The goal of this project was to synthesize a volatile form of Np for introduction into mass spectrometers at INL. Volatile solids of the 5f elements are typically those of the halides (e.g. UF6), however fluorine is highly corrosive to the sensitive internal components of the mass separator, and the other volatile halides exist as several different stable isotopes in nature. However, iodide is both mono-isotopic and volatile, and as such presents an avenue for creation of a form of Np suitable for introduction into the mass separator. To accomplish this goal, the technical work in the project sought to establish a novel synthetic route for the conversion NpO2+ (dissolved in nitric acid) to NpI3 and NpI4.

    The Yuma Sector Border Patrol Area is a high flux lighting application in a high temperature environment, presenting a formidable challenge for light-emitting diodes (LEDs). This retrofit is an Energy Savings Performance Contract ENABLE project under the U.S. Department of Energy (DOE) Federal Energy Management Program. If high flux LED technology performs well in a region with high ambient temperature and solar radiation, it can perform well in most outdoor environments. The design process for the Yuma retrofit has already provided valuable knowledge to CBP and DOE. The LED lighting system selected for the retrofit is expected to reduce energy consumption 69% compared to the incumbent quartz metal halide (QMH) lighting system. If the LED lighting system is installed, GATEWAY will continue to document and disseminate information regarding the installation and long-term performance so that others may also gain valuable knowledge from the Yuma Sector Border Patrol Area lighting retrofit.

    A collaborative study of relative hygroscopicity of anhydrous halide scintillators grown at various laboratories is presented. We have developed a technique to evaluate moisture sensitivity of both raw materials and grown crystals, in which the moisture absorption rate is measured using a gravimetric analysis. Degradation of the scintillation performance was investigated by recording gamma-ray spectra and monitoring the photopeak position, count rate and energy resolution.     A process for oxidizing hydrogen halides having substantially no sulfur impurities by means of a catalytically active molten salt is disclosed. A mixture of the subject hydrogen halide and an oxygen bearing gas is contacted with a molten salt containing an oxidizing catalyst and alkali metal normal sulfates and pyrosulfates to produce an effluent gas stream rich in the elemental halogen and substantially free of sulfur oxide gases.

  16. Illuminating the Pecking Order in Off-Grid Lighting: A Demonstration of LED Lighting for Saving Energy in the Poultry Sector

    The Lumina Project and Lighting Africa conducted a full-scale field test involving a switch from kerosene to solar-LED lighting for commercial broiler chicken production at an off-grid farm in Kenya. The test achieved lower operating costs, produced substantially more light, improved the working environment, and had no adverse effect on yields. A strategy using conventional solar-fluorescent lighting also achieved comparable yields, but entailed a six-fold higher capital cost and significantly higher recurring battery replacement costs. Thanks to higher energy and optical efficiencies, the LED system provided approximately twice the illumination to the chicken-production area and yet drew less than half the power.At the study farm, 3000 chickens were grown in each of three identical houses under kerosene, fluorescent, and LED lighting configurations. Under baseline conditions, a yearly expenditure of 1,200 USD is required to illuminate the three houses with kerosene. The LED system eliminates this fuel use and expense with a corresponding simple payback time of 1.5 years, while the solar-fluorescent system has a payback time of 9.3 years. The corresponding reduction in fuel expenditure in both cases represents a 15percent increase in after-tax net income (revenues minus expenses) across the entire business operation. The differential cost-effectiveness between the LED and fluorescent systems would be substantially greater if the fluorescent system were upsized to provide the same light as the LED system. Providing light with the fluorescent or LED systems is also far more economical than connecting to the grid in this case. The estimated grid-connection cost at this facility is 1.7 million Kenya Schillings (approximately 21,250 USD), which is nearly six-times the cost of the fluorescent system and 35-times the cost of the LED system.The LED system also confers various non-energy benefits.     Organometallic halide perovskites CH3NH3PbX3 (X = I, Br, Cl) have quickly become one of the most promising semiconductors for solar cells, with photovoltaics made of these materials reaching power conversion efficiencies of near 20%. Improving our ability to harness the full potential of organometal halide perovskites will require more controllable syntheses that permit a detailed understanding of their fundamental chemistry and photophysics. In our manuscript, we systematically synthesize CH3NH3PbX3 (X = I, Br) nanocrystals with different morphologies (dots, rods, plates or sheets) by using different solvents and capping ligands. CH3NH3PbX3 nanowires and nanorods capped with octylammonium halides show relatively higher photoluminescence (PL) quantum yields and long PL lifetimes. CH3NH3PbI3 nanowires monitored at the single particle level show shape-correlated PL emission across whole particles, with little photobleaching observed and very few off periods.     Organometallic halide perovskites CH3NH3PbX3 (X = I, Br, Cl) have quickly become one of the most promising semiconductors for solar cells, with photovoltaics made of these materials reaching power conversion efficiencies of near 20%. Improving our ability to harness the full potential of organometal halide perovskites will require more controllable syntheses that permit a detailed understanding of their fundamental chemistry and photophysics.     The present invention discloses a lanthanide-halide based humidity indicator and method of producing such indicator. The color of the present invention indicates the humidity of an atmosphere to which it is exposed. For example, impregnating an adsorbent support such as silica gel with an aqueous solution of the europium-containing reagent solution described herein, and dehydrating the support to dryness forms a substance with a yellow color. When this substance is exposed to a humid atmosphere the water vapor from the air is adsorbed into the coating on the pore surface of the silica gel. As the water content of the coating increases, the visual color of the coated silica gel changes from yellow to white. The color change is due to the water combining with the lanthanide-halide complex on the pores of the gel.

    A Lanthanum Halide scintillator (for example LaCl.sub.3 and LaBr.sub.3) with fast decay time and good timing resolution, as well as high light output and good energy resolution, is used in the design of a PET scanner. The PET scanner includes a cavity for accepting a patient and a plurality of PET detector modules arranged in an approximately cylindrical configuration about the cavity. Each PET detector includes a Lanthanum Halide scintillator having a plurality of Lanthanum Halide crystals, a light guide, and a plurality of photomultiplier tubes arranged respectively peripherally around the cavity. The good timing resolution enables a time-of-flight (TOF) PET scanner to be developed that exhibits a reduction in noise propagation during image reconstruction and a gain in the signal-to-noise ratio. Such a PET scanner includes a time stamp circuit that records the time of receipt of gamma rays by respective PET detectors and provides timing data outputs that are provided to a processor that, in turn, calculates time-of-flight (TOF) of gamma rays through a patient in the cavity and uses the TOF of gamma rays in the reconstruction of images of the patient.

