It includes a brief primer on geothermal technology and the most relevant policies related to geothermal project development. The trends in geothermal project finance are the focus of this tool, relying heavily on interviews with leaders in the field of geothermal project finance. Using the information provided, developers and investors may innovate in new ways, developing partnerships that match investors' risk tolerance with the capital requirements of geothermal projects in this dynamic and evolving marketplace.

    The guidebook defines the barriers to geothermal energy development at all levels of government and proposes ways to overcome these various barriers. In recognition that wholesale development of the region's geothermal resources could create a series of environmental problems and possible conflicts between groundwater users, resource management options are identified as possible ways to ensure the quality and quantity of the resource for future generations. It is important for local governments to get beyond the discussion of the merits of geothermal energy and take positive actions to develop or to encourage the development of the resource. To this end, several sources of technical and financial assistance are described. These sources of assistance can enable local governments and others to take action should they choose to do so. Even though the Yakima Valley is the setting for the analysis of local issues that could hamper geothermal development, this guidebook could be used by any locale with geothermal energy resources. The guidebook is not a scientific manual, but rather a policy document written especially for local government staff and officials who do not have technical backgrounds in geology or hydrology.

    Energy-performance improvements in consumer products are an essential element in any government's portfolio of energy-efficiency and climate change mitigation programs. Governments need to develop balanced programs, both voluntary and regulatory, that remove cost-ineffective, energy-wasting products from the marketplace and stimulate the development of cost-effective, energy-efficient technology. Energy-efficiency labels and standards for appliances, equipment, and lighting products deserve to be among the first policy tools considered by a country's energy policy makers. The U.S. Agency for International Development (USAID) and the United Nations Foundation (UNF) recognize the need to support policy makers in their efforts to implement energy-efficiency standards and labeling programs and have developed this guidebook, together with the Collaborative Labeling and Appliance Standards Program (CLASP), as a primary reference. This guidebook was prepared over the course of the past year with significant contribution from the authors and reviewers mentioned previously. Their diligent participation has made this the international guidance tool it was intended to be. The lead authors would also like to thank the following individuals for their support in the development, production, and distribution of the guidebook: Marcy Beck, Elisa Derby, Diana Dhunke, Ted Gartner, and Julie Osborn of Lawrence Berkeley National Laboratory as well as Anthony Ma of Bevilacqua-Knight, Inc. The U.S. Agency for International Development (USAID) and several other organizations identified on the cover of this guidebook recognize the need to support policy makers in their efforts to implement energy-efficiency standards and labeling programs and have developed this guidebook, together with the Collaborative Labeling and Appliance Standards Program (CLASP), as a primary reference. This second edition of the guidebook was prepared over the course of the past year, four years after the preparation of the first edition, with a significant contribution from the authors and reviewers mentioned previously. Their diligent participation helps maintain this book as the international guidance tool it has become. The lead authors would like to thank the members of the Communications Office of the Environmental Energy Technologies Division, Lawrence Berkeley National Laboratory for their support in the development, production, and distribution of the guidebook.     Power through Policy: 'Best Practices' for Cost-Effective Distributed Wind is a U.S. Department of Energy (DOE)-funded project to identify distributed wind technology policy best practices and to help policymakers, utilities, advocates, and consumers examine their effectiveness using a pro forma model. Incorporating a customized feed from the Database of State Incentives for Renewables and Efficiency (DSIRE), the Web-based Distributed Wind Policy Comparison Tool (Policy Tool) is designed to assist state, local, and utility officials in understanding the financial impacts of different policy options to help reduce the cost of distributed wind technologies. The Policy Tool can be used to evaluate the ways that a variety of federal and state policies and incentives impact the economics of distributed wind (and subsequently its expected market growth). It also allows policymakers to determine the impact of policy options, addressing market challenges identified in the U.S. DOE's '20% Wind Energy by 2030' report and helping to meet COE targets.

    Oak Ridge National Laboratory is working with the US Army, the US Air Force, and the US Department of Energy to develop a guidebook to be used by architectural and engineering firms in the design phases of military family housing revitalization projects. The purpose of the guidebook is to ensure that energy efficiency is properly addressed in revitalization projects. Monitoring space-heating and cooling energy used in houses both before and after they are revitalized is necessary in order to assess the amount of energy saved by the revitalization process. Three different methods of conducting monitoring experiments are discussed, as well as the methods of data analysis to be used. Houses will be monitored individually using standard gas and electric meters to obtain heating and cooling data for the houses. The authors recommend conducting monitoring programs at Altus Air Force Base, Oklahoma, and Fort Monmouth, New Jersey, because of their project schedules and potential for savings. They do not recommend doing any monitoring at Malmstrom Air Force Base, Montana, because of the relatively small savings that they expect revitalization to accomplish there. They do not recommend seeking out alternative sites for monitoring because of the time required to become familiar with the installation and also because revitalization schedules at alternative sites may be no better than those at the sites they inspected.

