    In 1989, Congress provided funding to start a five-year comprehensive project to manage aquatic plants in Guntersville Reservoir, to be jointly implemented by the US Army Corps of Engineers (Corps) and Tennessee Valley Authority (TVA). TVA serves as the overall project coordinator and is the lead agency for this project. Known as the Joint Agency Guntersville Project (JAGP), the project will test and demonstrate innovative management technologies, and incorporate the most effective technologies into a comprehensive aquatic plant management plan for Guntersville Reservoir. The JAGP is intended to serve as a National Demonstration Project for aquatic plant management. As part of this JAGP, the Master Plan for Aquatic Plant Management for the Guntersville Reservoir Project, Alabama-Tennessee is authorized by Corps Contract Number DACW62-90-C-0067.

    TVA investigated water quality of Town Creek embayment using a branched two-dimensional model of Guntersville Reservoir. Simulation results were compared in terms of algal biomass, nutrient concentrations, and volume of embayment with depleted dissolved oxygen. Stratification and flushing play a significant role in the embayment water quality. Storms introduce large loadings of organics, nutrients, and suspended solids. Dissolved oxygen depletion is most severe after storms followed by low flow that fails to flush the embayment. Embayment water quality responses to potential animal waste and erosion controls were explored. Modeling indicated animal waste controls were much more cost-effective than erosion controls. Erosion controls will decrease embayment suspended solids and thereby increase algal biomass due to greater light penetration. 29 refs., 16 figs., 4 tabs.

    Following a hot or cold thermal soak, vehicle climate control systems (air conditioning or heat) are required to quickly attain a cabin temperature comfortable to the vehicle occupants. In a plug-in hybrid electric or electric vehicle (PEV) equipped with electric climate control systems, the traction battery is the sole on-board power source. Depleting the battery for immediate climate control results in reduced charge-depleting (CD) range and additional battery wear. PEV cabin and battery thermal preconditioning using off-board power supplied by the grid or a building can mitigate the impacts of climate control. This analysis shows that climate control loads can reduce CD range up to 35%. However, cabin thermal preconditioning can increase CD range up to 19% when compared to no thermal preconditioning. In addition, this analysis shows that while battery capacity loss over time is driven by ambient temperature rather than climate control loads, concurrent battery thermal preconditioning can reduce capacity loss up to 7% by reducing pack temperature in a high ambient temperature scenario.

    Deployed on a commercial airplane, proton exchange membrane fuel cells may offer emissions reductions, thermal efficiency gains, and enable locating the power near the point of use. This work seeks to understand whether on-board fuel cell systems are technically feasible, and, if so, if they offer a performance advantage for the airplane as a whole. Through hardware analysis and thermodynamic and electrical simulation, we found that while adding a fuel cell system using today's technology for the PEM fuel cell and hydrogen storage is technically feasible, it will not likely give the airplane a performance benefit. However, when we re-did the analysis using DOE-target technology for the PEM fuel cell and hydrogen storage, we found that the fuel cell system would provide a performance benefit to the airplane (i.e., it can save the airplane some fuel), depending on the way it is configured.

    This invention relates to a flexible printed circuit board that is used in connection with an optical transmitter, receiver or transceiver module. In one embodiment, the flexible printed circuit board has flexible metal layers in between flexible insulating layers, and the circuit board comprises: (1) a main body region orientated in a first direction having at least one electrical or optoelectronic device; (2) a plurality of electrical contact pads integrated into the main body region, where the electrical contact pads function to connect the flexible printed circuit board to an external environment; (3) a buckle region extending from one end of the main body region; and (4) a head region extending from one end of the buckle region, and where the head region is orientated so that it is at an angle relative to the direction of the main body region. The electrical contact pads may be ball grid arrays, solder balls or land-grid arrays, and they function to connect the circuit board to an external environment. A driver or amplifier chip may be adapted to the head region of the flexible printed circuit board. In another embodiment, a heat spreader passes along a surface of the head region of the flexible printed circuit board, and a window is formed in the head region of the flexible printed circuit board. Optoelectronic devices are adapted to the head spreader in such a manner that they are accessible through the window in the flexible printed circuit board.

    The present invention is directed to an improved electrochemical energy storage device. The interconnect board is typically disposed within a sealed housing which also houses the electrochemical cells, and includes a first contact and a second contact respectively coupled to first and second power terminals of the energy storage device. The interconnect board advantageously provides for selective series or parallel connectivity with the electrochemical cells, irrespective of electrochemical cell position within the housing. Fuses and various electrical and electromechanical devices, such as bypass, equalization, and communication devices for example, may also be mounted to the interconnect board and selectively connected to the electrochemical cells.

