    Edward Teller died on September 9, 2003 in Stanford, California at the age of 95. He was both one of the great theoretical physicists of the twentieth century and a leading figure in the development of nuclear weapons and broader defense advocacy. Teller's work in physics, spanning many decades of the twentieth century, includes some of the most fundamental insights in the quantum behaviors of molecules and their spectra, nuclei, surfaces, solid state and spin systems, and plasmas. In the defense arena, Teller is best known for his key insight that made thermonuclear weapons possible. Teller was both a great scientific collaborator and physics teacher at all levels, known for his openness, generosity, personal warmth, and powerful physical intuition. Many of his graduate students went on to illustrious careers.

Tables are given for 90 cities in the United States and the results are also displayed on maps. The procedures are developed in an appendix, which gives the cost assumptions used and explains how to develop different guidelines for different costs.

    The Builder Guidelines are designed to make simple, appropriate guidelines available to builders for their specific localities. Builders may select from passive solar and conservation strategies with different performance potentials. They can then compare the calculated results for their particular house design with a typical house in the same location. Algorithms used to develop the Builder Guidelines are described. The main algorithms used are the monthly solar ratio (SLR) method for winter heating, the diurnal heat capacity (DHC) method for temperature swing, and a new simplified calculation method (McCool) for summer cooling. This paper applies the algorithms to estimate the performance potential of passive solar strategies, and the annual heating and cooling loads of various combinations of conservation and passive solar strategies. The basis of the McCool method is described. All three methods are implemented in a microcomputer program used to generate the guideline numbers. Guidelines for Denver, Colorado, are used to illustrate the results. The structure of the guidelines and worksheet booklets are also presented. 5 refs., 3 tabs.

    The Exxon Valdez oil (EVO) spill of 1989 occurred a few weeks before herring spawned in Prince William Sound (PWS), AK. An estimated 40% to 50% of the egg biomass sustained exposure during early development, and the majority of pelagic larvae were collected within the oil trajectory path. Sublethal effects observed at hatch (morphologic defects and genetic damage) were related to ambient EVO concentrations. Reduced survival rates, decreased growth, genetic damage and histopathological changes were measured in pelagic larvae from oiled areas. However, because the 1989 year class is one of the smallest cohorts now in PWS, population effects are difficult to assess. From 1990 to 1992, population abundance and reproductive potential remained high. When the 1989 year class was fully recruited (1993--1994), the spawning population decreased by 50% to 75% of the expected abundance. Many of the surviving fish were infected with viral hemorrhagic septicemia (VHS) and failed to spawn. Proposed causes for the VHS epizootic include previous oil exposure, density-dependent effects following the 1989 fishery closure, and reduced food availability from 1990 to 1994.

    What started out as a seemingly straightforward and simple exercise, obtaining a new FERC license for the Edwards Dam in Augusta, Maine, turned out to be anything but straightforward and far from simple. This article tells the story of one of the more interesting and possibly precedent setting cases in the {open_quotes}class of 93{close_quotes} and is presented in three sections: (1) the history of the Edwards Dam and the FERC regulatory process through the spring of 1995; (2) Edwards` response to the dam removal campaign; and (3) recommendations for FERC licensees threatened by dam removal during relicensing.

    We, the Postdoc Professional Development Program (PD2P) leadership team, wrote these postdoc guidelines to be a starting point for communication between new postdocs, their staff mentors, and their managers. These guidelines detail expectations and responsibilities of the three parties, as well as list relevant contacts. The purpose of the Postdoc Program is to bring in talented, creative people who enrich Sandia's environment by performing innovative R&D, as well as by stimulating intellectual curiosity and learning. Postdocs are temporary employees who come to Sandia for career development and advancement reasons. In general, the postdoc term is 1 year, renewable up to five times for a total of six years. However, center practices may vary; check with your manager. At term, a postdoc may apply for a staff position at Sandia or choose to move to university, industry or another lab. It is our vision that those who leave become long-term collaborators and advocates whose relationships with Sandia have a positive effect upon our national constituency.

    The first phase of the Depleted Uranium Hexafluoride Management Program (Program)--management strategy selection--consists of several program elements: Technology Assessment, Engineering Analysis, Cost Analysis, and preparation of an Environmental Impact Statement (EIS). Cost Analysis will estimate the life-cycle costs associated with each of the long-term management strategy alternatives for depleted uranium hexafluoride (UF6). The scope of Cost Analysis will include all major expenditures, from the planning and design stages through decontamination and decommissioning. The costs will be estimated at a scoping or preconceptual design level and are intended to assist decision makers in comparing alternatives for further consideration. They will not be absolute costs or bid-document costs. The purpose of the Cost Analysis Guidelines is to establish a consistent approach to analyzing of cost alternatives for managing Department of Energy`s (DOE`s) stocks of depleted uranium hexafluoride (DUF6). The component modules that make up the DUF6 management program differ substantially in operational maintenance, process-options, requirements for R and D, equipment, facilities, regulatory compliance, (O and M), and operations risk. To facilitate a consistent and equitable comparison of costs, the guidelines offer common definitions, assumptions or basis, and limitations integrated with a standard approach to the analysis. Further, the goal is to evaluate total net life-cycle costs and display them in a way that gives DOE the capability to evaluate a variety of overall DUF6 management strategies, including commercial potential. The cost estimates reflect the preconceptual level of the designs. They will be appropriate for distinguishing among management strategies.

