    In April 1986, officials of Loma Linda University requested that Fermilab design and construct a 250 MeV proton synchrotron for radiotherapy, to be located at the Loma Linda University Medical Center. In June 1986 the project, having received all necessary approvals, commenced. In order to meet a desirable schedule providing for operation in early 1990, it was decided to erect such parts of the accelerator as were complete at Fermilab and conduct a precommissioning activity prior to the completion of the building at Loma Linda which will house the final radiotherapy facility. It was hoped that approximately one year would be saved by the precommissioning, and that important information would be obtained about the system so that improvements could be made during installation at Loma Linda. This report contains an analysis by Fermilab staff members of the information gained in the precommissioning activity and makes recommendations about steps to be taken to enhance the performance of the proton synchrotron at Loma Linda. In the design of the accelerator, effort was made to employ commercially available components, or to industrialize the products developed so that later versions of the accelerator could be produced industrially. The magnets could only be fabricated at Fermilab if the schedule was to be met, but efforts were made to transfer that technology to industry. Originally, it was planned to use a 1.7 MeV RFQ fabricated at the Lawrence Berkeley Laboratory as injector, but LBL would have found it difficult to meet the project schedule. After consideration of other options, for example a 3.4 MeV tandem accelerator, a supplier (AccSys Inc.) qualified itself to provide a 2 MeV RFQ on a schedule well matched to the project schedule. This choice was made, but a separate supplier was selected to develop and provide the 425 MHz power amplifier for the RFQ.

    The Loma Prieta earthquake of October 17, 1989 was predicted by the use of two pattern recognition algorithms, CN and M8. The prediction with algorithm CN was that an earthquake with magnitude greater than or equal to 6.4 was expected to occur in a roughly four year interval staring in midsummer 1986 in a polygonal spatial window of approximate average dimensions 600 {times} 450 km, encompassing Northern California and Northern Nevada. The prediction with algorithm M8 was that an earthquake with magnitude greater than or equal to 7.0 was expected to occur within 5 to 7 years after 1985, in a spatial window of approximate average dimensions 800 {times} 560 km. The predictions were communicated in advance of the earthquake. In previous, mainly retrospective applications of these algorithms, successful predictions occurred in about 80% of the cases.

    The authors investigated the tsunami recorded at Monterey, California, during the 1989 Loma Prieta earthquake (M{sub w} = 6.9). The first arrival of the tsunami was about 10 min after the origin time of the earthquake. Using an elastic half space, they computed vertical ground displacements for many different fault models for the Loma Prieta earthquake, and used them as the initial condition for computation of tsunamis in Monterey Bay. The synthetic tsunami computed for the uniform dislocation model determined from seismic data can explain the arrival time, polarity, and amplitude of the beginning of the tsunami. However, the period of the synthetic tsunami is too long compared with the observed. The authors tested other fault models with more localized slip distribution. None of the models could explain the observed period. The residual waveform, the observed minus the synthetic waveform, begins as a downward motion at about 18 min after the origin time of the earthquake, and could be interpreted as due to a secondary source near Moss Landing. If the large scale slumping near Moss Landing suggested by an eyewitness observation occurred about 9 min after the origin time of the earthquake, it could explain the residual waveform. To account for the amplitude of the observed tsunami, the volume of sediments involved in the slumping is approximately 0.013 km{sup 3}. Thus the most likely cause of the tsunami observed at Monterey is the combination of the vertical uplift of the sea floor due to the main faulting and a large scale slumping near Moss Landing.