    Advanced materials with improved properties have the potential to fuel future technological advancements. However, identification and discovery of these optimal materials for a specific application is a non-trivial task, because of the vastness of the chemical search space with enormous compositional and configurational degrees of freedom. Materials informatics provides an efficient approach toward rational design of new materials, via learning from known data to make decisions on new and previously unexplored compounds in an accelerated manner. Here, we demonstrate the power and utility of such statistical learning (or machine learning, henceforth referred to as ML) via building a support vectormore » machine (SVM) based classifier that uses elemental features (or descriptors) to predict the formability of a given ABX3 halide composition (where A and B represent monovalent and divalent cations, respectively, and X is F, Cl, Br, or I anion) in the perovskite crystal structure. The classification model is built by learning from a dataset of 185 experimentally known ABX3 compounds. After exploring a wide range of features, we identify ionic radii, tolerance factor, and octahedral factor to be the most important factors for the classification, suggesting that steric and geometric packing effects govern the stability of these halides. As a result, the trained and validated models then predict, with a high degree of confidence, several novel ABX3 compositions with perovskite crystal structure.« less

    An improved process for generating an elemental halogen selected from chlorine, bromine or iodine, from a corresponding hydrogen halide by absorbing a molten salt mixture, which includes sulfur, alkali metals and oxygen with a sulfur to metal molar ratio between 0.9 and 1.1 and includes a dissolved oxygen compound capable of reacting with hydrogen halide to produce elemental halogen, into a porous, relatively inert substrate to produce a substrate-supported salt mixture. Thereafter, the substrate-supported salt mixture is contacted (stage 1) with a hydrogen halide while maintaining the substrate-supported salt mixture during the contacting at an elevated temperature sufficient to sustain a reaction between the oxygen compound and the hydrogen halide to produce a gaseous elemental halogen product. This is followed by purging the substrate-supported salt mixture with steam (stage 2) thereby recovering any unreacted hydrogen halide and additional elemental halogen for recycle to stage 1. The dissolved oxygen compound is regenerated in a high temperature (stage 3) and an optical intermediate temperature stage (stage 4) by contacting the substrate-supported salt mixture with a gas containing oxygen whereby the dissolved oxygen compound in the substrate-supported salt mixture is regenerated by being oxidized to a higher valence state.

    Both of the genuinely sustainable (breeder) nuclear fuel cycles (IFR - Integral Fast Reactor - and MSBR - Molten Salt Breeder Reactor -) studied by the USA's national laboratories would generate high level reprocessing waste (HLRW) streams consisting of a relatively small amount ( about 4 mole %) of fission product halide (chloride or fluoride) salts in a matrix comprised primarily (about 95 mole %) of non radioactive alkali metal halide salts. Because leach resistant glasses cannot accommodate much of any of the halides, most of the treatment scenarios previously envisioned for such HLRW have assumed a monolithic waste form comprised of a synthetic analog of an insoluble crystalline halide mineral. In practice, this translates to making a 'substituted' sodalite ('Ceramic Waste Form') of the IFR's chloride salt-based wastes and fluoroapatite of the MSBR's fluoride salt-based wastes. This paper discusses my experimental studies of an alternative waste management scenario for both fuel cycles that would separate/recycle the waste's halide and immobilize everything else in iron phosphate (Fe-P) glass. It will describe both how the work was done and what its results indicate about how a treatment process for both of those wastes should be implemented (fluoride and chloride behave differently). In either case, this scenario's primary advantages include much higher waste loadings, much lower overall cost, and the generation of a product (glass) that is more consistent with current waste management practices.     Disclosed are electrochemical cells and methods for producing a halide of a non-alkali metal and for electrorefining the halide. The systems typically involve an electrochemical cell having a cathode structure configured for dissolving a hydrogen halide that forms the halide into a molten salt of the halogen and an alkali metal. Typically a direct current voltage is applied across the cathode and an anode that is fabricated with the non-alkali metal such that the halide of the non-alkali metal is formed adjacent the anode. Electrorefining cells and methods involve applying a direct current voltage across the anode where the halide of the non-alkali metal is formed and the cathode where the non-alkali metal is electro-deposited. In a representative embodiment the halogen is chlorine, the alkali metal is lithium and the non-alkali metal is uranium.

    A process is described for removing light element impurities from plutonium. It has been found that plutonium contaminated with impurities may be purified by converting the plutonium to a halide and purifying the halide by a fractional distillation whereby impurities may be distilled from the plutonium halide. A particularly effective method includes the step of forming a lower halide such as the trior tetrahalide and distilling the halide under conditions such that no decomposition of the halide occurs. Molecular distillation methods are particularly suitable for this process. The apparatus may comprise an evaporation plate with means for heating it and a condenser surface with means for cooling it. The condenser surface is placed at a distance from the evaporating surface less than the mean free path of molecular travel of the material being distilled at the pressure and temperature used. The entire evaporating system is evacuated until the pressure is about 10/sup -4/ millimeters of mercury. A high temperuture method is presented for sealing porous materials such as carbon or graphite that may be used as a support or a moderator in a nuclear reactor. The carbon body is subjected to two surface heats simultaneously in an inert atmosphere; the surface to be sealed is heated to 1500 degrees centigrade; and another surface is heated to 300 degrees centigrade, whereupon the carbon vaporizes and flows to the cooler surface where it is deposited to seal that surface. This method may be used to seal a nuclear fuel in the carbon structure.

    Organometallic halide perovskites (OHPs) hold great promise for next-generation, low-cost optoelectronic devices. During the chemical synthesis and crystallization of OHP thin films a major unresolved question is the competition between multiple halide species (e.g. I-, Cl-, Br-) in the formation of the mixed halide perovskite crystals. Whether Cl- ions are successfully incorporated into the perovskite crystal structure or alternatively, where they are located, is not yet fully understood. Here, in situ X-ray diffraction measurements of crystallization dynamics are combined with ex situ TOF-SIMS chemical analysis to reveal that Br- or Cl- ions can promote crystal growth, yet reactive I- ionsmore » prevent them from incorporating into the lattice of the final perovskite crystal structure. The Cl- ions are located in the grain boundaries of the perovskite films. These findings significantly advance our understanding of the role of halogens during synthesis of hybrid perovskites, and provide an insightful guidance to the engineering of high-quality perovskite films, essential for exploring superior-performance and cost-effective optoelectronic devices.« less