    Task 5 of the collaborative effort between ORNL, Brazil, and Westinghouse for the International Nuclear Energy Research Initiative entitled “Development of Advanced Instrumentation and Control for an Integrated Primary System Reactor” focuses on operator control and protection system interaction, with particular emphasis on developing emergency response guidelines (ERGs). As in the earlier tasks, we will use the IRIS plant as a specific example of an integrated primary system reactor (IPSR) design. The present state of the IRIS plant design – specifically, the lack of a detailed secondary system design – precludes establishing detailed emergency procedures at this time. However, we can create a structure for their eventual development. This report summarizes our progress to date. Section 1.2 describes the scope of this effort. Section 2 compares IPSR ERG development to the recent AP1000 effort, and identifies three key plant differences that affect the ERGs and control room designs. The next three sections investigate these differences in more detail. Section 3 reviews the IRIS Safety-by-Design™ philosophy and its impact on the ERGs. Section 4 looks at differences between the IRIS and traditional loop PWR I&C Systems, and considers their implications for both control room design and ERG development. Section 5 examines the implications of having one operating staff control multiple reactor units. Section 6 provides sample IRIS emergency operating procedures (EOPs). Section 7 summarizes our conclusions.

    The manual is a valuable tool for regulatory agencies at all levels of government, engineers, planners, and all other groups affected by water reuse problems. Key water reuse planning issues are identified and discussed in a manner that librally employs case study experience to illustrate the importance of each issue and successful solutions. A comprehensive listing of state water reuse guidelines by category of reuse is provided, along with an analysis of the variations between states within each category. The analysis is then followed with a series of suggested guidelines for water quality required for each category of reuse. These guidelines are based on the state guidelines and experience described earlier, and they offer a suggested starting point for state, regional, and local governments that plan to establish water reuse procedures, both in terms of water quality requirements and procedures for design, operation, and monitoring.

The role of strategic planning is to assure that the longer term destinations, goals, and objectives which the programs and activities of the Department are striving towards are the best we can envision today so that our courses can then be set to move in those directions. Strategic planning will assist the Secretary, Deputy Secretary, and Under Secretary in setting the long-term directions and policies for the Department and in making final decisions on near-term priorities and resource allocations. It will assist program developers and implementors by providing the necessary guidance for multi-year program plans and budgets. It is one of the essential steps in the secretary's Strategic Planning Initiative. The operational planning most of us are so familiar with deals with how to get things done and with the resources needed (people, money, facilities, time) to carry out tasks. Operating plans like budgets, capital line item projects, R D budgets, project proposals, etc., are vital to the mission of the Department. They deal, however, with how to carry out programs to achieve some objective or budget assumption. Strategic planning deals with the prior question of what it is that should be attempted. It deals with what objectives the many programs and activities of the Department of Department should be striving toward. The purpose of this document is to provide guidance to those organizations and personnel starting the process for the first time as well as those who have prepared strategic plans in the past and now wish to review and update them. This guideline should not be constructed as a rigid, restrictive or confining rulebook. Each organization is encouraged to develop such enhancements as they think may be useful in their planning. The steps outlined in this document represent a very simplified approach to strategic planning. 9 refs.

    Site assessment for small wind energy systems is one of the key factors in the successful installation, operation, and performance of a small wind turbine. A proper site assessment is a difficult process that includes wind resource assessment and the evaluation of site characteristics. These guidelines address many of the relevant parts of a site assessment with an emphasis on wind resource assessment, using methods other than on-site data collection and creating a small wind site assessment report.

