The Department of Energy (DOE) has prepared an Environmental Assessment (EA) DOE/EA-0975, evaluating the construction, equipping and operation of the Cancer Research Institute (CRI) at the Loma Linda University Medical Center (LLUMC) on its campus in Loma Linda, California. Based on the analysis in the EA, the DOE has determined that the proposed action does not constitute a major federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act of 1969 (NEPA). Therefore, the preparation of an Environmental Impact Statement is not required. This document describes alternatives, the affected environment and environmental consequences of the proposed action.

Technical assessment of the Loma Linda University proton therapy accelerator

In April 1986, officials of Loma Linda University requested that Fermilab design and construct a 250 MeV proton synchrotron for radiotherapy, to be located at the Loma Linda University Medical Center. In June 1986 the project, having received all necessary approvals, commenced. In order to meet a desirable schedule providing for operation in early 1990, it was decided to erect such parts of the accelerator as were complete at Fermilab and conduct a precommissioning activity prior to the completion of the building at Loma Linda which will house the final radiotherapy facility. It was hoped that approximately one year would be saved by the precommissioning, and that important information would be obtained about the system so that improvements could be made during installation at Loma Linda. This report contains an analysis by Fermilab staff members of the information gained in the precommissioning activity and makes recommendations about steps to be taken to enhance the performance of the proton synchrotron at Loma Linda. In the design of the accelerator, effort was made to employ commercially available components, or to industrialize the products developed so that later versions of the accelerator could be produced industrially. The magnets could only be fabricated at Fermilab if the schedule was to be met, but efforts were made to transfer that technology to industry. Originally, it was planned to use a 1.7 MeV RFQ fabricated at the Lawrence Berkeley Laboratory as injector, but LBL would have found it difficult to meet the project schedule. After consideration of other options, for example a 3.4 MeV tandem accelerator, a supplier (AccSys Inc.) qualified itself to provide a 2 MeV RFQ on a schedule well matched to the project schedule. This choice was made, but a separate supplier was selected to develop and provide the 425 MHz power amplifier for the RFQ.

Aquifer test at Comore Loma No. 4, Idaho Falls, Idaho

An aquifer test was conducted at Comore Loma Well {number_sign}4 to determine the aquifer hydraulic characteristics at this location on July 11 and 12, 1991. Water was withdrawn from Comore Loma Well {number_sign}4 at approximately 850 gallons per minute for 8 hours while monitoring the water level in the plumping well and an observation well 930 ft away. The pumped well showed over 12 ft of drawdown with no discernable drawdown in the observation well. The drawdown in the pumped well was nearly instantaneous, showing little additional drawdown after 1 minute. The transmissivity was calculated to be approximately 140,000 ft{sup 2}/day using the Jacob solution. This gives a hydraulic conductivity of 1300 ft/day for the 110 ft interval tested. The high transmissivity and geologic setting suggest the aquifer may in part produce water from the Snake River Plain aquifer. However, the warm water temperature (71{degrees}F) indicates the presence of a geothermal source typical of the foothills aquifer. The storage coefficient could not be calculated since no water level decline was detected in the observation well.

The October 17, 1989, Loma Prieta Earthquake: Effects on selected power and industrial facilities

The Loma Prieta Earthquake of Tuesday, October 17, 1989, was the most damaging seismic event in California since the great San Francisco Earthquake of 1906. The earthquake created Modified Mercalli Intensities (MMI) of 7 or 8 throughout the northern Monterey and southern San Francisco Bay areas. This heavily shaken region included over 5000 square kilometers, and an urban population of over 3 million. This region includes a wide variety of modern industry, ranging from conventional smokestack'' operations to electronics and information processing facilities. The area nearest the fault rupture contains some of the largest power generation and transmission stations operated by the regional utility -- Pacific Gas Electric (PG E). This report summarizes the latest study in a program of post-earthquake investigations sponsored by The Electric Power Research Institute (EPRI). The Loma Prieta Earthquake created the largest amount of potentially useful data of any EPRI study to date. Over two dozen electric power and industrial facilities were reviewed following the earthquake. The following sections provide an overview of some of the primary observations. 16 figs.

Measurements of the Fermilab 200 MeV transfer line quadrupole magnets

This report presents the results of measurements of two quadrupole magnets that are used in the 200 MeV transfer line. The measurements were performed to obtain data to evaluate the suitability of these magnets for use in a 400 MeV transfer line once the Linac Upgrade is complete. In order to provide a basis for comparison, data were obtained from Fermilab's Magnet Test Facility of measurements of magnets of similar size and strength that were built for the Loma Linda project. These Loma Linda magnets are possible replacements for the ones presently in the 200 MeV transfer line. The Fermilab Linac Upgrade includes the reconfiguration of the transfer line that runs from the linac to the booster in order to handle the higher beam energy. Nominally, the quadrupole strengths will need to be 1.5 times their current operating points. This report will use a value of 1.7 to allow a tuning range to account differences in geometry between the old and new lines. Another goal in the design of the new transfer line is to produce a non-steering line. A complaint about the current line is that steering results from any attempt to re-tune the line. 18 figs., 3 tabs.