The guidebook will document, in summary and easily referenceable form, data, designs, design concepts, design guidelines and background information useful to the FWBS and to the Maintenance System designer. In providing guidelines for the AMR of the FWBS, the guidebook must, of necessity, include guidelines for all aspects of maintenance associated with the FWBS. These include most maintenance operations within the reactor room necessary to gain access, identify faults, and handle equipment related to FWBS maintenance. In addition, the guidelines include those required to define facility requirements for handling and repair of FWBS and related reactor components external to the reactor room. Particular emphasis is given to remote maintenance design and operations.

These systems integrate electric utility meter data acquisition hardware, software, and communication systems to collect, archive, analyze, and display whole-facility energy consumption data. At some point in the future, these systems could also be integrated with sub-meters that measure the electricity consumption of key end-use equipment. The purpose of this guidebook is to help Postal Service facility managers interpret and act upon energy data available from their EIS, translating the abundance of information these systems provide into knowledge that can be used to reduce energy use and costs. The guidebook first describes basic EIS capabilities and explains the data and reports that Postal Service EIS provide. It outlines a set of strategies for utilizing this information to improve operations and maintenance of building energy use equipment and for facilitating demand response.     Various studies in different countries have shown that significant energy-efficiency improvement opportunities exist in the industrial sector, many of which are cost-effective. These energy-efficiency options include both cross-cutting as well as sector-specific measures. However, industrial plants are not always aware of energy-efficiency improvement potentials. Conducting an energy audit is one of the first steps in identifying these potentials. Even so, many plants do not have the capacity to conduct an effective energy audit. In some countries, government policies and programs aim to assist industry to improve competitiveness through increased energy efficiency. However, usually only limited technical and financial resources for improving energy efficiency are available, especially for small and medium-sized enterprises. Information on energy auditing and practices should, therefore, be prepared and disseminated to industrial plants. This guidebook provides guidelines for energy auditors regarding the key elements for preparing for an energy audit, conducting an inventory and measuring energy use, analyzing energy bills, benchmarking, analyzing energy use patterns, identifying energy-efficiency opportunities, conducting cost-benefit analysis, preparing energy audit reports, and undertaking post-audit activities. The purpose of this guidebook is to assist energy auditors and engineers in the plant to conduct a well-structured and effective energy audit.

    The analytical tool used to evaluate accidents aboard a Titan IV launch vehicle involving a Radioisotope Thermoelectric Generator (RTG) is discussed. The Launch Accident Scenario Evaluation Program-Titan IV version (LASEP-T) uses a Monte Carlo approach to determine the response of an RTG to various threatening environments. The threatening environments arise from a complex interplay of probabilistic and deterministic processes, and are therefore parameterized by a set of random variables with probability distributions. The assessment of the RTG response to a given environment is based on both empirical data and theoretical modeling. Imbedding detailed, complex response models into the LASEP-T calculation was not practical. Simpler response models have been constructed to capture both the inherent variability due to the phenomenology of the accident scenario along with the uncertainty of predicting response behavior. The treatment of variability and uncertainty as it pertains to the launch accident evaluation of RTG response will be discussed.

    There are system advantages to producing power for electromagnetic propulsion by real-time generation rather than by a sequence of generation-storage-switching. The best type of generator for this purpose is the flux compression generator. Different types of flux compression generator which have been developed at Sandia National Laboratories are reviewed and their applications to electric launching are discussed. New experimental facilities for producing more powerful generators are described and cost comparisons are made.

    The Guidebook to Excellence is a State-by-State directory of Federal facilities and other resources for improving mathematics and science education. This directory, the first of its kind, is being published to assist educators, parents, and students across the country in attaining the National Education Goals, particularly Goal No. 4: By the year 2000, US students will be first in the world in science and mathematics achievement. Some of the larger research facilities in this directory, such as those of NASA, EPA and the Departments of Energy, Commerce, and the Interior, provide a wide range of education programs, and some offer students and teachers hands on experience with state-of-the-art research in world class facilities. Other sites, such as those of the Department of Transportation or Agriculture may be quite small, but can provide assistance in a single field of research or workforce expertise.     The Waste Isolation Pilot Plant (WIPP) Compliance Certification Application (CCA) Performance Assessment (PA) Parameter Database and its ties to supporting information evolved over the course of two years. When the CCA was submitted to the Environmental Protection Agency (EPA) in October 1996, information such as identification of parameter value or distribution source was documented using processes established by Sandia National Laboratories WIPP Quality Assurance Procedures. Reviewers later requested additional supporting documentation, links to supporting information, and/or clarification for many parameters. This guidebook is designed to document a pathway through the complex parameter process and help delineate flow paths to supporting information for all WIPP CCA parameters. In addition, this report is an aid for understanding how model parameters used in the WIPP CCA were developed and qualified. To trace the source information for a particular parameter, a dual-route system was established. The first route uses information from the Parameter Records package as it existed when the CCA calculations were run. The second route leads from the EPA Parameter Database to additional supporting information.

