    Base Catalyzed Decomposition (BCD) is a chemical dehalogenation process designed for treating soils and other substrate contaminated with polychlorinated biphenyls (PCB), pesticides, dioxins, furans, and other hazardous organic substances. PCBs are heavy organic liquids once widely used in industry as lubricants, heat transfer oils, and transformer dielectric fluids. In 1976, production was banned when PCBs were recognized as carcinogenic substances. It was estimated that significant quantities (one billion tons) of U.S. soils, including areas on U.S. military bases outside the country, were contaminated by PCB leaks and spills, and cleanup activities began. The BCD technology was developed in response to these activities. This report details the evolution of the process, from inception to deployment in Guam, and describes the process and system components provided to the Navy to meet the remediation requirements. The report is divided into several sections to cover the range of development and demonstration activities. Section 2.0 gives an overview of the project history. Section 3.0 describes the process chemistry and remediation steps involved. Section 4.0 provides a detailed description of each component and specific development activities. Section 5.0 details the testing and deployment operations and provides the results of the individual demonstration campaigns. Section 6.0 gives an economic assessment of the process. Section 7.0 presents the conclusions and recommendations form this project. The appendices contain equipment and instrument lists, equipment drawings, and detailed run and analytical data.

    This study investigates how process heat from Guatemala's geothermal energy resources can be developed to reduce Guatemala's costly importation of oil, create new employment by encouraging new industry, and reduce fuel costs for existing industry. This investigation was funded by the US Agency for International Development and carried out jointly by the Guatemalan Government and the Los Alamos National Laboratory. Two sites, Amatitlan and Zunil, are being developed geothermally. Amatitlan is in the better industrial area but Zunil's geothermal development is more advanced. The industry around Zunil is almost exclusively agricultural and the development of an agricultural processing plant (freezing, dehydration, and cold storage) using geothermal heat is recommended. Similar developments throughout the volcanic zones of Guatemala are possible. Later, when the field at Amatitlan has been further developed, an industrial park can be planned. Potential Amatitlan applications are the final stage of salt refining, a thermal power plant, hospital/hotel heating and cooling, steam curing of concrete blocks, production of alcohol from sugar cane, and production of polyethylene from ethanol. Other special developments such as water pumping for the city of Guatemala and the use of moderate-temperature geothermal fluids for localized power production are also possible. 12 refs., 13 figs., 14 tabs.

    Document describes an onsite workshop and building retuning training conducted in Guam in August 2010. Document reports on issues identified during an audit of several buildings and recommendations to save energy throughout the site. During the workshop, it became apparent that as site personnel maintain the facilities at Guam, the following retuning efforts and strategies should be prioritized: (1) Controlling the mechanical systems operational hours and zone temperature set points appeared to present the best opportunities for savings; (2) Zone temperature set points in some buildings are excessively low, especially at night, when the zone temperatures are so cold that they approached the dewpoint; and (3) Manually-set outside air dampers are providing excessive outside air, especially for spaces that are unoccupied. Two of the larger schools, one on the Naval Base and one on Anderson AFB, are in need of a significant recommissioning effort. These facilities are relatively new, with direct digital controls (DDC) but are significantly out of balance. The pressure in one school is extremely negative, which is pulling humid air through the facility each time a door is opened. The draft can be felt several feet down the halls. The pressure in the other school is extremely positive relative to the outside, and you can stand 20-feet outside and still feel cool drafts of air exiting the building. It is recommended that humidity sensors be installed in all new projects and retrofitted into exist facilities. In this humid climate, control of humidity is very important. There are significant periods of time when the mechanical systems in many buildings can be unloaded and dehumidification is not required. The use of CO{sub 2} sensors should also be considered in representative areas. CO{sub 2} sensors determine whether spaces are occupied so that fresh air is only brought into the space when needed. By reducing the amount of outside air brought into the space, the humidity load is also substantially reduced. CO{sub 2} and humidity sensors, combined with outside air sensors, can be used to predict whether conditions are amenable to mold growth and to automatically adjust systems to help prevent mold without using extra energy. The goal of this training is to give the building operators the knowledge needed to make positive changes in the operation of building systems. As class participants apply this knowledge, building systems will run more efficiently, occupant comfort should improve, while saving energy and reducing greenhouse gas emissions.

