    We have executed for the first time an experiment on mental observables concluding that there exists equivalence (that is to say, quantum like behavior) between quantum and cognitive entities.Such result has enabled us to formulate an abstract quantum mechanical formalism that is able to describe cognitive entities and their time dynamics.

    The INL has carried out a demonstration of the RISMC approach for the purpose of configuration risk management. We have shown how improved accuracy and realism can be achieved by simulating changes in risk – as a function of different configurations – in order to determine safety margins as the plant is modified. We described the various technical issues that play a role in these configuration-based calculations with the intent that future applications can take advantage of the analysis benefits while avoiding some of the technical pitfalls that are found for these types of calculations. Specific recommendations have been provided on a variety of topics aimed at improving the safety margin analysis and strengthening the technical basis behind the analysis process.

    In this paper we suggest a configuration of photons consistent with a spin $\\hbar$, and a configuration of the fermions coherent with a spin $\\hbar/2$. These suggested configurations open the way to further analyses which lead to the following conclusions: - There cannot exist elementary particles of spin $\\hbar/2$ with a mass inferior to $1m_e$ or with a radius greater than $1l_e$. - The electrostatic force derives from the centrifugal forces inherent to the spin and are propagated by photons. - The derivation of the electrostatic force explains the existence of positive and negative charges and Coulomb's law. - The enormous differences between the centrifugal forces and the centripetal forces at the surface of the protons give rise to quantic fluctuations of space which generate the energy flows necessary for equilibrium. These energy flows can explain gravitation and the strong force. - The mass of the proton, $m_p$, and the mass of the neutron, $m_n$, must each have a concrete value required for the cohesion of the atomic nuclei. The suggested hypoteses show that the relation $m_n/m_p$ must be very slightly greater than 1.00, and that, by a first approximation, both $m_n$ and $m_p$ must be slightly less than 1851 $m_e$. - There are no "gravitons" and no "gluons"; the "messenger particles" are always the very real photons.

    We demonstrate that graphene placed on top of structured substrates offers a novel approach for trapping and guiding surface plasmons. A monolayer graphene with a spatially varying curvature exhibits an effective trapping potential for graphene plasmons near curved areas such as bumps, humps and wells. We derive the governing equation for describing such localized channel plasmons guided by curved graphene and validate our theory by the first-principle numerical simulations. The proposed confinement mechanism enables plasmon guiding by the regions of maximal curvature, and it offers a versatile platform for manipulating light in planar landscapes. In addition, isolated deformations of graphene such as bumps are shown to support localized surface modes and resonances suggesting a new way to engineer plasmonic metasurfaces.

  20. On Gaussian Beams Described by Jacobi's Equation

    Gaussian beams describe the amplitude and phase of rays and are widely used to model acoustic propagation. This paper describes four new results in the theory of Gaussian beams. (1) A new version of the \\v{C}erven\\'y equations for the amplitude and phase of Gaussian beams is developed by applying the equivalence of Hamilton-Jacobi theory with Jacobi's equation that connects Riemannian curvature to geodesic flow. Thus the paper makes a fundamental connection between Gaussian beams and an acoustic channel's so-called intrinsic Gaussian curvature from differential geometry. (2) A new formula $\\pi(c/c")^{1/2}$ for the distance between convergence zones is derived and applied to several well-known profiles. (3) A class of "model spaces" are introduced that connect the acoustics of ducting/divergence zones with the channel's Gaussian curvature $K=cc"-(c')^2$. The "model" SSPs yield constant Gaussian curvature in which the geometry of ducts corresponds to great circles on a sphere and convergence zones correspond to antipodes. The distance between caustics $\\pi(c/c")^{1/2}$ is equated with an ideal hyperbolic cosine SSP duct. (4) An "intrinsic" version of \\v{C}erven\\'y's formulae for the amplitude and phase of Gaussian beams is derived that does not depend on an "extrinsic" arbitrary choice of coordinates such as range and depth. Direct comparisons are made between the computational frameworks used by the three different approaches to Gaussian beams: Snell's law, the extrinsic Frenet-Serret formulae, and the intrinsic Jacobi methods presented here. The relationship of Gaussian beams to Riemannian curvature is explained with an overview of the modern covariant geometric methods that provide a general framework for application to other special cases.