    Organic–inorganic lead-halide perovskites have been the subject of recent intense interest due to their unusually strong photovoltaic performance. A new addition to the perovskite family is all-inorganic Cs–Pb-halide perovskite nanocrystals, or quantum dots, fabricated via a moderate-temperature colloidal synthesis. While being only recently introduced to the research community, these nanomaterials have already shown promise for a range of applications from color-converting phosphors and light-emitting diodes to lasers, and even room-temperature single-photon sources. Knowledge of the optical properties of perovskite quantum dots still remains vastly incomplete. Here we apply various time-resolved spectroscopic techniques to conduct a comprehensive study of spectral andmore » dynamical characteristics of single- and multiexciton states in CsPbX3 nanocrystals with X being either Br, I, or their mixture. Specifically, we measure exciton radiative lifetimes, absorption cross-sections, and derive the degeneracies of the band-edge electron and hole states. We also characterize the rates of intraband cooling and nonradiative Auger recombination and evaluate the strength of exciton–exciton coupling. The overall conclusion of this work is that spectroscopic properties of Cs–Pb-halide quantum dots are largely similar to those of quantum dots of more traditional semiconductors such as CdSe and PbSe. At the same time, we observe some distinctions including, for example, an appreciable effect of the halide identity on radiative lifetimes, considerably shorter biexciton Auger lifetimes, and apparent deviation of their size dependence from the “universal volume scaling” previously observed for many traditional nanocrystal systems.     In a process for hydrocracking heavy polynuclear carbonaceous feedstocks to produce lighter hydrocarbon fuels by contacting the heavy feedstocks with hydrogen in the presence of a molten metal halide catalyst in a hydrocracking zone, thereafter separating at least a major portion of the lighter hydrocarbon fuels from the spent molten metal halide and thereafter regenerating the spent molten metal halide by incinerating the spent molten metal halide by combustion of carbon and sulfur compounds in the spent molten metal halide in an incineration zone, the improvement comprising: (a) contacting the heavy feedstocks and hydrogen in the presence of the molten metal halide in the hydrocracking zone at reaction conditions effective to convert from about 60 to about 90 weight percent of the feedstock to lighter hydrocarbon fuels; (b) separating at least a major portion of the lighter hydrocarbon fuels from the spent molten metal halide; (c) contacting the spent molten metal halide with oxygen in a liquid phase gasification zone at a temperature and pressure sufficient to vaporize from about 25 to about 75 weight percent of the spent metal halide, the oxygen being introduced in an amount sufficient to remove from about 60 to about 90 weight percent of the carbon contained in the spent molten metal halide to produce a fuel gas and regenerated metal halide; and (d) incinerating the spent molten metal halide by combusting carbon and sulfur compounds contained therein.

    The methylammonium lead halide perovskites have shown significant promise as a low-cost, second generation, photovoltaic material. Despite recent advances, however, there are still a number of fundamental aspects of their formation as well as their physical and electronic behavior that are not well understood. In this letter we explore the mechanism by which these materials crystallize by testing the outcome of each of the reagent halide salts. We find that components of both salts, lead halide and methylammonium halide, are relatively mobile and can be readily exchanged during the crystallization process when the reaction is carried out in solution or in the solid state. We exploit this fact by showing that the perovskite structure is formed even when the lead salt's anion is a non-halide, leading to lower annealing temperature and time requirements for film formation. Studies into these behaviors may ultimately lead to improved processing conditions for photovoltaic films.

    Passive and corrosion behaviors of Alloy 22 in chloride and fluoride containing solutions, changing the heat treatment of the alloy, the halide concentration and the pH of the solutions at 90 deg. C, was investigated. The study was implemented using electrochemical techniques, which included open circuit potential monitoring over time, potentiodynamic polarization and electrochemical impedance spectroscopy (EIS) measurements carried out at open circuit and at passivity potentials. Corrosion rates obtained by EIS measurements after 24 h immersion in naturally aerated solutions were below 0.5 {mu}m/year. The corrosion rates were practically independent of solution pH, alloy heat treatment and halide ion nature and concentration. EIS low frequency resistance values increased with applied potential in the passive domain and with polarization time in pH 6 - 1 M NaCl at 90 deg. C. This effect was attributed to an increase in the oxide film thickness and oxide film aging. High frequency capacitance measurements indicated that passive oxide on Alloy 22 presented a double n-type/p-type semiconductor behavior in the passive potential range. (authors)

    The reaction of group IIB metals in the {sup 3}P state with vinyl fluoride, chloride, and bromide is studied in krypton matrix. The primary process in all cases is hydrogen halide elimination to form a hydrogen halide/acetylene hydrogen-bonded complex. Insertion of metal atoms into C-Cl and C-Br bonds, but not into C-H and C-F bonds, is also observed. The insertion photochemistry can be explained by a mechanism which requires that the process occur on a triplet surface with the vinyl halide in the planar ground-state conformation.

    The quantum efficiency of Cu is found to increase dramatically when coated by a CsI film and then irradiated by a UV laser. Over three orders of magnitude quantum efficiency enhancement at 266 nm is observed in CsI/Cu(100), indicating potential application in future photocathode devices. Upon laser irradiation, a large work function reduction to a value less than 2 eV is also observed, significantly greater than for similarly treated CsBr/Cu(100). The initial QE enhancement, prior to laser irradiation, is attributed to interface interaction, surface cleanliness and the intrinsic properties of the Cs halide film. Further QE enhancement following activation is attributed to formation of inter-band states and Cs metal accumulation at the interface induced by laser irradiation.

    Athabasca bitumen has been treated with halide catalysts under a continuous flow of H{sub 2} in a 15 ml microautoclave. The H{sub 2} was bubbled through the liquid using a microporous steel grid. ZnCl{sub 2}, CuCl and ZnCl{sub 2}/CuCl mixtures, with and without tetralin, were used as catalysts. The experimental conditions were: 13.8 MPa operating pressure, 1 liter STP/min as H{sub 2} flow rate, 425-450 C and 30 min as reaction temperature and time, respectively. ZnCl{sub 2} has been found effective for converting asphaltenes into maltenes while lowering the coke formation with respect to the uncatalyzed reaction. The addition of tetralin to the reaction mixture minimized coke and gas formation.

    As an example of private sector initiatives in energy conservation, Prudential's energy management program is highlighted. In Phase I specific hours of operation were permitted, temperatures were maintained at a prescribed level, and lighting standards were reduced. In Phase II, inefficient HVAC systems were upgraded, timing switches and energy management computers were installed, solar film was applied to windows, and metering utilities were separated. An energy consumption tracking system called PACE was also instrumented to maintain the achieved objectives by monthly measuring.