    The National Renewable Energy Laboratory (NREL) and the U.S. Navy have worked together to demonstrate new or leading-edge commercial energy technologies whose deployment will support the U.S. Department of Defense (DOD) in meeting its energy efficiency and renewable energy goals while enhancing installation energy security. This is consistent with the 2010 Quadrennial Defense Review report1 that encourages the use of 'military installations as a test bed to demonstrate and create a market for innovative energy efficiency and renewable energy technologies coming out of the private sector and DOD and Department of Energy laboratories,' as well as the July 2010 memorandum of understanding between DOD and the U.S. Department of Energy (DOE) that documents the intent to 'maximize DOD access to DOE technical expertise and assistance through cooperation in the deployment and pilot testing of emerging energy technologies.' As part of this joint initiative, a promising waste-to-energy (WTE) technology was selected for demonstration at the Hickam Commissary aboard the Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii. The WTE technology chosen is called high-energy densification waste-to-energy conversion (HEDWEC). HEDWEC technology is the result of significant U.S. Army investment in the development of WTE technology for forward operating bases.

    As part of its overall strategy to meet its energy goals, the Naval Facilities Engineering Command (NAVFAC) partnered with the Department of Energy's National Renewable Energy Laboratory (NREL) to rapidly demonstrate and deploy cost-effective renewable energy and energy efficiency technologies. This project was one of several demonstrations of new or underutilized commercial energy technologies. The common goal was to demonstrate and measure the performance and economic benefit of the system while monitoring any ancillary impacts to related standards of service and operation and maintenance (O&M) practices. In short, demonstrations at naval facilities simultaneously evaluate the benefits and compatibility of the technology with the U.S. Department of Defense (DOD) mission, and with NAVFAC's design, construction, operations, and maintenance practices, in particular. This project demonstrated the performance of commercially available advanced power strips (APSs) for plug load energy reductions in building A4 at Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii.

The consistent year-round demand for air conditioning and dehumidification in Hawaii provides an advantageous demonstration location for advanced rooftop control (ARC) retrofit kits to packaged rooftop units (RTUs). This report summarizes the field demonstration of ARCs installed on nine RTUs serving a 70,000-ft2 exchange store (large retail) and two RTUs, each serving small office buildings located on Joint Base Pearl Harbor-Hickam (JBPHH).

    The well logging team from Los Alamos and its counterpart from Central America were tasked to investigate the condition of four producing geothermal wells in the Zunil Geothermal Field. The information obtained would be used to help evaluate the Zunil geothermal reservoir in terms of possible additional drilling and future power plant design. The field activities focused on downhole measurements in four production wells (ZCQ-3, ZCQ-4, ZCQ-5, and ZCQ-6). The teams took measurements of the wells in both static (shut-in) and flowing conditions, using the high-temperature well logging tools developed at Los Alamos National Laboratory. Two well logging missions were conducted in the Zunil field. In October 1988 measurements were made in well ZCQ-3, ZCQ-5, and ZCQ-6. In December 1989 the second field operation logged ZCQ-4 and repeated logs in ZCQ-3. Both field operations included not only well logging but the collecting of numerous fluid samples from both thermal and nonthermal waters. 18 refs., 22 figs., 7 tabs.

    Radiometric ages indicate that the Tecuamburro Volcano and three adjacent lava domes grew during the last 38,300 years, and that a 360-m-wide phreatic crater, Laguna Ixpaco, was formed near the base of these domes about 2900 years ago. Laguna Ixpaco is located within the Chupadero crater, from which pyroxene pumice deposits were erupted 38,300 years ago. Thus, the likelihood is great for a partly molten or solid-but-still-hot near-surface intrusion beneath the area. Fumaroles and hot springs issue locally from the Tecuamburro volcanic complex and near Laguna Ixpaco. Analyses of gas and fluid samples from these and other nearby thermal manifestations yield chemical-geothermometer temperatures of about 150{degree} to 300{degree}C, with the highest temperatures at Ixpaco. The existence of a commercial-grade geothermal reservoir beneath the Ixpaco area seems likely. 84 refs., 70 figs., 12 tabs.

