    Hybrid optoelectric techniques reflect a new paradigm in microfluidics. In essence, these are microfluidic techniques that employ a synergistic combination of optical and electrical forces to enable noninvasive manipulation of fluids and/or particle-type entities at the micro/nano-scale [1]. Synergy between optical and electrical forces bestows these techniques with several unique features that are promising to bring new opportunities in molecular diagnostics. Within the scope of molecular diagnostics, several aspects of optoelectric techniques promise to play a relevant role. These include, but are not limited to, sample preparation, sorting, purification, amplification and detection.

    Enhanced Geothermal Systems (EGS) development projects involve the artificial stimulation of relatively impermeable high-temperature underground regions (at depths of 2-4 kilometers or more) to create sufficient permeability to permit underground fluid circulation, so that hot water can be withdrawn from production wells and used to generate electric power. Several major research projects of this general type have been undertaken in the past in New Mexico (Fenton Hill), Europe, Japan and Australia. Recent U.S. activities along these lines focus mainly on stimulating peripheral areas of existing operating hydrothermal fields rather than on fresh 'greenfield' sites, but the long-term objective of the Department of Energy's EGS program is the development of large-scale power projects based on EGS technology (MIT, 2006; NREL, 2008). Usually, stimulation is accomplished by injecting water into a well at high pressure, enhancing permeability by the creation and propagation of fractures in the surrounding rock (a process known as 'hydrofracturing'). Beyond just a motivation, low initial system permeability is also an essential prerequisite to hydrofracturing. If the formation permeability is too high, excessive fluid losses will preclude the buildup of sufficient pressure to fracture rock. In practical situations, the actual result of injection is frequently to re-open pre-existing hydrothermally-mineralized fractures, rather than to create completely new fractures by rupturing intact rock. Pre-existing fractures can often be opened using injection pressures in the range 5-20 MPa. Creation of completely new fractures will usually require pressures that are several times higher. It is preferable to undertake development projects of this type in regions where tectonic conditions are conducive to shear failure, so that when pre-existing fractures are pressurized they will fail by shearing laterally.   7. A Novel Visualization Technique for Electric Power Grid Analytics

    The application of information visualization holds tremendous promise for the electric power industry, and yet its potential has not been sufficiently exploited by the visualization community. Prior work on visualizing electric power systems has been limited to depicting raw or processed information on top of a geographic layout. Little effort has been devoted to maximize the analytical strengths naturally gained by the visualization itself. This paper introduces a visualization system prototype, known as GreenGrid, that explores the planning and monitoring of the North American Electricity Infrastructure. For the purposes of visualization, the power infrastructure can be described as a network of nodes and links. The nodes represent the electrical buses where generators and loads are connected, while the links represent the transmission lines that interconnect the buses. This paper focuses mainly on a customized technique within GreenGrid that is designed to visually identify abnormal characteristics of the electricity infrastructure. In particular, we examine an extreme event that occurred within the Western United States power grid on August 10, 1996. We compare our study results with the conclusion of the post-disturbance analysis and find that many of the disturbance characteristics can be readily identified with the proper form of visualization. The paper includes a lessons learned discussion to evaluate the visualization application.

However, due to the small size of such scatterers, it can be difficult to reliably detect the modulated signal.     This dissertation presents a method of minimizing electrical losses in radial distribution feeders by the use of shunt capacitors. The engineering benefits of reducing peak electrical power and energy losses are compared to the costs associated with the current engineering practice of buying, installing and servicing capacitor banks in the distribution feeders. The present analysis defines this cost-benefit problem and the formulation of the problem of nonuniform feeders with different wire gauges at various feeder sections. Standard utility capacitor bank sizes are used to give a more realistic model. An original computer solution methodology based on techniques developed for this study determines: (i) Whether it is economical to install compensating capacitor banks on a particular radial distribution feeder or not. (ii) The locations at which capacitor banks should be installed. (iii) The types and sizes of capacitor banks to be installed. (iv) The time setting of switched capacitor banks. The techniques have been applied to a typical radial distribution feeder in Dar-es-Salaam, Tanzania. The results and the engineering implications of this work are discussed and recommendations for the engineering community made.

    Clustering is an important data analysis technique with numerous applications in the analysis of electric power grids. Standard clustering techniques are oblivious to the rich structural and dynamic information available for power grids. Therefore, by exploiting the inherent topological and electrical structure in the power grid data, we propose new methods for clustering with applications to model reduction, locational marginal pricing, phasor measurement unit (PMU or synchrophasor) placement, and power system protection. We focus our attention on model reduction for analysis based on time-series information from synchrophasor measurement devices, and spectral techniques for clustering. By comparing different clustering techniques on two instances of realistic power grids we show that the solutions are related and therefore one could leverage that relationship for a computational advantage. Thus, by contrasting different clustering techniques we make a case for exploiting structure inherent in the data with implications for several domains including power systems.

