On Tore Supra, during lower hybrid (LH) current drive experiments, localized heat flux deposition is observed on plasma facing components such as the guard limiters of the LH grills or any object which is magnetically connected to the LH launching waveguides : modular low-field side limiters, ion cyclotron heating antennas, inner first wall. Similar observations have been made on the divertor plates and limiters of TdeV. In particular, by alternating the rf powers of the 2 grills of Tore Supra, it was shown that the heat flux on the tiles of the guard limiters is related to the local electric field but not with the convective power. We present here a model of acceleration of electrons in the near field of LH antennas. Results of this model are compared to experimental results.

In this report, we discuss the accuracy of flow hoods for residential applications, based on laboratory tests and field studies. The results indicate that commercially available hoods are often inadequate to measure flows in residential systems, and that there can be a wide range of performance between different flow hoods. The errors are due to poor calibrations, sensitivity of existing hoods to grille flow non-uniformities, and flow changes from added flow resistance. We also evaluated several simple techniques for measuring register airflows that could be adopted by the HVAC industry and homeowners as simple diagnostics that are often as accurate as commercially available devices. Our test results also show that current calibration procedures for flow hoods do not account for field application problems. As a result, organizations such as ASHRAE or ASTM need to develop a new standard for flow hood calibration, along with a new measurement standard to address field use of flow hoods.

The Department of Energy is documenting the selection of an alternative for the TAN-607 Hot Shop Area using a Comprehensive Environmental Response, Compensation, and Liability Act non-time-critical removal action (NTCRA). The scope of the removal action is limited to TAN-607 Hot Shop Area. An engineering evaluation/cost analysis (EE/CA) has assisted the Department of Energy Idaho Operations Office in identifuomg the most effective method for performing the decommissioning of this structure whose mission has ended. TAN-607 Hot Shop Area is located at Test Area North Technical Support Facility within the Idaho National Laboratory Site. The selected alternative consists of demolishing the TAN-607 aboveground structures and components, removing belowground noninert components (e.g. wood products), and removing the radiologically contaminated debris that does not meet remedial action objectives (RAOs), as defined in the Record of Decision Amendment for the V-Tanks and Explanation of Significant Differences for the PM-2A Tanks at Test Area North, Operable Unit 1-10.

Shmoys, Stein & Wein presented the first polynomial-time approximation algorithm for this problem that has a good (polylogarithmic) approximation guarantee. We improve the approximation guarantee of their work, and present further improvements for some important NP-hard special cases of this problem (e.g., in the preemptive case where machines can suspend work on operations and later resume). Waste Minimization Plans and activities in the MFD Plating Shop

The Plating Shop (Building 322), provides processes such as electroplating, electroless plating, anodizing, cleaning, etching, electroforming and chemical milling. We in MFD are committed to an active program on waste minimization, and the purpose of this document is to outline the plan of action. Our short range minimization goals are threefold: (1) Reduce our major waste stream by 90%, (2) Minimize discharge of rinse water to sewer system, and (3) Eliminate vapor degreasing in the shop. The intermediate goals consist of characterizing the waste streams and evaluating recovery processes. To do this, we first need to have the distillation unit operational and time to determine its effectiveness. If it proves to be as effective as we anticipate, we will perhaps purchase a second unit. Regardless, the streams that we can identify include: nickel, copper, rinses, acids, alkalies, electropolish and miscellaneous. Our goal is to utilize electrolytic processes to recover metals such as nickel and copper and processes such as ion exchange for some of the other streams. We intend to evaluate the full gamut of recycling processes available for these streams. We anticipate completing this phase of the minimization program by January 1993. The long range goal is zero discharge or since this could prove extremely difficult, development of processes that will allow us to produce a sludge cake that could be handled by our Hazardous Waste Management Group.

