    Over the past decade, the use of demand response and other flexible distributed resources for market efficiency and grid reliability has grown dramatically. Federal and state policy objectives point to an important role for customers’ loads, generation and storage in the management of an increasingly unpredictable power system. As we consider the need to substantially scale the use of flexible distributed energy resources, there has been growing attention to the need to address not only the economics, but also the control system implications to ensure grid reliability. This has led to a focus on an area of activity called “Transactive Energy.” Transactive Energy refers to the combination of economic and control techniques to improve grid reliability and efficiency. These techniques may also be used to optimize operations within a customer’s facility. The Department of Energy has supported the GridWise® Architecture Council (“the Council”) in developing a conceptual framework that can be used in developing architectures, and designing solutions related to transactive energy. The goal of this effort is to encourage and facilitate collaboration among the many stakeholders involved in the transformation of the power system and thereby advance the practical implementation of transactive energy.

This report summarizes a broad review of standards efforts which are related to GridWise--those which could ultimately contribute significantly to advancements toward the GridWise vision, or those which represent today's current technological basis upon which this vision must build.

    In April 2007 the GridWise® Architecture Council published the Introduction to Interoperability and Decision-Maker’s Interoperability Checklist Version 1.0 as a tool to be used by policy makers and executives making smart grid policy or investment decisions. Subsequently there has been a significant amount of additional work on smart grid interoperability by the council and others. This paper summarizes the current efforts of the council to update the checklist to incorporate this subsequent work.

    The present invention provides methods, computer readable media, and apparatuses for a generic robot architecture providing a framework that is easily portable to a variety of robot platforms and is configured to provide hardware abstractions, abstractions for generic robot attributes, environment abstractions, and robot behaviors. The generic robot architecture includes a hardware abstraction level and a robot abstraction level. The hardware abstraction level is configured for developing hardware abstractions that define, monitor, and control hardware modules available on a robot platform. The robot abstraction level is configured for defining robot attributes and provides a software framework for building robot behaviors from the robot attributes. Each of the robot attributes includes hardware information from at least one hardware abstraction. In addition, each robot attribute is configured to substantially isolate the robot behaviors from the at least one hardware abstraction.

    Sandia Laboratories' computational scientists are addressing a very important question: How do we get insight from the human combined with the computer-generated information? The answer inevitably leads to using scientific visualization. Going one technology leap further is teraflop visualization, where the computing model and interactive graphics are an integral whole to provide computing for insight. In order to implement our teraflop visualization architecture, all hardware installed or software coded will be based on open modules and dynamic extensibility principles. We will illustrate these concepts with examples in our three main research areas: (1) authoring content (the computer), (2) enhancing precision and resolution (the human), and (3) adding behaviors (the physics).

    A diagram provided in the report depicts the complexity of the power systems control architecture used by the national power structure. It shows the structural hierarchy and the relationship of the each system to those other systems interconnected to it. Each of these levels provides a different focus for vulnerability testing and has its own weaknesses.     The infrastructure of phasor measurements have evolved over the last two decades from isolated measurement units to networked measurement systems with footprints beyond individual utility companies. This is, to a great extent, a bottom-up self-evolving process except some local systems built by design. Given the number of phasor measurement units (PMUs) in the system is small (currently 70 each in western and eastern interconnections), current phasor network architecture works just fine. However, the architecture will become a bottleneck when large number of PMUs are installed (e.g. >1000~10000). The need for phasor architecture design has yet to be addressed.     We develop a layered quantum computer architecture, which is a systematic framework for tackling the individual challenges of developing a quantum computer while constructing a cohesive device design. We discuss many of the prominent techniques for implementing circuit-model quantum computing and introduce several new methods, with an emphasis on employing surface code quantum error correction. In doing so, we propose a new quantum computer architecture based on optical control of quantum dots. The timescales of physical hardware operations and logical, error-corrected quantum gates differ by several orders of magnitude. By dividing functionality into layers, we can design and analyze subsystems independently, demonstrating the value of our layered architectural approach. Using this concrete hardware platform, we provide resource analysis for executing fault-tolerant quantum algorithms for integer factoring and quantum simulation, finding that the quantum dot architecture we study could solve such problems on the timescale of days.