    This report documents completion of the July 2013 milestone as part of NREL’s Vehicle Technologies Annual Operating Plan with the U.S. Department of Energy. The objective was to perform analysis on range extension techniques for battery electric vehicles (BEVs). This work represents a significant advancement over previous thru-life BEV analyses using NREL’s Battery Ownership Model, FastSim,* and DRIVE.* Herein, the ability of different charging infrastructure to increase achievable travel of BEVs in response to real-world, year-long travel histories is assessed. Effects of battery and cabin thermal response to local climate, battery degradation, and vehicle auxiliary loads are captured. The results reveal the conditions under which different public infrastructure options are most effective, and encourage continued study of fast charging and electric roadway scenarios.

    Bulk YBCO components were prepared using Melt Texture Growth (MTG) technique. Components were fabricated using MTG by addition of Y{sub 2}BaCuO{sub 5} (Y211) and Ag to YBCO, which leads to improved grain size without affecting superconducting properties. Green compacts prepared by cold isostatic pressing were pre-sintered at 930°C before subjecting melt texturing. Cooling rates lower than 1 °C.h{sup −1} was used, in between (peritectic) temperature of about 995 and 1025°C, to obtain large grained components. Microstructure studies in details were carried out by Scanning Electron Microscope (SEM), Electron Probe Micro Analysis (EPMA), Orientation Imaging Microscope (OIM) and TEM correlated with electrical properties like Critical current density (J{sub c})

  9. Oxygen Transport Kinetics in Infiltrated SOFCs Cathode by Electrical Conductivity Relaxation Technique

    Infiltration has attracted increasing attention as an effective technique to modify SOFC cathodes to improve cell electrochemical performance while maintaining material compatibility and long-term stability. However, the infiltrated material's effect on oxygen transport is still not clear and detailed knowledge of the oxygen reduction reaction in infiltrated cathodes is lacking. In this work, the technique of electrical conductivity relaxation (ECR) is used to evaluate oxygen exchange in two common infiltrated materials, Ce{sub 0.8}Sm{sub 0.2}O{sub 1.9} and La{sub 0.6}Sr{sub 0.4}CoO{sub 3-?}. The ECR technique is also used to examine the transport processes in a composite material formed with a backbone of La{sub 0.6}Sr{sub 0.4}Co{sub 0.2}Fe{sub 0.8}O{sub 3-?} and possessing a thin, dense surface layer composed of the representative infiltrate material. Both the surface oxygen exchange process and the oxygen exchange coefficient at infiltrate/LSCF interface are reported. ECR testing results indicate that the application of infiltrate under certain oxygen partial pressure conditions produces a measureable increase in the fitted oxygen exchange parameter. It is presently only possible to generate hypotheses to explain the observation. However the correlation between improved electrochemical performance and increased oxygen transport measured by ECR is reliably demonstrated. The simple and inexpensive ECR technique is utilized as a direct method to optimize the selection of specific infiltrate/backbone material systems for superior performance.

Electrodes are placed in the ground around the periphery of the facility, in the leak detection zone located between two liners if present, and/or within the containment facility. Electrical resistivity data is collected using these electrodes. This data is used to map the electrical resistivity distribution beneath the containment liner between two liners in a double-lined facility. In an alternative embodiment, an electrode placed within the lined facility is driven to an electrical potential with respect to another electrode placed at a distance from the lined facility (mise-a-la-masse).     The creation of thin, buried, and electrically conducting layers within an otherwise insulating diamond by annealed ion implantation damage is well known. Establishing facile electrical contact to the shallow buried layer has been an unmet challenge. We demonstrate a new method, based on laser micro-machining (laser ablation), to make reliable electrical contact to a buried implant layer in diamond. Comparison is made to focused ion beam milling.

    The authors present calculations of NMR chemical shifts in crystalline phases of some representative amino acids such as glycine, alanine, and alanyl-alanine. To get an insight on how different environments affect the chemical shifts, they study the transition from the crystalline phase to completely isolated molecules of glycine. In the crystalline limit, the shifts are dominated by intermolecular hydrogen-bonds. In the molecular limit, however, dipole electric field effects dominate the behavior of the chemical shifts. They show that it is necessary to average the chemical shifts in glycine over geometries. Tensor components are analyzed to get the angle dependent proton chemical shifts, which is a more refined characterization method.