    In toroidal fusion devices it is relatively easy that electrons achieve relativistic velocities, so to simulate runaway electrons and other high energy phenomena a nonrelativistic guiding center formalism is not sufficient. Relativistic guiding center equations including flute mode time dependent field perturbations are derived. The same variables as used in a previous nonrelativistic guiding center code are adopted, so that a straightforward modifications of those equations can produce a relativistic version.

Energy reflected from the aircraft is received by the guided projectile. The guided projectile is fired from a standard weapon but the spining caused by the riflings are removed before active tracking and guidance occurs. The received energy is focused by immersion optics onto a bridge cell. AC coupling and gating removes background and allows steering signals to move extended vanes by means of piezoelectric actuators in the rear of the guided projectile.

    This paper describes a study in which Web style guides were characterized, compared to traditional human-computer interface (HCI) style guides, and evaluated against findings from HCI reviews of web pages and applications. Findings showed little consistency among the 21 Web style guides assessed, with 75% of recommendations appearing in only one style guide. While there was some overlap, only 20% of Web-relevant recommendations from traditional style guides were found in Web style guides. Web style guides emphasized common look and feel, information display, and navigation issues, with little mention of many issues prominent in traditional style guides such as help, message boxes, and data entry. This difference is reinforced by other results showing that Web style guides address Web information-only pages with much greater success than web-based control enabling features, like buttons and entry fields. It is concluded that while the WWW represents a unique graphical user interface (GUI) environment, development of Web style guides has been less rigorous, with issues associated with web-based control enabling features neglected.

    We describe the combination of buffer-gas cooling with electrostatic velocity filtering to produce a high-flux continuous guided beam of internally cold and slow polar molecules. In a previous paper (L.D. van Buuren et al., arXiv:0806.2523v1) we presented results on density and state purity for guided beams of ammonia and formaldehyde using an optimized set-up. Here we describe in more detail the technical aspects of the cryogenic source, its operation, and the optimization experiments that we performed to obtain best performance. The versatility of the source is demonstrated by the production of guided beams of different molecular species.

    Electrons travelling in free space have allowed to explore fundamental physics like the wave nature of matter, the Aharonov-Bohm and the Hanbury Brown-Twiss effect. Complementarily, the precise control over the external degrees of freedom of electrons has proven pivotal for wholly new types of experiments such as high precision measurements of the electron's mass and magnetic moment in Penning traps. Interestingly, the confinement of electrons in the purely electric field of an alternating quadrupole has rarely been considered. Recent advances in the development of planar chip-based ion traps suggest that this technology can be applied to enable entirely new experiments with electron beams guided in versatile potentials. Here we demonstrate the transverse confinement of a low energy electron beam in a linear quadrupole guide based on microstructured planar electrodes and driven at microwave frequencies. A new guided matter-wave system will result, with applications ranging from electron interferometry to novel non-invasive electron microscopy.

    We describe the beam characteristics of the first ballistic supermirror neutron guide H113 that feeds the neutron user facility for particle physics PF1B of the Institute Laue-Langevin, Grenoble (ILL). At present, the neutron capture flux density of H113 at its 20x6cm2 exit window is 1.35x10^10/cm^2/s, and will soon be raised to above 2x10^10/cm^2/s. Beam divergence is no larger than beam divergence from a conventional Ni coated guide. A model is developed that permits rapid calculation of beam profiles and absolute event rates from such a beam. We propose a procedure that permits inter-comparability of the main features of beams emitted from ballistic or conventional neutron guides.