    The M6.0 2004 Parkfield and M7.0 1989 Loma Prietastrike-slip earthquakes on the San Andreas Fault (SAF) were preceded byseismicity peaks occurring several months prior to the main events.Earthquakes directly within the SAF zone were intentionally excluded fromthe analysis because they manifest stress-release processes rather thanstress accumulation. The observed increase in seismicity is interpretedas a signature of the increasing stress level in the surrounding crust,whereas the peaks and the subsequent decrease in seismicity areattributed to damage-induced softening processes. Furthermore, in bothcases there is a distinctive zone of low seismic activity that surroundsthe epicentral region in the pre-event period. The increase of seismicityin the crust surrounding a potential future event and the development ofa low-seismicity epicentral zone can be regarded as promising precursoryinformation that could help signal the arrival of large earthquakes. TheGutenberg-Richter relationship (GRR) should allow extrapolation ofseismicity changes down to seismic noise level magnitudes. Thishypothesis is verified by comparison of seismic noise at 80 Hz with theParkfield M4 1993-1994 series, where noise peaks 5 months before theseries to about twice the background level.

    Proton and heavy-ion radiation therapy has been taking place now for 40 years, at many accelerator laboratories around the world, essentially all of these centers built originally for physics research. The high degree of promise shown for using these particles for treating and curing cancer has stimulated the medical community to look seriously at building dedicated accelerator facilities in a hospital setting, where more rapid progress can be made in clinical research, and development of effective treatments with these beams. In the United States, the first such facility, at the Loma Linda University Medical Center, has been in operation now for two years, and is currently treating a total of 35 to 40 patients per day. Two new projects are being designed at present, one at the Massachusetts General Hospital in Boston, Massachusetts, the second a joint project of the Lawrence Berkeley Laboratory and the University of California at Davis Medical Center in Sacramento, California. This paper will discuss accelerator and beam characteristics relevant to the proton-therapy application, and will present performance and operations characteristics for the Loma Linda facility, as well as details of the plans, process and progress towards construction of the new facilities in Boston and Sacramento.

    Radiation therapy with hadron beams now has a 40-year track record at many accelerator laboratories around the world, essentially all of these originally physics-research oriented. The great promise shown for treating cancer has led the medical community to seek dedicated accelerator facilities in a hospital setting, where more rapid progress can be made in clinical research. This paper will discuss accelerator and beam characteristics relevant to hadron therapy, particularly as applied to hospital-based facilities. A survey of currently-operating and planned hadron therapy facilities will be given, with particular emphasis on Loma Linda (the first dedicated proton facility in a hospital) and HIMAC (the first dedicated heavy-ion medical facility).

    A field experiment to investigate the response of buried pipelines to lateral offsets and traveling waves has been operational since June, 1988 at the Owens` Pasture site near Parkfield, CA where the US Geological Survey has predicted a M6 earthquake. Although the predicted earthquake has not yet occurred, the 1989 Loma Prieta earthquake and 1992 M4.7 earthquake near Parkfield produced measurable response at the pipeline experiment. The present paper describes upgrades to the experiment which were introduced after Loma Prieta which performed successfully in the 1992 event.