    Methods and apparatus are described for SEM imaging and measuring electronic transport in nanocomposites based on electric field induced contrast. A method includes mounting a sample onto a sample holder, the sample including a sample material; wire bonding leads from the sample holder onto the sample; placing the sample holder in a vacuum chamber of a scanning electron microscope; connecting leads from the sample holder to a power source located outside the vacuum chamber; controlling secondary electron emission from the sample by applying a predetermined voltage to the sample through the leads; and generating an image of the secondary electron emission from the sample. An apparatus includes a sample holder for a scanning electron microscope having an electrical interconnect and leads on top of the sample holder electrically connected to the electrical interconnect; a power source and a controller connected to the electrical interconnect for applying voltage to the sample holder to control the secondary electron emission from a sample mounted on the sample holder; and a computer coupled to a secondary electron detector to generate images of the secondary electron emission from the sample.

    Effective porosity (specifically referring to the interconnected pore space) was recently recognized as being essential in determining the effectiveness and extent of matrix diffusion as a transport mechanism within fractured low-permeability rock formations. The research presented in this report was performed to test the applicability of several petrophysical techniques for the determination of effective porosity of fine-grained siliciclastic rocks. In addition, the aim was to gather quantitative data on the effective porosity of Conasauga Group mudrock from the Oak Ridge Reservation (ORR). The quantitative data reported here include not only effective porosities based on diverse measurement techniques, but also data on the sizes of pore throats and their distribution, and specimen bulk and grain densities. The petrophysical techniques employed include the immersion-saturation method, mercury and helium porosimetry, and the radial diffusion-cell method.

An example provides that the inner sector plates are connected together alternately, forming two groups of parallel-connected condensers that are then separately connected, through high charging circuit resistances, to a source of DC potential with respect to ground, with an additional connecting lead being provided for each group to connect their output as an AC output to a load.     This document, Glossary, is the first in a series of reports to identify, describe, and apply techniques for analyzing the impacts of certain electric utility concepts. This report was developed with a focus on the currently evolving issues of ratemaking, especially as they might be expected to arise under Sections 101, 111, 113, 114, 131, 132, and 210 of the P.U.R.P.A. of 1978. Because the evolutionary process of ratemaking has led to multiple proceedings and changes of inference in some terms, the glossary attempts to delineate these changes where appropriate. Definitions not uniquely related to ratemaking are included if they are likely to be used in ratemaking proceedings. To avoid unnecessary duplication of effort and expense, the compilers relied heavily on previously developed, publicly available glossaries and definitions developed by organizations such as Edison Electric Institute, the Electric Power Research Institute, and the Institute of Electrical and Electronics Engineers. Existing definitions were revised and new ones were developed as appropriate.

    Flat amorphous silicon - crystal silicon (a-Si/c-Si) heterostructure were prepared by ultra-high vacuum electron beam evaporation technique on p-Si (111) and n-Si (100) single crystal substrates. Structural analyses were investigated by XRD, Raman and FEG-SEM analysis. With these analyses we determined that at the least amorphous structure shows modification but amorphous structure just protected. The electrical and photovoltaic properties of flat a-Si/c-Si heterojunction devices were investigated with current-voltage characteristics under dark and illumination conditions. Electrical properties of flat a-Si/c-Si heterorojunction; such as barrier height ?{sub B}, diode ideality factor ? were determined from current-voltage characteristics in dark conditions. These a-Si/c-Si heterostructure have good rectification behavior as a diode and exhibit high photovoltaic sensitivity.

    The preparation, spectral response and optical nonlinearity of gel grown lead chloride single crystals subjected to electric field of 20V using parallel plate arrangements have been investigated. Optical band gap of the samples were determined using linear absorption spectra. Open aperture z-scan was employed for the determination of nonlinear absorption coefficient of PbCl{sub 2} solution. The normalized transmittance curve exhibits a valley shows reverse saturable absorption. The non linear absorption at different input fluences were recorded using a single Gaussian laser beam in tight focus geometry. The RSA nature of the sample makes it suitable for optical limiting applications.