    Eugene Wigner's much discussed notion of the "unreasonable effectiveness of mathematics" in describing the physics of empirical reality is simultaneously both trivial and profound. After all, the relevant mathematics was, (in the first instance), originally developed in order to be useful in describing empirical reality. On the other hand, certain aspects of the mathematical superstructure have now taken on a life of their own, with at least some features of the mathematical superstructure greatly exceeding anything that can be directly probed or verified, or even justified, by empirical experiment. Specifically, I wish to raise the possibility that the real number system, (with its nevertheless pragmatically very useful tools of real analysis, and mathematically rigorous notions of differentiation and integration), may nevertheless constitute a "wrong turn" when it comes to modelling empirical reality. Without making any definitive recommendation, I shall discuss several alternatives.

    The RESRAD-OFFSITE code can be used to model the radiological dose or risk to an offsite receptor. This User’s Guide for RESRAD-OFFSITE Version 3.1 is an update of the User’s Guide for RESRAD-OFFSITE Version 2 contained in the Appendix A of the User’s Manual for RESRAD-OFFSITE Version 2 (ANL/EVS/TM/07-1, DOE/HS-0005, NUREG/CR-6937). This user’s guide presents the basic information necessary to use Version 3.1 of the code. It also points to the help file and other documents that provide more detailed information about the inputs, the input forms and features/tools in the code; two of the features (overriding the source term and computing area factors) are discussed in the appendices to this guide. Section 2 describes how to download and install the code and then verify the installation of the code. Section 3 shows ways to navigate through the input screens to simulate various exposure scenarios and to view the results in graphics and text reports. Section 4 has screen shots of each input form in the code and provides basic information about each parameter to increase the user’s understanding of the code. Section 5 outlines the contents of all the text reports and the graphical output. It also describes the commands in the two output viewers. Section 6 deals with the probabilistic and sensitivity analysis tools available in the code. Section 7 details the various ways of obtaining help in the code.

    A system for inspecting a conduit for undesirable characteristics. A transducer system induces guided acoustic waves onto said conduit. The transducer system detects the undesirable characteristics of the conduit by receiving guided acoustic waves that contain information about the undesirable characteristics. The conduit has at least two sides and the transducer system utilizes flexural modes of propagation to provide inspection using access from only the one side of the conduit. Cracking is detected with pulse-echo testing using one transducer to both send and receive the guided acoustic waves. Thinning is detected in through-transmission testing where one transducer sends and another transducer receives the guided acoustic waves.

    The paper aims to adopt the complex octonion to formulate the angular momentum, torque, and force etc in the electromagnetic and gravitational fields. Applying the octonionic representation enables one single definition of angular momentum (or torque, force) to combine some physics contents, which were considered to be independent of each other in the past. J. C. Maxwell used simultaneously two methods, the vector terminology and quaternion analysis, to depict the electromagnetic theory. It motivates the paper to introduce the quaternion space into the field theory, describing the physical feature of electromagnetic and gravitational fields. The spaces of electromagnetic field and of gravitational field can be chosen as the quaternion spaces, while the coordinate component of quaternion space is able to be the complex number. The quaternion space of electromagnetic field is independent of that of gravitational field. These two quaternion spaces may compose one octonion space. Contrarily, one octonion space can be separated into two subspaces, the quaternion space and S-quaternion space. In the quaternion space, it is able to infer the field potential, field strength, field source, angular momentum, torque, and force etc in the gravitational field. In the S-quaternion space, it is capable of deducing the field potential, field strength, field source, current continuity equation, and electric (or magnetic) dipolar moment etc in the electromagnetic field. The results reveal that the quaternion space is appropriate to describe the gravitational features, including the torque, force, and mass continuity equation etc. The S-quaternion space is proper to depict the electromagnetic features, including the dipolar moment and current continuity equation etc. In case the field strength is weak enough, the force and the continuity equation etc can be respectively reduced to that in the classical field theory.