    In 1930, Ernest Orlando Lawrence at the University of California at Berkeley invented the cyclotron. One of his students, M. Stanley Livingston, constructed a 13-cm diameter model that had all the features of early cyclotrons, accelerating protons to 80 keV using less than 1 kV on a semi-circular accelerating electrode, now called the ''dee''. Soon after, Lawrence constructed the first two-dee 27-Inch (69-cm) Cyclotron, which produced protons and deuterons of 4.8 MeV. In 1939, Lawrence constructed the 60-Inch (150-cm) Cyclotron, which accelerated deuterons to 19 MeV. Just before WWII, Lawrence designed a 184-inch cyclotron, but the war prevented the building of this machine. Immediately after the war ended, the Veksler-McMillan principle of phase stability was put forward, which enabled the transformation of conventional cyclotrons to successful synchrocyclotrons. When completed, the 184-Inch Synchrocyclotron produced 340-MeV protons. Following it, more modern synchrocyclotrons were built around the globe, and the synchrocyclotrons in Berkeley and Uppsala, together with the Harvard cyclotron, would perform pioneering work in treatment of human cancer using accelerated hadrons (protons and light ions). When the 184-Inch Synchrocyclotron was built, Lawrence asked Robert Wilson, one of his former graduate students, to look into the shielding requirements for of the new accelerator. Wilson soon realized that the 184-Inch would produce a copious number of protons and other light ions that had enough energy to penetrate human body, and could be used for treatment of deep-seated diseases. Realizing the advantages of delivering a larger dose in the Bragg peak when placed inside deep-seated tumors, he published in a medical journal a seminal paper on the rationale to use accelerated protons and light ions for treatment of human cancer. The precise dose localization provided by protons and light ions means lower doses to normal tissues adjacent to the treatment volume compared to those in conventional (photon) treatments. Wilson wrote his personal account of this pioneering work in 1997. In 1954 Cornelius Tobias and John Lawrence at the Radiation Laboratory (former E.O. Lawrence Berkeley National Laboratory) of the University of California, Berkeley performed the first therapeutic exposure of human patients to hadron (deuteron and helium ion) beams at the 184-Inch Synchrocyclotron. By 1984, or 30 years after the first proton treatment at Berkeley, programs of proton radiation treatments had opened at: University of Uppsala, Sweden, 1957; the Massachusetts General Hospital-Harvard Cyclotron Laboratory (MGH/HCL), USA, 1961; Dubna (1967), Moscow (1969) and St Petersburg (1975) in Russia; Chiba (1979) and Tsukuba (1983) in Japan; and Villigen, Switzerland, 1984. These centers used the accelerators originally constructed for nuclear physics research. The experience at these centers has confirmed the efficacy of protons and light ions in increasing the tumor dose relative to normal tissue dose, with significant improvements in local control and patient survival for several tumor sites. M.R. Raju reviewed the early clinical studies. In 1990, the Loma Linda University Medical Center in California heralded in the age of dedicated medical accelerators when it commissioned its proton therapy facility with a 250-MeV synchrotron. Since then there has been a relatively rapid increase in the number of hospital-based proton treatment centers around the world, and by 2006 there are more than a dozen commercially-built facilities in use, five new facilities under construction, and more in planning stages. In the 1950s larger synchrotrons were built in the GeV region at Brookhaven (3-GeV Cosmotron) and at Berkeley (6-GeV Bevatron), and today most of the world's largest accelerators are synchrotrons. With advances in accelerator design in the early 1970s, synchrotrons at Berkeley and Princeton accelerated ions with atomic numbers between 6 and 18, at energies that permitted the initiation of several biological studies.     Crystal fault zones exhibit spatially heterogeneous slip behavior at all scales, slip being partitioned between stable frictional sliding, or fault creep, and unstable earthquake rupture. An understanding the mechanisms underlying slip segmentation is fundamental to research into fault dynamics and the physics of earthquake generation. This thesis investigates the influence that large-scale along-strike heterogeneity in fault zone lithology has on slip segmentation. Large-scale transitions from the stable block sliding of the Central 4D Creeping Section of the San Andreas, fault to the locked 1906 and 1857 earthquake segments takes place along the Loma Prieta and Parkfield sections of the fault, respectively, the transitions being accomplished in part by the generation of earthquakes in the magnitude range 6 (Parkfield) to 7 (Loma Prieta). Information on sub-surface lithology interpreted from the Loma Prieta and Parkfield three-dimensional crustal velocity models computed by Michelini (1991) is integrated with information on slip behavior provided by the distributions of earthquakes located using, the three-dimensional models and by surface creep data to study the relationships between large-scale lithological heterogeneity and slip segmentation along these two sections of the fault zone.

    Performance comparison of three popular turbulence models, namely Baldwin-Lomas algebraic model, Chien`s Low-Reynolds-Number {kappa}-{epsilon} model, and Wilcox`s Low-Reynolds-Number {kappa}-{omega} model, is given. These models were applied to calculate the flow field around the National Renewable Energy Laboratory S809 airfoil using Total Variational Diminishing scheme. Numerical results of C{sub P}, C{sub L}, and C{sub D} are presented along with the Delft experimental data. It is shown that all three models perform well for attached flow, i.e., no flow separation at low angles of attack. However, at high angles of attack with flow separation, convergence characteristics show Wilcox`s model outperforms the other models. Results of this study will be used to guide the authors in their dynamic stall research.

