A zero insertion/extraction force printed circuit board card connection system comprises a cam-operated locking mechanism disposed along an edge portion of the printed circuit board. The extrusions along the circuit board mate with an extrusion fixed to the card cage having a plurality of electrical connectors. The card connection system allows the connectors to be held away from the circuit board during insertion/extraction and provides a constant mating force once the circuit board is positioned. The card connection system provides a simple solution to the need for a greater number of electrical signal connections.

Two-dimensional water quality modeling of Town Creek embayment on Guntersville Reservoir

TVA investigated water quality of Town Creek embayment using a branched two-dimensional model of Guntersville Reservoir. Simulation results were compared in terms of algal biomass, nutrient concentrations, and volume of embayment with depleted dissolved oxygen. Stratification and flushing play a significant role in the embayment water quality. Storms introduce large loadings of organics, nutrients, and suspended solids. Dissolved oxygen depletion is most severe after storms followed by low flow that fails to flush the embayment. Embayment water quality responses to potential animal waste and erosion controls were explored. Modeling indicated animal waste controls were much more cost-effective than erosion controls. Erosion controls will decrease embayment suspended solids and thereby increase algal biomass due to greater light penetration. 29 refs., 16 figs., 4 tabs.

Depollution benchmarks for capacitors, batteries and printed wiring boards from waste electrical and electronic equipment (WEEE)

Highlights: Weve analysed data on the dismantling of electronic and electrical appliances. Ten years of mass balance data of more than recycling companies have been considered. Percentages of dismantled batteries, capacitors and PWB have been studied. Threshold values and benchmarks for batteries and capacitors have been identified. No benchmark for the dismantling of printed wiring boards should be set. - Abstract: The article compiles and analyses sample data for toxic components removed from waste electronic and electrical equipment (WEEE) from more than 30 recycling companies in Switzerland over the past ten years. According to European and Swiss legislation, toxic components like batteries, capacitors and printed wiring boards have to be removed from WEEE. The control bodies of the Swiss take back schemes have been monitoring the activities of WEEE recyclers in Switzerland for about 15 years. All recyclers have to provide annual mass balance data for every year of operation. From this data, percentage shares of removed batteries and capacitors are calculated in relation to the amount of each respective WEEE category treated. A rationale is developed, why such an indicator should not be calculated for printed wiring boards. The distributions of these de-pollution indicators are analysed and their suitability for defining lower threshold values and benchmarks for the depollution of WEEE is discussed. Recommendations for benchmarks and threshold values for the removal of capacitors and batteries are given.

Analysis of Off-Board Powered Thermal Preconditioning in Electric Drive Vehicles: Preprint

Following a hot or cold thermal soak, vehicle climate control systems (air conditioning or heat) are required to quickly attain a cabin temperature comfortable to the vehicle occupants. In a plug-in hybrid electric or electric vehicle (PEV) equipped with electric climate control systems, the traction battery is the sole on-board power source. Depleting the battery for immediate climate control results in reduced charge-depleting (CD) range and additional battery wear. PEV cabin and battery thermal preconditioning using off-board power supplied by the grid or a building can mitigate the impacts of climate control. This analysis shows that climate control loads can reduce CD range up to 35%. However, cabin thermal preconditioning can increase CD range up to 19% when compared to no thermal preconditioning. In addition, this analysis shows that while battery capacity loss over time is driven by ambient temperature rather than climate control loads, concurrent battery thermal preconditioning can reduce capacity loss up to 7% by reducing pack temperature in a high ambient temperature scenario.

Deployed on a commercial airplane, proton exchange membrane fuel cells may offer emissions reductions, thermal efficiency gains, and enable locating the power near the point of use. This work seeks to understand whether on-board fuel cell systems are technically feasible, and, if so, if they offer a performance advantage for the airplane as a whole. Through hardware analysis and thermodynamic and electrical simulation, we found that while adding a fuel cell system using today's technology for the PEM fuel cell and hydrogen storage is technically feasible, it will not likely give the airplane a performance benefit. However, when we re-did the analysis using DOE-target technology for the PEM fuel cell and hydrogen storage, we found that the fuel cell system would provide a performance benefit to the airplane (i.e., it can save the airplane some fuel), depending on the way it is configured.

