    The New York Power Authority (NYPA) and the New York City Housing Authority (NYCHA) are replacing refrigerators in New York City public housing with new, highly energy-efficient models over a five-year period. This report describes the analysis of the energy cost savings achieved through the replacement of 20,000 refrigerators in 1996, the first year of the NYPA/NYCHA program. The NYPA/NYCHA project serves as the lynchpin of a larger program designed to offer energy-efficient appliances to housing authorities across the country. The national program is a partnership between the U.S. Department of Energy (DOE) and the Consortium for Energy Efficiency (CEE). Starting with the 1997 refrigerator contract, this program invites other housing authorities to join NYPA in its volume purchase of energy-efficient refrigerators, at the same price and terms available to NYPA. Through these volume purchases, DOE`s ENERGY STAR{reg_sign} Partnerships program hopes to encourage appliance manufacturers to bring more efficient appliances to the market and to provide volume purchasers with the per-unit price savings of a bulk purchaser. DOE asked the Pacific Northwest National Laboratory (PNNL) to establish a protocol for evaluating the savings achieved with the NYPA refrigerators. That protocol is summarized in this report.

    Acting as an energy services provider, the New York Power Authority (NYPA) has initiated a long-term project through which 20,000 refrigerators per year will be replaced with the most energy-efficient units possible in apartments managed by the New York City Housing Authority (NYCHA). Using bulk purchasing as an incentive to appliance manufacturers to produce energy-efficient refrigerators suitable for use in apartments, replaced in the first year of the program, which ended in December 1996. These units, kWh per year. Savings were determined by field testing and laboratory testing of 220 existing refrigerators and 56 newly-installed units. In the next program year, a 15.0-cubic-foot Maytag refrigerator, newly-designed in response to bulk purchasing incentives, is being installed. The new unit has a label rating of 437 kWh per year, 31 percent better than 1993 energy standards. Old refrigerators removed from apartments are {open_quotes}demanufactured{close_quotes} in an environmentally-appropriate way and both metals and refrigerants are recovered for reuse.

    This document describes the estimation of the annual energy savings achieved from the replacement of 20,000 refrigerators in New York City Housing Authority (NYCHA) public housing with new, highly energy-efficient models in 1997. The US Department of Housing and Urban Development (HUD) pays NYCHA`s electricity bills, and agreed to reimburse NYCHA for the cost of the refrigerator installations. Energy savings over the lifetime of the refrigerators accrue to HUD. Savings were demonstrated by a metering project and are the subject of the analysis reported here. The New York Power Authority (NYPA) identified the refrigerator with the lowest life-cycle cost, including energy consumption over its expected lifetime, through a request for proposals (RFP) issued to manufacturers for a bulk purchase of 20,000 units in 1997. The procurement was won by Maytag with a 15-ft{sup 3} top-freezer automatic-defrost refrigerator rated at 437 kilowatt-hours/year (kWh/yr). NYCHA then contracted with NYPA to purchase, finance, and install the new refrigerators, and demanufacture and recycle materials from the replaced units. The US Department of Energy (DOE) helped develop and plan the project through the ENERGY STAR{reg_sign} Partnerships program conducted by its Pacific Northwest National Laboratory (PNNL). PNNL designed the metering protocol and occupant survey used in 1997, supplied and calibrated the metering equipment, and managed and analyzed the data collected by NYPA. The objective of the 1997 metering study was to achieve a general understanding of savings as a function of refrigerator label ratings, occupant effects, indoor and compartment temperatures, and characteristics (such as size, defrost features, and vintage). The data collected in 1997 was used to construct models of refrigerator energy consumption as a function of key refrigerator and occupant characteristics.

    The Economic Regulatory Administration (ERA) of the Department of Energy (DOE) is considering an application by Bradfield Electric, Inc. (Bradfield), and the Alaska Power Authority (APA) for a Presidential permit to construct, operate, maintain and connect a 69-kilovolt (kV) transmission line which would extend from the APA's Tyee Lake Hydroelectric Power Project located near Wrangell, Alaska, to a point on the US-Canadian international border just east of the South Fork Craig River. The DOE has reviewed an environmental assessment (EA) prepared by the US Forest Service (USFS) in connection with its issuance of a special use permit to construct the proposed line through the Tongass National Forest. Based on this EA, the USFS issued a decision notice and a finding of no significant impact (FONSI) for the proposed project on May 9, 1988. The DOE is adopting this EA as DOE/EA-0375 in partial satisfaction of its responsibilities under the National Environmental Policy Act of 1969 (NEPA) regarding the issuance of a Presidential permit.