Gridley, Ph.D. Human low dose radiation data have been derived primarily from studies of space and airline flight personnel, nuclear plant workers and others exposed occupationally, as well as victims in the vicinity of atomic bomb explosions. The findings remain inconclusive due to population inconsistencies and complex interactions among total dose, dose rate, radiation quality and age at exposure. Thus, safe limits for low dose occupational irradiation are currently based on data obtained with doses far exceeding the levels expected for the general population and health risks have been largely extrapolated using the linear-nonthreshold dose-response model. The overall working hypothesis of the present study is that priming with low dose, low-linear energy transfer (LET) radiation can ameliorate the response to acute high-dose radiation exposure. We also propose that the efficacy of low-dose induced protection will be dependent upon the form and regimen of the high-dose exposure: photons versus protons versus simulated solar particle event protons (sSPE). The emphasis has been on gene expression and function of CD4+ T helper (Th) lymphocytes harvested from spleens of whole-body irradiated C57BL/6 mice, a strain that provides the genetic background for many genetically engineered strains. Evaluations of the responses of other selected cells, tissues such as skin, and organs such as lung, liver and brain were also initiated (partially funded by other sources). The long-term goal is to provide information that will be useful in estimating human health risks due to radiation that may occur during exposures in the work environment, nuclear/radiological catastrophes, as well as radiotherapy. Several papers have been published, accepted for publication or are in preparation. A number of poster and oral presentations have been made at scientific conferences and workshops. Archived tissues of various types will continue to be evaluated via funding from other sources (the DoE Low Dose Radiation Research Program, Office of Science and this specific grant will be appropriately included in the Acknowledgements of all subsequent publications/presentations). A post-doc and several students have participated in this study. More detailed description of the accomplishments is described in attached file.

    The Genomic Standards Consortium was formed in September 2005. It is an international, open-membership working body which promotes standardization in the description of genomes and the exchange and integration of genomic data. The 2009 meeting was an activity of a five-year funding Research Coordination Network from the National Science Foundation and was organized held at the DOE Joint Genome Institute with organizational support provided by the JGI and by the University of California - San Diego. In quick succession Frank Oliver Glockner (MPI-Bremen), Victor Markowitz (LBNL), Nikos Kyripides (JGI), Folker Meyer (ANL), Linda Amaral-Zettler (Marine Biology Lab), and James Cole (Michigan State University) provide updates on a number of topics related to GSC projects at the Genomic Standards Consortium 8th meeting at the DOE JGI in Walnut Creek, Calif. on Sept. 9, 2009.

  15. Technical Design of Hadron Therapy Facilities

    Radiation therapy with hadron beams now has a 40-year track record at many accelerator laboratories around the world, essentially all of these originally physics-research oriented. The great promise shown for treating cancer has led the medical community to seek dedicated accelerator facilities in a hospital setting, where more rapid progress can be made in clinical research. This paper will discuss accelerator and beam characteristics relevant to hadron therapy, particularly as applied to hospital-based facilities. A survey of currently-operating and planned hadron therapy facilities will be given, with particular emphasis on Lorna Linda (the first dedicated proton facility in a hospital) and HIMAC (the first dedicated heavy-ion medical facility).

  16. Using multispectral videography to distinguish the pattern of zonation and plant species composition in brackish water marshes of the Rio Grande Delta

