    This report documents a solid-state lighting (SSL) technology demonstration at the parking structure of the U.S. Department of Labor (DOL) Headquarters in Washington, DC, in which light-emitting diode (LED) luminaires were substituted for the incumbent high-pressure sodium (HPS) luminaires and evaluated for relative light quantity and performance. The demonstration results show energy savings of 52% from the initial conversion of HPS to the LED product. These savings were increased to 88% by using occupancy sensor controls that were ultimately set to reduce power to 10% of high state operation after a time delay of 2.5 minutes. Because of the relatively high cost of the LED luminaires at their time of purchase for this project (2010), the simple payback periods were 6.5 years and 4.9 years for retrofit and new construction scenarios, respectively. Staff at DOL Headquarters reported high satisfaction with the operation of the LED product.

    The US Department of Energy Light Water Reactor Sustainability Program is focused on the long-term operation of US commercial power plants. It encompasses two facets of long-term operation: (1) manage the aging of plant systems, structures, and components so that nuclear power plant lifetimes can be extended and the plants can continue to operate safely, efficiently, and economically; and (2) provide science-based solutions to the nuclear industry that support implementation of performance improvement technologies. An important aspect of the Light Water Reactor Sustainability Program is partnering with industry and the Nuclear Regulatory Commission to support and conduct the long-term research needed to inform major component refurbishment and replacement strategies, performance enhancements, plant license extensions, and age-related regulatory oversight decisions. The Department of Energy research, development, and demonstration role focuses on aging phenomena and issues that require long-term research and/or unique Department of Energy laboratory expertise and facilities and are applicable to all operating reactors. This paper gives an overview of the Department of Energy Light Water Reactor Sustainability Program, including vision, goals, and major deliverables.

    The overall objective of this project is to demonstrate an ultra-effective light extraction mechanism that can be universally applied to all top-emitting white OLEDs (TE-WOLEDs) and can be integrated with thin film encapsulation techniques. The scope of work proposed in this project includes four major areas: (1) optical modeling; (2) microlens and array fabrication; (3) fabrication, encapsulation, and characterization of TE-WOLEDs; and (4) full device integration and characterization. First, the light extraction efficiency in a top-emitting OLED with or without a microlens array are modeled using wave optics. Second, individual microlenses and microlens arrays are fabricated by inkjet printing of microdroplets of a liquid thiol-ene monomer with high refractive index followed by photopolymerization. Third, high efficiency top-emitting white OLEDs are fabricated, and fully characterized. Finally, optimized microlens arrays are fabricated on TE-WOLEDs with dielectric barrier layers. The overall light extraction efficiency of these devices, as well as its wavelength and angular dependencies, are measured by comparing the efficiencies of devices with and without microlens arrays. In conclusion, we have demonstrated the feasibility of applying inkjet printed microlens arrays to enhance the light extraction efficiency of top-emitting white OLEDs. We have shown that the geometry (contact angle) of the printed microlenses can be controlled by controlling the surface chemistry prior to printing the lenses. A 90% enhancement in the light extraction efficiency has been achieved with printed microlens array on a top-emitting white OLED, which can be further improved to 140% using a more close-packed microlens array fabricated from a molding process. Future work will focus on improvement of the microlens fabrication process to improve the array fill factor and the contact angle, as well as use transparent materials with a higher index of refraction. We will also further optimize the procedures for integrating the microlenses on the top-emitting white OLEDs and characterize the overall light extraction enhancement factor when the microlens array is attached.

    Optical vortices and orbital angular momentum are currently topical subjects in the optics literature. Although seemingly esoteric, they are, in fact, the generic state of light and arise whenever three or more plane waves interfere. To be observed by eye the light must be monochromatic. Laser speckle is one such example, where the optical energy circulates around each black spot, giving a local orbital angular momentum. This talk with report three on-going studies. First, when considering a volume of interfering waves, the laser specs map out threads of complete darkness embedded in the light. Do these threads form loops? Links? Or even knots? Second, when looking through a rapidly spinning window, the image of the world on the other side is rotated: true or false? Finally, the entanglement of orbital angular momentum states means measuring how the angular position of one photons sets the angular momentum of another: is this an angular version of the EPR (Einstein, Podolsky, and Rosen) paradox?