This document provides a plan for implementing surveillance and maintenance (S and M) activities to ensure that Building 9401-2 Plating Shop is maintained in a cost effective and environmentally secure configuration until subsequent closure during the final disposition phase of decommissioning. U.S. Department of Energy (DOE) G430.1A-2, Surveillance and Maintenance During Facility Disposition (1997), was used as guidance in the development of this plan. The S and M Plan incorporates DOE O 430.1A, Life Cycle Asset Management (LCAM) (1998a) direction to provide for conducting surveillance and maintenance activities required to maintain the facility and remaining hazardous and radioactive materials, wastes, and contamination in a stable and known condition pending facility disposition. Recommendations in the S and M plan have been made that may not be requirement-based but would reduce the cost and frequency of surveillance and maintenance activities. During the course of S and M activities, the facility's condition may change so as to present an immediate or developing hazard or unsatisfactory condition. Corrective action should be coordinated with the appropriate support organizations using the requirements and guidance stated in procedure Y10-202, Rev. 1, Integrated Safety Management Program, (Lockheed Martin Energy Systems, Inc. (LMES), 1998a) implemented at the Oak Ridge Y-12 Plant and the methodology of the Nuclear Operations Conduct of Operations Manual (LMES, 1999) for the Depleted Uranium Operations (DUO) organization. The key S and M objectives applicable to the Plating Shop are to: Ensure adequate containment of remaining residual material in exhaust stacks and outside process piping, stored chemicals awaiting offsite shipment, and items located in the Radioactive Material Area (RMA); Provide access control into the facility and physical safety to S and M personnel; Maintain the facility in a manner that will protect the public, the environment, and the S and M personnel; Provide an S and M plan which identifies and complies with applicable environmental, safety, and health safeguards and security requirements; and Provide a cost effective S and M program for the plating shop, Building 9401-2.

Given two independently determined molecular structures, the molecular docking problem predicts the bound association, or best fit between them, while allowing for conformational changes of the individual molecules during construction of a molecular complex. Docking Shop is an integrated environment that permits interactive molecular docking by navigating a ligand or protein to an estimated binding site of a receptor with real-time graphical feedback of scoring factors as visual guides. Our program can be used to create initial configurations for a protein docking prediction process. Its output--the structure of aprotein-ligand or protein-protein complex--may serve as an input for aprotein docking algorithm, or an optimization process. This tool provides molecular graphics interfaces for structure modeling, interactive manipulation, navigation, optimization, and dynamic visualization to aid users steer the prediction process using their biological knowledge.

Exposure Evaluation for Benzene, Lead and Noise in Vehicle and Equipment Repair Shops

An exposure assessment was performed at the equipment and vehicle maintenance repair shops operating at the U. S. Department of Energy Hanford site, in Richland, Washington. The maintenance shops repair and maintain vehicles and equipment used in support of the Hanford cleanup mission. There are three general mechanic shops and one auto body repair shop. The mechanics work on heavy equipment used in construction, cranes, commercial motor vehicles, passenger-type vehicles in addition to air compressors, generators, and farm equipment. Services include part fabrication, installation of equipment, repair and maintenance work in the engine compartment, and tire and brake services. Work performed at the auto body shop includes painting and surface preparation which involves applying body filler and sanding. 8-hour time-weighted-average samples were collected for benzene and noise exposure and task-based samples were collected for lead dust work activities involving painted metal surfaces. Benzene samples were obtained using 3M 3520 sampling badges and were analyzed for additional volatile organic compounds. These compounds were selected based on material safety data sheet information for the aerosol products used by the mechanics for each day of sampling. The compounds included acetone, ethyl ether, toluene, xylene, VM&P naphtha, methyl ethyl ketone, and trichloroethylene. Laboratory data for benzene, VM&P naphtha, methyl ethyl ketone and trichloroethylene were all below the reporting detection limit. Airborne concentrations for acetone, ethyl ether, toluene and xylene were all less than 10% of their occupational exposure limit. The task-based samples obtained for lead dusts were submitted for a metal scan analysis to identify other metals that might be present. Laboratory results for lead dusts were all below the reporting detection limit and airborne concentration for the other metals observed in the samples were less than 10% of the occupational exposure limit. Noise dosimetry sampling was performed on a random basis and was representative of the different work activities within the four shops. Twenty three percent of the noise samples exceeded the occupational exposure limit of 85 decibels for an 8-hour time-weightedaverage. Work activities where noise levels were higher included use of impact wrenches and grinding wheels.

The existing of Y-12 Plant Plating Shop provides vital support functions for the US Department of Energy (DOE) Defense Programs operations. In addition to weapon component plating, the facility performs other plating services to support existing operations for the Y-12 Plant, other DOE facilities, and other federal agencies. In addition, the facility would also provide essential deplating services for weapons reclamation and teardown. The existing Y-12 Plant Plating Shop is presently located in a structure which is rapidly deteriorating and obsolete. The existing building structure was originally designed to house a steam plant, not chemical plating operations. As such, vapors from plating operations have deteriorated the structure to a point where a new facility is needed for continued safe operations. The potential environmental impacts of the proposed action was anticipated to be minimal and would affect no environmentally sensitive areas. Some short-term construction- and demolition-related effects would occur in an already highly industrialized setting. These include temporarily disturbing 72,000 square feet of land for the new plating shop and related site preparation activities, constructing a permanent building on part of the area, and using 80 construction personnel over a period of 18 months for site preparation and construction. Demolition effects vary depending on the environmentally suitable option selected, but they could involve as much as 262 cubic yards of concrete rubble and approximately 1600 cubic yards of soil disposed as waste. Either 1600 cubic yards of fresh soil or 1850 yards of clay and fresh soil could be required. Soil erosion would be minimal. Approximately 20 construction personnel would be involved for 12 months in demolition activities.