    Guide specifications, the templates from which individual building project specifications are developed, should require energy efficient products and design. Incorporating energy efficiency requirements into guide specification for building envelopes, mechanical and electrical equipment, and installed special purpose equipment can result in substantial long term reductions in energy consumption and operating cost for federal facilities. This presentation builds on the concepts introduced in a previous Summer Study paper on integrating efficiency requirements into guide specifications (Coleman 2000). The authors address current efforts to incorporate energy efficiency recommendations into the Department of Defense (DOD) Unified Facilities Criteria (UFC) and Uni fied Facilities Guide Specification (UFGS) (DOD 2002). This initiative unifies guide specifications of the military services and those of other federal agencies. An example of the impact guide specifications have on military housing is presented along with a brief discussion of other efficiency standards and programs. The paper concludes by suggesting actions federal agencies can take to facilitate this process.

    FSARs. Rockwell International, as operating contractor at the Rocky Flats plant, conducted a safety analysis program during the 1980s. That effort resulted in Final Safety Analysis Reports (FSARs) for several buildings, one of them being the Building 707 Final Safety Analysis Report, June 87 (707FSAR) and a Plant Safety Analysis Report. Rocky Flats Risk Assessment Guide, March 1985 (RFRAG85) documents the methodologies that were used for those FSARs. Resources available for preparation of those Rocky Flats FSARs were very limited. After addressing the more pressing safety issues, some of which are described below, the present contractor (EG&G) intends to conduct a program of upgrading the FSARs. This report presents the results of a review of the methodologies described in RFRAG85 and 707FSAR and contains suggestions that might be incorporated into the methodology for the FSAR upgrade effort.

    A non-spinning projectile that is self-guided to a laser designated target and is configured to be fired from a small caliber smooth bore gun barrel has an optical sensor mounted in the nose of the projectile, a counterbalancing mass portion near the fore end of the projectile and a hollow tapered body mounted aft of the counterbalancing mass. Stabilizing strakes are mounted to and extend outward from the tapered body with control fins located at the aft end of the strakes. Guidance and control electronics and electromagnetic actuators for operating the control fins are located within the tapered body section. Output from the optical sensor is processed by the guidance and control electronics to produce command signals for the electromagnetic actuators. A guidance control algorithm incorporating non-proportional, "bang-bang" control is used to steer the projectile to the target.

This Tank Characterization Reference Guide, therefore, serves as a common location for much of the generic tank information that is otherwise contained in many documents. The report is intended to be an introduction to the issues and history surrounding the generation, storage, and management of the liquid process wastes, and a presentation of the sampling, analysis, and modeling activities that support the current waste characterization.     The Radiological Toolbox software developed by Oak Ridge National Laboratory (ORNL) for U. S. Nuclear Regulatory Commission (NRC) is designed to provide electronic access to the vast and varied data that underlies the field of radiation protection. These data represent physical, chemical, anatomical, physiological, and mathematical parameters detailed in various handbooks which a health physicist might consult while in his office. The initial motivation for the software was to serve the needs of the health physicist away from his office and without access to his handbooks; e.g., NRC inspectors. The earlier releases of the software were widely used and accepted around the world by not only practicing health physicist but also those within educational programs. This release updates the software to accommodate changes in Windows operating systems and, in some aspects, radiation protection. This release has been tested on Windows 7 and 8 and on 32- and 64-bit machines. The nuclear decay data has been updated and thermal neutron capture cross sections and cancer risk coefficients have been included. This document and the software’s user’s guide provide further details and documentation of the information captured within the Radiological Toolbox.

    Particle and heat transport in tokamak edge is investigated by guiding center orbit following calculation. The guiding center equation is solved for both electrons and ions in the presence of magnetic perturbation. It is suggested that the remnants of the magnetic islands play a role in characterizing the radial transport. The transport coefficient is estimated which also demonstrate local structure in the vicinity of magnetic islands.