    This paper reports on a semi-insulating paint formulated and tested for preventing pulse discharges from causing damage to circuits on heavily irradiated circuit boards. The paint is tin oxide filled phenoxy resin with a bulk resistivity of 10{sup 8} ohm-cm. A typical coating is then 10{sup 10} ohms per square. It is applied over the finished, conformally coated circuit board and connected to ground where possible on the board. It works by minimizing the stored electric field energy prior to the discharge. With such high resistivity it can not load down most circuits. Tests were performed on circuit boards with and without the paint using energetic electron beams to simulate very high space exposure levels. Many potentially damaging pulses were seen without the paint, but application of the paint removed all large pulses and only a few small pulses were seen.

    The present invention is directed to an improved electrochemical energy storage device. The electrochemical energy storage device includes a number of solid-state, thin-film electrochemical cells which are selectively interconnected in series or parallel through use of an integrated interconnect board. The interconnect board is typically disposed within a sealed housing which also houses the electrochemical cells, and includes a first contact and a second contact respectively coupled to first and second power terminals of the energy storage device. The interconnect board advantageously provides for selective series or parallel connectivity with the electrochemical cells, irrespective of electrochemical cell position within the housing. In one embodiment, a sheet of conductive material is processed by employing a known milling, stamping, or chemical etching technique to include a connection pattern which provides for flexible and selective interconnecting of individual electrochemical cells within the housing, which may be a hermetically sealed housing. Fuses and various electrical and electro-mechanical devices, such as bypass, equalization, and communication devices for example, may also be mounted to the interconnect board and selectively connected to the electrochemical cells.

    Critical infrastructures, such as electrical power plants and oil refineries, rely on programmable logic controllers (PLCs) to control essential processes. State of the art security cannot detect attacks on PLCs at the hardware or firmware level. This renders critical infrastructure control systems vulnerable to costly and dangerous attacks. WeaselBoard is a PLC backplane analysis system that connects directly to the PLC backplane to capture backplane communications between modules. WeaselBoard forwards inter-module traffic to an external analysis system that detects changes to process control settings, sensor values, module configuration information, firmware updates, and process control program (logic) updates. WeaselBoard provides zero-day exploit detection for PLCs by detecting changes in the PLC and the process. This approach to PLC monitoring is protected under U.S. Patent Application 13/947,887.

    We report the results of an experimental comparison of different airplane boarding methods. This test was conducted in a mock 757 fuselage, located on a Southern California soundstage, with 12 rows of six seats and a single aisle. Five methods were tested using 72 passengers of various ages. We found a significant reduction in the boarding times of optimized methods over traditional methods. These improved methods, if properly implemented, could result in a significant savings to airline companies. The process of boarding an airplane is of interest to a variety of groups. The public is interested both as a curiosity,more »as it is something that they may regularly experience, and as a consumer, as their experiences good or bad can affect their loyalties. Airline companies and their employees also have a stake in an efficient boarding procedure as time saved in the boarding process may result is monetary savings, in the quality of interactions with passengers, and in the application of human resources to the general process of preparing an airplane for departure. A recent study (Nyquist and McFadden, 2008) indicates that the average cost to an airline company for each minute of time spent at the terminal is roughly $30. Thus, each minute saved in the turn-around time of a flight has the potential to generate over $16,000,000 in annual savings (assuming an average of 1500 flights per day). While the boarding process may not be the primary source of delay in returning an airplane to the skies, reducing the boarding time may effectively eliminate passenger boarding as a contributor in any meaningful measure. Consequently, subsequent efforts to streamline the other necessary tasks, such as refueling and maintenance, would be rewarded with a material reduction in time at the gate for each flight.« less

    An impedance matching ground plane step, in conjunction with a quarter wave transformer section, in a printed circuit board provides a broadband microwave matching transition from board connectors or other elements that require thin substrates to thick substrate (>quarter wavelength) broadband microwave (millimeter wave) devices. A method of constructing microwave and other high frequency electrical circuits on a substrate of uniform thickness, where the circuit is formed of a plurality of interconnected elements of different impedances that individually require substrates of different thicknesses, by providing a substrate of uniform thickness that is a composite or multilayered substrate; and forming a pattern of intermediate ground planes or impedance matching steps interconnected by vias located under various parts of the circuit where components of different impedances are located so that each part of the circuit has a ground plane substrate thickness that is optimum while the entire circuit is formed on a substrate of uniform thickness.