    The Department of Energy (DOE) distributes small grants for alternative energy projects through their Appropriate Energy Technology (AET) Grants Program. This program extends to the western Pacific, where DOE has given 15 grants for projects in American Samoa the Commonwealth of the Mariana Islands, (CMI), Guam, and the Trust Territory of the Paclfic. Average grant size is $12.5K. Projects in Guam and the CMI include two solar systems for hot water heating, a typhoon-proof greenhouse, and a methane digester in Guam, and three educational projects for solar water heating and distilling, wind water pumping, and methane generating in the CMI. Some of the projects are succesful but others are having difficulties because of particular regional engineering problems (corrosion, typhoons, construction logistics, materials, lack of technicians). Historically, federal grants are not always in harmony with western Pacific cultures, and AET grants should be distributed with a sensitivity toward long range effects.

    In early 1995, a DSM pilot initiative has been launched in the French islands of Guadeloupe and Reunion through a partnership between several public and private partners (the French Public Utility EDF, the University of Reunion Island, low cost housing companies, architects, energy consultants, etc...) to set up standards to improve thermal design of new residential buildings in tropical climates. This partnership led to defining optimized bio-climatic urban planning and architectural designs featuring the use of passive cooling architectural principles (solar shading, natural ventilation) and components, as well as energy efficient systems and technologies.     In a series of maps and figures, this atlas summarizes what is known about the energy resources and how these resources and oil imports supply the energy needs of five Central American countries: Guatemala, El Salvador, Honduras, Costa Rica, and Panama. The main exploited energy resources are firewood, hydroelectric energy, bagasse from sugar cane residues, and geothermal energy. Limited oil exploration in the region has uncovered modest oil resources only in Guatemala. Peat and small coal deposits are also known to exist but are not presently being exploited. After the description of energy resources, this atlas describes energy supply and demand patterns in each country. It concludes with a description of socioeconomic data that strongly affect energy demand. 4 refs.

    A survey of general considerations relating to the use of coal in US territories and trust territories of the Pacific suggests that coal is a viable option for power generation. Future coal supplies, principally from Australia and the west coast of America, promise to be more than adequate, but large bulk carriers will probably not be able to land coal directly because of inadequate port facilities. Hence, smaller than Panamax-class vessels (60,000 dwt) or some arrangement utilizing self-loading barges or lighters would have to be used. Except for Guam, with peak power requirements on the order of 175 MW/sub e/, most territories have current, albeit inadequate, installations of 1 to 25 MW/sub e/ Turnkey, conventional-coal-fired, electrical-power generating systems are available in that size range. US environmental laws are now applicable to Guam and American Samoa; the trust territories are exempt. However, the small power requirements of many small islands will qualify for exemption from the New Source Performance Standards called for in the Clean Air Act. The principal problems with coal use in the territories, apart from the shallow draft of most harbors, are the limited amount of land available and the high capital costs associated with conversion. Ocean dumping of ash and sludge can be permitted under existing Environmental Protection Agency regulations, and barge-mounted power installations are not out of the question. The feasibility of converting from oil-fired to coal-fired electrical-power generating systems must be determined with site-specific information.

    Exploration activity in South America, Central America, the Caribbean area, and Mexico in 1986 was considerably reduced compared to 1985. Brazil, Colombia, Ecuador, Guatemala, and Venezuela had increased oil production, with Colombia showing a dramatic 71% increase attributed mainly to bringing on-stream the pipeline connecting Occidental-Shell-Ecopetrol's Cano Limon complex to the port of Covenas. Significant discoveries were reported from Argentina in the Olmedo, Oran, and San Jorge basins; Brazil in the offshore Campos and Amazon basins; Colombia in the Llanos basin; Ecuador in the Oriente basin; Mexico in the Bay of Campeche; Peru in the Ucayali basin; and Venezuela in the Eastern Venezuela basin. Eastern Venezuela's Furrial discovery is reported to have recoverable reserves of more than 1 million bbl of oil, and Shell's Ucayali basin discovery is reported to hold more than 7 tcf of gas. 7 figures, 10 tables.