    Cyclical flooding of the Rio Grande and movement of floodwater into distributary channels formerly constituted significant freshwater input into the marshes of the Rio Grande Delta, but dams and flood control projects have eliminated this source of freshwater. The marshes are now dependent on rainfall alone for freshwater input and may be experiencing significant change in species of vegetation, abundance and patterns of distribution. Unfortunately, little is known of the ecology of these marshes. As a first step in providing needed information, multispectral videography was used to distinguish species composition and patterns of zonation in a brackish water marsh at Laguna Atascosa National Wildlife Refuge, Cameron County, Texas. The line intercept method of vegetation analysis provided ground truth and quantified species distribution and abundance. The vegetation of a typical brackish water marsh is organized into three zones along an elevation gradient. At the lowest elevations there is a distinct zone dominated by maritime saltwort, Batis maritime. At the lowest elevations in this zone where rainwater remains the longest, stands of California bulrush, Scirpus californicus, occur. An intermediate zone supports shoregrass, Monanthochloe littoralis, as the dominant species. A third (highest) zone is dominated by Gulf cordgrass, Spartina spartinae. The upper margin of this zone grades gradually into a shrub-grassland community that occurs on lomas (clay dunes). Each of the zones is distinguished by a distinctive signature in the multispectral videography. The Batis maritime community has a bright pink to red image response. Monanthochloe littoralis has a dark brown color and Spartina spartinae has a light gray to pinkish-tan color. Brackish water marshes may be distinguished from saltwater marshes by the relative positions of the Monanthochloe littoralis and Spartina spartinae communities, but additional data are needed before this possibility is confirmed.

Eliot Brenner, Director NRC Office of Public Affairs, March 12, 2011. For the past four years we have been speaking to audiences at Waste Management about communications issues. Last year, though we were kept from attending because of the federal budget crisis, our surrogates described to you the lessons the nuclear industry should draw from the BP Gulf oil spill crisis. Those remarks were delivered 11 days before the Fukushima Daiichi tragedy became the nuclear landmark of a generation - an industry changing event with worldwide ramifications, both in science and regulation and in communications. Eliot Brenner cut his teeth on crisis communication in the aviation industry where tragedy unfolds rapidly. He has been a speech-writer to three cabinet secretaries, spokesman for the Federal Aviation Administration and now spokesman for the Nuclear Regulatory Commission since 2004. Holly Harrington manages the NRC crisis response program and has 26 years federal public affairs experience, including eight years at the Federal Emergency Management Agency. Her crisis experience includes the 1989 Loma Prieta earthquake, numerous hurricanes and floods, Sept 11, and, now Fukushima Daiichi. Rebecca Schmidt is a veteran government relations professional whose decades in Washington include service with the House Armed Services Committee, the House Budget Committee and the Secretary of Defense. Collectively, the Offices of Public Affairs and Congressional Affairs conducted the largest outreach for the agency since Three Mile Island. We worked with the basic rule, described to Waste Management last year just 11 days before Fukushima - communicate early, often and clearly. The response - while not without its problems and lessons - went as smoothly as a chaotic event like Fukushima could go. That was due in large measure to the fact that the NRC has a well-tested system of responding to nuclear emergencies, and we followed our plan. (authors)