    Bike sharing is an exciting new model of public-private transportation provision that has quickly emerged in the past five years. Technological advances have overcome hurdles of early systems and cities throughout the globe are adopting this model of transportation service. Electric bikes have simultaneously gained popularity in many regions of the world and some have suggested that shared electric bikes could provide an even higher level of service compared to existing systems. There are several challenges that are unique to shared electric bikes: electric-assisted range, recharging protocol, and bike and battery checkout procedures. This paper outlines system requirements to successfully develop and deploy an electric bike sharing system, focusing on system architecture, operational concepts, and battery management. Although there is little empirical evidence, electric bike sharing could be feasible, depending on demand and battery management, and can potentially improve the utility of existing bike sharing systems. Under most documented bike sharing use scenarios, electric bike battery capacity is insufficient for a full day of operation, depending on recharging protocol. Off-board battery management is a promising solution to address this problem. Off-board battery management can also support solar recharging. Future pilot tests will be important and allow empirical evaluation of electric bikesharing system performance. (auth)

    Using extensive Monte Carlo simulations we study numerically and analytically a photogalvanic effect, or ratchet, of directed electron transport induced by a microwave radiation on a semidisk Galton board of antidots in graphene. A comparison between usual two-dimensional electron gas (2DEG) and electrons in graphene shows that ratchet currents are comparable at very low temperatures. However, a large mean free path in graphene should allow to have a strong ratchet transport at room temperatures. Also in graphene the ratchet transport emerges even for unpolarized radiation.     Lockheed Martin Idaho Technologies Company (LMITCO) used a systems engineering approach to take the first step toward defining a requirements baseline for all indirect work at the Idaho National Engineering Laboratory. The intent of this effort was to define the requirements for indirect work, identify the activities necessary to meet the requirements, and to produce defensible cost estimates for the work. The result of this effort is a scrubbed-down, defensible budget for all indirect work in FY 1997. Buying power for each dollar of direct work was increased by $.02. Recommendations are identified for improvements to this process in FY 1998. The purpose of this report is twofold. First is to report the final results of the 1996 ICRB process, and second is to document the process used such that incremental improvements may be made in future years. Objectives, processes, and approaches are described to provide a trail for future boards. Appendices contain copies of board composition, documentation of the process, as well as the actual training materials.

    The Electrical Safety Guidelines prescribes the DOE safety standards for DOE field offices or facilities involved in the use of electrical energy. It has been prepared to provide a uniform set of electrical safety standards and guidance for DOE installations in order to affect a reduction or elimination of risks associated with the use of electrical energy. The objectives of these guidelines are to enhance electrical safety awareness and mitigate electrical hazards to employees, the public, and the environment.

    The Advanced Telecommunications Computing Architecture (ATCA) standard describes an efficient and powerful platform, implementation of which was adopted to be used as a base for control systems in high energy physics. The ATCA platform is considered to be applied for the X-ray Free Electron Laser (X-FEL), being built at Deutsches Electronen- Synchrotron (DESY) in Hamburg, Germany. The Low Level Radio Frequency (LLRF) control system is composed of a few ATCA Carrier Boards. Carrier Board hosts Intelligent Platform Management Controller (IPMC), which is developed in compliance with the PICMG specifications. IPMC is responsible for management and monitoring of sub-modules installed on Carrier Boards and pluggable Advanced Mezzanine Card (AMC) modules.     A portable, hand held electric arc saw has a small frame for supporting an electrically conducting rotary blade which serves as an electrode for generating an electric arc to erode a workpiece. Electric current is supplied to the blade by biased brushes and a slip ring which are mounted in the frame. A pair of freely movable endless belts in the form of crawler treads stretched between two pulleys are used to facilitate movement of the electric arc saw. The pulleys are formed of dielectric material to electrically insulate the crawler treads from the frame.