Proton therapy construction projects in the United States

Proton and heavy-ion radiation therapy has been taking place now for 40 years, at many accelerator laboratories around the world, essentially all of these centers built originally for physics research. The high degree of promise shown for using these particles for treating and curing cancer has stimulated the medical community to look seriously at building dedicated accelerator facilities in a hospital setting, where more rapid progress can be made in clinical research, and development of effective treatments with these beams. In the United States, the first such facility, at the Loma Linda University Medical Center, has been in operation now for two years, and is currently treating a total of 35 to 40 patients per day. Two new projects are being designed at present, one at the Massachusetts General Hospital in Boston, Massachusetts, the second a joint project of the Lawrence Berkeley Laboratory and the University of California at Davis Medical Center in Sacramento, California. This paper will discuss accelerator and beam characteristics relevant to the proton-therapy application, and will present performance and operations characteristics for the Loma Linda facility, as well as details of the plans, process and progress towards construction of the new facilities in Boston and Sacramento.

Overview of SMIP (Strong Motion Instrumentation Program) strong motion records from the Loma Prieta earthquake 17 October 1989

A total of 125 strong-motion records were recovered from 93 stations of the California Strong Motion Instrumentation Program (CSMIP). The 93 stations include 53 ground-response stations and 40 extensively instrumented structures. The most distant stations were approximately 175 km (105 miles) from the epicenter. Twenty-five records were obtained within 40 km (24 miles) of the epicenter. The closest SMIP station is Corralitos, located very close to the San Andreas fault and near the center of the aftershock zone. A peak horizontal acceleration of 65 percent g was recorded at this station. This is the first record from the nearfield of a magnitude 7 earthquake in California. Three other stations, Santa Cruz, Capitola, and Watsonville, within 20 km (12 miles) of the epicenter, recorded the shaking in the heavily damaged coastal area. Peak horizontal accelerations ranged from 40 percent g at Watsonville to 54 percent g at Capitola. All four of these stations recorded high vertical accelerations ranging from 40 percent g at Santa Cruz to 60 percent g at Capitola. Nine SMIP stations recorded the ground motion in the City of San Francisco with peak horizontal accelerations ranging from 9 percent to 21 percent g. Stations located on Yerba Buena Island and Treasure Island form a rock/soil pair that recorded peak horizontal accelerations of 6 percent and 16 percent g, respectively. Characterization of the Radiation Shielding Properties of US andRussian EVA Suits

Reported herein are results from the Eril Research, Inc.(ERI) participationin the NASA Johnson Space Center sponsored studycharacterizing the radiation shielding properties of the two types ofspace suit that astronauts are wearing during the EVA on-orbit assemblyof the International Space Station (ISS). Measurements using passivedetectors were carried out to assess the shielding properties of the USEMU Suit and the Russian Orlan-M suit during irradiations of the suitsand a tissue equivalent phantom to monoenergetic proton and electronbeams at the Loma Linda University Medical Center (LLUMC). Duringirradiations of 6 MeV electrons and 60 MeV protons, absorbed dose as afunction of depth was measured using TLDs exposed behind swatches of thetwo suit materials and inside the two EVA helmets. Considerable reductionin electron dosewas measured behind all suit materials in exposures to 6MeV electrons. Slowing of the proton beam in the suit materials led to anincrease in dose measured in exposures to 60 MeV protons. During 232 MeVproton irradiations, measurements were made with TLDs and CR-39 PNTDs atfive organ locations inside a tissue equivalent phantom, exposed bothwith and without the two EVA suits. The EVA helmets produce a 13 to 27percent reduction in total dose and a 0 to 25 percent reduction in doseequivalent when compared to measurements made in the phantom head alone.Differences in dose and dose equivalent between the suit and non-suitirradiations forthe lower portions of the two EVA suits tended to besmaller. Proton-induced target fragmentation was found to be asignificant source of increased dose equivalent, especially within thetwo EVA helmets, and average quality factor inside the EMU and Orlan-Mhelmets was 2 to 14 percent greater than that measured in the barephantom head.