    Base Catalyzed Decomposition (BCD) is a chemical dehalogenation process designed for treating soils and other substrate contaminated with polychlorinated biphenyls (PCB), pesticides, dioxins, furans, and other hazardous organic substances. PCBs are heavy organic liquids once widely used in industry as lubricants, heat transfer oils, and transformer dielectric fluids. In 1976, production was banned when PCBs were recognized as carcinogenic substances. It was estimated that significant quantities (one billion tons) of U.S. soils, including areas on U.S. military bases outside the country, were contaminated by PCB leaks and spills, and cleanup activities began. The BCD technology was developed in response to these activities. This report details the evolution of the process, from inception to deployment in Guam, and describes the process and system components provided to the Navy to meet the remediation requirements. The report is divided into several sections to cover the range of development and demonstration activities. Section 2.0 gives an overview of the project history. Section 3.0 describes the process chemistry and remediation steps involved. Section 4.0 provides a detailed description of each component and specific development activities. Section 5.0 details the testing and deployment operations and provides the results of the individual demonstration campaigns. Section 6.0 gives an economic assessment of the process. Section 7.0 presents the conclusions and recommendations form this project. The appendices contain equipment and instrument lists, equipment drawings, and detailed run and analytical data.

    As part of its overall strategy to meet its energy goals, the Naval Facilities Engineering Command (NAVFAC) partnered with the Department of Energy's National Renewable Energy Laboratory (NREL) to rapidly demonstrate and deploy cost-effective renewable energy and energy efficiency technologies. This project was one of several demonstrations of new or underutilized commercial energy technologies. The common goal was to demonstrate and measure the performance and economic benefit of the system while monitoring any ancillary impacts to related standards of service and operation and maintenance (O&M) practices. In short, demonstrations at naval facilities simultaneously evaluate the benefits and compatibility of the technology with the U.S. Department of Defense (DOD) mission, and with NAVFAC's design, construction, operations, and maintenance practices, in particular. This project demonstrated the performance of commercially available advanced power strips (APSs) for plug load energy reductions in building A4 at Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii.

    The Platte River Power Authority (Platte River) is a political subdivision of the state of Colorado, owned by the four municipalities of Fort Collins, Loveland, Longmont and Estes Park, Colorado. Platte River is a non-profit, publicly owned, joint-action agency formed to construct, operate and maintain generating plants, transmission systems and related facilities for the purpose of delivering to the four municipalities electric energy for distribution and resale. Platte River, as a participant in the US Department of Energy (DOE) Site Operator Program, worked to accomplish the Site Operator Program goals and objectives to field test and evaluate electric and electric-hybrid vehicles and electric vehicle systems in a real world application/environment. This report presents results of Platte River`s program (Program) during the five-years Platte River participated in the DOE Site Operator Program. Platte River participated in DOE Site Operator Program from July 3, 1991 through August 31, 1996. During its Program, Platte River conducted vehicle tests and evaluations, and electric vehicle demonstrations in the Front Range region of Northern Colorado. Platte River also investigated electric vehicle infrastructure issues and tested infrastructure components. Platte River`s Program objectives were as follows: evaluate the year round performance, operational costs, reliability, and life cycle costs of electric vehicles in the Front Range region of Northern Colorado; evaluate an electric vehicle`s usability and acceptability as a pool vehicle; test any design improvements or technological improvements on a component level that may be made available to PRPA and which can be retrofit into vehicles; and develop, test and evaluate, and demonstrate components to be used in charging electric vehicles.