Experiments currently being done by Lawrence Berkeley Laboratory (LBL), Bonneville Power Authority and the Washington State Energy Office show that some of these superwindows collect more energy from the sun than they let escape from inside the home. One type of window in current production is the low-E (low-emissivity) and the IGUs (insulated glass units). Low-E techniques include glazing of the glass with various materials including polyester and metallic coatings. Other measures include filling the airspace in double pane windows with argon, aerogel or by creating a vacuum in the airspace. Another factor the author considers is ultraviolet light protection.

Engineering Evaluation/Cost Analysis (EE/CA) for Decommissioning of TAN-607 Hot Shop Area

Test Area North (TAN) -607, the Technical Support Facility, is located at the north end of the Idaho National Laboratory (INL) Site. U.S. Department of Energy Idaho Operations Office (DOE-ID) is proposing to decommission the northern section of the TAN-607 facility, hereinafter referred to as TAN-607 Hot Shop Area, under a Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) non-time-critical removal action (NTCRA). Despite significant efforts by the United States (U.S.) Department of Energy (DOE) to secure new business, no future mission has been identified for the TAN-607 Hot Shop Area. Its disposition has been agreed to by the Idaho State Historical Preservation Office documented in the Memorandum of Agreement signed October 2005 and it is therefore considered a surplus facility. A key element in DOE's strategy for surplus facilities is decommissioning to the maximum extent possible to ensure risk and building footprint reduction and thereby eliminating operations and maintenance cost. In addition, the DOE's 2006 Strategic Plan is ''complete cleanup of the contaminated nuclear weapons manufacturing and testing sites across the United States. DOE is responsible for the risk reduction and cleanup of the environmental legacy of the Nation's nuclear weapons program, one of the largest, most diverse, and technically complex environmental programs in the world. The Department will successfully achieve this strategic goal by ensuring the safety of the DOE employees and U.S. citizens, acquiring the best resources to complete the complex tasks, and managing projects throughout the United States in the most efficient and effective manner.'' TAN-607 is designated as a historical Signature Property by DOE Headquarters Advisory Council on Historic Preservation and, as such, public participation is required to determine the final disposition of the facility. The decommissioning action will place the TAN-607 Hot Shop Area in a final configuration that will be protective of human health and the environment. Decommissioning the TAN-607 Hot Shop Area is consistent with the joint DOE and U.S. Environmental Protection Agency (EPA) Policy on Decommissioning of Department of Energy Facilities Under the Comprehensive Environmental Response, Compensation and Liability Act, which establishes the CERCLA NTCRA process as the preferred approach for decommissioning surplus DOE facilities. Under this policy, a NTCRA may be taken when DOE determines that the action will prevent, minimize, stabilize, or eliminate a risk to human health and/or the environment. When DOE determines that a CERCLA NTCRA is necessary, DOE is authorized to evaluate, select, and implement the removal action that DOE determines is most appropriate to address the potential risk posed by the release or threat of release. This action is taken in accordance with applicable authorities and in conjunction with EPA and the State of Idaho pursuant to Section 5.3 of the Federal Facility Agreement and Consent Order. In keeping with the joint policy, this engineering evaluation/cost analysis (EE/CA) was developed in accordance with CERCLA as amended by the ''Superfund Amendments and Reauthorization Act of 1986'' and in accordance with the ''National Oil and Hazardous Substances Pollution Contingency Plan.'' This EE/CA is consistent with the remedial action objectives (RAOs) of the Final Record of Decision, Test Area North, Operable Unit 1-10 and supports the overall remediation goals established through the Federal Facility Agreement and Consent Order for Waste Area Group 1. The diversity and continually changing nature of the research and production programs at the ORR plant sites, as well as the size of the facilities and their physical separation on the ORR, lead to the buildup of surplus equipment and materials from canceled or completed projects, changes in work orders or directives, or over-procurement of particular items or materials. Many times, for lack of a means to find legitimate uses for these excess items, they have been disposed of as wastes or sold as salvage. Recognizing that this situation prevails at most, if not all, government facilities, Congress has enacted legislation encouraging the establishment of waste minimization, pollution prevention, and cost avoidance measures throughout government-owned facilities. In response to this, the Secretary of Energy has instituted a high-priority DOE initiative to develop, promote, and implement waste minimization and pollution prevention at government installations. One result of the increased awareness and emphasis on environmental concerns and improved resource management is the recent grassroots development of a surplus materials exchange network developed and operated on a voluntary basis by Environmental Protection Officers (EPOs) at the Oak Ridge installations. The EPOs are full-time or part-time staff members employed by each division to provide guidance and assistance for achieving compliance with all environmental regulatory requirements and to resolve waste disposal problems. The materials exchange network, called the SWAP SHOP, provides an EPO communications and problem-solving network to help eliminate unnecessary disposal of usable surplus chemicals and equipment at the Oak Ridge plant sites.