    We consider a one-step replica symmetry breaking description of the Edwards-Anderson spin glass model in 2D. The ingredients of this description are a Kikuchi approximation to the free energy and a second-level statistical model built on the extremal points of the Kikuchi approximation, which are also fixed points of a Generalized Belief Propagation (GBP) scheme. We show that a generalized free energy can be constructed where these extremal points are exponentially weighted by their Kikuchi free energy and a Parisi parameter y, and that the Kikuchi approximation of this generalized free energy leads to second-level, one-step replica symmetry breaking, GBP equations. We then show that contrary to the analogous case of Bethe approximations in locally tree-like graphs this second-level GBP does not have a class of simpler solutions analogous to Survey Propagation.     These guidelines are intended to assist users of products in identifying: substandard, misrepresented, or fraudulently marked items. The guidelines provide information about such topics as: precautions, inspection and testing, dispositioning identified items, installed inspection and reporting suspect/counterfeit materials. These guidelines apply to users who are developing procurement documents, product acceptance/verification methods, company procedures, work instructions, etc. The intent of these SM guidelines in relation to the Quality Assurance Program Description (QAPD) and implementing company Management Control Procedures is not to substitute or replace existing requirements, as defined in either the QAPD or company implementing instructions (Management Control Procedures). Instead, the guidelines are intended to provide a consolidated source of information addressing the issue of Suspect/Counterfeit materials. These guidelines provide an extensive suspect component listing and suspect indications listing. Users can quickly check their suspect items against the list of manufacturers products (i.e., type, LD. number, and nameplate information) by consulting either of these listings.

    The U.S. Department of Energy’s (DOE) residential research and demonstration program, Building America, has triumphed through 20 years of innovation. Partnering with researchers, builders, remodelers, and manufacturers to develop innovative processes like advanced framing and ventilation standards, Building America has proven an energy efficient design can be more cost effective, healthy, and durable than a standard house. As Building America partners continue to achieve their stretch goals, they have found that the barrier to true market transformation for high performance homes is the limited knowledge-base of the professionals working in the building industry. With dozens of professionals taking part in the design and execution of building and selling homes, each person should have basic building science knowledge relevant to their role, and an understanding of how various home components interface with each other. Instead, our industry typically experiences a fragmented approach to home building and design. After obtaining important input from stakeholders at the Building Science Education Kick-Off Meeting, DOE created a building science education strategy addressing education issues preventing the widespread adoption of high performance homes. This strategy targets the next generation and provides valuable guidance for the current workforce. The initiative includes: • Race to Zero Student Design Competition: Engages universities and provides students who will be the next generation of architects, engineers, construction managers and entrepreneurs with the necessary skills and experience they need to begin careers in clean energy and generate creative solutions to real world problems. • Building Science to Sales Translator: Simplifies building science into compelling sales language and tools to sell high performance homes to their customers. • Building Science Education Guidance: Brings together industry and academia to solve problems related to building science education. This report summarizes the steps DOE has taken to develop guidance for building science education and outlines a path forward towards creating real change for an industry in need. The Guidelines for Building Science Education outlined in Appendix A of this report have been developed for external stakeholders to use to certify that their programs are incorporating the most important aspects of building science at the most appropriate proficiency level for their role. The guidelines are intended to be used primarily by training organizations, universities, and certification bodies. Each guideline can be printed or saved as a stand-alone document for ease-of-use by the respective stakeholder group. In 2015, DOE, with leadership from Pacific Northwest National Laboratory (PNNL), is launching a multi-year campaign to promote the adoption of the Guidelines for Building Science Education in a variety of training settings.

    A Sleeping Beauty in Science is a publication that goes unnoticed (sleeps) for a long time and then, almost suddenly, attracts a lot of attention (is awakened by a prince). In this paper we investigate important properties of Sleeping Beauties, particularly to find out to what extent Sleeping Beauties are application-oriented and thus are potential Sleeping Innovations. In this study we focus primarily on physics (including materials science and astrophysics) and present first results for chemistry and for engineering & computer science. We find that more than half of the SBs are application-oriented. Therefore, it is important to investigate the reasons for and processes related to delayed recognition.     The purpose of the Guideline Manual is to provide recommendations for the application of combined gas reburning-sorbent injection (GR-SI) technologies to pre-NSPS boilers. The manual includes design recommendations, performance predictions, economic projections and comparisons with competing technologies. The report also includes an assessment of boiler impacts. Two full-scale demonstrations of gas reburning-sorbent injection form the basis of the Guideline Manual. Under the U.S. Department of Energy's Clean Coal Technology Program (Round 1), a project was completed to demonstrate control of boiler emissions that comprise acid rain precursors, specifically oxides of nitrogen (NOX) and sulfur dioxide (S02). Other project sponsors were the Gas Research Institute and the Illinois State Department of Commerce and Community Affairs. The project involved demonstrating the combined use of Gas Reburning and Sorbent Injection (GR-SI) to assess the air emissions reduction potential of these technologies.. Three potential coal-fired utility boiler host sites were evaluated: Illinois Power's tangentially-fired 71 MWe (net) Hennepin Unit W, City Water Light and Power's cyclone- fired 33 MWe (gross) Lakeside Unit #7, and Central Illinois Light Company's wall-fired 117 MWe (net) Edwards Unit #1. Commercial demonstrations were completed on the Hennepin and Lakeside Units. The Edwards Unit was removed from consideration for a site demonstration due to retrofit cost considerations. Gas Reburning (GR) controls air emissions of NOX. Natural gas is introduced into the furnace hot flue gas creating a reducing reburning zone to convert NOX to diatomic nitrogen (N,). Overfire air is injected into the furnace above the reburning zone to complete the combustion of the reducing (fuel) gases created in the reburning zone. Sorbent Injection (S1) consists of the injection of dry, calcium-based sorbents into furnace hot flue gas to achieve S02 capture. At each site where the techno!o@es were to be demonstrated, petiormance goals were set to achieve air emission reductions of 60 percent for NO. and 50 percent for SO2. These performance goals were exceeded during long term demonstration testing. For the tangentially fired unit, NOX emissions were reduced by 67.2% and S02 emissions by 52.6%. For the cyclone-fired unit, NOX emissions were reduced by 62.9% and SOZ emissions by 57.9%.