    This proposal requests support for the fabrication and operation of a modest facility that would provide relatively intense beams of monochromatic and polarized photons with energies in the range of several hundreds of MeV. These {gamma} rays would be produced by Compton backscattering laser light from the electrons circulating in the 2.5-3.0 GeV 'X-RAY' storage ring of the National Synchrotron Light Source (NSLS) at Brookhaven National Laboratory. The excellent emittance, phase space, and high current of this state-of-the-art storage ring will allow the production of 2 x 10{sup 7} {gamma} rays per second. These photons would be tagged by detecting the scattered electrons, thereby determining the energy to 2.7 MeV for all {gamma}-ray energies. The efficiency of this tagging procedure is 100% and the {gamma}-ray beam would be essentially background free. Tagging will also allow the flexibility of operating with a dynamic range as large as 200 MeV in photon energy while still preserving high resolution and polarization. These beams will permit a fruitful study of important questions in medium-energy nuclear physics. The initial goals of this program are to reach reliable operation with photon energies up to 300 MeV and to develop {gamma}-ray beams with energies up to about 500 MeV. To demonstrate reliable operation, a modest physics program is planned that, for the most part, utilizes existing magnets and detector systems but nonetheless addresses several important outstanding problems. Gamma ray beams of the versatility, intensity, energy, and resolution that can be achieved at this facility are not currently available at any other world facility either existing or under construction. Furthermore, the proposed program would produce the first intense source of medium-energy {gamma} rays that are polarized. Because of the difficulties in producing such polarized beams, it is very unlikely that viable alternate sources can be developed in the near future; at present, no others are planned.

    The NRC staff has reviewed a report, submitted by DOE to determine whether the use of a commercial light-water reactor (CLWR) to irradiate a limited number of tritium-producing burnable absorber rods (TPBARs) in lead test assemblies (LTAs) raises generic issues involving an unreviewed safety question. The staff has prepared this safety evaluation to address the acceptability of these LTAs in accordance with the provision of 10 CFR 50.59 without NRC licensing action. As summarized in Section 10 of this safety evaluation, the staff has identified issues that require NRC review. The staff has also identified a number of areas in which an individual licensee undertaking irradiation of TPBAR LTAs will have to supplement the information in the DOE report before the staff can determine whether the proposed irradiation is acceptable at a particular facility. The staff concludes that a licensee undertaking irradiation of TPBAR LTAs in a CLWR will have to submit an application for amendment to its facility operating license before inserting the LTAs into the reactor.

    Lighting represents a substantial fraction of commercial electricity consumption. A wide range of initiatives in the Department of Energy`s (DOE) National Energy Strategy have focused on commercial lighting as a potential source of energy conservation. This report provides a statistical profile of commercial lighting, to examine the potential for lighting energy conservation in commercial buildings. The principal conclusion from this analysis is that energy use for lighting could be reduced by as much as a factor of four using currently available technology. The analysis is based primarily on the Energy Information Administration`s (EIA) 1986 Commercial Buildings Energy Consumption Survey (CBECS). The more recent 1989 survey had less detail on lighting, for budget reasons. While changes have occurred in the commercial building stock since 1986, the relationships identified by this analysis are expected to remain generally valid. In addition, the analytic approach developed here can be applied to the data that will be collected in the 1992 CBECS.

    The R.J. Frisby Mfg. Co. operates on three shifts and produces precision screw machine products for a variety of industries, including automotive, marine, machine tool, hydraulics and pneumatics, business machines, electrical and electronics, photography, and precision instruments. The required degree of manufacturing precision demands high light levels in manufacturing areas. When the 100,000 sq ft plant was built in 1973, mercury vapor lighting was installed consistent with the current state of the art for lighting such facilities. In the ensuing years, it became apparent that the soaring electric bills that came in the wake of the Arab oil embargo of 1973-74 would have to be controlled. Estimates by the U.S. Department of Energy indicated that electric energy costs were likely to rise by 160 percent over the next 10 yr. Based on this estimate, and the fact that lighting accounted for $70,000, or half of the annual electric bill, it was estimated that $900,000 to $1,000,000 would be spent for lighting energy over the next decade. The concern over the probability of rapidly escalating electrical costs was soon justified when, in three steps over one 12 mo period, the electric energy rate increased from $0.0305/kwh to $0.0416/kwh -more than a 36 percent increase. During that same period, the demand charge was raised in two steps from $3.75/kw to $4.85/kw --more than a 29 percent increase.

    Solid-state lighting using light-emitting diodes (LEDs) has the potential to reduce energy consumption for lighting by 50% while revolutionizing the way we illuminate our homes, work places, and public spaces. Nevertheless, substantial technical challenges remain in order for solid-state lighting to significantly displace the well-developed conventional lighting technologies. We review the potential of LED solid-state lighting to meet the long-term cost goals.