An assessment of alternatives for replacing Freon 113 in bench type electrical circuit board cleaning at Fermi National Accelerator Laboratory

Fermilab is presently phasing out all solvents containing Freon-113 (CFC-113) as part of the continuing Waste Minimization Program. These solvents are used primarily in cleaning the flux off of electronic circuit boards after soldering, specifically in bench type work. Title VI of the Clean Air Act mandates a production phase-out for ozone depleting substances, like CFC-113, by the year 2000. Our study addresses this issue by evaluating and choosing alternative non-CFC solvents to replace the CFC-1 13 solvents at Fermilab. Several potential non-CFC cleaning solvents were tested. The evaluation took place in three parts: controlled experimental evaluation, chemical composition evaluation, and employee performed evaluation. First, we performed a controlled nine-step procedure with the potential solvents where each was evaluated in categories such as cleaning effectiveness, odor, residue, type of output and drying time. Next, we listed the chemical composition of each solvent. We noted which solvents contained hydrochlorofluorocarbons because they are targeted for phase-out in the future and will be recognized as interim solutions only. Finally, after preliminary testing, five solvents were chosen as the best options. These solvents were sent to be tested by Fermilab employees who use such materials. Their opinions are valuable not only because they are knowledgeable in this field, but also because they will be using the solvents chosen to replace the CFC-113 solvents. The results favored two ``best alternatives``: Safezone Solvent Flux Remover by Miller-Stephenson and E-Series CFC Free Flux-Off 2000 by Chemtech. Another possible solution also pursued is the no-clean solder option. In our study, we were not able to thoroughly investigate the many types of no-clean solders because of time and financial constraints. The testing that was done, however, showed that no-clean solder was a viable alternative in many cases.

An electrical accident was investigated in which a crafts person received serious injuries as a result of coming into contact with a 13.2 kilovolt (kV) electrical cable in the basement of Building 209 in Technical Area 21 (TA-21-209) in the Tritium Science and Fabrication Facility (TSFF) at Los Alamos National Laboratory (LANL). In conducting its investigation, the Accident Investigation Board used various analytical techniques, including events and causal factor analysis, barrier analysis, change analysis, fault tree analysis, materials analysis, and root cause analysis. The board inspected the accident site, reviewed events surrounding the accident, conducted extensive interviews and document reviews, and performed causation analyses to determine the factors that contributed to the accident, including any management system deficiencies. Relevant management systems and factors that could have contributed to the accident were evaluated in accordance with the guiding principles of safety management identified by the Secretary of Energy in an October 1994 letter to the Defense Nuclear Facilities Safety Board and subsequently to Congress.

This invention relates to a flexible printed circuit board that is used in connection with an optical transmitter, receiver or transceiver module. In one embodiment, the flexible printed circuit board has flexible metal layers in between flexible insulating layers, and the circuit board comprises: (1) a main body region orientated in a first direction having at least one electrical or optoelectronic device; (2) a plurality of electrical contact pads integrated into the main body region, where the electrical contact pads function to connect the flexible printed circuit board to an external environment; (3) a buckle region extending from one end of the main body region; and (4) a head region extending from one end of the buckle region, and where the head region is orientated so that it is at an angle relative to the direction of the main body region. The electrical contact pads may be ball grid arrays, solder balls or land-grid arrays, and they function to connect the circuit board to an external environment. A driver or amplifier chip may be adapted to the head region of the flexible printed circuit board. In another embodiment, a heat spreader passes along a surface of the head region of the flexible printed circuit board, and a window is formed in the head region of the flexible printed circuit board. Optoelectronic devices are adapted to the head spreader in such a manner that they are accessible through the window in the flexible printed circuit board.

Solid-state energy storage module employing integrated interconnect board

An electrochemical energy storage device includes a number of solid-state thin-film electrochemical cells which are selectively interconnected in series or parallel through use of an integrated interconnect board. The interconnect board is typically disposed within a sealed housing which also houses the electrochemical cells, and includes a first contact and a second contact respectively coupled to first and second power terminals of the energy storage device. The interconnect board advantageously provides for selective series or parallel connectivity with the electrochemical cells, irrespective of electrochemical cell position within the housing. Fuses and various electrical and electro-mechanical devices, such as bypass, equalization, and communication devices for example, may also be mounted to the interconnect board and selectively connected to the electrochemical cells.

The present invention is directed to an improved electrochemical energy storage device. The electrochemical energy storage device includes a number of solid-state, thin-film electrochemical cells which are selectively interconnected in series or parallel through use of an integrated interconnect board. The interconnect board is typically disposed within a sealed housing which also houses the electrochemical cells, and includes a first contact and a second contact respectively coupled to first and second power terminals of the energy storage device. The interconnect board advantageously provides for selective series or parallel connectivity with the electrochemical cells, irrespective of electrochemical cell position within the housing. Fuses and various electrical and electromechanical devices, such as bypass, equalization, and communication devices for example, may also be mounted to the interconnect board and selectively connected to the electrochemical cells.