  18. APS Science 2009.

    It is my pleasure to introduce the 2009 annual report of the Advanced Photon Source. This was a very good year for us. We operated with high reliability and availability, despite growing problems with obsolete systems, and our users produced a record output of publications. The number of user experiments increased by 14% from 2008 to more than 3600. We congratulate the recipients of the 2009 Nobel Prize in Chemistry-Venkatraman Ramakrishnan (Cambridge Institute for Medical Research), Thomas Steitz (Yale University), and Ada Yonath (Weizmann Institute) - who did a substantial amount of this work at APS beamlines. Thanks to the efforts of our users and staff, and the ongoing counsel of the APS Scientific Advisory Committee, we made major progress in advancing our planning for the upgrade of the APS (APS-U), producing a proposal that was positively reviewed. We hope to get formal approval in 2010 to begin the upgrade. With advocacy from our users and the support of our sponsor, the Office of Basic Energy Sciences in the Department of Energy (DOE) Office of Science, our operating budgets have grown to the level needed to more adequately staff our beamlines. We were also extremely fortunate to have received $7.9 M in American Recovery and Reinvestment Act ('stimulus') funding to acquire new detectors and improve several of our beamlines. The success of the new Linac Coherent Light Source at Stanford, the world's first x-ray free-electron laser, made us particularly proud since the undulators were designed and built by the APS. Among other highlights, we note that more than one-quarter of the 46 Energy Frontier Research Centers, funded competitively across the U.S. in 2009 by the DOE, included the Advanced Photon Source in their proposed work, which shows that synchrotron radiation, and the APS in particular, are central to energy research. While APS research covers everything from fundamental to applied science (reflected by the highlights in this report), the challenge of sustainable energy provides an opportunity for expanded involvement with industrial research. We were privileged to recruit several outstanding new leaders at the APS. Linda Young, from Argonne's Chemical Sciences Division, became the new Director of the X-ray Science Division (XSD). Chris Jacobsen (from Stony Brook University) has been added to Linda's team as an XSD Associate Division Director, joining George Srajer. Alexander (Sasha) Zholents (formerly of Berkeley Lab) became Director of the Accelerator Systems Division. Sasha is the inventor of the short-pulse x-ray scheme that we plan to implement in the APS-U to obtain very high average brightness, broadband, 1-ps x-ray pulses. Walter Lowe (formerly of Howard University) has taken a new position as senior advisor for outreach and development of the user community. Walter's role is to increase the diversity of the user community (with diversity read broadly to include users, institutions, and technical disciplines that are underrepresented at APS). Walter is also leading an effort to increase access for industrial users. I am confident that we have in place a great team to help our users and the APS take fullest advantage of the APS-U opportunity. In planning with users for the proposed APS-U, we focused on the need to study 'real materials under real conditions in real time' on spatial and temporal scales unavailable today. Only by studying materials as they are made-or as they perform-in difficult environments can we solve the grand challenge of higher-performance, sustainable materials for energy and health. The proposed APS-U will improve the brightness of penetrating x-rays produced by the APS over 100 times, and support our efforts in developing state-of-the-art instruments to address these challenges.

  19. A Fault Oblivious Extreme-Scale Execution Environment

    The FOX project, funded under the ASCR X-stack I program, developed systems software and runtime libraries for a new approach to the data and work distribution for massively parallel, fault oblivious application execution. Our work was motivated by the premise that exascale computing systems will provide a thousand-fold increase in parallelism and a proportional increase in failure rate relative to today’s machines. To deliver the capability of exascale hardware, the systems software must provide the infrastructure to support existing applications while simultaneously enabling efficient execution of new programming models that naturally express dynamic, adaptive, irregular computation; coupled simulations; and massive data analysis in a highly unreliable hardware environment with billions of threads of execution. Our OS research has prototyped new methods to provide efficient resource sharing, synchronization, and protection in a many-core compute node. We have experimented with alternative task/dataflow programming models and shown scalability in some cases to hundreds of thousands of cores. Much of our software is in active development through open source projects. Concepts from FOX are being pursued in next generation exascale operating systems. Our OS work focused on adaptive, application tailored OS services optimized for multi ? many core processors. We developed a new operating system NIX that supports role-based allocation of cores to processes which was released to open source. We contributed to the IBM FusedOS project, which promoted the concept of latency-optimized and throughput-optimized cores. We built a task queue library based on distributed, fault tolerant key-value store and identified scaling issues. A second fault tolerant task parallel library was developed, based on the Linda tuple space model, that used low level interconnect primitives for optimized communication. We designed fault tolerance mechanisms for task parallel computations employing work stealing for load balancing that scaled to the largest existing supercomputers. Finally, we implemented the Elastic Building Blocks runtime, a library to manage object-oriented distributed software components. To support the research, we won two INCITE awards for time on Intrepid (BG/P) and Mira (BG/Q). Much of our work has had impact in the OS and runtime community through the ASCR Exascale OS/R workshop and report, leading to the research agenda of the Exascale OS/R program. Our project was, however, also affected by attrition of multiple PIs. While the PIs continued to participate and offer guidance as time permitted, losing these key individuals was unfortunate both for the project and for the DOE HPC community.