    Noncoding RNAs form unique 3D structures, which perform many regulatory functions. To understand how RNAs fold uniquely despite a small number of tertiary interaction motifs, we mutated the major tertiary interactions in a group I ribozyme by single-base substitutions. The resulting perturbations to the folding energy landscape were measured using SAXS, ribozyme activity, hydroxyl radical footprinting, and native PAGE. Double- and triple-mutant cycles show that most tertiary interactions have a small effect on the stability of the native state. Instead, the formation of core and peripheral structural motifs is cooperatively linked in near-native folding intermediates, and this cooperativity depends on the native helix orientation. The emergence of a cooperative interaction network at an early stage of folding suppresses nonnative structures and guides the search for the native state. We suggest that cooperativity in noncoding RNAs arose from natural selection of architectures conducive to forming a unique, stable fold.

    We present a practical guide to Smoothed Particle Hydrodynamics (\\SPH) and its application to astrophysical problems. Although remarkably robust, \\SPH\\ must be used with care if the results are to be meaningful since the accuracy of \\SPH\\ is sensitive to the arrangement of the particles and the form of the smoothing kernel. In particular, the initial conditions for any \\SPH\\ simulation must consist of particles in dynamic equilibrium. We describe some of the numerical difficulties that may be encountered when using \\SPH, and how these may be overcome. Through our experience in using \\SPH\\ code to model convective stars, galaxy clusters and large scale structure problems we have developed many diagnostic tests. We give these here as an aid to rapid identification of errors, together with a list of basic prerequisites for the most efficient implementation of \\SPH.

Samples of forms and examples of published communications products are provided. This guide takes advantage of the wealth of material now available on the Web as a resource. Therefore, it is best viewed as an electronic document. If some of the illustrations are too small to view comfortably, you can enlarge them on the screen as needed. The format of this document is considerably different than that usually expected of a SAND Report. It was selected to permit the large number of illustrations and examples to be placed closer to the text that references them.     Gram-negative bacteria, such as Escherichia coli, frequently use tripartite efflux complexes in the resistance-nodulation-cell division (RND) family to expel various toxic compounds from the cell. The efflux system CusCBA is responsible for extruding biocidal Cu(I) and Ag(I) ions. No previous structural information was available for the heavy-metal efflux (HME) subfamily of the RND efflux pumps. Here we describe the crystal structures of the inner-membrane transporter CusA in the absence and presence of bound Cu(I) or Ag(I). These CusA structures provide new structural information about the HME subfamily of RND efflux pumps. The structures suggest that the metal-binding sites, formed by a three-methionine cluster, are located within the cleft region of the periplasmic domain. This cleft is closed in the apo-CusA form but open in the CusA-Cu(I) and CusA-Ag(I) structures, which directly suggests a plausible pathway for ion export. Binding of Cu(I) and Ag(I) triggers significant conformational changes in both the periplasmic and transmembrane domains. The crystal structure indicates that CusA has, in addition to the three-methionine metal-binding site, four methionine pairs - three located in the transmembrane region and one in the periplasmic domain. Genetic analysis and transport assays suggest that CusA is capable of actively picking up metal ions from the cytosol, using these methionine pairs or clusters to bind and export metal ions. These structures suggest a stepwise shuttle mechanism for transport between these sites.

    This guide provides a method to assess potential fire development in drum storage facilities. The mechanism of fire propagation/spread through stored drum arrays is a complex process. It involves flame heat transfer, transient conduction,convection, and radiation between drums (stored in an array configuration). There are several phenomena which may occur when drums are exposed to fire. The most dramatic is violent lid failure which results in total lid removal. When a drum loses its lid due to fire exposure, some or all of the contents may be ejected from the drum, and both the ejected combustible material and the combustible contents remaining within the container will burn. The scope of this guide is limited to storage arrays of steel drums containing combustible (primarily Class A) and noncombustible contents. Class B combustibles may be included in small amounts as free liquid within the solid waste contents.Storage arrays, which are anticipated in this guide, include single or multi-tier palletized (steel or wood pallets) drums,high rack storage of drums, and stacked arrays of drums where plywood sheets are used between tiers. The purpose of this guide is to describe a simple methodology that estimates the consequences of a fire in drum storage arrays. The extent of fire development and the resulting heat release rates can be estimated. Release fractions applicable to this type of storage are not addressed, and the transport of contaminants away from the source is not addressed. However, such assessments require the amount of combustible material consumed and the surface area of this burning material. The methods included in this guide do provide this information.