Project Final Report: Building a Community Infrastructure for Scalable On-Line Performance Analysis Tools around Open|SpeedShop

In this project we created a community tool infrastructure for program development tools targeting Petascale class machines and beyond. This includes tools for performance analysis, debugging, and correctness tools, as well as tuning and optimization frameworks. The developed infrastructure provides a comprehensive and extensible set of individual tool building components. We started with the basic elements necessary across all tools in such an infrastructure followed by a set of generic core modules that allow a comprehensive performance analysis at scale. Further, we developed a methodology and workflow that allows others to add or replace modules, to integrate parts into their own tools, or to customize existing solutions. In order to form the core modules, we built on the existing Open|SpeedShop infrastructure and decomposed it into individual modules that match the necessary tool components. At the same time, we addressed the challenges found in performance tools for petascale systems in each module. When assembled, this instantiation of community tool infrastructure provides an enhanced version of Open|SpeedShop, which, while completely different in its architecture, provides scalable performance analysis for petascale applications through a familiar interface. This project also built upon and enhances capabilities and reusability of project partner components as specified in the original project proposal. The overall project teams work over the project funding cycle was focused on several areas of research, which are described in the following sections. The reminder of this report also highlights related work as well as preliminary work that supported the project. In addition to the project partners funded by the Office of Science under this grant, the project team included several collaborators who contribute to the overall design of the envisioned tool infrastructure. In particular, the project team worked closely with the other two DOE NNSA laboratories Los Alamos and Sandia leveraging co-funding for Krell by ASCs Common Computing Environment (CCE) program as laid out in the original proposal. The ASC CCE co-funding, coordinated through LLNL, was for 50% of the total project funding, with the ASC CCE portion of the funding going entirely to Krell, while the ASCR funding itself was split between Krell and the funded partners. This report covers the entire project from both funding sources. Additionally, the team leveraged the expertise of software engineering researchers from Carnegie Mellon University, who specialize in software framework design, in order to achieve a broadly acceptable component framework. The Component Based Tool Framework (CBTF) software has been released to the community. In FY94 the Naval Facilities Engineering Service Center (NFESC) completed tests on three electrolytic recovery systems used for the recovery of metals and destruction of cyanide from electroplating wastewaters. Field testing and evaluation was conducted at NSY Norfolk, NAWC Indianapolis, and NADEP Cherry Pt. for five metal recovery applications: silver cyanide, copper cyanide, acid copper, electroless nickel, and tin-lead fluoborate. Advanced design features for metal recovery, including enhanced fluidized circulation, specialized oxidizing anodes, and high porous surface area cathodes were evaluated to optimize performance. NFESC demonstrated that electrolytic recovery systems can be adapted for effective use in the Navy plating operations where production is often sporadic as contrasted to industrial plating processes. The electrolytic recovery units removed metal ions from the rinsewater to below 1 ppm for each application. Electrowinning, as an alternative technology, can reduce industrial waste treatment costs and hazardous sludge generated from conventional treatment This User Data Package (UDP) covers the design, operational and maintenance requirements for these electrolytic systems. This UDP will be applicable to small Navy plating shops where closed-loop waste recycling and point source minimization is necessary for environmental compliance and cost competitiveness.

The Burning/Rubble Pits at the Savannah River Site were usually shallow excavations approximately 3 to 4 meters in depth. Operations at the pits consisted of collecting waste on a continuous basis and burning on a monthly basis. The Central Shops Burning/Rubble Pit 631- 6G (BRP6G) was constructed in 1951 as an unlined earthen pit in surficial sediments for disposal of paper, lumber, cans and empty galvanized steel drums. The unit may have received other materials such as plastics, rubber, rags, cardboard, oil, degreasers, or drummed solvents. The BRP6G was operated from 1951 until 1955. After disposal activities ceased, the area was covered with soil. Hazardous substances, if present, may have migrated into the surrounding soil and/or groundwater. Because of this possibility, the United States Environmental Protection Agency (EPA) has designated the BRP6G as a Solid Waste Management Unit (SWMU) subject to the Resource Conservation Recovery Act/Comprehensive Environmental Response, Compensation and Liability Act (RCRA/CERCLA) process.