    This report reviews recent developments in the guidelines on chemical accident prevention, risk assessment, and management of chemical emergencies, principally in the United States and Europe, and discusses aspects of their application to developing countries. Such guidelines are either in the form of laws or regulations promulgated by governments, or of recommendations from international, professional, or non governmental organizations. In many cases, these guidelines specify lists of materials of concern and methods for evaluating safe usage of these materials and recommend areas of responsibility for different organizations; procedures to be included in planning, evaluation, and response; and appropriate levels of training for different classes of workers. Guidelines frequently address the right of communities to be informed of potential hazards and address ways for them to participate in planning and decision making.

    On April 21, 2011, an Idaho National Laboratory (INL) Land Use Committee meeting was convened to support a Department of Energy Idaho Operations Office (DOE-ID) unofficial request to obtain Land Use Committee comments pertaining to the proposed Sage-Grouse Breeding Habitat Regulations. Two documents were provided from DOE-ID pertaining to the proposed regulations: “Guidelines for INL Site Activities within Sage-grouse Breeding Habitat” and “Guidelines for New Infrastructure Development and Future Activities on the INL Site.” The INL Land Use Committee agreed to conduct this unofficial review in the spirit of collaboration between DOE-ID and the INL Land Use Committee. However, through this cursory review, significant concerns were raised regarding the guidelines, INL financial obligations, and the draft Candidate Conservation Agreement, which was not part of the requested review but is referred to by the guideline. Therefore, it is the position of the INL Land Use Committee, based on the issues raised in its cursory review, that DOE-ID request INL (through contractual channels) to conduct a formal review of the draft Candidate Conservation Agreement and guidelines. A formal review would allow ample time to thoroughly review the extensive draft regulations, identify areas of concern, and establish impacts (e.g., cost and project delays).

    This report documents the work conducted in four tasks of the Nuclear Regulatory Commission (NRC) project entitled Review Criteria for Human Factors Aspects of Advanced Controls and Instrumentation. The purpose of the first task was to integrate the applicable sections of NUREG-0700 into the advanced control room design review (ACRDR) guidelines to ensure that all applicable guidelines are together in one document and conveniently accessible to users. The primary objective of the second task was to formulate a strategy for the development of new ACRDR guidelines that have not otherwise been identified. The main focus of the third task was to modify the individual ACRDR guidelines generated to date to ensure that they are suitable for the intended nuclear power plant (NPP) control station system application. The goal of the fourth task was to develop human factors guidelines for two human-system interface categories that are missing from the current ACRDR guidelines document. During the first task those areas in NUREG-0700 that are not addressed by the ACRDR guidelines document were identified, the areas were subsequently reviewed against six recent industry human factors engineering review guidelines, and the NUREG-0700 guidelines were updated as necessary. In the second task 13 general categories of human-system interface guidelines that are either missing from or not adequately addressed by the ACRDR document were discovered. An approach was derived for the development of new ACRDR guidelines, a preliminary assessment of the available sources that may be useful in the creation of new guidelines and their applicability to the identified human-system interface categories was performed, and an estimate was made of the amount of time and level of effort required to complete the development of needed new ACRDR guidelines. During the third task those NPP control station systems to which the NUREG-0700 and ACRDR guidelines apply were identified, matrices of such applicability were developed to support the needs of the NRC inspectors and reviewers, a guideline modification audit and tracking system was designed, and the ACRDR guidelines were reviewed and modified where appropriate to ensure that their language is applicable to the nuclear industry. In the fourth task control and input device guidelines were generated and human factors guidelines for specific nuclear operations were drafted.

Accordingly, combustion safety and ventilation for indoor air quality are addressed first. Durability and attic ventilation then follow. Finally, to maximize energy savings, air sealing is completed prior to insulating.