    We present a coupled fluid-dynamic and electromagnetic model for volcanic ash plumes. In a forward approach, the model is able to simulate the plume dynamics from prescribed input flow conditions and generate the corresponding synthetic thermal infrared (TIR) image, allowing a comparison with field-based observations. An inversion procedure is then developed to retrieve ash plume properties from TIR images. The adopted fluid-dynamic model is based on a one-dimensional, stationary description of a self-similar (top-hat) turbulent plume, for which an asymptotic analytical solution is obtained. The electromagnetic emission/absorption model is based on the Schwarzschild's equation and on Mie's theory for disperse particles, assuming that particles are coarser than the radiation wavelength and neglecting scattering.     The San Jose Accord was signed in San Jose, Costa Rica on August 3, 1980 by the Presidents of Venezuela and Mexico, whereby the two countries mutually committed to supply the net imported domestic oil consumption of several Central American and Caribbean countries. Countries initially participating in the program are: Barbados, Costa Rica, Dominican Republic, El Salvador, Guatemala, Honduras, Jamaica, Nicaragua, and Panama. Seven eastern Caribbean countries were to meet on October 7 to petition for inclusion in the Accord, namely: Antigua, St. Kitt/Nevis, Montserrat, Dominica, St. Lucia, St. Vincent, and Grenada. The official language of the Accord is presented, and the operative status of the Accord two years after signing is discussed.     This study describes the energy resources and the changes that have taken place in energy supply and demand in five Central American countries between 1970 and 1984. Economic changes are also reviewed because they influence and are affected by changes in the energy sector. The work was performed under the auspices of the US Agency for International Development. The Central American countries of Costa Rica, El Salvador, Guatemala, Honduras, and Panama are highly dependent on fuel wood as a source of energy, particularly in the residential sector. They also rely upon imported oil products to supply a growing modern sector. Most countries have significant hydroelectric and geothermal resources, and most countries produce a large portion of their electricity from hydroelectric projects. Demand for electricity has grown rapidly. Relative shares of primary versus secondary energy in the five countries vary significantly and strongly correlate with average per capita income. Consumption of secondary energy has declined during the recent economic recession suffered by the region.

    The successful installation and operation of the Pierre Auger Observatory in Argentina has been a milestone in Astroparticle research in Latin America, generating new regional research opportunities in the field. In this context, the LAGO project, begun in 2005 with the aim of studying the high-energy component of gamma ray bursts (GRBs). This observatory consists of different arrays of water-Cherenkov detectors installed in high altitude mountains throughout Latin America. Recently, it has demonstrated the feasibility of conducting studies on the solar modulation of the galactic cosmic ray flux. Currently more than 80 scientists and students from Mexico, Guatemala, Colombia, Venezuela, Ecuador, Peru, Bolivia and Argentina are integrated into the LAGO Collaboration.     The idea of using secondary cosmic muons to scan the internal structure of a given body has known significant developments since the first archaeological application by Alvarez and collaborators on the Gizah pyramids. Recent applications cover the fields of volcanology, hydrology, civil engineering, mining, archaeology etc. Muon radiography features are essentially identical to those of medical X-ray imaging techniques. It is a contrast densitometry method using the screening effect of the body under study on the natural flux of cosmic muons. This technique is non-invasive and complements the standard geophysical techniques, e.g. electrical tomography or gravimetry. It may be applied to a large variety of geological targets, among which the domes of active volcanoes. In this context muon tomography presents the noticeable advantage to perform measurements of large volumes, with a large aperture, from a distant point, far from the potentially dangerous zones. The same conclusions apply regarding the monitoring of the volcano's activity since muon tomography provides continuous data taking, provided the muon detectors are sufficiently well designed and autonomous. Recent measurements on La Soufri\\`ere of Guadeloupe (Lesser Antilles, France) show, over a one year period, large modulations of the crossing muon flux, correlated with an increase of the activity in the dome. In order to firmly establish the sensitivity of the method and of our detectors and to disentangle the effects on the muon flux modulations induced by the volcano's hydrothermal system from those induced by other sources, e.g. atmospheric temperature and pressure, we perform a dedicated calibration experiment inside a water tower tank. We show how the method is fully capable of dynamically following fast variations in the density.