    In this study, laser-based failure analysis techniques demonstrate the ability to quickly and non-intrusively screen deep ultraviolet light-emitting diodes(LEDs) for electrically-active defects. In particular, two laser-based techniques, light-induced voltage alteration and thermally-induced voltage alteration, generate applied voltage maps (AVMs) that provide information on electrically-active defect behavior including turn-on bias, density, and spatial location. Here, multiple commercial LEDs were examined and found to have dark defect signals in the AVM indicating a site of reduced resistance or leakage through the diode. The existence of the dark defect signals in the AVM correlates strongly with an increased forward-bias leakage current. This increasedmore » leakage is not present in devices without AVM signals. Transmission electron microscopyanalysis of a dark defect signal site revealed a dislocation cluster through the pn junction. The cluster included an open core dislocation.     Lateral inhomogeneities of modern solar cells demand direct electrical imaging with nanometer resolution. We show that atomic force microscopy (AFM)-based electrical techniques provide unique junction characterizations, giving a two-dimensional determination of junction locations. Two AFM-based techniques, scanning capacitance microscopy/spectroscopy (SCM/SCS) and scanning Kelvin probe force microscopy (SKPFM), were significantly improved and applied to the junction characterizations of multicrystalline silicon (mc-Si) cells. The SCS spectra were taken pixel by pixel by precisely controlling the tip positions in the junction area. The spectra reveal distinctive features that depend closely on the position relative to the electrical junction, which allows us to indentify the electrical junction location. In addition, SKPFM directly probes the built-in potential over the junction area modified by the surface band bending, which allows us to deduce the metallurgical junction location by identifying a peak of the electric field. Our results demonstrate resolutions of 10-40 nm, depending on the techniques (SCS or SKPFM). These direct electrical measurements with nanometer resolution and intrinsic two-dimensional capability are well suited for investigating the junction distribution of solar cells with lateral inhomogeneities.

    Refractory oxide dispersion strengthened 13Cr-2Mo steel powder was successfully consolidated to near theoretical density using high voltage electric discharge compaction. Cylindrical samples with relative density from 90% to 97% and dimensions of 10 mm in diameter and 10–15 mm in height were obtained. Consolidation conditions such as pressure and voltage were varied in some ranges to determine the optimal compaction regime. Three different concentrations of yttria were used to identify its effect on the properties of the samples. It is shown that the utilized ultra-rapid consolidation process in combination with high transmitted energy allows obtaining high density compacts, retaining the initial structure with minimal grain growth. The experimental results indicate some heterogeneity of the structure which may occur in the external layers of the tested samples due to various thermal and electromagnetic in-processing effects. As a result, the choice of the optimal parameters of the consolidation enables obtaining samples of acceptable quality.

    Refractory oxide dispersion strengthened 13Cr-2Mo steel powder was successfully consolidated to near theoretical density using high voltage electric discharge compaction. Cylindrical samples with relative density from 90% to 97% and dimensions of 10 mm in diameter and 10–15 mm in height were obtained. Consolidation conditions such as pressure and voltage were varied in some ranges to determine the optimal compaction regime. Three different concentrations of yttria were used to identify its effect on the properties of the samples. It is shown that the utilized ultra-rapid consolidation process in combination with high transmitted energy allows obtaining high density compacts, retaining themore » initial structure with minimal grain growth. The experimental results indicate some heterogeneity of the structure which may occur in the external layers of the tested samples due to various thermal and electromagnetic in-processing effects. As a result, the choice of the optimal parameters of the consolidation enables obtaining samples of acceptable quality.« less

    As a recognized leader in efforts to mitigate global climate change, the Government of Mexico (GOM) works proactively to reduce emissions, demonstrating strong political will and capacity to comprehensively address climate change. Since 2010, the U.S. government (USG) has supported these efforts by partnering with Mexico under the Enhancing Capacity for Low Emission Development Strategies (EC-LEDS) program. Through the program, the USG has partnered with Mexico’s Ministry of Energy (SENER), as well as other government agencies, to support GOM in reaching its clean energy and climate change goals. Specifically, the EC-LEDS program is supporting GOM’s clean energy goal of generating 35% of its electricity from renewable energy (RE) by 2024. EC-LEDS, through the U.S. Agency for International Development (USAID) and the U.S Department of Energy’s (DOE’s) National Renewable Energy Laboratory (NREL), has been collaborating with SENER and GOM interagency working group—the Consejo Consultivo para las Energías Renovables (Consultative Council on Renewable Energy)—to create a grid integration roadmap for variable RE. 1 A key objective in creating a grid integration roadmap is assessing likely impacts of wind and solar energy on the power system and modifying planning and operations accordingly. This paper applies best practices in conducting a grid integration study to the Mexican context.

    cases passed the pre-enrollment credentialing, the pretreatment centralized review disqualified 5.7% of reviewed cases, prevented unacceptable deviations in 24% of reviewed cases, and limited the final unacceptable deviation rate to 5%.     Polycrystalline solid solutions of (Bi{sub 1-x}Sb{sub x}){sub 2}Se{sub 3} (x = 0, 0.025, 0.050, 0.075, 0.100) were prepared using a facile method based on the conventional melting technique followed by annealing process. X-ray analysis and Raman spectroscopical measurements revealed formation of Bi{sub 2}Se{sub 3} in single phase. The electrical and thermoelectric properties have been studied on the bulk samples in the temperature range 100-420 K. The electrical conductivity measurements show that the activation energy and room-temperature electrical conductivity dependences on the Sb content respectively exhibit minimum and maximum values at x = 0.05. The thermoelectric power exhibited a maximum value near the room temperature suggesting promising materials for room-temperature applications. The highest power factor value was found to be 13.53 {mu}W K{sup -2} cm{sup -1} and recorded for the x = 0.05 compound.