Suggestions include improvements to operational practices, solvent recycling and implementing good materials management and housekeeping practices. To help companies in the industry identify opportunities for waste reduction at their own facilities, the guide includes a set of worksheets which take the user step-by-step through an analysis of the on-site waste generating operations and the possibilities for minimizing each waste. Standard treatment for many primary and recurrent gynecologic cancer cases includes a combination of external beam radiation, followed by brachytherapy. Magnetic Resonance Imaging (MRI) is benefitial in diagnostic evaluation, in mapping the tumor location to tailor radiation dose, and in monitoring the tumor response to treatment. Initial studies of MR-guidance in gynecologic brachtherapy demonstrate the ability to optimize tumor coverage and reduce radiation dose to normal tissues, resulting in improved outcomes for patients. For example, an energy efficient school district with 4,000 students can save as much as $160,000 a year in energy costs. Over 10 years, those savings can reach $1.6 million, translating into the ability to hire more teachers, purchase more textbooks and computers, or invest in additional high performance facilities. Beyond these bottomline benefits, schools can better foster student health, decrease absenteeism, and serve as centers of community life. The U.S. Department of Energy's EnergySmart Schools Program promotes a 30 percent improvement in existing school energy use. It also encourages the building of new schools that exceed code (ASHRAE 90.11999) by 50 percent or more. The program provides resources like this Guide to Operating and Maintaining EnergySmart Schools to assist school decisionmakers in planning, financing, operating, and maintaining energy efficient, high performance schools. It also offers education and training for building industry professionals. Operations and maintenance refer to all scheduled and unscheduled actions for preventing equipment failure or decline with the goal of increasing efficiency, reliability, and safety. A preventative maintenance program is the organized and planned performance of maintenance activities in order to prevent system or production problems or failures from occurring. In contrast, deferred maintenance or reactive maintenance (also called diagnostic or corrective maintenance) is conducted to address an existing problem. This guide is a primary resource for developing and implementing a districtor schoolwide operations and maintenance (O&M) program that focuses on energy efficiency. The EnergySmart Schools Solutions companion CD contains additional supporting information for design, renovation, and retrofit projects. The objective of this guide is to provide organizational and technical information for integrating energy and high performance facility management into existing O&M practices. The source is electroplated onto stainless steel strips and mounted along the inner walls of an ion guide chamber. A combination of electric fields and helium gas flow transport the ions through an exit hole for injection into a mass separator. Ion guide efficiencies for the extraction of $^{229}$Th$^{+}$ (0.06%), $^{221}$Fr$^{+}$ (6%), and $^{217}$At$^{+}$ (6%) beams have been measured. A detailed study of the electric field and gas flow influence on the ion guide efficiency is described for two differing electric field configurations.

    Entrapment of a central venous catheter (CVC) guide wire in an inferior vena cava (IVC) filter is a rare, but reported complication during CVC placement. With the increasing use of vena cava filters (VCFs), this number will most likely continue to grow. The consequences of this complication can be serious, as continued traction upon the guide wire may result in filter dislodgement and migration, filter fracture, or injury to the IVC. We describe a case in which a J-tipped guide wire introduced through a left subclavian access without fluoroscopic guidance during CVC placement was entrapped at the apex of an IVC filter. We describe a technique that we used successfully in removing the entrapped wire through the left subclavian access site. We also present simple useful recommendations to prevent this complication.

    A guided laser ablation device. The device includes a mulitmode laser ablation fiber that is surrounded by one or more single mode optical fibers that are used to image in the vicinity of the laser ablation area to prevent tissue damage. The laser ablation device is combined with an optical coherence domain reflectometry (OCDR) unit and with a control unit which initializes the OCDR unit and a high power laser of the ablation device. Data from the OCDR unit is analyzed by the control unit and used to control the high power laser. The OCDR images up to about 3 mm ahead of the ablation surface to enable a user to see sensitive tissue such as a nerve or artery before damaging it by the laser.