Since printed circuits boards are becoming more complex and smaller, the amount of materials is constantly changing. The main objective of this work was to characterize spent printed circuit boards from computers and mobile phones applying mineral processing technique to separate the metal, ceramic, and polymer fractions. The processing was performed by comminution in a hammer mill, followed by particle size analysis, and by magnetic and electrostatic separation. Aqua regia leaching, loss-on-ignition and chemical analysis (inductively coupled plasma atomic emission spectroscopy - ICP-OES) were carried out to determine the composition of printed circuit boards and the metal rich fraction. The composition of the studied mobile phones printed circuit boards (PCB-MP) was 63 wt.% metals; 24 wt.% ceramics and 13 wt.% polymers; and of the printed circuit boards from studied personal computers (PCB-PC) was 45 wt.% metals; 27 wt.% polymers and ceramics 28 wt.% ceramics. The chemical analysis showed that copper concentration in printed circuit boards from personal computers was 20 wt.% and in printed circuit boards from mobile phones was 34.5 wt.%. According to the characteristics of each type of printed circuit board, the recovery of precious metals may be the main goal of the recycling process of printed circuit boards from personal computers and the recovery of copper should be the main goal of the recycling process of printed circuit boards from mobile phones. Hence, these printed circuit boards would not be mixed prior treatment. The results of this paper show that copper concentration is increasing in mobile phones and remaining constant in personal computers.

In one embodiment, a sheet of conductive material is processed by employing a known milling, stamping, or chemical etching technique to include a connection pattern which provides for flexible and selective interconnecting of individual electrochemical cells within the housing, which may be a hermetically sealed housing. Fuses and various electrical and electro-mechanical devices, such as bypass, equalization, and communication devices for example, may also be mounted to the interconnect board and selectively connected to the electrochemical cells.

Critical infrastructures, such as electrical power plants and oil refineries, rely on programmable logic controllers (PLCs) to control essential processes. State of the art security cannot detect attacks on PLCs at the hardware or firmware level. This renders critical infrastructure control systems vulnerable to costly and dangerous attacks. WeaselBoard is a PLC backplane analysis system that connects directly to the PLC backplane to capture backplane communications between modules. WeaselBoard forwards inter-module traffic to an external analysis system that detects changes to process control settings, sensor values, module configuration information, firmware updates, and process control program (logic) updates. WeaselBoard provides zero-day exploit detection for PLCs by detecting changes in the PLC and the process. This approach to PLC monitoring is protected under U.S. Patent Application 13/947,887.

Experimental test of airplane boarding methods  

DOE Public Access Gateway for Energy & Science Beta (PAGES Beta)

We report the results of an experimental comparison of different airplane boarding methods. This test was conducted in a mock 757 fuselage, located on a Southern California soundstage, with 12 rows of six seats and a single aisle. Five methods were tested using 72 passengers of various ages. We found a significant reduction in the boarding times of optimized methods over traditional methods. These improved methods, if properly implemented, could result in a significant savings to airline companies. The process of boarding an airplane is of interest to a variety of groups. The public is interested both as a curiosity, as it is something that they may regularly experience, and as a consumer, as their experiences good or bad can affect their loyalties. Airline companies and their employees also have a stake in an efficient boarding procedure as time saved in the boarding process may result is monetary savings, in the quality of interactions with passengers, and in the application of human resources to the general process of preparing an airplane for departure. A recent study (Nyquist and McFadden, 2008) indicates that the average cost to an airline company for each minute of time spent at the terminal is roughly $30. Thus, each minute saved in the turn-around time of a flight has the potential to generate over $16,000,000 in annual savings (assuming an average of 1500 flights per day). While the boarding process may not be the primary source of delay in returning an airplane to the skies, reducing the boarding time may effectively eliminate passenger boarding as a contributor in any meaningful measure. Consequently, subsequent efforts to streamline the other necessary tasks, such as refueling and maintenance, would be rewarded with a material reduction in time at the gate for each flight.

Electric vehicles can provide many advantages for the nation's environment and energy supply because they run on electricity, which can be produced from many sources of energy such as coal, natural gas, uranium, and hydropower. These vehicles offer fuel versatility to the transportation sector, which depends almost solely on oil for its energy needs. Electric vehicles are any mode of transportation operated by a motor that receives electricity from a battery or fuel cell. EVs come in all shapes and sizes and may be used for different tasks. Some EVs are small and simple, such as golf carts and electric wheel chairs. Others are larger and more complex, such as automobile and vans. Some EVs, such as fork lifts, are used in industries. In this fact sheet, we will discuss mostly automobiles and vans. There are also variations on electric vehicles, such as hybrid vehicles and solar-powered vehicles. Hybrid vehicles use electricity as their primary source of energy, however, they also use a backup source of energy, such as gasoline, methanol or ethanol. Solar-powered vehicles are electric vehicles that use photovoltaic cells (cells that convert solar energy to electricity) rather than utility-supplied electricity to recharge the batteries. This paper discusses these concepts.

An impedance matching ground plane step, in conjunction with a quarter wave transformer section, in a printed circuit board provides a broadband microwave matching transition from board connectors or other elements that require thin substrates to thick substrate (>quarter wavelength) broadband microwave (millimeter wave) devices. A method of constructing microwave and other high frequency electrical circuits on a substrate of uniform thickness, where the circuit is formed of a plurality of interconnected elements of different impedances that individually require substrates of different thicknesses, by providing a substrate of uniform thickness that is a composite or multilayered substrate; and forming a pattern of intermediate ground planes or impedance matching steps interconnected by vias located under various parts of the circuit where components of different impedances are located so that each part of the circuit has a ground plane substrate thickness that is optimum while the entire circuit is formed on a substrate of uniform thickness.