    This report is a legal study prepared to provide a review of the substantive and procedural laws of each regulatory jurisdiction that may affect implementation of the PURPA standards, and to summarize the current state of consideration and implementation of policies and rate designs similar or identical to the PURPA standards by state regulatory agencies and nonregulated utilities. This report is divided into three sections. The first section, the Introduction, summarizes the standards promulgated by PURPA and the results of the legal study. The second section, State Regulatory Law and Procedure, summarizes for each state or other ratemaking jurisdiction: (1) general constitutional and statutory provisions affecting utility rates and conditions of service; (2) specific laws or decisions affecting policy or rate design issues covered by PURPA standards; and (3) statutes and decisions governing administrative procedures, including judicial review. A chart showing actions taken on the policy and rate design issues addressed by PURPA is also included for each jurisdiction, and citations to relevant authorities are presented for each standard. State statutes or decisions that specifically define a state standard similar or identical to a PURPA standard, or that refer to one of the three PURPA objectives, are noted. The third section, Nonregulated Electric Utilities, summarizes information available on nonregulated utilities, i.e., publicly or cooperatively owned utilities which are specifically exempted from state regulation by state law.

    This report documents the National Energy Modeling System Electricity Fuel Dispatch Submodule (EFD), a submodule of the Electricity Market Module (EMM) as it was used for EIA`s Annual Energy Outlook 1997. It replaces previous documentation dated March 1994 and subsequent yearly update revisions. The report catalogues and describes the model assumptions, computational methodology, parameter estimation techniques, model source code, and forecast results generated through the synthesis and scenario development based on these components. This document serves four purposes. First, it is a reference document providing a detailed description of the model for reviewers and potential users of the EFD including energy experts at the Energy Information Administration (EIA), other Federal agencies, state energy agencies, private firms such as utilities and consulting firms, and non-profit groups such as consumer and environmental groups. Second, this report meets the legal requirement of the Energy Information Administration (EIA) to provide adequate documentation in support of its statistical and forecast reports. Third, it facilitates continuity in model development by providing documentation which details model enhancements that were undertaken for AE097 and since the previous documentation. Last, because the major use of the EFD is to develop forecasts, this documentation explains the calculations, major inputs and assumptions which were used to generate the AE097.

    This project is currently under contract for research through the Department of Homeland Security until 2011. The group I was responsible for studying has to remain confidential so as not to affect the current project. All dates, reference links and authors, and other distinguishing characteristics of the original group have been removed from this report. All references to the name of this group or the individual splinter groups has been changed to 'Group X'. I have been collecting texts from a variety of sources intended for the use of recruiting and radicalizing members for Group X splinter groups for the purpose of researching the motivation and intent of leaders of those groups and their influence over the likelihood of group radicalization. This work included visiting many Group X websites to find information on splinter group leaders and finding their statements to new and old members. This proved difficult because the splinter groups of Group X are united in beliefs, but differ in public opinion. They are eager to tear each other down, prove their superiority, and yet remain anonymous. After a few weeks of intense searching, a list of eight recruiting texts and eight radicalizing texts from a variety of Group X leaders were compiled.

    The Florida Electric Industry is in a process of diversifying its generation technology and its fuel mix. This is being done in an effort to reduce oil consumption, which in 1981 accounted for 46.5% of the electric generation by fuel type. This does not compare well with the rest of the nation where oil use is lower. New coal and nuclear units are coming on line, and probably more will be built in the near future. However, eventhough conservation efforts may delay their construction, new power plants will have to be built to accomodate the growing demand for electricity. Other alternatives being considered are renewable energy resources. The purpose of this paper is to present the results of a research project in which 10 electric utilities in Florida and the Florida Electric Power Coordinating Group rated six Solar Electric options. The Solar Electric options considered are: 1) Wind, 2) P.V., 3) Solar thermal-electric, 4) OTEC, 5) Ocean current, and 6) Biomass. The questionaire involved rating the economic and technical feasibility, as well as, the potential environmental impact of these options in Florida. It also involved rating the difficulty in overcoming institutional barriers and assessing the status of each option. A copy of the questionaire is included after the references. The combined capacity of the participating utilities represent over 90% of the total generating capacity in Florida. A list of the participating utilities is also included. This research was done in partial fulfillment for the Mater's of Science Degree in Coastal Zone Management. This paper is complementary to another paper (in these condensed conference proceedings) titled COASTAL ZONE ENERGY MANAGEMENT: A multidisciplinary approach for the integration of Solar Electric Systems with Florida's power generation system, which present a summary of the Master's thesis.