    Document describes an onsite workshop and building retuning training conducted in Guam in August 2010. Document reports on issues identified during an audit of several buildings and recommendations to save energy throughout the site. During the workshop, it became apparent that as site personnel maintain the facilities at Guam, the following retuning efforts and strategies should be prioritized: (1) Controlling the mechanical systems operational hours and zone temperature set points appeared to present the best opportunities for savings; (2) Zone temperature set points in some buildings are excessively low, especially at night, when the zone temperatures are so cold that they approached the dewpoint; and (3) Manually-set outside air dampers are providing excessive outside air, especially for spaces that are unoccupied. Two of the larger schools, one on the Naval Base and one on Anderson AFB, are in need of a significant recommissioning effort. These facilities are relatively new, with direct digital controls (DDC) but are significantly out of balance. The pressure in one school is extremely negative, which is pulling humid air through the facility each time a door is opened. The draft can be felt several feet down the halls. The pressure in the other school is extremely positive relative to the outside, and you can stand 20-feet outside and still feel cool drafts of air exiting the building. It is recommended that humidity sensors be installed in all new projects and retrofitted into exist facilities. In this humid climate, control of humidity is very important. There are significant periods of time when the mechanical systems in many buildings can be unloaded and dehumidification is not required. The use of CO{sub 2} sensors should also be considered in representative areas. CO{sub 2} sensors determine whether spaces are occupied so that fresh air is only brought into the space when needed. By reducing the amount of outside air brought into the space, the humidity load is also substantially reduced. CO{sub 2} and humidity sensors, combined with outside air sensors, can be used to predict whether conditions are amenable to mold growth and to automatically adjust systems to help prevent mold without using extra energy. The goal of this training is to give the building operators the knowledge needed to make positive changes in the operation of building systems. As class participants apply this knowledge, building systems will run more efficiently, occupant comfort should improve, while saving energy and reducing greenhouse gas emissions.

    A survey of general considerations relating to the use of coal in US territories and trust territories of the Pacific suggests that coal is a viable option for power generation. Future coal supplies, principally from Australia and the west coast of America, promise to be more than adequate, but large bulk carriers will probably not be able to land coal directly because of inadequate port facilities. Hence, smaller than Panamax-class vessels (60,000 dwt) or some arrangement utilizing self-loading barges or lighters would have to be used. Except for Guam, with peak power requirements on the order of 175 MW/sub e/, most territories have current, albeit inadequate, installations of 1 to 25 MW/sub e/ Turnkey, conventional-coal-fired, electrical-power generating systems are available in that size range. US environmental laws are now applicable to Guam and American Samoa; the trust territories are exempt. However, the small power requirements of many small islands will qualify for exemption from the New Source Performance Standards called for in the Clean Air Act. The principal problems with coal use in the territories, apart from the shallow draft of most harbors, are the limited amount of land available and the high capital costs associated with conversion. Ocean dumping of ash and sludge can be permitted under existing Environmental Protection Agency regulations, and barge-mounted power installations are not out of the question. The feasibility of converting from oil-fired to coal-fired electrical-power generating systems must be determined with site-specific information.

    The paper reviews the physics of tidal power considering gravitational effects of moon and sun; semidiurnal, diurnal, and mixed tides; and major periodic components that affect the tidal range. Shelving, funneling, reflection, and resonance phenomena that have a significant effect on tidal range are also discussed. The paper then examines tidal energy resource for principal developments estimated from parametric modeling in Europe and worldwide. Basic parameters that govern the design of tidal power schemes in terms of mean tidal range and surface area of the enclosed basin are identified. While energy extracted is proportional to the tidal amplitude squared, requisite sluicing are is proportional to the square root of the tidal amplitude. Sites with large tidal amplitudes are therefore best suited for tidal power developments, whereas sites with low tidal amplitudes have sluicing that may be prohibitive. It is shown that 48% of the European tidal resource is in the United Kingdom, 42% in France and 8% in Ireland, other countries having negligible potential. Worldwide tidal resource is identified. Tidal barrage design and construction using caissons is examined, as are alternative operating modes (single-action generation, outflow generation, flood generation, two-way generation, twin basin generation, pumping, etc), development trends and possibilities, generation cost at the barrage boundary, sensitivity to discount rates, general economics, and markets. Environmental effects, and institutional constraints to the development of tidal barrage schemes are also discussed.

    This paper describes a suggested tariff or payment for the local supply of reactive power from distributed energy resources. The authors consider four sample customers, and estimate the cost of supply of reactive power for each customer. The power system savings from the local supply of reactive power are also estimated for a hypothetical circuit. It is found that reactive power for local voltage regulation could be supplied to the distribution system economically by customers when new inverters are installed. The inverter would be supplied with a power factor of 0.8, and would be capable of local voltage regulation to a schedule supplied by the utility.     This paper investigates and confirms one advantageous function of a power packet dispatching system, which has been proposed by authors' group with being apart from the conventional power distribution system. Here is focused on the function to establish the security of power packet dispatching for prohibiting not only information but also power of power packet from being stolen by attackers. For the purpose of protecting power packets, we introduce a simple encryption of power packets before sending them. Encryption scheme based on chaotic signal is one possibility for this purpose. This paper adopts the Differential Chaos Shift Keying (DCSK) scheme for the encryption, those are partial power packet encryption and whole power packet encryption.