Gridley, Ph.D. Human low dose radiation data have been derived primarily from studies of space and airline flight personnel, nuclear plant workers and others exposed occupationally, as well as victims in the vicinity of atomic bomb explosions. The findings remain inconclusive due to population inconsistencies and complex interactions among total dose, dose rate, radiation quality and age at exposure. Thus, safe limits for low dose occupational irradiation are currently based on data obtained with doses far exceeding the levels expected for the general population and health risks have been largely extrapolated using the linear-nonthreshold dose-response model. The overall working hypothesis of the present study is that priming with low dose, low-linear energy transfer (LET) radiation can ameliorate the response to acute high-dose radiation exposure. We also propose that the efficacy of low-dose induced protection will be dependent upon the form and regimen of the high-dose exposure: photons versus protons versus simulated solar particle event protons (sSPE). The emphasis has been on gene expression and function of CD4+ T helper (Th) lymphocytes harvested from spleens of whole-body irradiated C57BL/6 mice, a strain that provides the genetic background for many genetically engineered strains. Evaluations of the responses of other selected cells, tissues such as skin, and organs such as lung, liver and brain were also initiated (partially funded by other sources). The long-term goal is to provide information that will be useful in estimating human health risks due to radiation that may occur during exposures in the work environment, nuclear/radiological catastrophes, as well as radiotherapy. Several papers have been published, accepted for publication or are in preparation. A number of poster and oral presentations have been made at scientific conferences and workshops. Archived tissues of various types will continue to be evaluated via funding from other sources (the DoE Low Dose Radiation Research Program, Office of Science and this specific grant will be appropriately included in the Acknowledgements of all subsequent publications/presentations). A post-doc and several students have participated in this study. More detailed description of the accomplishments is described in attached file.

Technical Design of Hadron Therapy Facilities

Radiation therapy with hadron beams now has a 40-year track record at many accelerator laboratories around the world, essentially all of these originally physics-research oriented. The great promise shown for treating cancer has led the medical community to seek dedicated accelerator facilities in a hospital setting, where more rapid progress can be made in clinical research. This paper will discuss accelerator and beam characteristics relevant to hadron therapy, particularly as applied to hospital-based facilities. A survey of currently-operating and planned hadron therapy facilities will be given, with particular emphasis on Lorna Linda (the first dedicated proton facility in a hospital) and HIMAC (the first dedicated heavy-ion medical facility).

The Genomic Standards Consortium was formed in September 2005. It is an international, open-membership working body which promotes standardization in the description of genomes and the exchange and integration of genomic data. The 2009 meeting was an activity of a five-year funding Research Coordination Network from the National Science Foundation and was organized held at the DOE Joint Genome Institute with organizational support provided by the JGI and by the University of California - San Diego. In quick succession Frank Oliver Glockner (MPI-Bremen), Victor Markowitz (LBNL), Nikos Kyripides (JGI), Folker Meyer (ANL), Linda Amaral-Zettler (Marine Biology Lab), and James Cole (Michigan State University) provide updates on a number of topics related to GSC projects at the Genomic Standards Consortium 8th meeting at the DOE JGI in Walnut Creek, Calif. on Sept. 9, 2009.

Final environmental statement related to the Western Nuclear, Inc. , Split Rock Uranium Mill (Fremont County, Wyoming)

The proposed action is the renewal of Source Material License SUA-56 (with amendments) issued to Western Nuclear, Inc. (WNI), for the operation of the Split Rock Uranium Mill near Jeffrey City and the Green Mountain Ion-Exchange Facility, both in Fremont County, Wyoming. The license also permits possession of material from past operations at four ancillary facilities in the Gas Hills mining area - the Bullrush, Day-Loma, Frazier-Lamac, and Rox sites (Docket No. 40-1162). However, although heap leaching operations were previously authorized at Frazier-Lamac, there has never been any processing of material at this site. The Split Rock mill is an acid-leach, ion-exchange and solvent-extraction uranium-ore processing mill with a design capacity of 1540 MT (1700 tons) of ore per day. WNI has proposed by license amendment request to increase the storage capacity of the tailings ponds in order to permit the continuation of present production rates of U/sub 3/O/sub 8/ through 1996 using lower-grade ores.

Natural disasters and the gas pipeline system. Topical report, August 1994-June 1995

Episodic descriptions are provided of the effect of the Loma Prieta earthquake (1989) on the gas pipeline systems of Pacific Gas & Electric Company and the City of Palo Alto and of the Northridge earthquake (1994) on Southern California Gas` pipeline system. The emergency response plans and activities of South Carolina Electric & Gas Company during hurricane Hugo (1989) and of City Gas Company of Florida and other small gas companies during hurricane Andrew (1992) are also reviewed. Descriptions of the great Flood of 1993 and its effects on the operations of Iowa-Illinois Gas & Electric Company and Laclede Gas Company and of the San Jacinto River Floods on the transmission lines of Valero Gas Co. are also provided. Local and federal regulatory requirements, and the current practices by the gas industry for dealing with natural disasters, such as through preventive measures (e.g., strapping of water heaters, excess flow valves), and the tracking of weather-related events are described. The important role that preplanning and coordination with the local emergency response bodies and other gas utilities plays during a natural disaster is examined.