    As compact and light weight power sources with reliable, long lives, Radioisotope Power Systems (RPSs) have made space missions to explore the solar system possible. Due to the hazardous material that can be released during a launch accident, the potential health risk of an accident must be quantified, so that appropriate launch approval decisions can be made. One part of the risk estimation involves modeling the response of the RPS to potential accident environments. Due to the complexity of modeling the full RPS response deterministically on dynamic variables, the evaluation is performed in a stochastic manner with a Monte Carlo simulation. The potential consequences can be determined by modeling the transport of the hazardous material in the environment and in human biological pathways. The consequence analysis results are summed and weighted by appropriate likelihood values to give a collection of probabilistic results for the estimation of the potential health risk. This information is used to guide RPS designs, spacecraft designs, mission architecture, or launch procedures to potentially reduce the risk, as well as to inform decision makers of the potential health risks resulting from the use of RPSs for space missions.

    This report provides technical documentation for values in the Table of Initial Isolation and Protective Action Distances (PADs) in the 2004 Emergency Response Guidebook (ERG2004). The objective for choosing the PADs specified in the ERG2004 is to balance the need to adequately protect the public from exposure to potentially harmful substances against the risks and expenses that could result from overreacting to a spill. To quantify this balance, a statistical approach is adopted, whereby the best available information is used to conduct an accident scenario analysis and develop a set of up to 1,000,000 hypothetical incidents. The set accounts for differences in containers types, incident types, accident severity (i.e., amounts released), locations, times of day, times of year, and meteorological conditions. Each scenario is analyzed using detailed emission rate and atmospheric dispersion models to calculate the downwind chemical concentrations from which a 'safe distance' is determined. The safe distance is defined as the distance downwind from the source at which the chemical concentration falls below health protection criteria. The American Industrial Hygiene Association's Emergency Response Planning Guideline Level 2 (ERPG-2) or equivalent is the health criteria used. The statistical sample of safe distance values for all incidents considered in the analysis are separated into four categories: small spill/daytime release, small spill/nighttime release, large spill/daytime release, and large spill/nighttime release. The 90th-percentile safe distance values for each of these groups became the PADs that appear in the ERG2004.

    SP-100 is the designation for a nuclear reactor-based power plant being developed for both civil and military missions beginning in the 1990s for such potential space applications as communication satellites, space radar, electric propulsion and space stations. Typically, a system using the SP-100 along with a selected upper stage system would be launched by the National Space Transportation System (NSTS) Space Shuttle System into a near-earth orbit, deployed, and through upper stage propulsion burn(s) be inserted/transferred to its mission orbit. The nature of the advanced design SP-100 gives rise to a set of issues that require special attention to assure that payloads using this power plant are physically and functionally compatible with the NSTS and meet the safety requirements thereof. The purpose of this document is to define and present the requirements and interface provisions that, when satisfied, will ensure technical compability between SP-100 systems and the NSTS.

    In the future, there will be a need for constant cargo launches from Earth to Mars in order to build, and then sustain, a Martian base. Currently, chemical rockets are used for space launches. These are expensive and heavy due to the amount of necessary propellant. Nuclear thermal rockets (NTRs) are the next step in rocket design. Another alternative is to create a launcher on the lunar surface that uses magnetic levitation to launch cargo to Mars in order to minimize the amount of necessary propellant per mission. This paper investigates using nuclear power for six different cargo launching alternatives, as well as the orbital mechanics involved in launching cargo to a Martian base from the moon. Each alternative is compared to the other alternative launchers, as well as compared to using an NTR instead. This comparison is done on the basis of mass that must be shipped from Earth, the amount of necessary propellant, and the number of equivalent NTR launches. Of the options, a lunar coil launcher had a ship mass that is 12.7% less than the next best option and 17 NTR equivalent launches, making it the best of the presented six options.

    FermiCloud is a private cloud developed by the Fermi National Accelerator Laboratory for scientific workflows. The Cloud Bursting module of the FermiCloud enables the FermiCloud, when more computational resources are needed, to automatically launch virtual machines to available resources such as public clouds. One of the main challenges in developing the cloud bursting module is to decide when and where to launch a VM so that all resources are most effectively and efficiently utilized and the system performance is optimized. However, based on FermiCloud’s system operational data, the VM launching overhead is not a constant. It varies with physical resource (CPU, memory, I/O device) utilization at the time when a VM is launched. Hence, to make judicious decisions as to when and where a VM should be launched, a VM launch overhead reference model is needed. The paper is to develop a VM launch overhead reference model based on operational data we have obtained on FermiCloud and uses the reference model to guide the cloud bursting process.