    In this paper, transition metal complexes (NH3)5CoX2+ (X = CH3, Cl) and L(H2O)MX2+, where M = Rh or Co, X = CH3, NO, or Cl, and L is a macrocyclic N4 ligand are examined by both experiment and computation to better understand their electronic spectra and associated photochemistry. Specifically, irradiation into weak visible bands of nitrosyl and alkyl complexes (NH3)5CoCH32+ and L(H2O)MIIIX2+ (X = CH3 or NO) leads to photohomolysis that generates the divalent metal complex and ˙CH3 or ˙NO, respectively. On the other hand, when X = halide or NO2, visible light photolysis leads to dissociation of X– and/ormore » cis/trans isomerization. Computations show that visible bands for alkyl and nitrosyl complexes involve transitions from M–X bonding orbitals and/or metal d orbitals to M–X antibonding orbitals. In contrast, complexes with X = Cl or NO2 exhibit only d–d bands in the visible, so that homolytic cleavage of the M–X bond requires UV photolysis. UV-Vis spectra are not significantly dependent on the structure of the equatorial ligands, as shown by similar spectral features for (NH3)5CoCH32+ and L1(H2O)CoCH32+.« less

  12. Enhanced open voltage of BiFeO{sub 3} polycrystalline film by surface modification of organolead halide perovskite

    Inorganic-organolead halide perovskite CH{sub 3}NH{sub 3}PbI{sub 3} modified BiFeO{sub 3} polycrystalline film has been established. The composite photoelectrode presents much larger open voltage and several magnitudes superior photoelectric conversion performance in comparison to the ordinary BiFeO{sub 3} polycrystalline film. The I-V curve shows that the short-circuit current (J{sub sc}) is 1.74?mAcm{sup ?2} and open-circuit voltage (V{sub oc}) is 1.62?V, the device's photon to current efficiency is over 1%. The large open voltage and high photovoltaic efficiency is believed to attributed to the spontaneous polarization of composite perovskite induced by BiFeO{sub 3} lattice and modified reduced work function of the modified BiFeO{sub 3} surface. Our results clearly show that the present BiFeO{sub 3}-CH{sub 3}NH{sub 3}PbI{sub 3} planar device is capable to generate a large voltage in macro scale under visible light, leading an approach to further applications on photodetectors and optoelectronic switch.

    In this report, estimates are provided of the potential, by 2010, to displace conventional light-duty vehicle motor fuels with alternative fuels--compressed natural gas (CNG), liquefied petroleum gas (LPG), methanol from natural gas, ethanol from grain and from cellulosic feedstocks, and electricity--and with replacement fuels such as oxygenates added to gasoline. The 2010 estimates include the motor fuel displacement resulting both from government programs (including the Clean Air Act and EPACT) and from potential market forces. This report also provides an estimate of motor fuel displacement by replacement and alterative fuels in the year 2000. However, in contrast to the 2010 estimates, the year 2000 estimate is restricted to an accounting of the effects of existing programs and regulations. 27 figs., 108 tabs.

    A method for hydrocracking a heavy polynuclear hydrocarbonaceous feedstock to produce lighter hydrocarbon fuels by contacting the feedstock with hydrogen in the presence of a molten metal halide catalyst, the method comprising: mixing the feedstock with a heavy naphtha fraction which has an initial boiling point from about 100.degree. to about 160.degree. C. with a boiling point difference between the initial boiling point and the final boiling point of no more than about 50.degree. C. to produce a mixture; thereafter contacting the mixture with partially spent molten metal halide and hydrogen under temperature and pressure conditions so that the temperature is near the critical temperature of the heavy naphtha fraction; separating at least a portion of the heavy naphtha fraction and lighter hydrocarbon fuels from the partially spent molten metal halide, unreacted feedstock and reaction products; thereafter contacting the partially spent molten metal halide, unreacted feedstock and reaction products with hydrogen and fresh molten metal halide in a hydrocracking zone to produce additional lighter hydrocarbon fuels and separating at least a major portion of the lighter hydrocarbon fuels from the spent molten metal halide.

    This paper presents the results of energy market analysis sponsored by the Department of Energy's (DOE) Weatherization and International Program (WIP) within the Office of Energy Efficiency and Renewable Energy (EERE). The analysis was conducted by a team of DOE laboratory experts from the National Renewable Energy Laboratory (NREL), Oak Ridge National Laboratory (ORNL), and Pacific Northwest National Laboratory (PNNL), with additional input from Lawrence Berkeley National Laboratory (LBNL). The analysis was structured to identify those markets and niches where government can create the biggest impact by informing management decisions in the private and public sectors. The analysis identifies those markets and niches where opportunities exist for increasing energy efficiency and renewable energy use.

    This slide-show presents work on radiation detection with nanostructured lanthanum halides and CeBr{sub 3}. The goal is to extend the gamma energy response on both low and high-energy regimes by demonstrating the ability to detect low-energy x-rays and relatively high-energy activation prompt gamma rays simultaneously using the nano-structured lanthanum bromide, lanthanum fluoride, cerium bromide, or other nanocrystal material. Homogeneous and nano structure cases are compared.

    Several rare-earth-doped, heavy-metal halides have recently been identified as potential next-generation luminescent materials with high efficiency at low cost. AB2I5:Eu2+ (A=Li–Cs; B=Sr, Ba) is one such family of halides. Its members, such as CsBa2I5:Eu2+ and KSr2I5:Eu2+, are currently being investigated as high-performance scintillators with improved sensitivity, light yield, and energy resolution less than 3% at 662 keV. Within the AB2I5 family, our first-principles-based calculations reveal two remarkably different trends in Eu site occupation. The substitutional Eu ions occupy both eightfold-coordinated B1(VIII) and the sevenfold-coordinated B2(VII) sites in the Sr-containing compounds. However, in the Ba-containing crystals, Eu ions strongly prefer themore »B2(VII)sites. This random versus preferential distribution of Eu affects their electronic properties. The calculations also suggest that in the Ba-containing compounds one can expect the formation of Eu-rich domains. These results provide atomistic insight into recent experimental observations about the concentration and temperature effects in Eu-doped CsBa2I5. We discuss the implications of our results with respect to luminescent properties and applications. We also hypothesize Sr, Ba-mixed quaternary iodides ABaVIIISrVIII5:Eu as scintillators having enhanced homogeneity and electronic properties.« less

    Some compact fluorescent lamps aren`t so compact. General Electric (GE), OSRAM, and Philips have been expanding offerings in longer, more powerful, hard wired CFLs that generate enough light to serve applications once limited to conventional fluorescents and metal halide systems. All three of these manufacturers have for some time offered 18- to 40-watt high-output CFLs, which use a fluorescent tube doubled back on itself to produce a lot of light in a compact source. Now GE has introduced an even larger, more powerful 50-watt unit, and OSRAM is soon to follow suit with a 55-watt lamp. These new entries to the field of turbocharged CFLs can provide general lighting at ceiling heights of 12 feet or more as well as indirect lighting, floodlighting, and wall washing. They are such a concentrated source of light that they can provide the desired illumination using fewer lamps and fixtures than would be needed with competing sources.