    Throughout its history, BP Solar has focused strongly on the production of integrated power solutions to it`s customers, using photovoltaics as the central, but not unique, technology. This paper discusses the customer driven development of two new generation hybrid power systems, one AC the other DC. Both involve the combination of renewable energy with a conventional power source in a fully integrated system, as well as providing remote electronic system access, advanced data and event logging, and comprehensive computer graphic analysis software.     The Blackbeard broadband VHF radio receiver is in low-earth orbit aboard the ALEXIS satellite. The receiver has been used to measure the transmitted power in four VHF bands (55.2-75.8, 28.0-94.8, 132.3-152.2, and 107.7-166.0 MHz) over quiet and noisy parts of the earth. The authors present the results of the survey and discuss their implications. They find that there are remote ocean areas over which the observed spectrum is largely free of man-made interference, but that the spectrum over most of the earth is dominated by broadcast VHF signals. The signal characteristics observed over a given area are quite constant when observed at different times of day and at intervals of several weeks to months. It appears that in many cases the bulk of the signal power is coming from a small number of sources.

    In the case of photovoltaic (PV) systems acting as distributed generation (DG) systems, the DC energy that is produced is fed to the grid through the power-conditioning unit (inverter). The majority of contemporary inverters used in DG systems are current source inverters (CSI) operating at unity power factor. If, however, we assume that voltage source inverters (VSI) can replace CSIs, we can generate reactive power proportionally to the remaining unused capacity at any given time. According to the theory of instantaneous power, the inverter reactive power can be regulated by changing the amplitude of its output voltage. In addition, the inverter active power can be adjusted by modifying the phase angle of its output voltage. Based on such theory, both the active power supply and the reactive power compensation (RPC) can be carried out simultaneously. When the insolation is weak or the PV modules are inoperative at night, the RPC feature of a PV system can still be used to improve the inverter utilisation factor. Some MATLAB simulation results are included here to show the feasibility of the method. (author)

    Much of the clean or slightly contaminated concrete from Decontamination and Decommissioning (D&D) activities could be re-used. Currently, there is no standardized approach, or protocol, for managing the disposition of such materials. Namely, all potential disposition options for concrete, including authorized release for re-use, are generally not fully evaluated in D&D projects, so large quantities have been unduly disposed of as low-level radioactive waste. As a result, costs of D&D have become prohibitively high, hindering expedient cleanup of surplus facilities. The ability to evaluate and implement the option of authorized release of concrete from demolition would result in significant cost savings, while maintaining protection of environmental health and safety, across the Department of Energy (DOE) complex. The Idaho National Engineering and Environmental Laboratory (INEEL), Argonne National Laboratory East (ANL-E), and Vanderbilt University have teamed to develop a protocol for the authorized release of concrete, based on the existing DOE guidance of Order 5400.5, that applies across the DOE complex. The protocol will provide a streamlined method for assessing risks and costs, and reaching optimal disposal options, including re-use of the concrete within the DOE system.

    Concentrating Solar Thermal Power (CSP) and in particular parabolic trough, is a proven large-scale solar power technology. However, CSP cost is not yet competitive with conventional alternatives unless subsidized. Current CSP plants typically include a condensing steam cycle power block which was preferably designed for a continuous operation and higher operating conditions and therefore, limits the overall plant cost effectiveness and deployment. The drawbacks of this power block are as follows: (i) no power generation during low insolation periods (ii) expensive, large condenser (typically water cooled) due to the poor extracted steam properties (high specific volume, sub-atmospheric pressure) and (iii) high installation and operation costs. In the current study, a different power block scheme is proposed to eliminate these obstacles. This power block includes a top Rankine cycle with a back pressure steam turbine and a bottoming Kalina cycle comprising another back pressure turbine and using ammonia-water mixture as a working fluid. The bottoming (moderate temperature) cycle allows power production during low insolation periods. Because of the superior ammonia-water vapor properties, the condensing system requirements are much less demanding and the operation costs are lowered. Accordingly, air cooled condensers can be used with lower economical penalty. Another advantage is that back pressure steam turbines have a less complex design than condensing steam turbines which make their costs lower. All of these improvements could make the combined cycle unit more cost effective. This unit can be applicable in both parabolic trough and central receiver (solar tower) plants. The potential advantage of the new power block is illustrated by a detailed techno-economical analysis of two 50 MW parabolic trough power plants, comparing between the standard and the novel power block. The results indicate that the proposed plant suggests a 4-11% electricity cost saving. (author)