    The nonlinear optical Galton board (NLOGB), a quantum walk like (but nonlinear) discrete time quantum automaton, is shown to admit a complex evolution leading to long time thermalized states. The continuous limit of the Galton Board is derived and shown to be a nonlinear Dirac equation (NLDE). The (Galerkin truncated) NLDE evolution is shown to thermalize toward states qualitatively similar to those of the NLOGB. The NLDE conserved quantities are derived and used to construct a stochastic differential equation converging to grand canonical distributions that are shown to reproduce the (micro canonical) NLDE thermalized statistics. Both the NLOGB and the Galerkin-truncated NLDE are thus demonstrated to exhibit spontaneous thermalization.

The heat engine includes an electrically conductive liquid metal as the working fluid and includes two heat exchange and thermoacoustic structure assemblies which drive the liquid in a push-pull arrangement to cause the liquid metal to oscillate at a resonant acoustic frequency on the order of 1000 Hz. The engine is positioned in the field of a magnet and is oriented such that the liquid metal oscillates in a direction orthogonal to the field of the magnet, whereby an alternating electrical potential is generated in the liquid metal. Low-loss, low-inductance electrical conductors electrically connected to opposite sides of the liquid metal conduct an output signal to a transformer adapted to convert the low-voltage, high-current output signal to a more usable higher voltage, lower current signal.

This publication provides monthly statistics for net generation, fossil fuel consumption and stocks, quantity and quality of fossil fuels, cost of fossil fuels, electricity sales, revenue, and average revenue per kilowatthour of electricity sold. Data on net generation, fuel consumption, fuel stocks, quantity and cost of fossil fuels are also displayed for the North American Electric Reliability Council (NERC) regions. The EIA publishes statistics in the EPM on net generation by energy source, consumption, stocks, quantity, quality, and cost of fossil fuels; and capability of new generating units by company and plant. The purpose of this publication is to provide energy decisionmakers with accurate and timely information that may be used in forming various perspectives on electric issues that lie ahead.

    This report documents results of the accident investigation of an electrical shock received by two subcontractor employees on May 13, 1994, at the Pinellas Plant. The direct cause of the electrical shock was worker contact with a cut ``hot`` wire and a grounded panelboard (PPA) enclosure. Workers presumed that all wires in the enclosure were dead at the time of the accident and did not perform thorough Lockout/Tagout (LO/TO). Three contributing causes were identified. First, lack of guidance in the drawing for the modification performed in 1987 allowed the PPA panel to be used as a junction box. The second contributing cause is that Environmental, Safety and Health (ES&H) procedures do not address multiple electrical sources in an enclosure. Finally, the workers did not consider the possibility of multiple electrical sources. The root cause of the electrical shock was the inadequacy of administrative controls, including construction requirement and LO/TO requirements, and subcontractor awareness regarding multiple electrical sources. Recommendations to prevent further reoccurrence of this type of accident include revision of ES&H Standard 2.00, Electrical Safety Program Manual, to document requirements for multiple electrical sources in a single enclosure to specify a thorough visual inspection as part of the voltage check process. In addition, the formality of LO/TO awareness training for subcontractor electricians should be increased.

    This report addresses Hawaii electric system reliability issues; greater emphasis is placed on short-term reliability but resource adequacy is reviewed in reference to electric consumers' views of reliability %E2%80%9Cworth%E2%80%9D and the reserve capacity required to deliver that value. The report begins with a description of the Hawaii electric system to the extent permitted by publicly available data. Electrical engineering literature in the area of electric reliability is researched and briefly reviewed. North American Electric Reliability Corporation standards and measures for generation and transmission are reviewed and identified as to their appropriateness for various portions of the electric grid and for application in Hawaii. Analysis of frequency data supplied by the State of Hawaii Public Utilities Commission is presented together with comparison and contrast of performance of each of the systems for two years, 2010 and 2011. Literature tracing the development of reliability economics is reviewed and referenced. A method is explained for integrating system cost with outage cost to determine the optimal resource adequacy given customers' views of the value contributed by reliable electric supply. The report concludes with findings and recommendations for reliability in the State of Hawaii.

    Turbocompound systems can be used to affect engine operation using the energy in exhaust gas that is driving the available turbocharger. A first electrical device acts as a generator in response to turbocharger rotation. A second electrical device acts as a motor to put mechanical power into the engine, typically at the crankshaft. Apparatus, systems, steps, and methods are described to control the generator and motor operations to control the amount of power being recovered. This can control engine operation closer to desirable parameters for given engine-related operating conditions compared to actual. The electrical devices can also operate in "reverse," going between motor and generator functions. This permits the electrical device associated with the crankshaft to drive the electrical device associated with the turbocharger as a motor, overcoming deficient engine operating conditions such as associated with turbocharger lag.