Electric Bike Sharing--System Requirements and Operational Concepts

Bike sharing is an exciting new model of public-private transportation provision that has quickly emerged in the past five years. Technological advances have overcome hurdles of early systems and cities throughout the globe are adopting this model of transportation service. Electric bikes have simultaneously gained popularity in many regions of the world and some have suggested that shared electric bikes could provide an even higher level of service compared to existing systems. There are several challenges that are unique to shared electric bikes: electric-assisted range, recharging protocol, and bike and battery checkout procedures. This paper outlines system requirements to successfully develop and deploy an electric bike sharing system, focusing on system architecture, operational concepts, and battery management. Although there is little empirical evidence, electric bike sharing could be feasible, depending on demand and battery management, and can potentially improve the utility of existing bike sharing systems. Under most documented bike sharing use scenarios, electric bike battery capacity is insufficient for a full day of operation, depending on recharging protocol. Off-board battery management is a promising solution to address this problem. Off-board battery management can also support solar recharging. Future pilot tests will be important and allow empirical evaluation of electric bikesharing system performance. (auth)

AbstractThe power theft monitoring is an important research in electric power system, and electricity-stealing prevention became a big problem to the electricity board. based on the kind of electricity-stealing and actual demand of prevention of stealing electricity, the equipment of electricity-stealing with remote monitoring is designed, with PIC microcontroller as the control core. In this the standard energy meter and user energy meter are used to calculate and judge whether electricity-stealing happen or not. Results of the user application show that the system not only realizes monitoring the behavior of electricity stealing, accurately recording the time of electricity-stealing occur and finish, the quantity of electricity-stealing and sends the information to the area field man through SMS to detect the electricity-stealer, but also realizes the behavior of electricity-stealing with remote monitoring, which is convenient for centralized management.In addition, the system offers a solving method to the data of meter reading.

The charter for the Department of Energy's Environmental Management (EM) Site-Specific Advisory Board (SSAB) was approved under the Federal Advisory Committee Act (FACA) in 1994. With a unique mandate to provide public input on issues associated with the cleanup of nuclear legacy sites in the U.S., the EM SSAB comprises eight local boards, which are based at major EM sites. While each board is unique to the community in which it is located and reflects the diversity of the local population, the boards are governed by FACA, related regulations, and DOE policies that are intended to standardize agency advisory board operations. The EM SSAB local boards are made up of a diverse group of citizens who want to understand the mission and goals of the EM program and to help EM achieve those goals for the benefit of their communities. Some are quite passionate about their mission; others need to be coaxed into active participation. Maintaining productive relationships and a supportive environment for effective board operations is the challenge of board management for DOE EM and the board members themselves. DOE draws on research findings and best practices literature from academics and practitioners in the field of public involvement in its board management practices. The EM SSAB is also evaluated annually under the law to ensure that the investment of taxpayer dollars in the board is warranted in light of the contributions of the board. Further evaluation takes place at the agency and site levels in order to identify what aspects of board functioning the agency and board members find important to its success and to address areas where improvement is needed. Board contributions, compliance factors, and measurable outcomes related to board products and process areas are key to agency commitment to ongoing support of the boards and to participant satisfaction and thus continued member involvement. In addition to evaluation of these factors in improving board effectiveness, the agency draws on the experience of members to create best practices for the EM SSAB, as a unique form of public involvement. Four areas that have been identified by local board Chairpersons as important to their local board operations are - Enhancing communication between technical and non-technical board members; - Building on common ground toward recommendations; - Public involvement in EM SSAB local board activities; - The EM SSAB annual work plan process. The first three areas are addressed below by current or former chairpersons of the EM SSAB: Ralph Phelps, former Chairperson of the Northern New Mexico Citizens' Advisory Board; Susan Leckband, former Chairperson and current Vice Chairperson of the Hanford Advisory Board; and Val Francis, Vice Chairperson of the Portsmouth (PORTS) SSAB. In addition, Eric Roberts, facilitator of the PORTS SSAB, has contributed to the section on public involvement. In a separate paper for this session, Ralph Young, Chairperson of the Paducah Citizens' Advisory Board addresses the EM SSAB annual work plan process. (authors)

Relativistic graphene ratchet on semidisk Galton board

Using extensive Monte Carlo simulations we study numerically and analytically a photogalvanic effect, or ratchet, of directed electron transport induced by a microwave radiation on a semidisk Galton board of antidots in graphene. A comparison between usual two-dimensional electron gas (2DEG) and electrons in graphene shows that ratchet currents are comparable at very low temperatures. However, a large mean free path in graphene should allow to have a strong ratchet transport at room temperatures. Also in graphene the ratchet transport emerges even for unpolarized radiation. These properties open promising possibilities for room temperature graphene based sensitive photogalvanic detectors of microwave and terahertz radiation.