    Lately, there has been a mounting concern about the electromagnetic compatibility of nuclear-power-plant systems mainly because of the effects due to the nuclear electromagnetic pulse, and also because of the introduction of more-sophisticated and, therefore, more-susceptible solid-state devices into the plants. Questions have been raised about the adequacy of solid-state-device protection against plant electromagnetic-interference sources and transients due to the nuclear electromagnetic pulse. In this paper, the author briefly reviews the environment, and the coupling, susceptibility, and vulnerability assessment issues of commercial nuclear power plants.

    The nuclear power generation fits perfectly with the long duration load profile of the Finnish power system. The good performance of the Finnish nuclear power has yielded benefits also to the consumers through its contribution to decreasing the electricity price. Furthermore, the introduction of nuclear power has resulted in a clear drop in carbon dioxide emissions from electricity generation in the shift of 1970's and 1980's. In the year 2001 the four Finnish nuclear power units at Loviisa and Olkiluoto generated 22.8 TWh electricity, equivalent to 28 per cent of the total consumption. Loviisa power station has a net output capacity of 2 x 488 MW, and Olkiluoto 2 x 840 MW. The capacity factors of the four nuclear units have been above 90 per cent, which are among the highest in the world. The energy-intensive process industries in particular have strong belief in nuclear power. In November 2000, Teollisuuden Voima company (TVO) submitted to the Finnish Government an application for decision in principle concerning the construction of a new nuclear power plant unit. The arguments were among other things to guarantee for the Finnish industry the availability of cheap electric energy and to meet the future growth of electricity consumption in Finland. The carbon-free nuclear power also represents the most efficient means to meet the Greenhouse Gas abatement quota of Finland. Simultaneously, the energy policy of the Government includes intensive R and D and investment support for the renewable energy sources and energy conservation, and the objective is also to replace coal with natural gas as much as reasonably possible. The fifth nuclear unit would be located in one of the existing Finnish nuclear sites, i.e. Olkiluoto or Loviisa. The size of the new nuclear unit would be in the range of 1000 to 1600 MW electric. The ready infrastructure of the existing site could be utilised resulting in lower investment cost for the new unit. The Finnish Government accepted the application of TVO Company on January 17, 2002, but the final word will be said by the Parliament. During the spring 2002 there will be intensive discussion on all levels, whether nuclear power is for or against 'the total benefit of the society'. The Parliament decision is expected to be made by the summer 2002. In this paper, firstly a financial comparison of the new base-load power plant alternatives is carried out in the Finnish circumstances, and secondly the actual power production costs of the existing Olkiluoto nuclear power plant based on the operating history of about 20 years will be referred.     The notion of entangling power of unitary matrices was introduced by Zanardi, Zalka and Faoro [PRA, 62, 030301]. We study the entangling power of permutations, given in terms of a combinatorial formula. We show that the permutation matrices with zero entangling power are, up to local unitaries, the identity and the swap. We construct the permutations with the minimum nonzero entangling power for every dimension. With the use of orthogonal latin squares, we construct the permutations with the maximum entangling power for every dimension. Moreover, we show that the value obtained is maximum over all unitaries of the same dimension, with possible exception for 36. Our result enables us to construct generic examples of 4-qudits maximally entangled states for all dimensions except for 2 and 6. We numerically classify, according to their entangling power, the permutation matrices of dimension 4 and 9, and we give some estimates for higher dimensions.

    With the rapidly growing penetration level of wind and solar generation, the challenges of managing variability and the uncertainty of intermittent renewable generation become more and more significant. The problem of power variability and uncertainty gets exacerbated when each balancing authority (BA) works locally and separately to balance its own subsystem. The virtual BA concept is based on various forms of collaboration between individual BAs to manage power variability and uncertainty. The virtual BA will have a wide area control capability in managing its operational balancing requirements in different time frames. This coordination results in the improvement of efficiency and reliability of power system operation while facilitating the high level integration of green, intermittent energy resources. Several strategies for virtual BA implementation, such as Area Control Error (ACE) diversity interchange (ADI), variable generation only BA, BA consolidation, dynamic scheduling, and regulation and load following sharing are discussed in this paper. The objective of such strategies is to allow individual BAs within a large power grid to help each other dealing with power variability. Innovative methods have been developed to simulate the balancing operation of BAs. These methods evaluate the BA operation through a number of metrics such as capacity, ramp rate, ramp duration, energy and cycling requirements to evaluate the performance of different virtual BA strategies.