    Due to their ubiquity in nature and chemical reactivity, aluminosilicate minerals play an important role in retarding actinide subsurface migration. However, very few studies have examined Pu interaction with clay minerals in sufficient detail to produce a credible mechanistic model of its behavior. In this work, Pu(IV) and Pu(V) interactions with silica, gibbsite (Aloxide), and Na-montmorillonite (smectite clay) were examined as a function of time and pH. Sorption of Pu(IV) and Pu(V) to gibbsite and silica increased with pH (4 to 10). The Pu(V) sorption edge shifted to lower pH values over time and approached that of Pu(IV). This behavior is apparently due to surface mediated reduction of Pu(V) to Pu(IV). Surface complexation constants describing Pu(IV)/Pu(V) sorption to aluminol and silanol groups were developed from the silica and gibbsite sorption experiments and applied to the montmorillonite dataset. The model provided an acceptable fit to the montmorillonite sorption data for Pu(V). In order to accurately predict Pu(IV) sorption to montmorillonite, the model required inclusion of ion exchange. The objective of this work is to measure the sorption of Pu(IV) and Pu(V) to silica, gibbsite, and smectite (montmorillonite). Aluminosilicate minerals are ubiquitous at the Nevada National Security Site and improving our understanding of Pu sorption to aluminosilicates (smectite clays in particular) is essential to the accurate prediction of Pu transport rates. These data will improve the mechanistic approach for modeling the hydrologic source term (HST) and provide sorption Kd parameters for use in CAU models. In both alluvium and tuff, aluminosilicates have been found to play a dominant role in the radionuclide retardation because their abundance is typically more than an order of magnitude greater than other potential sorbing minerals such as iron and manganese oxides (e.g. Vaniman et al., 1996). The sorption database used in recent HST models (Carle et al., 2006) and upscaled for use in CAU models (Stoller-Navarro, 2008) includes surface complexation constants for U, Am, Eu, Np and Pu (Zavarin and Bruton, 2004). Generally, between 15 to 30 datasets were used to develop the constants for each radionuclide. However, the constants that describe Pu sorption to aluminosilicates were developed using only 10 datasets, most of which did not specify the oxidation state of Pu in the experiment. Without knowledge or control of the Pu oxidation state, a high degree of uncertainty is introduced into the model. The existing Pu surface complexation model (e.g. Zavarin and Bruton, 2004) drastically underestimates Pu sorption and, thus, will overestimate Pu migration rates (Turner, 1995). Recent HST simulations at Cambric (Carle et al., 2006) suggest that the existing surface complexation model may underpredict Pu K{sub d}s by as much as 3 orders of magnitude. In order to improve HST and CAU-scale transport models (and, as a result, reduce the conservative nature Pu migration estimates), sorption experiments were performed over a range of solution conditions that brackets the groundwater chemistry of the Nevada National Security Site. The aluminosilicates examined were gibbsite, silica, and montmorillonite.

IT system energy efficiency and environmental conditions are presented first because measures taken in these areas have a cascading effect of secondary energy savings for the mechanical and electrical systems. This guide concludes with a section on metrics and benchmarking values by which a data center and its systems energy efficiency can be evaluated. No design guide can offer 'the most energy-efficient' data center design but the guidelines that follow offer suggestions that provide efficiency benefits for a wide variety of data center scenarios.

The focus of this Guide is on realized outcomes or impacts of R&D programs actually experienced by American citizens, industry, and others. Retrospective evaluations may be contrasted to prospective evaluations that reflect expected or potential outcomes only if assumptions hold. The retrospective approach described in this Guide is based on realized results only and the extent they can be attributed to the efforts of an R&D program. While it has been prepared specifically to guide retrospective benefit-cost analysis of EERE R&D Programs, this report may be used for similar analysis of other public R&D organizations.