Electric vehicle repairs and modifications

This informal report describes the electric vehicle (EV) inspection and the necessary maintenance and repairs required to improve reliable operation of five Volkswagen (VW) Electrotransporter vans and five VW EV buses. The recommendations of TVA, EPRI, GES, Volkswagen, Siemens, and Hoppecke have been carried out in this effort. These modifications were necessary before entering the EPRI/TVA phase II and III continuing program. As new energy storage systems are explored using the VW test-bed vehicles in the battery field testing program, additional modifications may be required. All modifications will be submitted to the vehicle and component manufacturer for general assessment and recommendations. At present three different types of battery systems are being evaluated in six VW vehicles. The two Hoppecke and Exide utilize the modified Hoppecke charging systems. The other batteries being tested require off-board chargers specified by their manufacturer and are separate from the vehicle system.

The invention is a receptacle for a three prong electrical plug which has either a tubular or U-shaped grounding prong. The inventive receptacle has a grounding prong socket which is sufficiently spacious to prevent the socket from significantly stretching when a larger, U-shaped grounding prong is inserted into the socket, and having two ridges to allow a snug fit when a smaller tubular shape grounding prong is inserted into the socket. Bringing information standards from FERC into the industry: Gas industry standards board`s first year

Since early 1993 the natural gas industry has pursued the creation of industry-wide standards through two parallel paths. The Federal Energy Regulatory Commission (FERC) must be credited with getting the industry moving forward towards electronic information standardization. FERC`s Order 636 required interstate pipelines to set up electronic bulletin boards for trading released capacity. Their goal was to foster an efficient and competitive secondary market for pipeline capacity. The Natural gas Industry set up a Gas Industry Standards Board (GISB) to promote gas standards initially through improving and expanding electronic communication which would then assist the natural gas industry in improving customer service, enhancing the reliability of natural gas service, and increasing the efficiency of natural gas markets. This paper describes the goals and organizational structure of the GISB.

A high dynamic range data acquisition system for a solid-state electron Electric Dipole Moment experiment

We have built a high precision (24-bit) data acquisition (DAQ) system with eight simultaneously sampling input channels for the measurement of the electric dipole moment (EDM) of the electron. The DAQ system consists of two main components, a master board and eight individual analog-to-digital converter (ADC) boards. This custom DAQ system provides galvanic isolation, with fiber optic communication, between the master board and each ADC board to reduce the possibility of ground loop pickups. In addition, each ADC board is enclosed in its own heavy-duty radio frequency shielding enclosure and powered by DC batteries, to attain the ultimate low levels of channel cross-talk. In this paper, we describe the implementation of the DAQ system and scrutinize its performance.

Maze Solving Automatons for Self-Healing of Open Interconnects: Modular Add-on for Circuit Boards

We present the circuit board integration of a self-healing mechanism to repair open faults. The electric field driven mechanism physically restores fractured interconnects in electronic circuits and has the ability to solve mazes. The repair is performed by conductive particles dispersed in an insulating fluid. We demonstrate the integration of the healing module onto printed circuit boards and the ability of maze solving. We model and perform experiments on the influence of the geometry of the conductive particles as well as the terminal impedances of the route on the healing efficiency. The typical heal rate is 10 $\\mu$m/s with healed route having resistance of 100 $\\Omega$ to 20 k$\\Omega$ depending on the materials and concentrations used.

A Ford Ecostar vehicle was tested in the Idaho National Engineering Laboratory (INEL) Hybrid Electric Vehicle (HEV) Laboratory over two standard driving regimes, coastdown testing, and typical charge testing. The test vehicle was delivered to the INEL in February 19, 1995 under the DOE sponsored Modular Electric Vehicle Program. Impact of increased electric vehicle use on battery recycling infrastructure

State and Federal regulations have been implemented that are intended to encourage more widespread use of low-emission vehicles. These regulations include requirements of the California Air Resources Board (CARB) and regulations pursuant to the Clean Air Act Amendments of 1990 and the Energy Policy Act. If the market share of electric vehicles increases in response to these initiatives, corresponding growth will occur in quantities of spent electric vehicle batteries for disposal. Electric vehicle battery recycling infrastructure must be adequate to support collection, transportation, recovery, and disposal stages of waste battery handling. For some battery types, such as lead-acid, a recycling infrastructure is well established; for others, little exists. This paper examines implications of increasing electric vehicle use for lead recovery infrastructure. Secondary lead recovery facilities can be expected to have adequate capacity to accommodate lead-acid electric vehicle battery recycling. However, they face stringent environmental constraints that may curtail capacity use or new capacity installation. Advanced technologies help address these environmental constraints. For example, this paper describes using backup power to avoid air emissions that could occur if electric utility power outages disable emissions control equipment. This approach has been implemented by GNB Technologies, a major manufacturer and recycler of lead-acid batteries. Secondary lead recovery facilities appear to have adequate capacity to accommodate lead waste from electric vehicles, but growth in that capacity could be constrained by environmental regulations. Advances in lead recovery technologies may alleviate possible environmental constraints on capacity growth.