Eliot Brenner, Director NRC Office of Public Affairs, March 12, 2011. For the past four years we have been speaking to audiences at Waste Management about communications issues. Last year, though we were kept from attending because of the federal budget crisis, our surrogates described to you the lessons the nuclear industry should draw from the BP Gulf oil spill crisis. Those remarks were delivered 11 days before the Fukushima Daiichi tragedy became the nuclear landmark of a generation - an industry changing event with worldwide ramifications, both in science and regulation and in communications. Eliot Brenner cut his teeth on crisis communication in the aviation industry where tragedy unfolds rapidly. He has been a speech-writer to three cabinet secretaries, spokesman for the Federal Aviation Administration and now spokesman for the Nuclear Regulatory Commission since 2004. Holly Harrington manages the NRC crisis response program and has 26 years federal public affairs experience, including eight years at the Federal Emergency Management Agency. Her crisis experience includes the 1989 Loma Prieta earthquake, numerous hurricanes and floods, Sept 11, and, now Fukushima Daiichi. Rebecca Schmidt is a veteran government relations professional whose decades in Washington include service with the House Armed Services Committee, the House Budget Committee and the Secretary of Defense. Collectively, the Offices of Public Affairs and Congressional Affairs conducted the largest outreach for the agency since Three Mile Island. We worked with the basic rule, described to Waste Management last year just 11 days before Fukushima - communicate early, often and clearly. The response - while not without its problems and lessons - went as smoothly as a chaotic event like Fukushima could go. That was due in large measure to the fact that the NRC has a well-tested system of responding to nuclear emergencies, and we followed our plan. (authors)

APS Science 2009.

It is my pleasure to introduce the 2009 annual report of the Advanced Photon Source. This was a very good year for us. We operated with high reliability and availability, despite growing problems with obsolete systems, and our users produced a record output of publications. The number of user experiments increased by 14% from 2008 to more than 3600. We congratulate the recipients of the 2009 Nobel Prize in Chemistry-Venkatraman Ramakrishnan (Cambridge Institute for Medical Research), Thomas Steitz (Yale University), and Ada Yonath (Weizmann Institute) - who did a substantial amount of this work at APS beamlines. Thanks to the efforts of our users and staff, and the ongoing counsel of the APS Scientific Advisory Committee, we made major progress in advancing our planning for the upgrade of the APS (APS-U), producing a proposal that was positively reviewed. We hope to get formal approval in 2010 to begin the upgrade. With advocacy from our users and the support of our sponsor, the Office of Basic Energy Sciences in the Department of Energy (DOE) Office of Science, our operating budgets have grown to the level needed to more adequately staff our beamlines. We were also extremely fortunate to have received $7.9 M in American Recovery and Reinvestment Act ('stimulus') funding to acquire new detectors and improve several of our beamlines. The success of the new Linac Coherent Light Source at Stanford, the world's first x-ray free-electron laser, made us particularly proud since the undulators were designed and built by the APS. Among other highlights, we note that more than one-quarter of the 46 Energy Frontier Research Centers, funded competitively across the U.S. in 2009 by the DOE, included the Advanced Photon Source in their proposed work, which shows that synchrotron radiation, and the APS in particular, are central to energy research. While APS research covers everything from fundamental to applied science (reflected by the highlights in this report), the challenge of sustainable energy provides an opportunity for expanded involvement with industrial research. We were privileged to recruit several outstanding new leaders at the APS. Linda Young, from Argonne's Chemical Sciences Division, became the new Director of the X-ray Science Division (XSD). Chris Jacobsen (from Stony Brook University) has been added to Linda's team as an XSD Associate Division Director, joining George Srajer. Alexander (Sasha) Zholents (formerly of Berkeley Lab) became Director of the Accelerator Systems Division. Sasha is the inventor of the short-pulse x-ray scheme that we plan to implement in the APS-U to obtain very high average brightness, broadband, 1-ps x-ray pulses. Walter Lowe (formerly of Howard University) has taken a new position as senior advisor for outreach and development of the user community. Walter's role is to increase the diversity of the user community (with diversity read broadly to include users, institutions, and technical disciplines that are underrepresented at APS). Walter is also leading an effort to increase access for industrial users. I am confident that we have in place a great team to help our users and the APS take fullest advantage of the APS-U opportunity. In planning with users for the proposed APS-U, we focused on the need to study 'real materials under real conditions in real time' on spatial and temporal scales unavailable today. Only by studying materials as they are made-or as they perform-in difficult environments can we solve the grand challenge of higher-performance, sustainable materials for energy and health. The proposed APS-U will improve the brightness of penetrating x-rays produced by the APS over 100 times, and support our efforts in developing state-of-the-art instruments to address these challenges.