    Galaxy groups can be characterized by the radius of decoupling from cosmic expansion, the radius of the caustic of second turnaround, and the velocity dispersion of galaxies within this latter radius. These parameters can be a challenge to measure, especially for small groups with few members. In this study, results are gathered pertaining to particularly well-studied groups over four decades in group mass. Scaling relations anticipated from theory are demonstrated and coefficients of the relationships are specified. There is an update of the relationship between light and mass for groups, confirming that groups with mass of a few times 10{sup 12}M{sub ?} are the most lit up while groups with more and less mass are darker. It is demonstrated that there is an interesting one-to-one correlation between the number of dwarf satellites in a group and the group mass. There is the suggestion that small variations in the slope of the luminosity function in groups are caused by the degree of depletion of intermediate luminosity systems rather than variations in the number per unit mass of dwarfs. Finally, returning to the characteristic radii of groups, the ratio of first to second turnaround depends on the dark matter and dark energy content of the universe and a crude estimate can be made from the current observations of ?{sub matter}?0.15 in a flat topology, with a 68% probability of being less than 0.44.

Electric vehicles can provide many advantages for the nation's environment and energy supply because they run on electricity, which can be produced from many sources of energy such as coal, natural gas, uranium, and hydropower. These vehicles offer fuel versatility to the transportation sector, which depends almost solely on oil for its energy needs. Electric vehicles are any mode of transportation operated by a motor that receives electricity from a battery or fuel cell. EVs come in all shapes and sizes and may be used for different tasks. Some EVs are small and simple, such as golf carts and electric wheel chairs. Others are larger and more complex, such as automobile and vans. Some EVs, such as fork lifts, are used in industries. In this fact sheet, we will discuss mostly automobiles and vans. There are also variations on electric vehicles, such as hybrid vehicles and solar-powered vehicles. Hybrid vehicles use electricity as their primary source of energy, however, they also use a backup source of energy, such as gasoline, methanol or ethanol. Solar-powered vehicles are electric vehicles that use photovoltaic cells (cells that convert solar energy to electricity) rather than utility-supplied electricity to recharge the batteries. This paper discusses these concepts.

    Previous analysis of motional-Stark Effect (MSE) data to measure the q-profile ignored contributions from the plasma electric field. The MSE measurements are shown to be sensitive to the electric field and require significant corrections for plasmas with large rotation velocities or pressure gradients. MSE measurements from rotating plasmas on the Tokamak Fusion Test Reactor (TFTR) confirm the significance of these corrections and verify their magnitude. Several attractive configurations are considered for future MSE-based diagnostics for measuring the plasma radial electric field. MSE data from TFTR is analyzed to determine the change in the radial electric field between two plasmas. The measured electric field quantitatively agrees with the predictions of neoclassical theory. These results confirm the utility of a MSE electric field measurement.

    Electric steel production from scrap metal continues to grow both in total quantity and in market share. The economics of electric-steel production in general, and of electric minimills in particular, seem clearly established. The trend towards electric steelmaking provides significant economic and competitive advantages for producers and important overall economic, environmental, and energy advantages for the United States at large. Conversion to electric steelmaking offers up to a 4-to-1 advantage in terms of the overall energy used to produce a ton of steel, and s similar savings in energy cost for the producer. The amount of old scrap used to produce a ton of steel has doubled since 1967 because of the use of electric furnaces.

    A particular out-of-specification mechanical dimension on Type-N(f) [Type-N(female)] microwave connectors sometimes disqualifies otherwise perfectly acceptable microwave devices from being used in calibration systems. The Miniature Machining Group at Sandia National Laboratories applied a technique called Electrical Discharge Machining (EDM) to quickly and economically machine these devices without disassembly. In so doing, they facilitated the use of existing components without the need to purchase new devices. The technique also improves an uncertainty of calibration known as Mismatch Uncertainty by optimizing the reflection coefficient of the calibration test port. This effects a reduction in overall calibration uncertainties.

    The Illinois Wind Working Group (IWWG) was founded in 2006 with about 15 members. It has grown to over 200 members today representing all aspects of the wind industry across the State of Illinois. In 2008, the IWWG developed a strategic plan to give direction to the group and its activities. The strategic plan identifies ways to address critical market barriers to the further penetration of wind. The key to addressing these market barriers is public education and outreach. Since Illinois has a restructured electricity market, utilities no longer have a strong control over the addition of new capacity within the state. Instead, market acceptance depends on willing landowners to lease land and willing county officials to site wind farms. Many times these groups are uninformed about the benefits of wind energy and unfamiliar with the process. Therefore, many of the project objectives focus on conferences, forum, databases and research that will allow these stakeholders to make well-educated decisions.