A portable, hand held electric arc saw has a small frame for supporting an electrically conducting rotary blade which serves as an electrode for generating an electric arc to erode a workpiece. Electric current is supplied to the blade by biased brushes and a slip ring which are mounted in the frame. A pair of freely movable endless belts in the form of crawler treads stretched between two pulleys are used to facilitate movement of the electric arc saw. The pulleys are formed of dielectric material to electrically insulate the crawler treads from the frame.

Gamma doses from phospho-gypsum plaster-board

The use of phospho-gypsum plaster-board and plaster cement in buildings as a substitute for natural gypsum may constitute an additional source of radiation exposure to both workers and members of the public, both from inhalation of radon progeny produced from radon which is exhaled from the plaster-board and from beta and gamma radiation produced by radioactive decay in the plaster-board. The calculations presented in this paper indicate that if phospho-gypsum sheets 1 cm thick containing a {sup 226}Ra concentration of 400 Bq kg{sup -1} are used to line the walls and ceiling of a room of dimensions up to 5 m {times} 5 m {times} 3 m, the annual effective dose from gamma radiation for a person continually occupying the room should not exceed approximately 0.13 mSv. This compares with a measured annual average effective dose from gamma radiation in Australian homes of 0.9 mSv. The annual effective dose from such thin sheets is directly proportional to the {sup 226}Ra concentration in the plaster-board. 13 refs., 6 figs.

Electric vehicle fleet operations in the United States

The United States Department of Energy (DOE) is actively supporting the development and commercialization of advanced electric vehicles, and advanced batteries and propulsion systems. As part of this effort, the DOE Field Operations Program is performing commercial validation of electric vehicles. These efforts have included on-board data acquisition of electric vehicle operations and baseline performance testing. The baseline performance tests focus on parameters such as range, acceleration, and battery charging. This testing, performed in conjunction with EV America, has included the baseline performance testing of 14 electric vehicles will also be baseline performance tested. The baseline performance testing has documented annual improvements in performance. This and additional information is made available to the public via the internet homepage (http://ev.inel.gov). The Field Operations Program continues to support the development of electric vehicles and infrastructure in conjunction with its new qualified vehicle test partners: Electric Transportation Application of Phoenix, and Southern California Edison. Federal missions on the Oak Ridge Reservation began with the Manhattan Project, and continues today with major facilities supporting the Nation's Science and National Security missions. While most of the land area on the Oak Ridge Reservation is free of environmental impacts from these activities, significant legacy contamination is associated with specific facilities and past waste management areas. In 1989, the Oak Ridge Reservation (ORR) was placed on National Priorities List, and DOE established its Office of Environmental Management that same year. Three years later, in 1992, the Federal Facility Agreement for the reservation was signed. Three years afterward, the Oak Ridge Site Specific Advisory Board was established to augment ongoing public involvement activities related to Oak Ridge Reservation cleanup activities. One of the early and most impactful decisions the board made was to organize the End Use Working Group. This broad-based group of board members, DOE representatives, and members of the public was formed in 1997 to study future uses for contaminated areas of the reservation. The group was instrumental in building consensus in the Oak Ridge community regarding the long-term end state of reservation lands. The group's recommendations were a fundamental input into Record's of Decision subsequently developed to establish cleanup requirements across the ORR, and they continue to influence decisions being made today. In developing its recommendations on end states, the End Use Working Group came to the realization that long-term stewardship of contaminated areas of the reservation would be necessary, in some cases in perpetuity. It was from this concept that the Oak Ridge SSAB's 15-year involvement in stewardship would begin. A stewardship committee formed by the End Use Working Group wrote Volume 1 of the Stakeholder Report on Stewardship. This document-and its companion Volume 2, which was written a year later-form a crucial foundation for stewardship planning in Oak Ridge and have been referenced around the DOE complex as other sites consider stewardship planning. From these two broad-based initiatives, the board's focus has evolved to increasingly hone in on more specific, project-based recommendations and initiatives. The Oak Ridge Reservation Site Specific Advisory Board has been a highly effective forum for soliciting community input on Oak Ridge Reservation cleanup. Experience in Oak Ridge indicates that the utility of Board recommendations is far higher when the Board is asked to focus on broad programmatic issues, and less useful when the Board attempts to provide advice and recommendations on matters related to technical or project management issues. In Oak Ridge the Board has helped shape the program on many levels including definition of end-state cleanup objectives, budget development, program sequencing, waste management, and decisions concerning preservation of history related to missions implemented on the Oak Ridge Reservation. This publication provides monthly statistics for net generation, fossil fuel consumption and stocks, quantity and quality of fossil fuels, cost of fossil fuels, electricity sales, revenue, and average revenue per kilowatthour of electricity sold. Data on net generation, fuel consumption, fuel stocks, quantity and cost of fossil fuels are also displayed for the North American Electric Reliability Council (NERC) regions. The EIA publishes statistics in the EPM on net generation by energy source, consumption, stocks, quantity, quality, and cost of fossil fuels; and capability of new generating units by company and plant. The engine is positioned in the field of a magnet and is oriented such that the liquid metal oscillates in a direction orthogonal to the field of the magnet, whereby an alternating electrical potential is generated in the liquid metal. Low-loss, low-inductance electrical conductors electrically connected to opposite sides of the liquid metal conduct an output signal to a transformer adapted to convert the low-voltage, high-current output signal to a more usable higher voltage, lower current signal.