    Gaia is ESA's ambitious space astrometry mission the main objective of which is to astrometrically and spectro-photometrically map 1000 Million celestial objects (mostly in our galaxy) with unprecedented accuracy. The announcement of opportunity for the data processing will be issued by ESA late in 2006. The Gaia Data Processing and Analysis Consortium (DPAC) has been formed recently and is preparing an answer. The satellite will downlink close to 100 TB of raw telemetry data over 5 years. To achieve its required accuracy of a few 10s of Microarcsecond astrometry, a highly involved processing of this data is required. In addition to the main astrometric instrument Gaia will host a Radial Velocity instrument, two low-resolution dispersers for multi-color photometry and two Star Mappers. Gaia is a flying Giga Pixel camera. The various instruments each require relatively complex processing while at the same time being interdependent. We describe the overall composition of the DPAC and the envisaged overall architecture of the Gaia data processing system. We shall delve further into the core processing - one of the nine, so-called, coordination units comprising the Gaia processing system.

    The performance of an on-chip interconnection architecture used for communication between IP cores depends on the efficiency of its bus architecture. Any bus architecture having advantages of faster bus clock speed, extra data transfer cycle, improved bus width and throughput is highly desirable for a low cost, reduced time-to-market and efficient System-on-Chip (SoC). This paper presents a survey of WISHBONE bus architecture and its comparison with three other on-chip bus architectures viz. Advanced Micro controller Bus Architecture (AMBA) by ARM, CoreConnect by IBM and Avalon by Altera. The WISHBONE Bus Architecture by Silicore Corporation appears to be gaining an upper edge over the other three bus architecture types because of its special performance parameters like the use of flexible arbitration scheme and additional data transfer cycle (Read-Modify-Write cycle). Moreover, its IP Cores are available free for use requiring neither any registration nor any agreement or license.

A description of the possibilities for the future, supported by actual experience with a process model and tool set, points toward implementation options. The directions for future information technology investments are discussed. Practical examples of how technology answers the business and information needs of the organization through coordinated and meshed data, applications, and technology architectures are related. This document is the fourth and final volume in the planned series for defining and exhibiting the DOE information architecture. The targeted scope of this document includes DOE Program Offices, field sites, contractor-operated facilities, and laboratories. This document paints a picture of how, over the next 7 years, technology may be implemented, dramatically improving the ways business is conducted at DOE. While technology is mentioned throughout this document, the vision is not about technology. The vision concerns the transition afforded by technology and the process steps to be completed to ensure alignment with business needs. This goal can be met if those directing the changing business and mission-support processes understand the capabilities afforded by architectural processes.

    The Information Management Technology Architecture (TA) is being driven by the business objectives of reducing costs and improving effectiveness. The strategy is to reduce the cost of computing through standardization. The Lockheed Martin Idaho Technologies Company (LMITCO) TA is a set of standards and products for use at the Idaho National Engineering Laboratory (INEL). The TA will provide direction for information management resource acquisitions, development of information systems, formulation of plans, and resolution of issues involving LMITCO computing resources. Exceptions to the preferred products may be granted by the Information Management Executive Council (IMEC). Certain implementation and deployment strategies are inherent in the design and structure of LMITCO TA. These include: migration from centralized toward distributed computing; deployment of the networks, servers, and other information technology infrastructure components necessary for a more integrated information technology support environment; increased emphasis on standards to make it easier to link systems and to share information; and improved use of the company`s investment in desktop computing resources. The intent is for the LMITCO TA to be a living document constantly being reviewed to take advantage of industry directions to reduce costs while balancing technological diversity with business flexibility.