Capacitors, for example, are one of the weakest elements in high-power pulsed systems, especially when operation at high-repetition frequencies for extended periods of time are necessary.     To support the Space Exploration Initiative (SEI), a study was performed to investigate power system alternatives for the rover vehicles and servicers that were subsequently generated for each of these rovers and servicers, candidate power sources incorporating various power generation and energy storage technologies were identified. The technologies were those believed most appropriate to the SEI missions, and included solar, electrochemical, and isotope systems. The candidates were characterized with respect to system mass, deployed area, and volume. For each of the missions a preliminary selection was made. Results of this study depict the available power sources in light of mission requirements as they are currently defined.

    The high-performance computing (HPC) community has been greatly concerned about energy efficiency. To address this concern, it is essential to understand and characterize the electrical loads of HPC applications. In this work, we study whether HPC applications can be distinguished by their power-consumption patterns using quantitative measures in an automatic manner. Using a collection of 88 power traces from 4 different systems, we find that basic statistical measures do a surprisingly good job of summarizing applications' distinctive power behavior. Moreover, this study opens up a new area of research in power-aware HPC that has a multitude of potential applications.

    Pratt and Whitney Rocket dyne's Engine Balance (EBAL) thermal/fluid system code has been expanded to model nuclear power closed Brayton cycle (CBC) power conversion systems. EBAL was originally developed to perform design analysis of hypersonic vehicle propellant and thermal management systems analysis. Later, it was adapted to rocket engine cycles. The new version of EBAL includes detailed, physics-based models of all key CBC system components. Some component examples are turbo-alternators, heat exchangers, heat pipe radiators, and liquid metal pumps. A liquid metal cooled reactor is included and a gas cooled reactor model is in work. Both thermodynamic and structural analyses are performed for each component. EBAL performs steady-state design analysis with optimization as well as off-design performance analysis. Design optimization is performed both at the component level by the component models and on the system level with a global optimizer. The user has the option to manually drive the optimization process or run parametric analysis to better understand system trade-off. Although recent EBAL developments have focused on a CBC conversion system, the code is easily extendible to other power conversion cycles. This new, more powerful version of EBAL allows for rapid design analysis and optimization of space power systems. A notional example of EBAL's capabilities is included. (authors)

    Fusion power plants could be part of a future portfolio of non-carbon dioxide producing energy supplies such as wind, solar, biomass, advanced fission power, and fossil energy with carbon dioxide sequestration. In this paper, we discuss key issues that could impact fusion energy deployment during the last half of this century. These include geographic issues such as resource availability, scale issues, energy storage requirements, and waste issues. The resource needs and waste production associated with fusion deployment in the U.S. should not pose serious problems. One important feature of fusion power is the fact that a fusion power plant should be locatable within most local or regional electrical distribution systems. For this reason, fusion power plants should not increase the burden of long distance power transmission to our distribution system. In contrast to fusion power, regional factors could play an important role in the deployment of renewable resources such as wind, solar and biomass or fossil energy with CO2 sequestration. We examine the role of these regional factors and their implications for fusion power deployment.

    The Morris County Improvement Authority (?Authority?), a public body corporate and politic of the State of New Jersey and created and controlled by the County, at the direction of the County and through the Program guaranteed by the County, financed 3.2 MW of solar projects (?Solar Projects?) at fifteen (15) sites for seven (7) local government units (?Local Units?) in and including the County. The Program uses a Power Purchase Agreement (?PPA?) structure, where the Solar Developer constructs, operates and maintains all of the Solar Projects, for the benefit of the Local Units and the Authority, for the maximum State law allowable PPA period of fifteen (15) years. Although all fifteen (15) sites were funded by the Authority, only the Mennen Arena site was considered for the purposes of the required local match funding for this grant. Specifically at the Mennen Arena site, the Authority financed 1.6 MW of solar panels. On October 18, 2013, the DOE Grant was drawn down following completion of the necessary application documents and final execution of an agreement memorializing the contemplated transaction by the Local Units, the County, The Authority and the solar developer. The proceeds of the DOE Grant were then applied to reduce the PPA price to all Local Units across the program and increase the savings from approximately 1/3 to almost half off the existing and forecasted utility pricing over the fifteen (15) year term, without adversely affecting all of the other benefits. With the application of the rate buy down, the price of electricity purchased under the PPA dropped from 10.9 to 7.7 cents/kWh. This made acquisition of renewable energy much more affordable for the Local Units, and it enhanced the success of the program, which will encourage other counties and local units to develop similar programs.