An electrically conductive cellulose composite includes a cellulose matrix and an electrically conductive carbonaceous material incorporated into the cellulose matrix. The electrical conductivity of the cellulose composite is at least 10 .mu.S/cm at 25.degree. C. The composite can be made by incorporating the electrically conductive carbonaceous material into a culture medium with a cellulose-producing organism, such as Gluconoacetobacter hansenii. The composites can be used to form electrodes, such as for use in membrane electrode assemblies for fuel cells.

The Board on Earth Sciences and Resources (BESR) coordinates, the National Research Council`s advice to the federal government on solid-earth science issues. The board identifies opportunities for advancing basic research and understanding, reports on applications of earth sciences in such areas as disaster mitigation and resource utilization, and analyzes the scientific underpinnings and credibility of earth science information for resource, environmental and other applications and policy decision. Committees operating under the guidance of the Board conducts studies addressing specific issues within the earth sciences. In 1982, the National Research Council chose to recognize the importance of water resource issues by establishing the Water Science and Technology Board (WSTB). During the five years since its first meeting in November 1982, the WSTB has grown and matured. The WSTB has met 14 times to provide guidance and plan activities. Under the WSTB's direction, committees of experts have conducted approximately 30 studies on a broad array of topics, from dam safety to irrigation-induced water quality problems to ground water protection strategies. Studies have ranged in scope from the oversight of specific agency projects and programs to broader scientific reviews, such as a disciplinary assessment of the hydrologic sciences initiated in 1987. In all cases, studies have the general theme of ultimately improving the scientific and technological bases of programs of water management and environmental quality. This fifth annual report of the WSTB summarizes the Board's accomplishments during 1987, its current activities, and its plans for the future. The report also includes information on Board and committee memberships, program organizations, and the reports produced. The report should provide the reader with a basic understanding of the WSTB's interests, achievements, and capabilities. The WSTB welcomes inquiries and suggestions concerning its activities and will provide more detailed information on any aspects of its work to those interested.

TEC as electric generator in an automobile catalytic converter

Modern cars use more and more electric power due to more on-board electric systems, e.g., ABS brakes, active suspension systems, electric windows, chair adjustment systems and electronic engine control systems. One possible energy source for electricity generation is to use the waste heat from the car`s engine, which generally is as much as 80% of the total energy from the combustion of the gasoline. Maybe the best location to tap the excess heat is the Catalytic Converter (Cat) in the exhaust system or perhaps at the exhaust pipes close to the engine. The Cat must be kept within a certain temperature interval. Large amounts of heat are dissipated through the wall of the Cat. A Thermionic Energy Converter (TEC) in coaxial form could conveniently be located around the ceramic cartridge of the Cat. Since the TEC is a rather good heat insulator before it reaches its working temperature the Cat will reach working temperature faster, and the final temperature of it can be controlled better when encapsulated in a concentric TEC arrangement. It is also possible to regulate the temperature of the Cat and the TEC by controlling the electrical load of the TEC. The possible working temperatures of present and future Cats appear very suitable for the new low work function collector TEC, which has been demonstrated to work down to 470 K.

Electrical shock accident investigation

This report documents results of the accident investigation of an electrical shock received by two subcontractor employees on May 13, 1994, at the Pinellas Plant. The direct cause of the electrical shock was worker contact with a cut ``hot`` wire and a grounded panelboard (PPA) enclosure. Workers presumed that all wires in the enclosure were dead at the time of the accident and did not perform thorough Lockout/Tagout (LO/TO). Three contributing causes were identified. First, lack of guidance in the drawing for the modification performed in 1987 allowed the PPA panel to be used as a junction box. The second contributing cause is that Environmental, Safety and Health (ES&H) procedures do not address multiple electrical sources in an enclosure. Finally, the workers did not consider the possibility of multiple electrical sources. The root cause of the electrical shock was the inadequacy of administrative controls, including construction requirement and LO/TO requirements, and subcontractor awareness regarding multiple electrical sources. Recommendations to prevent further reoccurrence of this type of accident include revision of ES&H Standard 2.00, Electrical Safety Program Manual, to document requirements for multiple electrical sources in a single enclosure to specify a thorough visual inspection as part of the voltage check process. In addition, the formality of LO/TO awareness training for subcontractor electricians should be increased.