    Polymers which are soluble in common organic solvents and are electrically conductive, but which also may be synthesized in such a manner that they become nonconductive. Negative ions from the electrolyte used in the electrochemical synthesis of a polymer are incorporated into the polymer during the synthesis and serve as a dopant. A further electrochemical step may be utilized to cause the polymer to be conductive. The monomer repeat unit is comprised of two rings, a pyrrole molecule joined to a thienyl group, or a furyl group, or a phenyl group. The individual groups of the polymers are arranged in an alternating manner. For example, the backbone arrangement of poly(furylpyrrole) is -furan-pyrrole-furan-pyrrole- furan-pyrrole. An alkyl group or phenyl group may be substituted for either or both of the hydrogen atoms of the pyrrole ring.

    Stakeholders often have competing interests when selecting or planning new power plants. The purpose of developing this preliminary Electricity Portfolio Simulation Model (EPSim) is to provide a first cut, dynamic methodology and approach to this problem, that can subsequently be refined and validated, that may help energy planners, policy makers, and energy students better understand the tradeoffs associated with competing electricity portfolios. EPSim allows the user to explore competing electricity portfolios annually from 2002 tomore » 2025 in terms of five different criteria: cost, environmental impacts, energy dependence, health and safety, and sustainability. Four additional criteria (infrastructure vulnerability, service limitations, policy needs and science and technology needs) may be added in future versions of the model. Using an analytic hierarchy process (AHP) approach, users or groups of users apply weights to each of the criteria. The default energy assumptions of the model mimic Department of Energy’s (DOE) electricity portfolio to 2025 (EIA, 2005). At any time, the user can compare alternative portfolios to this reference case portfolio.« less

    NREL and MEMC Electronic Materials are interested in developing a robust technique for monitoring material quality of mc-Si and mono-Si wafers -- a technique that can provide relevant data to accurately predict the performance of solar cells fabricated on them. Previous work, performed under two TSAs between NREL and MEMC, has established that dislocation clusters are the dominant performance-limiting factor in MEMC mc-Si solar cells. The work under this CRADA will go further in verifying these results on a larger data set, evaluate possibilities of faster method(s) for mapping dislocations in wafers/ingots, understanding dislocation generation during ingot casting, and helping MEMC to have an internal capability for basic characterization that will provide feedback needed for more accurate crystallization simulations. NREL has already developed dislocation mapping technique and developed a basic electronic model (called Network Model) that uses spatial distribution of dislocations to predict the cell performance. In this CRADA work, we will use these techniques to: (i) establish dislocation, grain size, and grain orientation distributions of the entire ingots (through appropriate DOE) and compare these with theoretical models developed by MEMC, (ii) determine concentrations of some relevant impurities in selected wafers, (iii) evaluate potential of using photoluminescence for dislocation mapping and identification of recombination centers, (iv) evaluate use of diode array analysis as a detailed characterization tool, and (v) establish dislocation mapping as a wafer-quality monitoring tool for commercial mc-Si production.

    A portable, hand held electric arc saw has a small frame for supporting an electrically conducting rotary blade which serves as an electrode for generating an electric arc to erode a workpiece. Electric current is supplied to the blade by biased brushes and a slip ring which are mounted in the frame. A pair of freely movable endless belts in the form of crawler treads stretched between two pulleys are used to facilitate movement of the electric arc saw. The pulleys are formed of dielectric material to electrically insulate the crawler treads from the frame.

    Electrical resistance tomography (ERT) produced from measurements taken inside a steel cased borehole. A tomographic inversion of electrical resistance measurements made within a steel casing was then made for the purpose of imaging the electrical resistivity distribution in the formation remotely from the borehole. The ERT method involves combining electrical resistance measurements made inside a steel casing of a borehole to determine the electrical resistivity in the formation adjacent to the borehole; and the inversion of electrical resistance measurements made from a borehole not cased with an electrically conducting casing to determine the electrical resistivity distribution remotely from a borehole. It has been demonstrated that by using these combined techniques, highly accurate current injection and voltage measurements, made at appropriate points within the casing, can be tomographically inverted to yield useful information outside the borehole casing.

    The Southwest Regional Transmission Association (SWRTA) plans to file this month at the Federal Energy Regulatory Commission (FERC) for recognition as a regional transmission group (RTG), pursuant to the FERC's July 1993 policy statement on RTGs. As the provision of electricity becomes less regulated and more competitive, many industry observers expect RTGs to play a key role in increasing the efficiency of our nation's electricity supply system. What exactly is an RTG There are as many definitions as there are interested parties. SWRTA's working group has spent over two years turning an idea into an RTG. Along the way they have learned a few important things about the FERC, congressional intent, the amended Federal Power Act, the dynamics of large groups, and fairness. This article describes the creation of the SWRTA RTG.