    Alkaline-earth scintillators such as strontium iodide and other alkaline-earth halides activated with divalent europium represent some of the most efficient and highest energy resolution scintillators for use as gamma-ray detectors in a wide range of applications. These applications include the areas of nuclear nonproliferation, homeland security, the detection of undeclared nuclear material, nuclear physics and materials science, medical diagnostics, space physics, high energy physics, and radiation monitoring systems for first responders, police, and fire/rescue personnel. Recent advances in the growth of large single crystals of these scintillator materials hold the promise of higher crystal yields and significantly lower detector production costs. In the present work, we describe new processing protocols that, when combined with our molten salt filtration methods, have led to advances in achieving a significant reduction of cracking effects during the growth of single crystals of SrI2:Eu2+. In particular, we have found that extended pumping on the molten crystal-growth charge under vacuum for time periods extending up to 48 hours is generally beneficial in compensating for variations in the alkaline-earth halide purity and stoichiometry of the materials as initially supplied by commercial sources. These melt-pumping and processing techniques are now being applied to the purification of CaI2:Eu2+ and some mixed-anion europium-doped alkaline-earth halides prior to single-crystal growth by means of the vertical Bridgman technique. The results of initial studies of the effects of aliovalent doping of SrI2:Eu2+ on the scintillation characteristics of this material are also described.

    Hybrid halide perovskites such as methylammonium lead iodide (CH3NH3PbI3) exhibit unusually low free-carrier concentrations despite being processed at low-temperatures from solution. We demonstrate, through quantum mechanical calculations, that an origin of this phenomenon is a prevalence of ionic over electronic disorder in stoichiometric materials. Schottky defect formation provides a mechanism to self-regulate the concentration of charge carriers through ionic compensation of charged point defects. The equilibrium charged vacancy concentration is predicted to exceed 0.4 % at room temperature. Furthermore, this behavior, which goes against established defect conventions for inorganic semiconductors, has implications for photovoltaic performance.

    We have systematically studied the feasibility of CaMnO{sub 3} thin film, an n-type perovskite, to be utilized as the buffer layer for hybrid halide perovskite photovoltaic-thermoelectric device. Locations of the conduction band and the valence band, spontaneous polarization performance, and optical properties were investigated. Results indicate the energy band of CaMnO{sub 3} can match up well with that of CH{sub 3}NH{sub 3}PbI{sub 3} on separating electron-hole pairs. In addition, the consistent polarization angle helps enlarge the open circuit voltage of the composite system. Besides, CaMnO{sub 3} film shows large absorption coefficient and low extinction coefficient under visible irradiation, demonstrating high carrier concentration, which is beneficial to the current density. More importantly, benign thermoelectric properties enable CaMnO{sub 3} film to assimilate phonon vibration from CH{sub 3}NH3PbI{sub 3}. All the above features lead to a bright future of CaMnO{sub 3} film, which can be a promising candidate as a buffer layer for hybrid halide perovskite photovoltaic-thermoelectric systems.

    Organic-inorganic perovskites such as CH3NH3PbI3 are promising materials for a variety of optoelectronic applications, with certified power conversion efficiencies in solar cells already exceeding 21%. Nevertheless, state-of-the-art films still contain performance-limiting non-radiative recombination sites and exhibit a range of complex dynamic phenomena under illumination that remain poorly understood. Here we use a unique combination of confocal photoluminescence (PL) microscopy and chemical imaging to correlate the local changes in photophysics with composition in CH3NH3PbI3 films under illumination. We demonstrate that the photo-induced 'brightening' of the perovskite PL can be attributed to an order-of-magnitude reduction in trap state density. By imaging themore » same regions with time-of-flight secondary-ion-mass spectrometry, we correlate this photobrightening with a net migration of iodine. In conclusion, our work provides visual evidence for photo-induced halide migration in triiodide perovskites and reveals the complex interplay between charge carrier populations, electronic traps and mobile halides that collectively impact optoelectronic performance.« less

  12. Transition metal ion-assisted photochemical generation of alkyl halides and hydrocarbons from carboxylic acids

    Near-UV photolysis of aqueous solutions of propionic acid and aqueous Fe3+ in the absence of oxygen generates a mixture of hydrocarbons (ethane, ethylene and butane), carbon dioxide, and Fe2+. The reaction becomes mildly catalytic (about five turnovers) in the presence of oxygen which converts a portion of alkyl radicals to oxidizing intermediates that reoxidize Fe2+. The photochemistry in the presence of halide ions (X− = Cl−, Br−) generates ethyl halides via halogen atom abstraction from FeXn3−n by ethyl radicals. Near-quantitative yields of C2H5X are obtained at ≥0.05 M X−. Competition experiments with Co(NH3)5Br2+ provided kinetic data for the reaction of ethyl radicals with FeCl2+ (k = (4.0 ± 0.5) × 106 M−1 s−1) and with FeBr2+ (k = (3.0 ± 0.5) × 107 M−1 s−1). Photochemical decarboxylation of propionic acid in the presence of Cu2+ generates ethylene and Cu+. Longer-chain acids also yield alpha olefins as exclusive products. These reactions become catalytic under constant purge with oxygen which plays a dual role. It reoxidizes Cu+ to Cu2+, and removes gaseous olefins to prevent accumulation of Cu+(olefin) complexes and depletion of Cu2+. The results underscore the profound effect that the choice of metal ions, the medium, and reaction conditions exert on the photochemistry of carboxylic acids.

    This report presents the results of a preliminary investigation into opportunities for gas conservation in Long Island Lighting Company's commercial sector. It focusses on gas-fired heating equipment. Various sources of data are examined in order to characterize the commercial buildings and equipment in the service territory. Several key pieces of information necessary to predict savings potential are identified. These include the efficiencies and size distribution of existing equipment. Twenty-one specific conservation measures are identified and their applicability is discussed in terms of equipment size. Recommendations include improving the characterization of existing buildings and equipment, and developing a greater understanding of the savings and costs of conservation measures, and their interactions, especially in the middle size range of buildings and equipment.