    The integration of automation associated with electricity resources (including transmission and distribution automation and demand-side resources operated by end-users) is key to supporting greater efficiencies and incorporating variable renewable resources and electric vehicles into the power system. The integration problems faced by this community are analogous to those faced in the health industry, emergency services, and other complex communities with many stakeholders. To highlight this issue and encourage communication and the development of a smart grid interoperability community, the GridWise Architecture Council (GWAC) created an Interoperability Context-Setting Framework. This "conceptual model" has been helpful to explain the importance of organizational alignment in addition to technical and informational interface specifications for "smart grid" devices and systems. As a next step to building a community sensitive to interoperability, the GWAC is investigating an interoperability maturity model (IMM) based on work done by others to address similar circumstances. The objective is to create a tool or set of tools that encourages a culture of interoperability in this emerging community. The tools would measure status and progress, analyze gaps, and prioritize efforts to improve the situation.

    Abstract—Interoperability is about the properties of devices and systems to connect and work properly. Advancing interoperability eases integration and maintenance of the resulting interconnection. This leads to faster integration, lower labor and component costs, predictability of projects and the resulting performance, and evolutionary paths for upgrade. When specifications are shared and standardized, competition and novel solutions can bring new value streams to the community of stakeholders involved. Advancing interoperability involves reaching agreement for how things join at their interfaces. The quality of the agreements and the alignment of parties involved in the agreement present challenges that are best met with process improvement techniques. The GridWise® Architecture Council (GWAC) sponsored by the United States Department of Energy is supporting an effort to use concepts from capability maturity models used in the software industry to advance interoperability of smart grid technology. An interoperability maturity model has been drafted and experience is being gained through trials on various types of projects and community efforts. This paper describes the value and objectives of maturity models, the nature of the interoperability maturity model and how it compares with other maturity models, and experiences gained with its use.

    This document describes a microgrid cyber security reference architecture. First, we present a high-level concept of operations for a microgrid, including operational modes, necessary power actors, and the communication protocols typically employed. We then describe our motivation for designing a secure microgrid; in particular, we provide general network and industrial control system (ICS)-speci c vulnerabilities, a threat model, information assurance compliance concerns, and design criteria for a microgrid control system network. Our design approach addresses these concerns by segmenting the microgrid control system network into enclaves, grouping enclaves into functional domains, and describing actor communication using data exchange attributes. We describe cyber actors that can help mitigate potential vulnerabilities, in addition to performance bene ts and vulnerability mitigation that may be realized using this reference architecture. To illustrate our design approach, we present a notional a microgrid control system network implementation, including types of communica- tion occurring on that network, example data exchange attributes for actors in the network, an example of how the network can be segmented to create enclaves and functional domains, and how cyber actors can be used to enforce network segmentation and provide the neces- sary level of security. Finally, we describe areas of focus for the further development of the reference architecture.

    This report describes the implementation and results of a field demonstration wherein residential electric water heaters and thermostats, commercial building space conditioning, municipal water pump loads, and several distributed generators were coordinated to manage constrained feeder electrical distribution through the two-way communication of load status and electric price signals. The field demonstration took place in Washington and Oregon and was paid for by the U.S. Department of Energy and several northwest utilities. Price is found to be an effective control signal for managing transmission or distribution congestion. Real-time signals at 5-minute intervals are shown to shift controlled load in time. The behaviors of customers and their responses under fixed, time-of-use, and real-time price contracts are compared. Peak loads are effectively reduced on the experimental feeder. A novel application of portfolio theory is applied to the selection of an optimal mix of customer contract types.

    Fifty residential electric water heaters and 150 new residential clothes dryers were modified to respond to signals received from underfrequency, load-shedding appliance controllers. Each controller monitored the power-grid voltage signal and requested that electrical load be shed by its appliance whenever electric power-grid frequency fell below 59.95 Hz. The controllers and their appliances were installed and monitored for more than a year at residential sites at three locations in Washington and Oregon. The controllers and their appliances responded reliably to each shallow underfrequency event—an average of one event per day—and shed their loads for the durations of these events. Appliance owners reported that the appliance responses were unnoticed and caused little or no inconvenience for the homes’ occupants.