  4. Petroleum geology of northern central America

    Major reserves of oil exist in the Reforma area of Tabasco and Chiapas states and the Campeche Shelf of SE Mexico in high-energy, bank-edge, reef-derived or reef-associated carbonate rocks, ranging in age from Late Jurassic to earliest Late Cretaceous. It is the conclusion of this study that the Reforma reservoir facies does not extend into West Guatemala. However, there the potential for major reserves in bank and lagoonal carbonates of similar age is considered excellent. A variety of structures, mostly resulting from salt tectonics, is present. Known reservoir rocks include fractured carbonates with secondary porosity resulting from solution and dolomitization, and limestones with primary intergranular porosity. An indigenous source is likely for the large quantities of oil which have been tested at Rubelsanto. Seals in the form of thick intervals of Cretaceous anhydrite and, in places, of Tertiary fine-grained clastics, are abundant. The area E of Rubelsanto may have considered merit, particularly if detailed structural analysis indicates that similar salt-tectonic features are present. The less deeply-buried areas of Cretaceous carbonates are not highly regarded because: (1) salt is absent; (2) temperatures sufficient for maturation of hydrocarbons may be lacking; and (3) a considerable number of dry holes with no significant shows have been drilled. North Guatemala is somewhat attractive, because the proper combination of unmetamorphosed Paleozoic organic shale on basement highs, well-developed Todos Santos sandstone reservoirs, and the overlying thick evaporite seal could trap sizable hydrocarbon accumulations. However, as degree of metamorphism decreases, presumably basinward, distance from source terrain for detritus increases and reservoirs may be inadequate. 13 figures, 1 table.

    The Army National Guard (ARNG) has over 110,000,000 square feet of heated, cooled and lighted facilities in all 50 States and the District of Columbia, Puerto Rico, the Virgin Islands, and Guam. Facilities mix runs the gamut from aviation hangers to weekend use armories. Utility costs are paid by Federal, State, and local agencies, and sometimes with different agencies sharing costs in the same facility. Facilities ages range from early 1900s converted horse stables to current ultra-modern office buildings. Each ARNG State energy manager has a formidable challenge and many innovative ideas for reducing energy costs have evolved. These ideas can be summed up in a concept referred to as {open_quotes}Partnering.{close_quotes} This concept of partnering at all levels of government has enabled the National Guard to lower its overall utility costs by 10% in the last three years. In its {open_quotes}Road Map to Facilities Energy Management,{close_quotes} an ARNG Handbook developed for Energy Managers, Partnering has a separate chapter with a mission statement of `Developing partnerships is to encourage agencies to work together to maximize energy savings and promote energy conservation awareness.` This presentation will cover how the Army National Guard has partnered with Federal, State, Regional, and local government agencies to achieve its Facility Energy Management Successes. Examples will be presented showing successful partnering with government agencies and partnerships with manufacturers and Energy Service Companies in conducting audits and ESPC contracting. The projects performed range from Eskimo Scout Armories in Alaska, installing Solar Hot Water heating in Colorado, and Waste Oil burners in Maine, developing plans for wind energy generators in Utah. and conducting lighting projects in Mississippi. Inventive partnering has allowed the Army National Guard to really stretch its utility dollars.

    The study, Energy Vulnerability Assessment of the US Pacific Islands, was mandated by the Congress of the United States as stated in House Resolution 776-220 of 1992, Section 1406. The resolution states that the US Secretary of Energy shall conduct a study of the implications of the unique vulnerabilities of the insular areas to an oil supply disruption. Such study shall outline how the insular areas shall gain access to vital oil supplies during times of national emergency. The resolution defines insular areas as the US Virgin Islands, Puerto Rico, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, and Palau. The US Virgin Islands and Puerto Rico are not included in this report. The US Department of Energy (USDOE) has broadened the scope of the study contained in the House Resolution to include emergency preparedness and response strategies which would reduce vulnerability to an oil supply disruption as well as steps to ameliorate adverse economic consequences. This includes a review of alternative energy technologies with respect to their potential for reducing dependence on imported petroleum. USDOE has outlined the four tasks of the energy vulnerability assessment as the following: (1) for each island, determine crude oil and refined product demand/supply, and characterize energy and economic infrastructure; (2) forecast global and regional oil trade flow patterns, energy demand/supply, and economic activities; (3) formulate oil supply disruption scenarios and ascertain the general and unique vulnerabilities of these islands to oil supply disruptions; and (4) outline emergency preparedness and response options to secure oil supplies in the short run, and reduce dependence on imported oil in the longer term.