    The adsorption of water on alkali halide (KBr, KCl, KF, NaCl) nanocrystals on SiO{sub 2} and their deliquescence was investigated as a function of relative humidity (RH) from 8% to near saturation by scanning polarization force microscopy. At low humidity, water adsorption solvates ions at the surface of the crystals and increases their mobility. This results in a large increase in the dielectric constant, which is manifested in an increase in the electrostatic force and in an increase in the apparent height of the nanocrystals. Above 58% RH, the diffusion of ions leads to Ostwald ripening, where larger nanocrystals grow at the expense of the smaller ones. At the deliquescence point, droplets were formed. For KBr, KCl, and NaCl, the droplets exhibit a negative surface potential relative to the surrounding region, which is indicative of the preferential segregation of anions to the air/solution interface.

  19. Electricity savings potentials in the residential sector of Bahrain

    Electricity is the major fuel (over 99%) used in the residential, commercial, and industrial sectors in Bahrain. In 1992, the total annual electricity consumption in Bahrain was 3.45 terawatt-hours (TWh), of which 1.95 TWh (56%) was used in the residential sector, 0.89 TWh (26%) in the commercial sector, and 0.59 TWh (17%) in the industrial sector. Agricultural energy consumption was 0.02 TWh (less than 1%) of the total energy use. In Bahrain, most residences are air conditioned with window units. The air-conditioning electricity use is at least 50% of total annual residential use. The contribution of residential AC to the peak power consumption is even more significant, approaching 80% of residential peak power demand. Air-conditioning electricity use in the commercial sector is also significant, about 45% of the annual use and over 60% of peak power demand. This paper presents a cost/benefit analysis of energy-efficient technologies in the residential sector. Technologies studied include: energy-efficient air conditioners, insulating houses, improved infiltration, increasing thermostat settings, efficient refrigerators and freezers, efficient water heaters, efficient clothes washers, and compact fluorescent lights. We conservatively estimate a 32% savings in residential electricity use at an average cost of about 4 fils per kWh. (The subsidized cost of residential electricity is about 12 fils per kWh. 1000 fils = 1 Bahrain Dinar = US$ 2.67). We also discuss major policy options needed for implementation of energy-efficiency technologies.

    Scintillator materials are used to detect, and in some cases identify, gamma rays. Higher performance scintillators are expensive, hard to manufacture, fragile, and sometimes require liquid nitrogen or cooling engines. But whereas lower-quality scintillators are cheap, easy to manufacture, and more rugged, their performance is lower. At issue: can the desirable qualities of high-and low-performance scintillators be combined to achieve better performance at lower cost? Preliminary experiments show that a LaF{sub 3}:Ce oleic acid-based nanocomposite exhibits a photopeak when exposed to {sup 137}Cs source gamma-radiation. The chemical synthesis of the cerium-doped lanthanum halide nanoparticles are scalable and large quantities of material can be produced at a time, unlike typical crystal growth processes such as the Bridgeman process. Using a polymer composite (Figure 1), produced by LANL, initial measurements of the unloaded and 8% LaF{sub 3}:Ce-loaded sample have been made using {sup 137}Cs sources. Figure 2 shows an energy spectrum acquired for CeF{sub 3}. The lighter plot is the measured polymer-only spectrum and the black plot is the spectrum from the nanocomposite scintillator. As the development of this material continues, the energy resolution is expected to improve and the photopeak-to-Compton ratio will become greater at higher loadings. These measurements show the expected Compton edge in the polymer-only sample, and the Compton edge and photo-peak expected in the nanophosphor composites that LANL has produced. Using a porous VYCORR with CdSe/ZnS core shell quantum dots, Letant has demonstrated that he has obtained signatures of the 241Am photopeak with energy resolution as good at NaI (Figure 3). We begin with the fact that CeBr{sub 3} crystals do not have a self-activity component as strong as the lanthanum halides.     We report the synthesis and structure of the novel silver-halide-based organic-inorganic hybrids Ag{sub 2}Br{sub 6}(PPD){sub 2}, Ag{sub 2}Br{sub 6}(CD-2){sub 2}.H{sub 2}O, Ag{sub 2}Br{sub 4}(TMBD), and Ag{sub 2}I{sub 6}(CD-2){sub 2}.H{sub 2}O. 1,4-phenylenediammonium hexabromodiargentate(I) [Ag{sub 2}Br{sub 6}(PPD){sub 2}] crystals are monoclinic (P2{sub 1}/n), with unit-cell dimensions, a=10.1915(3)A, b=7.7562(2)A, c=12.4340(5)A and {beta}=93.109(1){sup o}. N,N-diethyl-2-methyl-1,4-benzenediammonium hexabromodiargentate(I) monohydrate [Ag{sub 2}Br{sub 6}(CD-2){sub 2}.H{sub 2}O] crystals are monoclinic (space group P2{sub 1}/c) with a=10.8434(2)A, b=11.4293(2)A, c=14.3729(1)A, and {beta}=96.153(1){sup o}. N,N,N',N'-tetramethyl-1,4-benzenediammonium tetrabromodiargentate(I) [Ag{sub 2}Br{sub 4}(TMBD)] crystals are orthorhombic (space group Pbcn) with a=17.0030(6)A, b=6.6163(2)A, and c=15.9762(6)A. N,N-diethyl-2-methyl-1,4-benzenediammonium hexaiododiargentate(I) monohydrate, [Ag{sub 2}I{sub 6}(CD-2){sub 2}.H{sub 2}O], are monoclinic (C2/c), with unit-cell dimensions, a=21.4691(4)A, b=12.1411(2)A, c=14.3102(2)A, and {beta}=98.657(1){sup o}. The novel structures are members of a class of silver-halide-based organic-inorganic hybrids based upon the assembly of [Ag{sub a}X{sub b}]{sup n-} clusters and protonated organoamines in aqueous mineral acids. The clusters display short intracluster Ag-Ag distances, and computational methods are used to evaluate intracluster Ag-Ag bonding. The diverse stoichiometries and cluster connectivities observed suggest a rich compositional and structural chemistry based upon the general assembly method. We have extended the methodology to include a silver-halide-organoamonium chemistry in which the organic moiety is chosen to serve a specific photographic function and demonstrate the first examples of such materials. We have studied the couplings of the Standard Model fields to these so-called dark strings in the companion paper. Here we survey the cosmological and astrophysical observables that could be associated with the presence of dark strings in our universe with an emphasis on low-scale models, perhaps TeV . Specifically, we consider constraints from nucleosynthesis and CMB spectral distortions, and we calculate the predicted fluxes of diffuse gamma ray cascade photons and cosmic rays. For strings as light as TeV, we find that the predicted level of these signatures is well below the sensitivity of the current experiments, and therefore low scale cosmic strings in hidden sectors remain unconstrained. Heavier strings with a mass scale in the range 10{sup 13} GeV to 10{sup 15} GeV are at tension with nucleosynthesis constraints.