    A systematic study of the indoor airborne radon concentration in the central part of the Nicosia district was conducted, using high-sensitivity active radon portable detectors of the type "RADIM3A". From a total of 108 measurements in 54 grids of 1 km^2 area each, the overall mean value is 20.6 \\pm 13.2 Bq m^-3 (A.M.\\pm S.D.). That is almost twice less than the corresponding average worldwide value. The radon concentration levels in drinking water were also measured in 24 sites of the residential district, using the high-sensitivity radon detector of the type "RADIM3W". The mean value obtained from these measurements is 243.8 \\pm 224.8 mBq L^-1, which is relatively low compared to the corresponding internationally accepted level. The associated annual effective dose rates to each measurement were also calculated and compared to the corresponding worldwide values. From the geographical coordinates of the measuring sites and the corresponding radon concentration values, the digital radon map of the central part of the Nicosia district was constructed for the first time, by means of the ArcMap software package.

    More than two years have passed since the United Nations (U.N.) Security Council unanimously passed Resolution 1540. This seminal measure requires all U.N. Member States to enact and enforce “effective measures to establish domestic controls to prevent the proliferation of nuclear, chemical, biological weapons and their means of delivery.” Has this Resolution been successful? Did the 1540 Committee established by the Resolution fulfill its mandate? What does the future hold for Resolution 1540? Will it become an integral part of the web of nonproliferation treaties and regimes or will it recede into history as a well-meaning but unfulfilled attempt to prevent proliferation? These questions are timely and important to the nuclear materials management community and a discourse on their answers is needed.

    This report describes the Tier 1 LDRD portfolio, administered by the Seniors Council between 2003 and 2011. 73 projects were sponsored over the 9 years of the portfolio at a cost of $10.5 million which includes $1.9M of a special effort in directed innovation targeted at climate change and cyber security. Two of these Tier 1 efforts were the seeds for the Grand Challenge LDRDs in Quantum Computing and Next Generation Photovoltaic conversion. A few LDRDs were terminated early when it appeared clear that the research was not going to succeed. A great many more were successful and led to full Tier 2 LDRDs or direct customer sponsorship. Over a dozen patents are in various stages of prosecution from this work, and one project is being submitted for an R and D 100 award.

    The PASS project has as its goal the implementation of solutions to the foreseen data access problems of the next generation of scientific experiments. The architectural model results from an evaluation of the operational and technical requirements and is described in terms of an abstract reference model, an implementation model and a discussion of some design aspects. The abstract reference model describes a system that matches the requirements in terms of its components and the mechanisms by which they communicate, but does not discuss policy or design issues that would be necessary to match the model to an actual implementation. Some of these issues are discussed, but more detailed design and simulation work will be necessary before choices can be made.

The architecture is based upon a small set of design principles that were chosen to simplify communication between data acquisition elements while providing the required level of flexibility and performance.     Geothermal energy is the natural heat of the earth, and can be tapped as a clean, safe, economical alternative source of energy. Much of the geothermal energy resource is recoverable with current or near-current technology and could make a significant contribution both to increasing domestic energy supplies and to reducing the US dependence on imported oil. Geothermal energy can be used for electric power production, residential and commercial space heating and cooling, industrial process heat, and agricultural process applications. This report describes the progress for fiscal year 1980 (FY80) of the Federal Geothermal Program. It also summarizes the goals, strategy, and plans which form the basis for the FY81 and FY82 program activities and reflects the recent change in national policy affecting Federal research, development and demonstration programs. The Interagency Geothermal Coordinating Council (IGCC) believes that substantial progress can and will be made in the development of geothermal energy. The IGCC goals are: (1) reduce the institutional barriers so that geothermal projects can be on-line in one-half the current time; (2) make moderate temperature resources an economically competitive source of electricity; (3) remove the backlog of noncompetitive lease applications; (4) competitive lease all KGRA lands; and (5) cut the cost of hydrothermal technology by 25%.