    The Arizona Governor’s Office of Energy Policy, in partnership with Tucson Electric Power (TEP), Tendril, and Next Phase Energy (NPE), formed the TEP Power Partners pilot project to demonstrate how residential customers could access their energy usage data and third party applications using data obtained from an Automatic Meter Reading (AMR) network. The project applied for and was awarded a Smart Grid Data Access grant through the U.S. Department of Energy. The project participants’ goal for Phase I is to actively engage 1,700 residential customers to demonstrate sustained participation, reduction in energy usage (kWh) and cost ($), and measure related aspects of customer satisfaction. This Demonstration report presents a summary of the findings, effectiveness, and customer satisfaction with the 15-month TEP Power Partners pilot project. The objective of the program is to provide residential customers with energy consumption data from AMR metering and empower these participants to better manage their electricity use. The pilot recruitment goals included migrating 700 existing customers from the completed Power Partners Demand Response Load Control Project (DRLC), and enrolling 1,000 new participants. Upon conclusion of the project on November 19, 2013: ? 1,390 Home Area Networks (HANs) were registered. ? 797 new participants installed a HAN. ? Survey respondents’ are satisfied with the program and found value with a variety of specific program components. ? Survey respondents report feeling greater control over their energy usage and report taking energy savings actions in their homes after participating in the program. ? On average, 43 % of the participants returned to the web portal monthly and 15% returned weekly. ? An impact evaluation was completed by Opinion Dynamics and found average participant savings for the treatment period1 to be 2.3% of their household use during this period.2 In total, the program saved 163 MWh in the treatment period of 2013.

    With the rapidly growing penetration level of wind and solar generation, the challenges of managing variability and the uncertainty of intermittent renewable generation become more and more significant. The problem of power variability and uncertainty gets exacerbated when each balancing authority (BA) works locally and separately to balance its own subsystem. The virtual BA concept means various forms of collaboration between individual BAs must manage power variability and uncertainty. The virtual BA will have a wide area control capability in managing its operational balancing requirements in different time frames. This coordination results in the improvement of efficiency and reliability of power system operation while facilitating the high level integration of green, intermittent energy resources. Several strategies for virtual BA implementation, such as ACE diversity interchange (ADI), wind only BA, BA consolidation, dynamic scheduling, regulation and load following sharing, extreme event impact study are discussed in this report. The objective of such strategies is to allow individual BAs within a large power grid to help each other deal with power variability. Innovative methods have been developed to simulate the balancing operation of BAs. These methods evaluate the BA operation through a number of metrics — such as capacity, ramp rate, ramp duration, energy and cycling requirements — to evaluate the performances of different virtual BA strategies. The report builds a systematic framework for evaluating BA consolidation and coordination. Results for case studies show that significant economic and reliability benefits can be gained. The merits and limitation of each virtual BA strategy are investigated. The report provides guidelines for the power industry to evaluate the coordination or consolidation method. The application of the developed strategies in cooperation with several regional BAs is in progress for several off-spring projects.

    The initial goal of the SNS project is to produce a 1 MW average beam of protons with short pulse lengths onto a neutron-producing target. The objective of the SNS RF system is to generate 117 MW peak of pulsed 805 MHz microwave power with an accelerated beam pulse length of 1.04 ms at a 60 Hz repetition rate. The power system must be upgradeable in peak power to deliver 2 MW average power to the neutron target. The RF system also requires about 3 MW peak of RF power at 402.5 MHz, but that system is not discussed here. The design challenge is to produce an RF system at minimum cost, that is very reliable and economical to operate. The combination of long pulses and high repetition rates make conventional solutions, such as the pulse transformer and transmission line method, very expensive. The klystron, with a modulating anode, and 1.5 MW of peak output power is the baseline RF amplifier, an 56 are required in the baseline design. The authors discuss four power system configurations that are the candidates for the design. The baseline design is a floating-deck modulating anode system. A second power system being investigated is the fast-pulsed power supply, that can be turned on and off with a rise time of under 0.1 ms. This could eliminate the need for a modulator, and drastically reduce the energy storage requirements. A third idea is to use a pulse transformer with a series IGBT switch and a bouncer circuit on the primary side, as was done for the TESLA modulator. A fourth method is to use a series IGBT switch at high voltage, and not use a pulse transformer. The authors discuss the advantages and problems of these four types of power systems, but they emphasize the first two.