    Calculable single-sector models provide an elegant framework for generating the flavor textures via compositeness, breaking supersymmetry, and explaining the electroweak scale. Such models may be realized naturally in supersymmetric QCD with additional gauge singlets (SSQCD), though it remains challenging to construct models without a surfeit of light exotic states where the Standard Model index emerges naturally. We classify possible single-sector models based on Sp confining SSQCD according to their Standard Model index and number of composite messengers. This leads to simple, calculable models that spontaneously break supersymmetry, reproduce the fermion flavor hierarchy, and explain the Standard Model index dynamically with little or no additional matter. At low energies these theories realize a 'more minimal' soft spectrum with direct mediation and a gravitino LSP.

    This article describes how the organization of the electric energy sector in Argentina has changed dramatically from a sector in which state-owned companies worked under a central planning to one in which private companies make their own decisions. The way that the electrical system used to work can be shown by these statements: demand growth estimated by central planning team; projects to be developed and the timetable determined by the same team; unit operations ruled by central dispatch, and under state-owned companies responsibility; integration with neighbor countries focused on physical projects, such as Salto Grande with Uruguay and Yacyreta with Paraguay. Today the electrical system works under these rules: the system has been vertically separated and the companies cannot be integrated; electric energy is considered as an ordinary wealth and the value that consumers give it is taken into account, (the distribution companies pay consumers a penalty for the energy that they cannot supply, the penalty is worth the economic damage consumers suffer due to its lack); producers have to compete for demand. They can sell in two ways: sell under private agreements or sell to the system. Both ways of selling compete with each other because the system buys giving priority to lower costs and, as a consequence, some of the producers do not sell at all.

    Resistivities of 20 compositions of halide-salt/MgO mixtures (various selections and percentages of LiF, LiCl, LiBr, KCl, KBr, CsBr, and MgO) to be used in Li-alloy/metal sulfide cells have been measured at temperatures between the melting point of a particular mixture and 500{degrees}C. The resistivities were determined with cold-pressed electrolyte-binder pellets by using a special cell and DC measuring technique. Temperature, salt composition, and MgO content were found to have a strong influence on resistivity. These factors are listed in decreasing order of the magnitude of the effect. The fabrication density (porosity) of the pellet also has some effect on resistivity. These measured resistivities provide a data base to select optimum compositions of electrolyte-binder pellets for LiSi/FeS{sub 2} thermal batteries and to calculate area-specific resistances of these components for battery modeling and optimization. 5 refs., 7 figs.

    Defects induced by electron irradiation in thick free-standing GaN layers grown by halide vapor phase epitaxy were studied by deep level transient spectroscopy. In as-grown materials, six electron traps, labeled D2 (E{sub C}0.24?eV), D3 (E{sub C}0.60?eV), D4 (E{sub C}0.69?eV), D5 (E{sub C}0.96?eV), D7 (E{sub C}1.19?eV), and D8, were observed. After 2?MeV electron irradiation at a fluence of 1??10{sup 14?}cm{sup ?2}, three deep electron traps, labeled D1 (E{sub C}0.12?eV), D5I (E{sub C}0.89?eV), and D6 (E{sub C}1.14?eV), were detected. The trap D1 has previously been reported and considered as being related to the nitrogen vacancy. From the annealing behavior and a high introduction rate, the D5I and D6 centers are suggested to be related to primary intrinsic defects.

    Organometal halide perovskites are attracting great attention as promising material for solar cells because of their high power conversion efficiency. The high performance has been attributed to the existence of free charge carriers and their large diffusion lengths, but the nature of carrier transport at the atomistic level remains elusive. Here, nonadiabatic quantum molecular dynamics simulations elucidate the mechanisms underlying the excellent free-carrier transport in CH3NH3PbI3. Pb and I sublattices act as disjunct pathways for rapid and balanced transport of photoexcited electrons and holes, respectively, while minimizing efficiency-degrading charge recombination. On the other hand, CH3NH3 sublattice quickly screens out electrostaticmore » electron-hole attraction to generate free carriers within 1 ps. Together this nano-architecture lets photoexcited electrons and holes dissociate instantaneously and travel far away to be harvested before dissipated as heat. As a result, this work provides much needed structure-property relationships and time-resolved information that potentially lead to rational design of efficient solar cells.« less

    Throughout the United States, in every sector and building type, lighting is a significant electrical end-use. Based on the many and varied studies of lighting technologies, and experience with programs that promote lighting energy-efficiency, there is a significant amount of cost-effective energy savings to be achieved in the lighting end use. Because of such potential savings, and because consumers most often do not adopt cost-effective lighting technologies on their own, programs and policies are needed to promote their adoption. Characteristics of lighting energy use, as well as the attributes of the lighting marketplace, can significantly affect the national pattern of lighting equipment choice and ownership. Consequently, policy makers who wish to promote energy-efficient lighting technologies and practices must understand the lighting technologies that people use, the ways in which they use them, and marketplace characteristics such as key actors, product mix and availability, price spectrum, and product distribution channels. The purpose of this report is to provide policy-makers with a sourcebook that addresses patterns of lighting energy use as well as data characterizing the marketplace in which lighting technologies are distributed, promoted, and sold.

    We reprot an investigation in which excited states of amino pinacols 1-3 are reacted with the halides CCl{sub 4}, benzyl bromide, and p-cyanobenzyl bromide. Interesting results from this study include the finding that low-to-moderate quantum efficiencies for reaction are observed when the reactions are carried out under degassed conditions, indicating that the halide radical anions must survive long enough within the initial ion pair formed in the quenching step to undergo considerable return electron transfer. More strikingly we find that for certain pinacol-halide combinations reaction in aerared solutions leads to much higher efficiencies, which can be attributed to a chain reaction involving oxygen capture of a primary radical product. 25 refs., 1 fig., 1 tab.