    Federal missions on the Oak Ridge Reservation began with the Manhattan Project, and continues today with major facilities supporting the Nation's Science and National Security missions. While most of the land area on the Oak Ridge Reservation is free of environmental impacts from these activities, significant legacy contamination is associated with specific facilities and past waste management areas. In 1989, the Oak Ridge Reservation (ORR) was placed on National Priorities List, and DOE established its Office of Environmental Management that same year. Three years later, in 1992, the Federal Facility Agreement for the reservation was signed. Three years afterward, the Oak Ridge Site Specific Advisory Board was established to augment ongoing public involvement activities related to Oak Ridge Reservation cleanup activities. One of the early and most impactful decisions the board made was to organize the End Use Working Group. This broad-based group of board members, DOE representatives, and members of the public was formed in 1997 to study future uses for contaminated areas of the reservation. The group was instrumental in building consensus in the Oak Ridge community regarding the long-term end state of reservation lands. The group's recommendations were a fundamental input into Record's of Decision subsequently developed to establish cleanup requirements across the ORR, and they continue to influence decisions being made today. In developing its recommendations on end states, the End Use Working Group came to the realization that long-term stewardship of contaminated areas of the reservation would be necessary, in some cases in perpetuity. It was from this concept that the Oak Ridge SSAB's 15-year involvement in stewardship would begin. A stewardship committee formed by the End Use Working Group wrote Volume 1 of the Stakeholder Report on Stewardship. This document-and its companion Volume 2, which was written a year later-form a crucial foundation for stewardship planning in Oak Ridge and have been referenced around the DOE complex as other sites consider stewardship planning. From these two broad-based initiatives, the board's focus has evolved to increasingly hone in on more specific, project-based recommendations and initiatives. The Oak Ridge Reservation Site Specific Advisory Board has been a highly effective forum for soliciting community input on Oak Ridge Reservation cleanup. Experience in Oak Ridge indicates that the utility of Board recommendations is far higher when the Board is asked to focus on broad programmatic issues, and less useful when the Board attempts to provide advice and recommendations on matters related to technical or project management issues. In Oak Ridge the Board has helped shape the program on many levels including definition of end-state cleanup objectives, budget development, program sequencing, waste management, and decisions concerning preservation of history related to missions implemented on the Oak Ridge Reservation.     A coaxial cable connector for interfacing with an edge connector for a printed circuit board whereby a coaxial cable can be interconnected with a printed circuit board through the edge connector. The coaxial connector includes a body having two leg portions extending from one side for receiving the edge connector therebetween, and a tubular portion extending from an opposing side for receiving a coaxial cable. A cavity within the body receives a lug of the edge connector and the center conductor of the coaxial cable. Adjacent lugs of the edge connector can be bend around the edge connector housing to function as spring-loaded contacts for receiving the coaxial connector. The lugs also function to facilitate shielding of the center conductor where fastened to the edge connector lug.

    BEEST Project: The U.S. spends nearly a $1 billion per day to import petroleum, but we need dramatically better batteries for electric and plug-in hybrid vehicles (EV/PHEV) to truly compete with gasoline-powered cars. The 10 projects in ARPA-E’s BEEST Project, short for “Batteries for Electrical Energy Storage in Transportation,” could make that happen by developing a variety of rechargeable battery technologies that would enable EV/PHEVs to meet or beat the price and performance of gasoline-powered cars, and enable mass production of electric vehicles that people will be excited to drive.

    A technical cooperation grant of $2.25 million, designed to strengthen the capacity of Central American countries to operate their regional interconnected electrical system, was announced by the Inter-American Development Bank (IDB). The grant, extended from the banks Fund for Special Operations, will help improve the capacity of the regions electric power companies to achieve economical, safe operation of the interconnected electric power systems. The funds will also be used to finance regional studies of the accords, procedures, regulations, and supervisory mechanisms for the system, as well as program development and data bases.

    Multilayer printed wiring boards (PWBs) were manufactured from a polyimide/glass reinforced copper-clad laminate and prepreg. A lamination cycle and innerlayer copper surface treatment were developed that gave satisfactory delamination resistance at soldering temperatures. When compared to similar epoxy/glass multilayer PWBs, the polyimide PWBs had higher thermal stability, greater resistance to raised lands, fewer plating voids, less outgassing, and adhesion that was equivalent to urethane foam encapsulants.