    Exploration activity in South America, Central America, the Caribbean area, and Mexico in 1987 showed significant increases in seismic acquisition in Belize, Bolivia, Brazil, Costa Rica, Guatemala, Mexico, Paraguay, and Peru, and a decrease in Chile and Venezuela. Exploratory drilling increased in most major producing countries but was accompanied by a decline in development drilling. Most of the increase could be attributed to private companies fulfilling obligations under risk contracts; however, state oil companies in Bolivia, Chile, and Colombia showed significant increased activity, with only Mexico showing a decrease. Colombia again had a dramatic increase in production (29% from 1986). Noteworthy discoveries were made in Bolivia (Villamontes-1); Brazil, in the Solimoes basin (1-RUC-1-AM); Chile (Rio Honda-1); Colombia, in the Llanos basin (Austral-1, La Reforma-1, Libertad Norte-1, Cravo Este-1, and Cano Yarumal-1), in the Upper Magdalena basin (Toldado-1 and Los Mangos-1); Ecuador (Frontera-1, a joint-exploration venture with Colombia); Mexico, in the Chiapas-Tabasco region (Guacho-1 and Iridi-1), in the Frontera Norte area (Huatempo-1); Peru, in the Madre de Dios basin (Armihuari-4X); Trinidad (West East Queen's Beach-1); and Venezuela (Musipan-1X).     The objective of our work was to produce a preliminary assessment and characterization of the Caribbean region (Barbados, Dominican Republic, Guatemala, Jamaica, and Panama) solar radiation energy resources. Such information will be used to estimate the performance of, and identify the most promising applications of, solar heat technologies in the Caribbean region. We expect the solar radiation resources in the Caribbean region to be very location specific. Sunny areas will have an annual direct-beam resource of about 3,000 kWhm/sup /minus 2// and a global solar radiation resource of about 2,500 kWhm/sup /minus 2//. Cloud-covered areas will have annual solar radiation resources of about 1,500 kWhm/sup /minus 2/ for both the direct-beam and the global solar radiation. Monthly levels of solar radiaion will vary markedly, ranging from an average of 9 to 3 kWhm/sup /minus 2//day/sup /minus 1// for the direct-beam and from an average of 7 to 4 kWhm/sup /minus 2//day/sup /minus 1// for the global solar radiation. The Caribbean region is comparable to the Great Plains region of the US, in terms of annual solar radiation resources; however, thorough ''prospecting'' is required to avoid areas having very low amounts of solar radiation.

    This document is an initial energy assessment for American Samoa, the first of many steps in developing a comprehensive energy strategy. On March 1, 2010, Assistant Secretary of the Interior Tony Babauta invited governors and their staff from the Interior Insular Areas to meet with senior principals at the National Renewable Energy Laboratory (NREL). Meeting discussions focused on ways to improve energy efficiency and increase the deployment of renewable energy technologies in the U.S. Pacific Territories. In attendance were Governors Felix Camacho (Guam), Benigno Fitial (Commonwealth of the Northern Mariana Islands), and Togiola Tulafono, (American Samoa). This meeting brought together major stakeholders to learn and understand the importance of developing a comprehensive strategic plan for implementing energy efficiency measures and renewable energy technologies. For several decades, dependence on fossil fuels and the burden of high oil prices have been a major concern but never more at the forefront as today. With unstable oil prices, the volatility of fuel supply and the economic instability in American Samoa, energy issues are a high priority. In short, energy security is critical to American Samoa's future economic development and sustainability. Under an interagency agreement, funded by the Department of Interior's Office of Insular Affairs, NREL was tasked to deliver technical assistance to the islands of American Samoa. Technical assistance included conducting an initial technical assessment to define energy consumption and production data, establish an energy consumption baseline, and assist with the development of a strategic plan. The assessment and strategic plan will be used to assist with the transition to a cleaner energy economy. NREL provided an interdisciplinary team to cover each relevant technical area for the initial energy assessments. Experts in the following disciplines traveled to American Samoa for on-island site assessments: (1) Energy Efficiency and Building Technologies; (2) Integrated Wind-Diesel Generation; (3) Transmission and Distribution; (4) Solar Technologies; and (5) Biomass and Waste-to-Energy. In addition to these core disciplines, team capabilities also included expertise in program analysis, project financing, energy policy and energy planning. The intent of the technical assessment was to provide American Samoa with a baseline energy assessment. From the baseline, various scenarios and approaches for deploying cost effective energy efficiency and renewable energy technologies could be created to meet American Samoa's objectives. The information provided in this energy assessment will be used as input in the development of a draft strategic plan and the development of scenarios and strategies for deploying cost-effective energy efficiency and renewable products.