Chapter 2 describes the ``industrial organization`` approach used to analyze the electric power market. Industrial organization emphasizes specific market performance criteria, and the impact of market structure and behavior on performance. Chapter 3 identifies the participants in the electric power market, grouped primarily into regulated producers, unregulated producers, and consumers. Chapter 4 describes the varieties of electric power competition, organized along two dimensions: producer competition and consumer competition. Chapters 5 and 6 identify the issues raised by competition along the two dimensions. These issues include efficiency, equity, quality, and stability. Chapters 7 through 9 describe market structure, behavior and performance in three competitive scenarios: minimum competition, maximum competition, and moderate competition. Market structure, behavior and performance are discussed, and the issues raised in Chapters 5 and 6 are discussed in detail. Chapter 10 provides conclusions about ``winners and losers`` and identifies issues that require further study.

Chapter 4 describes the varieties of electric power competition, organized along two dimensions: producer competition and consumer competition. Chapters 5 and 6 identify the issues raised by competition along the two dimensions. These issues include efficiency, equity, quality, and stability. Chapters 7 through 9 describe market structure, behavior and performance in three competitive scenarios: minimum competition, maximum competition, and moderate competition. Market structure, behavior and performance are discussed, and the issues raised in Chapters 5 and 6 are discussed in detail. Chapter 10 provides conclusions about winners and losers'' and identifies issues that require further study.

    As the share of hybrid, plug-in hybrid (PHEV), electric (EV) and fuel-cell (FCV) vehicles grows in the national automotive fleet, an entirely new set of diagnostic and technical skills needs to be obtained by the maintenance workforce. Electrically-powered vehicles require new diagnostic tools, technique and vocabulary when compared to existing internal combustion engine-powered models. While the manufacturers of these new vehicles train their own maintenance personnel, training for students, independent working technicians and fleet operators is less focused and organized. This DOE-funded effort provided training to these three target groups to help expand availability of skills and to provide more competition (and lower consumer cost) in the maintenance of these hybrid- and electric-powered vehicles. Our approach was to start locally in the San Francisco Bay Area, one of the densest markets in the United States for these types of automobiles. We then expanded training to the Los Angeles area and then out-of-state to identify what types of curriculum was appropriate and what types of problems were encountered as training was disseminated. The fact that this effort trained up to 800 individuals with sessions varying from 2- day workshops to full-semester courses is considered a successful outcome. Diverse programs were developed to match unique time availability and educational needs of each of the three target audiences. Several key findings and observations arising from this effort include: • Recognition that hybrid and PHEV training demand is immediate; demand for EV training is starting to emerge; while demand for FCV training is still over the horizon • Hybrid and PHEV training are an excellent starting point for all EV-related training as they introduce all the basic concepts (electric motors, battery management, controllers, vocabulary, testing techniques) that are needed for all EVs, and these skills are in-demand in today’s market. • Faculty

    The Electricity Generation Cost Simulation Model (GENSIM) is a user-friendly, high-level dynamic simulation model that calculates electricity production costs for variety of electricity generation technologies, including: pulverized coal, gas combustion turbine, gas combined cycle, nuclear, solar (PV and thermal), and wind. The model allows the user to quickly conduct sensitivity analysis on key variables, including: capital, O&M, and fuel costs; interest rates; construction time; heat rates; and capacity factors. The model also includes consideration ofmore » a wide range of externality costs and pollution control options for carbon dioxide, nitrogen oxides, sulfur dioxide, and mercury. Two different data sets are included in the model; one from the U.S. Department of Energy (DOE) and the other from Platt's Research Group. Likely users of this model include executives and staff in the Congress, the Administration and private industry (power plant builders, industrial electricity users and electric utilities). The model seeks to improve understanding of the economic viability of various generating technologies and their emission trade-offs. The base case results using the DOE data, indicate that in the absence of externality costs, or renewable tax credits, pulverized coal and gas combined cycle plants are the least cost alternatives at 3.7 and 3.5 cents/kwhr, respectively. A complete sensitivity analysis on fuel, capital, and construction time shows that these results coal and gas are much more sensitive to assumption about fuel prices than they are to capital costs or construction times. The results also show that making nuclear competitive with coal or gas requires significant reductions in capital costs, to the $1000/kW level, if no other changes are made. For renewables, the results indicate that wind is now competitive with the nuclear option and is only competitive with coal and gas for grid connected applications if one includes the federal production tax