    Optical vortices and orbital angular momentum are currently topical subjects in the optics literature. Although seemingly esoteric, they are, in fact, the generic state of light and arise whenever three or more plane waves interfere. To be observed by eye the light must be monochromatic. Laser speckle is one such example, where the optical energy circulates around each black spot, giving a local orbital angular momentum. This talk with report three on-going studies. First, when considering a volume of interfering waves, the laser specs map out threads of complete darkness embedded in the light. Do these threads form loops? Links? Or even knots? Second, when looking through a rapidly spinning window, the image of the world on the other side is rotated: true or false? Finally, the entanglement of orbital angular momentum states means measuring how the angular position of one photons sets the angular momentum of another: is this an angular version of the EPR (Einstein, Podolsky, and Rosen) paradox?

    The binary mutual neutralization (MN) of a series of 17 cations (O{sub 2}{sup +}, NO{sup +}, NO{sub 2}{sup +}, CO{sup +}, CO{sub 2}{sup +}, Cl{sup +}, Cl{sub 2}{sup +}, SO{sub 2}{sup +}, CF{sub 3}{sup +}, C{sub 2}F{sub 5}{sup +}, NH{sub 3}{sup +}, H{sub 3}{sup +}, D{sub 3}{sup +}, H{sub 2}O{sup +}, H{sub 3}O{sup +}, ArH{sup +}, ArD{sup +}) with 3 halide anions (Cl{sup −}, Br{sup −}, I{sup −}) has been investigated in a flowing afterglow-Langmuir probe apparatus using the variable electron and neutral density attachment mass spectrometry technique. The MN rate constants of atom-atom reactions are dominated by the chemical nature of the system (i.e., the specific locations of curve crossings). As the number of atoms in the system increases, the MN rate constants become dominated instead by the physical nature of the system (e.g., the relative velocity of the reactants). For systems involving 4 or more atoms, the 300 K MN rate constants are well described by 2.7 × 10{sup −7} μ{sup −0.5}, where the reduced mass is in Da and the resulting rate constants in cm{sup 3} s{sup −1}. An upper limit to the MN rate constants appears well described by the complex potential model described by Hickman assuming a cross-section to neutralization of 11 000 Å{sup 2} at 300 K, equivalent to 3.5 × 10{sup −7} μ{sup −0.5}.

    A study on the economy of Taiwan, with special reference to the energy sector, revealed the following: Taiwan's rapid export-driven economic growth in the 1970s and 1980s has earned them the rank of ''Newly Industrialized Countries.'' Coal reserves measure less than 1 billion tons, and annual output has declined to below 2 million tons per year. Marginal amounts of crude are produced. Natural gas resources have been exploited both on- and offshore, through production amounts to little more than 1 billion cubic meters per year. Domestic hydrocarbon production is forecast to decline. Taiwan prssesses an estimated 5300 mW of exploitable hydropower capacity, of which 2564 mW had been installed by 1986. Taiwan has undertaken a massive program of nuclear power construction in response to the rapid rise in oil prices during the 1970s. Energy demand has risen an average of 9.0 percent per year since 1954, while real GNP has grown 8.6 percent per year. Sine 1980, oil has provided a lower share of total energy demand. Oil demand for transport has continued to grow rapidly. Declining production of domestic natural gas has led Taiwan to initiate LNG imports from Indonesia beginning in 1990. Coal has regained some of its earlier importance in Taiwan's energy structure. With declining domestic production, imports now provide nearly 90 percent of total coal demand. Taiwan is basically self-sufficient in refining capacity. Energy demand is expected to grow 5.4 percent per year through the yeat 2000. With declining output of domestic resources, energy dependency on imports will rise from its current 90 percent level. Government policy recognizes this external dependency and has directed it efforts at diversification of suppliers. 18 refs., 11 figs., 40 tabs.

    Based on extensive experience of the US Agency for International Development (USAID) with power sector liberalization in developing countries over the past decade, it has become clear that liberalization is a powerful tool for helping achieve sustainable and environmentally sound social and economic development. The basic driving forces for liberalization are: The need for additional energy to support sustainable economic and social development; the lack of public sector financial resources for system improvement; the inefficiency of existing power generation, transmission, distribution and end use; and the poor environmental performance of public sector power utilities. Power sector liberalization has brought the benefits of greater efficiency in the power sector, increased investment, more economic pricing, greater independence from political interference, increased competition and dampening of tariff increase, and better environmental protection. Care needs to be taken, however, to insure that progress in the areas of energy efficiency, renewable energy, and rural electrification are not compromised in the drive to liberalize. USAID firmly believes that power sector liberalization offers a fundamental opportunity to all countries to improve the sustainable supply and use of energy for productive purposes for this and future generations. All nations should seriously consider energy sector liberalization and one or more of the various approaches.

    We developed a layer-by-layer method of preparing PbE (E = S or Se) quantum dot (QD) solar cells using metal halide (PbI2, PbCl2, CdI2, or CdCl2) salts dissolved in dimethylformamide to displace oleate surface ligands and form conductive QD solids. The resulting QD solids have a significant reduction in the carbon content compared to films treated with thiols and organic halides. We find that the PbI2 treatment is the most successful in removing alkyl surface ligands and also replaces most surface bound Cl- with I-. The treatment protocol results in PbS QD films exhibiting a deeper work function and bandmore » positions than other ligand exchanges reported previously. The method developed here produces solar cells that perform well even at film thicknesses approaching a micron, indicating improved carrier transport in the QD films. We demonstrate QD solar cells based on PbI2 with power conversion efficiencies above 7%.« less

  1. Replacement of Lighting Fixtures with LED Energy Efficient Lights at the Parking Facility, Milwaukee, Wisconsin

    The Forest County Potawatomi Community (FCPC or Tribe) owns a six-story parking facility adjacent to its Potawatomi Bingo Casino (the Casino) in Milwaukee, Wisconsin, as well as a valet parking facility under the Casino (collectively, the Parking Facility). The Parking Facility contained 205-watt metal halide-type lights that, for security reasons, operated 24 hours per day, 7 days per week. Starting on August 30, 2010, the Tribe replaced these fixtures with 1,760 state-of-the-art, energy efficient 55-Watt LED lights. This project resulted in an immediate average reduction in monthly peak demand of 238 kW over the fourth quarter of 2010. The average reduction in monthly peak demand from October 1 through December 31, 2010 translates into a forecast annual electrical energy reduction of approximately 1,995,000 kWh or 47.3% of the pre-project demand. This project was technically effective, economically feasible, and beneficial to the public not only in terms of long term energy efficiency and associated emissions reductions, but also in the short-term jobs provided for the S.E. Wisconsin region. The project was implemented, from approval by U.S. Department of Energy (DOE) to completion, in less than 6 months. The project utilized off-the-shelf proven technologies that were fabricated locally and installed by local trade contractors.