  10. Climate Change in Lowland Central America During the Late Deglacial and Early Holocene

    The transition from arid glacial to moist early Holocene conditions represented a profound change in northern lowland Neotropical climate. Here we report a detailed record of changes in moisture availability during the latter part of this transition ({approx}11,250 to 7,500 cal yr BP) inferred from sediment cores retrieved in Lake Peten Itza, northern Guatemala. Pollen assemblages demonstrate that a mesic forest had been largely established by {approx}11,250 cal yr BP, but sediment properties indicate that lake level was more than 35 m below modern stage. From 11,250 to 10,350 cal yr BP, during the Preboreal period, lithologic changes in sediments from deep-water cores (>50 m below modern water level) indicate several wet-dry cycles that suggest distinct changes in effective moisture. Four dry events (designated PBE1-4) occurred at 11,200, 10,900, 10,700, and 10,400 cal yr BP and correlate with similar variability observed in the Cariaco Basin titanium record and glacial meltwater pulses into the Gulf of Mexico. After 10,350 cal yr BP, multiple sediment proxies suggest a shift to a more persistently moist early Holocene climate. Comparison of results from Lake Peten Itza with other records from the circum-Caribbean demonstrates a coherent climate response during the entire span of our record. Furthermore, lowland Neotropical climate during the late deglacial and early Holocene period appears to be tightly linked to climate change in the high-latitude North Atlantic. We speculate that the observed changes in lowland Neotropical precipitation were related to the intensity of the annual cycle and associated displacements in the mean latitudinal position of the Intertropical Convergence Zone and Azores-Bermuda high-pressure system. This mechanism operated on millennial-to-submillennial timescales and may have responded to changes in solar radiation, glacial meltwater, North Atlantic sea ice, and the Atlantic meridional overturning circulation (MOC).

    PREFACE The Eighteenth Workshop on Geothermal Reservoir Engineering was held at Stanford University on January 26-28, 1993. There were one hundred and seventeen registered participants which was greater than the attendance last year. Participants were from eight foreign countries: Italy, Japan, United Kingdom, Mexico, New Zealand, the Philippines, Guatemala, and Iceland. Performance of many geothermal fields outside the United States was described in several of the papers. Dean Gary Ernst opened the meeting and welcomed the visitors to the campus. The key note speaker was J.E. ''Ted'' Mock who gave a brief overview of the Department of Energy's current plan. The Stanford Geothermal Program Reservoir Engineering Award for Excellence in Development of Geothermal Energy was awarded to Dr. Mock who also spoke at the banquet. Thirty-nine papers were presented at the Workshop with two papers submitted for publication only. Technical papers were organized in twelve sessions concerning: field operations, The Geysers, geoscience, hot-dry-rock, injection, modeling, slim hole wells, geochemistry, well test and wellbore. Session chairmen were major contributors to the program and we thank: John Counsil, Kathleen Enedy, Harry Olson, Eduardo Iglesias, Marcelo Lippmann, Paul Atkinson, Jim Lovekin, Marshall Reed, Antonio Correa, and David Faulder. The Workshop was organized by the Stanford Geothermal Program faculty, staff, and graduate students. We wish to thank Pat Ota, Ted Sumida, and Terri A.