Mercury emissions during cofiring of sub-bituminous coal and biomass (chicken waste, wood, coffee residue, and tobacco stalk) in a laboratory-scale fluidized bed combustor

Four types of biomass (chicken waste, wood pellets, coffee residue, and tobacco stalks) were cofired at 30 wt % with a U.S. sub-bituminous coal (Powder River Basin Coal) in a laboratory-scale fluidized bed combustor. A cyclone, followed by a quartz filter, was used for fly ash removal during tests. The temperatures of the cyclone and filter were controlled at 250 and 150{sup o}C, respectively. Mercury speciation and emissions during cofiring were investigated using a semicontinuous mercury monitor, which was certified using ASTM standard Ontario Hydra Method. Test results indicated mercury emissions were strongly correlative to the gaseous chlorine concentrations, but not necessarily correlative to the chlorine contents in cofiring fuels. Mercury emissions could be reduced by 35% during firing of sub-bituminous coal using only a quartz filter. Cofiring high-chlorine fuel, such as chicken waste (Cl = 22340 wppm), could largely reduce mercury emissions by over 80%. When low-chlorine biomass, such as wood pellets (Cl = 132 wppm) and coffee residue (Cl = 134 wppm), is cofired, mercury emissions could only be reduced by about 50%. Cofiring tobacco stalks with higher chlorine content (Cl = 4237 wppm) did not significantly reduce mercury emissions. Gaseous speciated mercury in flue gas after a quartz filter indicated the occurrence of about 50% of total gaseous mercury to be the elemental mercury for cofiring chicken waste, but occurrence of above 90% of the elemental mercury for all other cases. Both the higher content of alkali metal oxides or alkali earth metal oxides in tested biomass and the occurrence of temperatures lower than 650{sup o}C in the upper part of the fluidized bed combustor seemed to be responsible for the reduction of gaseous chlorine and, consequently, limited mercury emissions reduction during cofiring. 36 refs., 3 figs. 1 tab.

Recent trends in the design of chemical equipment at coke plants are described, through the lens of experience at Giprokoks. The main priorities were to improve the removal of impurities from coke oven gas; to improve equipment design on the basis of new materials; to reduce reagent consumption; to reduce the materials and energy consumed in the construction of new equipment; and to minimize impacts on the environment and worker health. Collaboration among cyber security analysts is essential to a successful protection strategy on the Internet today, but it is uncommonly practiced or encouraged in operating environments. Barriers to productive collaboration often include data sensitivity, time and effort to communicate, institutional policy, and protection of domain knowledge. We propose an ambient collaboration framework, Vulcan, designed to remove the barriers of time and effort and mitigate the others. Vulcan automated data collection, collaborative filtering, and asynchronous dissemination, eliminating the effort implied by explicit collaboration among peers. We instrumented two analytic applications and performed a mock analysis session to build a dataset and test the output of the system.

A storage pool facility used for storing spent fuel and radioactive debris from the Three Mile Island (TMI) accident was evaluated to determine the risk associated with its normal operations. Several hazards were identified and examined to determine if any any credible accident scenarios existed. Expected annual occurrence frequencies were calculated for hazards for which accident scenarios were identified through use of fault trees modeling techniques. Fault tree models were developed for two hazards: (1) increased radiation field and (2) spread of contamination. The models incorporated facets of the operations within the facility as well as the facility itself. 6 refs.

Evaluation of flow capture techniques for measuring HVAC grilleairflows

This paper discusses the accuracy of commercially available flow hoods for residential applications. Results of laboratory and field tests indicate these hoods can be inadequate to measure airflows in residential systems, and there can be large measurement discrepancies between different flow hoods. The errors are due to poor calibrations, sensitivity of the hoods to grille airflow non-uniformities, and flow changes from added flow resistance. It is possible to obtain reasonable results using some flow hoods if the field tests are carefully done, the grilles are appropriate, and grille location does not restrict flow hood placement. We also evaluated several simple flow capture techniques for measuring grille airflows that could be adopted by the HVAC industry and homeowners as simple diagnostics. These simple techniques can be as accurate as commercially available devices. Our test results also show that current calibration procedures for flow hoods do not account for field application problems. As a result, agencies such as ASHRAE or ASTM need to develop a new standard for flow hood calibration, along with a new measurement standard to address field use of flow capture techniques.