    The U.S. Interagency Geothermal Coordinating Council was a multi-agency group charged with identifying and reducing barriers to geothermal energy development in the U.S. Many of the issues covered related to regulations for and progress in the leasing of Federal lands in the West for power development. The IGCC reports are important sources of historical information. Table 1 lists significant events in the history of use of geothermal energy in the U.S., starting in1884. That is useful for tracking which Federal departments and agencies managed aspects of this work over time. Table 2 gives a complete accounting for all Federal outlays for geothermal energy development for FY 1979 - 1989, including non-DOE outlays. Table 3 shows the status of the U.S. Geothermal Loan Guarantee Program at end of FY 1989: of the $500 million authorized, $285 million was committed to eight projects, and about $40 million had been paid out on project defaults. An additional $101 million had been repaid by the borrowers. (DJE 2005)

New electric generating capacity will be needed if the US is to sustain economic growth. All resources - coal, oil, natural gas, renewables, energy efficiency, and nuclear energy - have a role to play. (2) Nuclear Energy and the Environment: Nuclear energy is one of the cleanest sources of electric power. (3) Nuclear Power and Energy Independence: Nuclear energy is partly responsible for the dramatic reduction in oil use by electric utilities over the past 20 years. (4) Nuclear Energy: Insurance for the future: As US utilities plan to meet the growing need for electric power, they face major uncertainties (increased competion; the extent that demand-side management and efficiency can reduce need; future price and supply of natural gas; impact of the 1990 Clean Air Act amendments; possibility of increased fossil fuel restrictions) Nuclear energy represents prudent, strategic planning against these uncertainties.

    Algebraic multigrid (AMG) is a popular solver for large-scale scientific computing and an essential component of many simulation codes. AMG has shown to be extremely efficient on distributed-memory architectures. However, when executed on modern multicore architectures, we face new challenges that can significantly deteriorate AMG's performance. We examine its performance and scalability on three disparate multicore architectures: a cluster with four AMD Opteron Quad-core processors per node (Hera), a Cray XT5 with two AMD Opteron Hex-core processors per node (Jaguar), and an IBM BlueGene/P system with a single Quad-core processor (Intrepid). We discuss our experiences on these platforms and present results using both an MPI-only and a hybrid MPI/OpenMP model. We also discuss a set of techniques that helped to overcome the associated problems, including thread and process pinning and correct memory associations.

    This report is one of four that the Pacific Northwest National Laboratory (PNNL) staff prepared to address Measure 7.1A in the Northwest Power Planning Council's (Council) Fish and Wildlife Program (Program) dated december 1994 (NPPC 1994). Measure 7.1A calls for the Bonneville Power Administration (BPA) to fund an evaluation of salmon survival, ecology, carrying capacity, and limiting factors in freshwater, estuarine, and marine habitats. Additionally, the Measure asks for development of a study plan based on critical uncertainties and research needs identified during the evaluation. This report deals with the evaluation of carrying capacity. It describes the analysis of different views of capacity as it relates to salmon survival and abundance. The report ends with conclusions and recommendations for studying carrying capacity.

    Science laboratories and sophisticated simulations are producing data of increasing volumes and complexities, and that’s posing significant challenges to current data infrastructures as terabytes to petabytes of data must be processed and analyzed. Traditional computing platforms, originally designed to support model-driven applications, are unable to meet the demands of the data-intensive scientific applications. Pacific Northwest National Laboratory (PNNL) research goes beyond “traditional supercomputing” applications to address emerging problems that need scalable, real-time solutions. The outcome is new unconventional architectures for data-intensive applications specifically designed to process the deluge of scientific data, including FPGAs, multithreaded architectures and IBM's Cell.

    Standalone high level applications often suffer from poor performance and reliability due to lengthy initialization, heavy computation and rapid graphical update. Service-oriented architecture (SOA) is trying to separate the initialization and computation from applications and to distribute such work to various service providers. Heavy computation such as beam tracking will be done periodically on a dedicated server and data will be available to client applications at all time. Industrial standard service architecture can help to improve the performance, reliability and maintainability of the service. Robustness will also be improved by reducing the complexity of individual client applications.

It is the first industrial standard designed for High Availability (HA). ILC availability simulations have shown clearly that the capabilities of ATCA are needed in order to achieve acceptable integrated luminosity. The ATCA architecture looks attractive for beam instruments and detector applications as well. This paper provides an overview of ongoing R&D including application of HA principles to power electronics systems.