This report addresses Hawaii electric system reliability issues; greater emphasis is placed on short-term reliability but resource adequacy is reviewed in reference to electric consumers' views of reliability %E2%80%9Cworth%E2%80%9D and the reserve capacity required to deliver that value. The report begins with a description of the Hawaii electric system to the extent permitted by publicly available data. Electrical engineering literature in the area of electric reliability is researched and briefly reviewed. North American Electric Reliability Corporation standards and measures for generation and transmission are reviewed and identified as to their appropriateness for various portions of the electric grid and for application in Hawaii. Analysis of frequency data supplied by the State of Hawaii Public Utilities Commission is presented together with comparison and contrast of performance of each of the systems for two years, 2010 and 2011. Literature tracing the development of reliability economics is reviewed and referenced. A method is explained for integrating system cost with outage cost to determine the optimal resource adequacy given customers' views of the value contributed by reliable electric supply. The report concludes with findings and recommendations for reliability in the State of Hawaii.

Turbocompound systems can be used to affect engine operation using the energy in exhaust gas that is driving the available turbocharger. A first electrical device acts as a generator in response to turbocharger rotation. A second electrical device acts as a motor to put mechanical power into the engine, typically at the crankshaft. Apparatus, systems, steps, and methods are described to control the generator and motor operations to control the amount of power being recovered. This can control engine operation closer to desirable parameters for given engine-related operating conditions compared to actual. The electrical devices can also operate in "reverse," going between motor and generator functions. This permits the electrical device associated with the crankshaft to drive the electrical device associated with the turbocharger as a motor, overcoming deficient engine operating conditions such as associated with turbocharger lag.

Thermionic electric converter

A thermionic electric converter is disclosed wherein an externally located heat source causes electrons to be boiled off an electron emissive surface interiorly positioned on one end wall of an evacuated cylindrical chamber. The electrons are electrically focused and accelerated through the interior of an air core induction coil located within a transverse magnetic field, and subsequently are collected on the other end wall of the chamber functioning as a collecting plate. The emf generated in the induction coil by action of the transiting electron stream interacting with the transverse magnetic field is applied to an external circuit to perform work, thereby implementing a direct heat energy to electrical energy conversion.

Formulation of Molding Materials From Recycled Printed Wiring Boards

The objective of this project was to formulate the pulverized electronic waste (PEW) stream derived from grinding obsolete electronic assemblies and combine this material with thermoplastic or thermosetting polymers into useful, high-value commercial products materials. PEW consists primarily of various thermoset plastic materials and glass fibers from the printed wiring boards, along with ceramic pieces from chip carriers and other electronic components. Typically, the thermosetting materials have the same desirable properties as in the original electronic assembly, including relatively high temperature resistance, excellent chemical resistance, and flame retardancy. These properties combine to make PEW an inherently good inert filler material for plastic composites.

A micromachined electrical cauterizer is disclosed. Microstructures are combined with microelectrodes for highly localized electro cauterization. Using boron etch stops and surface micromachining, microneedles with very smooth surfaces are made. Micromachining also allows for precision placement of electrodes by photolithography with micron sized gaps to allow for concentrated electric fields. A microcauterizer is fabricated by bulk etching silicon to form knife edges, then parallelly placed microelectrodes with gaps as small as 5 {mu}m are patterned and aligned adjacent the knife edges to provide homeostasis while cutting tissue. While most of the microelectrode lines are electrically insulated from the atmosphere by depositing and patterning silicon dioxide on the electric feedthrough portions, a window is opened in the silicon dioxide to expose the parallel microelectrode portion. This helps reduce power loss and assist in focusing the power locally for more efficient and safer procedures. 7 figs.

The disclosure herein provides an apparatus for location of a quantity of current vectors in an electrical device, where the current vector has a known direction and a known relative magnitude to an input current supplied to the electrical device. Mathematical constants used in Biot-Savart superposition equations are determined for the electrical device, the orientation of the apparatus, and relative magnitude of the current vector and the input current, and the apparatus utilizes magnetic field sensors oriented to a sensing plane to provide current vector location based on the solution of the Biot-Savart superposition equations. An electrically conductive material for use in solid oxide fuel cells, electrochemical sensors for combustion exhaust, and various other applications possesses increased fracture toughness over available materials, while affording the same electrical conductivity. One embodiment of the sintered electrically conductive material consists essentially of cubic ZrO.sub.2 as a matrix and 6-19 wt. % monoclinic ZrO.sub.2 formed from particles having an average size equal to or greater than about 0.23 microns. Another embodiment of the electrically conductive material consists essentially at cubic ZrO.sub.2 as a matrix and 10-30 wt. % partially stabilized zirconia (PSZ) formed from particles having an average size of approximately 3 microns.