    Previous investigations of structural power flow through beam-like structures resulted in some unexplained anomalies in the calculated data. In order to develop structural power flow measurement as a viable technique for machine tool design, the causes of these anomalies needed to be found. Once found, techniques for eliminating the errors could be developed. Error sources were found in the experimental apparatus itself as well as in the instrumentation. Although flexural waves are the carriers of power in the experimental apparatus, at some frequencies longitudinal waves were excited which were picked up by the accelerometers and altered power measurements. Errors were found in the phase and gain response of the sensors and amplifiers used for measurement. A transfer function correction technique was employed to compensate for these instrumentation errors.

    A system and method for determining and providing reactive power compensation for an inductive load. A reactive power compensator (50,50') monitors the voltage and current flowing through each of three distribution lines (52a, 52b, 52c), which are supplying three-phase power to one or more inductive loads. Using signals indicative of the current on each of these lines when the voltage waveform on the line crosses zero, the reactive power compensator determines a reactive power compensator capacitance that must be connected to the lines to maintain a desired VAR level, power factor, or line voltage. Alternatively, an operator can manually select a specific capacitance for connection to each line, or the capacitance can be selected based on a time schedule. The reactive power compensator produces control signals, which are coupled through optical fibers (102/106) to a switch driver (110, 110') to select specific compensation capacitors (112) for connections to each line. The switch driver develops triggering signals that are supplied to a plurality of series-connected solid state switches (350), which control charge current in one direction in respect to ground for each compensation capacitor. During each cycle, current flows from ground to charge the capacitors as the voltage on the line begins to go negative from its positive peak value. The triggering signals are applied to gate the solid state switches into a conducting state when the potential on the lines and on the capacitors reaches a negative peak value, thereby minimizing both the potential difference and across the charge current through the switches when they begin to conduct. Any harmonic distortion on the potential and current carried by the lines is filtered out from the current and potential signals used by the reactive power compensator so that it does not affect the determination of the required reactive compensation. 26 figs.

    Power transformers are the major piece of equipment in high-voltage substations. A considerable number of these transformers exist in Iran`s integrated network. Due to the climate diversity and improper usage, many of these transformers age rapidly, suffer failure and are taken out of service before half their useful life. At the present time the utility companies have no specific time-frame and plan for preventive overhaul. Detection of preventive overhaul time will increase the remaining life of transformers and improve the reliability of substations. An exact check of the remaining lifetime of transformers is not yet possible by available diagnostic techniques. In this paper, the authors present a method of identifying the right time for preventive overhaul in 63 kV power transformers. This method is developed based on 25 year transformer performance records in Northern Iran (subtropical climate) and with the utilization of studies done by electrical engineering communities world-wide.

    The application of superconductors to electric power systems has been actively pursued over the past 30 years. Following the realization of high-field, high-current superconductors in 1961, researchers applied these type II materials, such as Nb-Ti and Nb{sub 3}Sn, to laboratory magnets, followed by generators, motors, and transmission cables. Successful prototypes for the latter were constructed and tested by the mid-1980s. It is fair to assume that widespread utility acceptance of these low-temperature superconducting (LTS) power applications was compromised by the necessity for liquid helium cooling. The discovery of the high-temperature superconductors (HTS) in 1986, which offered the prospect for liquid nitrogen cooling, provided renewed interest and impetus and spurred the development of HTS power components. The expectations for HTS power components are, in fact, near realization, as a result of the rapid worldwide progress in HTS wire and tape development. This paper will review the history and present status of superconducting power-system-related applications. The major problems facing this technology and the prospects for commercialization and eventual integration into the utility sector will be discussed. General acceptance for superconducting power equipment by the electric utilities and other end-users will ultimately be based on the respective system performance, efficiency, reliability and maintenance, operational lifetime, and installed cost compared to conventional technologies.
